It is a privilege for me to participate in this vitally important discussion of The Role of Governments in the Management of Resources. The distinction of my fellow participants is evidence that this event is a matter of extreme importance and attracts international attention. In the management of natural resources, government and private enterprise share awesome responsibilities for the economic well-being of nations. Mining and its relation to the prosperity of nations is almost as old as recorded history. Copper was being mined and extractive metal- lurgy practised at Timna in Israel's southern desert as far back as 4000 B.C., and the rich mines of Laurium not only saved the Greeks from Persian domination 2500 years ago, but also provided Athens with a monopoly of silver in the Mediterranean world. This bolstered the economic power of Athens and led to the golden age of Greek commerce and culture.

In the stability assessment of open pit walls, geotechnical engineers have to deal with uncertainty related to structural geology, rock mechanical parameters, groundwater and so on. This uncertainty will immediately and significantly impact on wall stability assessment and therefore. influence mineral recovery and ultimately the financial return of open pit mining. However, the conventional factor of safety applied to measure the stability of slopes and the relevant analytical computer packages cannot quantitatively consider the variability or uncertainty of the input data. As a supplement, therefore, geotechnical engineers have begun to apply probability to the stability assessment of open pit walls over the last two decades. To-date unfortunately, no powerful computer package is available to geotechnical engineers to conduct the probability analysis of slope stability. This paper presents a computer package of probability analysis for rock and soil slope stability. In this computer package, the strength parameters of rock and/or soil material such as cohesion, friction angle and unit weight of the different rock and/or soil type domain in a complex structural geology environment can be considered as the basic input random variables. Groundwater level can also be taken into account as a random variable in this package. Two `rigorous' limit equilibrium solutions, the Morgenstern/Price method and the Sarma method, can be used to calculate the factor of safety during Monte Carlo Simulation applied in this program. Five types of probability distribution are included in this package for the user to simulate basic input random variables. Two realistic cases from BHP Iron Ore are used to illustrate this package.

The Department of Mineral Resources is the lead agency in mine site environment management and control in New South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

Constructing upstream raises with tailings is an accepted and cost-effective practice in Western Australia, where the climatic conditions are favourable, desiccation (and hence overconsolidation) occurs rapidly due to air drying and there is a perceived low seismic risk. This is in contrast to many other settings, where there is either a positive water balance, high seismicity or a combination of both. In recent times, there has been an increased focus on seismicity in areas of Australia that have historically been considered to be of low seismic risk. The increased focus is driven by two recently published documents used by tailings practitioners and increased awareness from corporate entities, particularly those with mines in high-seismicity regions such as South-East Asia and South America (particularly Chile).The increased awareness has resulted in increased rigour being applied to seismic design of tailings storage facilities (TSFs) in general, and particularly upstream-raised TSFs. This paper compares the results of a seismic stability assessment for an upstream-raised TSF located in the Goldfields region of Western Australia, which has historically been considered a low seismic area, with a seismic stability assessment carried out for a crossvalley TSF containing similar tailings but located in a high-rainfall, high-seismic setting in South-East Asia. The influence of the adopted design earthquake values on the results of the assessments and the potential impact of the maximum design earthquake (MDE) on the design approach is presented for both cases. The results indicate that although the Western Australian site is located in an area thought to have low seismic risk, the screening level analyses suggest that the MDE could result in liquefaction of the tailings materials. Not surprisingly, liquefaction was also indicated for the South-East Asian site. The outcomes of the assessment are also presented.CITATION:Chapman, P J and Williams, D A, 2015. Continuous, steady-state laboratory flotation tests showed that the recovery of cha1copyrite from a naturally occurring ore, under conditions closely resembling those of plant practice, could be expressed in terms of a first order rate equation.Tests on full-scale plant flotation cells, using impulse tracers, indicated ideal mixing of the pulp in the cells.It was demonstrated that values of first order flotation rate constants can onlv be obtained from conventional methods of analysis in special cases.Analysis of a plant sampling campaign by the author supported a first order kinetic equation for two mineral species, and for the individual size fractions of one of these.The effect of stage-addition of reagents is interpreted in kinetic terms.

The typical management systems used to address the issue of operating risk centre around technologies that identify, analyse and evaluate the risk factors. These logical systems such as HAZOPs, Fault Tree Analyses, etc rely heavily on technical considerations and process flow analysis. However, several research projects, across industries and countries have clearly shown that up to 80 per cent `operating risk' is determined by the actions of workers, supervisors and managers. Yet, most of the focus of risk management is on technical and procedural issues. This suggests that a significant imbalance exists in our management systems and that industries are unlikely to show significant improvement on current levels of safety performance. Effective risk management must include the intangible element of the organisation psychology towards risk. A practical and theoretically sound approach had been researched and developed in and for the mining industry. This paper describes the approach and methodologies applied at the Cosmo Howley Gold Mine in the Northern Territory, where an inclusive approach to managing financial and operating risk was followed. The Cosmo Howley Mine showed a dramatic reduction in lost time injuries and improvements in financial indices - providing conclusive evidence of the link between management effectiveness, safety and productivity. This `triangle' has often been the subject of speculation and theory. It is demonstrated in this paper how the management team of Cosmo Howley focused their practices and systems on the improvement of organisational dynamics, ensured tangible and clear focus on parameters of costs and safety and how the improvement process was managed. It is concluded that the improvement process did not require a `major re-engineering' of the organisation. The organisation culture changes that occurred were incremental, planned and effective. It entailed the implementation of sound risk management methodologies, and ensured that a significant emphasis was placed on an aspect that is defined as `organisational dynamics'.

A fully instrumented and bench-mounted diamond drilling machine, purpose designed and built, has been used for investigating the effect of aqueous solutions of various chemical compounds when used as drilling fluids. The rocks investigated were andesite, basalt and granite, the chemical compounds were alkylamines, with various hydrocarbon chain lengths, aluminium chloride and dioxane. Rotation speed seems to be one of the major factors affecting the emergence of mechanochemical effects as the results obtained with aluminium chloride clearly indicate. Penetration rate is either unaf- fected or enhanced by the presence of certain compounds, such as aluminium chloride. On the other hand, penetration rate diminishes when the drilling fluid contains dioxane and exhibits an apparently unpredictable behaviour with alkylamine solutions, although it appears that an increase in hydrocarbon chain length usually equates to an increase in penetration 1. Rock texture seems to have a pronounced effect on test repeatability. With hexadecy- lamine acetate solutions in concentrations ranging from 10-5 to 5 .10-4 molò dm 3 and 41.88 radòs-1 rotation speed, 46 % increments in penetration rate of andesite were observed, with respect to water, whereas penetration rate decreased in basalt by as much as 60¦%o when a dioxane solution was used as drilling fluid. An interpretation of the observed effects is proposed in the light of current knowledge of solid state physics and physical Chemistry.

Cable bolts are being used more extensively by the mining industry for many different rock reinforcement applications. The configuration of these bolts has evolved over the last 20 years to meet the immediate needs of industry at the particular time. Most improvements to date have focussed on increasing the mechanical performance with little attention given to issues such as ease of handling, matching response to that of the rock mass or corrosion protection. Ultrastrand has been designed and being developed with this broad perspective in mind so that it will satisfy the ground reinforcement needs of today's and tomorrow's mining industry.Laboratory tests on Ultrastrand prototypes have confirmed that mechanical performance is superior or equivalent to Standard and Birdcage Strand respectively. Preliminary discussions have been held with an installation equipment manufacturer with a view to conducting a trial at a mine site by early-1992.

PX4 Software Pty Ltd is a Brisbane-based company, which specialises in providing tenement management software to mining and exploration teams operating in Australia and several international jurisdictions, including the United States, Africa, and Canada. Whilst the company is experiencing substantial growth due to a demand from both the minerals and mining technology sector, there is a crucial gap in the market for critical minerals, which will be required to achieve the net-zero emissions goal set by the Paris Agreement for 2050. To help understand and address the technology gap identified by the unprecedented demand, PX4 Software undertook the Annual Survey of Technological Transformation in the Exploration Industry. This survey involved interviews with 12 very distinguished subject matter experts in the fields of Geoscience and Geology from across the globe. From this survey, we have defined eight major categories of exploration technologies. Notably, the most transformative of these technologies over the past 65 years falls into the Geophysical Methodology category, specifically focusing on image and signal processing of both airborne and downhole data. Advances in computing power during this period have significantly improved data processing quality, enhancing orebody modelling, and targeting. This has had a profound impact on the industry. Moreover, the survey reveals that future transformative technologies are expected to centre on the automation of existing processes through AI and Machine Learning techniques. This is expected to help facilitate the identification of critical mineral systems and thus enable the exploration industry to make more informed decisions based on data analysis using Machine Learning and AI.

The Rock Mass Rating (RMR) and Rock Mass Strength (RMS) classification systems for jointed rock masses are briefly reviewed, with particular reference to their use in slope stability studies. A correlation is provided between the results obtained from the two classifications and an equation is presented tentatively defining the RMR value for long-term stable slope angles. The validity of the equation is discussed in general terms in the context of slope stability problems commonly encountered in Western Australian open pit gold mines.

KCGMÆs Fimiston Open Pit, located in the centre of the historic Golden Mile, is situated above some 3000 kilometres of old underground workings. These workings, both level and vertical, present significant safety and operational problems in the pit. One of these challenges is in safely drilling void areas so that they can be charged and blasted effectively. Current drilling practices in these areas require machines that can only drill 115 mm holes on a smaller pattern than the standard blast pattern. This results in more time and cost to both drill and charge these areas. Any other method currently available to drill out these areas involves putting operators in a potentially hazardous situation by being too close to the void area being drilled. Not effectively drilling and blasting these areas leads to hazardous situations further in the mining cycle including oversize, large toe and uncollapsed voids. Ineffective blasting also causes reductions in mining productivity and mine to mill performance. In response to these issues, KCGM has commissioned the implementation of a fully remote controlled DM45 blast hole drill rig to drill out selected void areas. The remote system, installed in conjunction with Ausdrill Ltd and GM Mining Electrics, is designed to operate similarly to a tele-remote bogging system with the operator controlling the drill rig from a separate control cabin via radio signals and video feed. This allows KCGM to drill in areas of higher risk without exposing the operators to voids. The drill rig will also be able to drill standard patterns through some specially selected void areas, reducing costs and extra time associated with drilling and charging void affected areas. The remote rig is expected to provide a number of benefits, both in the drilling process and in further downstream operations. Costs of drilling in void areas are expected to decrease with standard patterns instead of smaller patterns being drilled. Safety and operator comfort are also expected to increase through removing the operator from the pit floor. Blasting is also expected to see significant improvements through increased ease of charging void areas (because of larger holes and standard patterns), more consistent patterns resulting in less secondary blasting and toe and an overall improvement in the speed and cost of charge-up practices. This more consistent blasting will also improve shovel productivity, crusher performance and overall mine-to-mill efficiency. This paper presents an overview of the development of the remote controlled system, including modifications that have occurred since commissioning. It explains some of the problems encountered and how these have been solved. Key issues for operational success will be identified and explained with a view to making future implementations easier. Factors used to assess the performance of the remote controlled rig will also be explained in further detail and used in a preliminary assessment of the rigÆs feasibility.

This study presents the procedure of mine modelling and reserve evaluation by means of statistics, computer interpolation methods and aerophotography interpretation. All data are from Carbonifera Treviso, Laura Muller City, Santa Catarina State, southernmost Brazil. From 22 bore holes and nine trenches opened in the coal seam outcrops, a data base including level references and thickness of all rock formations was created.Using this information, basic statistic analysis was carried out, showing that there are three different populations (three modal distribution). These populations defined three geological blocks with different characteristics of overburden removal and mining methodology. This mathematical approach for analysing geological data is very important for correct mine planning and complementary prospection.

"This study investigates the dual function of a temperature responsive anionic co-polymer of poly (N-isopropyl acrylamide) (PNIPAM) as a selective flocculant/flotation collector. PNIPAM is used for separating hematite from 50:50 mixtures of hematite and quartz, at a variety of particle sizes. The performance of PNIPAM in this system is compared to that of conventional flotation collectors: sodium oleate and sodium dodecyl sulfate. The results of the study demonstrate that anionic PNIPAM used at 50¦C (above the lower critical solution temperature (LCST)) is the most effective flotation collector for hematite particles in the size range between 10 and 20 ¦m. This is attributed to the increased probability of both particle/bubble collision and particle/bubble attachment through the formation of hydrophobic hematite aggregates. Anionic PNIPAM used at 50¦C also produced the highest hematite recoveries for very fine hematite particles (circa 1 ¦m). However this recovery was completely unselective. This lack of selectivity is partially attributed to the activation of quartz particles by PNIPAM, but is thought to mainly occur as a result of entrapment of quartz particles within the matrix of hematite aggregates.CITATION:Forbes, E and Franks, G V, 2013. Copper-gold-pyrite ore types with an elevated pyrite head grade utilise a sequential flotation circuit to recover initially a copper-gold concentrate with a pyrite-gold concentrate being produced from the tailing of the initial circuit.A simpler flotation circuit with lower operating and capital costs for treatment of such copper-gold-pyrite ores with an elevated pyrite head assay was sought in the described work. After characterising the ore, the objective was to apply bulk rougher flotation of both the copper minerals and pyrite for the copper-gold-pyrite ore at natural pH. Hence, no lime or other pyrite depressants were required in bulk roughing. The bulk rougher concentrate was upgraded in a cleaner circuit to reject non-sulfide gangue and then the resulting sulfide concentrate was separated by depressing the pyrite to produce two products (copper and pyrite concentrates, both having significant gold assays). A standard test with a sequential circuit was applied to the same ore for comparison.The chalcopyrite and pyrite losses in the tailing from the rougher circuit were the same for both bulk and sequential roughing (less than six per cent). In cleaning (bulk circuit), the effective pH for pyrite depression was 11.8–11.9; copper recovery was 70–75 per cent (grade of 15–20 per cent copper) and the sulfur recovery (pyrite product) was 80–85 per cent (grade of 34–36 per cent sulfur).These results approached those for the sequential circuit where copper recovery was 80–85 per cent (grade of 15–20 per cent copper) and the sulfur recovery (pyrite product) was 83 per cent (grade of 38 per cent sulfur).The observed effects of feed sizing on the liberation of minerals in the rougher feed are discussed. Options for improving the bulk circuit results are also considered. Numerous recent analyses have shown that future demand for a broad range of critical commodities is unlikely to be met by new discoveries and recycling alone. The only practical alternative source to address this shortfall comes from orebodies which are currently either uneconomic or inaccessible. A common assumption is that a simple rise in commodity price will render these deposits economic. The mining industry has a long history of innovation allowing economic production from increasingly low grade and technically challenging orebodies. Industry “roadmaps” have been produced on a regular basis, with the aim of identifying future innovations which will allow this progression to continue. At the same time, there have been relatively few systematic analyses of the actual range of challenges facing undeveloped orebodies. The aim of this study is to analyse the mix of challenges faced by a group of undeveloped orebodies in order to better understand the relative importance and necessity of innovations applicable to the deposits, with the ultimate aim of determining the relative value and impact of possible innovations to the economic viability of those deposits. Two examples of risk assessment and risk management in action are discussed. The first is in a management context in relation to Kingsgate Consolidated LtdÆs Chatree operation in Thailand. Kingsgate has conducted an over-riding risk management program to assess and manage risk across its complete business from the Sydney and Bangkok offices through to the Chatree Mine and the companyÆs exploration group. This example addresses how Kingsgate has applied risk management, particularly to the process operation, and the benefits that have been gained. The second is in an operational context in relation to Minara Resources LtdÆs Murrin Murrin operation in Western Australia. The subject is the methodology and outcomes of a risk assessment across the Murrin Murrin operation specifically to identify and assess risks with potential impacts from $1 M to $7 M. This section of the paper then shows how the outcomes of the risk assessment were integrated into MinaraÆs strategic plan to debottleneck the plant and increase nickel production.

The texture of an ore type is fundamental in understanding the metallurgical behaviour of an ore. This study will show examples of how quantified textural attributes (mineral shape, grain size and mineral association) can be obtained from automated and scanning electron microscope (SEM)-based microscopy and utilised using advanced image processing techniques. Examples will be shown of integrating quantified and semi-quantified meso- and macro-scale textural attributes as well as how they relate to texture-based visual logging systems. The implications of texture for processing behaviours such as comminution, liberation and recovery will be discussed. This research is part of a major collaborative geometallurgical project undertaken at the Centre of Excellence in Ore Deposits (CODES, University of Tasmania) and the Julius Kruttschnitt Mineral Research Centre (JKMRC, University of Queensland). Underground mining in the West Moreton coal field started in the 1870's. Subsidence related to coal mining activities is an ongoing problem facing planners and developers in the Ipswich area in South Eastern Queensland. The history of coal mining in the area over the last 110 years has left the legacy of periodic surface instability in several areas. In general, modern engineering analysis with current mining methods combine to create predicatable analysis of surface stability and movement. Where old workings using several variations of the bord and pillar system are affected by current activity, the predictibility of the surface movement is greatly reduced. Geological complexities further complicate the analysis. Mining and the related dewatering affects the stresses on pillars in old workings. This is caused by reducing buoyancy effects caused by changes in the water levels in old workings. Of particular relevance is the depth of workings and strength of the coal and overburden. The type of subsidence affecting the surface can range from localised pillar failure, to roof failure and potholing and the likelihood of the particular form of subsidence can be assessed from studying the workings in relation to the stratigraphy and structure of the coal measure Formations.

In the first half of 1987 two four metre diameter raise bore holes were drilled at the Olympic Dam Project for ventilation purposes. The first hole, 476 m x 4.0 m diameter was completed in 96 days, 35 days longer than scheduled. The second hole, 407 m x 4.0 m diameter was completed in 39 days, 2 days ahead of schedule. Both holes were drilled with a Robbins 121R rig using a Wirth head that consisted of 23 face cutters and 5 side cutters, supplied by a contractor. After the sites were located a grouting program was carried out to help seal off an aquifer between 160 and 180 m below the surface. Cavities discovered in the Andamooka Limestone were filled with concrete. Because of the overlying dune sands and clay both sites were pre-sunk to the competent Andamooka Limestone.
