A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Key points addressed include:where the industry is going with respect to risk û methods and considerations,how tunnelling risks are perceived by the industry and legislation,how tunnel constructors and owners can minimise exposure by using proper risk engineering ætoolsÆ, andreflections on best practice methods for transferring knowledge from designers to contractors/operators.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The Karangahake gold-silver deposit is located 11 km west of Waihi in the southern part of the Hauraki Goldfield. Historically it was the second largest bullion producer in the goldfield with a past production (1882 - 1944) of 126.712 tonnes of gold-silver bullion (Au:Ag ratio of 1:3.3) from 1 142 315 tonnes of ore grading 27.4 g/tonne gold equivalents.

In the Archaean of the Kalgoorlie-Norseman area, the layered rocks have been subdivided into two sequences, both containing basic igneous rocks and sediments. The lower sequence is distinguished by the presence of acid volcanic flows and large acid sills. The upper sequence is unconformable on the lower one.In some areas, clastic sediments become coarser and pass into conglomerates. Th:s passage is accompanied by thinning of the beds.These features and their distribution suggest a basin of subsidence flanked by areas of shore-line conditions.Repeated igneous activity, including vulcanism, has occurred along the flanks of this basin. These different igneous and sedimentary environments have played an important part in the primary distribution of metals.A chronology of all basic and acid igneous activity, as well as sedimentat:on, has been established for the Precambrian of this area.INTRODUCTIONThe subdivision of Archaean rocks into those of basic igneous or of sedimentary origin has formed the basis for the nomenclature appearing in past literature. Direct transfer, or community translocation, comprises salvage and replacement of intact æsodsÆ of vegetation together with underlying soil. It has been applied to New Zealand mine sites restoration of native grasslands, wetlands, scrub lands, and forest. It is an equivalent technique to æinstant lawn or tree gardenÆ, commonly used in urban landscaping. Two to six m2 scoops of vegetation, with up to 0.7 m of soil attached, and including root plates of trees and shrubs, are relocated from stripped areas ahead of mining to sites prepared for restoration. Direct transfer uses hydraulic excavators or face shovels and dump trucks, possibly with the aid of bulldozers and other earthmoving machinery. The main advantages of direct transfer, compared with sowing or planting systems for mine site restoration, are the recycling of plant and soil materials which were often wasted by burying under overburden materials, a significantly faster revegetation process, and restoration of the whole ecosystem (plants, animals, birds, invertebrates, and microbes). The main disadvantages are higher costs of stripping and dumping, a greater degree of machine operator skill required, and scheduling becomes critically important. To illustrate the key principles, this paper gives examples of successes and failures of the technique for a variety of New Zealand mining situations. Direct transfer has been successful for a range of communities, from fern wetland and sub-alpine tussock grasslands to 5 m-tall beech forest under storey and seral shrub land, and from temperate to sub-alpine climates. Successful examples show both rapid recovery of indigenous vegetative cover and conservation of habitat for birds and invertebrates. Failures have resulted from excessive death of plants because of inadequate soil salvage depths, acidic leachates, inappropriate handling of stripped sods by inexperienced machinery operators, or prolonged drought conditions immediately following relocation. Change in plant species composition has occurred where clumps of vegetation are too far apart, or shifted plants were too small - in both cases invasive weeds have smothered the original vegetation. Changes in hydrology can also have significant impacts. Our experience indicates that the advantages of direct transfer far outweigh the disadvantages and is now used as the preferred restoration method, where practicable, at mines where it has been trialled.

Small scale' table concentration tests have many critics. Many metallurgists consider that such tests are of problematical value because of the difficulties involved in conducting and interpreting them.Many kinds of small-scale ore dressing tests are difficult to conduct, and there is, perhaps, good reason for thinking that table concentration tests are amongst the most difficuIt.Interpretation of results from small-scale tests is the responsibility of the metallurgists and engineers in charge, and it is often held that small-scale table concentration tests are particularly difficmlt to interpret.TESTING FOR TABLE CONCENTRATIONOn analysis it appears that the difficulties encountered in conducting small-scale table concentration tests are of three fairly distinct kinds. Firstly, there are difficulties due inherently to the smallscale nature of the operations; for example the smaller width of all mineral bands on the table and the less complete separation due to the shorter length of travel between the feed and discharge points.Secondly, there are the effects of batch operation owing to the fact that the mineral particles behave differently during the initial period when the sample is just beginning to spread over the table, the middle period when feed and discharge are even and continuous, and the final stage, when the last of the sample has been added and the table is beginning to empty itself.

In dealing with the pulverization and treatment of auriferous ores, it may be stated that there is not one system of treatment applicable to all classes. In the southern portion of New Zealand the ores generally contain free gold, with scarcely any impurity that is, it is found in an almost pure state, without any alloy, and its dissemination amongst the matrix is generally in tolerably coarse particles. The only difficulties the mill man has to contend with, are the economical concentration of pyrites, which in some of the lodes are rich in gold, and the extraction of the gold the pyrites contain. In some of the lodes there is what may be termed float gold, that is, the particles of the precious metal are so finely divided that it passes over the quicksilver tables, and, unless there are other appliances for saving it, this class of gold is entirely lost.Indeed it is only within the last five years that any attention has been given, in the southern portion of the colony, to saving the fine gold that has passed the amalgamating tables. In the North Island the ores are very complex there are scarcely two mines, although they may be adjoining each other, where the bullion is of the same character. On every field the gold is alloyed with silver', and in combination with other metals and mineral substances, such as copper, zinc, antimony, galenfl, iron, sulphur, arsenic, etc., and, in some instaaces, cinnabar, as in the case of the Champion lode at Tui Creek, Te Aroha. Ores of this class are extremly difficult to treat satisfactorily.

In June 2012, Lucara Diamond Corporation officially commissioned its Karowe Diamond Mine in Letlhakane, Botswana. The processing plant circuit incorporates variable speed autogeneous milling, a first for African diamond processing - only previously practiced in Russia. The paper discusses the basis for the selection of milling against the more traditional circuits incorporating crushing and scrubbing. It covers early commissioning challenges of operating a mill in an æalien environmentÆ with no immediate reference plant to look up to for bench-marking.The paper describes how these challenges were overcome and learnings quickly incorporated into the mill operating philosophy for maximum diamond liberation and minimum product damage. The plant was commissioned in three months and by August 2012 the production ramp up had reached name-plate capacity. The feed to the mill has varied from highly weathered material to extremely hard kimberlite and the operating philosophy had to be optimised for the full range of ore types. Misiman society is matrilineal and despite relatively long contact with Europeans and mining, it retains its traditional consensus style of decision making. Many Misimans at least understand English, and this has encouraged comfortable communication between the people and the company (Misima Mines Pty Limited). Company care in monitoring the environment (mostly using Misiman staff), its policy of maintaining a largely Misiman workforce, and its emphasis on training and safety, have all created an environment compatible with Misiman society. In addition, the company has constructed and/or upgraded community facilities such as the airstrip, roads, the health centre, police station and schools, and has actively promoted local business endeavours. All these initiatives have been accomplished by constant dialogue with the largely Misiman workforce, and with the Misiman people, both before and during implementation. Constant, careful communication, using traditional Misiman consensus methods, appears to be the key to continued community acceptance of the project.

The rapid advance in the adaptation of scientific knowledge to the treatment of ores, resulting in improved chemical and metallurgical processes, has enormously increased the possibility of working lodes profitably, which a few years ago were passed over as unpayable. By the discovery of chlorination, and later of "Cyanidation," by the highly improved methods of concentration, and by the rapid advance in our knowledge of smelting (for which we are greatly indebted to Americanmetallurgists), and by the gradual replacement of scientifing principles and enlightened management, for rule-of-thumb methods formerly in vogue, many large low grade bodies have been opened, and are now paying dividends, which were,twenty years ago, looked upon as hopelessly unpayable. It has been more especially in these large low grade ore bodies, that modern methods have been benefical; for small lodes must be rich to pay at all, as they cannot be worked on the same gigantic scale, but even in these a percentage of metal is saved which formerly was absolutely lost.To make these large deposits remunerative it is, however necessary to try and find the point of greatest economic advantage, to handle the ore in vast quantities, to erect huge plats to treat it, to substitute automatic appliances for hand labour as far as possible, and to combine several processes supplementary to one another, so that ore which is not amenable to one process, shall be saved, by another; and by doing...

As part of an investigation of the deep structure of the Waihi Basin, an extensive set of resistivity measurements was recently collected by DSIR Geology & Geophysics. The objective of this work is to map deep resistivity changes throughout the Waihi area in order to contribute to a better understanding of the regional geophysical structure. This research is also aimed at improving techniques for locating 'deposits of epithermal mineral resources, and helping to establish their origin and genetic relationship to fossil geothermal systems.   The results indicate that the basin south of Waihi is underlain by an extensive layer of low resistivity, modelled as a 5ohm-m layer several hundred metres thick. Lake sediments (mudstones), as exposed in the south western part of the basin, near Waitawheta, are the most likely source of this low resistivity layer, although hydrothermally altered clays and/or elevated temperatures are other possible causes. Strong northeast trending anisotropy is also observed, implying structural links from Waitawheta through to Golden Valley. The observed resistivity pattern is consistent with a æburied calderaÆ or æfaulted depressionÆ structural model for the basin, as inferred from gravity and magnetic data.

The analysis of equipment trends in The AusIMMÆs revision of Monograph 19 - Australasian Mining and Metallurgical Operating Practices (AMMOP) (in prep) in the paper by Graham Lumley raised some interesting, and in parts disturbing, trends in the Australian open cut mining industry. According to the Australian Bureau of Statistics (2011) the productivity of the whole mining industry is down by 34 per cent since 2001. In terms of open cut equipment, median output for draglines is down by 15 per cent since 2003, electric rope shovels are down by 41 per cent since 2003, hydraulic excavators are down by 39 per cent since 2008, front-end loaders are down by 39 per cent since 2007 and trucks are down by 41 per cent since 2006. Clearly e boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top ten per cent by annual output per unit of input) has declined, but not by as much as the median (eg shovels down by eight per cent, excavators down by 19 per cent and FELs down by five per cent). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins, pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one, will be crucial to reversing the decline in open cut equipment performance.CITATION:Lumley, G, Trott, T and Lewis, M, 2012. Acid producing potential static tests have been undertaken on sample lithologies from New Zealand coal mines, to rank the lithogies into acid producing waste rock and stable non-acid producing waste rock. Results indicated that the main acid producing waste rock in the Waikato coal region are the marine Whaingaroa siltstone and the Glen Massey formations and the main alkaline producing lithologies were the Tauranga group volcanic-derived sediments (A & D) and the Mesozoic basement. Coal ash analysis of 28 samples from 28 mines have also been analysed for reactive S percentage and their base potential has been quantified by the chemical index of alteration (CIA). The results provide mine management in the Waikato Coal region with a classification of problematic and stable waste rock types. XRF and CIA values determined from wash drill cuttings would provide a method of determining waste rock volumes and magnitude of palaeo-weathering underground.

Henderson Operation’s underground molybdenum mine has been in production since 1976. Since that historic date, more than one billion pounds of moly has been produced, and over 120 Mt of ore extracted from three different levels and many different panels. The safe and successful operation of Henderson has been, and will continue to be, dependent on utilising an increasingly sophisticated fleet of equipment, advanced designs, innovative mining techniques, best practices in maintenance processes, improvements in crushing and conveying systems, and most importantly, the training and mentoring of the underground staff. The quartz-cassiterite-wolfram veins at the Aberfoyle Tin Mine, north-eastern Tasmania, form a sheeted zone about 200 ft. wide and 1,600 ft. long in slightly contact metamorphosed shales, slates and greywackes, and are associated with a cupola of aplitic granite whose top is about 1,050 ft. below the present surface. Economic mineralization persists from the surface down to a vertical depth of 1,050 ft. to 1,100 ft., dying away in the vicinity of the cupola. Down to the 9-level there is a progressive increase in wolfram content of the veins, and a decline in cassiterite content, with increasing depth.The veins are banded or zoned, with a seivedge of muscovite on the wall. Cassiterite, wolfram and sphalerite occur inside the selvedges, projecting into a core of quartz of varying width. Other sulphides form the central part of some narrow veins, or occur as clots in the quartz. The general sequence of deposition of the ore minerals was: (1) cassiterite, wolfram; (2) arsenopyrite, pyrite, molybdenite; (3) pyrrhotite (in part); (4) blende-group minerals-chalcopyrite, sphalerite, stannite, pyrrhotite (in part)-as solid solutions; (5) galena, tetrahedrite, matildite, native bismuth, scheelite; (6) marcasite and secondary pyrite, magnetite and hematite. The sequence of deposition of the gangue minerals was: (1) fluorine-bearing minerals-muscovite topaz, apatite, triplite, fluorite-more or less contemporaneous with the cassiterite and wolfram;' (2) quartz-contemporaneous with the earlier sulphides; (3) carbonates--contemporaneous with the later sulphides. The stages overlapped somewhat.The composition of the sphalerite and heat treatment experiments with the solid solutions indicate that the blende-group sulphides were deposited at about 6000 C., and cooled rapidly, so that unmixing of the solid solutions was arrested. This accords with the likelihood that the country rock temperature was not above 2000 C. Annealing experiments at between 3500 C. and 6000 C. led to further precipitation from solid solution at the lower temperatures, and to significant segregation by solid diffusion within, a week, indicating that both deposition and cooling of the ore were rapid processes-completed in a matter of days. Morphological analysis of alluvial gold recovered from the same segment of a placer by four common commercial methods indicates that gold shape and the presence of quartz intergrowths or sulphide overgrowths substantially influence the recovery efficiency of each method. The amount and types of gold saved by each method varies according to the different hydrodynamic conditions under which each of the methods operates. Reverse circulation drilling has the lowest efficiency and preferentially loses moderate-high flatness gold and intergrown or overgrown gold particles with relatively low density. Gravity riffle, hydraulic riffle, and jigcentrifugal concentrator systems respectively save progressively more of these problematic gold morphotypes, but still lose significant and sometimes substantial amounts (of profit) to the tailings. Because of the differences in recovery efficiency, reverse circulation drilling probably underestimates the grade of most placers and may have resulted in bypassing several economic deposits. Losses to tailings by commercial recovery plants arise from inadequacies in fundamental plant design features. These inadequacies compromise plant efficiency by limiting the ability of plants to simulate the wide range of hydrodynamic conditions necessary to operate effectively throughout placer systems. Incorporation of sand pumps and multiple recovery methods into the more sophisticated plants only partly overcomes these inadequacies. At best, efficiency will be maximised in a few segments of the placer determined by individual plant design, and will decrease progressively upstream and downstream of those segments. Without prior knowledge of the morphological characteristics of the gold to be mined, it is difficult to choose the most appropriate plant design, or to estimate what proportion of the gold will be recoverable by any given plant. If the relevant relationships are not considered beforehand, the recovery plant is likely to lose a significant proportion of the gold, and sacrifice maximum profit.

For low density materials such as coal, density-based fractionation of particles via the sink-float method is relatively simple due to the availability of liquids of suitable density; however, for high density minerals, suitable heavy liquids are less available and those that are available are expensive and pose significant hazards. At best, sink-float separation can be performed up to densities of 4400 kg/m3 with the use of Clerici’s solution at elevated temperatures. Hence the direct measurement of grade-recovery and density-partition curves is problematic. Therefore, in most cases, beneficiation plants must rely on methods such as QEMSCAN, density tracer particles or very limited information to guide them in the design and optimisation of their plants.This paper describes a density-fractionation method utilising laminar flow through a system of parallel inclined channels to generate a series of overflow fractions at different flow velocities. Here the particles are subject to precise hydrodynamic forces with minimal dispersion or mixing. The size distribution of each overflow fraction at a given flow velocity is obtained using a laser particle size analyser, and combined with a laminar flow model to deduce the corresponding density distribution. The paper describes the application of the method to measure the separation achieved using a REFLUX Classifier to obtain the corresponding feed, product and reject ‘washability curves’, and in turn the full partition surface. Mineral-deposit geology, geochemical processes, and biogeochemical processes are fundamental controls on the environmental conditions that exist naturally in mineralised areas prior to mining, and that result from mining and mineral processing. Input from economic geologists and geochemists is therefore crucial to effectively predict, assess, mitigate, and remediate the environmental effects of mineral-resource development. Recent open pit gold mining at Summitville, Colorado , has received intense public scrutiny for a variety of environmental problems, most important of which has been extreme acid drainage. Now a Superfund environmental cleanup site, Summitville exemplifies how economic geology and geochemistry principles: 1. could have been better utilized to first predict and minimise the environmental problems, and 2. can now be used to optimize the environmental cleanup.

Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.

The Golden Cross, low-sulfidation, epithermal deposit shows a number of features that are directly or indirectly related to boiling hydrothermal fluids. Occurrences of lattice calcite and their quartz pseudomorph equivalents in veins, and occurrences of adularia in veins and in the surrounding altered rocks in the vicinity of ore, are both direct evidence of deposition in the presence of boiling hydrothermal fluids. Loss of carbon dioxide causes calcite deposition (platy variety) near the level of first boiling, while adularia deposits due to the attendant pH increase along the cooling flow path. Indirect evidence of boiling include crustiform-colloform quartz banding, late massive calcite veins, clay-carbonate alteration in the shallow and peripheral parts of the ore zone, and the restricted vertical interval of precious metal mineralisation. The colloform quartz banding strongly resembles the banding in amorphous silica deposits found in geothermal surface pipes. This implies that fluids ascending the Empire Vein structure were saturated in amorphous silica. If so, then they must have undergone phase separation, which initiated at considerable depth (e.g. =1000 m) and very hot temperatures (e.g. =300¦C). On the basis of stable isotope data, late massive calcite veins appear to have deposited from CO2-rich steam-heated waters. Calcite deposited along heating paths as these waters descended into the upflow zone during late stage collapse of the hydrothermal plume. In active systems, such steam heated waters form by deep boiling. The high CO2 contents of these waters promote hydrolytic alteration and the formation of clay-carbonate alteration. Reaction path modelling using CHILLER and a deep, Broadlands-Ohaaki water as an analogue, shows that minerals deposit along boiling flow paths over discrete spatial intervals. Calcite and adularia deposit near the site of first boiling, followed by gold and then by amorphous silica. For deep boiling starting at 300¦C, these minerals deposit over a path length that exceeds 1000 m. The distribution of banded quartz and gold at Golden Cross are consistent with such a boiling model. However, the elevation of first boiling must have fluctuated over 500 m to account for the coincidence of lattice quartz (pseudomorphs of platy calcite) and adularia, crustiform-colloform silica and gold over distances of a few centimeters in veins. We deduce that a downward propagating boiling front and expansion of two-phase flashing in a flowing water column occurred during episodes of high vertical permeability and fluid flux in the Empire vein structure.
