Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. The South Island Line (East) will be a medium-capacity railway covering approximately 7 km from Admiralty Station to South Horizons Station on the south side of Aberdeen Harbour in Hong Kong, with intermediate stations at Ocean Park, Wong Chuk Hang and Lei Tung.South Island Line (East) Contract 904 project is located on the island of Ap Lei Chau at the southern side of Hong Kong island and requires extensive construction works to be completed in close proximity to the existing residential estates of South Horizons and Lei Tung. The project also has areas of significant cultural heritage, including 18th and 19th century temples and historical gravesites. Owing to the site access constraints and location for the project, detailed planning and methodology innovations have been required to ensure the most effective and responsible means of delivering the project works. To excavate the tunnels using drill-and-blast techniques in these restricted locations, the maximum instantaneous charge weight that could be fired while blasting was severely limited. To overcome these restrictions, the project team developed and pioneered the use of ‘deck loading’ in Hong Kong to minimise the impact of blasting operations and has successfully implemented double- and triple-deck blasting operations during the completion of tunnel excavation works.Upon completion of the drill-and-blast excavation, the tunnel lining works were completed using both in situ concrete lining with travelling forms and permanent shotcrete works.CITATION:Curlewis, W, Cuthbert, Z and Hake, D, 2014. Much has been written about the fact that most transformation efforts disappoint. This paper addresses factors that should be taken into consideration in planning and implementing transformation programs to ensure success.In 2009, St Barbara commenced a transformation program to address issues of chronic poor quarterly operational performance; financial pressure caused by the unreliable operational performance; and an inability to develop business plans with integrity and to reliably deliver on the plans. As a result of a number of years of disappointing operational performance, St BarbaraÆs culture was not conducive to business success.This paper uses lessons learnt during St BarbaraÆs transformation program to highlight key characteristics of change programs that can generate significant sustainable benefits. While there were many benefits from the transformation program, the most significant impacts of St BarbaraÆs program have been transformation of the companyÆs culture and capability of people as business leaders; the establishment of a business systems framework to guide the design and development of systems; and developing support functions, for example centralised procurement and supply chain, business improvement and technical services.CITATION:Campbell-Cowan, G, 2012. The present Pacific Ocean arose from rapid sea-floor spreading that commenced in the late Mesozoic, and continues to the present day. It started within what is here called the Medusa complex of seaways, basins and troughs with spreading ridges and volcanic arcs, that girdled the earth, including the Palaeotethys and Neotethys of Eurasia between Gondwanaland and Laurasia. Detailed mapping and analysis of palaeofaunas and volcanic arcs indicate that several seaways, rather than one or two, extended throughout Tethys, and into areas now occupied by the Pacific Ocean. The Medusa complex developed under a long sustained wrench regime, right lateral at least from New Zealand to Eur.ope, and saw the origin, maturation and closure of elongate and oval basins under erratic sea-floor spreading, in which no Eulerian pole of rotation remained fixed for long. The name Medusa stems from the analogy of snake-like writhing hair to the constantly shifting development of basins and orogens within the complex. The Indian Ocean split and opened up Gondwanaland concomitant with the later development and deformation of the Tethyan segment- of Medusa, whereas, to the east, the Pacific Ocean opened within Medusa itself, and dispersed Medusa around the rim of the Pacific through sea-floor spreading and strike-slip faulting.

Mining organisations grapple with the same problems year after year, wasting incredible amounts of time and money. According to estimates from the International Labour Organization (ILO), over one million work-related deaths occur annually, and hundreds of millions of workers suffer from workplace accidents and occupational exposure to hazardous substances worldwide. Many accident reports cite human failure as a primary cause (Busse and Johnson, 1998). The workers at the Bhopal chemical plant pumped methyl isocyanate into a leaking tank (Morehouse and Subramaniam, 1986). On 3 December 1984, more than 40 tons of methyl isocyanate gas leaked from a pesticide plant in Bhopal, India, immediately killing at least 3800 people and causing significant morbidity and premature death for many thousands more. The company involved in what became the worst industrial accident in history immediately tried to dissociate itself from legal responsibility (Broughton, 2005). Australia is not spared from safety problems either (Lucas, 2022). The ILO Convention 176 (1995) as a response provides that national law should inter alia provide for the supervision of safety and health in mines; the inspection of mines by designated inspectors of the competent authority; the procedures for reporting and investigating of fatal and serious accidents; the compilation and publication of statistics on accidents, occupational diseases and dangerous occurrences; the competent authority to suspend or restrict mining activities on safety and health grounds until conditions giving rise to the suspension are addressed; and worker consultation on matters related to safety and health in mines. This has assisted in getting enough data to define the magnitude of the problem to the mining sector.

The chemical oxidation kinetics of sphalerite by Fe(III) was studied at various temperatures and size fractions in sulphate media. The kinetics of Zn extraction followed a pore diffusion control mechanism with an apparent activation energy of 54-58 kJ mole. This figure, although high for a pore diffusion control process, is consistent with other studies carried out in sulphate media. An empirical statistical model, relating the extraction time to % Zn extraction, average particle size and temperature, is described by log 1 = 12.22 - 0.017% Ext. - 1.76 log D Av t - 2954 T Parallel studies were also carried out investigating the biological oxidation of sphalerite utilizing the acidophilic autotrophic bacterium Thiobacillus Ferroxidans. The effect of such kinetic parameters as pulp density, particle size and Fe(III) on bacterial growth rate and consequently zinc extraction rate, were studied and where appropriate, optimum conditions for bacterial growth were specified. Based on the results of chemical and biological leaching studies, it was apparent that rapid zinc extraction from sphalerite was predominently due to oxidation by Fe(III). The biological oxidation process catalyses the oxidation and regeneration of Fe(III). The proposed combined chemical-biological leach system was simulated in semi continuous fashion. GENTLEMEN, I have to thank you very much for the honour you have conferred upon me by electing me President of the Institute for this year. On behalf of resident members, I have to offer the visitors a very cordial welcome to Mount Morgan, and to tell them that all arrangements have been made to enable them to inspect the mine and works at their own convenience, and to supply them with any particulars they may need.It is very pleasing indeed to see such a large gathering, especially on account of the long journeys many have undertaken in order to be present. The first congress in Queensland, about eleven years ago, was attended by a comparatively small number of members, and a rather long time has been allowed to pass in consequence. The large attendance at this meeting encourages the holding of meetings in Queensland more frequently. Owing to the long distances, and the number of mining centres in Australia and New Zealand, we cannot expect to meet oftener than once in six or seven years in...

An extensive trial of laser-based survey and monitoring systems at Hillgrove Resources Kanmantoo Copper Mine in the Adelaide Hills, South Australia, has proved the capabilities of the system in monitoring rock movements on open pit walls. Initially, the trial involved deploying a Maptek I-Site 8820 laser scanner and the proof-of-concept Maptek Sentry software in the Nugent Pit to monitor ductile rock movements located up to 260 m away. The system was proven to be capable of monitoring various rock movements from 1.5 tonne rockfalls up to a 40 m high toppling wall failure. Data collected from smaller rockfalls was used to help build a database for Hillgrove’s rockfall management program. As part of the trial, the laser scanner was deployed to monitor a ramp movement event, as well as the toppling failure, adjacent to an IBIS slope stability radar. Both devices monitored the slump and the slowly developing toppling movements, with similar results. Although the radar was used as the successful ‘critical alarm’ device for the toppling failure, post-failure analysis showed the laser-based system to be capable of performing a similar role in the ductile rock regime; albeit over much shorter distances than the radar capability. A second laser scanner was deployed to monitor Kanmantoo’s Emily Pit in early December 2014, where it successfully provided critical alarm warnings for a block topple event. Sentry software, which takes advantage of Maptek I-Site 3D spatial imaging technology, was first released in November 2014 to meet industry demand for a cost effective, flexible system to detect movement. Sentry has now been re-launched as a fully transportable monitoring system. Deployed in a custom trailer, the system offers a power and communications module, cellular and Wi-Fi networking and a stable bollard for the I-Site laser scanner and Sentry software. This paper will present rock wall movement data from the Sentry trial and a subsequent two years of monitoring of the open pit walls at the Kanmantoo Copper Mine, at distances out to 750m. In addition, examples of remote geological mapping and small rockfall detection, using the laser scans, will be described. The Sentry system has proven to be beneficial for the continual improvement of slope monitoring and risk management at hard rock mines. As more and more mining operations around the world either switch to, or trial, electronic initiation systems, the breadth of knowledge and experience regarding their effective application has widened considerably.In South America, for example, there is a strong perception that in order to achieve the finest possible fragmentation, very short electronic delays must be used between successive holes within a row. Limited field studies involving measurement of fragmentation have been conducted to support that paradigm and there are few long term studies which have been strongly supported by measurements of productivity either in the pit, in the plant, or in the leaching pads.On the other hand, some well documented studies have been conducted in North America, showing not only the impact of delay timing on fragmentation but also the effect on semi-autogenous grinding (SAG) mill productivity over extended periods of in excess of 12 months. To date, those studies suggest that optimum timing is considerably longer than the times commonly used in South America.This paper explores the current knowledge of the effects of delay timing on issues ranging from size distribution to vibration impacts in pit walls, to vibration and overpressure impacts in surrounding communities. It also explores how fragmentation modelling can be adapted to reflect fragmentation trends that have been reported in various technical conferences around the world.

The aim of this study is to examine the volumetric and mass movement characteristics of load and haul operations using statistical modelling of relatively large samples of bucket loads that are transported as small samples in the form of truck payloads. Generally, the factors influencing bucket load variability are random, difficult to predict and to control. In the process of loading trucks the underlying variability of individual bucket loads will determine the variability of truck payloads. Bucket loads of material prepared by drilling and blasting for loading into trucks are fundamental quantities in open pit mine production. A study of payload data from a large surface mining operation indicates that bucket loads and truck payloads that are a small sample of bucket loads are normally distributed. Truck payloads have a reduced dispersion compared with bucket loads that is an inverse 0.5 power function of the number of passes per truck payload. Comparison of statistical modelling results with the æ10/10/20Æ policy promoted by Caterpillar Global Mining Inc, indicate that compliance with the æ10/10Æ part of the policy, applying to truck overloading is facilitated, as the coefficient of variation of truck payloads decreases, as a result of the increasing number of loading passes. Compliance with the more stringent æ20Æ part of the policy, relating to safe steering and braking is also facilitated, albeit at lower coefficient of variation for similar reasons.

The paper describes a spectrometric method and apparatus developed for lithology logging in brown coal formations. The nuclear spectromet- ric technique developed is able to delineate coal/sand/clay seams. One requirement was to log inside drilling rods, as well as cased or open holes. The method described is based on combined natural gamma and gamma- gamma techniques using a spectrometric system for signal acquisition and subsequent computer based on-line data analysis and interpretation.

The decline of ore grades on land, increasing demand and high prices for various minerals have led to an increased interest in mining the deep ocean sea floor. The potential deep ocean reserves are vast and in some circumstances the grades are high enough to consider mining. However, the consequences of such mining are as yet uncertain. This paper will present the results of a comparative assessment of life cycle impacts of deep ocean minerals. Two alternative extraction technologies from different deep ocean resource types were examined and key commodities are considered. Initial results indicate that the energy requirements will be higher than the average land-based resources, but may fall within the range of the deepest terrestrial mines.CITATION:McLellan, B C, 2015. "The purpose of this paper is to present the findings of a waste rock remediation program conducted at a gold mine in New South Wales (NSW) over a six-year period. The treatment of waste rock dumps included the longitudinal results of one-off applications using: ViroMine Technology, including the application of a chemical reagent called Terra B, which is a benign, clay-like substance derived from processed bauxite and other sources lime and biosolids (added for nutrient value) clay capping and topsoil compared treatment outcomes from these three approaches to a control.Parameters measured in the program included leachate pH, total actual acidity (TAA) and chromium reducible sulfur (CRS), Al, Cd, Cu, Fe, Mn, Ni, Pb, Zn, and tree height and vegetative cover density with data collected at regular intervals over a six-year monitoring period. Findings over the life of the study indicated, for example, that leachate pH in the control area was 4.5 in year 1 falling to 4.0 by year 6; pH in the lime and capping treated waste rock was initially raised to about 5.5 after treatment but fell to 5.0 within 24 months and remained a low 4.7 by year 6; pH in the Terra B waste rock was 6.8 in year 1 immediately after treatment, and actually increased to 7.3 by year 6 with no further treatment. This finding is of relevance because it effectively profiles the acidity curves of waste rock control, lime, and capping applications, and shows that they decline over time, despite an initial æpH shockÆ to the solids as measured by TAA and CRS in the case of lime. Similar treatment curves were observed for heavy metal leachates. Tree height and vegetative cover density indicated that with increasing acidity in the waste rock dump, the lime and capping options did not allow healthy revegetation, but in the Terra B treated areas tree growth and density were comparable to background, undisturbed forest levels.is needed with respect to tailings management, based on a novel integrated research framework.CITATION:Fergusson, L, Blair, D and Barros, G, 2012. There is currently in the mining industry, as well as in other industries, a movement seeking to increase investments in decarbonisation processes to help combat global warming. Among some initiatives taken is replacing diesel-powered mobile equipment in the mines with electricity-powered equipment, such as electric off-highway trucks or even belt conveyors in the mining operation. Samarco is a Brazilian mining company that since its conception has used a conveyor belt mining system in its mining operation, using only a small number of trucks to complement the mining process. This mining process that combines conveyor belts and trucks has brought environmental gains for the company since the environmental impact of conventional truck-only mining is greater than that of the combined system. To measure these gains, a medium-term mining plan was developed in which two fleet scenarios were detailed. One scenario contemplated a high level of detail of belt mining seeking its maximisation, while the other considered the operation performed 100 per cent by trucks, eliminating the use of conveyor belts. Through the comparison of these two scenarios, it was possible to make an inventory of atmospheric emissions and greenhouse gases for each one of them considering data such as types of equipment, diesel consumption, total distance travelled and energy consumption. The results showed that the fleet scenario with conveyor belts results in periods with up to 15 per cent less greenhouse gas emissions and 37 per cent less total particulates compared with the truck-only scenario. Therefore, the results confirm the environmental benefits of the method and the need to look for ways to even expand it in future operations through a study to identify the potential areas in the long-term mining plan.

The design of near-surface civil infrastructure requires detailed consideration of the geological/ geotechnical conditions, excavation geometry and sequence and ground support measures to ensure stability of the underground openings and minimal impact on overlying or adjacent infrastructure. Twin parallel road tunnels have been designed and built with connecting cross passages and a piggyback busway tunnel as part of a large infrastructure project in Australia. The tunnels were excavated in poor to fair quality rocks using road headers. Temporary ground support includes shotcrete, rock bolts and canopy tubes. Extensive numerical analyses have been performed to analyse the expected behaviour of the tunnels during excavation, including two-dimensional analyses using UDEC and three-dimensional analyses using FLAC3D. Structural defects in the rock are explicitly included in the 2D analyses to examine the potential for localised ground instability. The stress redistribution is captured by the 3D modelling with an accurate representation of the complex excavation geometry and the detailed excavation and support sequence. This paper presents the modelling methodology, numerical results and discussions on integrating both 2D and 3D analyses to achieve reasonable design.

Rio Tinto’s Hunter Valley Operations is a large open pit coalmine situated in the heart of the Hunter Valley in Australia. The Riverview West Pit has faced increasing production challenges in recent times due to decreasing dragline strike lengths and increasing environmental constraints on vibration, overpressure and fume generation. Conventional mining techniques would involve five to six production blasts per strip to recover multiple coal seams. Each blast event carries the risk of exceeding the strict environmental requirements. By working collaboratively with Orica, it was realised that the blasting method known as Stratablast™, in conjunction with advanced computer modelling techniques, could provide productivity gains whilst simultaneously providing more control over the environmental effects and the impact on nearby infrastructure.As a result of this change, the number of blasts per strip was reduced to one, with the implication that a great deal of care and forethought was needed to manage the increased challenge posed by multiple constraints in the proposed mining area. This innovative approach of combining throw and stand-up blasts allowed the extraction of all major coal seams in a single pass blast event. The blasts were initially designed with a large factor of safety to stay within environmental limits as they were over 1.1 km in strike length, with more than 800 holes and with a total charge weight of about 1000 t of bulk explosives. Furthermore, there were conflicting priorities around the desired blast outcomes. So far, 11 such blasts have been designed and successfully fired. After each blast, innovative design changes have been iteratively implemented to provide further control over environmental impacts, whilst continuing to improve productivity. As a result of these changes, blasts have progressively increased in complexity with the inclusion of features such as damage zones, mid-splitting, time gaps and different directions of firing. The consequence of this complexity is that the blast duration can be as long as 28 seconds to accommodate all components of the blast.This project has increased the productivity of the Riverview West Pit through blast design improvements and allowed the environmental impacts to be managed with far more control and predictability than would have been possible under a conventional blasting regime. Adaptive mineral processing has to rely on spatially predicted information on primary geometallurgical parameters, like phase composition, size and shape distributions of grains from various phases, portions of value elements in different grain types. Naively, one would predict these parameters geostatistically and select an optimal processing for the predicted structure. This is suboptimal, due to various kinds of non-linearities in the problem. First, some primary geometallurgical quantities themselves are measured in non-real scales, like compositional or stereologically distorted geometric information. Standard geostatistics has to be replaced by compositional and geometric geostatistics, involving complex transforms and restrictions. Further, only partial and uncertain information is available, introducing a stochastic character to the optimisation problem. Moreover, many response variables leading to costs, outcomes and eventual effects of later processing depend non-linearly on the primary geometallurgical parameters, which implies that the final monetary value is not estimated unbiasedly by kriging. Finally unbiased linear prediction (such as kriging) is not the best method of prediction for decision making. The conditional expectation of the monetary values is needed instead. The impact of these problems is explained in this paper, with simplified examples, and a first approach to a general solution is proposed. BHP has used many innovative techniques when recruiting its workforce for the Cannington Project. Looking for a balance of experience and enthusiasm it was necessary to develop pre-selection tests to reduce the initial number of applicants to a manageable number for first interviews in Townsville. Success at this stage led to an applicant, and their spouse, to go through a second interview at the mine site. The full process from application to job offer took up to six months, but the results were felt to be worth the effort. The approach taken has resulted in a highly motivated and flexible workforce. This paper outlines the philosophies behind CanningtonÆs recruitment process, highlights some of the issues associated with the approach, and offers some measures of the outcomes.

THE object of this paper is to offer some suggestions to assist metallurgists to supervise the operations of flotation plants. We do not yet thoroughly understand what "flotation" is or "why minerals float" and all attempts that have been made to explain the phenomena have been based on theory or imagination, and have not been capable of substantiation by practical demonstration, or even by laboratory tests; but it is wellknown that particular minerals will float in a liquid under certain specified conditions, and that some other minerals will not float under those conditions, and that, if a mixture of the two classes of minerals be subjected to those conditions, there will be separation of the minerals, of which one class will float and the other will remain unfloated as a residue. The duty of the flotation expert is to so control the operations and the conditions of the liquor as to obtain the best commercial result from the ore he is treating. The chief controlling factors in a flotation plant appear to fall under the following eight headings, all of which are important:1. Crushing.2. Rate and regularity of feed.3. Density of pulp.4. Temperature.5. Addition agents.6. Condition of circuit liquor.7. Agitation.8. Aeration.
