The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

The Gold Ridge Mine is an open-cut gold mine in the Solomon Islands. The mine is owned and operated by Gold Ridge Mining Limited, a wholly owned subsidiary of Ross Mining NL. At the invitation of the Solomon Island Government, project construction commenced in July 1997 and gold production commenced in August 1998. The mine is the countryÆs first, and represents a major milestone in the development of the Solomon Islands. At the time of project approval and construction, there was a growing awareness in the country of the potential impacts of mining in the tropics, partly due to unfavourable publicity surrounding a number of other mining operations in the Pacific region. The management of environmental impacts was therefore an important consideration in the approval of the project, and continues to receive a high level of attention from the Government and community. Ross Mining did not commit to the Gold Ridge Project until it had satisfied itself that all waste rock and tailings could be safely contained on-site, and that the standards normally expected of a mine in Australia could be met. Ross Mining approached the approval, construction, and operation of the Gold Ridge Mine with a set of operating principles that met Government and community concerns. These were:best practice environmental management; operation of the mine in accordance with standards expected of mining operations in Australia; independent peer review of key technical aspects; on-going consultation with Government and community; and equitable transfer of wealth to landowners and the local community. As a consequence, the Gold Ridge Mine has developed into a successful mining operation with a high level of support from local landowners, the general community and the Central and Provincial Governments of the Solomon Islands.

ABSTRACTFor the binary system copper-lead two relationsEquation 1andEquation 2have been derived for the activities of copper and lead at compositions and absolute temperatures within the liquid region of the phase diagram.These relations give, with greater accuracy than is given by previously published relations, the activity-composition temperature variations for all regions of the phase diagram of interest to metallurgists.These relations are essentially simple forms of the Margules equations but with linear temperature dependence applied to their coefficients. This has been done in such a manner that a phase diagram obtained from these relations agrees well with the data available for this system. The methods of obtaining the relations and constructing a phase diagram from them are both given in detail. The enthalpies and entropies of mixing are compared with those derived by other methods.

Volcanogenic massive basemetal sulphide and gold mineralisation of predominantly low sulphidation style has been located within Lower Tertiary basaltic and felsic volcanic and sedimentary sequences at Ufuo, in the Left April River area, northwest Papua New Guinea. The four discrete massive sulphide bodies, which have been so far identified, occur within a 3 +5 km area situated within a north west trending structural corridor. The sulphide bodies are all localised on the margins of the corridor where the bounding major through going faults are transected by regional faults. Mineralisation is characterised by massive pyrite-bornite-sphalerite-barite-quartz-anhydrite deposition with later galena-tennantite-chalcopyrite. Minor phases include enargite, goldfieldite and bismuth sulfosalts. Jasperoidal silica lenses and bioturbated sediments are closely associated with the massive sulphides. Basemetal sulphide mineralisation is also closely associated with phyllic-style quartz-sericite- altered host rocks underlying the massive sulphide lenses. This mineralised phyllic alteration is localised to fractures, veins and breccias that cross-cut propylitic style alteration characterised by quartz, epidote, chlorite, adularia and zeolite. The mineralised system possesses several hydrothermal features consistent with a copper-rich submarine exhalative volcanic hosted massive sulphide (VHMS) system, ie discrete massive sulphide bodies with abundant barite, associated jasperoidal silica and bioturbated sediments. However, exploratory drilling of the alteration zone underlying each of the massive sulphide bodies has not identified a well-defined zoned alteration pipe that is characteristic of such systems. The alteration is also similar to that of a porphyry-related low sulphidation system in which phyllic alteration has overprinted a regional propylitic style assemblage. The presence of sporadic enargite (and ?tennantite/tetrahedrite) suggest there were intermittent pulses of acid fluids in the system probably derived from exsolved magmatic SO2 which flowed directly to the surface along reactivated faults. The occurrence of tellurium and bismuth minerals is also consistent with a magmatic contribution to the metalliferous hydrothermal fluids. It is proposed that the VHMS orebodies are the products of submarine exhalative deposition generated by a crystallising magma emplaced within crust of on-going tectonism. Ufuo mineralisation is similar to many VHMS deposits elsewhere in that it is unclear whether the metals are derived from the magma directly, or via seawater leaching of the wallrock. Additional studies such as oxygen isotope analysis may assist in resolving this issue. If the metals are shown to be of direct magmatic origin then there may be good prospects for discovering economic-grade porphyry-related mineralisation at depth below the massive sulphide deposits.

"A continuous improvement initiative was identified at Kalgoorlie Consolidated Gold Mine’s (KCGM) Fimiston open pit with the goal of reducing bench turnover time and increasing shovel digability by improving fragmentation around previously mined-out stopes. In the past, a higher number of blasts than normal would be required to get through a single excavation area where stopes were present. This is due to the limited reach capability of the drilling fleet from safe ground into restricted areas requiring the drilling of the shot to be done in a staged manner. In addition, the holes that were able to be drilled in the area did not remain open long enough to be loaded with explosives as a result of the poor ground conditions surrounding the stopes.Over the last 18 months, KCGM has trialled drill additives to improve blasthole stability, as well as introducing a remote drill rig allowing holes to be drilled in areas previously inaccessible by manned drill rigs. This has resulted in improved penetration rates in bad ground conditions, improved drill hole stability, better shovel digability, and an overall reduction in bench turnover of at least ten days on the benchmarked 126 days average per bench. KCGM is now in the final stages of the improvement project with the installation of a drill monitoring system on the fleet to allow live data transfer back to the office for analysis, as well as providing improved accuracy on drill holes in restricted areas.Citation:Michaud, C and Kavanagh, D, 2016. Hillgrove Resources (HGO) commenced open pit mining in 2011 and from 2011 to 2016 the geology team experienced a consistent negative reconciliation between grade control estimated copper (Cu) grade and the mill received grade. For the first four years, despite trialling various grade control strategies, the monthly variance between geology and mill copper grades fluctuated between -5 per cent to -17 per cent Cu metal depending on the style of mineralisation.In 2015, HGO embarked on various measures which resulted in changes to grade control practices under the advice of consultants. These changes to grade control sampling, estimation and block out practices resulted in six to seven months of consistently poor Mine to Mill reconciliations from -25 per cent to -28 per cent Cu.In an effort to mitigate these poor reconciliations the geology team reintroduced the preconsultant block out and geology driven grade control methods. Blockout reconciliations from this point emulated those seen originally from -8 per cent to -12 per cent (Cu per cent). Early in 2016 the geology team introduced conditional simulation for grade control as opposed to ordinary kriging to better characterise the grade distribution, introduced separate estimation parameters appropriate for every zone of mineralisation, implemented a maximum profit function to optimise the selection of ore and waste, and retained the geology driven block out processes. Since March 2016 the mine has experienced consecutive months of positive Mine to Mill reconciliations, the first seen in six years. Year to date the expected copper metal is within 1 per cent of mill reconciled copper metal.This paper will compare the various sampling methods, estimation algorithms and block out procedures from the past six years to arrive at a robust open pit operating procedure applicable for mineralisation with high short scale variability.CITATION:Reid, M and Arbon, H, 2017. The erratic and localised occurrence of economic gold grades is a common feature of high-nugget effect gold veins. The nugget effect is a consequence of small-scale geologically controlled enrichment, and the inclusion or exclusion of sparse gold particles because of the sampling process. Such deposits do not always contain visible or coarse gold, and can be characterised by fine gold particles. Economic grade accumulations are generally contained within discrete oreshoots, which are surrounded by barren to low-grade material. Problems are often encountered where small sample types (eg drill core or channel samples) often vastly understate in situ grade, due to their general inability to intersect rare gold particles. As a result, the definition of grade and its distribution is often challenging, and leads to substantial resource uncertainty. Proxies, or indicators for grade, can help the geologist gain a better understanding of grade distribution and grade potential. These are based upon geological (eg mineralogical, textural, etc) and/or geochemical (eg specific elemental ratios, fluid inclusion compositions, elemental correlations, etc) criteria. The paper discusses the use and application of such proxies through three case studies.

The practice of recording blasts for quality control purposes has been conducted for several decades. However, at the low frame rates of a standard video camera, essential data is frequently missed as it occurs when the shutter is closed between frames.The use of high-speed video for the research, development and monitoring of the performance of blasting procedures is a well proven but under-utilised practice.The recent development of low cost, easy to use high-speed digital cameras and user friendly software can deliver a capability into mine management as a day-to-day production tool that can greatly improve blasting performance and reduce costs.Digital high-speed video and image analysis software can accurately quantify each blast. Analysis of the images can facilitate the identification of causes of variance from design, geology changes, errors in blast practice and areas of poor performance. The use of high-speed video greatly enhances the audit and review processes so that future blast design can be quickly and appropriately modified to deliver improved blasting performance and reduced costs.The three videos demonstrate the differences between standard video and high-speed video and the detail that can be obtained from them. These videos of open cut blasts can be used to identify blast performance variances. Waihi Gold Mining Co Ltd [WGM], operated by Normandy Mining, has been internationally recognised for its achievements in environmental management at the Martha Mine at Waihi. In a proactive approach to dealing with community concerns regarding blast vibrations on the North Wall cutback, trials were performed using the Cardox System [Cardox], to determine feasibility of achieving economic fragmentation of andesite overburden whilst bettering management levels of 5 mm/s peak particle velocity. Cardox is a non-explosive pressure breaking system which uses high pressure CO2, Results against conventional Ammonium Nitrate/Fuel Oil [ANFO] using a variety of delays showed that conventional blasting techniques could produce marginal fragmentation within the management levels with occasional excursions, whereas Cardox produced the required fragmentation while not registering on the vibration monitoring equipment. Fragmentation to enable normal excavation by a Hitachi EXII00 hydraulic excavator was achieved with a yield of 16m3 per round. The trails indicated that fragmentation with Cardox at the yields required of over 18m3 per round was possible with further product development. The trial demonstrated that non-explosive pressure breaking is feasible and its application warranted where environmental concerns affect the cost-benefit economics of production blasting in sensitive areas.

Hong Kong is one of the most rapidly developing cities in the world. With constant population growth and limited opportunities for space, the development of a fast and effective underground public transportation network is essential. Hong Kong’s Mass Transit Railway (MTR) Corporation is currently undertaking several large underground expansions to its existing network. Much of the excavation will be carried out using the drill and blast excavation method.Drill and blast excavation is common in Hong Kong and with the continued development of underground infrastructure the use of the drill and blast excavation method will increase. Although an effective method of excavation, the blasting vibrations caused during construction can have an adverse impact on surrounding structures and impose disruption on the local community.In order to minimise the risks associated with blasting vibrations, and to demonstrate that the impact on local stakeholders will remain within acceptable limits, it is generally necessary for a contractor to submit a blasting assessment report for approval by government authorities before blasting may commence.Continued increases in population density will force more infrastructure to be constructed underground. Tunnels and caverns are increasingly excavated in closer proximity to critical sensitive receivers. This leads to greater potential impacts on the community, tightening constraints on contractors and a higher level of confidence required for approval authorities. Finding a balance between the needs of the community and rising construction costs becomes more challenging.This paper presents a case study on how the blasting assessment report process has been successfully implemented for a major MTR project situated in a densely developed area of Hong Kong. Enhance Fine Particle Flotation by Hydrodynamic Cavitation Difficulties in fine particle flotation are well documented. Microbubble flotation has been found to greatly improve the recovery of fine particles and in situ gas nucleation by hydrodynamic cavitation incorporated in the design of modern flotation machines has shown great performance in fine particle flotation and potentially in coarse particle flotation. In this presentation, we will provide an overview on gas nucleation by hydrodynamic cavitation and its role in fine particle flotation with focus on the progress made in our research laboratory. Hydrodynamic cavitation was achieved and the critical role of dissolved gases in the liquid was elucidated by visualisation in a high intensity agitation cell. The in situ gas nucleation on fine particles by hydrodynamic cavitation was identified by zeta potential distribution measurement in model systems. Gas nucleation by hydrodynamic cativation was found to effectively aggregate hydrophobised fine particles thereby leading to enhanced flotation kinetics. This is an abstract only. No full paper was prepared for this presentation.

The Mary Kathleen tailings storage facility (TSF) contains 7.1 Mt of uranium mill tailings. This waste repository was rehabilitated in the mid-1980s using a multibarrier dry cover. At the time of mine closure, it was predicted that acid mine drainage (AMD) generation would not eventuate and that uranium, heavy metals and radionuclides would be adsorbed within the tailings and not seep from the TSF into the environment. This study reports on the environmental status of the TSF. Gamma-ray measurements indicate an intact dry cover of the waste repository. However, seepage (~0.5 L s-1) of acid (pH 5.71), saline (0.31 per cent), high conductivity (8.8 mS cm-1), slightly oxygenated (DO 2.6 mg L-1), radioactive waters occurs from the toe of the tailings dam into the former evaporation ponds and local drainage system. Seepage waters are calcium-magnesium-sulfate rich with elevated Fe, Mn, Ni, U and Zn values. Oxygenation of tailings seepages causes the precipitation of Fe and coprecipitation and adsorption of other metals (Pb, U, Y), metalloids (As), rare earth elements (Ce, La) and radionuclides (U-235, U-238, Th-227). In contrast, Ba, Ni, Sr, Mn, P, S, Ca, Mg, Na and K as well as Ra nuclides (Ra-226 and Ra-228) remain in solution until pH neutralisation and evaporation lead to their precipitation in efflorescences and sulfate-rich evaporative sediments further downstream. Dry capping of Mary Kathleen uranium mill tailings has resulted in physical containment of the wastes. The dry cover shows no signs of erosion and radiation levels are within acceptable limits. However, the flow rate of surface seepage from the TSF occurs at a much higher rate than predicted. Also, the neutralising potential and adsorption capacity of the tailings and underlying aquifer were overestimated at the time of mine closure. AMD has developed mobilising metals, metalloids, rare earth elements, alkalis, radionuclides and sulfate from the waste repository into surface water seepages.

It has long been known that closed circuit grinding with a classifier improves grinding efficiency, reduces unit specific power consumption, and reduces over grinding. The classification device removes material from the circuit that has reached the desired size and returns coarse material back to the mill for further grinding. The efficiency of the classifier is an important factor in the overall performance of a grinding circuit. The classifier affects the capacity of the grinding circuit and the metallurgical performance of downstream operations. This paper proceeds from the premise that process improvement is a key part of the mineral engineer’s role, and one in which he/she can make a significant contribution to shareholder value. It presents four tools to help with process improvement projects. Two are designed for process monitoring, to determine as soon as possible whether there has been a true change in performance: the cumulative sum (cusum) control chart plot with V-mask, and the control chart using a process model. The other two are used for process optimisation: simplex self-directing evolutionary operation (SSDEVOP), and a response surface model developed using a central composite rotatable experimental design (CCRD). These methods are robust, have a rigorous theoretical basis and are easy to implement. They also promote project continuity which increases the chances of success, particularly in fly-in/fly-out (FIFO) operations. Variants are used in other industries, but they are rarely if ever applied in mineral processing to-day for reasons which are unclear. The paper gives examples of the application of each method in concentrators which demonstrate that they have the potential to be useful additions to the mineral engineer’s professional toolbox.CITATION:Napier-Munn, T J, 2014. In the early-1990s, Tad Golosinski, the former the head of mining department at WASM participated in a review mining engineering courses in Australia. The review team asked various industry executives what subjects they thought graduates needed to be taught. Tad made the comment to me that the more senior executives thought that history and ethics were very important. The outcome was that the mining engineering courses were required to contain at least five per cent content dealing in ethics. The course was to be modified to reflect this. Tad thought at the time the students would think that subjects dealing in history and ethics came from retirees and professionals that were over the hill. So let me talk to you today about ethics.

The Singapore Land Transport Authority Contract C917A is for the design, construction and completion of all outstanding works under the original Contract 917, including taking over the design and construction responsibility for the works carried out by previous contractor. Construction works connect the bored tunnels between the stations at King Albert Park and Sixth Avenue on the Downtown Line two in Singapore.The original contractor became insolvent leaving the works incomplete. On 29 August 2013 McConnell Dowell were awarded the completion contract following a fast-tracked tender process. The completion contract required a quick start and therefore the recruitment of some of the original workforce. A large majority of the original workforce was from Malaysia, Indonesia, China, Philippines, Bangladesh, India and Thailand. In order to ensure that the safety standards were upheld, and that the new workforce embraced a safety culture, a behaviour based safety (BBS) approach was implemented.The BBS approach was implemented to overcome the existing poor cultural safety behaviours, and to ensure that high standards and expectations for safety were implemented. This ensured that the workforce were comfortable in identifying hazards, avoiding shortcuts, and changing poor safety behaviours.This article outlines how a BBS program was delivered on the C917A project, containing defined goals, communication tools, and assessment and feedback models.CITATION:Brown, R, 2014. The design and engineering of flotation circuits is driven by numerous inputs, including (in no particular order) testwork outcomes, site considerations, type of separation required, energy sensitivity of the flotation response, personal experience and preference for flotation machines, maintenance access requirements, operability, level of automation and capital constraints.This paper discusses these and other issues in the Australian context and covers the flotation of copper/gold ores and polymetallic (copper/lead/zinc) ores. The paper discusses aspects of the following: how should testwork be done and what are the important inputs and outcomes? how should testwork results be interpreted and how does this impact on equipment selection? what processes can have a critical impact on flotation circuit performance, eg thickening and regrind? what options are available with the typical æflatÆ Australia site? how do you minimise capital cost and what impact can this have on flotation circuit operation and maintenance? how should circuits be controlled and operated? Particular focus is placed on some practical aspects of process design and engineering and the potential impact that engineering decisions can have on flotation plant operation.

The Northparkes E26 Mine is AustraliaÆs first block cave mine. This paper presents an outline of the design and construction philosophies that drove the project development and details the excavation, ground support and construction methods used. Features of the block caving method at Northparkes include:high production rates from multiple drawpoints;hard blocky ore fractured along gypsum veins; andloading/unloading of openings due to mining induced stresses.The drawpoints are subjected to high abrasion from the flow of ore, as well as impact from both secondary blasting and from the production LHDs. In order to withstand these harsh conditions and to ensure a low maintenance environment, a conservative approach to ground support was taken. The experiences gained during construction are discussed and whether the design expectations have been achieved. By installing a high level of ground support during excavation of the openings subject to mining stresses, a low maintenance environment has been constructed. Operating costs are therefore minimised and Northparkes E26 Mine continues to produce at the lowest cost per tonne of all Australian underground mines.

This paper reports on the results of several years of monitoring rehabilitation at a silica sand mine on the Swan Coastal Plain, south of Perth. Mining here occurs below the regional watertable and leaves a post-mine landscape of dredge pond voids (pit lakes) with surrounding battered slopes. The restoration we recommended was to develop the pit lakes as wetlands of regional analogue and value. Several different restoration techniques have been applied to re-vegetate pit lake slopes over many years which have enabled an evaluation of reasons for success/failure of different restoration approaches. Learning acquired clearly showed the benefits of using fresh topsoil for restoration over topsoil that has been stockpiled for several years. Most topsoil used in restoration was from seasonal wetlands and consequently restoration was most successful in the riparian zone from the edge of pit lakes to about 2 m vertically above the water table. Topsoil restored areas above this level remained poor in plant species and cover. Conversely, remedial seeding/planting proved largely unsuccessful. Permanently and seasonally flooded pit lake margins recolonised relatively quickly and successfully with native sedges and rushes. Development of rehabilitated upper slope plant communities over time was evident with loss of typical wetland species and greater growth and survivorship of upland and dampland plant species on mid to upper rehabilitated slopes. Plant communities of lower slopes showed a converse pattern of development, with a shift towards a more typical wetland composition. We believe matching topsoil to site and development of topographic profiles similar to natural wetlands of the region are the keys to optimising restoration success of sand mines with shallow water tables.
