After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. The mechanical properties of rock samples of identical lithologicalcomposition may vary significantly due to existence of materialdiscontinuities. Laboratory tests were carried out to determine the effect of material discontinuities on rock sample mechanical properties. The investigations consisted of detecting discontinuities, observing the failure mechanisms during uniaxial compressive strength tests, and analysing of the factors affecting the strength. A non-destructive testing method has been adopted to assist in thedetection of discontinuities. Laboratory testing proved that fractures leading to failures initiated on the detected discontinuities. The location, orientation, size, density and extent of the discontinuities contribute to different modes of failure and these affect the mechanical parameters of rock samples. Four modes of failure were distinguished for hard and brittlecylindrical rock samples. These modes were referred to as simple shear failure, multiple shear failure, multiple fracturing and vertical splitting. To evaluate the effect of discontinuities on mechanical parameters, the ratio of uniaxial compressive to tensile (Brazilian) strength was calculated and analysed for the different modes of failure. It was found that the value of the ratio depended on the mode of sample failure. The lowest value of the ratio was observed for shear mode of failure and the highest for vertical splitting mode of failure.

After some 50 years of worldwide research in relation to coal pillar mechanics and design as well as numerous workshops and technical papers related to these issues there is still some significant disagreement as to the approach one should adopt in the assessment and design of a coal pillar. Of course there are many different types of coal pillars that fulfil a wide range of roles at any particular mine and in this instance it is appropriate to have a 'tailored' approach for each pillar type in relation to the role it fulfils. However where it can become very difficult for the mine operators is when various researchers or consultants use or recommend significantly different approaches for the same type of pillar fulfilling the same role. By 1999 two pillar design techniques had been developed specifically for the Australian underground coal mining industry (ie The University of New South Wales Pillar Design Procedure, UNSW PDP and Analysis of Longwall Tailgate Serviceability, ALTS) and several other pillar design techniques were being practiced by individual consultants. The Australian industry hoped to resolve the issue of what technique to use for each pillar type and role, when it funded UNSW in 2000 to develop a 'Systems Approach to Pillar Design'. The findings of the abovementioned project were published in 2005 and while every attempt was made by UNSW to include the views of various local and overseas researchers and consultants it would be fair to say that a unified approach to pillar design in Australia was not adopted as a result of that project. This is the experience of one country where there has never been one central group solely undertaking such research in relation to pillar design (such as the Chamber of Mines in South Africa). This paper explores the Australian experience in terms of pillar research and what that experience may offer to researchers in Australia and other countries. At the First Australasian Ground Control in Mining Conference (2003) the first 'update' of the ALTS Design Methodology (ie ALTS II) was presented. In subsequent years the ALTS database was continually updated and significantly expanded such that it now includes detailed information in relation to both the tailgate (148 cases) and maingate belt road (58 cases). In addition to tailgate roof support and chain pillar design, the current version of ALTS (referred to as ALTS 2009) includes a maingate belt road roof support design module. This paper is also intended to update and summarise the development and application of the ALTS Design Methodology for longwall gateroad design over the last decade both directly and in the context of coal pillar research conducted in Australia over the last 15 years.

Pseudoclastic hydrothermal alteration textures occur within quenched coherent dykes forming part of a subaqueous dome complex (~4 Ma) onPonza Island, Italy. These textures are similar to those observed in considerably older (~500 Ma) subaqueous volcanic rocks at a number of localities throughout the Mount Read Volcanics in Tasmania and elsewhere in ancient volcanic sequences of this type in Australia. This is significant because the processes of formation, hydrothermal alteration and secondary mineralisation of ancient volcanic sequences may be better understood if we can make comparisons with modern analogues. Observations at Ponza imply that these pseudoclastic alteration features form synvolcanically or immediately after dyke emplacement and lava extrusion. This is compatible with scenarios presented for their formation in ancient sequences in the Mount Read Volcanics, Tasmania.

Block caving is becoming a more widely adopted mining method allowing for underground massive low grade orebodies to be extracted economically. Underbreak during cave propagation is difficult to predict in terms of recovery and is not well-researched due to the small number of caving operations. During mining of E26 Lift 2 (E26L2) block cave at CMOC Northparkes Mines, a wedge of high grade material failed to cave, even with the assistance of preconditioning and subsequent attempts to induce caving. The ultimate solution for recovery of the uncaved wedge was the establishment of the E26 sublevel cave (SLC), which commenced mining in 2015, with production following in 2016. The SLC provides approximately 1Mtpa to supplement the lowering grade of the current E48 block cave feed. Applying the sublevel caving methodology to recover block cave underbreak has proven challenging. The impact of the caving stresses and preconditioning of the wedge have caused production limitations requiring continual remediation throughout production of the E26 SLC. The dependence on remediation work created a roadblock to implementing precharging as the prevalence of brow loss raised concerns over the inability to hook up the charged ring. In 2018, a wireless initiation trial was completed in the E26 SLC over 24 rings. The trial showed that precharging was achievable in this environment and greatly improved the safety of charge up personnel.

The Reefton Goldfield, both historically and potentially, represents a significant gold producing camp in the Westland province of New Zealand. Some two million ounces of gold have been produced from the Greenland Group host rocks between 1870 and 1951 with the most significant producers being the Blackwater and Globe Progress mines.   Steep terrain, high rainfall, poor outcrop, widespread fluvio-glacial deposits, tertiary cover and sometimes onerous environmental access conditions have proved a challenge to conventional exploration techniques. In addition classic exploration techniques have come up against a desire to reduce exploration cycle time and exploration costs while increasing both quality and quantity of geological information.   The trial, and subsequent implementation, of Wacker sampling has proved a highly successful and effective geochemical tool currently being utilised to target, discover, and define potential economic gold mineralisation in the Reefton Goldfield.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Shagou deposit is located along NE-trending faults within the high-grade metamorphic basement of the Xiong’er Terrane in the Qinling orogenic belt. It is a large Ag-Pb-Zn deposit hosted in the Taihua Supergroup and has proven reserves of 1.54 Mt of ore with grades of 767 g/t Ag, 13.24 per cent Pb and 4.31 per cent Zn. The hydrothermal ore-forming process can be divided into early quartz-pyrite, middle quartz-polymetallic sulfides and late quartz-carbonate stages. Four types of fluid inclusions (ie pure carbonic, carbonic, pure aqueous and aqueous) can be distinguished in quartz. Fluid inclusion, hydrogen, oxygen and sulfur isotope systematics indicate that the ore-forming fluids are initially deeply sourced metamorphic water with meteoric water gradually mixed in the later stages. Sulfur isotope data show that the ore-forming fluids originated from both the Taihua Supergroup and the sedimentary successions of the Guandaokou and Luanchuan Groups (CSC) located to the south of the Machaoying Fault. A genetic model of the Shagou deposit is proposed as follows: CSC subducted northward along the Machaoying Fault beneath the Xiong’er Terrane during the Mesozoic collision between the North China Craton and South China Block. Subsequent dehydration resulted in the devolatilisation of fluids rich in CO2. These fluids migrated upwards, reacted with the Taihua Supergroup and formed the Shagou deposit.CITATION:Han, J-S, Yao, J-M and Chen, H, 2015. The main objective of this work was to develop, at a laboratory scale, a process for treating residues from the settling stage of water treatment so as to remove and recover the aluminium as sulphate. The chemical analysis of residues from different water treatment plants indicated that the aluminium content varied from 15 to 20 per cent w/w. By using the appropriate experimental conditions, it was found to be possible to leach most of the aluminium content. The pH value of the recovered water was suitable for it to be recycled to the water treatment process and the residue appears to be suitable as raw material for bricks. The process developed contributes to the sustainability of the water treatment process.

Western New Zealand can be regarded as a rifted continuation of eastern Australia. Detailed studies of units previously considered to have trans-Tasman correlations are being undertaken within the FRST Programme Mineral Wealth of NZ and its EEZ to test specific connections, and thus add to the exploration framework of NZ. Correlation of two major episodes of granitic magmatism are currently being investigated. These represent the oldest (mid Paleozoic) and youngest (Early Cretaceous) magmatic events that conjoined Australia and New Zealand are believed to have in common.

Developments in the technology of explosive production and deliveryallow a greater amount of flexibility in rock fragmentation by blasting. The rock fragmentation efficiency of an explosive is currently given by a rating which is determined by the explosive manufacturers using proprietary formulae and methodology. Hence, comparison of explosives from different manufacturers may be misleading. Modeling of explosive energy, using a thermochemical code such as CHEETAH provides an objective standard by which the likely performance of different explosive formulations can be determined. Such modeling can be used for optimisation of explosive composition to match specific rockfragmentation objectives.

Hydrometallurgy has a history of over 300 years with copper leachingand cementation having been exploited in Spain as far back as 1670.Since then, hydrometallurgy has become an integral, expanding branch of extractive metallurgy. This paper reviews major developments in hydrometallurgy over thepast century with emphasis on recent commercial developments and their impact on the mining and metals industries. The environment in which these developments has taken place has changed significantly in the past two decades and many factors, often non-technical, have emerged as constraints on the operation of existing plants and the expansion and development of new hydrometallurgical operations. Finally, a number of possible new developments that will shape thefuture of hydrometallurgy in the new millennium are discussed,particularly as they relate to the assimilation of technical advances in other areas of science and engineering. The impact of current trends in the education of hydrometallurgists and the provision of research in support of these future developments is also addressed.

Deposits of low-grade iron ores containing abundant goethite are distributed across the world. A common difficulty associated with beneficiating goethitic-rich ores is the poor liberation characteristics of the iron-bearing minerals which often contain finely disseminated gangue minerals such as kaolinite, gibbsite and quartz. Microwave-assisted heating has been proposed as an effective way of inducing dehydroxylation and associated mineral transformations in order to beneficiate low-grade goethitic ores. In this research, the mineral transformations occurring in a low-grade goethite-rich sample using microwave radiation was studied. Roasting conditions (up to 1000°C and under various CO/CO2 gas atmospheres) were designed to generate a magnetic product from a goethite-rich, reject waste stream sample sourced from an iron ore processing site in the Pilbara, Western Australia. Conditions (T, pO2) for transforming the raw material from hydrated goethite to hematite and eventually to magnetite are presented. Chemical and mineralogical characterisation of the raw material and roast products were conducted using X-ray fluorescence, X-ray diffraction, optical microscopy and scanning electron microscopy techniques to identify the mineralogical and chemical changes occurring during the heat treatment. Further steps are suggested to optimise the microwave-assisted magnetising roasting and correlate it with the application of magnetic separation techniques to maximise the efficiency of upgrading the iron content in low-grade iron ores.CITATION:Nunna, V, Hapugoda, S and Pownceby, M I, 2017. Self-cleaning fluidised bed heat exchangers have demonstrated unparalleled performance internationally for the implementation of indirect heat transfer in severely fouling fluid environments. Recent advances in equipment design have increased the scope of application to include indirect heat transfer in slurry environments, including fouling, scaling and viscous slurries. The ingenious configuration of recirculated cleaning particles through the tubes of vertical shell and tube heat exchangers provides the ability to solve heat transfer problems that arise as a consequence of tube-side fouling during indirect heat transfer to process fluids or slurries. In most cases, the cleaning particles consist of chopped metal wire, however other process-specific materials may be used.

A 3-D computerised model of the southern part of Greymouth Coal Limited's Coal Mining Licence area has recently been completed. This model, and associated 3-D CAD tools, has/is being used to optimise drillhole spacing during exploratory data collection and as a visualisation and interpretation aid. This model will also provide the basis for future mine planning, with the emphasis on an optimal mine outline to maximise safety and profitable coal extraction. Previous use of computer techniques was restricted to drillhole database entry, storage and log production. Recently a 3-D geological/structural model was created for the Southern Rapahoe Sector of the Greymouth Coalfield. Geostatistical analysis of the database highlights the inadequacy of the present drillhole spacing for preliminary mine planning. The sparsity of hard data at depth results in a lower level of confidence in the accuracy of the 3-D model. Nevertheless, the model and 3-D CAD techniques has been used to target and refine ongoing resource evaluation, and provides the basis for initial reserves. In the future the geologic model will be used as the basis for preliminary and later (optimal) mine planning. It is also expected to accommodate other forms of data input in seam drilling and seismic. Development of the 3-D computer model was a first in the Greymouth Coalfield and highlights both the use of computerised techniques for resource evaluation and mining, and the effects of wide spaced drillhole data on model accuracy. The computer will continue to provide the most efficient and cost effective tool for optimal resource evaluation and mine planning as Greymouth Coal Limited moves from feasibility/mine planning to full production. The increased use of computer-based methods for mine planning should be seen as part of 'The Changing Face of West Coast Mining' in line with the theme of this Conference.

Geological information is essential for a diversity of public and other purposes, including land use planning, hazard mitigation, and the exploration and sustainable use of natural resources. This is especially important in New Zealand, where the complexity of the geology is due to its position on an active plate boundary - the ultimate cause of earthquakes, mountain building, subsidence and volcanic activity. The geological setting also controls the origin and distribution of New Zealand's varied mineral and energy resources. Providing information about the origin, quality and quantity of mineral resources has long been seen as a key function of national geological organisations such as the Institute of Geological and Nuclear Sciences. Such information is essential for wise land-use decisions under the Resource Management Act. One of the major goals of the Institute is to quickly and effectively disseminate research results to interested users. The most effective and internationally accepted method of presenting geological data is by means of geological maps, which show the distribution of rock types and structural features at the surface. Most countries have ongoing gelogical mapping programmes, and in recent years the need for up-to-date, reliable information has led to a trend to accelerate basic geological mapping (eg US National Geological Mapping Act 1992; Australian National Mapping Accord 1990; Plan 2000 in the UK). Over the last 25 years, the Institute of Geological and Nuclear Sciences and its predecessors (NZ Geological Survey and DSIR Geology and Geophysics) have concentrated on detailed mapping of priority areas selected on the basis of economic and scientific interest. This has included remapping of Nelson-West Coast and Coromandel, regions with high mineral potential, for which 1:63 360 or 1:50 000 maps have been prepared.

Nuclear logging was tested for the in situ determination of Fe, Si, and Al in iron ore blastholes with field tests at the BHP Billiton Iron Ore, Mount Waleback Mine. Prompt gamma neutron activation analysis (PGNAA) was used to determine percentages of Fe and Si while natural gamma logging was employed for the determination of Al. The accuracy given by nuclear logging is comparable to the accuracy provided by the laboratory analysis which was determined by taking the average of four samples collected from the cuttings deposited on the surface around the perimeter of a drill hole. The work also indicated that there is a chance of determining Al by PGNAA.

Application of Cleaner Production methods is seen as the key to achieving these joint objectives. In Australia Alcoa has launched a co-ordinated effort to accelerate our application of Cleaner Production principles to delivering cost-effective in-process solutions to environmental issues. Our Western Australian Operations are a signatory to the WA Cleaner Production Statement, through which we provide a Cleaner Production Plan to the State Government on a voluntary basis. This paper describes in general terms AlcoaÆs goals, achievements and directions in applying Cleaner Production to enhance business performance in the economic, environmental and social dimensions. Quantification of the benefits and tracking of progress in quantitative terms is a key challenge for the future

Thermal method of diagnostic as a nondestructive monitoring is based on data logging of infrared radiation from heated surface or from the associated thermal field. Monitoring of gearcases and motors hidden faults, such as, bearing degradation (deep-seated wears and tears, fretting wear, spalling and jamming solids of revolution) is closely related to high variations in temperature. The use of portable thermal imaging devices provides considerable advantages due to: easy remote access to the unit under test even when it is operating; minimum time required to obtain information and an opportunity for a real-time diagnosis of the tested subject's condition.
