Summary In response to a growing intolerance towards ground vibrations and noise as environmental pollutants the engineer must consider the effects of his operations as they are likely to be judged subjectively by the public at large. Much work has been done on the study of vibration damage to structures, but the damage criteria normally applied do not take into account any resonance effects, nor do they embody any subjective criterion. Mu1tiple criterion techniques of subjective appraisal have proven to be of value .in the assessment of environmental comfort in relation to ventilation, air conditioning, and lighting. One such scale, the Reiher-Meister Scale, has also been applied to ground vibrations and noise, and an attempt has been made to correlate this scale with objective criteria, using the parameters of frequency and displacement. This paper quotes examples and compares ground vibrations resulting from blasting, the operation of, vibrating and impact-hamner pi1e drivers, forge hammers, and railway and road traffic. The Reiher- Meister Scale was applied to a subjective-objective correlation in relation to vibrations from railway traffic and gave results which did not conflict with experience.

LIQUIDUS temperatures of molten alloys were measured in an oscillating-cup viscosimeter by observing the abrupt increase in the alloy viscosity when the apparatus was cooled below the alloy liquidus temperature. The liquidus transformation can be an elusive thermal effect in an alloy system where a small amount of material is involved in a low-enthalpy liquidus reaction, or where other unfavorable physical conditions interfere. Using the viscosity technique, liquidus temperatures were measured in binary alloys of plutonium with cerium, gallium, and iron, as well as ternary Pu-Ce-Co alloys. The previously described oscillating-cup viscosimeter1 is a torsion pendulum consisting of a right circular, cylindrical tantalum cup fitted to a rigid shaft which, in turn, is suspended by a torsion fiber in a highvacuum system. When the torsion pendulum is placed in oscillation the viscosity of the liquid contained in the cup is a function of both the decay of the oscillation caused by the viscous drag of the liquid contained in the sealed tantalum cup, and the period of the oscillation. The period is measured by a photo-electrically operated timer to the nearest thousandth of a second. Prior to each measurement, the apparatus is held at temperature between 5 and 18 hr to assure thermal equilibrium throughout the 8 to 10-cc alloy sample. When the cup, filled with a liquid metal, is oscillating. only a very thin outer layer of the fluid is in motion. This moving annulus represents the liquid's contribution to the moment of inertia of the torsion pendulum. When the viscosity increases, more liquid is placed in motion, and the slight increase in the moment of inertia causes a corresponding increase in the period of oscillation.

Under the Communist regime marked industrial progress has been achieved on the China mainland. Within a decade, the country has been transformed from an economy primarily agricultural to one bristling with industrial possibilities. The industrial capacity of Communist China is beginning to approach that of Japan and will probably surpass it by 1962, the last year of the Second Five-Year Plan. The slogan already is Beat the United Kingdom by 1972, a goal which most observers feel will be achieved ahead of schedule. During the early years of the industrialization program in Communist China, emphasis has been placed on basic goods; hence additional time will be needed to make large quantities of the more complicated products. However, regardless of the current stage of industrial development, it is apparent that the necessary forward momentum has been created. The many capital construction projects being brought into production and the additional projects being initiated confirm this observation. The accuracy of Communist China's industrial statistics can be questioned, but their order of magnitude is clear. To properly evaluate the industrial capability of the country, differentiation must be made between the absolute quantities that reflect overall strength and the per capita quantities that reflect living standards. While Communist China is well on the road to becoming a world power, its living standards will remain below European levels for many years to come.

BEFORE discussing the relation between air pre-heaters and waste-heat boilers in conjunction with the open-hearth furnace, it is necessary to have a clear idea about what a preheater can accomplish and what effect it has on the open-hearth furnace, especially from a thermal point of view. It is generally recognized now that the heating of the combustion air in the checker chambers of the open-hearth furnaces is not as efficient as it is-desirable to make it. It is also generally recognized that heating of the air in checker chambers of ordinary construction has its limitations. These limitations are mostly the .space occupied and the cost that would be involved if checker chambers were made larger than according to present practice. There are, however, other. reasons why checker chambers cannot give the highest possible air temperatures. Checker chambers are capable of heating air to very 'high temperatures by using waste gases of extremely high temperatures and, in fact, higher temperatures can be reached with checker chambers than with any other means available. The temperature to which we can heat, air, however, is limited very materially by -the temperature at which the air enters the checkers, be-cause of the fact that checker chambers, as at present constructed, are not efficient in heating air through a wide range of temperatures. In other words, if air in-stead of entering the checker chambers at atmospheric temperatures could enter at about 1000 to 1200 deg. F., the resultant air temperature at the top of the checker chambers would be materially increased. There are now on the market metallic air preheaters which are ex-tremely efficient for preheating air to about 1200 deg. F. Such heaters occupy very little space and can usually be installed at a relatively low cost.

THOSE interested in the early developments and experiments, both in the United States and abroad, that led to modern rock dusting, will find an excellent summary in a paper by George S. Rice,13 published in 1914. The period from 1914 to 1924 was one of intensive experiment on coal-dust explosions in the United States; abroad, war activities and rehabilitation stopped this work over a large part of that decade. Amer-ican findings were published by the Bureau of Mines, particularly in Bulletins 167 and 268. It is convenient to consider that in the United States rock dusting to prevent coal-dust explosions in mines was initiated in 1924 with the publication of tentative specifications.17 This was followed in 1925 by an investigation of methods and costs12 and approval by the American Engineering Standards Committee of a Recommended American Prac-tice.18 Approximately 13 years have elapsed since this approval, and inasmuch as changes in rock-dusting practice in the United States have been evolutionary, it is necessary to consider this entire period as "recent" in some phases of the work. There have been no official changes in the Recommended American Practice since its approval. This paper reviews as briefly as possible knowledge acquired since the issue of the earlier papers mentioned, through experience in mines and experiments conducted by different organizations engaged in the pro-motion of mine safety.

IN recent years, the importance of slag control in basic open-hearth operations has been universally recognized. To effect such control during the working period of the heat, methods have been developed to measure or estimate slag oxidation and slag basicity. While satisfactory rapid chemical methods have been developed to determine slag oxidation, no completely adequate method of evaluating basicity has yet been provided. The most generally accepted control methods of measuring slag basicity are based on visual estimates. While considerable benefit may be derived from such estimates, the need for some measurable indication of slag basicity has become increasingly apparent. In a recent paper, Philbrook and Jolly[$] suggested a promising technique for making the basicity determination. Their method consists of measuring the pH of a mixture of powdered open-hearth slag and distilled water. It was found that a relation could be established between the slag basicity and the alkalinity of the water mixture as measured by the hydrogen-ion concentration. The general procedure followed in making the measurements and the considerations involved in constructing the original curves are given in the paper of Philbrook and jolly and need not be repeated. It is the purpose of this paper to discuss some of the factors considered in applying the pH measurements to actual slag control and to present some of the results of its application. FACTORS INVOLVED IN MEASURING pH OF WATER-SLAG MIXTURES To facilitate the application of the pH control system, it was desirable that no alteration be made in the routine methods of sampling and crushing the furnace slag. Some of the factors considered before establishing a curve to relate slag basicity with the pH reading are reviewed individually in the following paragraphs. EFFECT OF COOLING RATE Under actual operating conditions there can be considerable variation in the tem¬perature of the piece of slag crushed for the pH determination. To determine whether variations in crushing temperature or in cooling rate would affect the pH reading, a series of four samples was prepared from each of two separate slags. These samples represented conditions far more extreme than would actually be encountered. To obtain these samples, a thick pancake of slag was poured. One piece of this pancake was crushed immediately after it had solidified. Another piece was water-quenched and then crushed. INTRODUCED in 1946 to serve a need in power-plant operation, closed-circuit TV has been used by well over 200 organizations in approximately 25 different industries. Known as industrial television, or simply ITV, it can be described as a private system wherein the television signal is restricted in distribution, usually by confinement within coaxial cable that directly connects the TV camera to one or several monitors, Figs. 1, 2. The picture is continuous and transmission is instantaneous, permitting an observer to see an operation that may be too distant, too inaccessible, or too dangerous to be viewed directly. Destructive testing or the machining of high explosives can now be conducted hundreds of feet away by personnel who still have close control through the eyes of the TV camera. It is also possible for one man to control operations formerly requiring the co-ordinated efforts of several workers. For example, at a large midwestern cement plant conveyance of limestone from primary crusher to raw mill and loading into five storage bins once necessitated the work of two men, one having little to do but prevent spilling of material by manually moving the tripper on the belt conveyor as occasion required. TV cameras mounted on the tripper now provide bin level indication to the conveyor operator at the crusher position so he is able to control the entire loading operation remotely, Fig. 3. By means of a switch, the picture from either camera is alternately available on a single viewer, or monitor, Fig. 4. Each camera is mounted on the tripper by means of a simple adjustable support and looks down into the bin, which is identified by the number of cross members on the vertical rod. Each associated power unit is located on a platform above the camera, Fig. 5. This centralized control by means of TV often has produced superior results, and in many instances saving in operating costs has been sufficient to write off equipment costs within six months to a year. Where a key portion of a process may be enclosed or otherwise inaccessible, TV again reduces the likelihood of mistakes and permits closer control by making available to the operator valuable information he might otherwise never possess. An example of this can be found at a strip mine where the coal seam lies 50 ft or more below the overburden, which is removed by a large wheel shovel. From his centrally located position the shove1 operator was unable to judge accurately to what extent the wheel buckets engaged the earth. His chief indication of efficiency was the amount of overburden on the belt conveyor as it passed his control point 75 ft from the wheel. Now, two television cameras mounted on the tip of the boom permit the operator to view the wheel from each side and provide him with a close-up view of the buckets so that he can take immediate and continuous advantage of their capacity, quickly compensating for ground irregularities and avoiding obstructions, Fig. 6. While the word television conjures up visions of highly complex and intricate apparatus such as that employed in modern TV studios and transmitting stations, the term industrial television should indicate compact, straightforward equipment. Most present-day ITV systems contain fewer than 25 tubes including camera and picture tubes. The average home television receiver alone requires at least that many tubes. Equipment like that illustrated in Fig. 1 contains only 17 tubes, of which 3 are in the camera. It can operate continuously and dependably, without protection, in any temperature from 0" to 150°F. It consumes less current than a toaster and weighs under 140 lb. Camera and monitor may be separated by 1500 to 2000 ft and by greater distance with additional amplification. This equipment is designed to withstand vibrations up to 21/16 in. and will operate successfully under more severe conditions of vibration and heat when suitable enclosures are provided. Any number of cameras may be switched to a single monitor, and any number of monitors, within reason, used simultaneously. Two types of applications in the mining industry have already been described. A third under serious consideration by several organizations will make use of ITV for remote observation of conveyor transfer points at copper concentrating plants so that evidence of belt breakdown and plugging of transfer chutes can be spotted immediately and costly overflow of material avoided. Modern high speed bucket wheel excavators (BWEs) can dig materials which power shovels can't handle without blasting. Yet these machines are not used in any large, open pit ore mines in the United States. American mining has been slow to use the wheel's special capabilities of high production volume at low cost, due perhaps to a traditional familiarity with shovels and draglines and/or the lack of data of BWE operation, design and cost. Of course, shovels and draglines can not be replaced by BWEs in all cases, but under suitable conditions bucket wheels can out-perform other conventional excavators and simultaneously permit significant operating savings. The latter aspect will become increasingly important to American mining men because as more low to medium grade orebodies are found in regions of thick overburden, better and cheaper ways of uncovering them must be developed. Typical of such areas are the thick alluvial fans of the Southwest and the glacial drift areas in northern regions. Much of this material would handle well with a wheel excavator without blasting, although ripping might be necessary in some cases.

Never was presage wider from the truth. When the month closed twelve mishaps had occurred, killing six and wounding nine persons, and for the rest of that year the Comstock mining communities were kept in a ferment by the frequent occurrence of appalling disasters. There was a real tidal wave of calamity sweeping over the mines, which has not been repeated since, and according to common report was never known before on the Comstock. I was much interested in studying the character of these misfortunes, which also aroused concerted action on the part of the miners, and I have collected a list of the accidents which took place from July, 1877, to May, 1879. The effects of mutual interactions between elements on the solubility of nitrogen in liquid iron alloys containing chrormium, columbium, molybdenurn, nickel, or silicon have been determined. The equilibrium nitrogen solubilities in the liquid iron alloys were measured by the Sieverts method. The second-order effects caused by the presence of chrormium, columbium , or silicon in the melt were found to be significant. The solubility of nitrogen in liquid iron alloys containing several alloying elements has also been measured as a function of melt temperature and nitrogen pressure. The heat of solution of nitrogen in microcomponent iron alloys has been found to be a function of the logarithnz of the activity coefficient of nitrogen, irrvespectilje of the composition of the melt. The heat of solution of nitrogen in pure liquid iron was determined to be 1265 ± 450 cal per g-atom of N over the temperatxue range 1600° to 1800°. Sieverts ' law was obeyed for all melt compositions studied in the pressure interval 0.4 to 1.0 atm. The solubility of nitrogen in liquid pure iron and in many dilute binary liquid-iron alloys has been the subject of many investigations. Pehlke and Elliott' made a comprehensive investigation on this subject in which they summarized and compared previous researches. However, the practical application of these solubility studies requires prediction of the nitrogen solubility in the multicomponent alloys encountered in operating practice. The interaction parameter as defined by wagner2 has been used to predict the behavior of a solute in a complex alloy, and a modification of this approach has met with reasonable success in several instances.'1"5 The necessity for extending the nitrogen solubility data on binary alloys is caused by the lack of direct measurements of the solubility of nitrogen in molten alloy steels. A direct comparison between measured solubilities and those predicted for multicomponent alloys based on data in binary systems has been made in only a few instances, and most of these were reviewed by Langenberg,6 who developed a graphical technique for predicting nitrogen solubilities in multicomponent iron alloys. The solubility of nitrogen has also been studied over the entire Fe-Cr-Ni ternary system by Humbert and Elliott.? Both studies compared the solubilities computed from binary iron alloy data with those measured in ternary alloys in the liquid state at 1600°C. Most of the nitrogen solubility measurements referred to above were for iron alloys at 1600°C; thus, the ability to predict nitrogen solubilities in molten iron alloys has been restricted primarily to alloys at 1600°C. Recently, Nelsson8 devised an approximate method for calculating the change in nitrogen solubility in molten iron alloys as a function of temperature, but an assumption of regular solution behavior limits the applicability of the method. Chipman and Corrigan9,10 have developed an empirical correlation. based on the activity coefficient of nitrogen in the iron alloy at 1600°C, which facilitates the estimation of nitrogen solubilities at higher temperatures. This method also has limitations, due to the necessity of calculating the activity coefficient for nitrogen in a multicomponent iron alloy at 1600°C from the nitrogen solubility data for binary iron alloys. The shortcoming of such a straightforward approach to the problem of predicting nitrogen solubilities is the disregard of mutual interactions between elements in a complex iron melt. This investigation was conducted in an attempt to provide a more reliable method of predicting nitrogen solubilities in multicomponent iron alloys. The effects of the mutual interactions between chromium, nickel, silicon, molybdenum, or columbium in iron were studied, using the Sieverts' technique1,7 to measure the effects of alloy composition, temperature, and pressure on the solubility of nitrogen in ternary liquid iron alloys.

A survey of literature published in the U.S. on grouting indicates that most such work has been done to stop water flow in mines and for stabilizing foundations of various man-made structures. Apparently San Manuel is one of the first mines in this country to use grout extensively underground for the strengthening and stabilizing of ground about drifts, shafts, and stations.

This paper describes a separation coefficient Ks useful as a "measure of goodness" to be used in factorial and response surface methodology. The use and limitations of the separation coefficient is discussed, and a computer program for calculating the coefficient is presented (in Fortran). The application of the coefficient is illustrated in terms of electro-dynamic separation of Mesabi semitaconites. Present Mesabi wash ores and gravity concentrates with an iron to silica ratio of only 5 or 6 to 1 are no longer readily salable, for the steel industry now demands concentrates with an iron to silica ratio of at least 10 to 1 and a structure comparable to pellets. THE ELECTRODYNAMIC-FLOTATION PROCESS Wash ores and gravity concentrates consist largely of hematite, goethite, and quartz. Several methods of beneficiation are being tested at the University of Minnesota Mines Experiment Station with a view to improving the salability of these materials. A process that looks particularly promising from an economic view is the combination electrodynamic-flotation process shown in Fig. 1. This process is designed to upgrade gravity concentrates to a 5% silica content and to provide fines — from the flotation circuit —to permit agglomeration. Although electrodynamic concentration of specularite is an established and well-understood process, the electrodynamic concentration of Mesabi goethite-hematite gravity concentrates presents interesting and enigmatic problems. The gravity concentrates are by no means assemblages of clean, free mineral particles. Instead, the concentrates to be retreated consist of a great variety of middlings. More or less complete liberation would require grinding to minus 325 mesh, at which size only flotation could be expected to function, and even then grades and especially recoveries would not be satisfactory. A close examination of the gravity concentrates shows that grinding to 100% minus 48 mesh will produce a product which is approximately 70 weight % plus 325 mesh (see Fig. 1). The remaining 30 weight % can be deslimed and floated by conventional methods, but the resulting iron concentrate is

The University of Illinois, by Prof. H. H. Stock, professor of mining engineering, sent out to its mining students a long letter urging them to attend a Chicago meeting of the Institute. It stated that the University Council authorized the remission of the registration fee for sophomore, junior and senior mining engineers who would attend the meetings and present a written account of the sessions and excursions attended. Young engineers are rarely flushed at the beginning of their careers but if they ever expect to amount to anything at the end of 10-years-they are going to regret that they have not long been a member of the Insti-tute. So that the slogan "Do it now" is snore than particularly appli-cable in their cases and nothing will better indicate to them the scope of the Institute's work and the advantages which they are to get from mem-bership than attendance at one of the big meetings of the Institute and the preparation of a written report on the sessions and excursions attended to be returned to the University.

THE development of "fiber" or preferred orientations, during the plastic deformation of metals, and the relation of such structures to the anisotropic characteristics of worked metals has become a subject of common knowledge among metallurgists. Very little has been published, however, relative to variations existent throughout the cross-sections of rolled strips,1 and the influence that such variations may have. This paper presents such a study on a rolled zinc alloy.2 The significance of small differences in surface structure is shown in relation to bending properties. Experience with zinc and its alloys has shown that the outer radius of the bend, which is subject to tensile deformation, is the common region of failure. In considering relations of structural characteristics to bending properties it will suffice, therefore, to consider the ease and possible extent of tensile deformation resulting from various orientations. It is necessary in this connection to assume that on the average the individual crystals of a polycrystalline material act substantially as if their movements were unobstructed by the surrounding grains. This assumption is not strictly valid, but the error involved is unlikely to affect seriously the qualitative conclusions derived from its use. The Missouri-Kansas Zinc Corpn., operating in the Waco district, 15 miles northwest of .Joplin, Mo., owns large tailing piles made during milling operations of the years 1918-28 by the Butte-Kansas, Acme, and Barnsdall mining companies, whose holdings have been purchased and consolidated under the ownership of the Missouri-Kansas Zinc Corpn. These tailings had been considered too low in value to be worth retreating by the ordinary methods. C. Erb Wuensch, consulting engineer of the Missouri-Kansas Zinc Corpn., noted the difference in the type of tailing from upper-level and lower-level ore. The latter contained hard lime chats. He also found that mill losses had been due to particles of blende on the corners or sides of the chats and to the existence of soft, porous, cellular, lime chats containing varying amounts of blende. He conceived the idea that a quick grind in rolls or hall rnills might change the type of the rnaterial so that jigging could rnake a clean tailing for discard and a partly concentrated product sufficient in blende content to justify the expense of fine grinding in hall mills to free the mineral entirely. A laboratory was equipped with the necessary machines and the writers were assigned the problem of developing a method of retreating the tailings. Laboratory Testing From preliminary drill sampling of each pile was obtained the blende content, the soluble sulfate content, and the general characteristics of the material to he treated. The tailings were a mixture of lime and flint with some shale. Visual examination showed most of the blende to be in the dolomite and very little in the flint, although there were some flint particles with blende on the cleavages. The blende was found as particles on the corners or cleavage faces in one type of chat and in another disseminated in a soft, porous, cellular lime. Because of the porosity of the latter type of chat, the apparent specific gravity, under hindered-settling conditions, is less than that of a solid piece of lime or flint. That it,

Past and present phosphate production in the central Florida phosphate district has been predominantly from the unique Bone Valley formation. As these lucrative reserves are depleted, production will shift to the Hawthorn formation in all areas, but particularly so within the southern extension, where vast potential reserves of low grade phosphates exist. Use of existing plants can be extended for some years by mining deeper into the underlying Hawthorn formation, and by mining previously ignored peripheral areas if erratic combinations of the two formations. Hawthorn Production, as compared to the Bone valley, will be characterized by lower grade; lower tonnage yield, lower pebble percent of product, higher mining ratios, higher slimes (- 150 mesh) content, and more complex mining and beneficiation problems. Modern advances in practically all lines of industrial develo1)ment have occurred in such rapid succession, and have been accepted so readily as accomplished facts, that a retrospect surprises us, by showing how comparatively few of the acknowledged factors of improved conditions may be considered as old. While these advances have not been confined to any country, they have been more pronounced in some than in others, and nowhere more so than in the United States, the population of which, having multiplied nearly three-fold between 1870 and 1910, demanded a proportionately greater increase in materials, supplies, and manufactured products. It therefore appears desirable to discuss mainly conditions in the United States, as concrete evidence of industrial progress throughout the world. Looking backward for but three generations, me mar trace the introduction and developmerit of canal- and steamboat-narigation ; railroad-transportation; artificial illumination beyond that f'urnished by candles and animal-oils; quick communication by mail, and subsequently by telegraph or telephone; the manufacture of iron, beyond forms of small dimensions; the production and utilization of steel in large quantities; the economic use of mineral fuel, oil and gas, etc. The practical coincidence of the fortieth anniversary and the 100th technical meeting of the American Institute of Mining Engineers, offers temptation to recall and compare the conditions of milling and metallurgy in or about the years 1871 .and 1911. A complete résumé would cover phenomenal changes in mining-methods and equipment by which the output of individual exploitations has grown from scores to hundreds and even thousands of units in equal time-intervals. THE increased moisture due to water¬spraying for coal dust control is of interest even for mines from which the coal is to be wet-washed before screening, because in many cases wet coal dust materially decreases the loading efficiency of men an equipment at the faces. It also causes serious increase in the normal wear and deterioration of all equipment with which it comes in contact. It is important to the consumer if it increases his as-receive moisture. No attempt will be made in this paper t cover the entire subject of water-spraying of coal for dust control. It will be confine to discussion and data on (r) percentages c dust in bituminous coals, (2) moisture increases due to spraying for dust control in mines or plants by methods which have proven satisfactory for periods of one to five or more years, and (3) a few suggestions for research. SIZE AND PERCENTAGE OF COAL DUST The U. S. Bureau of Mines1 classifies a coal dust all bituminous coal passing 20-mesh sieve (0.0328 in. square opening; The percentage of such dust to be found is ROM coal, of course, varies widely wit. the characteristics of the seam, and with the methods used in the mining and in the preparation of the coal. ROM screen analyses of 12 U. S. coals selected at random from personal files given in Table I show: A few other screen analyses examined indicating 40 pct or more of 2o-mesh X o dust in 3/8 in. X o-sizes were not included because of uncertainty that they were representative. The number of results in Table I is not sufficient to give a reliable estimate of the average, or of the range to be expected, but it indicates that in every case the coal dust is a relatively large percentage of the total ROM coal, and, of course, a progressively larger percentage of resultants as the larger sizes are separated for marketing.
