THE steel industry has always been noted for producing men of forceful and versatile personality, many of whom combine the practicality that results from wide experience with an excellent theoretical background that comes from a college training plus years of wide and constant study of metallurgical literature. One of the best known examples of this type is Earle C. Smith, present Chairman of the Iron and Steel Division. After graduating from Ohio State and from Columbia, where he studied under Campbell, Earle started his career at that grand old prewar training school for steel men the Illinois Steel Co., where in the days of the twelve-hour shift he worked on the open-hearth floor. Following World War I, when he was in charge of government inspection at the Central Steel Co., Massillon, Earle held successively jobs of increasing responsibility with Central Alloy Steel, and when this company was taken over by Republic in 1930 he was made assistant district manager and a few years later was appointed chief metallurgist of the whole corporation.

A. G. WORTHING, Nela Park, Cleveland, Ohio (communication to the Secretary*).-The paper by Mr. Jeffries is very interesting. He is to be commended for his pioneer work in the study of equilibrium systems at the very high temperatures which one obtains with tungsten and molybdenum. There is one statement, however, to which I must take exception. On page 1227, a statement is made which would seem to indicate that the Nela Research Laboratory joined Dr. Langmuir in the recommendation of 3,300°C. as the most probable melting point of tungsten. This is not the case. In. the paper referred to by Mr. Jeffries, I have given 3,630°K. or 3,357°C. as the melting-point temperature for tungsten. Confirming observations by other workers in our laboratory justify the belief that this latter value is correct to within a small part of the discrepancy between the two values quoted.

WHEN Spain established colonies on the North American continent, some of her land grants, in what is now the United States, reserved to the Crown deposits of gold, silver, and mercury. Later mineral rights were reserved under some of the English Crown charters involving land in the eastern part of North America, with provisions for the payment of royalties thereon to the Crown. Reservation of mineral deposits to the United States Government was instituted by an ordinance of Congress on May 20, 1785, which applied to such deposits in the Northwest Territory, then north of the Ohio River and east of the Mississippi River, and provided that there should be reserved "one third of all gold, silver, lead, and copper mines, to be sold or otherwise disposed of as Congress shall hereafter direct." Little was known then of the mineral resources of the country; the Great Lakes copper region had just come into the possession of the United States by treaty and much of the western mineral land still belonged to France and Spain. The policy of leasing mineral deposits was enacted by Congress under the act of March 3, 1807, which provided that "the President of the United States shall be, and is hereby, authorized to lease any lead mine which has been or may hereafter be discovered in the Indiana Territory, for a term not exceeding five years," and in the same year the Government reserved 345,600 acres of land in northern Illinois, valuable for lead. In 1816 Congress provided that in all cases where a tract of public land containing a lead mine or salt spring was applied for by settlers on the public domain, no permission to work the mine or spring would be granted without the approbation of the President of the United States. By the act of March 1, 1847 (9 Stat. 146), the control of mineral lands was transferred, with all records, from the War Department to the Treasury Department, and by the act of March 3, 1849 (9 Stat. 395), supervisory powers over lead and other mines of the United States were transferred to the Secretary of the Interior. Following the discovery of gold in California in 1848, President Polk advocated the leasing of mineral lands acquired from Mexico under the treaty of 1848. However, owing to the lack of communication and transportation facilities and the consequent difficulty of checking on production and operations, leasing was found impracticable. Mining was permitted to be carried on in each district under rules made by the miners themselves and patterned after the Mexican mining system. To meet the situation, Congress enacted mining laws in 1866, 1870, and 1872, which provided for possession by location and for private ownership, after discovery, by patent of essentially all mineral deposits belonging to the United States, except coal. Many other acts were passed by Congress applying to specific regions and states, reserving salt, lead, or other minerals, some of which provided for the leasing of such deposits. However, very few if any leases were issued thereunder. Not until 1901 (31 Stat. 745) were the mining laws extended to include salt, and in 1910 they were revised to specify salines and associated products. At the turn of the century, it became more and more evident that the mining laws developed for metallic minerals were not practical for the development and conservation of oil and gas, coal, potash, phosphate, or oil shale. Following withdrawals by the Secretary of the Interior as authorized by the act of June 25, 1910, the Department of the Interior recommended leasing legislation; however, it was not until February 25, 1920, that the Mineral Leasing Act was passed by Congress. This act authorized leasing all public lands potentially valuable for oil, gas, coal, phosphate, sodium, or oil shale. The Organic Act, creating the Geological Survey in 1879, imposed upon its director the duty of classifying the public lands.' The early years of the Survey were devoted largely to the accumulation of fundamental data and, with only minor exceptions, land classification was not seriously undertaken until 1906. Since that year, it has been actively pursued with respect particularly to leasable minerals and water power values. On March 3, 1873 (17 Stat. 607) Congress authorized the sale of coal lands of limited acreage to individuals at $10 to $20 an acre, depending on the distance from a railroad, and in 1907 a new scale of prices was adopted by the Secretary of the Interior, based, more logically, on the quality and thickness of the coal deposits, their depth below the earth's surface, and their accessibility. At that time it was much cheaper and easier to obtain incidental title to coal rights under the homestead laws at $1.25 an acre. On March 3, 1909, the first separation act (35 Stat. 844) became a law. It authorized patents, with a reservation of the coal and mining rights involved to the United States, to persons who in good faith had entered public lands under the non-mineral land laws prior to withdrawal, classification, claim, or report that such lands were valuable for coal. It solved the problem only partially, and the practice thereupon adopted by the department of making coal withdrawals "from all forms of entry" instead of "from coal entry" expedited the more complete solution effected by later acts. By the act of June 22, 1910 (36.Stat. 583) withdrawn and classified coal lands were declared subject to entry under the homestead, desert land, and Carey acts, provided a waiver of the coal rights accompanied the application, and by the act of April 30, 1912 (37 Stat. 105) the same privilege was extended to State selections and isolated tracts. The act of August 24, 1912 (37 Stat. 496) extended the separation policy to lands withdrawn for oil and gas in Utah, and finally the act of July 17, 1914 (38 Stat. 509) extended it to all nonmineral filings on public lands theretofore or thereafter

IN a previous study' of the carbide phase of chromium steels, it was shown that chromium carbide (Cr7C3) is a more stable carbide than cementite (Fe3C) at tempering temperatures above about 500°C. in quenched steels containing from about r1to 7.5 per cent chromium. Below this temperature the carbide phase was found to consist of cementite in all of the steels examined. In the present investigation it was found that a similar change in the carbide phase takes place in molybdenum and in chromium-molybdenum steels at approximately the same tempering temperatures. The approximate ranges of occurrence of the alloy carbides Cr7C3, Cr4C, and Mo2C have been determined in steels containing up to 5 per cent chromium, 1 per cent molybdenum and 0.60 per cent carbon. The experimental steels were made in small high-frequency furnaces from Armco ingot iron, low-carbon ferrochromium and calcium molybdate and were poured into 2-in. ingots, which were forged to 1-in. round bars. Sections of the bars were heated to the carbide-solution temperature and cooled rapidly to induce austenite transformation at relatively low temperatures. The steels were subject to some segregation, therefore comparatively high temperatures were necessary to dissolve all of the carbides. The microstructure of the quenched specimens was examined to verify the belief that the carbides had been dissolved, and also to determine the nature of the nonmartensitic structure of incompletely hardened steels. Ferrite and pseudomartensite were present in some of the specimens, but all specimens were quenched at such a rate that pearlite was not formed, in order to ensure the formation of the carbides at temperatures lower than about 500°C. It had been found previously' that in chromium steels the chromium carbide could be produced by transformation of austenite in the pearlite range above 500°C., and, in order to start the tempering treatment with the carbide present as cementite, the absence of pearlite was considered to be essential. The specimens were tempered for 64 hr. to permit the formation of the stable carbide. After tempering, the specimens were submitted to microscopic and X-ray examination. The carbides were separated either electrolytically in a 5 per cent HCl electrolyte or with an acidified copper-potassium chloride solution. The crystal structure of the carbide phases was determined by the Debye-Scherrer type of X-ray patterns. The X-ray patterns obtained from specimens near the boundaries between two types of carbides were generally weak and diffuse as compared with the other patterns. For this reason, and because the more soluble components may be masked, the boundaries between the phases could not be determined precisely. INTRODUCTION As part of a general project to simulate a concentrator, the Brenda Mines Limited secondary crushing plant, located near Peachland, B. C., was sampled during the summer/winter of 1975 and during the summer of 1978 to develop a digital crushing plant simulator specific to the Brenda operation. The purpose of this simulator was to study the influence of manipulable process variables on important responses, to permit study of alternative circuit configurations if desired and to perform off-line optimization. This chapter describes the methodology employed to develop the simulator (1,2) along with typical applications thereof. SECONDARY CRUSHING PLANT FLOWSHEET Figure 1 is a schematic diagram of the Brenda Mines Ltd. secondary crushing plant circuit. The 41,000 tonne coarse ore stockpile(a) is -17.8 cm oversize (3B belt) from two 2.4 m x 6.1 m double deck vibrating screens (not shown). The screens are fed by 2 conveyor belts operated in series with two 198 cm apron feeders that handle discharge from a 152 cm x 226 cm primary gyratory crusher(520 KW). The primary crusher (not shown) treats up to 2725 tonne/hr of run of mine ore. Minus 1.9 cm undersize from the primary screens (#19 belt), referred to as the primary fines, joins secondary screen undersize (#18 belt) for conveyance to fine ore bins (not shown). Feed from the coarse ore stockpile is transferred by means of vibrating feeders and two 120 cm conveyors (#6 and #7) to transfer belts #8 and #9 (Figure 1). The belts feed two secondary 2.1 m standard heavy duty cone crushers (bl and b2). Each crusher is equipped with a modified coarse mantle liner and a standard coarse bowl liner. Mantle throw is 9.2 cm; nominal close side set is 3.2 cm. Crusher .countershafts (443 rpm) are driven by single 260 KW synchronous motors (710 rpm). Discharge from the secondary cone crushers joins discharge from four 2.1 m tertiary heavy duty shorthead cone crushers (fl, f2, f3 and f4). With the exception of the cavity (modified medium mantle liner and standard coarse bowl liner; close side set is nominal .84 cm) and motor (224 KW), these machines are similar to the secondary crushers. The combined discharge is transferred from a 183 cm conveyor to #14 belt which empties into a 1452 tonne secondary screen surge bin (c). Vibrating feeders beneath the bins feed five 2.4 m x 6.1 m double deck vibrating screens (dl, d2, d3, d4 and d5) sloped at 200 from the horizontal. THE empirical character of plasticity analysis insures a continuing need for measurements of the yield surfaces of anisotropic materials. Recently, Wheeler and Ireland (W-I) proposed that an octahedral yield locus could be constructed on the basis of six Knoop hardness indentations. Such simplicity would have obvious appeal, if it led to consistently dependable results. In other recent work, a much more straightforward (and more tedious) method of measurement was used to establish all quadrants of the plane-stress yield loci for two substantially anisotropic titanium alloys.2,3 The same materials have since been reex-amined by the W-I method with results being reported here. A full description of the stress state under a Knoop indentor would be complex. In principle, however, this can be avoided in relating the hardness number to a plane-stress yield locus, by the expedient of superimposing the appropriate hydrostatic component on that state of stress. Six possible orientations of in-dentor on orthogonal (symmetry) planes, along (principal) coordinate directions, are illustrated in Fig. 1(0). In the plotting, the vector is given as deviatoric stress components along the principal axes in the ratio , where represents the direction of the minor (width) diagonal and 1 that of the major (length) diagonal. There is no attempt by W-I to justify the 7/1, although it might be supposed that the value originates in the usual ratio of major to minor diagonals in a Knoop indentation of about 7/1. If that were its origin, the link to the deviatoric stress ratio would presumably be made by first taking 7/1 and then turning to the Levy-Mises equation for isotropic material: Interpreted in this way, the W-1 approach seems arbitrary and even contradictory. Yet it would still be favored by two circumstances: the deformation under a Knoop indentor approaches plane strain: when dcw/del =a; and the shape of the locus where plane strain is represented is not overly sensitive either to the exact value of dc,/dcl or to the degree of anisotropy, within a rather wide range of both variables. THE fundamental hydrodynamic principles governing the production of oil from wells have been carefully studied and evaluated by many investigators. These prior studies are quite complete and cover virtually the entire field of oil production and recovery.1 One of the most impor-tant measurements in production studies is that of the bottom-hole pressure at various rates of production.2 It is the purpose of this paper to outline the technique and economics of fluid-level measurements as applied to pumping wells and to review briefly other methods for obtain-ing bottom-hole data. The applications of bottom-hole pressure or fluid-level measure-ments are based on simple hydrodynamic principles. Under equilib-rium conditions, pbh = hd + pg + pch [ l] when pbh = bottom-hole pressure, lb. per sq. in. absolute, h = height of fluid in well, ft., d = average fluid density, lb. per sq. in. per foot, pg = weight of section of gas column 1 in. square from fluid level to casing head, pch = casing-head pressure, lb. per sq. in. absolute. In words, equation 1 states that the bottom-hole pressure is equal to the weight hd of the column of fluid plus the weight of the column of gas between the fluid and the casing head plus the casing-head pressure. At moderate rates of flow, the rate of production is approximately proportional to the difference between the reservoir, or static bottom-hole, pressure and the flowing or producing pressure; i.e.: Q = c(pr - pbh) [2] pr = the reservoir pressure, c = the constant of proportionality. As this ore is, as far as I can learn, entirely new in mineralogy and metallurgy, it has seemed to me that it would be a matter of interest to the Institute to have laid before it, in a short paper, the peculiarities I have met with in studying it. Sterry Hunt, our President, in the Geology of Canada, 1863, p. 738, in the follow ing terms: " The general diffusion of nickel throughout the magnesian rocks of the Quebec group has been already noticed. CHANGES in industrial practice, in plant design, and in research methods which are so clearly to be seen on every hand, have affected the mineral industry as well as others. In particular, ore dressing has passed through a revolution in practice brought about by the introduction of flotation and other quasi-chemical methods, until it has ceased to be solely the mechanical preparation of ores. In fact, the term "ore dressing" itself is obsolescent, and "mineral dressing" has been growing in popularity. This assures adequate recognition of the fact that mineral substances other than ores, e.g. coals, clays, and cement rock, are treated by the same general methods. As a result of these industrial changes it was felt that a complete rearrangement of the curriculum and laboratories at the Massachusetts Institute of Technology would be ad-vantageous. Such a rearrangement would allow instruction and research to proceed in wider accord with industrial evolution and the needs of our times.

IN May, 1878, I had the honor of presenting to the Institute, at the Chattanooga meeting, some observations upon the heat of the Comstock Lode, and since then the subject has attracted some attention and criticism, in the course of which, I have observed errors of apprehension which I beg leave to correct now. Mr. John Arthur Phillips discussed it before the Geological Society, his paper being printed in the Quarterly Journal for August, 1879.* His criticism is based upon that part of my paper in which I quote a number of analyses of the mine waters, to illustrate the fact that the heat does not come from the oxidation of pyrite. All the domestic production of magnesite during 1925 came from two states, California and Washington. Of a total of 120,660 tons of crude ore, 64,600 tons, or 54 per cent., were produced in California.' Of this quantity California produced about 99 per cent. of the caustic calcined, but only 10 per cent. of the dead-burned. The largest producer was C. S. Maltby, of San Francisco, who operated the Red Mountain mine, in Santa Clara County, and the Sampson mine, in San Benito County, under lease. These two mines have been studied by the author, and offer interesting comparisons as to mining and treatment methods and final products. Geology The general geology of the magnesite deposits of California has been described by Hess,2 Bain3 and others4 and although a detailed discussion is not necessary here, a brief summary will assist in understanding mining conditions. California magnesite, when comparatively pure, is usually a white, fine-grained rock, with a conchoidal fracture, occurring in veins and lense-like masses in serpentine. The veins vary considerably in width, and usually occur in a series of more or less parallel veins intersected by other series or systems of veins, probably following original or secondary fissures in the enclosing serpentine. The most generally accepted theory of origin is that the magnesite was formed by the action of surface waters charged with CO2 percolating downward through fissures and changing the magnesium silicates of the serpentine into magnesium carbonate.

THIS test was described in a privately circulated First Progress Report on Slacking Characteristics of Coal, by A. C. Fieldner and W. A. Selvig, May 1, 1928. The test was described in detail in U. S. Bureau of Mines Report of Investigation 3055, in November, 1930.1 The test, in brief, is conducted as follows: A sample of freshly mined coal consisting of 18 to 25 pieces approximating 1 ¼ cubes, and weighing 500 to 600 grams, is taken for the test. The sample is subjected to a "blank sieving" of carefully regulated degree, on an 8-in. circular sieve with 0.263-in. square openings; and the undersize and oversize weighed. The oversize is placed on a sheet-iron pan and dried for about 24 hr. in an A.S.T.M. air-drying oven maintained at 30° to 35° C. through which a current of warm air is drawn. The sample is then cooled to room temperature and immersed for one hour in water at the same temperature. The water is then drained off, the sample dried for 24 hr. as before, cooled, sieved as before, and the oversize and undersize weighed. The percentage weight of the undersize, is calculated and reported as the first cycle loss. This loss, corrected by subtracting the percentage loss in the blank sieving, is termed the slacking index. The sample may be subjected to further cycles of wetting, draining, air-drying, sieving and weighing. In a letter (August, 1932) W. A. Selvig approved making the blank sieving on a duplicate sample, rather than on the sample used for the test, where sufficient coal was available. This method is now employed in these laboratories. The accelerated weathering test has been employed in the labora-tories of the Research Council of Alberta, at Edmonton, since 1928, but not found entirely satisfactory as repeat determinations with samples taken from the same or adjacent mines frequently showed serious differ-ences. Differences must be expected as the coal may vary in the seam, and the selection of a typical set of lumps approximating 1 ¼ -in. cubes

As the complexity of hydrometallurgical systems increases, it offers new opportunity for applications of solvent extraction. However, the high capital cost of mixer-settlers for large flow rates is a drawback to wide application in base metal recovery. This paper presents information on the use of cyclone separators in place of settlers with attendant significant reduction in capital cost. Various flowsheet possibilities for this development are discussed.
