One form of encouragement for the small copper mining sector in Chile has been the construction and management of custom mill facilities to process the ore. The paper describes an economic analysis framework for the evaluation of government custom milling opportunities. Feasible mill locations and capacities within a region are selected and the infrastructure and milling costs associated with each combination of location and capacity are assessed. For each combination, the economics of developing and operating known copper deposits in the region is evaluated, and an optimum cut-off grade and mine capacity is selected for the deposits which justify development. Since the total ore supply from mines in the region may exceed a particular custom mill capacity, mine development is scheduled to optimize the economics of the mill facility. Finally, the best custom mill location and capacity is selected on the basis of overall costs and benefits. A copper mining region in northern Chile is used to illustrate the application of the model. A mobile mill approach is examined and compared with the fixed location mill alternatives. Results are analyzed as a function of copper price.

IN the study of the structure or the properties of a series of alloys or nonmetallic compounds, it is often advantageous to express the com-position not as percentage by weight, according to which the material is always made up and analyzed, but as the atomic percentage of the two constituents. The conversion from the one to the other is repre-sented by the formulas: 100A 100x Y x 100 ? x/A A [1] A+ B x + A/B(100-x) X _ 100yA 100y [2] yA+(100-y)B or y+A(100-y) where x and y are the weight and atomic percentages respectively of the element of atomic weight A, and (100 - x) and (100 - y) are the per-centages by weight and by atoms respectively of the element of atomic weight B. While calculations according to these formulas are simple, they are' time consuming if several conversions have to be made. In 1931 Water-man' constructed a nomograph for performing the conversion, but this did not permit an accuracy greater than about 1 per cent to be obtained in the neighborhood of 50 per cent. Olander2 has proposed a graphic method simpler than Waterman's and one that gives a uniform precision throughout the entire scale. The possible accuracy is about 0.5 per cent of the whole, depending on the size and accuracy of the coordinate paper used. Recently, Hermann3 has described a slide rule for making the calculations. The subject of the supply and the quality of the iron-ore and coke of this State has suffered exaggeration and misrepresentation in both directions. Unsophisticated persons have made extraordinary reports of quality and richness, which could not be supported by facts; while, on the other hand, experts have selected inferior samples, and upon the average of these, which was not by any means the average known to our practice, have based comparisons favorable to other States. Our furnace-records give much better testimony as to the run of our ores, the calorific duty of our coke, and the burden and blast which it will bear. Some of them show poorer ore-mixtures than others; but it is safe to say that the Birmingham furnaces produce from 40 to 60 per cent.. of iron from a mixture of equal parts of the leanest and the richest ores, as classified in large quantities. And certain performances on record here, while they do not represent the regular or average practice, ma: be fairly urged as proof of excellence of raw material, since they would otherwise have been impossible, even as exceptional achievements. Thus oue of our furnaces has made iron with 2500 pounds of coke to the ton of 2300 pounds (Mr. Stratton, 1888); another, with a ton of coke to the ton of iron (Mr. Gordon, 1888); another, with 1.27 ton of coke to the ton (2300 pounds) of iron, the product in the last case being from

The research work presented in this paper had initially a two-fold goal. First, further data concerning the low-temperature recovery of cold work was desired. Recovery phenomena have been extensively studied in face-centered-cubic metals but at the time of initiation of this research, no investigation concerning the low-temperature recovery in body-centered-cubic metals had been made. During the course of the investigation a paper by Martin on the recovery of point defects in molybdenum appeared.&apos; Comparison of our results on tungsten with Martin&apos;s results on molybdenum will be made. Secondly, knowledge concerning the influence of a particular type of impurity addition on the recovery kinetics was desired. It has been known for a long time that extremely small amounts of certain impurity additions exert a profound influence on the recrystallization behavior and the resulting microstructure of tungsten. Small amounts of potassium silicate and aluminum chloride added prior to the reduction of tungsten oxide to the metal have been found by Smithells to raise the recrystallization temperature markedly,2 and yield an ultimate microstructure in which grains several millimeters long are produced in fine wires of say 10 mil diam. If the impurities are added singly, ordinary secondary recrystallization results with none of the spectacular properties of the wire to which special additions were made. Swalin and Geisler3 and Rieck4 have studied the recrystallization behavior of such doped wire in some detail. The former workers found that small amounts of these impurities raised the recrystallization temperature over 400°C and electron microscopic examination revealed no obvious inclusions in the microstructures. In fact. chemical analysis showed that there was <0.001 pct K, <0.002 pct Al, trace of Si, and <0.0003 pct 0 in the wire studied. The possibility that the role of the special impurities is to keep the structure open by void formation and that submicroscopic porosity acts as the inhibiting agent has been discussed.2&apos;3 Meijering and Rieck5 have suggested that the impurities are strung out as second-phase particles in a direction parallel to the drawing direction. It was thought that a kinetic study of recovery could perhaps elucidate the role of the impurities to some extent. When a metal is deformed by cold work three basic types of defects are thought to be introduced into the crystal lattice, namely, interstitials, vacancies, and dislocations. Van Bueren6 has proposed that recovery of cold-worked metal is a four-stage process, each step being the result of the annealing of a primary defect or a combination of defects and having a unique activation energy. The steps in order of increasing activation energy are attributed to a) the diffusion of interstitials recombining with vacancies, b) diffusion of vacancy pairs, c) the diffusion of single vacancies, and d) climb of dislocations. In metals with relatively low- or medium-range melting points the temperatures for recovery are low enough so that the first three steps may occur during room-temperature deformation. For tungsten, because of the high melting point and subsequently high recovery temperature, it was calculated, using Nowick&apos;s approach7 that this recovery would occur in the temperature range 200" to 600°C. It is also known that recovery of X-ray line broadening, presumably due to dislocation climb, occurs at about 600°C.8 EXPERIMENTAL METHOD Two types of cold-rolled 10-mil-diam tungsten wire were used in the investigation; a) pure tungsten, (called undoped) and b) G. In order to obtain a better insight into the pressure-volume relationship of reservoir rocks a theory of pore and rock bulk volume variations is presented. The theory is independent of the shape of the pores but is restricted to isotropic porous media built up of continuous homogeneous matrix material. The main conclusion obtained from this theory is that only three elastic constants and three viscous constants are required for describing pore and rock bulk volume variations if the porosity is explicitly introduced into the treatment. In addition, reasonable approximations are introduced for various types of reservoir rock, e.g., sandstones, limestones, and shales, which lead to further simplifications of the basic formulas. In consequence there is then a further reduction in the number of deformation constants which have to be determined experimentally. It is shown how measurements of these remaining deformation constants can be performed most conveniently. Finally the application of the theory to reservoir studies is discussed and the translation of experimental results obtained in the laboratory into reservoir behavior is considered. INTRODUCTION The decline of fluid pressure in connection with the withdrawal of fluid from an underground reservoir gives rise to a change in volume of both reservoir fluids and reservoir rock. The volume variation of the reservoir rock results in a decrease of both the pore volume and the total volume of the fluid-filled formation. Whereas the variation in volume of the reservoir fluids with pressure is usually known from PVT analysis, that in the volume of the porous medium is rarely measured, as it is considered of minor importance in reservoir engineering. Nevertheless, certain experimental results&apos; suggest that in a number of cases the neglection of the variation in pore volume may introduce errors into material balance calculations of reservoirs producing above the bubble point. Only a few experimental results on the compressibility of porous rocks have been published. The compressibility of pure quartz and of calcite can be found in a paper by Adams and Williamson&apos;. Botset and Reed&apos; carried out some experiments on the compressibility of loose sands, while Carpenter and Spencer&apos; measured the compressibility of a number of consolidated sandstones, which data were supplemented by Hughes and Cooke5. Hall&apos; finally reported a number of experiments designed to study the influence of the porosity on the compressibility of oil-bearing formations, from which it appeared that, particularly in the low porosity range, the compressibility of the pore volume is important enough to be taken into account. Difficulties, however, arise in applying these experimental results to field cases. This is partly due to the fragmentary nature of the published data. Yet even if more complete data were available, the need for a theoretical background would be strongly felt. Such a background can be partially found in studies carried out by Biot,6,7 who published a theory of elastic deformations of porous materials and their influence on fluid displacement within the pores, by Lubinski8, who studied the stress distribution in an elastic porous medium neglecting pore compressibility, and by Gass-mann" who mathematically analysed the elasticity of packings of spheres. The contributions of Biot intro-duce a number of deformation constants which are impractical for reservoir rocks from an aspect of experi-mental determination. It may at first appear doubtful that any further ideas can now come from such a well-trodden soil, when we consider that the ground of the subject has been so thoroughly gone over in many of its phases and that observations have been recorded in technical journals, ever since the days when Luckow and his cotemporaries brought the electrolytic deposition of pure copper to the position of an exact scientific method. Certain facts, however, which seem worthy of note, have come under the writer&apos;s observation during an extended use of the method in a large refinery, involving frequent tests of refined Lake and electrolytic copper, and thousands of assays of native copper concentrates and tailings. This work has required a careful study of the conditions suited to the assay of refined copper, and of ores and tailings— conditions which must be varied for each particular case to secure the best results. Especially is this true when we come to the exact determination of pure copper in the high-grade refined metal of the present day. Very slight traces of impurities (especially tellurium, selenium, bismuth, tin, arsenic and antimony) seriously injure the properties of copper, notably its electrical conductivity. INTRODUCTION There is no hard and fast rule on whether functions within a company, diversified or otherwise, should be strongly centralized or decentralized. In all diverse organizations, there are certain basic functions which remain common (or central) to each element of the business, viz: Personnel Management Cash Management Taxation Management Legal Planning Accounting Standards It would follow that each of these common factors requires some supervision at a central level to ensure that overall group objectives are met. It is true that other functions including: Industrial Relations Marketing and Distribution Production Research and Development Purchasing Management Accounting may also be common to each element of the organization. However, there is far less commonality in the degree to which these functions are central to the efficient performance and financial well-being of the business. Role of Operating Units The resources of operating centers may be viewed as a bank of funds, the nature of which can be changed from time to time, but the employment of which must provide for ongoing increases in the net worth of the total enterprise expressed in terms of market values. Operating units are required to continually review products, methods, and opportunities and to monitor avenues for incremental investment--all with a view to attaining the necessary additive net present value of future cash flows of the enterprise. Operating units should be permitted sufficient autonomy to enable the best use to be made of the skills and experience of the people it employs in order to produce a return appropriate to the value of assets employed. Role of Head Office The head office will typically comprise a specialist group--the leaner the better if one strongly adopts the decentralist approach--often acting as Service Centers but also performing a control function in the corporate sense. The head office function is a cost center. It may be instrumental in developing strategies for increasing revenues or reducing costs on a group scale, but it does not generate revenue. Every dollar spent on this function is an extra dollar to be generated by the operating centers in order to achieve an increase in corporate wealth. TREASURY MANAGEMENT Treasury management is concerned with the provision of finance, cash-flow management, and risk analysis. Each decision taken within the enterprise has a cash implication. It follows that a well-integrated central Treasury function can, in all likelihood, produce economic benefits. The degree to which the function should be centralized depends largely upon the unique nature of the operating units it is servicing. Levels of ownership, the calibre of unit operating managers, and the nature and geographic distribution of the business are all factors determining the degree to which the Treasury function is centralized. In the case of Peko-Wallsend, the Treasury Department is small, comprising four people. While divisional cash-flow management is largely decentralized, Treasury is responsible for the daily management of funds surplus to the immediate needs of operating units. The dissolution of carbon in molten Fe-C alloys has been the subject of a number of investigations. Most of these investigations have been inconclusive because of poorly defined experimental variables. Two of the more sophisticated studies are summarized below. Dahlke and Knacke&apos; studied the phenomenon by, in part, immersing graphite rods into 0.5 pct carbon-steel for different lengths of time. Since the experiments were conducted in air or in CO atmospheres, the melt was strongly agitated by gas evolution. It was concluded that the change in bath composition as a function of immersion time was in agreement with the assumption that the dissolution process was transport-controlled. The hydrodynamic conditions in these experiments, however, were not well-defined and gave no indication of the nature of the dissolution process at higher fluid velocities. In a recent study Shurygin and ruk investigated the dissolution of carbon in molten Fe-C, Fe-Si, Fe-P, and Fe-Ni alloys. Small graphite disks were rotated in a crucible containing molten alloys under such conditions that only the lower face of the disk was exposed to the melt. The results of this investigation indicate that, over the range of velocities (100 to 1000 rpm) and bulk liquid concentrations (0.7 to 4.5 wt pct C) considered, the dissolution of carbon in the iron alloys is limited by the diffusion of carbon from the interface to the bulk liquid (a transport mechanism). For the particular geometry used by these authors, exact analytical solutions of hydrodynamic and diffusion problems are aailable. Hence the experimental results obtained by Shurygin and Kryuk permit the evaluation of diffusion coefficients of carbon in the four systems investigated. In the present investigation a series of experiments were conducted in which the rate of dissolution of carbon in Fe-C alloys was measured under conditions which permitted wide variation of the fluid velocity and the carbon concentration of the bulk liquid. Graphite cylinders were rotated at different speeds in a stationary concentric crucible containing various molten Fe-C alloys. THEORETICAL DEVELOPMENT In general, the resistance to mass transfer from a solid interface to a turbulent liquid is assumed to reside in a laminar boundary layer adjacent to the interface. If it is also assumed that the diffusion coefficient is independent of concentration, the steady-state rate of dissolution for the case of arbitrary liquid and solid densities can be obtained from the integration of the equations of continuity. The derivation is similar to that used by Lommel and chalmers4 for the case of pl = ps. The solution, expressed in terms where N = rate of diffusion of the solute from the interface. Exact analytical solutions of the hydrodynamic equation for the boundary layer thickness are available for only a limited number of geometries. This paper is presented as a suniniary report of the use of well gas composition correlations obtained from mass spectrometer recordings as a means of identification and determination of reservoir continuity. Conventional methods for detecting composition differences are en-pensive, elaborate, and difficult to obtain. This excludes the use of extensive composition data for most applications. During recent years the mass spec-trometer has come into general use as an analytical tool in petroleum refineries. The use of mass spectrometer composition patterns ir~ characterizing or "finger-printing" the produced gas from a reservoir, presents a novel method for correlatitlg gas samples from well to well. The mass spectrometer provides a trace similar to an electric log. having peaks which represent the abuntlnnce of certaitz hydrocarbons in the well gas sample. Without going further into the detailed analysis the idea has been advanced that these traces or patterns could be used as a means of identifying a particular natural gas. This theory has proven to be essentially correct. The mass spectrometer pattern method is simple and cheap as COi?7pared to other standard methods. It greatly facilitates the solution of reservoir and geological problems in which correlation of well gas Com-positions is a factor. Specific field applications have been made. This paper concerns the results obtained in 465 individual gas analyses from 35 fields and 77 res- ervoirs. In a number of cases it has been found that such data have been extremely valuable in the determination of reservoir continuity. In at least one case, the method was a valuable contribution in tracing a reservoir from sand to sand in a coinplex fnulted field involving n11rnerous gas reservoirs. Field applications are presented to illustrate the possibilities of the method at the present stage of developnient and to stimulate the ernployrnent of this new approach by geologists and petroleum engineers in the industry. INTRODUCTION Identification of producing horizons and the determination of reservoir continuity are often a problem in those areas where dome structures and highly faulted sands are encountered. To complicate the picture further, there may be numerous sands, one on top of the other which dip and diverge in different directions. Even though it may be possible to develop some solutions to the preceding problems on the basis of the geological and reservoir data on hand. it is readily recognized that substantiating data based on independent methods would he extremely valuable. It has been found through field studies that correiation of well gas composition can be used to advantage in the geological and engineering study of a complex reservoir identification problem. METHOD FOR COMPARISON AND CORRELATION OF WELL GAS SAMPLES Since a large number of well gas samples are required in a gas identification or reservoir con- tinuity problem, it is necessary that a method of analysis be employed which can detect differences in composition readily and inexpensively. Although detection would be possible by means of low temperature fractional distillation (POD) analpsis, the method requires a relatively large sample and is comparatively slow and expensive to run. The mass spectrometer affords an inexpensive and precise analysis of small well gas samples taken at the surface which are about 1/300 as large as a POD sample. These samples can be obtained by regular field personnei and shipped to the spectrometer for analysis. It is, therefore, a practical approach to the problem. A typical record from the mass spectrometer is illustrated in Fig. I. The peaks on the record represent the abundance of ions produced from the different hydrocarbon molecules making up the gas sam-ple. In well gas comparisons only five peaks are employed, since the other peaks are formed from the same gas molecules and furnish no additional information. The five peaks used represent the abundance of methane, propane, ethane, butane and heavier, and oxygen. They are referred to respectively as the 16, 29, 30, 43, and 32 peaks. Coal has been fighting a rear-guard action since the last World War. The battle against competitive fuels has been largely guerilla warfare with more sniping within the ranks than of organized opposition. Oil and natural gas are the fuels that over these twenty odd years have driven coal backward and out of many profitable markets. Now, somewhat timidly, the coal industry is trying a new weapon; namely, Research, or let us more properly say, Organized Research. Engineers have been designing this weapon for many years, supported by those interested in coal, including some coal producers. A part of this pioneer work has been Fundamental Research, the Ph.D. kind that is over the heads of most of us. Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. Need foR Coal Research To utter "Research" is to use the modern magic word; to conjure up the miraculous—rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privatelyfinanced research is just started in the Pennsylvania anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 2 5 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200,-000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1 ,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

A part of this pioneer work has been Fundamental Research, the Ph.D. kind that is over the heads of most of us. Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. Need foR Coal Research To utter "Research" is to use the modern magic word; to conjure up the miraculous—rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privatelyfinanced research is just started in the Pennsylvania anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 2 5 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200,-000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1 ,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

AS part of a program to investigate the diffusive properties of dilute ternary austenites we have made a determination of the effect of chromium on the activity of carbon in ? iron. Samples of pure iron and Fe-Cr alloys were simultaneously equilibrated at 1000°C with atmospheres of controlled CO/CO2 ratio following the procedures of Darken and Gurry 1 and smith.&apos; The 0.020 in. thick samples were analysed for carbon by microcombustion analyses3 to yield a set of isoacti-vity curves. The latter were converted to activity coefficient (standard state at infinite dilution) plots by combination with Smith&apos;s data2 for the activity of carbon in pure iron. Table I shows the compositions of the base alloys used while Fig. 1 shows the experimental results superimposed on a set of curves generated by the relation In?C=6.9NC- 10.7 Ne In the notation of wagner4 the interaction parameter is the second coefficient on the right, Sgr = - 10.7 This can be compared with a rather inaccurate value deduced from the transient equilibrium diffusion data of Kirkaldy et al.&apos; as The authors are indebted to the American Iron and Steel Institute for financial support. HIGH compression ratios, resulting from high injection pressures and relatively low recovery process pressures, constitute a major problem, which has confronted those engaged in gas recycling for condensate production since the beginning of that practice. Despite the numerous process developments and improvements, no entirely satisfactory solution for this prob-lem has been presented to date. Often, where the residue gas from the recovery process must be recompressed for subsurface injection, there is a substantial difference between the required injection pressure and the plant-operating pressure required to produce maximum recovery of condensate. These limitations result in high compression ratios, which, in turn, neces-sitate excessive compressor investment and operating cost. As an alternative, the operating pressure may be increased in order to lessen the compressor requirements but such a saving often is purchased at the expense of decreased condensate recovery, caused by operation at the higher pressure. Regardless of the choice, the net result is a diminished return on the capital invested in the project. The goal of future development in this field must be the complete recovery of all valuable hydrocarbon components in the reservoir fluid at pressures that, regarded as compressor suction pressure, will require minimum compressor horsepower to inject the residue gas into the formation. A com-pression ratio of 1.5 has been established as an optimum for modern compressor equipment." Therefore, in order to con-form to this optimum condition, a 3000-lb. injection pressure would require that the condensate recovery process be operated at 2000 lb. per sq. inch.

INTRODUCTION During the past 40 years, there has been in the United States of America and other industrialised Western countries a distinct displacement in the procurement of minerals from domestic sources towards an increased dependence on imported minerals. This was caused in part by one or each of the following: a lack of local supply of particular minerals, domestic source depletion or exhaustion and the relative ease and inexpensiveness of obtaining minerals from comparatively unexploited sources in underdeveloped and some developing countries, notably in the Middle East, South America, Southern Africa, and Australasia. Governments of the industrialised nations, concerned about the reliance of their economies on imported raw minerals examined both the degree of reliability and the extent of mineral resources in the countries and regions supplying the essential minerals. This brought a painful awareness of the vulnerability of industrialised countries as a result of the possible interruption of their mineral imports. In this regard, the United States of America may be quoted as a case in point: a report by a House of Representatives Subcommittee on Mines and Mining (Santini Subcommittee)1 revealed that the United States in 1980 was dependent on foreign sources for more than 50 per cent for 24 of the 32 minerals essential for national survival. The Subcommittee also acknowledged that although the United States may develop its own alternative energy sources, there are in many cases no substitutes for the strategic + minerals imported from foreign sources, from countries which are often unstable at best, hostile at worst. This resulted in various policy responses as well as contingency measures, amongst other, renewed emphasis on the utilisation of domestic mineral resources, an intensified search for substitutes of critical minerals and increased stockpiling programmes. Increased attention was devoted to analyses of the political and economic conditions prevailing in the regions from which strategic and other minerals are exported to the industrialised countries, and the formulation of policy measures vis-a-vis those regions. One region which attracted a considerable degree of attention has been Southern Africa, and in particular South Africa.2 The Santini Subcommittee affirmed that while the bulk of the minerals imported by the United States is supplied by a number of source countries, a host of critical[t] minerals vital to the well-being of that country (and this includes all the Western industrialised countries) originates from Southern Africa, a region, deservedly referred to as the "Persian Gulf of Minerals". Apart from the Republic of South Africa the mineral-rich countries concerned are Angola (diamonds, iron ore, oil), Botswana (diamonds, coal), South West Africa/Namibia (diamonds, uranium), Zambia (copper, cobalt), Zaire (industrial diamonds, copper, cobalt) and Zimbabwe (gold, nickel, chromium, asbestos). The Subcommittee however noted that, with the exception of cobalt, the greatest portion of the reserves of the critical minerals listed, lies within the borders of South Africa. SOUTH AFRICA A RELIABLE PURVEYOR OF MINERALS In view of the continual instability and political risk, along with the nationalisation of mineral industries in third world countries, importing industrialised nations have in recent years become more and more concerned about security of long-term supply, and have in consequence begun to diversify their mineral enquiries to areas where the following conditions prevail: • Long-standing record of consistency of supply; • An economic system of private enterprise; • Political stability; • A well integrated infrastructure, with a maintenance of transportation and development costs at realistic levels, and • Attractive investment opportunities, with security of the return of profits.

Discussion of the paper of BENJAMIN F. TILLSON, presented at the NEW York meeting, February, 1915, and printed in Bulletin No. 9S, February, 1915, pp. 505 to 528. T. E. STURTEVANT, * New York, N. Y.-Mr. Tillson&apos;s paper on hammer drills is of much interest to me. Early in 1909 I was invited to make tests of our drills at the Franklin mine of the New Jersey Zinc Co. The first drill that we tested gave very poor results. This was a drill having a hammer piston 1¾ in. in diameter and 3 ¼ -in. stroke, the hammer piston weighing about 6 1b., the 1 ¾ in. diameter being exposed to pressure at either end. Although this drill has given excellent results as a sinking drill, its performance as a stoping drill was poor. This was one of the surprises of the limestone as spoken of by Mr. Tillson. This led me to further investigation, and a second drill was developed, with a much lighter piston and a somewhat longer stroke, that gave better results. In the design of this drill, no attention was paid to the cost of construction, our whole attention being given to the increase in drilling speed and reduction of the quantity of air used. The first drill of this type had a piston weighing about 2 ½ lb. and a stroke of 3 ¼ in. The piston was made with a hammer-bar extension, and the cylinder was made with two diameters of the bore, one in which the hammer-bar extension moved and the larger one in which the piston head moved.
