The outstanding developments of the year in southwestern Pennsylvania were the establishment of the Summit Fayette County gas pool and the gas pool in Nicholson township, Fayette County, and Monongahela township, Greene County, as major producing areas, and the indication of four new shallow gas pools. Curtailment of drilling for shallow gas is expected to follow order M68 of the Office of Production Management. Gas completions were approximately 70 per cent higher, oil completions nearly 25 per cent lower, dry holes were unchanged and drilling wells as of Dec. 31, 1941, nearly loo per cent higher than last year. Shallow Development Oil.—Outside Butler County, only 11 producers were drilled, with a total initial of 221 bbl. The best of these was in a portion of Gilmore township, Greene County, which ordinarily produces gas. This well flowed 77 bbl. in 11 hr., along with about one million cubic feet of gas from the Fourth (U.Dev.) sand. Washington County had a 10.20 and a 25-bbl. well in Morris township and a 20-bbl. well in South Franklin township. These were all in the Fifth Sand. The price of oil to Jan. 27 was $1.80 per barrel, when a 15¢ increase was made. This was followed by a raise of 20¢ on Apr. 23, 15¢ on May 21, 20¢ on June 18 and 25¢ on Aug. 14. The last increase was canceled on Aug. 23 by the Office of Price Administration, which pegged southwestern Pennsylvania crude at $2.40 per barrel. Gas.—An almost doubled initial production of natural gas is the result of the large increase in number of wells drilled. The outstanding discovery of the year was in the vicinity of Armbrust, Hempfield township, Westmoreland County, where a well drilled to what at first was considered the Bayard sand, but what is now known to be the Fifth (U.Dev.) sand, at 2100 ft. found nearly 5 million cu. ft. of gas. Since this completion 14 wells have been finished, only one of which was dry, giving a combined total open flow of approximately 15 million cu. ft. The sand is 35 to 40 ft. thick and the saturation extends through most of that thickness. Rock pressure, which is 1040 lb. per sq. in., is abnormally high. An area of only about one square mile has been proven but some of the 24 new wells drilling as of Dec. 31 will no doubt extend it considerably. This development has taken place in an area heretofore considered to have had little prospect. There were three good wells in other parts of Westmoreland County. One well in Franklin township, which had 12 million cu. ft, of gas in the Fifth sand, was entirely surrounded by dry holes but is still pro- . ducing at a high rate. In Bell township a 1.6 million cu. ft. well was found in the Speechley (U.Dev.) sand and in Washington township the same sand produced 2.7 million cu. ft. with shut-in pressure of 970 Ib. at 2820 ft. This well is offset by two dry holes and one well with a capacity of only 10 M cubic feet.

THE idea of economical production is usually associated with large operations, tonnages, and mines, with even larger capital behind them. Nevertheless many small mines operate in the shadow of large competitors and make a good showing on the capital invested despite larger overhead expenses. For the purpose of this discussion I will divide the cost of production into classes, and specify opposite each the approximate percentage expended thereon: 1. Labor, including miners and company men; 60 to 75 per cent. 2: Development, including all necessary yardage, room turning, crosscuts, etc.; 7 to 12 per cent. 3. Deadwork, covering payment to miners for handling falls, drawslate, or faults, rock work, water, and in general, all nonproductive labor; 3 to 7 per cent. 4. Supplies: mine timbers, oil, brattice material, lumber, cement, and repairs to equipment; 2 to 6 per cent. 5. Expense: management, selling, office, taxes, etc.; 1 to 5 per cent. 6. Depreciation of coal reserves and royalties; 6 to 10 per cent. 7. Depreciation of equipment and interest on capital invested; 1 to 3 per cent. 8. Fuel; ½ to 1 ½ per cent. The labor cost for a small mine is relatively much lower than for a large mine, particularly the sum paid to company men. Idle-pay expense is cut to a minimum; the labor item being larger than all the others together, a saving in labor makes a decided showing on the total cost. The development charges in small and large mines are about the same. There should be a small showing on the Beadwork item in favor of the small mine. The unit cost for supplies is usually small in the small mine. The operator of the small mine finds, owing to a limited tonnage, that the expenses of management, selling, etc., are abnormally high.

THERE was a time when the selection of fire brick was .left to the judgment of the head bricklayer of the plant, whose choice was not unaffected by a box of Christmas cigars from a friendly salesman. But the days are past when it was generally believed, with complacent philosophy, that bricks were bricks without much distinction, and should be bought on a price basis alone. Gone, too, is the belief that in certain types of industrial work the eventual failure of refractories was assured. Modern metallurgical practice, with its trend toward handling larger tonnages at higher temperatures, demands the use of refractories that cannot be supplied by random guess. The logical development is to inquire into the properties of the brick to be purchased, and this resolves itself into the use of specifications. In 1925, the General Refractories Co., with the active support and hearty cooperation of some of its larger customers, established a laboratory, at its Baltimore plant, for testing and research in refractories. This was the outgrowth of a growing appreciation of the value of research in the refractory field. Since then the work has become more involved' and the aims more ambitious, so that the present laboratory now employs a staff of 11 men working, under the direction of trained refractory technologists, on problems of research as well as the routine control of manufacture. It is believed s that `this type of laboratory is a comparative novelty among refractory manufacturing plants. It handles the testing and research work for all the 15 plants of the organization. Being at one of the works has the advantage of making it possible to carry on large scale plant tests on new products after the preliminary laboratory tests have been successfully completed.

AN intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies Which tend to confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. ORIGIN OF THE LAW Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb. 11, 1897 (29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims."

Urban quarries offer one of the greatest opportunities for profit in nonmetallic mining with limited financial risk-if properly evaluated, planned and developed to meet market needs. Location, with respect to market, is the prime consideration. Geologic considerations and quality of rock are nearly as important. Cost factors and return on investment (ROI) are the principal financial considerations. Risk of capital is determined by weighing all factors that should be considered and how well judgments are based on information acquired. It is a simple, true axiom of business that an investment must be founded on amount of capital required with its expected return plus profit, expertise required to operate, and time involved. Urban quarries generally offer excellent stone product market opportunities. Costs of land with mineral containment and processing operations are much greater than in rural areas. Environmental problems have become increasingly severe. Competition from other quarries in the market area is usually directly proportional to the profit attractiveness. Risk of capital (initial, developmental and operational) can be evaluated and reduced only by thorough analysis of the entire situation. Time and money expended on planning and preliminary investigations probably represent the most productive investment of available company resources. Basic Reasons to Establish a Limestone Quarry Profit Motive: Certainly the dominant and overriding motive must be that of attaining a reasonable profit. In certain situations a quarry firm may acquire land, necessary rezoning (if required), and satisfy all of the other prerequisites preparatory to beginning operations but delaying the actual development.

SHARPNESS of separation and washing efficiency are often confused. The sharpness index indicates the precision of a washing unit; the washing efficiency takes into account not only the unit's precision but also the washability characteristics of raw coal and the near-gravity materials at the effective density of cut. A sound basis for evaluating the sharpness index is essential in comparing the sharpness of separation attained by different cleaning units. Sharpness Index and Related Criteria: Washing plant sharpness of separation has been well represented by Hancock's efficiency chart and Tromp's curve of migrated materials. Some useful coefficients derived from Tromp's curve—the error area, probable error, and imperfection value—have been widely used to measure sharpness of separation. These are defined in a number of papers presented at the first and second International Coal Preparation Colsference held in Paris (1950) and Essen (1954).1-5 In evaluating the performance of a dense medium separator at four different gravities, Yan-cey and Greer6 bserved that even with similar operating conditions and the same size grading of feed, the imperfection value of a washing plant varies through a greater range than the probable error. The present writer also observed the same type of anomalies in comparing the imperfection values of one plant which were determined under almost identical conditions. He therefore devised a graphical method to evaluate a washing unit's sharpness of separation and define it by a single coefficient, which is substantially independent of coal characteristics under normal operation of the unit. Unlike imperfection value, the new coefficient can be expressed on a percentage basis. Coal preparation engineers generally agree that the amount of misplaced material resulting from any separation in a washing plant is almost directly related to the amount of +0.10 sp gr (near-gravity) materials. In actual practice, however, misplacement is not restricted to the 20.10 sp gr range. It will be evident from a study of Tromp curves that this misplacement often extends over unequal specific gravity ranges on the two sides of the actual density of separation. The same condition exists for near-gravity ash distribution and the resultant misplacement of ash units during any separation. But so far as the same unit is concerned, the total misplacements bear a definite ratio to the amount of near-gravity zone materials that is affected by misplacements. This ratio should be constant not only for various densities of separation but also for different qualities of feed coal treated in the same plant. This ratio, multiplied by 100, directly represents the inefficiency of the plant. When the plant inefficiency value is subtracted from 100, the re- ' sult is designated as sharpness index. Evaluating the Sharpness Index: The method of evaluating the sharpness index is explained here with reference to Fig. 1. Fig. 1 is a reproduction of the familiar diagram used by Cerchar of France to represent the inefficiency of a separation in terms of "triangle of errors," which is a measure of organic loss. DURING the last 25 years, there appeared in the literature a number of papers describing equipment and operating techniques for the determination of total oxygen in iron and steel. In the early papers, comparatively little attention was paid to side reactions that occur when iron is saturated with carbon at a high temperature in a high vacuum. As more experience was gained with the new method, the limitations appeared. Metals, with a boiling point lower than iron, distilled out of the crucible, condensed in the cooler part of the furnace, and subsequently reacted with carbon monoxide to form oxides and carbon. Aluminum, manganese, and the alkaline earth metals proved troublesome in this respect. Modifications have been devised to overcome the difficulties due to aluminum and manganese, while the alkaline earth metals are not of too much concern as yet to the steel chemist. The reactions of sulphur have received less attention, although it is generally recognized that some carbon disulphide is probably formed. Liquid air traps have been used in some cases to prevent any carbon disulphide from entering the analytical train. Sulphur was not a particular problem at the Union Carbide and Carbon Research Laboratories until the analysis of the irons of higher than usual sulphur contents became necessary. In order to describe the procedure developed for such irons, it will be necessary to first describe the type of vacuum-fusion equipment employed because the operation of vacuum-fusion equipment is an art to a considerable extent. At the Laboratories, vacuum-fusion equipment has been in daily operation since about 1930. Over the years, the evolution of this apparatus has been governed by the versatility required to analyze a wide variety of materials. Since all types of materials from high purity metals to slags are analyzed and, since seldom more than a few samples of one type are analyzed in succession, the apparatus was designed for accuracy and flexibility rather than for speed. A general view of the equipment is shown in Fig. 1, while Fig. 2 shows the relationship of the various parts. In Fig. 2, A is a vertical double-glazed 24X27/8 in. OD silica tube heated with a 20 kva mercury-arc high frequency generator. The tube is closed with a water-cooled brass head attached with de Khotinsky cement. A turret cap fits on this head and is sealed with a 1/8x3 in. "0" ring. The head contains a sight glass and two 8 in. horizontal glass tubes, for sample storage, cemented in with de Khotinsky cement. B is a four-stage Gaede mercury diffusion pump connected to the water-cooled head with a 11/2 in. copper tube through a flange with an "0" ring. The output of the vacuum pump feeds into an automatic Toepler F pump which compresses the gas sample over mercury in the measuring burettes, G and H. There are bypasses in this line for a McLeod gage C and a Piranni gage D, a manometer E, and for initial pumping out of the system with a Cenco Megavac backing-up pump. The reduction crucible shown in Fig. 3 is machined of Tungar Bulb quality (A.G.K.T.E.-2) graphite. The sample is guided into the crucible with the graphite funnel depicted on this figure. The arrangement of the crucible, radiation screens, etc. in the furnace is as follows: A 1 15/16x61/2 in. Alundum thimble, porosity RA-84, with two 1/8 in. holes near the top and opposite each other which take a pair of special tongs used for lowering it in place, is prepared. A 3/4 in. layer of powdered graphite is placed in this Alundum thimble, and the graphite crucible containing 20 g of ingot iron and 0.5 g of carbon is carefully centered on this bed of graphite powder and graphite powder is packed around it to the top of the graphite cru-

OpeRations on the Texas Gulf Coast during 1936 increased materially over 1935. A number of new fields were discovered and a few of the older fields were extended, both by the discovery of deeper pay sands and by lateral expansion of the known producing horizons. Twenty-seven new fields have been discovered, of which 25 are oil fields and the others are gas fields that have every indication of becoming oil-producing areas. Amelia, Anahuac, Bay City, North Pettus, Placedo, Pickett Ridge and Tomoconnor have had major extensions. Production for 1936 amounted to 91,224,844 bbl., an increase of 21,627,033 bbl., or 31 per cent, over the 1935 production of 69,597,811 bbl. The number of producing wells at the end of 1936 was 6727, as compared with 4851 at the end of 1935. Proration has continued in force, thus decreasing the rate of depletion and the number of abandonments normally expected. New Fields A brief discussion of the new fields follows, in addition to Tables 1 and 2, which contain the general data on these fields. Aransas (McCampbell).-Buckingham and McCampbell No. 1 McCampbell was drilled to 7501 ft., then plugged back to 6560 ft. and completed in the Marginulina for a 100-bbl. flowing well on July 18. Bee County.—The Voss field, discovered by Swiger and Devonian's No. 1 Voss, and the Holzmark field, discovered by Miller and Donzis on the Holzmark farm, are both of the same type structurally and are caused by folding against a fault, one field being on one side of a fault and the other on the opposite side of the same fault. Brooks County.—-Standard Oil Company of Texas Garcia No. 1, the discovery well in the Alta Mew field, and Dick Young's Singer No. 1, the discovery well of Alta Verde, appear to indicate small fields. Garcia No. 1 was drilled to 8022 ft. and plugged back to 2485 ft., at which depth the well made 189 barrels. DEURING the past year the uranium milling industry has seen the installation and initial operation of solvent extraction circuits in the Climax Uranium Co. mill at Grand Junction, Colo.; the Kerr-McGee Oil Industries mill at Shiprock, N. M.; and the AEC pilot plant at Grand Junction, operated by National Lead Co. Inc. The Vitro Uranium Co. mill in Salt Lake City is converting to solvent extraction, and the new Union Carbide Nuclear Co. mill to be constructed at Rifle, Colo., will also employ this method. Solvent extraction circuits will be incorporated in two mills now under construction -the Texas Zinc Minerals Co. mill at Mexican Hat, Utah, and the Gunnison Mining Co. mill at Gunnison, Colo. In Canada the expansion of the Eldorado mill at Port Radium includes installation of a solvent extraction circuit. Solvent Extraction Process: In simplest terms, the organic solvent is mixed with leach liquor and then the organic and aqueous phases are allowed to separate. By this contact the solvent selectively extracts uranium from the liquor, leaving a raffinate, or barren leach liquor, which may be discarded. The pregnant solvent is stripped of its uranium by con- tact with a stripping solution, such as aqueous sodium carbonate, which has a greater affinity for uranium than the solvent does. The barren solvent from the stripping step is available for further leach liquor extraction, and the pregnant stripping solution, which usually contains 30 to 60 g U3O8 per liter, is ready for precipitation of a final product, or uranium concentrate.

The density and viscosity of 1iquid thallium have been measured by absolute methods to temperatures of about 200° and 150°C, respectively, above the melting point. These new data reported, especially density data, do not closely confirm previous work. Density p, in g per cu Cm, is shown to vary linearly with temperaluve t, in °C, according to the equation p = 11.658 - 1.439 X l0-3t. The viscosity data obey the well-known Andrade equation nv1/3 = A exp C/vT , the constants A and C for thallium having values of 2.19 x A and 79.648, respectively. This paper reports some new data for the density and viscosity .of liquid thallium. Measurements of these fundamental physical properties were undertaken as part of a continuing research program at the Mines Branch, Department of Energy, Mines and Resources, Ottawa. Canada. A literature search has revealed that data are so scarce that there could not be a consensus on the true values of the density and viscosity of liquid thallium. To be more specific, there exists only one set of viscosity data' and only two acceptable sets of density data,273 one of which is limited in scope.3 In Liquid Metals Handbook,3 another density study is reported but indications of impurities in the thallium render the results suspect. In this situation, further careful experimentation was required to realize the true density and viscosity of thallium. EXPERIMENTAL METHODS Density. Densities were determined using a graphite pycnometer. The technique and its accuracy have been discussed in earlier papers.4'5 It is considered that experimental data can be obtained which are accurate within +0.05 pct, all sources of random and systematic errors having been evaluated. Density results for thallium were identical whether measured under an atmosphere of argon or a vacuum of 5 x 10-6 torr and, for the most part, the argon atmosphere was used. Viscosity. Viscosity measurements were made in an oscillational viscosimeter by an absolute method—the liquid metal being held in a closed graphite cylinder. Design and operation of the apparatus, constructed in this laboratory, have previously been discussed.6 For thallium, runs were made under a vacuum of about 2 x 10-6 torr. To evaluate viscosity coefficients from the various experimental parameters, the mathematical analysis of Roscoe7 was used. Measurements of the necessary parameters and the accuracy of these measurements have also been discussed.6 The cylinder dimensions were corrected for the anisotropic expansion of graphite, as discussed for density measurements.4,5 It is well-known that thallium oxidizes rapidly and hence a newly machined surface quickly tarnishes in air. The oxide film, however. is nonadherent and is easily removed by rubbing or by solution in water. Hence, immediately before use, both density and viscosity charges were immersed in water, wiped dry, and quickly transferred to the apparatus which was then rapidly evacuated. Specimens removed after determinations were only slightly tarnished and there was no other evidence that tarnishing affected the results. For example, the sharpness of the specimen edges from the containing vessels indicated complete filling by the liquid metal. Thallium of 99.999 pct purity was used in this investigation. Because of its high toxicity care was exercised in handling this material. For example, the melting procedure to prepare machinable ingots was carried out in an open, well-ventilated area, while protective gloves were always worn when handling the solid metal. RESULTS AND DISCUSSION Density. Measurements were made over a tempera-ture range of about 200°C above the melting point. The results are listed in Table I and plotted in Fig. 1. From the graph it is evident that the relation between density and temperature is linear. Such a relation has been observed before in this program for other metals and alloys475 and elsewhere by other workers. A least-squares analysis of experimental data gives the equation: pT1 = 11.658 - 1.439 x 10-3t where p = density in g per cu cm and t = temperature in "C. In Fig. 1, together with the present results, the data of Schneider and Heymer2 in the corresponding temperature range have also been plotted. Evidently, the two sets of data do not agree well, the results of Schneider and Heymer being about 0.6 pct higher. Viscosity. Viscosity data were obtained from the melting point, 303.5°C, up to 457.5"C. The data are listed in Table I and in Fig. 2 the plot of these results demonstrates a smooth curvilinear relation between

THE Columbia Steel Corporation, organized in 1922, and taken over by the United States Steel Corporation on Feb. l, 1930, is operating one blast furnace at Ironton, Utah, which was started on April 30, 1924, and is producing approximately 14,000 tons of pig iron per month. Half of the pig iron produced is basic iron and is used in its own plants at Pittsburg and Torrance, Cal. The ore for the blast furnace is shipped from Desert Mound, Utah, near Cedar City, in the southern part of the' State, approximately 231 miles from Iroaton. The ore is a hematite, disseminated with magnetite, the chemical analysis showing approximately 12 to 20 per cent magnetite, and under the micro- scope the ore has the appearance of a magnetite.

IN the past 75 years industrial engineering has been highly developed in many fields, but the coal mining industry has just begun to realize its potential for cutting costs. To receive the maximum benefit, a company should apply industrial engineering from the time a new installation is contemplated, but the principles can also be used to reduce and control the costs of an established operation. One company that had been mechanized for seven years reduced its total labor cost 57 pct by industrial engineering. Of this reduction, 20 pct was brought about by a preventive maintenance, rebuilding, and scheduled lubrication program that eliminated 80 pct of the delay caused by mechanical and electrical failures. Thirty percent of the cost reduction was attributed to rearranging the work force into crews of the most effective size, changing working methods, and training all mine supervision in the principles of the cost reduction program. The remaining 7 pct reduction was brought about by a wage incentive program for all the men in the mine. The productivity of this coal mining operation was increased from less than 8 tons per payroll man to 20 tons. This increased productivity was brought about while using the same equipment, men, and supervision.

ONE possible method for the separation of hafnium from zirconium is by the vapor phase oxidation of the purified mixed chlorides. An important factor for success depends on the difference in free energies of the following reactions: ZrCl(g) + O2 = ZrO2(s) + 2C12 [1] HfCl4(g) + O2 = HfO2(s) + 2C12. [2] Prakash and Sundaram1 have calculated these values from certain data and carried out experimental work with partial success. However, their free energy values for reaction 2 diverge rather widely from other data which are presented here. The possibility of successful separation is briefly considered in the light of these alternative values. Table I shows the free energy values (?F°) for reactions 1 and 2 derived from the recent compilation of data on oxides and chlorides by Glassner.2 The corresponding values of Prakash and Sundaram for the same temperatures are also shown. The alternative values to those of Prakash and Sundaram for reaction 2 are substantially confirmed by the data of Kubaschewski and Evans" and Cough-lin' on heats of formation, entropies, and heats of vaporization. In spite of the considerable uncertainty in the hafnium data it is reasonable to suppose that the oxide-chloride free energy difference for two such chemically similar elements would not be very far apart. These figures indicate clearly that the oxidation of hafnium chloride is appreciable at all temperatures. Nevertheless, there is a significant difference between the values for reactions 1 and 2

THE Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. DEPTH OF MINE The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons.

THERE are two main sources of the water that floods productive oil or gas sands. The water may rise from the lower depths of the producing stratum, or it may come from beds above or below the oil-bearing formation. Usually the recovery of oil is decreased by water entering the oil sands, and most oil-field waters, especially those of deep wells, tend to foster the formation of an emulsion, which is expensive to treat. This paper deals with a method of distinguishing between waters that encroach upon oil-bearing, beds from sources in the same stratum and waters .that reach the oil sands from horizons above. In order to remedy effectually water difficulties in oil and gas wells, it is absolutely necessary to determine the source of the invading water. Sometimes evidence such as the structural relations between the strata penetrated by neighboring wells and those found in the well under investigation is not adequate; also, data from drill logs and well records, from mechanical tests made on the wells by plugs, testers, drilling tools, etc., and from tests by chemical indicators such as eosin and Venetian red, may he unsatisfactory, for such data may fail to locate the source of the infiltrating waters. As a resort in such cases, the application of chemical analyses, that is, the comparison of an analysis of the water in, question with that of typical waters from the various water horizons in that particular district, has in certain instances proved of value. This method has been used to advantage in the Westside Coalinga field of California, where the source of water may be fairly definitely determined from its composition. The chief conclusions concerning the chemistry of the oil-field waters in California by G. S. Rogers1 are: "Oil-field water is not necessarily salty, as is generally believed, and may not be even slightly salty to the taste. When ore bodies are faulted or mill feed turns refractory, mining managers and engineers act vigorously to convert imminent failure into eventual success. The recent proliferation of onerous environmental regulations and restraints is likewise a threat to successful mining enterprise, in some ways more insidious and dangerous than the problems presented by natural obstacles. The regulatory burden has become so heavy that a pall of pessimism covers much of the mining industry. In this paper we frankly recommend an approach that does not just "make the best of it" but rather directs the whole environmental process: first, to improve planning, engineering, and operating procedures; and, second, to demonstrate the need for modification of laws and regulations which are intolerably burdensome to both the mining industry and the public.
