The recently enacted federal surface mine law (P. L. 95-87) increases further the complexity of securing a reclamation permit This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the construction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance, and improved cost control.

In any process wherein materials must be pelletized, a crucial period exists during the interval between the manufacture of the green pellets and their subsequent heat treatment. The pellets must possess sufficient strength and plasticity to withstand conveying and sizing. Also, they must be neither excessively brittle nor excessively plastic when placed in a bed on a traveling grate for heat treatment. An acceptable pellet, in the event sufficient forces are applied to cause its fracture, will merely split into two or three large fragments which would not drastically alter the permeability of the pellet bed. However, when brittle pellets are broken, they shatter so that the resultant fine particles either decrease the perimeability of the bed or become entrained in the gas stream and thereby cause dust problems. On the other hand, excessively plastic pellets may not break at all but may merely flatten. This would seriously hamper bed permeability. In the past, pellet evaluation has usually been left to the creative and artistic talents of the balling operators. A multitude of techniques have evolved, of which the most common is the simple compression test. For this test a hand-operated device loads single pellets to fracture, but reliability is strictly operator- dependent. Probably the next most common test is the drop test, which is conducted according to several different procedures. This is an important quantitative test for estimating the amount of handling a pellet will withstand. There are many other tests, such as pinching a pellet between the thumb and index finger, but none are capable of producing reproducible results.

Strain gage load cells, the most widely used type of nonmechanical weight sensor, are capable of taking measurements between 0.45-4.5 million kg (1-1 million lb) with an accuracy of 0.05%. They are available in a wide range of standard capacities, configurations, and accuracies, and special load cells may be custom-manufactured to meet unusual requirements. Typical applications include automated batch processing, process monitoring and control, mixing of powders and liquids, weighing coal or other materials in silos, and in large platform systems that weigh trucks and railcars. Because the strain gage load cell produces an electrical signal proportional to the applied load, it readily interfaces with readouts, keyboards, computer terminals, and alarm systems.

1,. C. McCABE*-—An increased derliand for coal in the west is to be expected because of the growth in population and industry during the past ten years. The author calls attention to the increased mechanical cleaning of Utah coal between 1938, when no cleaning was being done, and 194.7, when more than 24 pct of the production was cleaned. This is essentially the Period of most rapid growth of the Pacific Coast. area altliough the growth and, no doubt, the general trends in coal production and cleaning continued at a less accelerated rate during 1948. The Pacific southwest increased 37 pct in population between 1940 and 191.7 while the United States showed only a 7 pct increase in the same period. it has been estimated that there will be an additional 15 pct increase in population between 1947 and 1950. The conclusion that more coal and more mechanicak cleaning capacity will be required appears to be well founded. Mr. Westerberg discusses the cco- nomic advantages of coal cleaning reflected in freight savings, in lower cost per million Btu, and lowered ash and sulphur content. In view of the limited occurrence of coking coals in the west it would be interesting to know whether significant beneficiation in coking strength can be expected from mechanical cleaning of Utah coals. This has been demonstrated for some eastern and midwestern coals. One can readily agree to the desirability of recovering the fine coal that has heretofore been lost in washery slurry. Reserves of Lake Superior Manganiferous Iron Ores Appendix-to paper by CARL ZAPFFE, presented at the Cleveland Meeting and issued, as Pamphlet No. 1664-C, with MINING AND METALLURGY, May, 1927. The author has made several test calculations on the basis of manganese units that are and may be involved. These are summarized here, as follows: On the basis of ore produced since 1902, the average annual requirement of manganese units would be 91,000 tons; on the basis of the production of the past 4 or 5 years, the requirement would be 145,000 tons; on the basis of the year 1925 only, the requirement would be 155,000 tons. Applying the percentage of increase for the next 20 years, as determined by the plat shown as Fig. 3, the total requirement for 20 years would be 3,254,000 to 3,572,000 tons, if one used either 145,000 tons or 155,000 tons as a starting point. We have the following interesting facts: (1) The Michigan ores contain only about one-half the manganese that the Cuyuna ore does; (2) the Cuyuna district now produces one-half the ore required; (3) the known tonnage of Cuyuna reserves is greater than the speculative reserve offered for Michigan; (4) at the present rate of production considered by tons, Michigan ores ought to be exhausted in 20 years or less while Cuyuna ores would last up to 44 years. We should now reduce the estimated reserves to a basis of manganese, units. Using the tonnages listed in Combinations 2, 3, 4 and 5, the reserves total 3,118,225 tons, 3,781,995 tons, 5,041,995 tons and 5,560,342 tons, respectively. Therefore, needing at the most 3,572,000 tons, as shown above, either Combination 3, 4 or 5 will not only suffice but will leave an excess-enough for 1 or 2 years for Combination 3, 9 or 10 years for Combination 4, and 12' to 13 years for Combination 5. This means that for Combination 5, without using tonnages obtained from beneficiating or from mixing poor ores, the reserves are ample for about 33 years.

THE PROPERTY of Mount Isa Mines, Ltd., is located at Mount Isa, Northern Queensland, Australia, at roughly 20" south latitude. It is 600 miles from Townsville on the east coast, the port for Mount Isa, 1200 miles from Brisbane and approximately 1600 miles from Sydney in New South Wales. Living conditions in the camp, though wild and crude at the commencement of building, are now excellent and little has been left undone to provide comfort and attractiveness. The climate being warm and dry, many of the buildings are built on posts, 8 to 10 ft. off the ground, with spacious screened-in verandas. Club houses, stores, school, hospital and ice plant have all been provided by the company as well as modern conveniences, such as running water, shower baths, electric lights, septic tank arrangements, tennis courts and amusement grounds.

The rates of nucleation and growth at various temperatures in U-0.45, 1.1, and 1.35 at. pet Cr alloys were determined, providing a qliantitative proo-f that the transformation under study is controlled by nucleation and diffusional growth. The linear relationship, log NV US 1/T2, suggests that the nucleation of the alloys is probably controlled by the classical law of nuclei formation. The established linear relationship, log G us 1/T, in the three alloys suggests that growth in each alloy is controlled by bidimensional nuclei formation. It was established that both the rate of growth and the rale of nucleation are retarded by chromium. Using classical formulae, sApN and sApG (the ß/a apparent interphase energies) were calculated from the nucleation and growth results, respectively. It was found that their values are of the same order of magnitude. However, why sApN is unaffected by the addition of chromium, while sApG increases with it, needs further clarification. In the last few years, an appreciable amount of research has been conducted into the mechanism of the ß —a transformation in uranium and uranium alloys. Recently, Burke1 reviewed the published work concerned with this transformation. He concluded that in dilute uranium alloys it is firmly established that, at high temperatures in the a range, ß decomposes by a diffusional process. However, he based his conclusion either on experiments dealing with the over-all transformation,2 or on qualitative results.3 It was felt that a better insight into the mechanism of transformation could be gained from the quantitative measurements of growth and nucleation rates, which we aimed to carry out in the present work. In a previous work,4 we have shown that a rim of a grains is formed during isothermal transformation at the high a range. The thickening of this rim with time was used for measuring the rate of growth in U-0.45 at. pet Cr.5 This method was also used in the present work for two more alloys. In the Carlsbad area potash is dry-mined and wet- concentrated. Wet concentration involves recirculation of saturated brines, with resultant difficulties of brine disposal and inherent losses in recovery through solution of the KC1. A dry beneficiation process for potash minerals would offer many advantages over present methods. International Minerals & Chemical Corp. has been working on development of a dry process for some time. This article is a progress report.

CERTAIN observations from the field and laboratory suggest the need for recasting some of our ideas about gypsum as a rock-forming mineral and in relation to supplies for industrial use. Until about 25 years ago, the use of gypsum was confined almost entirely to agriculture. During the past quarter century, though, its usefulness has been greatly developed, particularly in the building trades, which now absorb most of the gypsum produced. In 1919, according to the U.S. Geological Survey, the output of crude gypsum was 2,240,163 tons, a gain of 912 per cent. in 25 years. About one-half of this production was mined in New York, Ohio, and Michigan, where the proved supplies can hardly be regarded as over-large when viewed in relation to the rapid expansion of industrial requirements. The occurrence of gypsum in the United States is treated by R. W. Stone and others.1 The deposits of Canada are described by L. H. Cole.2 Several states, including Kansas, Oklahoma, Iowa, Michigan, and New York, have had special surveys made their of gypsum deposits, but the reports, as a rule, refer to conditions as they existed from 15 to 20 years ago.

NEW IDRIA INTRUSIVE For the most part this ultrabasic mass is a highly sheared serpentine, the exposed rock being made up of small serpentine chips and plates, the faces of which have been slickensided. Throughout this sheared material there are residual blocks of serpentine and highly to moderately serpentinized peridotite. The faces of these resistant blocks show rounding and slickensiding and their size varies from pebble size to diameters of over 5 ft. Certain areas have seemingly resisted the shearing stresses and remain as moderately fractured serpentine. Throughout the ultrabasic mass are bodies of silica-carbonate rock, silicified serpentine and minor concentrations of magnesite and chromite.

"Power is transmitted to Butte, a distance of 130 miles, over two separate lines running parallel on the same right of way.The transmission line embodies the most approved ideas in construction. The conductors are No. O. B. & S. gauge, hard drawn copper strand. The insulators are of the suspension type, each insulator consisting of six units, 10 inches in diameter. The insulators will stand a wet test of over 300,000 volts, and were selected after long and careful tests by the company's engineers. The wires are carried on steel towers of four-legged, single crossarm type, manufactured by Milliken Bros. The three conductors are suspended in a horizontal row from the crossarm, and there are no transpositions in either line. Above the power wires and symmetrically located are two galvanized steel strands, Vs-inch in diameter, grounded at each tower, which serve as a protection against lightning.The distance between towers in level country is 600 feet. In mountainous country, however, the spans are irregular in length and spans of 1,500 or 2,000 feet are common. The longest one in the line is that crossing- the Missouri River and is equal to 3,034 feet. The length of this span is such that a person standing at one end of it can sec the wires go off and vanish into space, while the tower at the other end is barely visible to the naked eye on a clear day. Discussion of the paper of PHILIP W. HENRY, presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 23 to 30. C. ,E. GRUNSKY, JR., San Francisco, Cal. (communication to the Secret ary*).-The difference of opinion of engineers on the subject of depreciation is justified, to some, extent, by the many viewpoints from which such a subject can be considered when applied to properties of widely differing physical characteristics. Mr. Henry takes up the subject of depreciation as applied alone to oil properties, and in doing so makes a clear distinction between amortization and the repair or renewal requirement. After carefully reading the paper the purpose of its author in suggesting a "depreciation" reserve or fund to keep the property at a constant value does not seem clear. As shown by Mr. Henry, the depreciation element as compared with the operating expense per gallon of oil is very large because of the comparatively short life of the oil properties, and it is also evident that such a "depreciation" fund would in a short time contain a very large amount of money. It seems desirable and permissible in income-tax matters to take into account the depreciation of property and to separate from the income such money as is necessary to amortize the invested capital to an extent warranted by the depreciation. However, it does not seem either necessary or desirable to create a large fund which will in time approximate the entire invested capital and which may he invested by the directors, as Mr. Henry suggests, "in the property itself or in outside securities." This method seems cumberome and liable to offer in the reinvestment of such a fund temptations to a directorate that might show more devotion to its own interests than that of the stockholders. A reserve fund is very frequently desirable in mining and oil operations, but to keep up a fund of this magnitude or to reinvest it in outside securities does not seem desirable from a stockholders' standpoint. The. money withdrawn from the receipts to be placed in the depreciation fund (not including replacements and the drilling of new wells necessary to keep up the productiveness) should he returned to the stockholders of the company, not as dividends, but as an amortization of the invested capital.

Much has been said about the foreseeable exhaustion of known mineral reserves-particularly in the United States. It is claimed that we are about to become a have-not nation insofar as certain essential minerals are concerned; and in this respect our position is often contrasted with that of the world as a whole, largely because we have drawn so heavily on our domestic resources during the last fifty years. As a matter of fact, the difference is not great if one takes a reasonably long-term view of the situation. No one denies that nature endowed the United States richer in mineral resources than any other equal area. It is granted that we have skimmed the cream of many kinds of minerals; but in a free international trade in minerals it would not be many decades before the richer deposits-at least the deposits easy of discovery throughout the world would be depleted to much the same degree as those in the United States today. For it is a fact that the problem of satisfying the needs of our industrial society for minerals is fundamentally worldwide in scope. The singular and significant attribute to all minerals is that there is but a single crop. Forests can be grown, but mineral deposits can be replaced only by finding new ones. Thus, one of the vital tasks of the mining engineer, the petroleum engineer, and the geologist is to find these new mineral resources. Another task is to devise means and methods for the exploitation of, at costs that are economic, low-grade deposits and those deeply buried in the crust of the earth. The first need, however, is to find the deposits in the ground. If the assumptions of those who today fear an early exhaustion of all deposits are valid, the outlook for continued material and social progress is gloomy indeed. I take a more optimistic view, for it is my belief that vast new sources of needed minerals will have come to light before our known resources are gone. The real question is whether the outside layer of the crust of the earth that is accessible to engineers contains adequate mineral deposits; and whether engineers can find those deposits. The answer must be based on geologic science, geologic fact, and mining history. Every continent, and almost every country, has yielded minerals of industrial utility in substantial quantity. Mineral deposits are widespread. Geologists know the conditions that were favorable to the occurrence of ores and the types of rocks in which various kinds of ores may ordinarily be found. They know that such rocks occur over broad regions of the earth's surface. They also know that in large areas rocks that are potential carriers of ores are covered and concealed by material of entirely different character. Such cover may consist of lava flows, layers of volcanic ash, or beds of material washed down from the surrounding mountains. Sometimes those covers are thick, sometimes relatively thin. But men well-qualified to pass judgment are sure that concealed deposits, large in number and in size, exist close enough to the surface to make exploitation practical. Only by actual penetration of the surface can this contention be proved, but to conclude otherwise would be to ignore the laws of probability and to deny the over-all consistency of nature. The task of probing the crust of the earth to determine the location of these deposits, and to obtain some notion of their size and quality, poses serious problems. However, they should not be beyond human solution. Much more research must be done in analyzing and explaining the laws of ore deposition. New tools, in the shape of techniques and methods and of mechanical and electrical devices and instruments, must be developed. But no reasonable person can doubt that these objectives will be achieved. As the need becomes increasingly pressing, scientists and engineers will supply the imagination and the ingenuity that will provide the solution. The time and effort thus far devoted to the development of methods for locating hidden ore bodies have been pitifully meager. Energetic investigation of the subject of applied geophysics is essential to the success of the mineral industry, and I have no hesitation in predicting that effective techniques will be found and successfully applied. THE CHAIRMAN ( F. K. COPELAND, * Chicago, ,Ill.).-This is an interest-ing and very troublesome proposition to all of us. Ten or fifteen years ago, when the old-fashioned idea prevailed that a man was responsible for his own health and safety, that if anything happened to him it was his own lookout; we got along without this problem; but with the advent of accident compensation, with the agitation that there is all the time for pensions, sick benefits, and the responsibility of a company for the health of its employees, whenever you take a man on, that phase is becoming more and more important. One cannot afford to hire a man who is blind in one eye, even though he may have perfect sight in the other eye; if he loses that one eye, if lie becomes a total disability, the company is liable for the man's complete sight. Another thing that should make us particularly interested in this problem is the fact that the unions are very much opposed to it. One of the requirements of this steel unpleasantness is that the companies abandon their physical examination of employees. It is a very difficult problem to examine 400 or 500 men as intelligently as possible and decide whether a man on this or that side of the line is accepted. T. T. READ, Washington, D. The National Board of Boiler and Pressure Vessel Inspectors again sends out this recommendation: If you have an air compressor that is mounted directly on the air tank, get it off. Characteristically, small- to intermediate-sized air receivers are thin-walled vessels, and as such are prone to failure when subjected to external loading. Many of these vessels, if not a great majority, are bought by a distributor of air compressor systems, who provides the compressor, motor, switchgear and other accoutrements-all of which are very frequently mounted on a base which is then welded to the shell of the receiver. These welds at the points of attachment transmit external loading to the tank in the form of weight and vibration, frequently resulting in stress-induced cracks.

HARD as it is at any time to provide more than three million tons of coal each year for power plants, the task really gets rugged in the wintertime when the fuel freezes solid in the cars. At the Marysville plant of the Detroit Edison Co. the problem of unloading cars of frozen coal was severe because there was an unloader over only one of the two tracks in the coal unloading house. Moving downward by their own weight, with no driving force to aid them, the spuds of this old unloader were unable to break through the crust on a frozen coal car. 20,000 Lb Force To meet this problem, a new mechanical car unloader was installed over No. 2 track and placed in service in December 1947. It is a Kenney type unloader built by Heyl & Patterson, Inc. of Pittsburgh, Pa., a modification of equipment originally designed to unload iron ore cars. The major advantage of this unloader is the force with which it can drive the sharp spade on the end of its ram down through the pockets of a frozen coal car. The unloader consists of the following major units: 1. A traveling bridge structure. 2. A traveling trolley. 3. A retractable and oscillating ram. 4. The operators cab and controls. The bridge is provided with safety hooks to prevent its being lifted from the rails by the upwards push of the ram. The bridge will travel 190 fpm and has sufficient traction on its four wheels to move three loaded 70 ton cars. The trolley runs on tracks supported by the bridge girders and also has upper tracks to control the push from the ram. Two of the single-flange trolley wheels are driven by a one and a quarter hp dc motors equipped with magnetic brakes. The ram is raised and lowered by a 20 hp dc motor equipped with a magnetic brake. A full stroke of a little over 14 ft is given the ram through its rack and pinion drive and the spade can be pushed down into a loaded car with a force of about 20,000 lb. A 15 hp dc motor with a magnetic brake is applied to this drive and is able to swing the ram 45º either side of the vertical. The usual procedure in emptying a coal car is first to drive the sharp spade down through the coal until the pocket is opened and the coal starts to run out the hopper. When all the hoppers are open, the sweeping action of the ram and spade is used to move the remainder of the coal in the car over to the open hoppers. The travel of the trolley permits cleaning the sides of a coal car with the edges of the spade, using the sweeping motion of the ram. It is still necessary to clean out the corners of the car by hand. Final Clean-Out This unloader was a new development and there were improvements to be made before it was completely satisfactory, such as reduction in speed and conversion to ac drive motors. However, it helped at Marysville and unloaded many frozen cars that would have taken a lot of heating to thaw out enough for the old unloader to handle. The mechanical coal unloader described above was a considerable improvement but still left a job to be done by hand-the final cleaning out of the coal cars. The ram had the ability to open a hole through the hopper cars, but did not meet required unloading speed. To eliminate hand cleaning a car shakeout, manufactured by Hewitt Robins, Inc. was added to the installation. This equipment is used to clean the coal car out after the unloader has provided an
