Henry LOUIS, London, England (communication to the Secretary) : Prof. Richards's paper has impressed me as highly valuable. Without entering upon any discussion of it as careful and thorough as it deserves, I venture to mention one or two points which a perusal of it has recalled to my mind in connection with my own study and practice of ore-dressing. I always mentally divide jigging into two phases: 1. A particle at rest on the jig-bed is lifted and carried upwards by the rising current of water, at an increasing velocity, which tends to a maximum. When the upward current is stopped, the particle continues to rise with rapidly diminishing velocity until it comes to rest. This completes the first phase. 2. In the second phase, the particle falls from its position of rest with an increasing velocity which tends again to a maximum, and continues to fall until the rising current of water has reduced its velocity to zero. This completes the second phase. The second phase will evidently be greatly modified by the effect of suction, as Prof. Richards shows; but I do not see that his experiments very clearly imitate the action of the second phase. And the brief intervals at the end of each phase, when the mineral particle, by reason of its acquired velocity, is still moving, though in opposition to the water-current, yet remain to be investigated. I feel especially, in Prof. Richards's paper, a difficulty which I have felt with regard to all similar previous investigations, namely, that the experiments deal with particles falling a long distance, when the velocity becomes uniform. I question whether this uniform maximum velocity is attained in actual jigging-practice. If so, it is certainly for a comparatively very small proportion only of each stroke. "Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. Using a risk-based approach, it is possible to better recognize this potential outcome in the bid phase and, as a consequence, develop a strategy to:"

A device was developed that measures dynamic stress (ultrasonic energy) transfer through installed rock bolts, a measure that is directly proportional to the degree of grout bonding of the bolt to the mine roof structure and thus the ability of the bolt to bear static stress. The rock bolt bond tester (RBBT) is a hand-held portable device that shows three ranges of bolt bond condition; i.e., one-third (Bad bond), two-thirds (marginal), or fully bonded. These are shown respectively by a red, yellow, or green light that displays for 4 s. RBBT performance was verified with 2 1/2-to 8-ft bolts installed in various types 0f mine roof structures (sands tone, shale, and boney coal-mud), and 15 now being tested by the Bureau of Mines in mines across the United States. The unit is about the size of a five-battery flashlight and contains the transducer electronics, and battery pack. The RBBT is designed for extreme ease of operation, requiring only manual contact with the bolt and signal read-out. The batteries are rechargeable and the package is designed for durability in a mine environment.

The Bureau of Mines developed a mathematical model to predict the oxygen requirements for a miner evacuating a mine. The model accounts for variations in the miner's escape speed with mine airway height, and for the empirically determined expressions for the weight-specific oxygen uptake rate for upright walking, stooped walking (duck-walking), and crawling. A Fortran computer program that is user oriented was prepared based upon the model's constitutive equations. Specific instructions for utilizing the program, as well as applications to miner evacuation from a mine, are presented.

The object of this study was to determine the economic feasibility of hydraulically transporting Sandow (Tex.) lignite 100 miles and dewatering and thermally drying the transported lignite to a surface-dry condition. The most important factors involved in the feasibility of hydraulic transport, are the degradation incurred during transit, the length of the line, and the cost of alternative methods of shipment. In pipeline tests in which roughly 75 miles of hydraulic transport was simulated the percentage of minus-325-mesh solids increased from about 1 to 41 percent for both lignite and bituminous coal; in the micron sizes the coal fared considerably better than the lignite. Such degradation, even though it enhances flow through the pipe-line, severely aggravates the dewatering problem on lignite. Cost studies indicated that continuous vacuum filters offer the most economical means of dewatering minus-1/8-inch material. Surface moisture, if high, must be removed by relatively expensive thermal drying.

The Bureau of Mines has investigated the structural aspects of shafts and support systems using the finite-element technique. In situ field measurements in deep, vein-type metal mines show that rock stresses are often higher in the horizontal direction than the vertical, and unequal in the horizontal plane. These data and laboratory and field-determined physical properties were used as input to analytical studies. Various design and construction parameters were investigated to deter-mine the effect on shaft stability. Rectangular shafts were studied in detail to determine the effects of applied stress ratio, shaft orientation and dimension, influence of interbedded quartzite and argillite, and rock fracturing. Various support systems were analyzed, including concrete lining, timber, and steel sets. Circular configurations were investigated to evaluate yield zones and liner thickness. Elliptical shafts and time effects were briefly evaluated to illustrate shape and time effects and demonstrate the methodology. It is shown that the magnitude, direction, and ratio of applied stress and rock mass anisotropy are keys to determining shaft stability. A realistic conceptual framework was developed with which to examine the rock and support interaction in deep mine shafts. Structural analysis techniques overcome some of the historical difficulties with shaft de-sign by defining the field data requirements and structural sensitivity of various design and construction parameters.

Testing Stations Abroad At the Seventh International Congress of Applied Chemistry, Drs. Mente and Will communicated a paper on the above subject. All large coal-getting countries employ testing stations of some kind, in order to safeguard, to the highest possible extent, the lives of the men employed in this industry. Most countries employ galleries of considerable diameter, and fairly short length; but within recent times, long galleries, with drives and other accessories approaching as closely as possible the actual conditions of mining have been installed. The work was done in the cooperative Microscopic Service Laboratory, which was equipped by contributions from the following companies: Utah Copper Co., International Smelting & Refining Co., American Smelting & Refining Co., United States Smelting, Refining & Mining Co., Tintic Standard Mining Co., Silver King Coalition Mines Co., and Park Utah Consolidated Mines Co. The salaries and the other costs involved in operation of the laboratory were met by contributions from certain supporting companies. Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

THE first session was held in the small hall of the Academy of Music, on Tuesday evening, February 18th, 1879. The proceedings were opened by the reading, by President Eckley B. Coxe, of the following Address : SECONDARY TECHNICAL EDUCATION. Technical education is a subject to which both the American Institute of Mining Engineers and the American Society of Civil Engineers have of late years given much attention, and deservedly so. We all remember the admirable address of our former President, Mr. Holley, at the Washington meeting, upon this subject, and the very interesting reunion of the two societies in Philadelphia for its discussion. The problem to the solution of which the meeting devoted its attention was, "Shall the practical education of the engineer in the mine, in the rolling-mill, in the workshop, or in the field, precede, be contemporaneous with, or follow his theoretical studies in the technical school ?" I do not propose to add anything to what was so admirably said by so many of our leading engineers on that occasion ; but I shall ask your attention to another question in technical education, which seems to me equally worthy of our consideration, and which, I am sorry to say, has as yet attracted but little attention in this country. It is, "Shall the apprentices (I call them so for the want of a better general name), who are growing up and learning their trades in and around our mines and works, and from whose ranks the master mechanics and foremen of the future must be taken-shall they be provided with some means of obtaining as much theoretical training as may be necessary to enable them properly to understand the various processes and operations that they may be called upon to superintend, and not be obliged to pick up, as best they may, here a little and there a little truth mingled with much error?" In the former case, those who have the ability and industry to avail themselves of the advantages that should be offered to them would fit themselves to become real foremen, men who would understand and appreciate the true engineer and his methods. Ground characterized by hard boulders embedded in soft matrix represents one of the most challenging conditions for TBMs, as the cutterhead must cope with the non-optimal conditions of cutting hard blocks while simultaneously excavating through soft, soil-like matrix material. Dowden and Robinson (2001) and Hunt and Mazhar (2004) summarize several case histories relating to the problems of advancing a TBM through boulder-laden ground and provide guidance with respect to appropriate site investigations and baselining strategies. Some rock types constituting boulder-laden ground include: ?Sedimentary Rocks?cemented alluvial channel deposits, colluvium/talus, landslide debris, and glacial till. ?Igneous Rocks?agglomerates, lahars, and pyroclastic deposits. ?Metamorphic Rocks?tectonic mélange and cataclastic fault zones. ?Decomposed Rocks?corestone bearing saprolites. Disc cutters are commonly utilized to cut the hardblocks; however, as compared to the understanding of disc cutter behavior in hard continuous rocks, little is known regarding fundamental cutting mechanisms in highly heterogeneous bouldery ground conditions. To advance this understanding, a suite of full scale tests have been performed using a linear cutting machine at the Colorado School of Mines (CSM). This paper summarizes the observed cutting mechanisms and their practical implications for TBM excavations through boulder-laden ground.

A fluidized countercurrent ion-exchange system was developed, operated, and evaluated by the U.S. Department of the Interior, Bureau of Mines. The system consisted of integrated multiple-compartment absorption and elution columns in which the solution flows were continuous except for short periods when resin increments were withdrawn. The exchange of uranyl carbonate between a simulated in situ uranium leach liquor and a strong-base ion-exchange resin together with the subsequent elution with an ammonium chloride solution was studied. The effects of the number of sections, section height, amount of resin withdrawal, solution flow rate, and column diameter were investigated. The kinetic and equilibrium relationships for the absorption and elution steps were also examined. The experimental data indicate a strong interdependence between variables. Solution retention time appears to be a major limiting variable in the absorption process, while resin residence time is the determining factor in the elution process. The column was efficient over a range of conditions, but close control was needed for optimum operation.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. In April 1984 a subsidence depression formed directly beneath a two-story frame residence, near Linton, IN, causing 2 ft of separation between the floor and walls, and damaging both the foundation and interior of the building. The Office of Surface Mining undertook the rehabilitation of the area under its emergency response program. This paper describes the investigation performed to determine the cause, severity, and extent of the problem. Abandoned mine workings were found approximately 55 to 60 ft below the house. Based on the findings, remedial measures were prescribed. An abatement program consisting of grouting the mine voids was recommended, and specifications prepared. These were implemented, and the area has been successfully stabilized.

The objectives of the Continuous Shaft Lining (CSL) System are to reduce the costs, safety hazards, and time currently required in lining mine shafts with concrete. The CSL will line machine bored shafts downward from the shaft collar on a continuous basis using an inverted, pressurized slipforming technique. The technique for slip-forming downwards has been demonstrated and refined under this program. The approach taken involved laboratory scale testing of key features of the CSL concept. These feature tests included concrete distribution, concrete sealing, concrete slipforming and development of a reliable concrete mix. Based on these results, a full scale above-ground test facility and CSL were designed and fabricated. The objectives of these tests were to demonstrate the viability of the basic concept; to establish operating limits; and to provide input data and information for the design of a second generation shaft lining system. The results of the program have led to a CSL design and operational philosophy which will need to be tested in an underground environment before industry will accept the technology. However, the next generation CSL promises to meet all the original program technical objectives.

In the challenging environments of deep-level, narrow tabular orebody gold mines in South Africa, rock mass classification offers a potential method for predicting hazardous areas and optimising rock support systems. This study evaluates the applicability of various rock mass classification systems, with a focus on the Modified or Mining Rock Mass Rating system tailored for high-stress, deep-level mining conditions. Extensive data collection was conducted at Kusasalethu Mine, involving underground mapping and analysis of the 2020/2021 fall of ground database. The Mining Rock Mass Rating system was adapted to the unique geological and operational conditions, providing a simplified, user-friendly approach for rock engineering and geology personnel. Results indicate that this adapted Mining Rock Mass Rating system effectively quantifies rock mass conditions and influences proactive mining adjustments. The study’s findings highlight the system's capability to enhance understanding of rock mass behaviour and substantially mitigate the occurrence of rockfalls and ground collapses. Further application and refinement of the system are recommended to continuously improve mining safety and efficiency.

An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system?s ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system?s ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system. Introduction The property of Siscoe Gold Mines, Limited, is located on an island of three hundred and forty acres in lake Kienawisik, about fifty-two miles east of Noranda and forty-three miles south of Amos, Quebec. Lake Kienawisik is a part of the Harricanaw drainage system and is crossed by the main line of the Canadian National railway at Amos. This waterway is navigable for boats with a draught of six to eight feet. Diesel engines have been the source of power at the property since milling operations were commenced in January, 1929. The power plant as first designed and built was for a milling capacity of 100 tons. Two Polar-Atlas units, each of 200 h. p., comprised the original installation. With the growth of the 'mine, more engines were added until, at the present time, there is installed at the Siscoe what is rated the largest Diesel plant at any mining property in Canada. Definition of a Diesel 'The Diesel engine is an internal combustion engine which works with liquid fuel introduced after, and independently of, the air charge at a time when communication between the cylinder and the outside atmosphere is cut off, and which ignites the fuel by compression-beat and stored combustion-heat unassisted by heat sources outside the cylinder itself while the engine is in stable operating condition"(1).

"The concept of risk is well established in the mining industry. It is acknowledged when estimates of reserves are expressed as proven or probable, when mining and metallurgical recoveries are applied to the ore, and when contingencies are added to costs. However, it is difficult to provide a quantitative assessment of risk. The significant sources of risk in a mineral project and how these are addressed in project evaluations are discussed. The discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.IntroductionThis paper examines the components of the discounted cash flow discount rate and proposes a method of estimating project-specific discount rates. The motivation for this work comes from experience of project evaluations in which owners and purchasers had agreed on virtually every aspect of the evaluation except how much the project was worth. Agreement was reached on reserves, grad~, recovery, capital costs, operating costs, taxes, and, by combining these components, even on the fmal cash flow values. The only difference in opinion concerned the discount rate to be used in the calculation of the net present value. Depending on the life of the project, such differences of opinion can cause a variation of more than 50% in the value placed on a project! This is illustrated in Figure 1."

The operations management system at Olympic Dam has evolved over a two-year period to the state described in this paper. This evolution has been driven largely by the requirements of the recent expansion of the Olympic Dam operation from three to nine million tonnes of ore per year. Such a change process demands an holistic approach to mine management and several techniques have been employed including XPAC, Mine Works Planner as well as a basic philosophy of æjust-in-timeÆ completion. The philosophies, software and tracking mechanisms for managing a large tonnage operation are described, outlining a fully integrated scheduling system from shift to shift detailed activity planning to a 20 year production plan. Moreover, the vision of production exceeding the current limit of nine million tonnes means that there are to be further developments to this state-of-the-art system in use at the Olympic Dam mine.
