A stronger U.S. economy stimulated the domestic mineral sector in 1994. Metals demand was spurred by robust U.S. motor vehicle sales, while demand for major industrial minerals rose in response to highway and building construction. Domestic mineral and material demand is expected to increase in 1995, particularly if interest rates do not restrain the building industry and international monetary exchange rates remain advantageous to U.S. automobile manufacturers. Additional information on events, trends, and issues in the mineral and material sector is presented below and in the commodity sections that follow. Overall Performance Processed materials of mineral origin produced in the United States during 1994 increased to an estimated value of $360 billion. Domestic output of raw nonfuel minerals in 1994 was estimated at $34 billion, about 6% more than that of 1993. The value of U.S. minerals production has increased in 29 of the last 34 years.

The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

"Many problems in rock mechanics are limited by our imperfect knowledge of the material properties and failure mechanics of rock masses. Mining problems are somewhat unique, however, in that plenty of real world experience is generally available and can be turned into valuable experimental data. Every pillar that is developed, or stope that is mined, represents a full-scale test of a rock mechanics design. By harvesting these data, and then using the appropriate statistical techniques to interpret them, mining engineers have developed powerful design techniques that are widely used around the world. Successful empirical methods are readily accepted because they are simple, transparent, practical, and firmly tethered to reality.The author has been intimately associated with empirical design for his entire career. But where his past papers have described the application of individual techniques to specific problems, the focus of this paper is the process used to develop a successful empirical method. A six-stage process is described:1. Identification of the problem, and of the end users of the final product2. Development of a conceptual rock mechanics model, and identification of the key parameters in that model3. Identification of measures for each of the key parameters, and the development of new measures (such as rating scales) where necessary4. Data sources and data collection5. Statistical analysis6. Packaging of the final productEach of these stages has its own potential rewards and pitfalls, which will be illustrated by incidents from the author’s own experience. The ultimate goal of this paper is to provide a new and deeper appreciation for empirical techniques, as well as some guidelines and opportunities for future developers."

WHEN finely divided ferrous sulphide, FeS, is roasted at a moderate, carefully regulated temperature, the iron and sulphur are oxidized, the first products being probably ferrous oxide and sulphurous acid. In the presence of oxygen of the air the ferrous oxide soon becomes ferric oxide and in the presence of oxygen and the ferric oxide the sulphurous acid oxidizes to sulphuric acid. These facts are well known, having been established by Plattner many years ago. As a further reaction, some of the sulphuric acid parts with a portion of its oxygen to oxidize more ferrous oxide to ferric oxide, and a portion of it escapes uncombined or else unites with the iron oxides to form sulphates. Ferrous sulphate is usually soon oxidized to ferric sulphate and if the heat becomes sufficient this is then decomposed into sulphuric acid and ferric oxide. As a result of these reactions a mass of more or less pure ferric oxide is formed which is generally made porous by the escaping gases and, if rabbled properly, practically all the sulphur is expelled. If ferric sulphide or ordinary pyrites, FeS2, is roasted, a portion of the sulphur sublimes and usually burns to form sulphurous or sulphuric acid, although at times and under favorable conditions some of the sulphur is driven off uncombined and can be collected as such. Under ordinary methods of roasting, however, only a small portion escapes combustion. By the combustion of the sulphur an increase of heat is de¬veloped and, as a consequence, the reactions mentioned take place more rapidly and actively-more sulphuric acid is formed and the oxidation is more complete-nearly all the iron being left as ferric oxide with practically no sulphate or ferrous oxide. "The following report is submitted, in compliance with the request made by the Honorable W. H. Sproule, Chairman of the Committee on Mines and Mining, to the Director of the United States Bureau of Mines, that the bureau investigate the most modern processes for the production of radium from its ores. A thorough search of technical publications and patent office files was made. Outstanding authorities on the subject as well as persons claiming novel or secret methods were interviewed.Unlike most other elements, it is not possible for radium to occur naturally in a pure or concentrated form. This is because radium is one of a series of unstable elements which, by a constant, spontaneous, atomic disintegration, change from one element to the next in the series. Uranium is the ""grandparent"" of radium. The rates at which radium atoms are ""born"" and ""die"" are so related that only one part of radium can exist in equilibrium with three million parts of uranium. Consequently radium is only found associated with uranium minerals, and the ratio of radium to uranium is never more than one to three million. Since uranium is a rather rare element, the scarcity of radium is almost beyond comprehension. Nevertheless minute traces of radium can be detected in nearly all rocks.The carnotite ores of Colorado and Utah were the chief source of radium for many years.In the fall of 1922 news of the very rich deposits of radium ore discovered in the Belgian Congo caused most complete cessation of domestic production. The Congo ore contains pitchblende and a number of alteration products, including the new minerals bequerelite, curite, krasolite, stasite, and dewindite. Reports indicate that a considerable amount of ore containing over 50 per cent uranium oxide has been produced. It seemed certain that radium could be extracted from the Conga ore at a much lower cost than from the relatively low-grade carnotite; and in order to preserve their elaborate marketing organizations, the larger American producers made agreements with the Belgian syndicate to market the foreign product in this country. The retail price of radium has been held at $70 per milligram, but large orders are filled as low as $50. Extraction of radium from carnotite by the usual methods does not appear to be profitable at that price with one exception, all American firms ceased production after their accumulated stocks of ore had been treated. The United States Radium Co., which continued to treat carnotite for several years, finally shut down its plant."

TRADITION tells us that the earliest use of Alabama iron was to make shoes for the horses of General Andrew Jackson and his men during the first part of the nineteenth century. The first recorded incident in the making of iron was the request of U. S. Indian Agent Benjamin Hawkins "that a crew of blacksmiths be sent to the Creek Nation in the lower Mississippi territory." These frontiersmen made up the first body of pioneer iron makers in the territory. The first known blast furnace was built by Joseph Heslip in 1818 at Russellville, named after Major William Russell, who was General Jackson's chief of scouts. The Tannehill furnace was built in 1830 in what is now Tuscaloosa County and its ruins, as shown above, can be seen today.

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.

I. INTRODUCTION. THE facts is presented in this paper, based chiefly on recon¬naissance made, during the summer of 1903, by myself and my assistant, Mr. R.. C. Brooks, cover practically all that portion of Texas lying east of the 99th meridian. The work was undertaken for the University of Texas Mineral Survey, and was to have been extended over the entire State, but the sudden termination of the survey prevented even the official publication of the results already obtained. Most of the mineral resources of Texas were fully treated by the First Geological Survey, but the clay-industry was tit that time little developed, so that only a few scattered notes concerning it are to be found in the Survey reports. The extensive exploitation of the clay-deposits, however, has emphasized their commercial importance, and has also made accessible many facts of exceptional interest concerning their geologic conditions. The erection of new plants for the utilization of clay-products is usually preceded by more or less prospecting, which, by reason of the scarcity of outcrops, and the geologic and topographic conditions of eastern and southeastern Texas, is often slow and difficult work. This is especially true in the Tertiary and Pleistocene areas, where the structural conditions much resemble those of the Atlantic coastal plain, the deposits being mostly lenticular in form, and surrounded by beds of sand. II. GENERAL GEOLOGY OF THE CLAY-DEPOSITS. The accompanying sketch-map, Fig. 1, shows the location of nearly all the deposits examined, their relation to the geology of the State, and the type of clay found in each. The geology is based on the published work of Hill, Cummins, Tail, Adams, Hayes and Kennedy, but the boundaries have unfortunately not been determined over the entire region covered by the map, and, in many areas, are only approximate. It will be seen that the clay-deposits range from Carboniferous to Pleistocene in age, the older deposits being found in the northwestern part of the area, while those of Cretaceous and Tertiary age lie to the east, southeast and south. The Pleistocene clays are found in part in a belt along the coast, and in part along many of the larger rivers, where they often underlie extensive terraces.

The rapid advance in zirconium technology makes it mandatory that abstracts be prepared and compiled as soon as possible to have maximum value; therefore, the information in this volume is not arranged chronologically. As a service to research and production groups, succeeding bibliographies will be issued as new acquisitions accumulate in the Zirconium Information Center sponsored by the Department of the Navy, Bureau of Ships and the Bureau of Mines at the Bureau's Northwest Electrodevelopment Laboratory, Albany, Oreg. The initial volume, Information Circular 7771, Bibliography of Zirconium, covering 969 abstracted reports and 645 United States and foreign patents, was published in April 1957.

The Bunker Hill Mine, located in north Idaho, consists of over 150 miles of passageways within highly fractured and faulted Precambrian metamorphosed rocks. The Bunker Hill Mine was at one time a major producer of lead and zinc; currently it is on inactive but maintained status. Ground water moving along flow paths that have been disturbed by mining reacts with pyrite and oxygen to produce acid water within the mine. Discharge of this acid water averages more than 5 cubic feet per second, with an average zinc concentration of 160 mg/L and pH of 2.8. Treatment of this acid mine drainage is required by the National Pollutant Discharge Elimination System (NPDES). Cessation of all underground activities at the Bunker Hill Mine will not terminate the production of acid mine drainage. Reclamation alternatives that could either reduce the quantity or Improve the quality of the drainage upon mine closure are highly attractive. This project is directed towards delineation of reclamation alternatives based upon an understanding of the characteristics of ground water recharge near the mine. A variety of field techniques were used to identify areas of rapid infiltration and to investigate the ground water flow system associated with the upper portion of the mine in a portion of the Milo Creek drainage. These techniques include Installation of piezometer nests, dye tracing, surface resistivity, dye dilution, spring surveys, and hydrochemical analyses. Sites of direct Infiltration into the mine have been located. These include mine workings directly below perennial streams, intersections between streams and faults, and a caved area adjacent to an ephemeral stream. Results of these investigations indicate that recharge through these sites is not as rapid as suggested by previous studies. Inflow to the underground workings from the ground water flow system around the margin of the mine may account for more mine water than sites of direct infiltration. Recharge control at areas of direct infiltration could result in a net decrease in the quantity of acid drainage from the Bunker Hill Mine. Locations suggested for recharge control are West Milo Creek above the Guy Caving Area, the intersections of the Cate Fault with South Milo and Milo Creeks, and an area of Milo Creek below the Milo Creek Dam that overlies shallow mine workings.

Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant's production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

The analytical variability encountered when sampling for platinum-group metals (PGM) was statistically evaluated during a 1983 study by the Bureau of Mines and the University of Alaska. Sampling procedures were designed to systematically incorporate commonly used reconnaissance exploration techniques under actual field conditions. Analytical variability was evaluated at each procedural step. Analytical data from each sample from a single deposit grouped relatively well around the calculated mean for that deposit. Standard deviations did not exceed 43 pct of the mean for any of the deposits; more commonly, the deviation was about 25 pct. Statistical treatment of the data by analysis of variance indicated the most important source of error is selection of the sample site. Two or more replicate samples appear necessary to adequately quantify the PGM content. Secondly, significant variation occurs during preparation of a pulverized split for fire assay. The optimum sample size was in the 11-lb range; larger samples did not appreciably reduce variability. Smaller samples generally indicated a higher degree of variability. Evaluation of the sample method suggested the common grab sample, if carefully taken, is a useful indicator of the general range of PGM concentration but potentially includes a considerable margin of error.

U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

In the preparation of illustrations to accompany reports of investigations concerning particle shapes of various natural and manufactured materials proposed for use as fine aggretates in concrete structures, it was found that stereoscopic views of such materials presented the information much more effectively than the usual two-dimensional photographs. With the whole-hearted cooperation of the Photographic Section, a technique was developed in the petrographic laboratory of the Concrete Research Division, U.S. Corps of Engineers, at Clinton, Miss., for simple and rapid preparation of paired stereoscopic photographs and micrographs. The method requires only equipment which is usually part of the general stock of any laboratory, and it is adaptable for all purposes in which three-dimensional views would be found superior to ordinary photographs.

The Kaiser Aluminum and Chemical Corp. announced plans to raise June ingot prices by 4 cents to 57 cents per pound. Producers? April value for 99.5 percent unalloyed aluminum ingot was at 53 cents per pound. Domestic merchants last month were quoting the metal at 48-49 cents per pound. Primary aluminum producers began restarting production facilities following the settlement of the coal strike. Noranda Aluminum Inc. recalled workers to prepare potlines for production at its plant at New Madrid, Mo., which had closed February 14, 1978 due to the shortage of coal. Eastalco Aluminum Co. resumed full capacity production at its Frederick, Md. smelter where production had been cut by 30 percent. Anaconda Aluminum Co. resumed full capacity production at its Sebree, Ky. smelter.

This report was written in an effort to provide better control measures for low back pain (LBP) and low back disability in the mining industry. There are numerous factors associated with development of LBP, many of which can be effectively controlled while some cannot. Better job design is promoted as the best method of reducing cases of LBP and can also reduce the disability (i.e., lost time from work) associated with LBP when it happens. The report draws attention to what is currently known about LBP, what the causes are thought to be, and discusses recent back injury trends in the mining industry. Research describing unique physical demands in mining, such as the capabilities and limitations of working in awkward postures, is also presented. Methods that can be used to prevent initial LBP episodes are provided, including facilities design and layout for materials and supplies, use of mechanical-assist devices, improved design of lifting tasks, and better seat design. Methods of reducing the disability associated with LBP (including workplace design, proactive return-to-work efforts, communication, and management commitment) are also discussed. The report concludes that control of LBP and disability in mining requires a comprehensive approach to limit the repetitive loading that can occur on the low back due to manual materials-handling tasks and exposure to whole-body vibration (WBV). Specific recommendations include the following: ? Successful LBP prevention efforts require a proactive program that has strong management commitment and incorporates employee involvement. ? More efficient supply handling systems and use of mechanical-assist devices can greatly reduce exposure to hazardous lifting tasks. ? Lifting tasks should be designed to minimize low back stress. Tools to evaluate and redesign lifting tasks are presented. ? Improved seat design can reduce exposure to WBV and improve posture, leading to reduced LBP risk. ? The disability associated with LBP can be reduced. Getting the worker back on the job as quickly as possible is in the interest of everyone involved.

(Pittsburg Meeting, March, 1910.) NICKEL has always been a fruitful mother of problems. Previous to the year 1906 nickel was regarded as an element replacing iron in copper-mattes, and it was believed that the same laws which governed the elimination of iron could be applied-to nickel. This conception has lately undergone a complete change, and nickel in all its stages is now regarded as an element replacing copper; in other words, copper-nickel is considered now as two elements, but as one metal. When we commenced our investigations on Monel metal we made a great many experiments on the conversion of mattes, both high copper and high nickel. We studied closely the composition of the mattes and the changes produced by the blow. We found in all cases certain agreements which we believe are due to some law. Briefly stated, our conclusions are as follows 1. Nickel is not an element replacing iron in matte. 2. Nickel-copper alloys act in the matte-blow like one metal. 3. Nickel-copper alloys follow, during the matte-blow, exactly the same laws as govern. the behavior of copper alone. This brings up the question : What are the laws governing the production of metallic copper, and what are the relations copper to sulphur and iron during the Bessemer blow ?

(San Francisco Meeting, October, 1911.) A MERE record of Emmons's professional career would very inadequately represent the man. That he was eminent we know, and our successors will realize in due time; but they must depend upon us for knowledge of a singularly wholesome, modest, unselfish personality, and of a character that did honor to a profession in which trustworthiness is indispensable: Those members of the Institute who met Emmons are his friends, and I never knew one of these who was not the better for that friendship. Emmons was born in Boston, Mar. 29, 1841, the son- of Nathaniel H. and Elizabeth (Wales) Emmons, and was named Samuel Franklin after an ancestor who was of the same family as Benjamin Franklin. He took the degree of Bachelor of Arts at Harvard in 1861, and soon afterwards went abroad to complete his education. From 1862 to 1864 he attended the courses at the École Impériale des Mines at Paris, lie e Beaumont and Daubrée being among his professors. The year 1864-1865 he spent at Freiberg under Cotta and other famous teachers; after which he spent another year in traveling through Europe. Like many other renowned geologists, he approached his ultimate profession from its economic side, and was thus from the first imbued with a sense of high responsibility in the promulgation of scientific opinions or conclusions. With hypotheses which were interesting merely because. they were ingenious or even plausible, he would have nothing to do. In 1867 he joined the Geological Exploration of the Fortieth Parallel at its organization under Clarence King, serving at first as a volunteer, but soon receiving a regular appointment. This expedition was the first one of purely geological character sent out by the United States Government.
