As a significant mineral supplier, consumer of primary fuels, and producer of wastes and emissions to air, water, and land, the domestic copper industry through its investment and operating decisions influences the nation's economy and the environment. In turn, the copper industries' decisions are influenced by various factors: government energy and environmental policies, economic conditions, and technological considerations. The authors have developed a framework for assessing in an integrated manner the impact of these factors on the future investment and operating decisions made by copper firms. Specifically, this model is designed to capture the technology forcing nature of regulatory constraints, the differential situation of individual copper deposits and plant locations, and the price of factor inputs and conditions in the nation's economy. The capability to do this has only become real because of the decision of the U.S. Bureau of Mines to create Mineral Availability system1 or MAS. This system contains detailed but confidential information about each mine and mill in each of 35 mineral industries." Without MAS or a similar information system, the utilization of the methodology we offer would be impractical, but with. MAS it offers a unique technique of dealing with environmental-resources policy questions.

The expanding volume of maritime coal transportation is intensifying the problems concerning large vessel service, port construction, trans-shipment, and environmental control. The major problem is the shipment of coal. Customary methods for bulk transfer must be improved and new systems developed. Slurry unloading has a key role in the new systems. This report reviews progress in slurry transportation research that has been done in Japan since the 1960s, when large-scale experiments for domestic transportation were done. Experiments on the effects of vibration on the slurry cargo and on reslurrying are focused on.

More than 544 Mt (600 million st) of coal are handled annually for use by this country's coal fired power plants. Coal is transported in various ways: overland conveyors, railcars, trucks and barges. It can travel short distances or thousands of miles, picking up moisture, freezing or drying. When the coal is received at the power plant, environmental problems with fugitive dust and further handling problems can arise. To ensure that power plant availability is not jeopardized by coal handling problems, the Electric Power Research Institute's (EPRI) Coal Quality Development Center (CQDC) developed a research program aimed at addressing utility coal handling problems. The program has identified key areas, and is investigating the cost and cause of coal handling problems as well as the solutions to these problems. The ultimate goal of the program is to develop a "handleability index" that utilities can use in their coal specifications or hardware for a utility's sampling system to predict handleability and determine if a coal shipment should be accepted.

Miners have long known that rock noise, or the popping and cracking of the rock commonly heard during mining, can indicate instability of the mine structure. For many years, miners have "listened" to the rock talk and many times have interpreted changes in rock noise activity to be a warning of failure and have retreated from the potential failure area. Microseismics, or the study of rock noises, was begun in the early 1940s partly because of this historical fact. Microseismics is based on using geophysical equipment to detect and analyze rock noises on audible and subaudible levels. Thus, these systems are much more sensitive than the human ear and "hear" even more of the rock "talk" than do miners. Research has shown that micro-seismics can be used to precisely locate portions of a working area that are generating rock noise, and that rock noise release rate information from each area can be used to analyze its stability. On the basis of research results, microseismic systems are now commercially available and have been purchased and installed in many mines around the world. Introduction When a rock mass is subjected to changing stress conditions, such as those caused by mining, small-scale adjustments occur within the rock that release seismic energy. When this energy is in the audible range it is called rock noise. Those areas where stress changes occur are also the areas of the structure most likely to fail. Individual rock noises can be detected and analyzed to determine their precise location relative to the mine structure. Over a period of time plots of this data provide a pictorial representation of where stress changes are occurring. This is because rock noise activity tends to concentrate in those structure areas most actively adjusting to the changing stresses. Since these areas are the most likely to fail, they can be pinpointed and mapped relative to the structure. Rock noise rates, or the number of rock noises occurring per unit of time, also tend to vary dramatically before failure. Thus, the ability to locate the source of individual rock noises provides a means of determining where failure may occur, and rate counting within each area offers a means of assessing when failure may occur. This information, properly treated, can be used to avoid, control, or warn of impending failure. Successful applications of this technique have provided recent impetus to the effort of developing microseismics into a practical, reliable, and economically feasible tool. The phenomenon of naturally occurring rock noise was discovered in 1938 by Obert and Duvall (1939) who were measuring seismic velocities in mine pillars. Seismic energy other than what they were generating continually registered on their recording equipment. Further study by these researchers showed that the extraneous seismic energy being recorded was from rock noises that were being generated within the rock in highly stressed areas. Pursuing this interesting phenomena both in the laboratory and in the field, Obert and Duvall documented the dramatic change in rock noise rate before failure (Obert, 1941). They also established the fact that, in many instances, rock burst failures could be predicted by monitoring and listening to the rock noise activity in rock-burst-prone areas (Obert and Duvall, 1945). These early efforts clearly showed that microseismics had great potential as a tool for measuring or estimating mine structure stability. Extended testing, however, showed that sometimes rock bursts occurred with no apparent microseismic warning, and that at other times sharp increases in microseismic data were not accompanied by failure. Also, because precise location of individual rock noises was not possible at that time, one never knew where the failure was going to occur, only that failure near the observation point was likely. Thus, while the technique clearly offered promise, it was not considered practical then. In the mid-1960s, the Bureau of Mines undertook a new research effort to improve the microseismic technique. Major improvements were judged possible mainly because new and vastly improved electronic and system components had become available as an offshoot of space program instrument development. Thus, in 1967, development of a multichannel, broad band, microseismic system began (Blake and Leighton, 1970). Application of this system in rock-burst-prone mines showed it worked well and provided the incentive to develop methods whereby the source location of individual rock noises could be easily and directly calculated (Leighton and Blake, 1970; Leighton and Duvall, 1972; Redfern and Munson, 1982). PT Kaltim Prima Coal's 13.1 km overland conveyor was commissioned in 1991. It is of conventional 3 roller 350 troughed belt type. Cost and performance optimisation during initial design ended up with 5.4m/s belt speed, 1,000mm belt width to convey 1,350tph, and 7mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1,100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30mtpa. Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4200tph satisfactorily.

This paper deals with the heat flow problems in deep workings (depth greater than 1000 m in France). The approach benefitted from experience gathered in France and South Africa. Deep mines are located in the East of France (coal in Lorraine and potash in Alsace), where the geothermal gradient can reach 4 'C per 100 m (Virgin Rock Temperatures, VRT, around 50 'C). This paper is concerned with the following topics: method of studying the heat flow problem on a mine-wide basis, specific models for heat and moisture pick-up, interfacing of heat and ventilation calculations and a case history in the Lorraine collieries. The heat flow problem on a mine-wide basis is studied in a fashion similar to ventilation networks. Each branch is considered as a "black box" where the air picks up heat and moisture (or is cooled, in the case of an air-cooler). Each box is therefore modeled as a heat transfer unit, hence the calculation of outlet temperatures (wet- and dry-bulb) from the intake ones. The whole network can thus be computed as a sequence of boxes from the air intakes towards the outlets. The second section reviews a number of models used for the assessment of heat and moisture pick-up in the "boxes", with emphasis on stopes and development ends, which are particular to the mining method in use. Two types of stopes are considered: longwall (horizontal and inclined) and cut-and-fill (subvertical). Mechanized rock breaking and blasting can be accounted for. A particular attention is given to development ends, especially complex from the heat flow point of view (rock characteristics, wetness factors, etc.) and usually quite hot. These workings, which are critical in order to secure new production areas, are studied on an average basis as well as in extreme conditions. The calculation takes into account the history of rock temperatures. The interaction between ventilation and thermodynamic calculations is still under development. The idea consists of coupling ventilation calculations with the "box" models: the first step determines the direction of air flow, hence the sequence of the boxes; thereafter the calculations yield the effect of temperature and presssures on air flows. The final section reports on the validation of the whole approach against field data. It concerns several heat flow surveys aimed at checking the models for shafts, stopes and development ends. The accuracy of the method is found very satisfactory.

"The Murum Hydroelectric Project is a 944-MW development consisting of a 145 meter high RCC dam, two 2660 meter long, 9 meter excavated diameter upper pressure tunnels, surge shafts, two 950 meter long 7 even meter OD penstock tunnels and a surface powerhouse. The project is located in the eastern section of the State of Sarawak, Malaysia, about 200 kilometer from Bintulu, in the Rajang Fold-Thrust Belt, an Upper Cretaceous to Upper Eocene fold and thrust belt that extends under most of Sarawak. The Belaga Formation consists of a thick sequence of deep marine sediments currently appearing as steeply dipping strata of thin to thick bedded, fine to medium grained sandstone interbedded with argillaceous rocks, resulting on a “Flysch” type geologic environment. The project pressure tunnels were excavated perpendicularly to these strata resulting on frequent change on rock conditions and behavior, and required rock support. This paper describes the characterization of the rock mass, design of rock support, and incidents during construction. Particularly interesting were convergence issues in Tunnel 1 resulting from Tunnel 2 excavation. INTRODUCTION The Murum Hydroelectric Project is located in the eastern section of the State of Sarawak, Malaysia, about 200 kilometers from Bintulu, and upstream of the Bakun Hydroelectric Project. The project consists of a 145 meter high RCC dam, a 50 meter high intake tower, two nine meter OD and 2660 meter long upper pressure tunnels, two nine meter OD and 175 meter long vertical shafts, two 25 meter diameter and 80 meter deep surge tanks, two seven meter OD and 950 meter long penstock tunnels and four seven meter OD and 50 meter long branch tunnels, two 8 meter diameter to 3.4 meter diameter and 1400 meter long penstocks installed within the shafts, penstock tunnels and branch tunnels ending in a powerhouse with 944 MW installed capacity. LAYOUT OF THE WATERWAY TUNNELS The two waterways tunnels are basically parallel as shown in Figure 1, with each tunnel supplying water to two units in the powerhouse. The tunnels start separated 25 meters center to center, but 250 meter from the intake the separation increases to 35 meters. The tunnels are lined with reinforced concrete until they reach the surge shafts and steel lined from there to the powerhouse. The tunnel profile is shown in Figure 2."

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. The US Bureau of Land Management, American Assay Laboratories, and the Minnesota Department of Natural Resources cooperated in a intralaboratory and interlaboratory testing of the protocol. Intralaboratory testing was conducted on duplicate samples of gabbro (8) and siltite-argillite (5) rocks for periods of 20 to 125 weeks. The difference between replica& intralaboratory pH readings on drainage from the gabbro for the drip-trickle leach alternative typically did not exceed 0.1 units, although differences as high as 0.4 units were observed. The difference from the mean for rates of sulfate, calcium and magnesium release was typically within 10%. Intralaboratory results for the siltite-argillite samples were generally similar, although a one unit pH difference was observed for one sample. Three different laboratories tested a gabbro sample for 125 weeks, with a maximum difference from the mean pH of 0.5 units. The percent difference from the mean for sulfate and calcium release rates was typically within lo%, although values as high as 30% were observed. Data on intralaboratory and interlaboratory agreement on the flood rinse alternative of the method were limited. Replication on the sample tested was comparable to of better than that observed for the drip-trickle method testing of the same sample.

An investigation was performed to determine conditions which optimize fracture formation between blastholes used for purposes of pre-splitting. Experiments-involved high-speed photography in Plexiglas models and radiographs in sandstone models. Additionail data was obtained from full-scale pre-split blasts. Pre-split fractures between blastholes were found to form as a result of gas pressure and were affected little, if any, by stress wave interactions. Pre-splitting was effective with short period delays of 25 milliseconds or less, and did not require instantaneous initiation of blastholes. Carbon-in-Leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. CIL process is becoming attractive even in other situations when preg robbing is not a factor. This paper discusses the situations in which the CIL circuit can be applied. The results of Leach/CIP and CIL circuits at Newmont's Mill No.2, 4 and 5 are presented for comparison. Newmont's Mill No. 4 was initially designed for a throughput of 4500 tons per day. The mill is presently operating at an average throughput of 7300 tons per day without significant changes to the original design. The design considerations of the Mill No.4 CIL circuit are discussed.

Batch laboratory-scale beneficiation tests were conducted on four high-iron phosphate samples. These samples included sedimentary ores (Tilemsi Valley, Mali and Tahoua, Niger), a sample from an igneous phosphate deposit (Matongo, Burundi), and a fine-grained phosphatic iron ore processing residue from Chile. The Matongo phosphate deposit occurs as a thick (up to 80 m) residual blanket of P205-enriched soil over solid parent rock (carbonatite and associated rock types). Although the Matongo deposit is an igneous deposit, ore from the deposit can be subjected to beneficiation treatments commonly used to treat sedimentary rocks. The beneficiation flowsheets designed to process these diverse ore types involve attrition scrubbing, size classification, and flotation. At the best flotation conditions tested, phosphate concentrates assaying 32.0%-39.0% P205 and 1.0%-1.5% Fe2O3, were obtained at 64.2%-82.2% overall P2O5 recoveries from run-of-mine (ROM) ores containing 9.2%-28.6% P205 and 5.9%-16.1% F,20,. A cleaner phosphate concentrate assaying 33.1% P205, 1.8% A1203, and 3.3% Fe2O3 at 53.4% overall P205 recovery was obtained from the phosphatic iron ore residue that originally contained 4.5% P205, 8.0% A1203, and 17.6% Fe2O3.

During the past ten years we have experienced a period of rapidly-changing ground rules for the mining industry. Domestically we have had to contend with numerous new regulations controlling the impact of mining-related activities on the environment. However, for the purposes of this presentation we will assume that in the United States, after a certain amount of compromise on all sides, the industry will be able to work within the framework of the new regulations, and therefore we will concentrate on offshore developments. Due to the limitations in time and scope, this paper will be directed primarily toward the metal mining industry. We contend that the U.S.-headquartered mining company should remain active, and even expand its interests in foreign countries in the future. This is our feeling in spite of recent setbacks and the low return on investment experienced in recent years by some of the metal mining companies in their foreign operations.

The Kubota surface melting system has been under development since 1975. It has found commercial application on the melting of municipal sludge, and ash from solid waste. The melted product has physical properties allowing its use as a substitute for aggregate in cement and asphaltic construction. Vancouver-based War Eagle Mining Co. is an advanced-stage Canadian junior mining company that is focused on becoming one of the world?s leading germanium producers. War Eagle?s primary focus is on the Tres Marias high-grade germanium mine near Chihuahua, Mexico. The Tres Marias Mine has high-grade zinc mineralization as well. War Eagle acquired the 28-km2 (17.4-sq mile) property in 2001 from Tombstone Exploration and is currently working to put the mine into production. Current exploration is focused on supporting a resource report and prefeasibility study that is expected to be completed in early 2008. War Eagle expects to have completed an estimated 80 underground diamond drill holes, 40 surface diamond drillholes, 31 percussion holes and 1,296 1.5-m (5-ft) channel samples. Eighty-seven additional exploration targets have been identified within the mining concession. Recent drill results have significantly expanded the known mineralized body at the Tres Marias Mine. The exploration and development program is expected to be completed during 2008. War Eagle owns both the drills currently in operation at Tres Marias. An advanced exploration and development program has confirmed historical grades and is producing encouraging new results from diamond and percussion drilling, channel sampling and high-resolution resistivity geophysics. Glenn R. O?Gorman, an independent geologist and consultant to War Eagle, conducted a study on the reporter. He stated that the Tres Marias concession area has the potential to host 5 to 10 Mt (5.5 to 11 million st) of minable ore.

A system based on seismic techniques has been developed to detect and locate men trapped underground following a mine disaster. Both theoretical and field studies have been used to generate models to predict the performance of the system. For a strong source, it is almost certain that the miner's signal will be detected if the geophone array can be positioned over a likely area of entrapment. After signal processing, it is highly likely that the location of the miner can be determined within an accuracy of 100 ft (30.5 m). The system is presently operational in a state of readiness in the event of a mine disaster.

In our previous work, a population balance model describing the simultaneous processes of size reduction and mineral liberation has been developed. The experimental verification of this model, however, has been limited to a binary mineral system containing only one composite particle class. When considering multiple classes of composite particles, the estimation of model parameters becomes much more difficult. In the present work, a procedure for estimating model parameters for a multiple composite class model has been developed. Emphasis is placed on the direct experimental determination of these parameters. The physical significance of the breakage rate function and the liberation function in characterizing the liberation process is also discussed.

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

The control of pH in solvent extraction circuits is an old technique (1,2) but one which has a large potential for future use. The equilibrium position of any reaction which has hydrogen or hydroxide ions, either as products or as reactants, can be controlled by pH adjustment. Several examples of reaction types which are important in solvent extraction systems and which also show a pH dependence are shown in Figure 1. The examples were chosen to show the wide variety of reactions which fit the above criteria, but it is not meant to be a complete listing of all the possible reaction types, Some of the reactions are presented in a simplified form. It is the intent of this paper to discuss pH controlled solvent extraction reactions for some relatively simple systems through more complex ones.
