I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. INTRODUCTION Production of chrysotile asbestos from the northern Appalachians has been going on for 100 years and, on the basis of known reserves and the present rates of mining, appears assured of continued production for at least another 25 to 30 years. In spite of this, mining companies and government agencies are showing an increasing interest in exploring for chrysotile asbestos throughout this region and elsewhere in the world, implying that increases in the rate of consumption are envisioned. This chapter describes the geologic and tectonic settings surrounding these important chrysotile deposits, with emphasis on those in southern Quebec that yield about 90% of the total production from the northern Appala- chians. Detailed descriptions of a few individual deposits are also given, along with exploration guidelines aimed at facilitating the discovery of additional chrysotile deposits. One section of this chapter deals with the origin and mode of formation of the chrysotile deposits in the light of modern day concepts of plate tectonics. The objectives of this chapter are to give a brief description of the geologic and tectonic settings of the ultramafic rocks in which the numerous chrysotile deposits of the northern Appalachians are found; to describe a few of the individual deposits; to give a few exploration guidelines for those interested in exploring for new asbestos deposits in similar geologic environments; and to propose a new model for asbestos genesis in light of the recently developed theories of global tectonics. As this chapter is based almost entirely on field and laboratory observations, rather than on the study of experimental laboratory models, most of our deductions and suggestions are empirical in nature and may be interpreted in more than one way. The interpretations we have selected seem to offer, we feel, the best explanation of observed geological phenomena (Lamarche and Wicks, 1975). This region had a production capability in 1979 of close to p.5 Mt of chrysotile asbestos with 92% of this tonnage being derived from the deposits of the Eastern Townships of Quebec. With known resources, which now stand at between 36 and 40 Mt of fibers, this production capability seems assured for the next few decades. In spite of all known reserves of chrysotile asbestos, which now stand at between 36 and 40 Mt of fiber in this region alone, mining companies and government agencies are still showing a good deal of interest in exploring for new sources throughout the world. GEOLOGICAL SETTING The asbestos deposits at Baie Verte in eastern Newfoundland, Thetford Mines, Black Lake, Asbestos in southern Quebec, and Belvidere Mountain in Vermont, all occur in partly serpentinized ultramafic rocks that are part of the Lower Paleozoic ophiolite complexes of the northern Appalachians [Cady, Albee, Chidester, 1963, Chidester, Albee, Cady, 1978, Lamarche, 1972,1973, Laurent, 1973,1975, Williams, Hibbard, Bursnall, 1977, Norman and Strong, 1975). The deposits to the northeast of Thetford Mines, on the other hand, are found in a more highly serpentinized ultramafic body known as the Pennington dike, whose spatial, genetic, and chronological links with the ophiolite masses proper have not as yet been adequately resolved. "This paper discusses how an existing grey cast iron segmental tunnel lining responds to construction of a new SCL tunnel transversely beneath with zero clearance; how the damage assessment for the existing tunnel was conducted for impact of longitudinal movement; how the tunnel is subsequently instrumented to observe both movement and stress manifestation at its longitudinal connections and how the results from the instruments compare with the prediction. An assessment of neutral axis of the tunnel in longitudinal flexure is also explored using interpolated horizontal displacement data from a conventional monitoring system. INTRODUCTION The Royal Mail Tunnel (RMT) (formely Post Office Tunnel or ‘Mailrail’) was constructed using semi-mechanised deep level construction techniques from 1914 and 1917 (Lee 1938). Commencing full commercial operation in 1926, the system was until 2003; conveying parcels the 6.5 miles between seven sorting offices in the center of London, and linking the system with main line rail stations, Paddington and Liverpool Street (The British Postal Museum & Archive 2013). A single tunnel of 2.74m internal diameter facilitated a bi-directional twin narrow-gauge (~611mm gauge) railway road system for electric driverless operation. The tunnel lining is segmental grey cast iron (grade 10) made up of six flanged segments and a smaller flanged key segment; constructed into a ring of width 508mm The external diameter of the tunnel is 2.971m. For further details of the tunnel lining and material properties are outlined by (Devriendt & Alhaddad 2014).London Underground Bond Street Station is a major station of the London Underground system in the very center of London; in its vicinity, the RMT runs west-east perpendicularly above the north south Jubilee Line tunnels. Historic survey record of the Jubilee Line’s (the then Fleet Line) construction in 1974 and its impact on the RMT case is documented in (Crossrail 1993): it is one of only a hand full of case-studies frequently cited when assessing the impact of new construction scenarios of this type; not least including the assessment of the same tunnel, at the same site some 40 years later, and the subject material for this paper: It noted significant vertical displacement of ~90mm to the RMT without noticeable serviceability or operational impediment."

Corrosion and product contamination have been difficult problems for extractive metallurgy industries in the U.S. because of the highly active chemicals used. During the past twelve years, other industries, particularly the chemical and paper segments, began to combat this problem with some degree of success using newer materials of construction, including reinforced plastics. These materials are made by combining a corrosion resistant thermosetting resin with a glass fiber reinforcing material and are used to con¬struct hoods, stacks, blowers, tanks, towers, pipe, and equipment of the most complex configurations. For service in contact with aggressive chemicals, the equipment is most often fabricated with the bisphenol-A fumarate polyester resins because of their resistance to corrosive attack. Data from both laboratory work and case histories of field applications are presented-for many common chemicals found in extractive processes. Information is also presented concerning design standards and recommended construction procedures

Unexpected expenses, natural events and workforce changes have a big impact on the costs of production. To help focus production and maintenance budgets, mining executives are increasingly turning to production metrics to make key decisions. Role of mine and mill data Companies employ a variety of information systems to allow employees to accomplish their operational tasks, and each worker is focused on the metrics, or key performance indicators (KPI), for his or her individual function. For example, machine operators monitor throughput and cycle time to keep the machines running continuously and to meet daily production quotas. Meanwhile, the maintenance teams monitor machine performance, overall equipment effectiveness (OEE) and meantime between failure to predict and help prevent downtime.

The eastern U.S. contains vast reserves of thin seam coal deposits, particularly in the Appalachian mountain region. These typical 355 to 710 mm thick reserves are difficult or uneconomical to recover with present technology. The U.S. Bureau of Mines is developing technology that would allow nearly 100% recovery of thin seams in these mountaintop regions. This paper details the research that has been conducted on these new techniques and presents results of testing on a cross-ridge full-scale physical model.

Since the inception of the Ashton (formerly Kalumburu) Joint Venture in 1972 the parties have expended 524 million in exploration for diamonds in the Kimberley region. This has resulted in the discovery of the currently subeconomic Ellendale deposits in 1976/77 and the economic Argyle - Smoke Creek Deposits in 1979/80. In addition to Argyle and Ellendale some 90 kimberlitic and lamproitic bodies have been discovered grouped broadly into three provinces, on the west, east and north margins of the Kimberley block. These bodies range in size from dyke-like features less than one metre in width to pipes with a surface area of 128ha. The bodies with larger surface area are volcanic crater deposits, infilled with air-fall and water deposited tuffs and epiclastic sediments.

Suboptimal decisions introduced during the mine planning process are generally a consequence of both a myopic view of planning objectives as well as time and resources available to convert longer-term plans into execution plans. Erosion of strategic mine plan value in conversion to execution plans is likely to amount to billions of dollars each year. When integrated with operations data feeds, simulation and optimization tools can be used to preserve the value in the strategic mine plan. Optimization models are capable of both automating production of execution plans and improving performance. This reduces the manual burden of revising plans while improving alignment with long-term production objectives. Simulation models can also support the process of developing effective execution plans by providing forward visibility of mine operations performance. They can also be used to test the robustness of optimized execution plans and response to operational variability and disturbances.

During the early design stages of the San Manuel Concentrator, numerous questions were raised concerning the required slope for tailings pipelines. The tailings disposal area which had been selected was so situated, that an average down-slope of 5% existed. A gravity tailings disposal system was to be designed and it was necessary to determine the optimum pipeline slope for design purposes. This information was also necessary to determine the life of the available disposal areas before tailings pumping would be required. At approximately the same time as this problem arose, it was reported that a concentrator in the southwest was having considerable operational difficulties due to periodic plugging of tailings lines. These factors combined made it seem desirable to conduct some sort of test work which might give information concerning the flow characteristics of the tailings to be produced, from the San Manuel Concentrator. It was felt that the maximum information could be obtained if a tailings line could be erected which would allow for varying slopes, varying heads and accurate measurement of pulp velocity. A five-foot Denver Agitator was installed on a bank overlooking a cut for a rail- road track. Approximately 160 feet for new &-inch pipeline with victaulic connections was installed on low trestles along the track, with provisions made for varying the slope of the line by use of accurately constructed sets of shims, A valve discharge was installed on the tank so agitated pulp could be run into a standpipe at controlled volumes. This standpipe was 10 inches in diameter and approximately 5 feet high. A 4-inch nipple welded into the side of the standpipe approximately one inch from the bottom was connected to the 4-inch pipeline. At the discharge end of the 4-inch pipeline a launder arrangement was so constructed that the entire discharge could run into a pump sump or into 50-gallon measuring vessels. In normal operation the flow was from the agitator to the standpipe through the pipeline into the pump sump and from there pumped back to the agitator tank.

"Creating stable, safe, constructible and cost effective support to openings in segmental linings is often an important component of successful delivery of a tunnel project. The many constraints on successful implementation include operational, spatial, geotechnical, structural, and constructability. Failure to address these adequately can lead to significant impacts on cost, schedule, and safety. With reference to past project experiences, this paper provides a guide to the most commonly deployed solutions and their pros and cons to help designers quickly identify the most appropriate solutions for a particular project, or act as a starting point for developing new and/or project specific solutions. It highlights the challenges that designers and contractors must address together for successful support of tunnel openings, and the constraints that arise. It then describes the common structural forms of support, and how each form can mitigate the constraints, allowing an effective opening support system to be implemented. INTRODUCTION While only a small portion of the total excavated volume of a typical tunnel, cross passages are often one of the most complex elements of a bored tunnel to construct. Cross passages in soft ground typically involve ground improvement, groundwater control, and multiple temporary support measures to ensure safe construction in ground that has been overstressed due to the construction of the running tunnels. Permanent lining construction requires careful detailing of waterproofing and reinforcement to support both long term ground and water loads and support the broken out rings of the main lining. While there is not a great deal of literature specific to cross passage construction, the main issues are discussed in some detail by Lawrence and Taylor (2011). However, the temporary support of the running tunnel segmental linings during cross passage construction is not always given the attention it deserves. The authors have been unable to find much literature on the design of such systems, much less the considerations that have led to a particular solution. Lawrence and Taylor only mention two potential methods of support. It may be easy to dismiss the opening support as an inconsequential item, but selection of the wrong support type can have significant impacts on both cost and schedule."

The purpose of this talk is to report the answers to the-'two following questions: I. What unique services does the mining industry expect of mining and mineral processing engineers? II. What suggestions does industry offer to educators to help revamp curricula to meet the needs of a changing industry? As the result of many questionnaires filled out in person by presidents, managers, superintendents, chief engineers, metallurgists, and other responsible individuals in operations and management of large and small metal and nonmetallic mining companies in the U. S., and to some extent abroad, we now have some, specific answers to the above questions. Although answers to questionnaires continue to arrive at this writing (February 10) the volume already received is sufficient to clearly justify certain conclusions and observations. A copy of the tally of the first 117 questionnaires received accompanies this report, and I am certain that a compilation of additional questionnaire data will merely reinforce, the trends in thinking that have been' established thus far. The Falkirk Mining Company, a wholly owned subsidiary of The North American Coal Corporation, is located 80 kilometers (50 miles) north of Bismarck, North Dakota. Falkirk is under contract to provide 5.08 mil- lion tonnes (5.6 million short tons) annually to the Coal Creek Generating Station, an 1100 mega- watt electric plant owned by the Cooperative and United Power Associations of Minnesota. Coal Creek is located 2.4 kilometers (1 ½ miles) south of the Mine. Electricity from the plant is transmitted to rural electric customers in Minnesota via a 400-kilovolt D.C. power line.

Data used to build geostatistical models come from a wide variety of sources with potentially differing sample errors and volume supports. Typically all available sample measurements are pooled together for statistical analysis irrespective of the quality of the data. The sample data is used to assess spatial continuity, make local estimates and assess uncertainty. A new methodology is proposed to simplify accounting for samples of differing quality. The result is improved estimates with higher weights assigned to high-quality samples, while low-quality samples receive less influence in resource estimation. A new dimension, d, is introduced and calibrated to account for sample error and/or volume during estimation. The addition of an extra dimension can be easily incorporated in existing kriging or inverse distance workflows. The only additional parameters required are the sample error and volume for each datum. The methodology is demonstrated and the improvement in local accuracy is documented. Extending the dimensionality of the domain to four (three spatial dimensions and the additional d dimension) requires a valid 4D variogram model; therefore, the spherical variogram model is generalized to arbitrary n-dimensions.

INTRODUCTION Today, auxiliary fans, or boosters as they are sometimes called, are commonly used underground to provide ventilation for safe working conditions for personnel. Fans are installed in many ways and for many purposes; however, their use falls into three main categories depending upon the application. Auxiliary Face Ventilation For Coal Mines Usually the application of auxiliary fans underground in coal mines presents problems not normally encountered in other types of mining. Two of the major problems deal with liberation of methane at the coal face and the production of coal dust in the mining process. For these conditions it is necessary to use permissible (explosion-proof) type of equipment. As a result, these fans are discussed in a category by themselves. Auxiliary Fans For Tunnel and Drift Ventilation Tunnels and drifts present unique ventilation requirements. For instance, tunnels and drifts can be developed for considerable distances into virgin territory. Since they are generally dead-ended, the only way to obtain ventilation at the face is to use ventilation pipe to establish one leg of a ventilation circuit. The ventilation of tunnels and drifts therefore falls into another natural category. Other Uses of Auxiliary Fans For Mining Purposes Fans can be applied to mining applications in many ways other than those discussed under the other two categories. For example, many times auxiliary fans can do a much more practical job of proper air control and distribution that can be achieved with any other mechanical means; therefore, these other uses are discussed as a special category. AUXILIARY FACE VENTILATION FOR COAL MINES After 1936, federal and state coal mining laws prohibited the use of auxiliary underground fans in coal mines since such equipment had been widely misused. In certain cases, recirculation of face air had been allowed to occur thereby creating a serious potential explosive hazard by the possible buildup of excessive methane concentrations. By the late 1950s, mining machines with rapid face penetration were commonly being used in coal seams which liberated higher quantities of methane than in earlier years. As a consequence, in the late 1950s and early 1960s, the use of auxiliary face fans was again allowed under strict experimental conditions because conventional methods of face ventilation control without fans were becoming inadequate. Today, auxiliary face fans are widely used under strict federal and state control. Such auxiliary ventilation does not reduce the need for the amount of primary air from the main mine fans; however, it does help to distribute primary air more efficiently at the face. The present trend is toward an exhaust system of ventilation utilizing 406- to 610-mm (16- to 24-in.) diam tubing extending from the face to an outby auxiliary fan. Since the tubing is normally applied with negative pressure, spiral wire reinforced tubing has been replaced largely with metal and, more commonly, fiberglass tub¬ing. Additional auxiliary blower units are often used at the mouth of the room being developed, or installed on the miner or loader near the face, depending upon the amount of gas liberation present. Often one (or more) of the fan units is equipped with an integrally mounted hopper and feeder which automatically adds a continuously metered amount of rock dust to the exhaust air. The combination unit tends to make the mixture of discharge particles noncombustible and reduces to some extent the need for additional rock dusting of return airways. In this part of the chapter, typical auxiliary ventilation systems are described including curves and photograph of typical/applicable equipment. Reference will be made to "blowers" and "ex¬hausters." Both are fans and are basically the same units. They take on their name through the manner in which they are used. A blower usually has an inlet bell on the inlet side to help to obtain good air flow into the blades. An exhauster often has a discharge cone added to reduce the discharge loss. Any basic fan unit can be used either as a blower or an exhauster. Description of Auxiliary Ventilation Systems Several auxiliary ventilation systems and modifications of basic systems have evolved over recent years. Some of these systems are described and illustrated. System No. 1, an exhaust system for faces with comparatively low gas liberation, is shown in Fig. 1. Here

The term bentonite was first proposed in 1898 by Knight, a year after he had named this clay taylorite, because taylorite had been previously used for another mineral. The name taylorite was after the Taylor ranch, the site of the first mine, near Rock River, WY, and the name bentonite is from the Benton Shale in which the clay was thought at that time to occur. The Benton Shale was, in turn, named after Fort Benton, MT, located more than 640 km miles north of Rock River. Early in the 20th century, several geologists recognized that bentonite, mainly in beds in Cretaceous and Tertiary rocks, originated from transported volcanic materials. This recognition led to definitions based on origin, the one most widely quoted and generally accepted by geologists is the following definition by Ross and Shannon (1926): "Bentonite is a rock composed essentially of a crystalline clay-like mineral formed by devitrification and the accompanying chemical alteration of a glassy igneous material, usually a tuff or volcanic ash; and it often contains variable proportions of accessory crystal grains that were originally phenocrysts in the volcanic glass. These are feldspar (commonly orthoclase and oligoclase), biotite, quartz, pyroxenes, zircon, and various other minerals typical of volcanic rocks. The characteristic clay-like mineral has a micaceous habit and facile cleavage, high birefringence and a texture inherited from volcanic tuff or ash, and it is usually the mineral montmorillonite, but less often beidellite." The difficulty in applying the foregoing definition to bentonite as an industrial mineral commodity is that it is based on origin and is restricted to an ash, tuff, or volcanic glass parent material. Therefore, deposits consisting of the clay minerals required by this definition, but having uncertain origin or parent materials, cannot properly be called bentonite. Furthermore, many deposits in the western United States and in other countries that have formed from rocks other than the types required by the definition are being mined and sold as bentonite. Perhaps the best definition of bentonite as an industrial mineral is one given by R.E. Grim in a plenary lecture at the International Clay Conference (AIPEA) at Madrid, Spain, June 27, 1972. According to this redefinition, which will be used in this chapter, bentonite is a clay consisting essentially of smectite minerals (montmorillonite group of some usages), regardless of origin or occurrence. This definition solves the problem of the difference between the geologic and industrial usages of the term and overcomes the difficulty in assigning a name to smectite clay that formed from igneous rock other than ash, tuff, or glass, or those of sedimentary or uncertain origin. However, bentonite, when used with this meaning is still a rock term (consisting of more than one mineral), and it will not be possible to distinguish it from fuller's earth in many instances. One way of classifying bentonite is based on its swelling capacities when wet or added to water. Bentonite having sodium (Na+) as either the dominant or as an abundant exchangeable ion typically has very high swelling capacities and forms gel-like masses when added to water. Bentonite in which exchangeable calcium (Ca++) is more abundant than other ions has much lower swelling capacities than sodium varieties. Some calcium types swell little more than common clay, and most crumble into granular masses in water. Intermediate calcium-sodium bentonites, the so called mixed types, tend to swell moderately and to form gels of lesser volumes than equal masses of the sodium type bentonite. Because of the general relationship of swelling and exchangeable ion characteristics bentonite is commonly divided into the high swelling or sodium, low swelling or calcium, and moderate swelling or intermediate types. The term sub-bentonite (Davis et a]., 1940) is used inconsistently in industry for the low or moderate swelling varieties. The authors believe the use of this term should be discouraged because of its implication of low quality or low value and the lack of a mineralogical or use basis for it. In the United States bentonite is also classified by geographic location and the uses for which it is sold. Inasmuch as most of the low swelling calcium type occurs in states bordering the Gulf of Mexico, this variety is commonly called Southern bentonite. The largest high swelling sodium bentonite deposits and the major producing districts are in Wyoming and adjacent states. Therefore, this bentonite is commonly called the Wyoming or Western type. Such terms as drilling mud bentonite, foundry bond bentonite, and taconite bond bentonite relating directly to use are applied in marketing. Other terms including high and low yield bentonite, high and low gel bentonite, and high and low strength bentonite are also used to distinguish different grades. The varied classifications notwithstanding, bentonite occurs in so many different varieties that some cannot logically be classified according to any of the foregoing groupings. One of these types is hectorite, which is a high swelling lithium-bearing variety of smectite occurring mainly in California and adjacent states. It is, therefore, not a Wyoming type, and it occurs even farther west than the so called western bentonites. Others are bentonites having magnesium (Mg++) or hydrogen (H+) as the most abundant or dominant exchangeable ion. These types are neither sodium nor calcium varieties, and apparently some are low swelling, whereas others have rather high swelling capacities. The operations of Bethlehem Copper are situated in the south-central interior of British Colombia at an elevation of 4900 feet above sea level. Main road and rail transportation systems pass through Ashcroft in the Thompson Valley, which is 28 miles by road from the minesite. The operation was the first low-grade open-pit porphyry copper mine in British Colombia. The minerals are chiefly chalcopyrite and bornite, while the rock is principally feldspar and quartz. In the outer fringes of the orebodies sane pyrite is present. Average grade of mill feed is 0.55% copper.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. EPA's Mining Waste Section within the Office of Solid Waste is continuing to collect and analyze information on mining waste management practices. Starting in 1991, the Mining Waste Section has continued to conduct site visits and prepare case study reports on the waste generation and management practices of operating mines. In choosing sites to study, a reasonable attempt was made to provide diversity in mining commodity types, geographic regions, geology, climate, and environment. To date, EPA has visited the following mines: Asarco Troy (copper) in Montana, Newmont Rain in Nevada (gold), Cyprus Thompson Creek (molybdenum) in Idaho, LTV Steel (iron) in Minnesota, Phelps Dodge Morenci (copper) in Arizona, Doe Run Fletcher (lead) in Missouri, Brewer (gold) in South Carolina, IMC Four Corners (phosphate) .in Florida, Pennzoil Culberson (sulfur) in Texas, Nerco Cripple Creek (gold) in Colorado, Copper Range White Pine (copper) in Michigan, Magma San Manuel (copper) in Arizona, Colosseum (gold) in California, and several gold placer mines in Alaska, including the Valdez Creek Mine. EPA has prepared a case study report on each facility. The mine operators were provided an opportunity to comment on their respective site visit report and their comments have been included in' each respective report. These site visit reports have in turn been incorporated into technical resource documents which provide a detailed description of each mining sector. EPA is currently reviewing the technical resource documents and plans to release the documents in the Spring of 1994.

The LA Effluent Outfall Tunnel is the first tunnel in the United States to incorporate post- tensioning into the precast segmental lining. Several unique components were integrated to ensure that the post tensioning could be carried out successfully in the tunnel, even concurrently with the TBM excavation. This also required the development of new processes both in the casting facility and in the TBM to ensure that the almost 3,700 rings could be successfully manufactured, threaded, stressed, and grouted. This paper will discuss the material selection, fabrication, and installation of, as well as lessons learned from, this first in country tunnel lining.
