This paper presents the basics of EPA’s Hazard Ranking System (HRS), which is used to evaluate sites for possible inclusion on the Superfund National Priorities List (NPL). The paper describes the surface water, ground water, air, and soil exposure pathways and how they are applied to mining sites. Key factors contributing to the site score include the likelihood of a release, waste characteristics, and the targets for each pathway. Waste volumes, definitions of landfills versus surface impoundments, and background concentrations are of particular importance to mining and smelting sites. Because of the presence of metals, large waste volumes, and observable releases, mining and smelting sites often receive high enough scores to be proposed for the NPL based on a single path-way. Neverthess, owners and operators can take steps to reduce the risk of being scored, and to reduce the potential for high scores.

He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He's responsible for designing Freeport's new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

This paper addresses the relative long-term cost and resource position of new and existing ferrochromium production in selected Market Economy Countries (MEC'S). The market impact of new ferrochromium production in nations such as India and the Philippines and the continuing change in international trading patterns are also evaluated. This paper draws upon the data and analyses of a recent Bureau of Mines, Department of Interior, Minerals Availability Program appraisal that evaluated the cost and availability of chromite and ferrochromium production from the demonstrated resources of 80 producing or potential mining operations in 10 market economy countries.

The dewatering of flocculated clay suspensions by compression in a centrifugal field has been investigated. The results are evaluated with regard to both direct applicability to centrifugal dewatering, in solid-bowl centrifuges for example, and indirect applications to gravity sedimentation systems. It is well known that sediment consolidation under gravity depends on structural characteristics such as permeability and on the "self-weight" of overlying sediment layers. An important objective of the study has been to evaluate the self-weight effect using centrifugal forces to simulate consolidation in deep sediments. In this way, small-scale laboratory tests can be used to predict the rates and limits of sediment compression in industrial systems such as thickeners and settling ponds. Experiments have been conducted in which the sediment mass and initial structure were maintained constant while the effective sediment weight was varied by centrifuging at different speeds. The effects of initial structure have also been studied using controlled variations in flocculation conditions.

Several alternatives are available for treating lover grade gold ores averaging 0.04 to 0.10 ounce per ton. These include heap, vat and agitation leaching and may involve conventional zinc precipitation or carbon adsorption-electrowinning systems. Each of these processes have their inherent economic and operating advantages and disadvantages and the selection of the optimum method for a given gold ore is solely based on economic evaluation of the applicable processes. In this paper an effort is made to provide engineering feasibility estimates for the above processes under varying operational conditions such as ore grade and price of gold.

At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

The research is located within Asuncion and Cospan districts, which according to their geological features in contrast with previous studies pointing out Au, Mo and Pb anomalies create an environment of prospective interest. The objective is to use ASTER Satellite Images to identify ore-bearing hydrothermal alteration zones. To do this, processing techniques such as the combination of bands by RGB 943 and 461, band ratio 4/6, 4/5, 5/8 and 2/1 to identify advanced argillic, argillic to phyllic and propylitic alterations. In addition, indices defined by Ninomiya were used as a third technique in order to reinforce the data obtained from the previous techniques. The results in the study area are confirmed by the SAM spectral mapping technique using spectral signatures from the USGS library. Identifying kaolinite, alunite and pyrophyllite, assemblages of the advanced argillic alteration. Concluding in 3 areas of interest with the band ratios, 5 areas with the Ninomiya indexes and 9 areas validated with SAM, which were contrasted in 13 areas of prospective interest with well-marked argillic alteration.

The existing regrind circuit at the Climax Operations uses sodium cyanide and Nokes reagent to reject pyrite, copper, and lead minerals. Laboratory flotation studies were performed using feed to flotation following first-stage regrinding. The effects of conditioning time, pH, and the concentration of depressants such as Nokes reagent and sodium cyanide on the rejection of pyrite, lead, and copper minerals were investigated. The metallurgical results indicate that, in the presence of depressants, the rejection of copper is strongly dependent on the pH. Preliminary mill testing confirmed the finding. The rejection of impurities is also dependent on conditioning time. The recovery of molybdenite is independent of the variables investigated.

Over the past 30 years, the coal industry has been continually striving to perfect methods for cleaning fine coal to acceptable ash and sulfur contents while maintaining maximum product yield. The flotation process has been part of this effort and its importance is expected to grow as new utilization technology demands finer and purer coal products. The work outlined in this paper is part of a larger effort aimed at development of new and improved flotation systems for removing sulfur and ash from as-mined coal as well as for producing super-clean coal for future markets. The concepts and data presented are now serving as a basis for designing fine-coal circuits in which improved efficiency is obtained by optimum use of flotation.

With the increasing importance being placed upon modernizing the coal industry as a result of recent developments in the international energy balance, computer control has been and is being instituted in many coal cleaning plants. Control techniques that are well established in many base metal industries have been adapted to coal washing. Essential to any control scheme is an accurate measure of the parameter which is to be controlled. A sensor is required that will provide information both quickly and precisely. In fine coal circuits, the critical parameter that must be measured and controlled is the per- cent ash contained in the clean coal product and tailings. Measuring the ash content of these slurry lines on a continuous basis enables the operating conditions in the circuit to be adjusted so as to obtain optimum separation efficiencies at all times. An on-line ash monitor has been developed and tested at Michigan Technological University which is capable of making percent ash and percent solids determinations instantaneously. Two radioisotopes are employed in this system to generate signals that can be related to the density and the ash content of the slurry. Such data provide a means to execute a short term control strategy.

Linear grade distribution measurements determined from polished sections of randomly oriented particles can be used to estimate the extent of liberation for multiphase particles of specified size. Two techniques, optical image analysis and microprobe analysis, have been used to establish linear grade distributions. Both techniques were evaluated and compared using variable grade samples of products from a copper porphyry flotation circuit. The statistical significance of the linear grade distribution data obtained by optical image analysis was assessed. The average chalcopyrite content of these samples, as determined by chemical assay was used to estimate the variance of the experimental procedure. For a given accuracy, the number of particles required to obtain an unbiased representation of the sample was determined.

The synthetic rock mass (SRM) approach and discrete fracture network (DFN) model, generated from the field surveys, are novel methodologies to study fracture rock mass behavior. In this paper, SRM and DFN methodologies were used to understand the influence of natural fractures on the mechanical response and failure mechanisms of stone mine pillars. First, a multi-stage up-scaling procedure with the homogenization process is established. Later, a stochastic sampling process on the SRM model to have further insight on the stone mine pillar mechanics is performed. Two-dimensional Universal Distinct Element Code (UDEC) is utilized to represent intact rock with the Voronoi-Trigon discretized blocks and to capture fractured rock mass behavior. The laboratory-size limestone mine rock specimens are systematically up-scaled to the average width of the field-size stone mine pillars. Then, the DFN model, generated from field data, is sampled to construct the SRM of the field-size pillars. By doing so, the effect of discrete discontinuities on pillar stability is studied by assessing the pillar strengths and failure mechanisms in various width-to-height ratios.

This article describes research conducted by the University of Alabama's Mineral Resources Institute on removing sulfur from coal using a combination of gravity concentration and flotation methods. The research used the gravity and centrifugal force capabilities of Humphrey's spiral to remove part of the pyritic sulfur and ash. Flotation of the Humphrey's spiral coal concentrate removed additional sulfur and ash. In addition to obtaining good recoveries of high quality coal, the tests demonstrated that pyrite in the wastes could be isolated as enriched flotation products by the combined gravity-flotation approach. Domestic coal production in 1980 reached a record 757 Mt (835 million st). Forecasts are that coal production and use will approach 907 Mt (1 billion st) by 1985, with much of the increased production being used for electrical generation. Of current production, it is estimated that about 454 Mt (500 million st) of coal nationwide are subjected to some degree of cleaning, ranging from crushing and screening to gravity concentration and flotation. With expanded coal production and more rigid controls placed on coal combustion, it is reasonable to assume that the tonnage subjected to some form of preparation will increase, with time, thereby adding to the burden of coal rejects being generated. A major problem associated with increased coal use for electricity generation is the need for utilities to conform to emerging federal air quality standards for sulfur oxide emissions from power plants. To a lesser extent, other industrial operations burning coal face a similar situation. Controlling sulfur oxide emissions by using low-sulfur coal or resorting to stack gas desulfurization are two recognized approaches, but removing sulfur from the coal, if possible, by physical beneficiation before combustion is preferred because of its simplicity and lower cost. Reducing the inorganic sulfur in coal to tolerable limits by physical beneficiation, including flotation, as now practiced, is still relatively inefficient and has not kept pace with the more sophisticated physical beneficiation approaches generally employed by the nonfuel minerals industry. As one phase of a broad program conducted by the Mineral Resources Institute at the University of Alabama on sampling and evaluating impounded fine size waste coal, tests were made using samples from two impoundments to determine the quality of coal recoverable by a combination of Humphrey's spiral concentration and flotation. Particular attention was given to organic and inorganic sulfur deportment and distribution in the various products. Another objective was to determine if pyrite in the waste could be recovered for possible marketing. The use of Humphrey's spirals to concentrate fine coal was practiced as early as 1947. At that time, the Hudson Coal Co. used spirals to concentrate anthracite fines. In 1950, spirals were used to treat fine-size bituminous coal and later, in 1976, spirals were reportedly used for removing pyrite from fine-size coal. More recent investigations have discussed the use of Humphrey's spirals for treating fine-size waste coal in Alabama. Samples Description Washer waste samples were obtained from two impoundments. One sample was representative of waste generated during washing steam coal from the American, Pratt, and Nickel plate seams in Alabama. The other sample represented metallurgical coal washer waste from processing coal from the Carter, Johnson, and Milldale seams. Partial samples analyses are shown in Table 1, and screen analyses of the samples are given in Tables 2 and 3. Screen ana¬lyses showed that one sample contained about 4% of material coarser than 2 mm (10 mesh) and the other contained about 13% of plus 2 mm (10 mesh) material. Also, the analyses indicated that ash and sulfur increased as the material's particle size decreased. Experimental Laboratory Tests Sink and float tests using a heavy liquid (1.4 specific gravity) were made on the different screen sizes shown in Tables 2 and 3 to determine the effectiveness of gravity concentration for separating coal from pyrite and other gangue constituents. Tests indicated that gravity separation, under optimum conditions, could be expected to yield coal products containing 10-12% ash, and 0.2-0.3% pyritic sulfur. Chemical zoning studies of mineralization can be useful in guiding exploration efforts. They permit one to determine the limits of mineralization and to correlate mineralized intervals in drill holes. Fahlore minerals are well suited for zoning studies because they are common minerals found in a variety of deposits, exhibit chemical diversity, and record the chemical evolution of migrating hydrothermal fluids. Zoning information in the form of metal ratios preserved in fahlore minerals was used to determine ore body limits in the Orcopampa precious metal system, Peru, and to correlate between multiple ore horizons in a sediment hosted massive sulfide (SHMS) currently under investigation. The current generations of electron microprobes provide the most efficient, accurate and economic way to analyze the tens to hundreds of sample required to successfully describe and use zoning information at the mine scale.

Electroplating is a widely utilized but little understood process. The fact that the average person is in contact with dozens of plated items daily without even being aware that they are electroplated is evidence of the success of the process. Although a complete explanation of electrodeposition involves thermodynamics and modern theories of bonding and catalytic reactions, in its simplest form the process conforms to the following description. A metal salt dissolved in water partially dissociates into negatively charged and positively charged ions. In the case of nickel sulfate dissolved in water, for example, a portion of the salt dissociates into positively charged nickel ions and negatively charged sulfate ions. If an electrical potential is applied between two electrodes in this solution, the nickel ions migrate toward the cathode and the sulfate ions toward the anode. The negatively charged cathode has a high concentration of electrons, which combine with the positively charged metal ions to form neutral metal atoms with a stable electron configuration. These insoluble atoms thus form a deposit on the cathode.

Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. Although the fundamental principles of hindered bed classifiers are relatively simple, the complex interactions between the operating parameters provide a degree of difficulty that hinders the ability for on-line plant optimization. Thus, a dynamic population balance model was developed for determining the hindered settling velocity of particles varying in density and size. The steady-state results of the model include partition curves as a function of particle size and density as well as metallurgical data. A statistical comparison of the simulation results with those obtained from industrial units reveal a high level of accuracy with adjusted R2 values greater than 0.95.

Three years ago, the New Britannia Mine started a project to improve productivity of its cyanidation plant. Results indicated that gold dissolution was strongly influenced by sulphide minerals and that the slower gold dissolution rate had a detrimental effect on overall gold recovery. The leaching strategy had to be modified to address this issue. Changes to the leaching circuit proved to be very successful. The first action was to introduce lead nitrate in the leaching circuit. The strategy of addition of lead nitrate was upgraded in three steps. An on-line free cyanide analyser was installed and the strategy of cyanide addition automated. The enhancement of the leaching kinetics have resulted: an 4% increase of gold recovery, from 87.8% in 1996 to 91.9% in 1999, which represents a reduction of 0.17 git Au in the leach residue; an average of 1330 additional extracted gold ounces per year from 1997 to 1999; a 21 % reduction in the cyanide consumption; the shut down of the cyanide destruction plant; and finally a contribution to the 27% reduction in the overall production cost per tonne of ore.($ 3 per ton). The significant increase of the throughput was instrumental in the reduction of the processing cost. In 1999, the improvement of gold recovery represented an additional gross revenue of $c""l.9 Million. The project is discussed in details in this paper.

Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-
