Noranda's Grey Eagle Mine and Mill, located in the Siskiyou Mountains of Northern California, began shakedown operations in the late fall and early winter of 1982. This paper describes some of the unique features in mining, milling and water treatment operation at Grey Eagle. In addition, major start-up problems in the mill and water treatment plant are discussed along with measures taken to correct these problems.

The Cities Service Company's Pinto Valley mine and concentrator lie about 6 miles west of the town of Miami, Arizona at an elevation of approximately 4,000 feet above sea level. The concentrator started its first ballmill in July 74 and all six were available by November. Every effort was made to reduce capital costs, consequently, each unit process was studied critically to eliminate excess capital costs without loss of efficiency. Equipment selection was made on the basis of proven dependability and operating costs rather than on low bids. The result is a very workable plant with some important innovations. The concentrator is nominally 40,000 tons per day. The flowsheet is typical with 3 stage crushing, single stage closed circuit grinding, flotation, regrinding of rougher concentrate and cleaning of the rougher concentrate. The need for an integrated approach to optimization of unit operations in both the pit and the mill has long been recognized, but the complexity and nature of the overall problem has up to now resisted solution. This paper reports on a modeling methodology which couples symbolic and numeric computing to unify operations in both the pit and mill. The ultimate goal of this work is to optimize all operations that are influenced by blasting. Blasting plays a key role in all facets of operations. Obviously, drilling and blasting costs are determined by blast design, but the down-stream costs that are closely related to blasting results are often treated as separate functions: loading, hauling, cleanup, and crushing and grinding are all heavily influenced. Diggablilty and bucket fill factor are a function of fragmentation, the condition of the floor and uniformity in the shape of the muck pile. Likewise, cycle times and loading delays partially determine haul cycles, while fragmentation distribution and size determines the efficiency of truck loading. Removal and breakage of oversize causes loading delays and increases cleanup costs. The influence of blasting doesn't stop at the crusher. Mill productivity, power consumption, and maintenance are a function of the feed. Even at the SAG mill a reduction of a critical particle size during blasting can increase throughput. Thus, a bottle-neck for production far removed from unit operations in the pit can be alleviated by a modification in blast design. The question is: how do we optimize blasting with respect not only to itself but to al\ related mining and milling operations? For that matter, how do we even model blasting so that we can control the results of a blast?

The tremendous engineering advances occurring during this past century are very evident within the boundaries of the Anthracite Section of AIME. The Steelton plant of Bethlehem Steel Corporation, located along the Susquehanna River just east of the Commonwealth's capital at Harrisburg, for more than 105 years has experienced a most dynamic life which has paralleled America's industrial growth. (Figure 1) In June 1865, just after the Civil War, a group of men met to organize the Pennsylvania Steel Company. The war had brought into sharp focus the vital importance of the railroads to the country's expansion. Until that time wrought iron rails were used, and the replacing of track after only several months wear had become an almost unbearable cost. The spirit of free, competitive enterprise and the prospects of a lucrative market compelled these men to form that first Pennsylvania Steel Company and to develop better rail products. They issued the following statement: "...our desire to free ourselves from dependence upon a foreign market (has) led to the organization of the Pennsylvania Steel Company, and the parties who have connected themselves with it are determined to produce upon American soil all the principal manufactures of steel that are now, at such a serious cost for freight, commission, insurance, exchange, duty, etc., and often, with so much delay and uncertainty, imported from abroad. Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research, Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

Research at the Albany Metallurgy Research Center has shown that high-purity rutile can be produced from relatively low-grade ilmenite obtained from a massive rock deposit. Ilmenite is first smelted in an electric-arc furnace to separate the iron and produce a slag enriched in titanium dioxide. Titania slag mixed with a phosphate flux is then oxidized to synthesize rutile and form a phosphate-glass matrix which contains the impurities. Attrition scrubbing the treated slag in dilute solutions of phosphoric or sulfuric acid liberates the rutile, which is concentrated by physical methods. Tests show that synthesized rutile containing 95 to 97 pct titania responds to chlorination at the same rate as natural rutile.

Improvements in the control of coal mine dust have occurred over the past 25 years. Simultaneously, dramatic improvements in coal mine production technology have occurred, particularly at mines where longwall systems are in use. Production rates of longwall systems have quadrupled since 1978, and dust generation on these systems has significantly increased. However, technology to address control of the resulting increased levels of respirable dust has not kept pace, and many high-production longwall sections continue to experience problems with respirable dust control. This paper seeks to enlist the entire mining community in the effort to resolve the health problems presented by excessive levels of respirable coal mine dust, particularly on longwall systems. These systems are expected to increase in number and length, and to generate increasingly higher levels of dust as production rates of these systems continue to rise.

It is well known that manganiferous silver ores containing manganese intimately associated with silver are not amenable to conventional extraction methods. The segregation process has been applied primarily for recovering copper from oxidized and oxide-sulfide ores. A new alternative process combining segregation roasting followed by flotation to recover silver from refractory manganiferous silver ores, was studied using a 23 factorial experimental design. Laboratory investigations have been conducted on a manganiferous silver ore analyzing 0.02% copper, 0.09% lead, 0.33% zinc, 12.55% manganese and 187 g/ton silver to study the effects of additives salt, coke and copper oxide on silver recovery. Results indicate that 79.3% silver recovery can be attained in the absence of copper oxide and 88.4% when the copper oxide content is 1.5% at '750°C, 2% salt and 1% coke and 30 minutes of roasting time. It was concluded that doping with copper oxide improves silver recovery.

Pennsylvania Power & Light Company is an investor-owned public utility which was incorporated under the laws of the Commonwealth of Pennsylvania on June 4, 1920, with general offices at 901 Hamilton Street, Allentown, Pennsylvania. At the present time PP&L is operating five coal-fired steam electric stations, two hydroelectric stations and one steam heat plant which is being converted from anthracite to oil fired. In addition, PP&L is a partner in both the Keystone and Conemaugh mine mouth bituminous coal-fired steam electric stations in Central Pennsylvania and also part owner of a company which operates another hydroelectric station. PP&L plants, other than the two mine mouth stations, are located in Central Eastern Pennsylvania. (Figure 1) The company derives about 99% of its operating revenues from supplying electric service, while the balance is from the one steam heat plant serving the city of Harrisburg. The entire service area covering 10,000 square miles in 29 counties, has a population of approximately 2,300,000 people. The area served is mostly suburban. It includes 109 communities each having a population in excess of 5,000 people. The largest cities served are Allentown, Bethlehem, Harrisburg, Hazleton, Lancaster, Scranton, Wilkes-Barre, and Williamsport which range from 50,000 - 120,000 in population. So you see our service area does not include any major cities. The area has industrial, commercial, residential, agricultural and recreational activities that are linked with the Eastern Megalopolis by an extensive interstate limited-access highway system and railroad networks. We consider this Central Eastern Pennsylvania area we serve as the "heart of the market" -- an area with great growth potential.

The prime criteria in the design of underground openings with complicated geological structures is ground control. Stability of underground openings for deep mines is critical because incorrect orientation or geometry of shaft, stope, and accessways often results in the failure of openings due to high stress conditions. Current design procedures for complicated orientation and geometry of mines are rapidly becoming inadequate as mines are being developed. In this study, finite element method has been used with optimization criteria to design more stable and safe underground openings.

Talc mining in Vermont has in recent years undergone a progressive change in mining methods and in mining equipment. Underground mines have been phased out except in special circum- stances, and continuous mining machines (CMM?s) have replaced conventional drill/blast mining systems. Talc mining in Vermont began in the late 1800?s, and has continued without interruption to date. Beneficiation (flotation) has been applied since the early 1930?s, and has provided special products for toiletries and other markets. At the present time, there are two active companies that have evolved from the cumulative absorption of nearly ten smaller operations.

The U.S. Department of the Interior, Bureau of Mines investigated solvent extraction methods for recovering gallium from filtrates produced from sulfuric acid leaching of hydrometallurgical zinc residues. These filtrates typically had pH values of 0 to 0.5, too high an acid content for effective gallium recovery by traditional extractants. Of the nine extractants studied in batch tests, 0.3M octyl phenyl acid phosphate (OPAP) in a kerosene diluent was the most effective extractant for gallium recovery, extracting up to 99.9 pct of the gallium. This high extraction was possible when the iron in solution was maintained in the reduced ferrous state. Batch tests also showed that a 1.5M-H2SO4 strip liquor recovered 98 pct of the gallium from the loaded OPAP. A continuous solvent extraction system was designed and operated based on McCabe-Thiele analyses of equilibrium loading and stripping isotherms. When 12 L of leach filtrate containing 0.32 giL Ga and 20 giL Fe were pumped through the system in 32 hr, results showed that 95 pct of the gallium was extracted in four stages at an A:O ratio of 1:1. Stripping the loaded solvent with a 1.5M-H2S04 liquor recovered 94 pct of the gallium in four stages at an A:O ratio of 1:4. A two-stage, 50-pct-phosphoric acid strip successfully removed ferric iron from the OPAP, allowing high gallium extractions to be maintained.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

The U.S. Bureau of Mines, in cooperation with the Homestake Mining Co., and the University of Utah, is conducting a field demonstration to evaluate the behavior of rock masses supported with cable bolts. One of two rock masses being studied is supported with both conventional and birdcage cables. This rock mass is located between the 6500 and 6650 levels of the 45-4BN stope. 21 ledge. The second rock mass is the hanging wall of the D-limb stope between the 3500 and 3650 levels near the Ross Shaft and is supported with conventional cables. The primary objectives of the project are to monitor the behavior of the two rock masses during mining using extensometers and cable support strain gauges, after which the rock will be modeled using the finite-element code UTAH III. Field data will be used to verify the modeling. In addition. a comparison between the effectiveness of conventional and birdcage cables will be made.

The application of remote sensing for environmental measurements is already being utilized. Aircraft mounted imaging spectroscopy has been utilized to evaluate areas of historical mining operations as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective, and timely monitoring potential, the technology is of interest to the industry. Questions remain about the application and validation of the data and the availability of the technology in the private sector. This presentation will discuss some of the potential uses, benefits, and concerns related to remote sensing and efforts to monitor the technology's development.

The results of laboratory and pilot plant testing of a newly developed process to dewater waste slurries from different industries are presented. Data indicate that an increase in solid contents from 6% to over 30% can be obtained in few minutes retention time in comparison to several years as required by currently used technologies. The economical as well as the environmental impacts of such process are discussed.

Over the last few years, new methods to characterize the flow properties of bulk solids have been developed. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field conditions. In addition, the effect of large particles on a material's flow properties (cohesive strength, bulk density, wall friction) can be determined as well as the effects of various additives such as Freeze Conditioning Agents. New developments have also taken place in terms of devices to improve the reliability of solids flow. Much attention has been paid to finding ways to provide a mass flow pattern with relatively shallow hopper walls through the use of inserts. Such devices can also provide reliable in-bin gravity blending of bulk solids and/or completely non-segregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. Many of these developments have direct application in the mining and minerals processing industries. Examples of each will be highlighted.

INTRODUCTION The requirement that is placed on owners and operators of underground mines to protect workers against the health hazard of inhaling radioactive materials which are short-lived decay products of 222Rn can be satisfied by applying a considerable variety of what we may call "engineering" solutions as well as a number of "administrative" remedies to the problem. The most obvious of the "engineering" approaches has always been that of forced ventilation, in which relatively clean (i.e., radon-free) air from aboveground is drawn or pushed through the mine workings by a system of fans and ducts. This relatively clean air, in sweeping through the drifts, stopes and haulageways, dilutes the radon and radon-daughter concentrations in the air of the mine, and performs the added beneficial function of removing the daughter-mixture quickly enought to limit grow-in of the longer-lived nuclides in the group that make up the "toxic trio" on which the Working Level (IM) unit is based. Effective as the dilution-ventilation method is for control of WL in most underground mining situations, however, the increasing strictness of control measures that have been imposed on the mining industry over the last two decades have demanded measures of even greater effectiveness. In times of poor markets for yellow-cake and other products of the mines, mine operators are pressed to reduce operating costs, and the installation of additional primary ventilation capacity can be a severe burden on a mine that is already laboring under an unfavorable earning power. When traditional dilution-ventilation systems alone cannot meet the requirement for WI, control, radiation safety engineers and ventilation engineers begin to look at alternatives and auxiliary methods. Since the radon which produces the toxic daughter products originates in the rock of the mine walls, and since, in most United States mines, that rock is a porous sandstone through which air can move under the effect of atmospheric pressure gradients, and through which radon can diffuse relatively freely, one way to help control the growth of WL would be to hinder the escape of radon from that reservior of porous rock. An appealing; method for hindering that natural flux of radon-polluted air from the walls of the mine has long been apparent; namely, to apply a low-permeability coating over the surface of the rock, thus sealing the radon in place and, in theory at least, preventing its escape into the mine air. Our 1970 report to the U.S. Federal Radiation Council on the subject of cost impacts of proposed changes in the occupational standards for exposure of underground uranium miners to airborne radon daughters noted the possibility of using polymeric wall sealants as a means of controlling radon-pollution of mine air. Since that time a number of reports have appeared in the technical literature advocating this technique for restraining the escape of radon from building materials, mill tailings, and other materials containing 226Ra, in addition to the surfaces of underground mine workings. During this period, some controversy has occurred over the question of the probable effectiveness of wall sealants in limiting the escape of radon from the rock. Our 1970 report speculated that flaws (cracks and "pinholes") in the coating might be all but unavoidable in practice, and that even a conservative estimate of the frequency of such flaws would lead to a prediction of ineffectiveness. Hammon et al, in a laboratory evaluation of radon sealants conducted by Lawrence Livermore Laboratory of the University of California in 1975 on behalf of U.S. Bureau of Mines, concluded that a wide variety of polymeric coatings would provide "nearly 100% effectiveness" in restrain¬ing escape of radon from mine wall surfaces if applied in "thicknesses between 5 and 10 mil" (125-250 [y]pm). John Franklin and co-workers at the U.S. Bureau of Mines laboratories in Spokane, Washington, have carried the experiments with polymeric sealants through additional laboratory tests and into actual mine environments, reporting that selected sealants could provide attenuation of radon flux by a factor of four (75-80% reduction). Robert Bates and John Edwards of USBM developed a computer-assisted mathematical/physical model that predicts a relatively small effect of flaws in a low-permeability coating on the radon flux from a sandstone-type matrix. FIELD TEST Since all actual experimental work with wall sealants showed some beneficial effect on radon attenuation (even if not as exciting as the "nearly 100%" predicted by Hammon), USBM was encouraged to extend its evaluation to an actual operating uranium mine, and awarded a contract for that work to Arthur D. Little, Inc. in September 1979. We were fortunate in obtaining the voluntary cooperation of Atlas Minerals Division of Atlas Corp., who operate a mill and several underground mines in and around Moab, Utah. Atlas made available for our use a small T-shaped drift in their Pandora Mine in LaSal, Utah, and provided space for instrumentation and recordkeeping by our field crew in a surface building near the mine entry. Atlas also provided electricity and water to the test site, together with assistance in establishing necessary ventilation, removing rubble from the site, conducting periodic WL surveys and furnishing auxiliary man-power for the heavy hard work of coating the walls with gunite prior to application of the polymeric sealant. Fermilab is constructing a large underground cavern in Limestone to house scientific equipment. The cavern will have a complex L-shaped geometry and about 215-foot depth with relatively shallow rock cover, with service/egress shafts accesses into the cavern. Three-dimensional analytical models were developed to study the ground behavior and support performance. Multiple rock constitutive and failure models were evaluated. The models were significantly impacted by the high lateral in-situ earth pressure at the site. This paper will describe the design approaches that were taken to optimize the cavern arch geometry to allow safe construction in shallow rock, and permanent support requirements.
