An intelligent supervisor developed using expert system tools and applied to a crushing plant is presented in this paper. The structure of this supervisor, based on a model of a human operator, consists of a Knowledge base containing a qualitative model of the process, and a Rules base with the heuristic logic used by an operator when supervising a plant. The simulation results obtained show the potential of this type of systems to supervise the automatic operation of a plant.

Restoration of a wetland which was initially disturbed at the turn­of-the-century will be undertaken to compensate for the temporary loss of wetlands associated with future mining operations. The proposed mitigation area exhibits xeric conditions as a result of past dredging and gravel mining operations which had the effect of lowering the flood plain surface and wasting the fine surface sediments. Together these mining activities resulted in complete alteration of the surface and subsurface water systems. Water which had inundated the soil profile, now flows on the basalt bedrock, surfacing only for a relatively short time during high flow periods. The conventional approach to wetland restoration in this type of area is to remove surface material in an attempt to bring the surface nearer to the underground water. These operations would require the removal and redistribution of large quantities of gravel, cobbles and boulders and the attendant destruction of existing wetland areas. Rather than lowering the surface elevation to the water level, the mitigation plan conceptualized for this project involves forcing the water to the surface by creating subsurface ponds behind four impermeable barriers. The barriers will extend vertically from the bedrock to the surface. Surface berms will be constructed along the length of each groundwater barrier to enhance sediment deposition and encourage the development of wetland vegetation. This is the least expensive and least invasive method of creating a wetland which will remain saturated to the requisite degree and for the amount of time required for classification as a wetland as defined by the 1989 Federal Manual for Identifying and Delineating Jurisdictional Wetlands.

Kaiser Aluminum & Chemical Corporation's (KACC) entrance into the alumina market began in 1946 with the purchase of a small plant in Baton Rouge. Louisiana. Since that time KACC has been involved with the design, construct; on, and operation of many alumina plants around the world. One of these plants is located in Gramercy, Louisiana. The Gramercy Works is a multiplant installation consisting of an alumina plant, a caustic-chlorine plant, a petroleum coke calciner and a fluorochemicals plant. Each of these plants require their own specific environmental control programs to abate pollution. Kaiser has made significant progress through the years on their own initiative in pollution control. But many new challenges have been and continue to be created with the enactment of environmental laws. The 1970 Clean Air Act Amendments, the resurrection of the old "Refuse Act" in 1970 and finally the 1972 Federal Water Pollution Control Act Amendments prompted the formulation of our current philosophy towards the abatement of pollution. Since the formulation of these complicated pieces of legislation, others equally complicated, have come to being. The Federal Insecticide, Fungicide and Rodenticide Act as amended by the Federal Environmental Pesticide Control Act of October, 1972, the Toxic Substances Control Act of 1976, the Solid Waste Disposal and Resource Recovery Act of 1976 and the Safe Drinking Water Act sighed in December of 1974 have all contributed to the challenge for an alumina plant to meet regulatory constraints. However, this paper will only discuss the alumina plant?s environmental programs designed to meet compliance with air and water pollution legislation. At the Gramercy Alumina Plant, over $25 million has been spent for pollution control since 1969. The Gramercy Plant is a prime example of KACC's commitment to meeting the environmental challenge.

The difficulties encountered in justifying replacements for over-age mobile mine equipment at the Gay Mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians, or computer oriented. The Gay Mine is located 17 miles east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Company and the FMC Corporation with 1.5 MM - 2.0 MM tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24 yard scrapers; twenty-one 30-50 ton end dump trucks; four 32 42 yard shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units. Authorization of capital expenditures for equipment replacement is dependent upon a favorable profitability index (true rate of return on investment) plus a favorable payout time. The system is based on cash flows and requires the determination of (1) the net cash outflows in the form of capital expenses plus (2) the expected cash inflows resulting from reduced expenses and depreciation tax credits. After adjustments for taxes and the time value of money, the net amounts are used to calculate the required indices. The basic elements for the system related to the replacement of mobile mine equipment include: (1) the determination of dollar penalties to be expected from the continued use of aging equipment; (2) the selection of equipment that will provide the greatest return on the investment dollars; (3) the quantification of the expected savings; and (4) the calculations of the prescribed indices. Acid mine drainage is a major environmental problem worldwide. A key to remediating this problem is understanding the rate and mechanisms of the complex, multistep pyrite oxidation reaction under geologically relevant conditions. Because many waste piles are not submerged, a large amount of pyrite oxidation actually occurs in air. We have designed a Barcroft-manometer reactor to measure the rate of pyrite oxidation in air as a function of relative humidity and oxygen partial pressure. The reactor consists of two chambers joined by a manometer. Each experiment occurs at constant temperature, initial oxygen partial pressure, and relative humidity, although these variable can be changed between runs. Oxygen consumption was measured and pyrite oxidation rates were calculated from those data. Initial data indicate that rate of pyrite oxidation by oxygen in humid air is much faster than the rate of oxidation by oxygen in solution. The rates determined by this study can be used to develop better remediation techniques for acidic mine waters.

Ore agglomeration has been used as part of the heap leaching process for the last 40 years. However, industrial experience shows that the lack of a universal agglomeration standard has limited the benefits of this otherwise valuable unit process. The more complex the ore in terms of the nature and relative abundance of fines (particle size smaller than 74 μm), the more important that the agglomeration product satisfies some minimal requirements. This paper presents an agglomeration scale that identifies the quality standards for agglomerates and documents the resulting mechanical, physical and hydraulic (hydrodynamic) behavior associated with each level on the agglomeration scale. The hydrodynamic properties of an agglomeration product are critical for the proper design of a leaching operation and, as shown in this paper, can be used to select the optimal pretreatment method for a given ore sample. Agglomeration as a unit process not only allows better conditioning of the hydrodynamic behavior of the ore but also creates an opportunity for optimized delivery of reagents to kickstart the leaching process, which may ultimately improve the economic performance of leaching. Industrial case data are used to demonstrate the shortfalls associated with low-quality agglomeration and the benefits of improved agglomeration, which range from enhanced porous structure (better percolation and drainage characteristics) to better metallurgical response (faster kinetics and higher metal recovery). Proper agglomeration has been used to render otherwise untreatable ores into valuable leaching resources.

Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

It is becoming increasingly difficult to secure local aggregate resources that meet quality standards and local restrictions without conflicts with other land uses and environmental regulations. The successful integration of natural-resource information into land-use decisions is becoming increasingly important as the needs for both land and resources become more numerous, complex and urgent. Well-reasoned decisions about land-use are crucial to the Nation if infrastructure resources are to remain economically available. Provisions for uninterrupted future supplies of aggregate should be made using proper long-range planning that incorporate a multiple land-use program. That program would include identification and protection of natural resources, strategies that will permit development of resources according to future market needs and environmental considerations, and the beneficial reclamation of mined-out areas.

The 191 million acres of public lands that are managed as National Forest System Lands contain extensive geologic habitat for over 40 industrial minerals. The Forest Service actively encourages exploration for and development of industrial mineral deposits within the National Forests. However, due to competing interests, the Forest Service may not always be able to accommodate industry needs. In order to successfully compete with ever-increasing demands for all resources in the 1990's, industry needs to become more active in public involvement and education and in communicating its contributions and needs to public land managers.

"INTRODUCTIONThe shales of the Greater Toronto Area (GTA) have been known to experience time-dependent deformations (TDD); those initiated by excavation-induced stress relief which progress with time as a function of rock porewater salinity, access to freshwater (or air) of lower salinity, clay and calcite content, and the buildup of swelling pressures within the rock mass. These deformations can induce long-term pressures on shaft walls and tunnel linings, especially if the permanent works are constructed soon after excavation, with very little time delay. This paper presents measurements of time dependent deformation of recent shaft and tunnel projects constructed in the GTA, and draws conclusions regarding the main influences on the TDD. The key input parameters for the numerical predictive model are critically assessed. Projects which are discussed include the Billy Bishop Airport Pedestrian Tunnel, Hydro One Midtown Tunnel and Hanlan Feedermain (Contract 3).MECHANISM OF TIME DEPENDENT DEFORMATIONExplanation of MechanismThe Georgian Bay Shale unit consists of typically moderately weathered to fresh, grey to dark grey, fine to very fine grained fissile shale interbedded with slightly weathered to fresh grey, fine grained calcareous siltstone and limestone interbeds. There are two distinctive features of the shale in the Greater Toronto Area (GTA). One is a high horizontal stress regime, and the second is long-term time dependent swelling behavior which develops when the following factors occur (Lo and Micic, 2010):• Stress relief of the rock mass• Outward salt concentration gradient from pore fluid of the rock to the ambient fluid• Availability of fresh waterThe swelling is a consequence of the reduction in confined stress in the rock which occurs upon excavation in combination with a differential gradient in salinity between the saline rock porewater and freshwater or even humid air. Osmotic and diffusive processes result in a decrease in the salinity of the rock porewater achieved by an overall increase in the water content, resulting in volumetric expansion of the shale rock over time. A procedure has been developed for the removal of zinc from acid solutions containing aluminum, silicon, calcium, magnesium, sodium, potassium and manganese ions and high concentrations of chloride ions. The first step of the procedure involves the precipitation of aluminum and silicon at pH 4.2. The second step, the removal of the zinc as zinc oxide, was studied in detail to get in- sight into the formation of oxychlorides. A diagram was developed giving the conditions at 75O C under which the formation of oxychlorides is avoided. Under optimal conditions a zinc oxide with less than 0.5 weight percent of chloride can be produced from 11 - 16 g/l chloride solutions.

"Replacing the aging roadway access to the iconic Golden Gate Bridge, thereby ensuring traffic safety and robustness in case of seismic occurrences, provided an opportunity for major design improvements as well as the development of a parkway that would include the construction of four new tunnels. With an eye to the future, the Doyle Drive replacement project aimed to meet the highest standards for environmental stewardship beyond regulatory requirements. Understanding that lighting equipment is the tunnel‘s subsystem that uses the most energy, the operator was looking for a sustainable solution to light the tunnels. An Intelligent Lighting Control System (ILCS), designed specifically for road tunnels, was acquired to individually control the almost 2000 luminaires lighting the four tunnels. This paper will show the results in terms of energy and operational savings generated over the nine months of operation between the commissioning and the conference in April 2016. INTRODUCTION Electrical & mechanical (E&M) equipment represents an average of 10 % of a tunnel total construction cost. Once the civil infrastructure completed, E&M equipment drives the main part of the expense during a tunnel useful life. Table 1 below describes the impact of various types of energy consumption and their cost impact in tunnels of less than 500 m. It is clear that lighting is the sub-system that requires the most energy. A good lighting strategy is the key to reducing energy consumption due to lighting and a viable solution that will bring important savings in tunnel operations.With a price of $0.14/kWh in California and a planned increase between 3% and 6% per year during the period 2013-2040, the tunnel operators could not afford to overlit the tunnels—particularly when they have to operate it for the next 30 years. However, they also need to maintain the right lighting level to ensure driver safety all the time. The Presidio Parkway project includes the Battery tunnels, which are 240 m (790 feet) and 230 m (750 feet) in length, and the Main Post tunnels, which are 280 m (920 feet) and 315 m (1030 feet) in length."

A stress control design strategy was developed to minimize the explosive failure of highly stressed pillars, during room-and-pillar retreat mining conducted between stiff immediate roof-and-floor strata. A confined core coal pillar strength model was based on in-mine geotechnical evaluations of successful room-and-pillar and longwall bump control designs. Tributary area and linear shear angle approaches were used to estimate development and gob side abutment pillar loads for supercritical section widths. Subcritical width sections separated by barrier pillars to control stress within total extraction panels were optimized with the boundary element program MULSIM/NL.

The introduction of continuous papermaking in the early 1800's was the beginning of the industry as we know it today. Since that time, the majority of the paper produced has employed an acid process. However, in the mid 1960?s, European producers began a transition to an alkaline papermaking process. Early European mill conversions to alkaline papermaking begun in the 601s, accelerated during the 1970's influenced by the dramatically higher cost for OPEC energy as well as the high cost of fiber and imported filler clay.

Trust in AI systems and the nature and amount of information about the system can influence decision-making. It is, therefore, crucial to understand how AI-powered monitoring systems (e.g., gas monitoring systems) influence miners’ trust and decision-making in emergency evacuation. This work focused on measuring the differences between how participants respond to a simulated underground mine emergency evacuation situation when warnings are represented as coming from a human or AI-based monitoring system. We also manipulated the amount of information participants received about the system, yielding a 2×2 between-participants survey design. The participants received an alert message about rising gas levels in a mine and provided a response on how they would react and reported their perceived safety. We also asked questions to assess their trust in, preference for AI over human-based gas monitoring systems, and whether they are willing to delegate the duties of underground gas monitoring to AI systems. The experiment results show the amount of information had a significant influence on miners’ trust and decision-making. The safety perception of participants based on age, number of children and ethnicity was significantly different from one category to another. This work provides valuable insights as the mining industry deploys AI systems to aid mine safety.

Bentonite is one of the main players in the stability of drilling mud. Its particle size and particle size distribution significantly affect drilling mud’s rheological properties. Although the Specifications for Drilling Fluids Materials report on Oil Companies Material Association (OCMA)-grade bentonite states that the API recommended powder having 2.5 percent mass fraction as the maximum value of residue of diameter greater than 75 μm, there is no other information on the specific size distribution for API bentonite. It was found that API bentonite has a specific size distribution with specific mixing weights. It is important to investigate why that mixture represents the optimum properties of drilling mud and how each individual size fraction has a specific function in the mixture. To clarify the effect of individual size as well as the collective effect of the size distribution, API bentonite was classified into different size fractions, with each tested separately for controlling properties such as filtration loss, plastic viscosity, gel strength, cake thickness and packing density.

The microstructural relationships in dolomitic fluxed taconite pellets were studied. The influence of basicity (in the range 0.75 to 2.1) and firing temperature (to 1340°C) on the grain structure, macrostructure, and mineralogical phase relationships are described. Extensive slag bonding of hematite grains begins at temperatures between 1220 and 1230°C, and results in fundamental changes in grain structure. Successive temperature increases result in little change in grain structure until 1340°C, when extensive coalescence of the hematite grains begins.' Increasing flux additions have little effect on grain structure but greatly influence pore character. The compressive strength decreases with increasing flux addition, increases with increasing firing temperature, and is related to the macrostructure of the pellet. The compositions of the slag phases are represented on the CaO-Fe2O3-SiO2 phase diagram, and the compositional path of slag development is described.

"Construction of the OceanaGold Haile operation’s process plant in Kershaw, South Carolina is currently under way, with ore through the mill expected in late 2016 and commercial production expected in early 2017. The process is designed to treat 6,350 tonnes per day with minor upgrades required to achieve 8,270 tonnes per day. Plant optimization during detailed engineering, combined with a focus on de-risking the process, has resulted in numerous process changes since the initial design. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio operation, whilst identifying potential expansion opportunities. INTRODUCTION Haile Gold Mine is located in Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The last operation employed heap leaching from 1985 through 1992. Since then, the property has been closed and fully reclaimed. Romarco Minerals acquired the property in 2007, and began an exploration program that delineated 2.02Moz. of gold in reserve at an overall grade of 2.06 g/t. OceanaGold acquired Romarco Minerals and the Haile Operation in October of 2015. OceanaGold operates under a risk management philosophy in all aspects of operation, both corporately and at each individual business unit, and has implemented numerous process changes to eliminate or mitigate risks identified in the initial design of the processing circuit, and provided increased opportunity for optimization and expansion. This paper describes the plant optimization and de-risking, it also presents a proven commissioning strategy modelled after OceanaGold’s Didipio Operation, and identifies potential expansion opportunities. INITIAL PROCESSING CIRCUIT DESIGN An extensive metallurgical test work program was undertaken by Romarco Minerals and third party laboratories during the initial design phase of the Haile project [1]. This preliminary test work provided the technical information as a basis of plant design. The initial flow sheet for the Haile processing circuit is shown in Figure 1 (see APPENDIX). The plant is designed to process 6,350 tpd (7,000 stpd) on an annualized basis. The process begins with a jaw crusher followed by a SAG and ball mill grinding circuit to reduce particle size to P80 74 µm. A flash flotation cell treats 50% of the cyclone underflow in the ball mill circuit. Grinding circuit product is sent to a rougher flotation circuit to recover gold-bearing pyrite. The flotation concentrates from flash and rougher flotation are reground to P80 13 µm using stirred media detritors (SMD’s). The rougher flotation tail is pumped to the carbon-in-leach (CIL) circuit for gold recovery. The reground concentrate is pre-aerated prior to being pumped to the CIL circuit. The CIL circuit is a hybrid circuit with eight tanks. Tank 1 leaches the pre-aerated concentrate only, and tanks 2 through 8 leach the combined flotation tailing and tank 1 discharge. The carbon strip circuit is a standard pressure Zadra system, followed by electrowinning, and refining using an induction furnace. CIL tailing passes through a cyanide recovery thickener prior cyanide destruction and then pumped to the tailing storage facility (TSF)."

A combination of chemical, statistical, geographic, and microscopic analyses reveal that sulfur in West Virginia coals is extremely variable in both form and abundance. Coals in southern West Virginia typically contain less than 1% total sulfur with organic sulfur being the dominant species. Northern West Virginia coals average about 2% total sulfur, mainly contributed by sulfur minerals. In addition to these regional trends, significant variations in sulfur form and abundance exist both vertically and laterally within individual seams. On both regional and local scales, the pyritic sulfur component can vary significantly in mineralogy, particle shape, maceral association, and particle size.

Plans for a large industrial development in the Upper Ohio Valley between Moundsville and New Martinsville, West Virginia, were announced in the Fall of 1955. This development consisted of a large aluminum plant to be .built by Olin-Mathieson; a 675,000 KW power plant to be constructed by the American Electric Power Service; and a large coal mine adjacent to the power plant to be developed by the Hanna Coal Company Division of Consolidation Coal Company. The Ireland Mine was designed to efficiently supply fuel for the power plant, and this was the first consideration in the location of facilities, design, and development of plant and the selection of the equipment. The first problem was to find a suitable area for the surface facilities. A level bottom area south of the power plant was reserved for future industrial plants and this area was also blocked off from the coal reserves by an old abandoned and flooded mine. The coal storage facilities of the power plant were on the north side of the plant and it was decided to locate the coal mine preparation plant on-the shoulder of a hill above the power plant. This location required the excavation of 70,000 yards of rock but permitted the driving of a belt slope from the plant at an angle so that the haulage roads underground would miss the abandoned Cresap Mine. This location also permitted the plant to be located at an elevation so that the conveyors leaving the plant were horizontal and had sufficient clearance above the highway and railroad tracks. The other surface facilities consisting of air shafts, supply slope, supply yard, office, bathhouse, shop and warehouse were located in the valley some distance north of the preparation plant. This location placed these facilities one mile nearer to the working area. Plans for design and development of the mine were started in November 1955; grading and clearing of surface area was started in January 1956; the air shafts and slopes were started in the Spring and Summer of 1956; and the first coal was produced from the supply slope in October 1956. The preparation plant was put in operation in March 1958, and by July 1959 was producing 8,000 tons per day.
