In 1965 Hoogovens was looking for additional capacity for burden preparation in the order of 2,5 to 3 million metric tons per annum of some kind of optimal blast furnace ore feed. In principle four solutions offered them-selves for further investigation: 1. purchase of screened ore and/or run of mine ores with the provision of a corresponding ore screening capacity on the blast furnace site; 2. manufacture of sinter; 3. purchase of pellets; 4. manufacture of pellets. After studying the technological, technical, economical and commercial factors Hoogovens decided for the last mentioned possibility. Before taking this decision not only a great number of different mixtures of iron ore were tested, but during a long period in one of the big blast furnaces a number of tests were also executed with purchased pellets from South and North America. It was found, that using 50% acid pellets with 40% basic sinter a coke rate saving of 25 kg per ton hot metal (50 lbs/net THM) and a production gain of 15% could be obtained as compared with a full sinter practice. With some pellets it became clear, that due to properties, commonly referred to as swelling, we got very poor furnace performances; so in studying the production of pellets, pellet quality should be regarded as the most important aspect of the problem.

INTRODUCTION One of the main problems in tunneling without the use of explosives lies in the development of tools which, at an economically acceptable level, are capable of continuous breakage of the rock, resulting in a fragmentation suitable for a smooth, uninterrupted transportation of the muck away from the tunnel face. Tools employed on tunneling machines have, so far, always been of the mechanical kind which break up the rock by a crushing and shearing action. Other methods of rock breaking are possible but, even if some of them have reached the laboratory testing stage, nearly all of them are still too "exotic" to be of any practical use in the immediate future. One must admit, however, that some highly interesting results are beginning to be reported from the USA on the use of high pressure water jets for the destruction of rock through erosion, a field pioneered in Europe(USSR and Great Britain). Mechanical breakage of the rock is effected by inducing stresses exceeding its compressive/shear strength, by loading it with a wedge of cone shaped tool, until cracks are formed and chips loosened. In order to allow the tools to act upon the rock face continuously, they are commonly shaped as rotating bodies, "roller bits" or "disc cutters", spinning freely and mounted on a revolving boring head of tunnel diameter. The thrust of the tools against the face is generally exerted in a direction which is parallel to the tunnel axis.

Cu isotope fractionation in low-temperature aqueous environments has been well documented. Here Cu fractionation was applied to two distinct, yet related, mining problems. First, an exploration geology application, where copper isotope fractionation was measured in oxidized leach caps, chalcocite enrichment blankets and hypogene mineralization in three porphyry copper deposits located in the southwestern U.S. Cu isotope patterns exist in a vertical distribution within the mines, coupled with distinct relationships with the Cu grade. Second, a hydrometallurgical application, where copper isotope fractionation was measured in leach fluids, feed and residues from a quick leach test (QLT) on Cañariaco, Peru ores. The results indicate the relative proportions of the minerals providing Cu during leaching. Interpretations of the QLT test measurements indicate covellite is the dominant ore mineral providing Cu during leaching. Both applications clearly demonstrate the use of the Cu isotope technique to understand low-temperature aqueous processes involving copper.

In underground mining, rock fragment size is a key variable for productivity because it impacts equipment selection and mining structure design. This study characterizes granular material fragmentation during its flow to understand its characteristics and mechanisms. Tests were conducted using a laboratory setup to emulate various heights where material is drawn. The fragment-size distribution was measured before and after tests for clay, concrete fragments, and gravel. Results showed that fragmentation mainly occurs in minor sizes, with significant increases in fine material as travel distance increases.

Large-scale use of CCBs in mine environments involves filling surface and underground coal mines with ash to address hydraulic problems, AMD, backfilling and subsidence. The environmental risk of land filling CCBs is generally evaluated by the Toxic Characteristics Leaching Procedure (TCLP) or the Synthetic Precipitation Leaching Procedure (SPLP). However, there is doubt regarding the applicability of these tests to long-term CCBs leaching behavior in groundwater associated with coal mines. The Mine Water Leaching Procedure (MWLP) was developed to provide a site specific risk assessment tool. The MWL Pprocedure is presented in this paper and compared with TCLP as a study.

The results obtained from hatch, flotation experiments on two coals were used to develop relationships between the recoveries of water and solids into the concentrate. When the recovery of non-ash material (RN) for any size fraction is plotted against a parameter X, defined as [x _ Amount of (W) recovered x Collector dosage (C)in the concentrate (cc)(kg/t)] a single "non-ash recovery curve" is obtained. Non-ash recovery curves thus obtained from different size fractions are used to get a unique "modified non-ash recovery curve" for a given coal, using the reduced efficiency curve concept. Similar observations have been noted in the case of recovery of ash material (RA) also. The amount of water recovered into the concentrate is plotted against a parameter "Water Recovery Factor (WRF)," defined as [WRF = T.F.(1+C)] where T is time (in sec) and F is frother dosage (in kg/t). Plotted in this form a characteristic water recovery curve, for a given coal is obtained that may be defined by the following equation: [W4=W_(1 pWRF-e] The above relationships have been verified against the experimental results obtained from three more coals and are found to give satisfactory predicted values.

INTRODUCTION The selective sensitivity of plastic nuclear track detectors (PNTD's) to low energy 4He particles in an environment which also contains gamma and beta radiations has made these detectors prime candidates for the dosimetric measurement of the concentrations of radon and its daughter products in mine air. Their passive, integrating mode of measurement, small size, low weight and inexpensiveness are attractive characteristics for large scale personnel dosimetry. The detectors can be used in either active or passive dosimeters. In active devices, the PNTD is placed in close proximity to a sampling filter. The filter collects, from a calibrated air flow, all the daughter nuclei which are in suspension. As the daughter nuclei pass through the decay chain, through 214Po, a fraction of the 4He particles emitted are registered as latent tracks in the plastic. In passive devices, the PNTD is placed in direct contact with the ambient air containing the radio-nuclei concentrations to be determined. The active dosimeters have the advantage of excellent sensitivity, and the measured track densities yield very close approximations to accumulated Working Level (WL)** exposures. They have the disadvantage that the simplicity of the passive PNTD is lost, since a battery-driven constant flow-rate air pump is a necessity. The passive dosimeters are simple in construction and use, but they have the disadvantage that WL exposures are not directly measured and certain assumptions concerning radon and daughter equilibrium conditions must be made in determining WL exposures from the measured track densities. Also the sensitivities, in track densities per Working Level Hour (WLH) exposure, are much less than for active dosimeters. Dosimeters of both types have been investigated. Passive devices have been tested extensively both in the laboratory and in mines. Active devices have been laboratory tested. In our earlier measurements, cellulose nitrate plastic detectors were used exclusively, since this material had the highest sensitivity of the PNTD's then in use. When the properties of CR-39 plastic were discovered (Cartwright, 1978; Cassou and Benton, 1978), this material was used, where possible, to take advantage of its superior sensitivity. The results of our earlier work have previously been published (Frank and Benton, 1977). * Research sponsored by the Bureau of Mines, U.S. Department of Interior, under Contract No. JO-188003. ** A Working Level is defined as any combination of the short-lived radon daughters containing 1.3 x 105 MeV of potential 4He-particle energy per liter of ambient air. PASSIVE DOSIMETRY In the earliest testing of PNTD's for passive WL dosimetry, a single strip of cellulose nitrate plastic was used to determine the total cumulative 4He-particle activity in the air of simulated uranium mine and uranium mine environments (Rock, 1968; Rock [et al], 1969; White, 1969). The measurements yielded a close relationship between track densities and WL exposures in a controlled, static environment, but poor accuracy in the active mine tests. It was assumed that equilibrium differences contributed largely to the variations found. The response of PNTD's to airborne 4He-particle emitters, derived by Lovett (1969), demonstrated that detectors such as cellulose nitrate, which has a sensitivity cutoff at 4He-particle energies below the emission energies of radon and its daughters, are equally sensitive to the activity concentrations of radon, 218po(RaA) and 214Po(RaC'). Since radon does not contribute to WL as it is defined, and since, under normal ventilated uranium mine conditions, the radon activity constitutes about 40% to 70% of the total 4He-particle activity, the WL exposures calculated from measured track densities are very sensitive to the particular radon daughter equilibrium conditions. Also, the detector does not weight the individual daughter activities in proportion to their importance to WL. The equation for WL is WL = 0.00103C2 + 0.00507C3 + 0.00373C4 (1) where C2, C3 and C4 are the activity concentrations of RaA, RaB and RaC-C', respectively, in pCi/[L]. The detector leaves C3 unmeasured and weights C2 and C4, equally. [This problem has been approached by Domanski et al (1975, 1979), for some non-uranium mines, by measuring equilibrium conditions throughout the mines to determine a mean value for A, the inverse of the Working Level Ratio (WLR = 100 WL where C1 is the activity of radon-222 in pCi/[L].) The distribution of values allowed Domanski to determine probable errors in calculating WL exposures from track densities. However, measurements of equilibrium conditions in U.S. uranium mines (Breslin et al, 1969; Holub and Droullard, 1978) indicate that this method would not be accurate enough for uranium miner personal dosimetry.] A two-element dosimeter was designed at our laboratory to compensate for equilibrium variations. The first element is a radon detector; the second is a detector for the total 4He-particle activity in the ambient air, just as in the single element dosimeters cited above. The addition of the radon detector allows the equilibrium conditions for the individual nuclei to be determined, given certain assumptions concerning the interrelationships between the nuclei concentrations in mine air. The two detectors and the problems involved in calculating WL exposures from their measurements are discussed below.

The evaluation criteria for cost comparison of the Gearless Drive, also called Ringmotor or wrap-around motor, as variable-speed drive with a Twin Drive System using synchronous motors are reviewed. Both mechanical and electrical components of the drive system are considered. The evaluation criteria are described and for the cost comparison the applicable method is demonstrated. The cost comparison is based on a medium and large sized mill system. Each drive package will display cost details with regard to capital cost, maintenance, power losses, overall efficiency, overhead and loss of production. As conclusion the benefits and disadvantages of the two drive/mill packages will be presented together with a payback diagram.

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. Federal and state regulations, in an effort to reduce acid rain, are becoming increasing more stringent regarding sulfur content of fossil fuels. Whereas coal from Illinois and Ohio contains between 1.5 and 37. sulfur, Wyoming has billions of tons of coal reserves containing less than O.5/% sulfur. However, much of Wyoming's coal is high in moisture, 25-30%, and low in energy, 8,200 to 8,900 BTU, vs. 10,500+ BTU for Illinois and Ohio Basin coals. Wyoming currently ships in excess of 130 million tons of coal to utilities as distant as Michigan, Wisconsin, Minnesota, Iowa, Nebraska, Louisiana, Oklahoma, and Texas. With freight charges ranging from $12.00-$20.00/ton, more than $1.5 billion a year is spent to transport water. A test shipment of more than 50,000 tons of Wyoming coal has recently been made from Mobil's Cabello Rojo Mine, south of Gillette, by Burlington Northern to the Robert's Bank British Columbia coal terminal for transloading and shipment to Taiwan Power Company. This coal assayed approximately 8,400 BTU/lb. and 277. moisture. Carbontec Energy Corporation feels the future availability of dried coal containing 11,000+ BTU could substantially enhance the potential export as well as the domestic market for Wyoming coal. Large and small utilities, along with industrial furnaces require tens of millions of tons of Wyoming, West Virginia, and other Eastern The federal government is encouraging the expenditure of hundreds of million of dollars by utilities to retrofit their boilers to allow them to burn higher sulfur coal. This program, if carried to completion, would cost many tens of billions of dollars, with the net result being high power costs sustained by the utilities. These costs will be passed on and paid for by the American consumer. A sensible alternative would be the burning of low sulfur coal by the utilities, without costly capital and operating expenditures. Carbontec Energy feels the successful operation of a Carbondry Coal Drying Plant in Wyoming will be the forerunner to other similar and larger operations in the State. CARBONTEC RESEARCH The activities of Carbontec's personnel to develop a viable process to dry sub-bituminous and lignite coal goes back some 14 years; in fact, for some of us it goes back to 1962 when we were involved in a program under which lignite coal from Truax Trayer's Velva mine was placed in low sulfur coal, which are burned alone or blended with high sulfur, Midwestern coal. Carbontec believes that a high BTU. reasonably priced, shippable coal fuel produced in Wyoming and delivered at costs competitive with Eastern low sulfur coal, could offer substantial benefits to Wyoming coal producers, utility customers, and to the State of Wyoming.

I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. In this study, the effect of colemanite and calcined colemanite (CC) addition on the properties of iron ore pellets is studied. The pellets are prepared in a lab without and with 0.2% colemanite and varying amounts of CC from 0 to 1.0 wt%in steps of 0.2%. A reference pellet is prepared under typical plant conditions, and the properties of the reference pellet are considered as the base value for improving the cold compressive strength (CCS) while maintaining the other parameters at an acceptable limit without altering the pellet. The study also aims to provide a detailed characterization of colemanite and calcined colemanite to better understand their behaviour during firing. The lab-scale results show that the CCS of pellets made with 0.2% colemanite was reduced by 222 points (60%) as compared to the reference pellets due to crack formation during firing. The results show an improvement in the CCS of the indurated pellets with CC dosage up to 0.4%, and decreasing strength is noted thereafter. It is observed that the swelling index increases with the increase in calcined colemanite dosage. To simulate plant conditions, reference pellets and pellets with optimized CC dosage were fired in a plant furnace.

Risk analysis is used extensively in many engineering applications. Although its use in the field of dam safety has been limited in practice, it has received considerable attention in recent years in the dam safety literature. Thus far, it has been shown that risk analysis in the evaluation of existing dams has the potential for providing a more rational basis for decision- making because of its focus on the direct issues--likelihood of failure, likelihood of loss of life, and risk cost of damages. It provides for a logical balance between the risk a dam imposes and the degree to which rehabilitation is required, compared to traditional evaluations based on somewhat arbitrarily chosen design events applied to large classes of dams. Dam owners could benefit by optimizing the cost of remedial measures. Downstream landowners could benefit by minimizing the likelihood of flood damages. However, it is also clear that significant technical and policy issues remain to be resolved before risk analysis in dam safety is accepted and routinely implemented in engineering practice. An obvious and important potential application of risk analysis is its use by the state regulatory agency as an in-house evaluation tool, or even as part of regulatory policy, in the implementation of its state dam safety program. Adoption of such a policy would have an important impact on the mining industry. .Although no state dam safety programs are known by the writers to have officially incorporated risk analysis into their regulations, there appears to be considerable interest in the concept. In recent surveys 47 states agreed that the development and promotion of a risk assessment methodology for state dam safety programs should be encouraged (Tschantz, 1983; Tschantz, 1984). The issue has also received important attention within the Association of State Dam Safety Officials (1986). One state-Illinois-proposed regulations during 1986 to allow risk analysis to justify lower spillway requirements for existing dams (Illinois Department of Transportation, 1986). At the Federal level, the National Research Council has found risk analysis especially appropriate for assessing dam safety at high-hazard dams (National Research Council, 19851, the Bureau of Reclamation has published guidelines for incorporating risk analysis into their dam safety grogram (U.S. Department of the Interior, 1986), and the Federal Emergency Management Agency has recently sponsored workshops and supported research related to risk analysis in dam safety (Federal Emergency Management Agency, 1985a ; Federal Emergency Management Agency, 1985b; - - McCann, et. al., 1985a, 1985b).

On 10 August 1976, The Geosat Committee was organized in Denver to institute The Geosat Program. This program is an industry backed effort to evaluate and help select optimum space remote sensing systems for geological purposes. It is believed that the recommendations of The Geosat Committee can be supported by industry as additional exploration tools which can materially benefit industry and the Nation with respect to our energy and other natural resources needs. Appended is a general summary of The Geosat Committee Organizational Meeting and general review of The Geosat Program. The Geosat Workshop Report. "Tailings can be more stable in-site where they are stored and and so the risk of conventional tailings dam accidents can be reduced by alternative methods. In recent years, surface paste disposal (SPD) method is one of the alternative tailings storage methods. According to the results obtained from the previous lab scale experiments, optimum storage design was determined and then, this design was carried out in-site application under atmospheric conditions by a pilot scale tests. In the field study, two separate dams with no environmental hazards were established by the hazardous waste storage directive, whose surface area is measured as 400cm × 200cm. Also physical changes in the paste tailings were measured by the sensors such as volumetric water content, mutric suction and oxygen consumption. In addition, seepage water was collected in the drainage pool and examined for acid mine drainage and metal mobilization risks. As a result of the preliminary data obtained from measurements of pilot scale tests, when the pH value of seepage in the cemented dam (only 1th and 10th layers with cemented) is about 11, the pH value of seepage in the uncemented (reference) dam is measured at 8-9. INTRODUCTION Environmental damages occurred during the deposition of mine process tailings at surface using conventional methods (tailings dam etc.) can be reduced and/or eliminated with the use of new technologies and methods to an important extent. Nowadays, it has been investigated to safely deposit metal mine wastes generally discharged into surface tailings dams, seas, rivers, creeks etc. using Paste Tailing Technology which gains the growing importance in recent years. Meanwhile, Paste Tailings Technology has two applications in industry as an underground paste backfill and surface paste deposition. Particularly scientific studies about deposition of process tailings as paste sample in underground and surface have been increased. These studies showed that surface paste deposition can minimize the free water amount which is the biggest problem in conventional tailings dams. Additionally, it also provides less particle segregation, in other words, the formation of more homogenous material, the development of geotechnical properties which causes to obtain more stable material, increases the strength and stability of the paste with addition of binder where necessary surface paste material, and reduces the risk of Acid Mine Drainage (AMD) (Bascetin et al., 2017a). Theriault et al. (2003), Martin et al. (2006) and Simms et al. (2007) reported that Bulyanhulu mine in Tanzania is the first gold mine to employ surface paste disposal (SPD) worldwide. Here, tailings are deposited alternately via several towers. The tailings flow away from each tower to forming a conical deposit. Each layer had a lower thickness than 30 cm. The fresh tailings were poured on top of drying and hardening layer after a waiting period of 5-30 days. No cement was added into the tailings to prepare paste material. Uncemented paste was deposited by a solid content of 73% which corresponded to a 250 mm slump cone height (Yilmaz et al., 2014). In a study conducted by Yilmaz (2010) illustrates the preliminary results of a field cell testing undertaken to investigate the effect of in situ climate conditions and material properties on the performance and quality of fine-grained, sulphide-rich paste tailings at the LaRonde mine in Quebec, Canada. A total of two field cells are constructed in the surface disposal site of the mine and categorized as cemented cell CC and uncemented cell UC (Bascetin et al., 2017b)."

There have not been many opportunities to date for comparison between laboratory and commercial neutralization rinse data. Homestake Mining Company's Santa Fe project is one such comparison. This paper discusses laboratory procedures and results from a 100' leach pad height simulation column neutralization rinse test and compares principal data with that achieved in actual commercial leach pad neutralization rinsing procedures. Principal comparisons include the rate of WAD cyanide neutralization, decrease in effluent pH, stabilization of dissolved silver and copper, and the quantity of dissolved gold recovered during rinsing.

Certain deposits of incoherent materials which are near the surface and exploitable by open-pit mining may be characterized in real time before they are mined through an analysis of ground-surface imagery. If the slice to be stripped is not overly thick, in fact, surface texture and color properties may be extrapolated to its entire thickness. Image analysis techniques to process ground surface images acquired in situ (or in the laboratory shortly after their acquisition) which yield pattern vectors representative of RGB color component distributions and HSB texture parameters have been developed. The techniques were applied to a mineral sandy ore deposit containing three different lithotypes. Geostatistical analyses showed that the data used to characterize the lithotypes were reliable. The correct recognition of the lithotypes was carried out using a multi-barycenter classification algorithm. Such in situ image-analysis procedures open the way to the proper selection of the ore to be mined, or the proper way for run of mine (r.o.m). processing, or the appropriate blend to be processed before or at the same time as the mining process itself is enacted.

In a previous article1 the methyl stretching vibrations for a series of xanthates and amines were reported, and the frequency of the methyl stretching vibrations in a homologous series of the alkyl compounds were shown to decrease exponentially with chain length and approach a limiting value corresponding to that of saturated hydrocarbon beyond six or seven carbons. These observations were explained quantitatively by the theory of Goto and Takenaka2 who proposed an equation relating the frequency shifts to the inductive effect of polar groups. As a result, the alkyl groups in the shorter chain heteropolar compounds were interpreted as becoming somewhat polar, and a good correlation was observed between the CH3-stretching frequencies and such surface chemistry parameters as contact angle, surface tension lowering, solubility, and critical micelle concentration" The substitution of fluorine atoms, the most electronegative of all atoms, for the hydrogen atoms in alkyl groups was expected to reverse the direction of the inductive effect within a heteropolar molecule, and its effect on the C-F stretching frequency shifts and on some surface chemical properties became of interest. In a recent study the C-F stretching frequencies of a series of normal perfluorocarboxylic acids and a few 1,1' -dihydroperfluoro alcohols were determined as a function of chain length and the results were compared with the corresponding hydrocarbon analogs. Furthermore, the nature of the induced polarity in the hydrocarbon and fluorocarbon groups was investigated through surface potential measurements at the interfaces of air-aqueous solutions of normal butyl alcohol and of l,l'-dihydroperfluorobutyl alcohol and through differential capacity and electrocapillary measurements at the interfaces of mercury-aqueous solutions containing the above two alcohols. Experimental Normal perfluorocarboxylic acids and 1,1' -dihydroperfluoro alcohols were provided through the courtesy of the 3M Company, St. Paul, Minnesota. Normal butyl alcohol was purchased from Distillation Product Industries, Rochester, New York. A Perkin-Elmer Model 621 infrared spectrophotometer was used to investigate the spectra in the frequency region of 1200 to 1270 cm-l with frequency scale

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.
