The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).

Gold ores containing antimony suffer from poor recoveries of gold in cyanidation due to the impact of antimony on the cyanidation process. Techniques such as lowering the pH for cyanidation can improve gold recovery, nevertheless a limit can be reached where high cyanide consumption makes traditional processing uneconomic. The paper outlines a process for the pre-treatment of gold-antimony concentrates to remove the antimony resulting in a low-antimony content gold-bearing residue suitable for efficient treatment for gold recovery through cyanidation. This hydrometallurgical process produces a by-product credit of commercial grade antimony trioxide as Senarmontite that can significantly offset the cost of the pre-treatment.

The trend to higher solids paper coating and to neutral/alkaline papermaking is causing an above average growth in the use of calcium carbonate as both a paper coating and a paper filling pigment. These developments are expected to continue well into the 1990s. Thus, calcium carbonate will account for a somewhat larger percentage of total paper pigment volume. Nevertheless, overall growth in paper tonnage coupled with an increase in filler pigment percentages will create a demand for larger quantities of other pigments as well. Kaolin will continue to be the dominant paper pigment by far, with continued growth though at a somewhat slower rate than calcium carbonate.

The gangue in some magnetite ore bodies contains feldspar; the alkali content of the feldspar reduces the usefulness of these iron ores. One method of decreasing the feldspar content in magnetite concentrate is froth flotation. The amine flotation of feldspar from magnetite concentrate was investigated using zeta potential measurements, Hallimond tube flotation tests and laboratory-scale flotation tests. The zeta potential of various feldspars (microcline, albite, anorthite, oliqoclase and anorthoclase) were determined as a function of pH; the point of zero charge ranged from pH 1.4 to 2.5. Hallimond tube flotation tests using two amine reagents were conducted on the feldspars. Hallimond tube flotation tests using six amine flotation reagents were performed on the cobber tails (quartz, albite and microcline) from a magnetite concentrating plant; in all cases, over 85 percent flotation recovery was obtained at pH 8 and 10-5 to 10-4 [M] collector addition. Laboratory-scale (667 grams) flotation tests were performed on the magnetite concentrate in an attempt to float the feldspar which had reported to the concentrate. The effects of three different collectors, two levels of collector concentration, three pH levels, starch and HF acid were investigated.

INTRODUCTION The project described in this paper is designed to provide a standard and flexible method by which data can be exchanged among different systems and packages in common use for geo- logical modelling and mine planning, with substantial savings in ad hoc programming which is expensive and produces interface software that is difficult to maintain. Such packages include specialised applications such as Vulcan, Surpac, Datamine, and Gemcom software, and the Whittle pit optimisation programs, and more general products such as AutoCad, Microstation, and Maplnfo, and database management systems through a generic SQL interface. The data translator is built around the CSIRO Data Model and GeoEditor, and will make widely available the benefits of the Data Model by adding functionality to its implementation in an industry- standard language and style, with interfaces to important geological and mining software products used by the industry, while including also the visualisation and editing capabilities of the GeoEditor which provides the functional framework within which the Data Translator is developed. The Data Translator is intelligent in the sense that it is not a black-box solution but allows visualisation and validation of data during transfer; furthermore it provides a means for changing abstraction levels during the transfer operation. There have been few similar efforts to address this problem. It is not a problem which is likely to be solved in any general or long- term way by any individual commercial software vendor. THE CSIRO DATA MODEL A wide variety of software tools have entered the exploration and mining industries via different pathways. Examination of these pathways and the origins of the software illuminates the types of data transfer problems and difficulties which might occur in the day to day life of exploration and mining operations. In exploration, the focus is normally on a large area (>5000km2) which is explored primarily in two dimensions. For 20 exploration purposes, geographical information systems (GIs) software, image processing software, and, in some cases, 20 computer aided design (CAD) software have been employed. Typically, GIs soft- ware is used the most by lands and tenements personnel and government geological survey organisations, image processing software is used the most by geophysicists, and 20 CAD software is used the most by drafting and geology personnel. In contrast, within the mining environment, almost all activities have 3D character. In this realm, 3D CAD software and specialised mine planning and design software are important. Specialised mine planning and design software is similar to 30 CAD software, but typically has additional capabilities such as specialised modules for surveying, drill hole data operations, open pit design and optimisation, underground mine design, mining block model creation, and/or ore reserve calculations. Unfortunately, the different origins of the software in exploration and mining lead directly to problems in data exchange and the design of seamless software systems. These problems result from the different data management strategies employed by the different classes of software. In order to address these problems, CSIRO Exploration and Mining and CSIRO Division of Information Technology have been investigating the structure, character, and syntax of data and soft- ware present in computer-aided exploration and mining activities since early 1993. The goal of this effort is to 1) systematically ex- amine the breadth and depth of the data in use within exploration and mining, and to 2) promote a data organisation strategy which is broad enough and comprehensive enough to enable wiser soft- ware design and easier data transfer. In the short term a data model can be used to improve data transfer; in the longer term it is hoped that a data model framework will help object-oriented concepts to enter the next generation of geoscientific software. The data model is described in more detail by Power et al., 1995. THE DATA TRANSLATOR PROJECT The CSIRO Data Model provides a basis for a very wide range of applications in geology and mining. It has been developed over the past two years by a joint team from the Division of Exploration and Mining and the Division of Information Technology, and its principal purpose is to provide a comprehensive and self consistent model of the geometric and topological properties of geological and mining data. Commissioning a mineral processing plant has always been a challenging task. The process includes pre- operational verification, dry and wet commissioning, and a gradual ramp-up to full production, all of which must be executed within the shortest possible timeframe, requiring numerous highly interdependent tasks to be conducted concurrently. This phase is under scrutiny by shareholders, corporate management, and other stakeholders who are keen to see a return on investment as the operation starts yielding results. Despite extensive documentation in the literature highlighting its significance, the impact of the commissioning phase remains underestimated in contemporary mining projects. This paper provides an overview of the commissioning process and its associated challenges before focusing on a critical success factor: building a dedicated commissioning team with the required competencies and personality profiles. The roadmap to achieving an efficient plant start-up is outlined. Drawing on over 15 years of experience with more than 20 concentrator commissioning and start-ups, a general framework is presented to maximize success. This method emphasizes the crucial role of the operation and metallurgy team in supporting these projects. Finally, insights from Soutex’s involvement in multiple start-ups are shared, offering lessons learned that emphasize best practices and challenges encountered in expediting the ramp-up process while maintaining high Health, Safety, and Environment (HSE) standards.

Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.

Three case studies were undertaken to investigate the role of land use potential evaluation in reclamation planning and to determine the impact of regional differences on the evaluation process. The three surface mines studied were representative of operations in the Appalachian, Interior, and Northern Great Plains provinces. The scope of the investigations included a survey of regional characteristics, a detailed investigation of the mining operations and site conditions, and an assessment of local land use planning activities in the area of the mine. Special attention was given to key factors that presently determine the use of reclaimed land. Also, for each case study, the postmining land use potential was evaluated using site planning principles. Specifically, the environmental, economic, and social impacts of several potential postmining land use plans were considered.

The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

The Mineral Economics and Management Society (MEMS) held its fifth annual conference in Montreal, Quebec, Canada earlier this year. “The Minerals Industry: Responding to the Global Challenge” was the first MEMS conference to be held outside of the United States. About 125 mining- and minerals-related professionals attended. The MEMS program included six sessions and three distinguished speaker addresses. The session topics included: “Minerals in the Macro economy: Development in Demand,” “Trends in Global Metals Supply: The Producers’ Challenge,” “Global Environmental Issues: Policy Perspectives,” “Global Environmental Issues: Quantitative Analysis” and “Minerals in the CIS: Phoenix or Albatross?” A student session was also offered. It provided a competition for monetary awards for outstanding papers.

In 1986, a subsidiary of Echo Bay Mines Ltd. purchased the McCoy property, 55 km (35 miles) southwest of Battle Mountain, NV. Echo Bay then launched a two-year, $1 15-mil lion capital program to build a mill to extract gold and silver from high-grade ore mined in two open pits - the original McCoy pit and a more recent discovery, the Cove. Engineering on a new mill began in 1987 with the facility coming on line in 1989. It was comprised of a semiautogenous (SAG) mill and ball mill grinding, leaching, flotation, counter current decantation (CCD) and Merrill-Crowe processes. The mill started up on McCoy ore, a rocky material that settled very well in the new CCD thickener system. Production levels were maintained at about 7.2 kt/d (8000 stpd). The situation changed as the McCoy ore played out and increasing amounts of material from the Cove pit-with its oxide, sulfide and carbonaceous ore - were fed to the mill. The problem was the high clay content of the Cove ore. The new ore immediately created production problems, mainly loss of control on the CCD thickeners. With the McCoy pit slated to be shut down in early 1991, it was essential to find a way to efficiently process the Cove ore. Initially, the only way to regain control of the thickeners was to slow down the processing rate and increase flocculant usage, thereby getting the solids to settle in the thickeners. But this had its cost. Production dropped to about 5.9 kt/d (6500 stpd), additional operators were needed and flocculant costs, on occasion, would reach an unacceptable $80,000 per month. The stress-relief method for the determination of the ground stress tensor is a common procedure in rock mechanics. In particular, the method of applying gauges to the end of a borehole is a well-established technique. Investigations, both experimental and theoretical, indicate that large discrepancies can exist in the determination of the ground stress tensor when the rock substance is not the ideal elastically isotropic material assumed for the reduction of data. The purpose of this paper is to extend the analysis of strain gauges applied to the end of a borehole to rock material more closely approximate to an orthotropic substance.

The trend in underground room-and-pillar coal mining is to employ remote-control continuous mining machines and extended cuts, 12 m (40 ft) deep or more. This system of coal extraction, adopted by over 435 mines, can create additional worker-safety hazards. To address the ground control and worker-positioning hazards, a combination of statistical analyses and numerical modeling was conducted. Initially, the reported roof-fall incidents and fatalities were reviewed to delineate the ground-control hazards. Then, the application of the Coal Mine Roof Rating (CMRR) for estimating safe extended-cut depths was evaluated. Finally, computer modeling to predict roof displacements during extended-cut mining was completed. The paper describes the results of these studies and their impact on the safety of extended-cut mining.

Computer models of metallurgical circuits are extensively utilised in design, and prediction of overall plant separation performance. As always, in the final optimised flowsheet design there is a compromise between the recovery of values and grade of the circuit output. This paper mathematically examines various circuit options for the generation of a heavy mineral concentrate from a generic mineral sands wet concentrator plant. Based on data derived from testwork, any particular mineral sand has a unique release curve describing the separation performance of the heavy mineral suite. Models are constructed that combine particular stage output streams as feed to other stages in various configurations. The ramifications of each option are discussed and reasons why one particular option is selected over the others examined.

INTRODUCTION The basic premise of the ideas presented in this paper are as follows: Engineers believe that "theoretically" it will work. Operators ask what they must do to make it work. And, people can screw it up. r Today the challenges conf onted during the engineering, startup and operation of mines are becoming more complex. As mining and processing professionals, we are called upon to trav­el all over the world, are subjected to a wide variety of climates and must deal with a numerous cultures and people. Historically, for the majority of the people working in the mining industry, the primary challenges related to projects have focused on the differing perspectives of the disciplines involved. For example, geologists focus on resources and reserves, mining engineers relate to tons or tonnes, metallurgists count ounces or pounds or kilograms of product, mechanics emphasize availabil­ity, human resources personnel deal with absentee rates and turnover and accountants watch the bottom line ($$'s). As the world has become "smaller" and the mining industry has become more globalized, the puzzle is becoming increasingly difficult. Even the most experienced in the crowd of mining profes­sionals are oftentimes surprised by the types of problems that are encountered. Try as we may, we cannot anticipate the complex­ity of dealing with the human side of an operation.

A description will be given of an approach to plant process automation based on the strategy of first developing an information system followed by later development of process models. The advantages of this approach over the unit process control will be outlined. Some insight will be given into the risks associated with this method. These risks can be shown to be primarily economic.' Some reference will be made to two Cominco installations in the interests of illustrating the generality of the information systems approach.

The Singapore Land Transport Authority (LTA) is currently expanding capacity by extending their Metro system from South of the city to the North East end of the island. The scope of Contract 704 involved excavating a long reach of tunnel which had a complex rock/soil interface comprised of fresh granite overlaid by clayey sand. Two 6.5 m diameter Earth Pressure Balance (EPB) TBM’s were used to bore the tunnels. These machines were designed so that both hard and soft rock could be excavated. The cutter head was equipped with a combination of both rippers and disk cutters. Soil conditioning was achieved by delivering foam through a multiple port injection system. This very irregular profile of the interfaces posed many challenges to the equipment and the people.

The bed filtration of colloidal particles has been modeled by performing a differential particle balance. The balance considered the localized particle deposition rate to be the sum of three rate resistances: 1) mass transfer to a region near the surface; 2) adhesion onto a partially filled surface; and 3) resuspension from a partially filled surface. The differential particle balance equations, one for the free particles and one for the adhered particles, were solved by a finite difference algorithm. The results of this model are compared to experimental filter breakthrough curves.

The use of a series of thickeners for-washing of the slime fraction of a leached ore is not uncommon in the uranium industry; however, few ore processing mills have used a thickener circuit for washing leached total ore. The, common, practice is to wash the sand fraction in classifiers and, the slime fraction only in thickeners. At the Uravan mill of Union Carbide Nuclear, Company, a total ore' acid leach is employed to extract uranium values from sandstone ores. These leached ores are then washed at a nominal rate of from 1,000 to 1,300 tons per day in a series of washing thickeners. A typical screen. analysis of the ore being washed in these thickeners, is 25 percent -200 mesh, 3 percent +35 mesh and about, one' percent +l4 mesh., The amount of slimes (-200 mesh) will vary from 20 to 30 percent s the mill receives ore from 150 different mines The washing liquor is acidic, from a pH of about 2 in the first thickener to 0.6 pH in the last thickener and of course ally acid duty equipment must be used. The Uravan mill of Union Carbide Nuclear Company is located in Montrose County, Colorado and is physically located on a canyon wall along the San Miguel river. The thickeners referred to in this, paper are located on top of the mesa above the canyon. For purposes of identification, these thickeners are numbered 1 through 8 from south to north.

As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.
