"Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be re-handled. Prior studies have shown that by only changing blast hole timing with the same blast design, fragmentation and throw alters. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum inter-hole delay for fragmentation has been found by studying timings from 0ms to 45ms. Instantaneous timing between holes increased the throw by over 100 ft, but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw. This paper investigates this optimized inter-hole timing while altering top and bottom column primer time to potentially improve throw while maintaining optimum fragmentation. Timings studied are top initiation, bottom initiation, and top and bottom simultaneously. INTRODUCTION Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading, and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.” Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is re-handled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators has allowed for precise delay timings to be used between rows, holes, and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation. This study consisted of 3 full scale bench blasts at a granite quarry in Talbotton, GA. Each blast was characterized by the timing delay between the top and bottom primer in the blast column of each hole; one simultaneous blast with a 0 ms delay, a bottom-initiated blast with a 1 ms delay, and a top-initiated blast with a 1 ms delay. Fragmentation analysis of the resultant muckpiles was performed using a combination of the PortaMetrics handheld point-and-shoot rugged tablet from Motion Metrics and the software WipFrag from WipWare. Throw was measured by placing strategic distance markers on the floor of the bench and then taking overhead photographs of the muckpiles after each blast. High-speed video footage was captured of each blast using an MREL Blaster’s Ranger II camera."

The carbonatite orebody in Jacupiranga is situated some 230km (140-mi) southwest of Sao Paulo and is mined by Serrana S/A de Mineragao, producing an apatite concentrate for fertilizer production and a calcite tailing for cement manufacture (see Figure 1). The orebody (Table 1) is mined by open pit and the total production is 4.5 million mt/year of carbonatite ore with a further 2.2 million mt/year of overburden. The carbonatite low-grade ore (Table 2) is fed to the concentration plant at 460 mt/h , comprising of four parallel lines of grinding, by rod mills 2.7m x 4.5m (9 x 15-ft), operating in closed circuit with hydrocyclones. The grinding circuit product is deslimed in four stages using hydrocyclones and the deslimed product is conditioned with corn starch and subsequently floated, using fatty acids as collector to, recover the apatite.

The purpose of this paper is to provide general information about the bioaccessibility of metals and specific information about the use of bioaccessibility in risk assessments (human health risk assessments [HHRA] or ecological risk assessments [ERA]) and a list of sites where regulatory agencies have approved the use of bioaccessibility data in risk assessment. The memorandum also cites current U.S. Environmental Protection Agency (USEPA) guidance as well as state specific guidance where applicable. BRIEF HISTORY OF METAL BIOACCESSIBILITY TESTING AND METHODS The bioaccessible fraction of a constituent is that fraction that dissolves or desorbs from its matrix (e.g., soil) in the gastrointestinal tract and is available for absorption (USEPA 2007a; ITRC 2011; ITRC 2017). This is different from the bioavailable fraction, which is the percentage of the amount of an element that an organism is exposed to that is absorbed by that organism during a given time under defined conditions (USEPA 2007a). The bioaccessibility factor is the percentage of a metal that is potentially available for absorption and, therefore, is a conservative estimate of the bioavailable fraction since all that is available for absorption may not ultimately be absorbed into the organism’s system. Currently, there are two main techniques for estimating bioavailability of metals within a medium: in vivo animal studies (time-consuming and often cost-prohibitive), and in vitro tests that simulate human, or animal digestion in a laboratory setting. In vitro and in vivo test methods and protocols have been extensively evaluated by numerous researchers (Ruby et al. 1996; Rodriguez and Basta 1999; Sips et al. 1998; Sips et al. 2001; Molly et al 1993; Oomen et al 2002; Kelley et al. 2002; Oomen et al. 2003; Furman et al. 2006; Drexler and Brattin 2007; Basta et al. 2007; Wragg et al. 2009; Wragg et al. 2011; Chaney et al. 2011; Bradham et al. 2015; Bradham et al. 2018). The most recent scientific literature demonstrates that protocols used to estimate the bioavailability of metals to mammals also predict bioavailability of metals to birds as well (Beyer et al., 2016).

As the 2018 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2018 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 344. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2018 Transactions consists of a total of 59 technical papers, encompassing all 25 papers published in 2018 in the Technical Papers Section of Mining Engineering (Vol. 70) and all 26 papers published in 2018 in Minerals & Metallurgical Processing (Vol. 35). Additionally, this volume contains 8 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2018 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume. The new year brings an exciting change. The publication of Transactions will cease with this volume. Instead, our Minerals & Metallurgical Processing journal has the new name of Mining, Metallurgy & Exploration (MME), and Transactions as well as the Technical Papers Section of Mining Engineering are incorporated into MME. The journal is published in partnership with Springer Nature, and all SME members have free electronic access to the journal.

The combined 79th Annual Minnesota Section of SME Meeting and 67th Annual University of Minnesota Mining Symposium was held April 11 and 12, 2006, in Duluth, MN. About 300 mining professionals attended, including engineers, executives, mining managers and suppliers, from throughout the United States and Canada. This year’s theme was “Success in the New World of Mining.” The SME Minnesota Section meeting included a keynote session, a special projects update, a general managers update and technical paper presentations. The University of Minnesota Mining Symposium program featured a panel discussion on Minnesota’s relationship with China. The combined meeting included a trade-show consisting of 64 booth spaces. Tradeshow demand exceeded expectations, and an additional 10 booth spaces were added in the registration lobby. Also included were an SME short course on pump basics and social events.

The kaolinite presence in bauxite ores increases caustic soda consumption during the digestion step in the Bayer process. Depending on the kaolinite content, the utilization of the ore in the Bayer process may be unfeasible. This investigation addressed the variables involved in kaolinite flotation through microflotation experiments in a Hallimond tube and zeta potential determinations. The tests were performed with a pure sample of kaolinite (96%). Five collectors were tested: Duomeen T (DT), cetyl pyridinium chloride (CPC), cetyltrimethylammonium bromide (CTAB), dodecylamine (DDA) and Flotigam EDA (EDA). Four of them performed well as collectors, at a concentration of 1x10-4 mol/L: CPC, CTAB, DDA and EDA. The kaolinite isoelectric point (IEP) was determined at pH = 4.6. The IEP was shifted towards higher pH values in the collectors? presence, indicating specific adsorption onto the mineral surface.

Over the past seven years a large database of coal self-heating rates under adiabatic conditions has been developed at The University of Queensland. Coals have been tested from Australia (Queensland and New South Wales), New Zealand (North and South Island), Indonesia and more recently the United States. As a result of this work, definitive relationships and trends have been established for the effects of various intrinsic coal properties on self-heating rates and anomalous coals have also been identified. Previously held views on the effects of coal rank, type and inorganic constituents are examined in this paper. Many of the published relationships do not hold true in terms of coal self-heating rates. A propensity rating scheme has also been developed which is routinely used in Australia for assessing coals and identifying appropriate mining analogues for spontaneous combustion management planning. A selection of examples will be presented in the paper, which shows the significance of this assessment strategy.

"Scrubbing both horizontal (drum) and vertical (attrition) are considered simple unit operations in the beneficiation of phosphate ores. In general, the operating conditions are fixed at high solids content based on the experience of the engineering or equipment manufacturing company responsible of designing this beneficiation step. Nevertheless, scrubbing is a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes, break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Therefore, it is considered that as high solids content as possible should be used to enhance particle-particle interactions (impact and rubbing) without taking into consideration the rheology of the system. However, scrubbing unit operations design requires studying the balance between the increase of particle-particle interactions with the cushion effect that may occur when slimes, clays and fines decrease the availability of free water increasing the apparent viscosity of the phosphate slurry up to that of a paste consistency. This paper presents data from laboratory tests to determine the best operating conditions for the design of these unit operations based on the highest P2O5 grade obtained with the lowest impurities for different size fractions. INTRODUCTION In the beneficiation of phosphate ores, unit operations such as horizontal scrubbing (drum) and vertical scrubbing (attrition) are considered simple unit operations. Therefore, little attention is given to the design of horizontal and vertical scrubbing during the basic engineering studies, and the detail engineering stage, the manufacturers recommending “standard” units and operating conditions based on their experience. Due diligence of several beneficiation phosphate plants at industrial scale indicates that a deficient scrubbing of the phosphate ore results in significant problems in downstream unit operations, such as classification, clarification, gravity separation, magnetic separation, flotation, dewatering, and filtration. Scrubbing is in fact a complex unit operation designed to clean the surfaces of phosphate mineral particles of slimes (clays and fines), break loose weak inclusions or attached particles of impurities, and break aggregates of clayish material. Two phenomena occur, the particle-particle interaction (impact and rubbing), and the rheological effects of releasing significant amount of fines into the slurry. Therefore, high solids contents are recommended to enhance the particle-particle interactions, which may result in a change in the rheological regime of the system due to the slimes, clays, and fines decreasing the availability of free water. This increases the apparent viscosity of the system up to that of paste consistency resulting in a cushion effect that suppresses scrubbing. Under these conditions, not all fines are release and rejected (deslimed), downstream unit operations being affected by the release of clays, resulting in P2O5 losses."

Total suspended solids (TSS), generally referred to simply as sediment, is one of the four major parameters of water pollution associated with surface mining activities. The other three para¬meters are iron, manganese and pH. Currently the Environmental Protection Agency (EPA) is in the process of developing and implement¬ing effluent limitations for these pollutants pursuant to section 301 of the Federal Water Pollution Control Act Amendments of 1972, 33 USC 1811.1 To date, effluent guidelines for existing point sources have been published, and guidelines for new sources are forthcoming. The effluent limits which have already been developed for TSS have been subjected to some controversy.1 Some industry spokesmen have indicated that they may be unable to meet these effluent limitation guidelines for TSS. The industry claims that in certain areas the suggested limit is unattainable since high suspended solid loads already exist in streams due to numerous and various sources of nonpoint pollution which include agriculture, silviculture and urban construction for which no TSS effluent limits have been set. An opposite viewpoint asserts that the TSS limitations are too lenient since permit data from the Regions (U.S. EPA Regions) indicates present compliance for several companies under more stringent TSS limits. The experience at the Centralia mine in Washington is one example.2

This paper will discuss how the construction management team and the contractor working together on the City of Los Angeles, North East Interceptor Sewer project, managed information on a daily basis. Data was synthesized from various sources including: inspection, survey, instrumentation, laboratory and the tunnel boring machine data logger systems to produce state-of-the-art reports and graphics which will become industry standard. Special emphasis is placed on how the data is managed and interpreted in a clear and objective manner, permitting the tunneling processes to be carefully monitored and suggesting appropriate action to be taken by the construction management team and contractor.

There are more than 15,000 abandoned mine features in New Mexico. A considerable number of these mines have not been cataloged or assessed for prioritized reclamation efforts. These mine wastes can be examined as a resource of critical minerals. Many of legacy mine waste deposits have undiscovered commodities and critical minerals, due to low recovery processes during past production. In this project, Black Hawk mine wastes in Grant County, New Mexico are examined by thorough mineralogical and geochemical characterization. This project seeks to characterize and estimate the critical minerals in mine wastes of Black Hawk mine, and determine the acid generating potential of mine waste. Identifying and producing critical minerals in New Mexico may directly benefit the U.S economy and national security.

While the late 1960's are known as the years of the public recognition of impending environmental crises, the 1970's will be known as the decade of public concern for improving the quality of that environment. One of the present major environmental concerns is the temporary disturbance resulting from coal surface or open cast mining. To realize that this concern will continue in the future, one need only observe the daily news media. Increasing energy demands in the U.S., a doubling of electrical power consumption each decade during the present century, and the projected needs for the remainder of the century are indica¬tions that coal surface mining as a major extractive industry will continue. Coal and lignite, prime energy resources and extremely abundant in these United States, in the face of seemingly limited gas, oil and uranium reserves, are both destined for expanded future use. Presently some extremely serious techno-logical and environmental problems are associated with the develop¬ment and use of nuclear power. It is true that the extraction and use of coal as an energy fuel poses disruptive problems for the environment, but the solutions to many of the problems are known or can be solved within a reasonable time framework. Certainly our national well-being and continued survival, as a free nation within the world community, automatically dictate the continued use of the coal resource for energy. Concurrently, those engaged in coal surface mining, with the temporary disturbance of the land and water resources, must also realistically conclude that public concern for maintaining and improving the quality of the environment will not diminish. INTRODUCTION Conveyor belt fires represent a serious hazard in underground mines. This fact is well understood in most mining countries. The statistical data for Ontario mines (1) indicates that the majority of the conveyor fires occurred at the head pulley of the conveyor belt. The main emphasis for fire prevention and detection should then be concentrated at the drive pulley of the conveyor designed to transport non-combustible material. In the case of conveyor belt fires, it is of utmost importance to detect the hazard at an early stage, when the overheating has not yet reached the ignition point. Thermal noise detection sensors were installed in 1987 at several conveyor sites at Inco mines. PRODUCTS OF COMBUSTION THERMAL DEGRADATION OF CONVEYOR BELT Various investigations on conveyor belt fire hazards have been made in the past (2, 3, 4, 5, 6, 7). Several belt samples (6, 7) were subjected to thermal oxidative degradation. The belts used in these tests were neoprene, polyvinyl chloride and styrene-butadiene rubber (6). About 70 different compounds were identified in the volatile thermooxidative products. As expected, hydrogen chloride was the major toxic product formed, accompanied by relatively low quantities of other toxic compounds such as carbon dioxide, carbon monoxide, sulfur dioxide, carbon disulfide, hydrogen sulfide, benzene, chloroprene, cresols, chloroethanol, formic acid and C8 hydrocarbons. The research investigation (8) performed by the USBM indicated that "smoldering combustibles generate a very low level of CO compared to the level of smoke produced". The cited publication (8), states that, "During smoldering combustion, typical mine combustibles produce about 2.5 times more smoke than CO. As fires develop to their flaming stages, the trend reverses and about eight times as much CO is produced as smoke." The reader is referred to several significant sources of additional information pertaining to emission products that can be found in references (8), (9), and (10). ANALYSIS OF FIRE HAZARDS U.S.A. AND ENGLAND Nearly 15 percent of all underground coal mine fires in the United States involved ignition of conveyor belts (7). In many cases, the fires propagated through thousands of feet of belt entry and created losses in the millions of dollars. Some of these fires consisted of rubber belts. Some involved polyvinyl chloride and neoprene belts that were classified "fire resistant". Typically, a belt fire begins after the conveyor is stopped. The fire is initiated by burning coal dust and grease accumulation around defective rollers or belt drives that have become heated by friction (7). An analysis of 113 conveyor fires (11) showed that 41 originated at the driving pulleys, 32 at the defective rollers, and 40 elsewhere on the conveyor system. The severity of the fire, which can spread along a conveyor road, has been emphasized by the disaster at Creswell Colliery, Derbyshire, on September 26, 1950, when 80 men were overcome and killed by toxic fumes from the fire (12). The fire started from smoldering caused by friction, and developed into a flaming combustion, propagating along the roadway containing the rubber belt at an estimated speed of 40.2 m/s (90 mph), and travelling a total of 650 m (2100 ft) THE INFLAMMATION OF CONVEYOR BELTS THE MECHANISM OF IGNITION Defective operation of a conveyor belt may start a fire in several ways: - Friction of the belt on the drive pulley. - Jamming of a guide roller, and others.

In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek Mine In northern Nevada. After the long negotiations reached an impass over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position.

Despite ongoing digitization and “hardware” technological advances, geotechnical uncertainty remains the most significant risk in underground and tunnel construction. And, whilst they are commonly held up as an example of the sophistication of the industry, the practice of drafting and using geotechnical baseline reports is subject to a wide range of influences, not all of which support good risk management. Uncertainties in predicting ground behavior, the gap between the pre-construction assumptions, and the systemic response to construction remains a significant technical and communication challenge. Accordingly, this paper presents a framework to quantify geotechnical uncertainty using geostatistics and translate these into practical tools for ground risk management throughout planning, procurement and construction. Adopting even some of the principles of this framework should provide improvements to contract risk management and should assist to minimize the potential for commercial losses.

Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia?s underground coal mining industry has reported few new cases of pneumoconiosis for over twenty years. Mortality from Coal Workers? Pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in x-ray surveillance programs are also lower in Australia. To understand this disparity, the National Institute for Occupational Safety and Health was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among United States coal miners. A number of factors, including coal dust exposure, silica exposure, and coal rank were examined as potential contributors to the above observed differences. Comparison of coal rank data from each country did not show any significant differences. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. Assuming that quartz is contributing to the greater number of cases of advanced pneumoconiosis in the U.S., more effective dust control measures, as well an independent exposure standard for respirable quartz in coal mining, need to be implemented to prevent this potentially disabling condition.

To optimize ore quality, throughput, transport logistics scheduling and delivery to contract, planning teams need to model and manage the value chain accurately and achieve a consolidated, enterprise view of operational performance. Planning teams coordinate a complex series of activities to ensure production forecast accuracy. They also negotiate and execute complex contracts often with disconnected and limited visibility of production forecasts, quality, and variability with little ability to accurately market potential product specifications over longer time horizons. This market is becoming increasingly dynamic, with increasing variability and the time for planning teams to react is decreasing. This is driving the need towards using science to generate the necessary scenarios required to support the decisions made by planners on a frequent basis. Resource-to-Market is a highly flexible, user-configurable supply chain management system for the mining and metal processing industries. This provides an integrated view of the supply chain that supports the dynamic nature of planning in a mining company, embraces variability of elements across the supply chain with the ability to optimize across all the functional areas of the operation to enable optimal decision making for often competing objectives such as throughput, quality, cost, revenue and profit.

Many underground metal/nonmetal mines are using enclosed cabs on mining equipment to reduce the exposure of miners to diesel particulate matter (DPM). However, some enclosed cab systems may not be meeting their expected efficiency in capturing DPM, which could be a result of inappropriate filter use, cab leaks or insufficient pressurization. NIOSH investigated several types of filters for reducing DPM to determine which type had the best capture efficiency. The laboratory results indicated that a MERV 8 (minimum efficiency reporting value, as defined by the American Society of Heating, Refrigerating and Air- Conditioning Engineers) filter captured about 50% of the DPM, a MERV 16 filter collected 96-98% of the DPM and two HEPA (high efficiency particulate air) grade filters captured over 99% of the DPM. NIOSH also performed a field study to measure the efficiency of two cabs at a limestone mine. The cab filtration systems of a loader and haul truck were found to be over 90% effective in removing DPM, except under certain operating conditions when the efficiency was as low as 41%. A possible reason for the low efficiencies is an open window in the cab, but more studies need performed to obtain a better understanding of the cause and solution of the problem.

Smooth roll crushers are widely used as secondary crushers, operating most effectively when set for size reductions in a ratio between 3 or 4 to I. The feed supplied to these units varies from 13 to 102 mm in size and the product obtained ranges from 13 mm to about 20 mesh. Smooth roll crushers produce very few fines and absolutely no oversize. The diameter otfhe rolls varies with the clearance between them, feed size, and the coefficient of internal friction ofmaterial to be crushed, Detailed calculations of this relationship may be found in Unit operations of Chemical Engineering, (McCabe, W. The flow behavior of bubble-particle aggregates in separation tanks is important for many flotation systems, particularly for wastewater treatment. These aggregates can be considered as the dispersed phase in a continuous liquid phase of water and the flow characteristics determine the efficiency of the bubble separation process. In this work, a general methodology for the computational fluid dynamics (CFD) simulation of a bubble separation tank is described. This system is analyzed by Eulerian-Lagrangian approach. The momentum transfer from the dispersed phase to the continuous phase is quantified using the Particle-Source-In Cell (PSI-Cell) method.
