For more than a decade, changes have occurred each year that have improved the regulatory and business climate for mining in Alaska. These changes have taken place during Republican and Democratic governorships as well as when the state House of Representatives and Senate were controlled by either party. During some years, the changes have been relatively minor. In others, including the 2003 legislative session, the changes could only be characterized as massive. These improvements have encouraged exploration. This, in turn, has resulted in some major new discoveries. But Alaska is essentially unexplored and tremendous opportunities remain.

In the late 1980s and into the 1990s, the Mountain Pass Mine in California produced about 40 percent of the world?s rare earth elements. At the height of this production, the facility produced up to 54 L/s (850 gpm) of saltwater that was piped to offshore holding ponds where the water was evaporated. In 1998, following a series of waste water pipeline breaches, separations activities were suspended, reducing the Mountain Pass site to just the openpit mine and mill. The environmental concerns were addressed and the affected areas have since been remediated. However, in the years following the breaches, 97 percent of the world?s production of rare earth elements moved to China. By 2011, Molycorp, and the Mountain Pass Mine, had rebounded from the difficult times and were once again in a position to become a significant player in the rare earth industry.

This paper documents a probabilistic resource modeling workflow for the Round Mountain epithermal gold deposit. The set of categorical and continuous variable simulated realizations provides a model of variability and uncertainty given the current orebody knowledge. These realizations can be used to quantify and understand expected deviations in reconciliation during mining and provide a more accurate measure of expected gold than an estimated model. Gold mineralization at Round Mountain is primarily contained within tertiary tuff units, which dip gently to the west and thicken towards the southern part of the orebody. Domain boundaries are modeled as combinations of lithology and alteration; alteration domains are constrained to be within the tuffs. Large-scale geologic uncertainty is strongly influenced by parameter uncertainty, particularly the input histogram. The spatial bootstrap characterizes prior global uncertainty in the input histogram for categorical and continuous variables. Categorical models are generated using hierarchical truncated pluri-Gaussian (HTPG) simulation. Continuous variable simulation is carried out within the simulated domain boundaries using trend models to account for non-stationarity.

Conference themes are usually chosen by organizers to reflect the current state of the industry. The Colorado Section MPD came up with what may be the most appropriate theme of a mining conference during the last few years. The local SME MPD section’s theme of its 56th annual conference was “The Wild, Wild World of Mining.” The current boom can be felt in all aspects of the industry, including exploration, mining, processing, sustainability, and economic and political issues. Each of the 25 speakers at the conference, held in Colorado Springs, CO, touched on how the boom has impacted each of those aspects. The meeting attracted about 110 people from around the world.

There is a misconception that mineral-project economic evaluations in the former Soviet Union are either nonexistent or very limited. This is not the case. In fact, there are at least two basic methods that can be utilized to evaluate the vast mineral resources of the Commonwealth of Independent States (CIS). Evaluation procedures are based either on a comparison to known projects, which may rely on limited available data, or on potential-profit calculations, which generally uses more extensive databases. Significant philosophical differences between these systems and those utilized in the Western world include the following: •Under the centralized-government system, the economic evaluation of a mineral project was based on artificially determined mineral prices and costs. Every ten to 12 years, prices for concentrates and metals were established by the Council of Ministers and remained unchanged until the next reconsideration of prices .

"The overall goal of this study is to develop a suitable flow sheet to extract rare earth elements (REEs) from coal ash. A total of 14 coal samples of different ranks were examined for REE concentration, and an anthracite coal sample with the highest REE concentration of more than 700 ppm in the coal ash was selected for REE extraction tests. This paper reports on the results of the experimental program completed in the first part of the study, which included hightemperature leaching with nitric acid followed by solvent extraction tests using various organic extractants, namely, tributyl phosphate, Cyanex 572, di-(2-ethylhexyl)phosphoric acid (D2EHPA) and their combinations. A 4×2×2 experimental design was used to conduct a total of 32 high-temperature leaching tests by varying acid molarity at four levels, solids content at two levels and leaching time at two levels. The highest recovery rates of 90 percent for light rare earth elements (LREEs) and 94 percent for heavy rare earth elements (HREEs) were obtained from the optimum leaching test conditions while maintaining impurity recovery to the leachate at less than 40 percent. D2EHPA was found to be the best extractant in this solvent extraction test series, providing an REE recovery rate of nearly 99 percent.IntroductionGlobal demand for rare earth elements (REEs) and other strategic metals is increasing rapidly due to their use in a variety of advanced technological applications, with more than 100 kt of rare earth oxides used worldwide on an annual basis. The United States has less than 10 percent of the world reserves of REE mineral deposits, and in 2013 imported more than 60 percent of its rare earth oxides from other countries, mainly China (United States Geological Survey, 2017). China’s institution of export quotas has significantly reduced supply to the United States, raising the urgency of finding new ways of producing REEs and/ or substitutes. Coal combustion byproducts, which are usually discarded as waste materials, are known to contain REEs in low concentrations that could be extracted with a suitable process flow sheet. This may be a worthwhile route to pursue, considering the short supply of rare earth minerals and the abundance of coal ash in thousands of ash ponds in the United States. More than 110 Mt of coal combustion byproducts are produced annually in the process of satisfying the country’s need for electricity (American Coal Ash Association, 2016), and less than 50 percent of these byproducts are being successfully used in various applications, with the remainder dumped as waste materials in landfills and ash ponds."

"Co-rich ferromanganese crusts (Fe-Mn crusts) distributed on seamounts in the western Pacific are potential economic resources for cobalt, nickel, platinum, and other rare metals in the future. Evaluation and selection of a mining site can be established based on abundance and grade of Fe-Mn crusts in the site as well as topography that should be smooth enough for mining operations. Therefore, acquisition of shipboard echo-sounding and acoustic backscatter data are prerequisite to the selection of potential mine sites in addition to visual and sampling operations. Acoustic backscatter data can be used to locate crust-covered areas on a regional scale with the understanding of acoustic properties of crust through its correlation with visual and sampling data.During an expedition that took place from January to March 2014, KIOST collected geophysical and geologic data to assess the resource potential for Fe-Mn crusts on three seamounts (guyots) in the Western Pacific. In OSM11, one of the three surveyed seamounts, three camera tows were performed to observe the distribution of Fe-Mn crusts on the summit and slopes of the seamount. Although sediments of various thicknesses generally cover most of summit region of OSM11, several regions with high backscatter signals occur on the periphery of the summit. The occurrence of Fe-Mn crusts, observed during the camera tows, on those high backscattered regions suggests that the backscatter signals of shipboard multi-beam sonar can reflect changes in the geology of the seafloor from sediment layer to Fe-Mn crust deposits. The Fe-Mn crust deposited around the summit region is worthy of notice because of its topographic characteristics, including shallow depth, flat or gentle inclined surface, and smooth relief, which are more suitable for mining operation compared to the flanks of seamount."

Traditional loading systems have relied for many years on wheel and track loaders, power shovels, conveyor belts, and more recently, hydraulic front shovels. Each has certain advantages and disadvantages, depending largely on job conditions. Hydraulic backhoes were introduced several years ago as still another truck loading option. At first, buckets were small and backhoe use was limited to small earthmoving projects. Now, as backhoes are equipped with shorter sticks and bigger buckets to move larger quantities of earth. The "mass excavation" concept offers an excellent truck loading option in many situations. System Development and Advantages Mass excavation was first used successfully by contractors in site development and highway construction, loading both on-highway and off-highway trucks. Operators were able to take advantage of the excavator's ability to work in poor underfoot conditions and dig in tough materials. The technique was first applied to mining in the kaolin mines of central Georgia. Kaolin, one of the world's most abundant minerals, is used to make paper, paint, ceramics, rubber, plastics, and many other products. Since kaolin clay is slippery when wet, load-out with wheel loaders is very inefficient. Also, kaolin is found in very spotty deposits due to the weathering process involved in its formation. Consequently, draglines are also impractical for kaolin mining since they don't have the mobility to move between clay deposits. In response to these mining conditions and kaolin characteristics, mines began using excavators in mass excavation as early as 1976. They have developed a system that takes advantage of the excavator's •high penetration and breakout force in tight materials; •fast-cycling hydraulics; •ability to work in poor underfoot conditions; and •mobility in comparison to draglines. This loading method has been successful in Georgia's kaolin mines and now can be applied to other mining operations as well. This paper discusses the technical issues and stakeholder collaborative processes which resulted in achieving a balance between the reclamation of abandoned mine sites, providing affordable housing, and preservation of open space at the French Gulch Site. Through this process, it was discovered that mine site reclamation would need to be conducted in conjunction with two priorities for community sustainable development: providing affordable housing for locals who work in the resort town of Breckenridge, and open space preservation. It was found that conducting these activities concurrently would result in providing resources necessary to complete mine site reclamation. The first phase of the affordable housing development is almost completed. This development resulted in redevelopment of mining impacted lands and was recognized by the U.S. Environmental Protection Agency (EPA) with a National Smart Growth Award in 2002.Negotiations are also underway to preserve the remaining 1,800 acres of land held by the mining company as open space. This transaction will in turn provide resources to address water quality issues associated with mine discharges.

A ventilation survey was conducted in an underground longwall trona mine. The mine is relatively shallow and categorized as a gassy mine. The ventilation system includes three intake and six exhaust shafts, and three surface axial fans ventilate the mine in a blowing configuration. Airflow quantity, pressure losses and air psychrometric characteristics were quantified, and the influence of moving cages and skips in the shaft examined. The benefits of utilizing high-accuracy digital pressure transducers and advanced psychrometers were seen when undertaking a “leapfrogging” survey to gather data needed to build a computer ventilation model. Two underground booster fans with VFDs are idle but available at the mine. The ventilation model was used to determine the optimal booster fan locations to decrease operating cost by reducing the load carried by the main fans. A leakage study was conducted to evaluate the effects on the system of additional pressure from a booster fan. The study finally prepares a future ventilation model for the next 15 years of mine operation and investigates the effect of proposed scenarios.

Chain pillar design formula under weak roof condition was developed by statistically analyzing the results from the three dimensional finite element parametric analyses. The parameters such as mechanical properties of the roof and floor strata, overburden depth, panel width and length, and coal strength were incorporated in the formula. A conversion formula which transfers a rectangular chain pillar into a square chain pillar of equal strength is proposed. The influence of high in-situ horizontal stresses, which are often encountered in the coalfield, on chain pillar stability is also discussed.

The Fe(II) regeneration process is an important aspect of Alternate Anode Reaction Technology (AART) for copper electrowinning (EW). In AART, Fe(II) is oxidized to Fe(III) at the anode during EW, and it must be regenerated to maintain recyclable electrolytes. Regeneration is achieved via Fe(III) reduction by SO2(aq), and the reaction is catalyzed by activated carbon particles. To better understand this process, a kinetic model was developed and experimentally validated for the Fe(II) regeneration in the current work. The investigation focused on the primary reaction mechanism and the reaction rate dependence on four variables: carbon particle size, flow rate, initial Fe(III) concentration and initial SO2 concentration. The Fe(II) regeneration reaction is mass-transfer controlled in the presence of activated carbon. Carbon particle size and initial Fe(III) are the most influential factors under the conditions tested. Initial SO2 concentration is insignificant to the reaction rate.

Recently, the North American mining industry experienced a severe recession, forcing managers to take dramatic steps to cut costs and compete in the difficult international market. Some of these steps were closing mines, reducing work forces, renegotiating wage agreements, and purchasing the most productive equipment. Managers are now looking beyond these traditional avenues and are focusing more on advanced technology. In the present environment, it is essential that mine operators obtain the maximum use of capital expended on equipment. However, mine workers do not obtain maximum efficiency or productivity from equipment because the adverse and hazardous mine environment impedes human performance. Also, the efficient use of large, complex machines calls for levels of precision that many times are beyond the capability of even highly trained miners. A possible solution to this problem is a machine that mines without operators - autonomous mining machines. However, numerous problems confront researchers who are attempting to develop such equipment. Some mining tasks are not always composed of a series of cyclic motions readily performed by factory floor robots. In addition, mining takes place in the geological environment where conditions are highly variable and unpredictable. As a result, these machines must be able to sense and adapt to variations in operating tasks and environment. Considerable autonomous vehicle research has been completed, especially for defense. However, autonomous vehicle (AV) technology has not advanced to practical application yet (King, 1988) and mining research is necessary in areas: representing mining specific knowledge; •analyzing and reasoning about sensor data in the mining environment; and •discovering completely new mining methods or new approaches to existing methods that become apparent when we remove the constraints imposed by the necessity of human operators. A specific machine, the LHD, can be used to show the problems for researchers who are attempting to develop autonomous machines for mining. This author chose the LHD because it can borrow concepts developed for autonomous navigation by military programs. But considerable mining research is also required. Furthermore, studies done at the Henderson mine, in Colorado, show autonomous LHD 's promise cost and safety benefits (King, 1988). At Henderson, LHDs load ore from draw points, tram to an ore pass, dump and return, or switch to another draw point. An autonomous LHD must sense vehicle position along the route, relate sensor data to stored-map information, to determine location, follow drift center lines, plan paths between dump position and initiate appropriate control commands, sense vehicle operating status and vehicle health, key on features or targets for special tasks like high speed turns, perform end of travel tasks (loading and dumping), and detect and avoid obstacles. These goals are similar to those for shuttle cars, trucks, and front-end loaders. Therefore, much of the technology is transferable. Each Henderson LHD extracts six to 40 dippers from each of a series of draw points. The LHD transports the ore to an ore pass within 55 m (180 ft) of the draw point, making the longest round trip 110 m (360 ft). The LHDs have very fast hydraulic dumping and loading systems that reduce the round trip cycle to less than one minute. Even though the LHD is capable of 500 trips per shift, the average production is 300 dippers. Man trip and lunch reduce available operating time to 6.5 hours per shift. Mucking difficulties (setting large boulders aside), operator breaks for activities like talking shop, and cleaning and smoothing roads further reduce operating time. Supervised autonomy can reduce the number of operating units by increasing operating time per shift since computer controlled machines can operate during lunch and between shifts and reduce operator errors. If dippers per shift increase from 300 to 350 (long-range goals are 500 dippers per shift), constant production requires only 10 operating LHDs and two spares. Manpower requirements drop from 24 to four by controlling five machines from one workstation. A review of technology available from the Autonomous Land Vehicle, the Advanced Ground Vehicle Technology, the Ground Surveillance Robot, and other programs, show the following differences between others work and mining industry needs: •If we focus initially on mobile haulage vehicles, we can navigate from a map. We do not need to explore. •We can modify the environment to reduce the navigation requirements. •We have a harsher environment than any of the research programs have encountered. •Our equipment must operate faster and more precisely than present AVs. •Our equipment must operate reliably over long periods of time. •We must have better onboard machine health monitoring and diagnostics. •The AV programs do not address geosensing. •The major AV programs are not cost-effective. For example, we cannot afford the computer power for robust image processing, yet. To computer control an LHD, we must replace the guidance and monitoring skills of experienced operators with sensors, computing hardware, interfaces, and several software mod¬ules. In 1977, Congress enacted Title IV of the Surface Mining Control and Reclamation Act (SMCRA), providing for an "abandoned ml.ne reclamation fund". This fund, taken from a fee collected from operating coal mines, provides capital for the reclamation process. However, given the number and extent of abandoned mine sites in some states, the question of project selection is important. This paper describes a project in progress to create a Management Information System application for project ranking under multiple objectives. The benefit of this project for the need of new environmental control technologies will be discussed.

During the past several years — much to the delight of producing firms and countries — copper prices have surged from under $1 to more than $3/lb. Anyone familiar with the industry also knows that since the early 1970s the long-run trend in real copper prices has been significantly downward. This sharp contrast between short-run and long-run trends raises the issue of the forces behind these developments. What has been driving short-run prices up and long-run prices down? Simple economics suggests that it is all a matter of supply and demand. When demand is rising faster than supply, prices will rise and vice versa.

In 2010, MSHA began holding hearings on a new coal mine respirable dust rule, which proposes a 1.0 mg/m3 standard, a separate 0.1 mg/m3 quartz standard, and the use of single-shift samples for compliance. Small mines largely comprise the ?hot spots? where dust diseases of the lungs increased dramatically over the past decade. This paper presents findings on the feasibility of small mines? compliance with the proposed new 1.0 mg/m3 standard. It gives probabilities of noncompliance by MSHA district, seam height, and selected ?hot spot? counties. Because silicosis and respirable quartz dust appear to be the primary issues related to a recent doubling of the prevalence of dust diseases of the lungs, multiple regression models for prediction of the average total quartz content of compliance samples are given. These findings have significant implications on the need for better dust control methods.

The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." Other aspects are important, too, says Fitch, including drill hole sections. "We use all the basic capabilities the system provides in the complete package," he explains. The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide)are situated in Arkansas. Less concentrated brines(about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in those two states. Its value was $191 million. In 2004, the estimated U.S. bromine production was 222 kt (244,000 st). That compared with 216 kt (238,000st) produced in 2003.

Microscale information about single particle fracture can be incorporated into the macroscale model of the whole size reduction process in the mill. The ultrafast load cell (UFLC) device provides a substantial amount of information about fracture characteristics of a particle under impact loading. UFLC captures high-resolution compressive force signals during particle breakage. The measurement of the compressive force at the instant of fracture of the particle allows computation of a number of comminution-related particle properties, as well as the energy absorbed during fracture. In the current study, limestone particles 50 mm in size were fractured to obtain specific fracture energies. Then, based on the experimental data, two models were proposed to quantify the fracture process. The specific fracture energy distribution of the particles in the range of 6 to 50 mm was defined by the well-known Weibull distribution. The other model is a probabilistic fracture model. This model is a link between energy events occurring in a grinding mill and the breakage rates of particles. The impact energy spectra or energy events occurring in a grinding mill can be obtained with a discrete element method (DEM) simulation. One can model the breakage rates of the mill material by combining the energy spectra with the probabilistic fracture model. This novel approach for the modeling of breakage rates via DEM and UFLC is shown here.
