"The U.S. underground coal mining industry has recently seen the occurrences of several multifatality events that have interrupted an otherwise steadily improving safety record. These events transpired even with an unprecedented level of government regulations and safety technologies. These events may indicate that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in numerous industries including mining, may provide a means to overcome this plateau. Riskgate is an Australian mining risk management program that may be successfully applied in the United States. However, fundamental differences between the Australian and U.S. coal mining industries prevent direct implementation. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for its application in the United States. The recent increase in fatal events in conjunction with minimal declines in fatal and nonfatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. In order to surpass this plateau, a modification to the manner in which the mining industry approaches worker safety may be warranted.The implementation of a risk-management- based approach may potentially provide a means for not only surmounting the current safety stagnation but also for achieving the long-desired objective of zero harm.Riskgate is an Australian risk-management- based body of knowledge that shows great potential for application in the United States. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for the U.S. mining industry. The proposed adaptations are based on differences in operating practices and government regulations. This discussion will focus on the three major U.S. risk areas of explosion prevention, ground control and moving equipment."

The authors of this paper have a combined construction experience of 70 years. They have served as engineers and managers on projects throughout the United States and Canada. Approximately 50 shafts have been sunk under their direct and daily participation. Several shafts have been selected from each of their experiences and have been briefly summarized here. SHALLOW SHAFT SINKING Sinking shallow shafts in highly urbanized areas adds an additional set of problems to those encountered in normal sinking operations. During the time between July, 1975 and early 1981, a series of shafts were sunk for The Washington Metropolitan Transit Authority. All of these were located along the "A" line, starting soon after the route departed from its path along Connecticut Avenue, proceeding to Wisconsin Avenue and then along Wisconsin Avenue to the city line at Western Avenue. (See WMATA System Map, Figure 1) The first three shafts were subcontracted from Morrison-Knudsen & Associates, Contract A9a, in July, 1975. Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

More than 124,000 people involved in the mining and construction industries throughout the world poured into Las Vegas, NV in March for ConExpo-Con/Agg ’99. Show organizers said this triennial exhibition is the largest equipment show in the Western Hemisphere and one of the largest exhibition of any industry. “Clearly, Con-Expo-Con/Agg ’99 was one of the largest trade shows of any industry ever held in the Western Hemisphere,” said Bruno Benna, co-chair of the event. Attendees included mining industry representatives, including aggregates, and sand and gravel producers. In addition, many of the attendees work in the construction, reclamation, forestry, asphalt paving, landscaping and concrete industries. According to show records, about 52% of those attending were company presidents, vice presidents, chief financial officers or managers.

The sign of the surface charge for alkali halides in their saturated brines has been established from non equilibrium electrophoresis measurements and on this basis the flotation response of alkali halides was explained based on the adsorption of oppositely charged collector colloids by heterocoagulation. These surface charge results for alkali halides are generally as expected from simplified lattice ion hydration theory with some exceptions, specifically LiF, KCI, NaCl, KBr, RbBr, KI, and Rbl .The presence of natural oxygen defect states in the crystal lattice and the inaccuracies involved in the gaseous ion hydration free energy values used appear, in past, to be responsible for these deviations. The presence of natural oxygen defect states in KCI, KBr, RbBr, and Rbl as characterized by UV Nis absorption, was found to account for their anomalous surface charge. Further, other positively charged alkali halides, LiF, NaCl and KI, were found to be free of oxygen defect states. Nevertheless, oxygen defects can be created in these alkali halides to make them negatively charged and has been demonstrated for NaCl. Such negatively charged NaCl can be readily floated with positively charged amine collector colloids thus confirming the surface charge/collector colloid adsorption theory.

This research developed and simulated a novel multi-indicator Fatigue Detection and Alert System (FDAS) designed to enhance fatigue detection accuracy in mining environments. The system integrates a comprehensive set of inputs: eye blink rate, eye closure duration, yawning frequency, distraction levels, Pre-shift Check-in Scores (Self-report) and Electroencephalography (EEG) Levels. Using MATLAB’s Fuzzy Logic Rule Viewer (FLRV) and Simulink, simulations demonstrated the FDAS’s robust ability to process these diverse physiological and behavioural indicators accurately. It effectively classified operator fatigue into low, moderate, and high fatigue levels, consistently providing appropriate outputs and corresponding intervention recommendations across various mixed-signal scenarios. The system achieved a calculated accuracy of 85.19% across 27 test entries, with a standard deviation of approximately 1.8459, confirming its reliability for real-time fatigue monitoring. These findings highlight the significant potential of this fuzzy logicbased approach to proactively identify early signs of fatigue, substantially enhancing safety and operational efficiency in demanding mining operations.

DESIGN AND DEVELOPMENT OF A MOBILE MINING MACHINE INTRODUCTION Until recently, developing tunnels in hard rock has been accomplished either by the drill and blast method or by using large tunnel boring machines. Combining the flexibility of drill and blast with the safety, efficiency and productivity of a TBM has been the objective of mining machinery producers for many years. In 1979 The Robbins Company began developing a new type of tunnel boring machine called the Mobile Miner to meet these objectives. The development and testing of the Mobile Miner is the subject of this paper. CURRENT MINE DEVELOPMENT METHODS Both the drill and blast method and the use of a TBM have notable advantages and disadvantages. The drill and blast method, for example, allows much more flexibility, requires less setup time and has a lower initial cost than a TBM; however it requires the use of high explosives and blasting has a disrupting effect on the rock surrounding the development. A TBM, on the other hand, is safer to operate, more efficient, more productive and produces smooth tunnel walls without disturbing the surrounding rock. In longer straight drifts it will easily out distance the drill and blast method. The TBM, however, is limited to boring a circular cross section tunnel which must then be modified if a flat floor is required. It also has a higher initial cost and an extended setup period.

INTRODUCTION Soft, near normally consolidated clays generally provide ideal conditions for tunneling using Earth Pressure Balance (EPB) shields. It is easy to turn the clay into a low permeability, viscous spoil that can be pressurized to maintain the required face pres-sure. Despite this, there are records of relatively large, and often quite variable, surface settlements over EPB driven tunnels in soft clay. To understand this variation it is necessary to identify the various factors that contribute to settlement. Tunnels in soft clay are ideal for study these effects in the field, as an unsupported void will close almost immediately, due to the low shear strength of the soil. In the short term, deformation in a soft clay will occur at constant volume, so short term surface settlements can be related to movements at tunnel level. In this paper, data will be used from EPB driven tunnels in Singapore marine clay. In all of the cases discussed the lining consisted of precast concreted segmental rings erected in the tail of the shield. The marine clay in Singapore has been studied, among others, by Tanaka et al.(2001). The clay typically has a plasticity index of 40 to 60, and the undrained shear strength (SU ) can be derived from: SU = 0.22 svo' where svo' is the current vertical effective stress. Figure 1 shows a summary of undrained strength/depth plots used for design on two sections of Singapore’s North East Line. The stability of a tunnel in clay can be assessed by comparing the stability number (N) of the tunnel with the stability number at total collapse (NTC). The stability number can be calculated from the equation: N = (?Z + q – Pt)/SU where: ? = the average unit weight of the ground above the springline of the tunnel Z = the depth to the springline of the tunnel from the ground surface q = the surcharge Pt = the support pressure within the tunnel The stability number at total collapse depends on the size, geometry and depth of the tunnel, and typically ranges between 5 and 9. Charts for assessing the number at total collapse are provided in Kimura and Mair (1981), based on the testing of model tunnels in a geotechnical centrifuge. Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.

"Classic engineering economics provides the mining engineer with a fundamental approach to choosing between capital spending alternatives. This approach has been heavily used over the years and is an accepted technique for most investment decisions. There is a shortcoming that I have run into over the 15 year period when I worked in business planning roles. The classic time value of money approaches such as Net Present Value, Return on Investment, and Internal Rate of Return provide good estimates, but the input assumptions may fall short of describing the real material differences required by these analysis techniques. If the cost benefit analysis is defined solely on the improvement of the item being replaced or improved, the true profitability of the decision may be overestimated. Productivity improvement based capital projects can yield more accurate forecasts when conducted in concert with a “bottleneck analysis”. INTRODUCTION A review of the Theory of Constraints, (Goldratt, Cox, 1984) Lean, (Womack, 2003) (Rattner, 2006) and Six Sigma (Cryger, DeFeo 2015) lead us to recognize that these process improvement methodologies are oriented to the manufacturing process. These systems generally involve a factory that the material moves through on the way to becoming a final product. The mining challenge has many similarities to manufacturing once the ore has been won and made ready for processing. Before that point, however, the process is somewhat inverted while the ore is being won. Instead of the material moving through the factory, the factory is moving through the material. The Theory of Constraints (TOC) was used in an underground context by Baafi, Cai and Porter at 2015 APCOM, but even this groups’ analysis did not carry the concept from mining to shipping of the final product. There can be spatially distributed data that can affect the mining throughput constraints, some of which can be determined from exploration results. Identifying constraints can lead us to mapping productivity bottlenecks on future mining. Knowing this may improve decision making by eliminating one of Jim Fishbein’s three deadly sins of strategic planning: incomplete planning. When evaluating capital investment alternatives you should evaluate the impact of any proposed improvements on the entire operation. At the core of any mining system is the materials handling system. This can be typically expressed as the system that handles the raw material from the “face” through processing and then handling the finished product as well as the waste material. A “Bottleneck Analysis” is an investigation into the factors limiting a material handling system’s productivity (Goldratt, Cox, 1984). Mining material handling systems are usually composed of several linked components such as draglines, shovels, loaders, hydraulic excavators, continuous miners, longwalls, highwall miners, bucket wheel excavators, LHDs, feeders, conveyor belts, stockpiles, crushers, processing plants with various circuits, and waste handling systems. Each of the aforementioned components has a slightly different throughput capacity. When these are linked in series, the one with the lowest throughput capacity limits all of the others, creating the bottleneck for the system. Every material handling system has a bottleneck. In the mining environment, a subtle, but very significant phenomenon may also occur. The bottleneck may change as a result of a change in the raw feed qualities, face recession, overburden depth, digability, learning curve, and many others factors which may be derived from the drillhole data. These parameters often change as a function of the location in the reserve base, and may also vary with time."

"INTRODUCTION Brutally honest mining executives will tell you that “safety is job #1 but.. dollars are also extremely important”. When economic times are tough, as they are now in mining, it can feel like you need to choose between safety and cost control. Leading edge companies know that it is excellence at both that provides the best performance. FLUID POWER SYSTEMS Fluid power systems are ubiquitous in mining – longwall systems, continuous miners, drills, haul trucks and excavators, etc. And fluid power systems are getting more powerful and using higher pressures to move greater volumes and achieve higher productivity. Average operating pressures in mobile equipment has been rising to 450 bar (6,500 psi) over the last decade. With increased system pressure comes ever increasing levels of stored energy. Stored energy that, if released in an uncontrolled fashion, can do tremendous harm to people and things.Fluid power systems are composed of pipe, flexible hoses, pumps, valves and actuators. They are filled with fluid (mineral oil or fire-resistant) to transmit power to where it’s needed for performing work. With time and use fittings can loosen, component performance diminishes and hoses wear and tear. In hostile environments, like coal mining, hydraulic hoses can fail in as little as 2 years according to DGUV (umbrella association of German Accident Insurers), maybe sooner in some particularly challenging environments. FLUID POWER SYSTEM SAFETY While appearing simple and benign on the surface, fluid power systems, particularly such systems on mobile equipment, have many potential hazards. Hazards that most workers aren’t aware of – particularly young, new hires. And those hazards that can quickly turn deadly. During the past couple of years, including at last year’s SME Conference, I talked to a wide variety of mining people about high pressure fluid injection injuries. Some people, often with little or no field experience, never heard of it. But, people with mine operations / maintenance experience were almost always aware of such injuries.Some had even seen it happen right in front of them. But most claimed it didn’t happen all that often. It just wasn’t seen as a problem!"

Over the last 30 years Wayss & Freytag Ingenieurbau AG has gained a lot of experience in mechanized tunnelling on various major projects. During this period most important developments concerning the machine technology for EPB- and Slurry-Shields have taken place. Since the first application of a hydro shield for the Wilhelmsburg Collector project in Hamburg in the early seventies, several stages of development have led to the current state-of-the-art in mechanized tunnelling. The continuous improvement of TBM techniques allows the execution of high quality tunnelling, particularly with regard to maximum safety and efficiency. The practical experience of the construction companies is of essential importance in order to continue further development and improvement.

Earl C. Herkenhoff Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95 % of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978, "Separation of Bitumen from Dry Tar Sands," was the first blockbuter. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high solids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95°C (203°F) in a 0.3 m solution of sodium carbonate -about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: • What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? • Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60-62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. Miller We, too, share Mr. Herkenhoff s enthusiasm for the mining of tar sands-heavy oil and continue the development of related processing technology. Specifically, it will be noted that by appropriate control of bitumen viscosity in the feed (probably the most important variable for successful separation) the recovery can be accomplished at low digestion temperature and low addition of alkali. A 91 t/d (100 stpd) pilot plant based on our technology is now being operated by Enercor in Salt Lake City (Hatfield, Oblad, and Miller, 1982). In these same pilot facilities, rougher concentrates containing more than 80% bitumen on a dry basis are being produced from Asphalt Ridge Feed. However, the processing of certain other tar sands results in incomplete digestion of bitumen/sand aggregates as discussed elsewhere (Miller and Misra, 1982). Such undigested aggregates are shown in Fig. 1. In this regard, it is intended that a recycle stream will be installed in the pilot plant to provide for redigestion of middling products. "While mines generally focus on achieving operational efficiency, creating shared value for all stakeholders is also a management goal. This includes taking a holistic view of their supply chains and increasing local participation. This paper examines the role of supply chain management in mine management; in particular the effect of a strong local supply chain on regional economic impacts. Using input-output analysis, the impact of a local supply chain on a mining sector’s regional economic impact is examined by increasing local sourcing (increasing local purchase percentage -- LPP) for 10 key commodities. An approach, based on multipliers and excess local capacity is used to identify key commodities. The impacts examined are sales, employment, labor income, and value added. The work is illustrated with stone mining and quarrying in Missouri. Ten percent increases in LPP of the key commodities, in this example, result in $4.1 million additional impact on the Missouri economy. This work can provide insight on how to better create shared value for all stakeholders. INTRODUCTION Little research has been published on improving mine supply chain management (SCM) to enhance regional economic impacts. Although some extensive academic research has explored the importance of an industries’ supply chain, not much is known about how a locally-based supply chain increases shared value in the resource sector. Across industries, traditional SCM is getting more and more complex. This is true of the mining sector as well. However, this increased sophistication is not directed towards increasing shared value for all stakeholders, particularly, the local communities. Further research is required to develop new SCM strategies that enhance local participation. One major point of difference between this work and traditional supply chain management is the inclusion of stakeholders’ shared value as a goal in SCM. Creating shared value has become a business goal in recent years (Porter and Kramer, 2011). The authors use input-output analysis (Leeuw, 2012) to evaluate the regional economic impacts of supply chain decisions, which is not part of traditional SCM. Although input-output analysis has been applied to SCM for decades, most of the research uses input-output analysis as a tool to advance an industries’ own operational efficiency (Accenture, 2014)."

Currently, there are several techniques and technologies available which are used by mining industry in its attempts to remotely monitor the ground movements both at surface and underground mines. The currently available remote distance meters and distance change monitors mainly use phase change and time-of-flight techniques. The described monitor uses triangulation technique to track position of an optical spot projection and then image processing to measure mine wall movements. The system can be easily automated and poses no obstruction to mine traffic. The position of an off-normal laser spot will shift as the target wall moves. The described ground movement monitoring system has potential for superior accuracy and target monitoring can be made through air (gaseous) or other transparent media. The theoretical accuracy and range of this system depends solely on the resolution and focal length of the camera being used. The remote capabilities of the system make it uniquely suited to applications where monitoring is required in high-traffic, inaccessible, or unstable and dangerous areas of a mine.

The Western Mining Training and Translation Center is a consortium of four universities devoted to developing educational and training projects to reduce the incidence/accident rates in the mining industry. The center consists of Missouri University of Science and Technology, Montana Tech, the Colorado School of Mines and the University of Utah. It is fully funded by the National Institute for Occupational Safety and Health (NIOSH). The center manages 15 educational projects and one translation project. Hazard Identification and Risk Assessment (HIRA) for Small Mines is an educational project managed by the University of Utah. The objectives of this project are to identify critical mine hazards, assess risks; outline procedures to reduce accident/incident rates in small mines in the western United States and to train mine workers and super-visors on HIRA in each participating mine. To accomplish these objectives, the HIRA personnel visited 15 small mines in Utah, Colorado, Nevada and California. At these mines, most operators were employing independent contractors to perform several tasks ranging from drilling, blasting and mucking of rock at the work site to hauling ore to a processing plant. The operation of diesel-powered equipment was one of the major tasks performed by the contractors. This article presents three case studies in which contract workers performed a number of tasks with no reportable incidents but did so unsafely. It also highlights the training received by most contractors, the constraints imposed upon them and the safety hazards to which they are exposed most frequently.

Researchers at the University of Alabama are investigating artificial intelligence based computer models of mineral processing systems. Two approaches have been found to be particularly effective in developing data-driven computer models. The first approach employs neural networks which are computational paradigms based on the mechanics of the human brain. They are able to extract the basic relationships between input and output variables from large data sets. The second approach combines fuzzy mathematics with genetic algorithms to produce an adaptive modeling system. Fuzzy mathematics provide computers with the capability of manipulating abstract concepts like those which humans use so effectively in decision making. Genetic algorithms are search algorithms that mimic evolutionary processes apparent in nature. Together, these two techniques can be used to produce an effective modeling system. In this paper, the two approaches to modeling are compared and contrasted with respect to accuracy and computational time while used to model three mineral processing systems: (1) a grinding circuit, (2) a hydrocyclone separator, and (3) a flotation circuit.

Through-the-Earth (TTE) communication systems were developed to provide post-accident communication in underground mines. Unlike primary tracking systems, they do not require any major infrastructure installations underground. Instead, they use the Earth’s overburden as the medium or channel for the transmission of electromagnetic waves between surface and underground. Under ideal conditions, TTE communication systems should be able to provide full-duplex, two-way voice, text and data communication. However, this will depend on the design and optimization of the different types of TTE communication systems (that is, antenna and electrodes), and understanding of the rock properties and their influence on the transmission of signals. This can help simulate and model the transmission efficiencies and predict the possible range and data rates. Being able to optimize the performances of these systems can enhance rescue missions, improving the chances of saving trapped miners, and ultimately reduce fatality rates across the mining industry.

Biology opens a new frontier for the mining industry. With rising environmental concerns, the need to couple conventional chemical and physical technologies with sustainable approaches is pressing. At Allonnia, we harness microbial processes to create innovative and environmentally responsible technologies with broad applications. The native microbial community (microbiome) remains largely unexplored at most mining sites, unlike the geochemical environment. The exploration of complex biological reactions that could transform mining technology is just starting and holds vast possibilities, spanning bio-cementation, carbon sequestration, ore beneficiation, water mitigation, bioleaching, metals recovery, and more. Allonnia has collected samples from mine sites in Australia, Africa, and North America to characterize the microbiome and uncover the genetic potential present in mineral-rich environments. We are evaluating microbial metabolites that selectively solubilize gangue from various ores. In addition, biological reactions hold promise as tailings stabilizers. Our early efforts illustrate exciting prospects for harnessing biology’s potential in mining.

To start my talk, I thought it might be helpful for us to define the term "aggregate", so I went to the dictionary. Webster has several listings under "aggregate", and I found the following: "1. A mass or body of units or parts somewhat loosely associated with one another." Well, I didn't like that term "loosely" so I read on. "2. Crystals of one or more kinds of mineral or rock fragments." That sounded better, but I still read on. "3. Any of several hard inert materials used for mixing with a cementing material to form concrete or mortar." That sounded even better, but it should be a little broader. So I would like to define "aggregates" for you as follows: "Hard, inert fragments of rock or minerals used alone or with cementing agents to form products essential to nearly all types of construction." Usually aggregates are sand, gravel, or crushed stone, but other minerals such as clay or shale can be heated and become aggregates. What are some of the construction uses? Well, we've already mentioned concrete, as used in streets and highways, sidewalks and parking lots, airports and all kinds of building construction, not to mention bridges and swimming pools, and docks and breakwaters, just to list some of the uses. Our way of life couldn't exist without concrete. And you can't have concrete without aggregates,
