This paper focuses on the recent achievements and practices developed through the Minerals Tertiary Education Council (MTEC) initiative of the Minerals Council of Australia (MCA), in conjunction with the three partner universities involved in mining engineering education – University of New South Wales (UNSW), West Australian School of Mines, Curtin University (WASM), and University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and development of a number of flexible, distance-based delivery programs. The paper will then move on to future initiatives. Importantly, the exciting challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering – Mining Education Australia (MEA). This will provide a common 3rd and 4th year program to all three universities from 2007, involving innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process. Such an initiative is not without its challenges, and has a long way to go, before becoming a reality. However, it offers greater attractiveness and marketing potential to prospective students, as well as economic efficiencies, whilst delivering a better quality, and hopefully greater quantity of graduates to industry. It can also form a launching platform for a much greater level of international collaboration, through a proposed International Mining Education Network (IMEN) which is currently being floated amongst a number of international educators.

To investigate the differences in the radial drag pick cutting performance in dry and saturated sandstone, a suite of linear rock cutting test was performed using linear rock cutting machine (LRCM). Experimental results of 50 data passes, incorporating 350 data cuts were used to compute cutting, normal and side forces required for determination of other performance related parameters. Although the forces required to cut the dry and saturated rock were in congruence for most of the spacing and depths of cut combinations; but the overall averaged cutting and normal forces for saturated rock cutting were found to be 9.9% and 9.4% respectively higher than the dry rock cutting. The increase in the overall averaged forces was attributed to strength variability of one of the saturated block affecting the overall forces. The side forces experienced a negligible drop in saturated rock cutting. An increase of 28% and 9% in the actual and nominal specific energy values respectively was also recorded when cutting saturated rock as compared to the dry rock cutting. The increase in saturated rock specific energy is attributed to production of large amount of fines and few large sized chips directly contributing towards increase in specific energy. The optimum s/d ratio for dry rock tests was found to lie between 6 and 8 whereas for saturated rock cuts this value lied between 5 and 9.

A recent study conducted by the National Institute for Occupational Safety and Health (NIOSH) evaluated the roof bolter canopy air curtain (CAC) systemin a blowing face ventilation system, demonstrating its effectiveness and illustrating the CAC protection zones. This study evaluates the roof bolter machine CAC while operating in an exhausting face ventilation system. This study considers two similar locations to allow comparison with the previous blowing face ventilation (Zheng et al., Min Metal Explor 36(6):1115–1126, (2019)) study: (1) a roof bolter machine bolting the roof at 20 ft (6.1 m) from the face and (2) a roof bolting machine bolting at 4 ft (1.2 m) from the face. The environment introduces 6.0 mg/m3 of respirable dust to represent the roof boltingmachine operating downstreamof the continuous miner. However, the exhausting face ventilation uses an exhaust curtain with 9000 cfm (4.25 m3/s) of air. Two roof bolter machine working positions are simulated with the use of dual drill heads in the inward position for two inside bolts and in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3/s) with dust reductions ranging from 39.5 to 82.8%. When the roof bolter machine operated close to the face, increasing CAC airflow was required for adequate protection since the dust reductions can be as low as 39.5%. Additional CAC airflows of 350 cfm(0.17 m3/s) and 450 cfm(0.21 m3/s) were evaluated and demonstrated that dust reductions increased to 59.7% (350 cfm) and 72.0% (450 cfm) for the worst location where the roof bolter operators located.

"Coal and coal byproducts produced annually contain a sufficient amount of rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-adsorbed elements associated with clays, and chemically bonded elements within the organic coal matrix or host mineral. Researchers at three universities collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. Leaching followed by solvent extraction was found to be the most effective to recover the REEs from coarse middlings materials collected from multiple coal basins, as indicated by recovery values exceeding 80 percent. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. IntroductionRecent studies initiated by the National Energy Technology Laboratory showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts (Ekmann, 2012). According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region consisting of areas within the states of West Virginia, Kentucky, Pennsylvania, Virginia, Alabama and Tennessee, with a total capacity of 166,495 t/h, or more than 1 Gt/y (Fiscor, 2014). If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry would become a significant producer of REE concentrates as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the production cost."

The Foothill Tunnel is a remote 16-mile-long untreated drinking water tunnel in the San Francisco Public Utilities Commission’s (SFPUC) Hetch Hetchy Water and Power (HHWP) system. The 14-foot horseshoe shaped tunnel, constructed in the 1920s, is lined intermittently with concrete over approximately 53% of its length, with the balance being unlined rock. After detailed planning, in January of 2020 Mott MacDonald and HHWP staff completed a visual inspection and documented the condition of the tunnel with electronic data collection, photographs, and video with audio recording. The result was a comprehensive condition assessment that identified key areas of the tunnel to monitor.

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"

Historically, boulders are a frequent source of problem in soft ground tunneling. It is important to attempt to make an assessment of the nature and quantity of the boulders, although in many cases, it will be impossible to do so with great accuracy. Boulders, can pose major problems for TBMs in terms of slowing down or halting the tunnel advance, cutter damage, and abrasive wear. Although proper selection of the TBM and the cutterhead can reduce the risks, ground uncertainties still cannot be eliminated. The paper reviews a case study of a 3480 mm diameter EPB-TBM in Toronto utilized for completion of 2.5 km tunnel in Glacial Till, crossing the CP railway, HWY 401, a creek, and a confined aquifer. Alignment consists of multiple horizontal curves including small radius curves (r=210 m) at shafts breakthrough. An unexpected boulder cluster lead the contractor to experience extreme damages to the screw conveyor, RFJ system and causing a crack in main motor plate which resulted in losing one of the six main motors. This paper reviews contractor’s solutions and includes discussion on specific claim resolution method used in this project that can be of great value in preparation of specification and GBR for similar projects.

When addressing Germany’s resource supplies, we need to distinguish between those domestically available and imported ones. Resource extraction ostensibly competes with the designation of protection areas. However, the parallel existence of wildlife and plant life, and operations in the areas used for resource extractions is continually underestimated. The European Commission has compiled guidance documents facilitating the extraction of resources from protected areas. With regard to resource productivity, the market appears to be the appropriate instrument for minimising resource consumption. Policy makers are now called upon to create a legal framework leading to a consensus accepted by society.

Rolling disc cutters are the business end of hard-rock and mixed-face tunnel boring machines (TBMs). Since their first successful employment on a TBM more than 50 years ago, disc cutter technology has constantly evolved, allowing modern TBMs to excavate very hard and abrasive rock efficiently. Disc cutters have also been employed successfully on earth pressure balance (EPB) and slurry machines, cutting rock under water and ground pressure. The range of materials excavated by machines today is broader, excavation rates are higher and cutter costs are lower than ever before, proving the value of investment in cutter development. Disc cutters are used on a range of tunneling equipment, from pipe jacked slurry micro-TBMs less than 1 m (3.3 ft) in diameter to 15 m (49 ft) in diameter, hard-rock boring TBMs. The geological conditions under which they are employed range from sands and gravels, with several bar of water pressure, to extremely hard, massive rock with UCS up to 420 MPa. Regardless of the type of machine or geology, one thing remains constant: changing worn out cutters is costly. When cutters must be changed in the middle of a tunnel, the contractor incurs the cost of downtime as well as the cost of refurbishing or replacing the cutters. In the case of catastrophic cutter failures, the project can be stopped completely for long periods, and the costs mount up rapidly while tunnel production is at a stand still. Catastrophic cutter failures include the occasion when hard-rock disc cutters are failed in groups (called a ?wipeout? phenomenon) and the operator fails to stop the machine, which results in severe damage to the cutterhead. The cause of this can be either an undetected failed cutter propagating damage to surrounding cutters or operator error in steering. Regardless of the cause, the resulting damage can take days or even weeks to repair. When cutters fail prematurely on EPB or slurry machines in certain geological conditions, it is impossible to evacuate the chamber and, therefore, impossible to get [ ] into the chamber to change the cutters. The solution is frequently an unplanned intervention shaft that must be sunk at great cost. The importance of being able to predict cutter life accurately, and in all geological conditions, cannot be overemphasized. For these reasons, cutters have been developed for specific machine types and sizes, as well as for specific geological operating conditions. Different size cutters are required for different size machines. For example, while 483- and 508-mm (19- and 20-in.) cutters are used on large diameter TBMs, it is impossible to employ cutters so large on a small micro-TBM. Also, the cutter must be designed for the specific geological conditions under which it will be operating. The disc cutter rings required to bore extremely hard rock are the most expensive of cutter rings. However, they provide little advantage in weaker rock formations where less expensive rings will do the job as well. It is important to choose the correct cutter for the machine and the geological conditions in order to get the best balance of cost and risk.

Large metallurgical complexes have more data than a small city and these data change as internal and external conditions evolve. Staffing turnover hinders experienced-based decisions especially with simple tools like spreadsheets. Lack of current information can contribute to decisions that result in significant deterioration in the quality of operation. Timely, unified information from sophisticated analyses presented to the broadest possible reach will improve operation. The major innovation is the addition of the web browser to the suite of software people will use with no training – the other two are spreadsheets and graphical presentations – and the consistent organization and transformation of the real time data to support broad access. This paper describes the data transformations and presentation methods necessary for a Web view, especially the special needs of real time data and analysis required for active operations decision-making. Many people inside and outside the complex, not just operators, need timely information that is abstracted, aggregated, organized and unified. Unification and aggregation of real time data presented via the Web opens a new paradigm for collaboration. The analysis tools are as important as the data. These rule-based tools add significantly to the operations database in the form of results stored for viewing with plant data. Mining and metallurgical plants already use many sophisticated analysis tools such as predictive maintenance policies based on statistical analysis vibration analysis, and oil and lube analysis for critical equipment. These add real time events, similar to an alarm package, and unified production information to the operational database. Simple models are used on line to create key indices that provide a real time indication of performance. Key indices include metrics for losses due to plant availability, performance efficiency, and overall process equipment effectiveness. These additional data in the operations database are used for early fault detection, increased production, better quality, higher availability of equipment and faster detection of process bottlenecks. An important feature is the ability for people to create their own key indices and store the results for use by anyone in the plant historian, but accessible by a browser. Rock mass discontinuities play a significant role in evaluating the stability of rock slopes. It is necessary to collect and analyze these discontinuities to fully understand the mechanical and deformational behaviors of rock masses. Based on the digital images of some slope faces, this paper proposes a framework based on machine learning for detecting and extracting discontinuities. First, digital images and photo poses are combined, the original scene is reconstructed, and 3D point cloud data are obtained. All captured point clouds can be mapped with each image by the direct linear transformation algorithm. Next, the detection machine learning algorithm is used to segment rock mass discontinuities on 2D digital images. Finally, based on the mapping relationship, the 2D digital images that were segmented are transformed into 3D point cloud data. The geometric parameters of the corresponding discontinuities can be extracted by the DBSCAN and the Skmeans algorithm and the characterization of specific rules. The proposed framework was evaluated utilizing a quantity of slope digital images in the Yebatan hydropower under construction, located in Sichuan Province, China, as a case study. The results illustrate that most deviations are less than 10° for the dip direction and dip angle, which verifies the reliability of the proposed framework and maintains acceptable measurement accuracy.

The Michigan DOT’s I‑75 Modernization Project, Segment 3, is a 30-year, $1.2 Billion design-build-finance-maintain project in Southeast Michigan. The scope includes building a nearly 4-mile long, 14.5-foot ID stormwater storage tunnel. The tunnel and pump station are being built concurrent with new roads and bridges, requiring multiple levels of design and construction coordination. Underground risks include the poten‑ tial for encountering granular soils, groundwater, and explosive gases. The new tunnel will be mined by a new open-face TBM and lined with a one-pass steel-fiber-reinforced precast concrete segmental lining. Shaft construction began in early 2020 and tunnel mining in July 2020.

Studies have linked long-term inhalation of diesel exhaust with adverse health effects such as cardiovascular disease, cardiopulmonary disease, and lung cancer. Diesel exhaust levels in underground mines can approach 100 times the environmental level and are therefore monitored closely in the mining industry. Elemental carbon (EC) (a product of diesel combustion commonly referred to as ?soot?) has proven to be a good indicator of diesel exhaust levels. The current procedure for measuring EC levels involves taking personal samples from a mine worker?s breathing zone and/or stationary samples in various parts of the mine and subsequently sending these samples to a lab for analysis by NIOSH 5040 method. Unfortunately, the whole process can take up to several weeks to complete. To address the problem of waiting weeks for results, NIOSH?s Pittsburgh Research Laboratory is developing a portable device for measuring levels of elemental carbon. This optical device takes a continuous sample of air in the surrounding environment and measures the absorbance of light passing through a filter that collects diesel exhaust particulates within the instrument. This technology can provide a near real time measurement of EC with accuracy within 10% error. The ability to take near real time measurements, combined with the instrument?s portability (currently small enough to be worn on a miner?s belt), makes this device extremely useful in the mining industry.

In June 1998, the world's largest grinding mill, the 40 ft (12.2 m) diameter 20 MW Cadia gearless SAG mill, was commissioned. This was a leap of over40% above the largest operating SAG mill. A significant saving in capital cost gave the incentive necessary for a single mill line at Cadia, resulting in the selection of the 40 ft (12.2 m) diameter mill. Now, after 18 months of operation, this paper will review the significant items involved in the development, design, manufacture, installation, and operation of this mill.

The Buick mine, located 195 kilometers (120 miles) southwest of St. Louis in the Viburnum Trend, is owned and operated by Homestake Mining Company. The mine produces lead and zinc ore from a room and pillar mining method at a depth of approximately 335 m (1 100 ft). The Buick orebody typically averages 60 to 120 m (200 to 400 ft) in width with ore thicknesses ranging from 2.4 to 36.6 m (8 to 120 ft). The mine is divided in two; the halves are referred to as the North mine and South mine orebodies. The North mine orebody contains the higher grade ore; however, the developed reserves for the South mine orebody comprise about 60 percent of the total developed reserves for the Buick property. Existing pillars represent one-third of the total developed reserves.

By its nature, seismology has been a data intensive field since the first digital computers were introduced in the 1950s. The first empirical models were developed in the same period and are still widely used today, for instance, the Gutenberg-Richter frequency-magnitude relationship (Gutenberg and Richter, 1956). Machine learning (ML) methods make it possible to redefine these empirical models using large datasets and examining considerably more parameters, where their significance to the problem being addressed is methodically and repeatably evaluated using robust statistical methods. In this paper we develop a simple logistic model for the short-term prediction of seismic events above a threshold magnitude from a mine’s event catalogue comprising more than a million events with 14 basic parameters from which a pool of over 830 derived parameters was developed, covering a series of 11 precursory time windows. The logistic model was fitted stepwise using SAS with α = 0.025 for both entry and acceptance. 25 variables from the pool met the acceptance criterion. The findings were surprising in that parameters a rock engineer or seismologist might have expected to be the most significant in the logistic model were not; instead, it was an increase in standard deviation of the immediately-prior seismic magnitudes that carried the most weight, followed by the average maximum source displacement and median apparent volume change. These findings make intuitive sense because the increasing scatter of the magnitude shows an increasing number of large events being recorded that could be indicative of instability in the system that could lead to large events. The model is rudimentary and enormous scope exists for more exploration in terms of data pre-processing, model types, and response variable definitions.

Carbon dioxide sequestration by conversion to carbonates has become a promising option for CO2 storage. Experiments were conducted to determine the feasibility of CO2 sequestration at ambient conditions using a Ca-rich industrial waste in a carbonate solution. The Ca-rich industrial waste used in this study was lignite fly ash. Fly ash was chosen because it is cheap, available near large CO2 point sources, already in powder form, and reactive due to amorphous properties. In the experimental set-up, CO2 absorption was inferred by monitoring feed and exhaust gas CO2 concentrations. The addition of an alkali to a fly ash-distilled water solution provided a 50% increase in CO2 absorption of the solution. Absorption time also increased by 50% compared to a fly ash-distilled water solution. TGA analysis was used to determine the extent of CO2 sequestration in the carbonate form. At a liquid to solid ratio of 20:1, the conversion of ?free? calcium to carbonates was 75%. A CO2 balance on the system concluded that at the current operating conditions 42% of the total CO2 fed to the system was sequestered in the carbonate form. SEM-EDS analysis of the fly ash particles before and after reaction with CO2 indicated that the carbonate compound being formed was calcium carbonate. The analysis identified rhomboidal structures on the surface of the fly ash particles after reaction with CO2, but not before. These rhomboids are characteristic of calcium carbonate formation and they had higher Ca, C, and O concentrations than the host spheres, suggesting calcium carbonate formation.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

Global warming is a political reality in the United States today. The actual impact of the continued utilization of fossil fuels is not known and is open to debate. However, the growing concern about the continued use of these fuels is problematic. There are technologies available to us today that would permit America to meet its future energy demand and not contribute to global warming. The inconvenient reality is that fossil fuels cannot completely be replaced with energy conservation and the use of wind, solar, hydroelectric, geothermal and nuclear energy. The connection between the greenhouse effect and global climate change was first identified by physicist John Tyndall in the 1860s. To prove the greenhouse hypothesis, Roger Revelle and his research team started measuring carbon dioxide concentrations in the earth?s atmosphere in the early 1960s (Becker, 2007). With the rising concern about global warming, scientists throughout the world have been obtaining surface and air temperature data. Scientists have also been comparing CO2 concentrations found in glaciers throughout the world with theorized annual temperatures. Data for both dates back 1,000 years. Armed with this data, many nations of the world and the United Nations Intergovernmental Panel on Climate Change (IPCC) have concluded that climate change is a reality. Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.
