Details are given of three legal controls for the pollution of the air, the water, and the land, together with brief histories of the developments leading up to these controls. Attention is drawn to the fact that legal action may be instituted against a mine under common or other laws where pollution causes proveable damage or loss. It is suggested that an international conference should be held to define the philosophies and principles on which to base not only the necessary legislation for environmental control but also the machinery by which the controls can be administered.

One of the most critical and complicated steps in mine design is a suitable mining method selection based upon geological, geotechnical, geographical and economical parameters. Since there are many factors involved in mining method selection, the decision-making process is very difficult. In this paper, the Analytical Hierarchy Process, with 13 criteria, is used to develop a suitable mining method for the Golbini No. 8 deposit in Jajarm (Iran). Six alternatives (conventional cut and fill, mechanized cut and fill, shrinkage stoping, sublevel stoping, bench mining, and stull stoping) are evaluated. The studies show that the suitable mining method for this deposit in the present situation is the conventional cut and fill method.

The possibility that type 430 stainless steel can become sensitized during annealing after hot-rolling was studied by simulated cycles of continuous-annealing heat treatments, and by calculation of the carbon solubility. It was found that the lower-carbon steel could be sensitized at lower annealing temperatures than the higher-carbon steel, which is in line with plant experience. The difference in sensitization behaviour is ascribed to the lower rate of recovery of the lower-carbon steel during cooling, since recovery is sensitive to the grain size. At practical heat-treatment temperatures, austenite formation does not play a role.

The limitations of gold-mine evaluation by P. R. JANISCH, B.Sc. (Sur.) (Natal) (Visitor) Inherent uncertainty in the choice of parameter values places theoretical and practical limitations on the interpretation of a gold-mine valuation that are not necessarily removed by comparison of two valuations on the same assumptions. These limitations arise mainly in the estimates made of cost inflation and gold-price escalation, and lead to inconsistencies in the 'league table' method of investment analysis. The choice of discount rate is also critical in many cases. An approach to the overall problem that takes these limitations into account is suggested.

An important aspect of the project evaluation process is the achievement of a clear and quantitative understanding of the primary drivers influencing project value and risk. A business scenario-based approach is required to ensure that the project meets value and risk hurdles over the short, medium and longer term. Adopting an optimising approach can aid significantly in the development of a project concept into a business that is optimal and sustainable in the longer term. Through the application of case studies, based on work performed with various mining organisations during the last five years, this paper will demonstrate how project value and robustness can be optimised. Experience has demonstrated that applying this approach results in significant value improvements and risk reduction - primarily by application of a rigorous, fact-based analysis and optimisation process that rapidly increases management team understanding and insight of key driver of value and risk.

In any mining enterprise, the extraction of the ore from the orebody is of vital importance. This activity is stoping. The gold mines of the Witwatersrand and its extensions in the Klerksdorp, Welkom, and Evander areas form the most extensive goldfield in the world. This address reviews stoping technology and improvements in this technology since the end of the Second World War. Although the reefs that make up the Witwatersrand orebody are uniquely extensive, they are not suited to mechanized mining. This is due to a number of factors such as the depth of the orebody, its narrowness, and the hardness and abrasiveness of the quartzite forming the orebody. The most notable improvements in stoping technology have been brought about because of our beter understanding of rock-engineering problems. This has resulted in beter layouts, stoping geometry, systems of aleviating rock stresses, and support systems. It has enabled the industry, at ever-greater mining depths, to maintain and even increase productivity. These improvements, based on rock engineering, have significantly reduced the accidents due to rockbursts. There are many diferences between today's stoping and that practised forty years ago. Panels are shorter, concentrated mining has superseded bench mining, and the support systems are certainly better. Yet the face scraper is still used extensively, as are pneumatic rock drills. Some innovative stoping systems that have given rise to improved productivity are discussed. Explosives technology has shown spectacular advances during the period under review. Sadly, our local industry has had little to do with this research and development, but has been most adaptive in using the new products on offer.

With the advent in recent years qf mechanization in deep-level gold and platinum mines, large quantities of rubber was are being used on both production and support vehicles. Conditions in these types of mines are extremely harsh and, as a result, we performance is significantly lower than in other types of mining such as open-cast base metal mining, where more favourable conditions prevail. Various options are available to the user to reduce tyre costs, including the use of retreads, the filing of tyres, and the repair of damaged tyres. While these methods may be generally successful in open-cast conditions, their use in deep-level mining needs to be carefully evaluated for each particular set of conditions. A basic requirement for any evaluation of we costs is the availability of reliable data on tyre performance and, for this reason, it is essential that proper tyre records are maintained This paper reviews the performance of tyres in deep-level gold and platinum mines in Johannesburg Consolidated Investment Company, Limited (JCI) over a period of about 8 years, and shows how the costs of retreading and tyre filing can be evaluated in practice. It also discusses the cost implications of repairing damaged tyres.

n today's marketplace with high metals prices, many operations are faced with the challenge of improving recovery and at the same time maximizing availability. New operations under feasibility studies have the same requirements, with the additional need for ever higher capacities. Economies of scale have proved a vital competitive advantage in the game of ore dressing. Flotation is the most widely used method for extracting valuable minerals from ore - despite its mature age of 100 years. Customer demand has driven the development to increasing cell sizes, and in most cases, this has brought the advantages of both lower capital expenditure and lower operational and maintenance cost. The challenge of scale up, however, is to meet the metallurgical performance requirements in the larger volumes. The paper outlines recent trends and developments in flotation technology, and presents new solutions designed to address the needs for increased capacities as well as improved performance. Whether the goal is to improve existing operations or to scale up new equipment, computer aided tools are playing a key role in shortening the development cycle and reducing costly trial-and-error tests in full scale. Using the new tools and validation thereof will be outlined, as well as the development principles behind the new solutions. Plant results and experiences with the new developments are presented and discussed in several cases around the world.

Gold extraction from double refractory ores using conventional cyanidation has proved challenging due to the presence of carbon within the ore. Carbon particles may adsorb leached gold resulting in gold losses to tailings, i.e. preg-robbing the gold. Some of the preg-robbed gold may be recovered by the application of the HiTeCC process on CIL tailings. The process developed by Metso Outotec involves caustic conditioning of the tailings followed by high temperature desorption and simultaneous adsorption onto virgin activated carbon of the aurodicyanide. The aim of this paper was to develop a model for the HiTeCC process which could be used to support design and optimisation of the process, based on the adsorption characteristics of the preg-robbing and activated carbons. It was found that accurate experimental isotherms can be used to predict the behaviour of preg-robbing adsorbents. Comparing the sorption isotherms for preg-robbing ores and activated carbon indicated similar dependencies on temperature and ionic composition. Applying boundary layer diffusion models coupled with experimentally determined isotherms for preg-robbing ore and activated carbon, the HiTeCC process was successfully simulated at experimental and plant scale. Gold recovery of the HiTeCC process is most sensitive to the temperature of desorption and gold loading of the activated carbon, with increased temperature improving recovery. The gold loading of the activated carbon in the process should always be maintained lower than that of the normalised pregrobbing carbon gold loading to ensure favourable conditions for adsorption onto the activated carbon. Caustic conditioning stabilises adsorption and is therefore not necessary during the desorption stages of the process, but potentially improves recovery during adsorption. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) recently conducted full-scale explosion experiments; these experiments evaluated the strength characteristics of various seal designs used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests were conducted within the multiple entry section of PRL's Lake Lynn Experimental Mine (LLEM) employing the only currently accepted test method endorsed by the Mine Safety and Health Administration (MSHA) for seal design in American mines. These explosion tests are labor-intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. Therefore, the PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in-situ testing of seals in an operating mine. Two chambers within LLEM and one within the Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from tests in these chambers compare favorably with those from the large-scale explosion tests in the multiple entries. Preliminary size-scaling relationships for predicting the strength of standard seal designs as a function of entry size is also presented. In addition to testing seal designs at the required 20 psi static pressure level, the new facilities also allow for the determination of the seal's ultimate failure pressure. This new approach shows promise as an alternative evaluation method for improving mine sealing technologies which, in turn, will enhance the safety of the underground personnel.

A diamond-drilling programme conducted from 1971 to 1973 by the Phelps Dodge Corporation revealed three complex sulphide ore-bodies in the highly folded Namaqualand mobile belt on the farm Aggeneys, some 65 km west of the small town of Pofadder on the road to Springbok in the northwestern Cape. Of these, the Broken Hill occurrence is the most promising.

The authors and Iscor's management are to be congratulated on an interesting and detailed paper that discloses Iscor's philosophy, strategy, and action concerning what can also be termed productivity improvement. Aside from the pioneering work of Beeforth and Dicks regarding Dynamic Profitability Analysis at Vaal Reefs, there appears to be a shortage of papers on this topic from the mining groups.

In situ measurements and numerical modeling based on elastic theory showed that backfill stresses are considerably higher than originally thought. This has led to a change in understanding of rockmass behaviour. After describing previous work on the behaviour of the rockmass, this paper discusses possible reasons for the high stresses measured in backfil, and identifies the rockmass mechanisms possibly generating these stresses. It is concluded that the joints and the geological stratigraphy can lead to increased elastic convergence, and that the inelastic behaviour of the rockmass is also partly responsible for the increased closure measured in backfill. The use of an in situ modulus is suggested as an interim solution until a new computer model that allows for joints, different layers, and inelastic closures becomes available.

SYNOPSIS This paper outlines the principles involved in the regeneration of activated carbon for renewed use in the recovery of precious metals or the purification of water. While chemical methods are effective in restoring the activity of spent activated carbon containing only single or defined adsorbates, thermal methods have to be used when the spent carbon is loaded with a heterogeneous mixture of adsorbates such as those normally present in industrial process streams or effluents. The steps involved in thermal regeneration are described, together with the operating conditions that can be controlled to give the required degree of activation. Finally, an account is given of the structural changes that occur in a new or spent activated carbon during thermal treatment.

(Rand) (Fellow) The processes involved in the smelting in an electric furnace of nickel-copper concentrates containing platinumgroup metals are described. These are concentrate drying, pelletizing, pellet drying, and flux and pellets proportioning, followed by smelting of the concentrate in a submersible-electrode electric furnace, which is discussed in more detail. The furnace matte is blown in a converter to the white-metal stage and is cast in moulds, whilst the slag is granulated, ground, and floated for recovery of valuable metals and afterwards pumped to the tailing dam.

Design criteria and recent developments in large-capacity Wemco flotation cells by P. KIND, Ph.D. (Clausthal), B.Sc. (Visitor) The scaling-up of the large flotation cells that have been developed during the past few years has been based on hydrodynamic considerations and has resulted in a 500 ft3 cell unit. Plant results on a porphyry copper ore show that the 500 ft3 unit is equivalent to the previously used 300 ft3 model.. . Plant tests on the use of 300 ft3 flotation cells for the recovery of phosphate, particularly from the coarse size fractions, are also described.

The first part of this paper describes the collection of barometric pressure measurements in a mine and their statistical analysis, which shows the effect of variations in barometric pressure, both on the primary emissions of methane gas into the workings (whether from fissures or from the surrounding strata), and on the flow of air to and from large unventilated, or poorly ventilated, areas. The second part of the paper deals with a study, based on computer simulations, of leakage flows of air into and out of sealed areas, and the reduction of such flows by the use of adequate seals.
