Optimizing the public gains from the exploitation of mineral resources By Dr A. AZIS and Dr J. ZWARTENDYK Every nation must decide how it should exploit its mineral resources so as to contribute most to its national objectives. It is argued that the present value of the future corporate income tax flow derived.from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit. The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits. Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels. Computer simulations can be run of discounted cash flow models at various taxation levels to showthe impact of taxation changes on future tax revenues.

Discussion Dr R. E. Robinson (Fellow): The author must be congratulated on a very meticulous and self-contained piece of work. It is indeed a pleasure to read a paper that is so clearly and systematically laid out, and where the conclusions and the testwork conducted have been so clearly described. The paper is complete in itself, which makes it very difficult for someone who is not intimately involved in the whole Torco project to make any comments on its content. However, two points that, strictly speaking, fall outside the scope of the paper are of considerable interest. The first relates to the particle size of the material treated. In the paper, the testwork is confined to one standard particle size (minus 60 plus 100 mesh). The essential feature of the paper is to indicate that the rate-controlling reaction in the whole segregation process is the rate of reaction of the ore particles with the reducing agent and the hydrogen chloride. One wonders, therefore, to what extent this relatively slow rate of reaction is affected by the particle size of the ore itself. One imagines that the reaction must take place by contact of the hydrogen chloride with the surface of the mineral particles, and it is reasonable to suspect that the rate of diffusion of the copper ions to the surface is a relatively slow process and is thus the limiting factor in this particular rate of reaction. It is possible, for example, that the improvement obtained, when the ore is subjected to reducing conditions before the chlorination, is due to a breakdown in the crystal structure of the original particle. This breakdown is brought about by the reduction and by the consequent increase in surface area available for reaction with hydrogen chloride. Can the author indicate whether any work has been done along these lines, and whether it has been established that the reaction depends on the surface area available? The second point relates to the application of this kinetic study to the actual operation of a Torco reactor. It was once planned to feed the sodium chloride, together with the reducing agent, into the top of the segregation chamber. In the paper, the author mentions that it has now been established that the segregation chamber behaves, to all intents and purposes, as a fluidized bed, and that there is, therefore, a rapid evolution of gas in the lower regions of the chamber, which, it is imagined, displaces the gas phase rapidly. Since the reaction between sodium chloride, water vapour, and the aluminium silicates in the ore is extremely rapid, one wonders how much of the hydrogen chloride produced is removed from the reaction zone before it has had time to react with the copper minerals. The extremely low consumption of sodium chloride (which is a vital feature of the Torco process) must depend on an extremely rapid circulation of the hydrogen chloride gas to all the ore particles in the segregation chamber. One wonders, therefore, if a system for the introduction of the sodium chloride into the bottom regions of the chamber might not result in even greater efficiency in the utilization of sodium chloride. ProC D. D. Howat (Fellow): All of us who have been concerned with the study of chemical reactions at high temperatures are keenly interested in kinetics and are well aware that this is not an easy study experimentally. Dr. Brittan is to be congratulated on the development of neat experimental methods and for his full discussion of the results obtained. Although the segregation process for the extraction of copper from oxide and silicate ores has been known for almost fifty years, the fundamental chemical and physical changes involved have been little understood and the fundamental data are very scanty. The work now in progress at A.A.R.L., together with that sponsored by the Anglo American Corporation in other research institutions throughout the world, is bound to produce new fundamental data and a much more complete understanding of this rather fascinating process. It is already apparent that some of the old and well-worn chemical reactions that were postulated to occur, just cannot take place in the way which was formerly accepted. Dr Brittan's work, carefully conducted and thoroughly analyzed as it has been, still leaves us with one great outstanding problem. The thermodynamic data and the possible reactions set out in Table I (page 281) of his paper leave us asking, in complete despair, how can copper be converted into a volatile chloride in the presence of HCl, CO and carbon at temperatures about 800°C? The thermodynamics all combine to show that copper should be reduced to metal as the first step in the process. This brings us right up against the second problem. If copper were reduced to the metal how would HCI convert it to the volatile chloride? On top of these problems is the unknown reason for the very high speed of reaction between CO, HCI and the ground copper ore. Still further into the region of the unknown is the reaction by which gaseous hydrochloric acid is produced in the actual process. Perhaps Dr Brittan is feeling grateful that he doesn't have to try to explain this reaction-at this stage of the research programme at least. The results very clearly show that both CO and HCl gas are essential for rapid production of the volatile copper chloride. Dr Brittan states that 18 minutes were required to attain 83 per cent extraction with HCl gas alone and this was reduced to 4 minutes when CO was

Two methods of stress measurements have been executed on the surface and underground to con-struct an oil storage cavern using hydro-fracturing and overcoring method. The first measurement has been performed to make a design of the caverns before excavating and the second to confirm the stress state during excavation. Six measurements have been carried out in the hydro-fracturing test at the depths between –17.8 and 54.5m from the sea level and a single measurement in the overcoring test in a single borehole at the depth of –21m from the sea level. The ratios of the maximum horizontal to vertical stress measured using hydro-fracturing and overcoring method are 2.95 and 3.1, respectively. Also, the orientations of the maximum horizontal stress are N53E and N58E. These measurements show that both methods give almost same results and significant horizontal stresses are acting on this cavern. Sechs Messugnen wurden mit der Hydrofraktionierungsmethode bei einer Tiefe von 17,8m und 54,5m unter dem Meeresspiegel und eine einzige Messung mit der Kernbohrungsmethode in einem Bohr-loch bei einer Tiefe von 21m unter dem Meeresspiegel vorgenommen. Das Verhältnis von maxi-malem horizontalem zu vertikalem Druck bei der Hydrofraktions- und der Kernbohrungsmedthode ist 2,95 bzw. 3,1. Mr G. Y. Nisbet, Pr. Eng., holds a B.sc. (Min.) from the University of the Witwatersrand (1948) and a P.M.D. from Harvard University, U.S.A. (1966). On graduating, he was awarded the Chamber of Mines' Gold Medal. Professor D. G. Krige, holds a D.Sc. (Eng.) from the University of the Witwatersrand (1963) and a D.Ing. Environmental activists have targeted the mining industry in an attempt to prevent development, which has resulted in the industry's becoming defensive and retro-active. This paper argues that mining managements should go on the offensive and champion the environment through leadership in environmental policy and research and development, rather than reacting to anti-mining campaigns. In the formulation of an environmental policy for the mining industry, a clear understanding of the concept of sustainable development is of paramount importance.

OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. Mining-induced seismicity is usually evaluated in terms of continuum elastic analyses, and is quantified in terms of energy release rate as state parameter and excess shear stress along particular features on which failure may be induced. Although both of these quantities are representative measures of potential seismic activity, elastic analyses do not enable the associated stresses and displacements in the rock in which failure occurs to be evaluated reliably. The paper compares the effect of depth, span, support stf1Jhess, field stress ratio, and discontinuity strength on mining induced seismicity determined from elastic analyses and from analyses in which discontinuities in the rock are allowed to fall. It is, accordingly, shown that the incidence and magnitudes of potential seismic events and the net excess shear as representative state parameter cannot be determined reliably from elastic analyses that do not account for the failure of ubiquitous discontinuities. The magnitudes of seismic events in rock in which ubiquitous discontinuities are allowed to fail are very considerably overestimated in elastic analyses. The extent of the seismic source region and the associated seismicity do not increase with depth, which, together with the improved containment of the concomitant rockburst damage by backfill is reassuring for mining at greater depth in future. For conventional support, the magnitude of potential seismicity increases for an increase in span in elastic rock, but remains unaffected in non-elastic rock. For backfill, the magnitude of potential sesmicity decreases substantially in elastic and non-elastic rock for an increase in span. Increases infield stress ratio very significantly reduce potential seismicity irrespective if the type if analysis, but effect the distribution if potential seismic events very differently in elastic and non-elastic rock.

The paper describes tests on horizontal-belt filters for the filtration of gold and uranium. The promising results led to the installation of 17 such filters (ten of them 120 m2 in size) in the mine's metallurgical plants, and their operation is discussed. Although several problems were encountered both in operation and maintenance, it is concluded that, with correct operation and suitable filter cloths, exceptionally good metallurgical recoveries can be achieved at filtration rates twice to three times higher than those on rotary filters.

This paper describes an interactive personal computer program, ENVIRON, which simulates cooling and ventilating systems on gold mines. An example of the practical application of the program is given and proposed future developments are discussed. The program consists of two main modules, HEATFLOW and VENT- FLOW. HEATFLOW calculates the heat loads and the effect of air coolers, while VENTFLOW estimates the air flow distribution. As the calculation of the heat loads requires a knowledge of the air flow and vice versa, the two modules are run iteratively until the solution converges. The program is written in Pascal and runs on any IBM-compatible personal computer.

Methods for the analysis of seismic hazards in mines are reviewed as illustrations of the techniques that are being used in some South African mines. The classical parameters that describe a hazard are the seismic activity rate, ?, the Gutenberg-Richter value, b, and, occasionally, the maximum regional magnitude, mmax The activity rate is calculated readily owing to the inherent simplicity of its definition. The evaluation method presented for the Gutenberg-Richter b value takes into account the presence of mmax Three statistical procedures are described for the assessment of mmax which the maximum observed magnitude, Xmax a crucial role. Often, the configuration of mine seismic networks is changed, or the networks are improved, which inevitably gives rise to changes in the completeness of the seismic catalogues. The routine analysis of seismic hazards must account for these time dependent changes. A method for the evaluation of hazards is reviewed that accommodates varying levels of quality in the catalogues. Finally, the concept of the volume of ground motion (VGM) is presented. This is a technique that allows for most aspects of seismic hazards in mines. The advantage of the VGM is that a hazard can be described by one physically significant value: the volume of rock (cumulated over a time period) in which the ground motion exceeds some critical particle velocity. Data from the gold mining region in South Africa known as the Far West Rand is used in a demonstration of the discussed methods of hazard analysis.

During pillar extraction, sidewall fracturing and spalling at some collieries constitute a severe stratacontrol problem. In order to obtain a better understanding of this phenomenon, a survey of pillar corner conditions before and during pillar extraction was conducted at one particular site. For the various successive mining steps, the vertical stresses on the pillar corners were calculated by use of a three-dimensional boundary element program. A significant correlation was found between the calculated vertical stress prior to the extraction of the panel and the sidewall conditions. During the extraction of the panel, a significant deterioration of the sidewall conditions at a pillar occurred only when the adjacent pillar was mined, causing an increase in vertical stress on the remaining pillar.

This paper gives an account of the development of a plant for the differential flotation of mixed sulphide ore, special reference being made to the separation of copper and zinc sulphides. The uniqueness of the geology, mineralogy, and metallurgy of each complex ore-body is stressed. Consideration is given to the scale-up of laboratory data, and to some of the factors involved in the design of milling and flotation plants for this type of ore. Process control and development are discussed, as are the human requirements for the optimum operation of a concentrator.

The ability to conduct real-time material tracking in mines has been a long-standing challenge. Technological innovations such as radio frequency identification technology (RFID) have over the years contributed to the effective tracking of material flow and reporting of metal content. This paper outlines the laboratory procedures and results from testing the suitability of microdot technology as a viable technique for real-time material tracking in mining. The paper clarifies the reasons for conducting the test and presents the material safety data sheet (MSDS) from a South African and Canadian perspective. Microdots from three aerosol systems were immersed in water, heated to 100°C, and crushed into coarse and fine material. These tests were used to ascertain if the technology could withstand mining conditions. A strength, weakness, opportunity, and threat (SWOT) analysis was used to evaluate and compare microdot technology with RFID. It was shown that microdot technology has some potential to track ore parcels because data integrity was retained after exposure to post-blast mining conditions.
