Safety in South African mines is a subject of significant interest, since many mining companies are experiencing production deficits due to safety-related stoppages. In this paper, safety data from the South African platinum mining sector is analysed for the period 2006 to 2010. The data was obtained from company annual reports as well as the Department of Mineral Resources, and analysis in the study is limited to injury and fatality data only. The overall safety performances of companies in the sector are compared, and opportunities for benchmarking and recognising potential sources of best practice amongst platinum miners are identified. Improving safety usually incurs a cost, and mining companies are particularly conscious of the importance of controlling costs. However, cost considerations often deal only with direct costs, and it has been shown that indirect costs are usually far more significant. Therefore, a greater safety spend will usually result in the creation of value for the mine since it will reduce the indirect costs associated with accidents. The results of some recent research in this area are presented. In this light, where available, the financial performances of mining companies in the sector, obtained from published annual results, are included in the benchmarking exercise to determine whether there is any correlation with safety performance.

Mean flow stress analyses from plant mill logs for the conventionally produced hot rolled low carbon steel from the Ispat Iscor Vanderbijlpark strip producing plant, indicated a higher temperature sensitivity than that found for the equivalent SAE 1006strip steel produced in the compact strip plant of Saldanha Steel. This was confirmed quantitatively through detailed hot deformation studies on an as-cast structure as well as on a finer grained condition on the same steel. In the conventionally produced steel, activation energies for hot deformation of 309 kJ.mol-1and 388kJ.mol-1for the two respective starting structures were found, both values extending over the entire normal hot deformation temperature range of 1140 to 900°C. These and other experimentally determined constitutive hot deformation constants were applied to the hot rolling austenite grain size development model used earlier. From this, it is predicted that dynamic recrystallization occurs only in the first two break-down passes at the Vanderbijlpark plant and thereafter static recrystallization occurs after exiting from all of the remaining ten or eleven roughing and finishing passes. This is significantly different from what was predicted earlier for the Saldanha Steel plant with its lesser number of passes where static recrystallization is predicted to occur only in the last three passes. The effects of this process difference and other observed product differences between the two types of product are discussed. There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.

This paper introduces and defines the concept of a linkage between long-term planning parameters (?global assumptions?) and possible future world views as conceived in scenario planning. Scenario planning, the tool that is used to arrive at plausible future worldviews, is described in the context of the platinum industry. The interpretation of the scenarios into long-term planning parameters is made, followed by an illustration of how the long-term planning process has been adapted at Anglo Platinum to include the notion of uncertainty.

The roof of the Sishen cave is being mined in order to exploit 6.8Mt of high grade ore. The cavity is filled with quartzite backfill in order to support the roof in the event of collapse. The cave dips at approximately 37o, is 260m along dip and 70m along strike and has a total volume of 261,391m3. GPS and optical monitoring techniques were attempted to detect subsidence but proved to be impractical. The GroundProbe Slope Stability Radar (SSR) uses differential interferometry to measure sub millimetre movement in a rock face. The SSR was applied in a non production situation and detected subsidences of 38mm/day before visual signs of instability were detected. The rate of deformation detected was slowing as a result of the roof coming to rest on underlying backfill. Monitoring during production drilling detected a sudden subsidence of 18.6mm/hour which resulted in the evacuation of personnel from the area. Further inspection of data showed that the rate of deformation was slowing and production was allowed to continue without further incident. The SSR has helped dispel the fears of workers and has proven that subsidence can be accurately measured and delineated with the SSR.

"The authors were tasked with introducing safe and efficient drilling and blasting practices to a small artisanal mine located in the Eastern Province of Rwanda. The current mining methods employed at the mine are inefficient as rockbreaking is conducted utilizing hammer and chisel, or by drilling and blasting with no understanding of the rockbreaking process. The paper discusses the drill and blast cycle, as well as the associated activities necessary to support the mining cycle. The challenges and critical aspects in implementing drill and blast activities are discussed, as well as some of the technical aspects, i.e.drilling pattern, initiation and timing of the blast, and handling of misfires. Ancillary issues such as ventilation, training, communication, effective planning, logistics, and human relations are also examined. IntroductionRockbreaking accounts for 60% of the direct mining costs in small-scale mining. When drilling and blasting practices are poorly implemented the process becomes inefficient and dangerous. The introduction of a proven drill and blast system to artisanal mining offers a number of challenges, with safety being considered the backbone of any sustainable operation and a standard that cannot be compromised.The paper is based on a project at an artisanal cassiterite (tin) mining operation in a small village in the Kayonza District in the Eastern Province of Rwanda. A drill and blast programme utilizing industry best practice was introduced at an underground development end; a raise developed at an inclination of 23 degrees. The underground working is accessed via a 17 degree incline shaft with an operating length of 105 m and serviced by a single drum winder. The winder operates at a speed of about 3.5 m/min hoisting two 1 t wagons from the bottom of the incline to surface for tipping (Figure 1)."

The compilation of the sampling nomogram is an essential tool in the optimization of a sampling protocol and allows the operator to track the change in relative variance of the sampling error (the Fundamental Sampling Error) during steps of comminution and mass reduction in the process of recovery of the aliquot for analysis. The data required for the compilation of the nomogram are centered on the sampling constant K and the exponent, alpha (a), of the nominal fragment size. Five methods for establishing K have been identified, but two of them, the duplicate sampling analysis (DSA) method and the heterogeneity test (HT) method purport to provide such a constant. The step by step procedure for each of these two methods was examined using broken ores from three mines, Mponeng mine, Kloof mine and Lily mine. Two of these mines (Mponengand Kloof) are typical Witwatersrand-type gold mines, while the third is an Archaean-type, shear related gold deposit situated in the Barberton Greenstone belt. The results suggest that the factor K derived using the heterogeneity test is very accurate, but applies only to a single size fraction in the spectrum of comminuted materials. The calculation of gold grain sizes using this method appears to be too small and does not conform with the results from detailed mineralogical studies. The factors K and alpha derived using the duplicate series analysis, are appropriate for use across a wide spectrum of comminution sizes and also provide realistic gold grain sizes, comparable with the equivalent circular diameter of gold grains identified in mineralogical studies of the ores.

Outcomes from a workshop organized through the SAIMM revealed that the minerals and metals industry must develop its ?Engineering Team? if it is to continue to meet the challenges of globalization. The very economy of the country is largely dependent on a competitive and stable engineering team within the minerals and metals sector. With the Chamber of Mines (COM) passing on its education and training initiatives to the industry, the professional bodies like SAIMM must (despite meagre resources) continue the good work done through the COM in the past. The workshop highlighted recruitment and selection, further/higher education, socialization and initial training, deployment and retention and continuing education as priority areas. These are further detailed in this report. Office Bearers have considered the outcomes and the areas where the Institute should or should not be involved have been stated.

As new legislation drives to lower SO2 emissions from metallurgical plants, plant managers face the challenge of keeping their costs under control. The Cansolv® SO2 Scrubbing System has been broadly adopted in the non-ferrous industry as a cost effective solution for smelter operators to meet the new SO2 emissions targets. The Cansolv® SO2 Scrubbing System is an amine-based regenerable process that selectively absorbs SO2 from a variety of gases, including dilute smelter gases, such as furnace and converter gases. The system produces a pure, water-saturated SO2 byproduct stream, which can then be directed to the front end of a sulfuric acid plant for conversion to sulfuric acid. When deployed in a smelter complex, the Cansolv® SO2 Scrubbing System may also be used to process acid plant tail gas, allowing single absorption sulfuric acid plants to achieve emissions an order of magnitude lower than that of a double absorption acid plant with a lower capital investment. Depending on inlet gas temperature SO2 emissions in the treated gas can be controlled to as low as 55 mg/Nm3. This paper will describe some of the applications where customers have or are planning to use the Cansolv® SO2 Scrubbing System and what as well as which features and cost advantages for the treatment of smelter gases were key to the technology choice.

MINUTES OF THE PREVIOUSGENERALMEETING As the Minutes of the General Meeting held on June 18, 1969 had not yet been published in the Journal, the Chairman moved that their adoption and the discussion thereof be deferred to the next General Meeting. This motion was adopted unanimously. CHAIRMAN'S ANNUAL REPORT 1968/69 At Mr Kirchner's request, Mr. R. C. J. Goode took the Chair during the presentation of the Chairman's Annual Report. (This report was published in the August 1969 issue of the Journal.) OFFICE BEARERS AND COMMITTEE MEMBERS FOR THE YEAR 1969/70 The Chairman announced that the outgoing Committee had elected the following office bearers for the coming year: Chairman: N. A. Honnet; Vice-Chairman: J. N. Saunders; Immediate Past Chairman: J. G. Kirchner. The Chairman then read a letter from the scrutineers reporting that the following had been elected to the Committee: M. S. Grobler, W. R. Lawrie, L. O. W. Leimer, A. T. Lewis, R. S. Pearson, T. Zadkin. The Chairman thanked the scrutineers for their services, and congratulated Messrs Lawrie, Leimer and Zadkin on their re-election and Messrs Grobler, Lewis and Pearson on their election to the Committee. The Chairman announced that he had heard, with regret, that Mr. T. Zadkin would be leaving the O.F.S. at the end of August, 1969. Mr Zadkin had served on the Committee continuously since the inception of the O.F.S. Branch and records showed that he had only failed to attend three General Meetings in over nine years. The Chairman expressed the gratitude of the Branch for Mr Zadkin's invaluable services to the Institute, congratulated him on his well earned promotion and wished him well in his new position. INDUCTION OF CHAIRMAN The Chairman introduced Mr N. A. Honnet to the meeting by briefly outlining his past career and, after congratulating him on his election, called upon him to take the Chair. In congratulating the out-going Chairman on a very successful term of office, Mr Honnet said that due to the absence of many Committee Members for a large portion of the year Mr Kirchner had carried a heavy burden, and he moved a vote of thanks and appreciation for Mr Kirchner's efforts. This was carried unanimously. GENERAL BUSINESS There were no points raised under this heading. MINING AND METALLURGICAL CONGRESS The Chairman called on Mr W. R. Lawrie to give his talk on aspects of the Mining and Metallurgical Congress recently held in Britain. This presentation was illustrated with photographic slides and proved of great interest to Members. Mr D. D. Waterman proposed a vote of thanks to Mr Lawrie and the Chairman then asked Mr R. C. J. Goode to contribute to Mr Lawrie's address. Mr Goode thanked Mr Kirchner for his efforts during his very successful term of office and congratulated the in-coming Chairman and Vice-Chairman on their election. He then gave a brief talk on aspects of the Congress not dealt with in Mr Lawrie's address. These included the industry's requirements of graduates, the necessity of their rapid advancement and the desirability of sending such young men to attend future Congresses. Mr Goode announced that two symposiums will be sponsored by the Institute next year, one on Tunnelling and the other on Open Cast Workings.

INTRODUCTION This paper was originally presented at the Platinum Adding Value Conference, held at Sun City from the 4th to 6th October 2004. Narrow reef mining may not be applicable to the base metal operations in Zambia, however, it is considered that the methodology used is equally appropriate to the development of technology and mining methods in mining environments other than narrow reef mining. The purpose of this paper is to explore the integration of technology and stoping systems. For the last hundred years the South African narrow reef mining industry has battled to control working costs in a labour intensive industry. It is only through the application of appropriate technology that change will occur. Stoping systems, because it is the stoping method and methodology that is at the heart of the mining system. Introduce a different technology that results in a more efficient stoping system and the mining system will look after itself. The technology applied to stoping in narrow reef mining, over the last 100 years, can be categorised as follows: ? The introduction of pneumatic rockdrills early this century. The cumbersome rig mounted units being replaced by smaller, lighter, hand held units that were then made easier to use with the addition of an air leg. (The so called Swedish method of mining.) As late as the early 1970s some drilling was still being carried out without the assistance of an air leg. ? Scraper winches to replace gravity and shovels to move rock both in the face and the gullies were first introduced in the late 1920s. ? Hydraulic props installed close to the face and capable of applying force against the hangingwall as well as yielding in a controlled manner under dynamic load arrived in the 1960s. In many instances these have now been replaced by yielding elongates fitted with water hydraulic tensioning devices. ? Some people argue that the introduction of tungsten carbide inserts, to improve drilling, was equally important.

An experimental study has been performed to investigate the behaviour and separation of inclusions at the interface between steel and slag. The study has been limited to liquid inclusions because they can be a potential problem in transient situations such as ladle changes in continuous casting of steel. Model experiments with water and silicon oils have been carried out to study the kinetics of separation of simulated inclusions at an interface. The properties of the inclusions and the slags have been varied by using different oils with different viscosities, densities and surface tensions. The effect of temperature of the liquids has also been examined. Measurements of the terminal velocity, rest time and the behaviour of the liquid inclusions at the interface have been recorded using a video camera. It has been found that the inclusions reach their terminal velocity early in the vessel and the experimental velocities differ somewhat from the values evaluated using ?intermediate law?. The results from the experiments have shown that the size of the inclusions has no appreciable influence on the rest time. Droplets of AK50 oil have been found to have considerably long rest time. A water film surrounding the droplet has been expected to be the main reason for the long rest time. The present study has also shown that the viscosity of the oil has certain effect on the rest time, but only to some extent, since viscosity has double functions. A higher viscosity provides higher resistance to the droplet entering the oil phase leading to longer rest time and at the same time damps the lateral movement of the droplet along the interface, leading to easier stabilization and shorter rest time. On the other hand, a high viscosity of the oil phase results in slow dissolution process. It has been concluded that a meaningful model of inclusion separation at the metal-slag interface must take the interfacial phenomena into consideration. Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

"Prior to operating a non-recovery coke pilot plant, it was critical to ascertain coal cake stability during the loading of a 1 m3 coal cake into the oven. Various compaction parameters were verified and established on a small laboratory-scale compaction machine to obtain a coal cake of acceptable stability. These parameters include cake density, cake surface moisture, transverse strength (force applied perpendicular to the original compacted coal cake layers), and applied force to the coal cake. This work determined the behavioural characteristics of the coal while being compacted either with a full-sized or a 1/3-sized compaction plate in a 9 kg capacity mould. Two different coals were evaluated, namely Waterberg semi-soft coking coal (sscc) and Oaky North hard coking coal.The target wet cake density of 1 100 kg/m3 (79% of 1 400 kg/m3 relative density) was achieved for Waterberg sscc, with a particle size d50 varying between 0.6 mm and 1 mm, utilizing the 1/3-sized compaction plate in the laboratory-scale set-up, with 11.6% surface moisture and 92.2 t/m2 commercial equivalent applied force. For Oaky North hard coking coal, a wet cake density of 1 189 kg/m3 (85% of 1 400 kg/m3 relative density) was achieved at a surface moisture content of 12.3% and at a lower applied force than that for Waterberg sscc, i.e. 78.5 t/m2.Coal cakes of acceptable strength, and therefore sufficient stability for further processing, were obtained for all materials evaluated during this study.Further studies should be conducted to determine the effect of zeta potential during the compaction of coals.IntroductionExxaro Resources has successfully installed and commissioned a world-class stamp-charging horizontal 1 t electrically-heated pilot-scale coke oven at its Metallurgy Services facility. Prior to operating the coke non-recovery pilot plant, it is essential to ascertain coal cake stability during the loading of a 1 m3 coal cake into the oven. The design of Exxaro’s pilot plant is such that the coal cake is pushed inside the oven by means of a pusher plate, rather than through a ‘spoon’ feed mechanism, such as is found in industrial horizontal coke ovens. The pusher plate loading mechanism dictates that the coal cake should possess high stability and inherent strength during loading into the oven, owing to frictional forces exerted by the oven floor. In order to obtain a coal cake of acceptable stability, various compaction parameters needed to be verified and established on a small laboratory-scale compaction machine."

A mining engineer from South Africa, whose research has taken him to some of the world?s deepest gold mines, is the winner of the St Andrews Prize. Daniel Limpitlaw, 27, picked up a cheque for $25,000 for his dissertation on reversing the damage done by early mining technology, which he claims is partly responsible for blighting the urban environment in many South African cities. Launched in October 1998 by the University of St Andrews and international energy company Conoco, the St Andrews Prize sought practical solutions to environmental problems. It attracted interest from 450 individuals and groups from countries as diverse as China, Pakistan, Canada, New Zealand, Germany, the UK and the United States.

To estimate the detailed characteristics of the rock around the cavern during excavation, new monitoring technique for dynamic properties of the rock has been applied. In this paper, micro-seismic monitoring and AE monitoring technique are applied to the excavation of large underground rock cavern and the result was discussed to clarify the acutal behavior of EDZ around the cavern. Zur Einschätzung der Gesteinseigenschaften um die Ausschachtung herum haben die Autoren eine Technik eingesetzt, mit der die physikalischen und dynamischen Änderungen im Gestein um den Schacht während der Ausschachtung beobachtet werden. In der vorliegenden Studie wurde zur mikroseismischen Überwachung ein AE Überwachungsverfahren eingesetzt und die Autoren berichten über die Veränderungen in den Gesteinseigenschaften um die Ausschachtung herum. Dans le but d'évaluer en détail les propriétés des roches qui forment les parois des cavernes creusées, les auteurs ont utilisé une technique de mesure permettant d’observer les modifications physico-dynamiques des roches aux alentours de la caverne pendant son excavation. Dans le cadre de cet article, une technique de surveillance de l’agitation et du bruit microséismiques a été mise en œuvre et les auteurs font état de la modification des propriétés de la roche environnante.

Dr R. E. Robinson, Pr. Eng., obtained a B.sc. (Chem. Eng.) cum laude from the University of the Witwatersrand in 1950 and a Ph.D. (Eng.) from the same University in 1953, where he was awarded the Haikes Memorial Medal for Industrial Chemistry. Professor G. G. Garrett was appointed Professor of Physical and :Fabrication Metallurgy in the Department of Metallurgy at the University of the Witwatersrand in June 1980, and in January 1984 he became Head of the Department. Mr P. A. van Wielligh, Pr. Eng., climbed the mining ladder in the hard way, starting as a Mine Surveyor in 1936 and working his way up as Chief Surveyor, Underground Manager, Mine Manager, and Consulting Engineer, to Executive Director, including the intermediate steps. Mr H. E. James, Pr. Eng., is a graduate in Chemical Engineering from the University of the Witwatersrand. Both his B.sc. degree (1961) and his M.sc. degree (1964) were obtained on bursaries, the former from Gold Fields of South Africa and the latter from the Atomic Energy Board. Mr G. Pienaar, Pr. Eng., obtained a B.Eng. (Met) in 1967 and an M.Eng. in 1973, both from the University of Pretoria. Dr A. K. Haines, Pr. Eng., obtained all his degrees from the University of Natal, finishing with a. Ph.D. in 1971. Mr B. C. Alberts, Pr. Eng., obtained his academic training at the University of Pretoria, where he was awarded B.sc. degrees in both agricultural engineering (1963) and mining engineering (1965). Mr H. C. van Zyl, Pr. Eng., holds B.sc. degrees in mining engineering (1968) and civil engineering (1972), both from the University of Pretoria.

Experimental studies on viscosity of titanium bearing slags have been reviewed and the assessed data were used in extending the capability of the structurally related viscosity model for silicate melts, developed by the present authors. Experimental data on ternary and higher order systems containing CaO, MgO, MnO, FeO, Al2O3, TiO2, Ti2O3, SiO2were assessed and used. The newly extended viscosity model represented the viscosity behaviour over broad temperature and composition ranges. The structural role played by TiO2and Ti2O3in silicate network structure is discussed with respect to their effect on viscosity of melts.
