[An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. modeling system with the, 1985 county database was to create an Input/Output based model of the regional economy. The leading ice, with respect to income, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown for each county and the region. Interindustry transactions, final demand, and value added components for the region are shown in the Regional Gross Flows Table. The total gross output for the region is valued at $36.7 billion. Total industry output for the region is $18.1 billion. The region provides $5.4 billion in income to a work force of 286,000. Spokane County, Washington accounts for about 50 percent of the regional total industry output, income, and employment. Both Spokane County and then as a whole produce about 80 percent of the total industry output for final demand with remaining 20 percent going to intermediate inputs for further production. Spokane County exports about 43 percent of its total output while 35 of the regional output is exported. Exports account for more 50 percent of the total in 18 of the 22 counties within the region. An accelerated and coordinated program of coal research is believed by many to be a necessary step in assuring coal's proper position in the expanding energy market. The President's Advisory Committee on Energy Supplies and Resources Policy, for example, made the following recommendation: We recognize that coal is a great national asset and endorse a cooperative study to determine what research and development could be undertaken. The coal industry and both Federal and State Governments should participate in this study and its costs. Representatives of the coal industry have agreed that such a study should be initiated. Accordingly, Felix E. Wormser, Assistant Secretary - Mineral Resources, United States Department of the Interior, requested the Bureau of Mines and Bituminous Coal Research, Inc., to conduct a survey of current research on bituminous coal. In addition to this survey, studies were made to determine research projects that would be of value to the coal industry.

The performance of the world economy improved significantly in 1984. Real world output!/ grew 4.3% (compared with 2.6% in 19831, the highest since the 4.4% increase recorded in 1978 (table 1). The output of industrial nations rose 4.9%, while that of the developing nations rose 3.7%. The United States and Japan had the largest increases in output of the major industrial nations, with respective increases of 6.8% and 5.8% (table 2). The components of real output with the most significant growth in the industrial countries were gross fixed investment (9.2%), consumer expenditure (3.1%), and public consumption (2.5%) (table 1). Industrial output, as measured by industrial production indices, has returned to about the 1980 level for most of the major industrial nations (table 2). Exceptions to this were industrial production in Japan and the United States; Japan's industrial production rose steadily throughout the 5-yr period and is now more than 16% above the 1980 level, and the industrial production index for the United States reached 11 1.2 (1980=100.0). Real total domestic demand grew at 8.7% in the United States, more than double the rate of Japan, which, at 4.0%, had the second-largest growth. Average demand for all industrial countries was up 5.1%. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services and even larger negative net exports of the merchandise sector. While growing U.S. imports helped spread the benefits of the recovery, they also led to a widening of current account imbalances and growing trade tensions throughout the world.3/, 4/

Previous work done by the authors of this report indicates that hydraulically-placed backfill can be strengthened several fold by various placement methods. Sunshine mill tailings were tested by these placement methods and strength increases up to thirty times were achieved over the ordinary placement methods. A computer simulation study of the test stope in the Sunshine Mine showed that a high-modulus fill absorbs up to 27% of normal stresses versus 7% for "normal" fill while reducing maximum convergence 28% versus 8% for "normal" fill. Although high-modulus fill was not placed in the test stope during this contract, various instrumentation was purchased, designed and built to record necessary data in the stope. Stress gauges were placed in the pillars and recorded data corresponded quite closely with theoretical projections.

Low-cost hydroelectric energy in the Pacific Nortnwest has been an important factor in the development of a ferroalloy industry. Eleven companies, employing approximately 1,000 persons, produce about 116,000 tons (1954-58 average) annually of ferrosilicon, ferrochromium, ferromanganese, ferrophosphorus, silicomanganese, and ferronickel. About 7,500 tons (1954-58 average) of these ferroalloys is consumed in the Pacific Northwest States of Washington and Oregon; the rest is used principally in other western and mid-western markets. In 1959, the Bureau of Mines began a study to determine the current status and to evaluate the potential of the ferroalloy industry in the Pacific Northwest. The Bureau gathered information from operating alloy plants in Oregon, Washington, Idaho, and Montana; from published materials; and from consumers of ferroalloys.

This report documents the design, fabrication, testing, and coal mine demonstration of a hopper-feeder-bolter during a four-phase program for the U.S. Bureau of Mines. The machine was designed to increase productivity and safety in under-ground room-and-pillar mining. It performed well as a hopper-feeder for continuous haulage during a coal mine demonstration. Testing in a simulated mine showed that the machine also has good roof bolting capability.

The primary objective of this study is to "evaluate the influences of different equipment systems on prime farmland subsoil compaction due to surface mining in the Midwest." The study is centered on four mine sites each utilizing a different combination of equipment for soil removal and replacement. Subsoil compaction is the primary focus of this research effort. Primarily owing to physical location, it is difficult to alleviate the increased compaction directly below the topsoil in reclaimed soils. Different equipment combinations cause varied effects when soils are replaced during surface mining activities. By collecting field data within a statistical framework, the effects of different equipment combinations on subsoil compaction can be evaluated and conclusions drawn. This research effort evaluates a comparison of natural and replaced soils by moist bulk density data. This comparison centers on changes in bulk density and texture to a depth of 48 inches. For each study site a complete case study is provided for use in data correlation and interpretation. Basis for this research effort centers on four (4) major experiment designs: o Comparison of soil bulk density values for three distinct equipment systems evaluated on the same general soil types (i.e. scrapers, bucket-wheel excavators and end-dump haulback); o Evaluation of the effects of soil replacement in repeated lifts using scrapers; o Presentation of bulk density values representing soil compaction for four (4) equipment systems (i.e. bucket-wheel excavators, draglines, scrapers and end-dump haul back) on four separate mine sites in the midwest; o A prediction analysis model is developed for subsoil bulk density following reclamation based on equipment characteristics and a statistical evaluation of texture. The soil data base of information includes data from the 1982 Bureau of Mines study entitled, "Impact of Surface Mining on Soil Compaction in the Midwest" as well as data from this research project. The final report is synthesized through an analysis of field data, statistical analysis and literature review. The final report focuses on the interpretation of results for practical application by government and industry.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The applicability of the Q-system [Barton et al. 1974] to Australian underground metal mines is discussed with reference to two common design issues: ground support for horizontal mine development, and assessing the stability of bored raises. Installed ground support in mine development is com-pared to empirical estimates using the Q-system and associated support capacity calculations. Data are graphically presented from 59 specially selected sites at 15 contributing mines. The actual performance of large-diameter raise-bored shafts is also compared to empirical stability assessments using a modified version of Q (Qr, after McCracken and Stacey [1989]). Lower-bound Qr values are plotted against raise diameter for 47 selected sites at 23 mines in Australia and Papua New Guinea. The influence on Q and Qr of some geotechnical aspects of the Australian landscape, the dynamic nature of mines (compared to civil construction), and occupational health and safety regulations are discussed. Stability and support assessments that are based just on Q or Qr are not always conclusive. It is often necessary to consider other rock mass parameters, the regulatory environment, and risk issues. These results are interim; further data collection and analysis are required with regard to comparing actual performance versus empirical assessments.

The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. 'Wants' in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

A program was conducted to determine whether sufficient quantities of the flame retardant, ammonium phosphate, could be incorporated in a water-based foam solution to prevent or delay reignition (burnback) without. significant degradation of foam properties. Up to 20% of mono and diammonium phosphate was added .to d high expansion foam solution. This mixture was applied as a high expansion foam to burning wood and coal samples. The effect of this mixture on burnback was laboratory tested by placing the wood or coal sample in front of a radiant panel. It was found that diammonium phosphate levels of 20% by weight prevented reignition without degrading foam properties. A field test was then conducted using a 20%, diammonium phosphate mixture and a control with no phosphate on a wood crib fire. The experimental foam did extinguish the crib fire faster than the control as evidenced by the smoke from the crib. However neither crib reignited.

The contractor examined L.T. White's Patent No. 3524680 and, finding it in need of engineering refinements, proceeded with a conceptual design of a variable wall mining machine. The contractor then proceeded to assess the feasibility of the variable wall mining machine measured against the criteria specified by the U.S. Bureau of Mines. The feasibility was judged from a physical aspect, a health and safety aspect, and an economic aspect. The Variable Wall Mining Machine was judged to be feasible on all three aspects provided that certain specified practices were adopted. Description The specifications and design and performance parameters of the Variable Wall Mining System as conceptualized are summarized in Tables I and II. The system consists of a side-cutting auger operating in a string of identical 12 ft. sections, along a 500 ft. retreating longwall face. In addition to the 41 identical sections, there is a special drive and discharge section at the head gate.

"The bad effects upon the health and output of miners that result when the ventilating current in a mine lacks sufficient cooling power have been described by Harrington and Sayers in a previous report (1)*** The normal temperature of the human body is about 98.5°F. and whenever work is done by the muscles, indeed even when sitting still, the normal bodily processes generate heat which must be given off, otherwise the body will become overheated and a number of bad effects will be produced. If it were possible to so enclose a man that he could continue to breathe and no heat could escape from his body he would die within a short time. In a series of experiments made at the Pittsburgh Station of the Bureau of McConnell and Houghton (2) found that a dry-bulb and a wet-bulb temperature of 112.5°F could he borne for only 35 minutes, even when the subject was at rest. A wet-bulb temperature of 100.4°F (dry-bulb 157°F) could only be tolerated for 45°F minute. Under such conditions the bodily temperature rises as much as 45°F above normal and the pulse is accelerated. Very uncomfortable sensations are felt when the pulse rate exceeds 135. The human body, like any other internal combustion engine, must be cooled in order to function properly.Under ordinary circumstances the air surroundings people is enough coder than themselves to permit this heat generated within the boiy to be river off with¬out difficulty. At higher temperatures, or when the rate of work, with its corresponding generation of heat is high, the body can not throw off heat fast enough, so it begins to sweat and the evaporation of the sweat cools the body. But the results of the experiments cited above indicate that in still air, even with the body at rent, it can not adjust its temperature when the air is above 90° wet- bulb. J. S. Haldane (4) says ""at a wet-bulb temperature of 60°F the actual amount of work done by the miner begins to fall off; as the wet bulb temperature rinse farther the work Bona gradually diminishes to the vanishing point. Then the temperatures indicated by the wet-bulb exceeds 85°F hard work in a mine seems hardly or the commercial working of a mine the wet-bulb thermometer should not in generaI, be allowed to rise above 80°F, unless perhaps where there it a good current."

Tasks during Phase I of this contract effort were performed in four principal functional areas. These were geology, hydrology, reclamation and mining. Data were gathered from literature reviews, mine visits, survey of manufacturers, consultation with government agencies, and unpublished or private communications with contractors and consultants. The data collected were analyzed for omissions or inaccuracies, then organized into tables, graphs and flow charts to provide a concise body of technical and cost data suitable for the engineering analyses required in Phase II of this contract. Maps illustrating estimated grade and thickness of the oil shale were prepared, some of which are included as exhibits to this report. A preliminary mine layout was performed to test the completeness of the collected data.

"Packaged fuel" is the trade name applied by the industry to a product consisting of coal screenings and a binder compressed into 3 -or 4-inch cubes and wrapped (six or eight in a package) in sturdy paper and sealed with gummed tape. Parry describes the product in greater detail and distinguishes clearly between packaged fuel and briquettes. The industry developed from the desire of retail coal dealers to improve utilization of the relatively large quantities of slack sizes that result from the degradation, during shipping and handling in the yard, of friable coal, particularly Pocahontas coal. During the war an attempt was made to apply this technique to anthracite fines, and a recent publication of the U. S. Bureau of Mines reported the results of physical and combustion tests on packaged fuels containing anthracite fines. References made in this report to the previous investigation on packaged fuels containing anthracite represent data or conclusions presented in Report of Investigations 3882. This investigation was conducted as a continuation of the previously reported studies and consisted of physical and combustion tests of packaged fuels made from high-volatile bituminous coal, as well as the low-volatile bituminous coal ordinarily used in the industry, to determine their relative suitability for domestic firing. Particular attention was given to the smoke-producing properties of the packaged fuels because of the increasing importance of the prevention or reduction of smoke from hand-fired domestic heating plants resulting from the widespread enactment of smoke-prevention ordinances.

COLUMBIUM (niobium) and tantalum are similar refractory metals with closely related properties and uses and close association in ore deposits. Until recently both metals, particularly columbium, were essentially laboratory curiosities. However, since the beginning of World War II, applied technology, under the impetus of national security requirements, has realized many chemical, electronic, nucleonic, and missile and rocketry applications, where high temperature or corrosive environments require the use of columbium or tantalum. At the same time, advances in these fields have resulted in intensive research on the geological distribution, resources, metallurgy, and properties of these two metals; their alloys and compounds; and the development of a full-fledged columbium-tantalum industry. The future appears to promise continued acceleration in such studies and ever-increasing demand for these elements. The raw material supplies of columbium are abundant, and the extractive metallurgy of columbium is well enough advanced to assure adequate supplies of the element at reasonable prices to meet any projected demands. Although the extractive metallurgy of tantalum is similarly well developed, raw material supplies are so limited that, lacking new ore discoveries, an increase in demand to five times the 1959 level would severely tax ore-production facilities. Approximately 120 tons of tantalum and about one-half as much columbium was produced in 1959. Additional quantities are consumed as compounds or additive alloys such as ferrocolumbium and ferrotantalum columbium (55).3
