INTRODUCTION Slope stability accidents are one of the leading causes of fatalities at U.S. surface mining operations. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is currently conducting research to reduce the fatalities associated with slope failures and other unexpected failures of ground. The purpose of this paper is to introduce various warning signs of slope instability so operators are better able to recognize hazards. The most common slope monitoring equipment and practical methods of installation are discussed as well as the limitations of these systems. CONSEQUENCES OF SLOPE FAILURES Unexpected movement of ground causes the potential to endanger lives, demolish equipment, or destroy property. Between 1995 and 2001 (2nd quarter), 34 fatalities were caused by ground instability. This accounts for approximately 15% of all surface mine fatalities (Figure 1). These figures include fatalities classified by the Mine Safety and Health Administration (MSHA) as “fall of face or highwall,” “powered haulage,” “equipment,” and other MSHA accident categories, where the primary cause of the accident was unanticipated movement of the ground. This includes fatalities resulting from bench and highwall failures, rock falls, waste dump and stockpile failures, and the collapse of unknown underground workings. [ ]

The Navajo Nation is the largest Indian tribe in the United States and occupies a reservation encompassing about 16 million acres in northeastern Arizona, southeastern Utah, and northwestern New Mexico, with three satellite reservations in western and west-central New Mexico. Coal mining is conducted on a commercial scale at four large surface mines: two are in northeastern Arizona and the other two are in western and northwestern New Mexico. The principal coal-bearing region in Arizona is the Black Mesa coal field, which underlies about 3,200 square miles in the northeastern part of the state. The Black Mesa coal field lies within the boundaries of the Navajo and Hopi Indian Reservations and makes a significant contribution to the economies of both tribes. Coal reserves in this field are estimated to be 352 million tons, less than one-tenth of one percent of U.S. coal reserves. This coal was first mined by prehistoric Indians as fuel for cooking and heating. It has been estimated that the Indians removed more than 100,000 tons between 1300 and 1600 A.D. The coal-bearing region of the Navajo Reservation in New Mexico is located in the San Juan Basin. The Navajo Mine, which supplies coal for the Four Comers Power Plant, is located in this area. The Office of Surface Mining's Albuquerque, New Mexico, Field Office is responsible for regulating mining and reclamation on Navajo land. The Navajo Abandoned Mine Land Program was approved May 16,1988.

This report describes three cases of carbon monoxide (CO) poisoning in a manhole, including one fatality, from CO migrating through soil after nearby use of explosives. A municipal sewer project involved installation of new pipes and manholes. Work of the general construction contractor was interrupted when a subcontractor detonated 265 pounds of nitroglycerin-based explosive 40-60 feet south of the manhole to break up underlying rock. A construction worker who descended into the manhole 45 minutes after the explosion collapsed within minutes, and two co-workers descended into the manhole to rescue him. One rescuer retrieved the unconscious worker, and the other rescuer died in the manhole. All workers had elevated carboxyhemoglobin levels. In the subsequent NIOSH investigation, air monitoring was conducted with real-time instruments, and air samples were collected in Tedlar bags. Laboratory analyses of the bag samples collected near the bottom showed 1905 parts per million (ppm) CO, 19.5% oxygen, and 3% carbon dioxide. Direct reading instruments showed progressively higher concentrations as the sensor was lowered into the manhole. Subsequent chamber tests on sample explosive yielded 27 liters CO per kilogram detonated. Based on this value, the surface blast at the construction site may have produced about 3,250 liters (114.8 cubic feet) CO. The CO in this incident most likely was released from the nearby explosion and migrated through soil and fractured rock into the manhole. The blasting and construction industries should be made aware of this previously unrecognized CO exposure hazard associated with surface blasting. The extent of CO exposure from explosives used in construction is not known, and additional information on the extent of CO exposure must be collected. In addition, confined space entry procedures (including monitoring confined space atmospheres before entry) should be observed; CO monitoring of confined spaces in the presence of blasting can prevent future incidents such as this one.

Some empirical models, developed on the basis of experimental data, are available but these models cannot be applied to new conditions. The purpose of this paper is to present the results of theoretical and experimental studies on the transport and deposition of dust in mine airways. This study is a part of an ongoing research project in the Generic Mineral Technology Center on Respirable Dust.In the paper, the assumptions of the modeling phase of the project and the development of a convectiondiffusion equation for dust transport in mine airways are outlined. The important aspect of the modeling effort is the capture of the deposition phenomenon. The experiments performed under controlled conditions in a typical mine airway, as well as under normal mine operating conditions, are discussed. The comparison of the model predictions with experimental results are made to identify critical areas of agreements and deviations. The implications of the findings and areas for further research and development are presented."

OVERALL data for 1963 on injury experience and the levels of employment, worktime, and operating activity of the mineral industries are shown in the statistical tables of this chapter. The general groupings of the industries are presented in greater detail in Volumes I and II of the Minerals Yearbook. A corresponding chapter in Volume I contains additional breakdowns of the data on metal, nonmetal, sand and gravel, slag, and stone mines and quarries together with separate information on the related processing mills and plants including primary nonferrous smelters. The more specific information on the anthracite and bituminous-coal, petroleum and natural gas, peat, and natural asphalt industries is given in the similar chapter of Volume II. Injury and employment data were collected from coal producers on the mandatory basis required by the Federal Coal Mine Safety Act (30 U.S.C., sec. 455). Producers of all other minerals (fuel and nonfuel) voluntarily reported the requested injury and employment data. The figures for 1963 are preliminary except for anthracite, coke, petroleum and natural gas, native asphalt, and slag which are final. Data for earlier years are final. The figures represent full coverage for all industries except the oil and gas industries for which coverage is not complete, particularly with respect to small companies.

FOLLOWING the rapid recovery of previous years, the U.S. economy continued the upward trend and moved forward moderately and sporadically during the first half of 1962. There was a slow-down in the recovery rate, which was especially notable in the third quarter. The economy recovered in the fourth quarter, and by the end of 1962 the gross national product amounted to $555 billion, a new high, 7 percent above that of 1961. Production, employment, personal income, and corporate profits all achieved new peaks, but unemployment continued high and the prospects for improvement remained poor. The economy again failed to us~ its full potential; 1962 was a good year, but not good enough. During 1962, all industrial production climbed from the low in January to a high in late summer which lasted through the fall, and declined slightly at yearend. Mining production followed this pattern closely and most sectors were approaching record highs. Most minerals gained in value and volume of production. The steel-associated minerals group was the only exception, and it sustained a small net loss. The nonfuel minerals industry opened the year at a high level, maintained this high level until late summer, with the peak in May, and drifted downward toward the end of the year. The gains recorded by nonferrous metal mining partly offset the loss of ferrous metal mining, resulting in a small gain for metal mining as a whole. In the inquiries and investigations that the Bureau of Mines is making with a view to increasing safety, efficiency, and economic development in the metallurgical industries, the application of elec- tricity to various processes, and especially to those in the manu- facture of iron and steel, is being given attention. Some results of the work already done are presented in this bulletin, which gives a historical review of the development of electric furnaces for making iron and steel, and discusses the problems that remain to be solved in the use of electric furnaces for the smelting of iron ores and the production of pig iron at a profit on a commercial scale.

Among the problems investigated by the Bureau of Mines the coal- dust problem has received much attention. Several of the bureau's publications deal specifically with the subject. Bulletin 20° contains an account of preliminary experiments of the bureau to determine the explosibility of coal dusts as well as a review of pertinent literature. Bulletin 50 is a report of a laboratory study of the inflammability of coal dust. The first series of coal-dust explosion tests in the bureau's experimental mine at Bruceton, Pa., is described in Bulletin 56, and Technical Paper 56 presents notes on the prevention of dust and gas explosions in coal mines, and Technical Paper 84 discusses the causes of such explosions and describes methods and apparatus devised by engineers of the bureau for preventing and checking them. The present paper is a report of a detailed study of the bituminous dusts of Illinois mines, and is a part of the investigations conducted by the bureau in cooperation with the Illinois State Geological Survey and the department of mining engineering of the University of Illinois./ It is well known that bituminous coals like those found in Illinois yield dusts that may give rise to explosions of great violence. In order that proper methods might be devised for preventing dust explosions in Illinois mines it was considered desirable to obtain accu- rate information on the quantity and character of these dusts. Ex- periments and tests of dust explosions in an experimental mine as well as in a large steel gallery comparable in area of cross section to mine entries have been made by the Bureau of Mines. Similar experi- ments have been made in Austria, England, France, and Germany. Experiments under conditions similar to those of actual mining prac- tice are obviously more conclusive than tests made in a laboratory. On account, however, of the expense, time, and quantity of dust re- quired, it is not practicable to conduct large-scale tests in studying a large number of dusts and recourse must be had to laboratory apparatus and methods. Laboratory,devices for the study of coal-dust explosions have been devised by a number of investigators. Most of these were intended for qualitative tests only. Quantitative methods have been devised by investigators of the English and French mining-experiment stations." In the experiments described in this report, laboratory tests of inflam- mability were made with an apparatus devised by Dr. J. C. W. Frazer, formerly a chemist of the Bureau of Mines. Laboratory tests of inflammability have been made on more than 500 samples of dust from 100 representative Illinois mines. As a result of these tests it may be stated that: 1. The coals of Illinois when ground fine enough yield highly inflam- mable dusts which when suspended in air may give rise to violent explosions. 2. In the majority of the mines of the State the dusts adhering to the ribs are inflammable. In about one-fourth of the mines the quantity of rib dusts present in the entries is sufficient to form an explosive mixture with air. 3. Most of the road dusts are inflammable when ground to a suffi- cient degree of fineness.

Since 1991 the Pittsburgh Research Center (PRC formerly part of the U. S. Bureau of Mines) has been tapping u valuable resource-researchers have recorded extensive interviews will, 30 individuals who are recognized as experts in the area of mine emergency response. These veterans related stories and observations from events experienced during as many as 47 years of response activities. Overall, the response veterans averaged 29 years of mine emergency response experience and 35 years mining experience. Individuals [ ] interviewed included representatives from mining companies, the UMWA and state and federal government agencies. This information was gathered so dial it could he provided to today's miners and to tomorrow's emergency response personnel. It is hoped the collective wisdom that has been obtained can be used to help train new responders and guide those decisions which mill have to be made on the scenes of future events. During interviews file emergency response experts were asked to discuss lessons they had learned through experience. The interviewers asked them to tell what they had learned that would cause them to handle similar situations differently and to tell about things they saw at past events shat the would warn others not to do in the future. In response the experts discussed a variety of things. Most of their responses, however, touched on some of the same topics including: preparedness, experience people on-site mine rescue teams, and decision making. A summary of their responses provides alt overview of [lie lessons learned on-site at tile largest mine disasters in the country.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are tables that show the principal nonfuel mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For gold, silver, copper, lead, zinc, and tin, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal.

"Results from research directed at determining the reason(s) for the ""rank factor"" in correlations between coal workers' pneumoconiosis incidence and coal seam of employment are presented. Using compliance dust samples collected from two longwall panels operating in coal seams of widely different rank, respirable particles were identified by mineral species under manual scanning electron microscope (SEM) energy dispersive x-ray (EDX) analysis and then further characterized by their physical diameter, general shape, and periphery angularity. Size fractional, mineralogical variations are presented.Of primary significance, the percentage of mineral particles from the higher rank coal seam that were uncontaminated by non-stoichiometric elements for a specific mineral species was twice that of those in the lower rank seam. The relationship held for each mineral species, including quartz. This fact may form the basis for the ""rank factor"" known to exist as well as provide a reason for the contradictory role of quartz and other minerals in previous CWP studies.An important subsequent research priority is now focusing on determining the percent¬age of all respirable dust particles that are minerals versus single-phase organic or multi-phase organic-inorganic complexes. This effort will be accomplished usingautomated SEM-EDX. The mineral purity factor will be developed further, but additional emphasis will be focused on determining the extent of inorganic inclusions in organic particles."

The Bureau of Mines investigated the effects of HCI concentration and solution temperature on the solubility and crystal form of the chlorides of Co, Mn, and Ni when sparged with HCI gas at temperatures of 20°, 40°, and 60° C. Increasing HCI concentration in solution caused the chlo-rides of Co, Mn, and Ni to crystallize (salt out) because of the common ion effect. The salting-out crystallization was most effective for NiCI2, which had a solubility of 0.7 pct at 20° C and maximum HCI concentration. COCl2 salted out to a minimum solubility of 9.4 pct at 20° C and 22 pct HCI concentration and increased in solubility at greater HCI concentrations because of the formation of chloride complexes. MnCl2 was intermediate in behavior. The effect of temperature on solubility was greatest for CoCl2 and least for NiCI2, 15 and 7 pct change, respectively, over the temperature range of 20° to 60° C. The salted-out chlorides of cobalt and nickel formed the hexahydrates and those of manganese formed the tetrahydrate in saturated metal chlo-ride solutions at 20° C and low concentrations of HCI. Increasing the temperature or the HCI concentration caused a 108s in waters of hydra-tion. At 60° C, the salted-out crystals of NiCl2 formed the tetrahydrate in HCI concentrations up to 18 pct and the dihydrate at higher concentrations, while cobalt and manganese chlorides formed the dihydrates, even in water.

"INTRODUCTION Preliminary reports by Bureau of Mines engineers 3/ and by the Federal Geological Survey 4/ suggested that exploration would discover substantial reserves of minable ore in the Contact mine, Grant County, New Mexico. During February and March 1943, a sampling program was conducted on this property under the direction of the author. This was art of a general survey of the manganese districts of southwestern New Mexico.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as practicable soon as after its conclusion. The Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocer, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. S. Dean, assistant director. With respect to this report, special acknowledgment is due to C. H. Johnson, district engineer for New Mexico, and E. D. Gardner, regional engineer, and his staff, of the Central Region of the Bureau of Mines at the time of this work in 1943; also to Kenworthy, metallurgist at the Rolla. "INTRODUCTION Two holes were drilled on the G. S. Stiner zinc prospect, in the Lead Mine Bend area of Union County, Tenn. The holes were drilled in the vicinity of an area of gossan float and were bottomed in the Maynardville formation of the Nolichucky shale. Drilling was started January 24 and completed February 16, 1947. The total footage drilled was 421.2 feet.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The drill holes are located in the bottom land northeast of the store (fig. 1 and 2)."

The Bureau of Mines, in a cooperative research program with four lead companies, has investigated ferric chloride leaching of galena to prepare lead chloride for molten-salt electrowinning to produce lead metal. The hydrometallurgical-electrolytic process is an alternative to the sintering-smelting-refining process currently used to produce lead metal and avoids the environmental problems associated with a conventional smelter. During investigations on the electrowinning aspects of the work, it was noted that certain cations, moisture, and sulfate in the electrolyte affect lead metal purity, cell voltage, current efficiency, and viscosity of the electrolyte. Results of bench-scale tests are re-ported on the effects of CaCI2, CuCI2, FeCI2, MgCI2, NaCI, ZnCI2, PbS04, and moisture on electrolysis. As impurities increased in the electrolyte, current efficiency decreased. CaCI2, CuCI2, and FeC12 decreased current efficiency by 12 to 47 pct. ZnCl2 gave a small voltage increase, while CaCI2 addition equivalent to 4.9 pct Ca caused a 50-pet increase in voltage. The lead metal was contaminated in direct proportion to the CuCI2 buildup in the electrolyte, Anode corrosion was observed with MgCI2 and MgC12?6H20. Viscosity increased appreciably with the buildup of NaCI, CaCI2, and sulfate. Electrolyte foaming occurred with ZnC12, MgC12?6H20, MgC12, FeC12?2H20, and FeCI2. Moisture inhibited the coalescence of the lead metal.

Develop a method to evaluate the effectiveness of coal scam fire surface seals so that potential problems may be corrected at an early stage, before the integrity of the surface seal is lost. Background Surface seals are the primary coal seam fire abatement method being used in the western United States. Surface seals smother a fire by denying it oxygen. The seal is usually constructed by placing a mantle of soil, four to ton feet thick, over a coal scam fire area to exclude air from the fire. The soil is compacted to increase effectiveness, and a soil cement may be used to augment the soil. In some cases, burning coal may be excavated and separately smothered or otherwise extinguished in another area; in other cases, a trench maybe excavated and backfilled with incombustible material to isolate a fire. More often, a surface seal is simply applied over and around the entire known burning area. In the 1950's, the Bureau of Mines administered a large program to treat numerous coal seam Fires across the western United States. Methods used in this program were described in Bureau of Mines Information Circular (IC) 7932, dated 1959. More recently however, various coal seam fires have been treated with surface seals under the direction of state Abandoned Mine Land Reclamation authorities. It has frequently taken years to evaluate the effectiveness of surface seals. By the time problems become evident, it has often been too late to take corrective action within the scope of the original abatement project. For this reason, the Bureau of Mines developed a means for tracking temperature trends at coal seam fire projects to obtain a better and earlier handle on the effectiveness of surface seals.
