Rapid and accurate estimation of the proportions of mineral in rock mix- tures is essential in mineral-dressing research and industrial operation. Estimation of the proportions of potash and soda feldspars in ground pegmatite material by casual observation is almost impossible and may be tedious or even difficult by petrographic examination. Operator cabs on a front-end loader and a rotary rock drill were retrofitted with ceiling mounted heating1AC units and air filtration systems. Subsequently surface coal mine field studies were conducted to evaluate the respirable dust protection these retrofitted cab systems offer to the equipment operator. A significant 10: 1 respirable dust protection factor (ratio of outside to inside cab dust levels) was measured for the front-end loader cab with positive pressurization of the cab interior. Whereas an insignificant 3: 1 respirable dust protection factor was measured for the drill cab without positive pressurization of the cab interior. These results indicate that achieving positive interior cab pressurization with retrofitted cab filtration systems is a key element to their dust control effectiveness.

In this investigation, the ampoule type of carbon-monoxide (CO) detector which is manufactured under license of U. S. Patent 1,644,014 (October 4, 1927) was tested for sensitivity and reliability. This detector was devised primarily for examining the air of manholes and sewers for possible dangerous contamination with CO before workman enter those places, but dine to the simplicity of the device it may have a more general usage for examination of atmospheres which are known or suspected to be contaminated with CO. Some of the suggested uses are the examination of the air in garages, tunnels, mines, around blast furnaces, gas plants, and in the home.

This report gives general expressions for evaluating various thermo-dynamic properties applicable to a two-component system, including liquid-vapor equilibria. In addition, expressions are developed for some of the quantities useful in making thermodynamic consistency checks on phase equilibria data. These formulas were developed from the general principles of thermodynamics and are expressed in terms of the compressibility factor, which is assumed to be an explicit function of the molal density, the absolute thermodynamic temperature, and the composition.

This report describes recent improvements the Bureau of Mines made in the design of its shearer-clearer water-spray system for dust control on lonwgall shearer faces. The improvements were based on findings from a field survey of six mines and laboratory test results. The report in-cludes information on installation and use of the improved shearer-clearer system and describes a field installation and 3-week underground test of the system. The improved shearer clearer, like its predecessor, reduces dust concentrations in the shearer operator's walkway by splitting the airflow on the upwind side of the shearer and confining the dust cloud to the face side of the shearer. The improved shearer-clearer system utilizes more practical-mounting locations for the water sprays and requires less water consumption. In the underground test, the improved system maintained the clean-air split in the walkway up to 40 ft downstream from the shearer. To further improve dust suppression, cooling-water manifolds were relocated into the loading zone. The laboratory and underground tests showed that the improved shearer-clearer system and the techniques described can significantly reduce the respirable dust exposure of shearer operators from shearer-generated dust.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous since 1924, has made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the Safety in Mines Research Board of the Mines Department for their assistance in arranging visits to several mine-safety stations, and to F. H. Wynne, Deputy Chief Inspector of Mines, Great Britain, for arranging visits to mines in Great Britain, Belgium, France, and Germany. During the summer of 1927 the writer had the privilege of visiting the mine-safety testing stations in Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, when the installation of electrical equipment is contemplated, each of these countries is confronted with the same safety problem as in the United States - the development of electrical equipment that will not ignite gassy mine atmospheres, should such atmospheres through neglect or accident surround the equipment. The means used by those countries in safeguarding gassy mines should therefore be of general interest to safety engineers in American coal mines, and it is proposed to give a brief survey for each of the four countries mentioned. The first of these surveys will cover conditions in Great Britain.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. The Bureau of Mines studied the purification of commercially available yttrium by melting it in a 100-kw electron-beam furnace. Button-scale melts were made to determine the ultimate purification that could be attained by melting yttrium at 1,733° to 1,770° C at low pressure (0.05 to 0.1 micron) for 1 to 120 minutes. In addition, numerous melts were made to study the effect of doping yttrium with carbon, 17 selected metallic additions, and 3 compounds. Except for nickel and zirconium, the metallic impurities in yttrium were lowered significantly on extended treatment; silicon was lowered only slightly. The nonmetallic impurities} oxygen, nitrogen, and carbon, were not lowered except on short exposures. In isolated instances, the oxygen content was lowered from 5,860 ppm to about 5,000 ppm. In most instances the carbon con-tent was lowered from 545 to about 220 ppm in 20 minutes and then increased again. It was concluded that yttrium cannot be purified by direct heating or by the doping technique employed.

The respirable dust standard in the Federal Coal Mine Health and Safety Act of 1969 is designed to prevent disability and death from coal workers' pneumoconiosis. Beginning June 30, 1970, the operators of coal mines were required to maintain the average concentration of respirable dust in the active workings at or below 3.0 milligrams of dust per cubic meter of air. The standard is reduced to 2.0 milligrams per cubic meter after Dec. 30, 1972. This paper presents the equipment and procedures used by the coal mine operators in implementing the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare and shows the effect of the law, during the first year, on the reduction of dust levels in selected mines. The system employed by the Bureau of Mines for analyzing and processing the dust samples is also presented.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." Of the 19 major mine fire events (including thermal events) that have occurred in the last 6 years (2000-2005), it is estimated that remotely constructed mine seals could have been used at 65% of the events to control or suppress the fire. Underground observations of seals that have been remotely installed during mine fire events show that they often do not fully achieve mine roof-to-floor and rib-to-rib closure. Unfortunately, the inability to reliably close the mine void has limited or precluded the regular use of this technology. The National Institute for Occupational Safety and Health is conducting full-scale underground experiments at the Lake Lynn Experimental Mine to identify and remedy existing remote sealing technology shortcomings, to develop novel technologies, and to transfer the new or improved technologies to the mining industry. This paper will discuss the remote mine seal testing program and will provide the results of the in-mine experiments. For many years there have been small scale tests available for evaluating the toxic fumes production by cap-sensitive explosives (DOT Class 1.1), but these could not be used with blasting agents due to the large charge sizes and heavy confinement required for proper detonation. Considering the extensive use of blasting agent in construction and mining, there is a need to determine the quantities of toxic fumes generated by blasting agents. At the International Society of Explosive Engineers Twenty Third Annual Conference on Explosives and Blasting Technique in 1997, the authors reported on a facility for detonating large (4.54 kg), confined blasting agent charges in a controlled volume that had been constructed at the National Institute for Occupational Safety and Health’s Pittsburgh Research Lab’s Experimental Mine. Since 1997, this facility has been used to collect data on toxic fumes produced by the detonation of various ammonium nitrate/fuel oil (ANFO) mixtures and several cap-sensitive explosives. ANFO composition ranging from 1 to 10 percent (pct) fuel oil have been studied. As expected from previous studies, with an increase in fuel oil content the carbon monoxide production increases, while nitric oxide and nitrogen dioxide production decrease. The detonation velocity varies from 3,000 to 4,000 m/sec for the 1to 10 pct range of fuel oil content, suggesting that ANFO mixes with improper fuel oil content may appear to detonate properly, while their fume production differs significantly from optimum. The study also considers such factors as degree of confinement, water contamination, and aluminum content on blasting agent fume production. Results indicate that water contamination of the ANFO has little effect on carbon monoxide production, but causes significant increase in nitric oxide and nitrogen dioxide production. Decreasing confinement from Schedule 80 steel pipe to 0.4-mm thick sheet metal also has little effect on carbon monoxide production, but significantly increases nitric oxide and nitrogen dioxide production. Adding5 and 10 pct aluminum to the ANFO had no clear effect on carbon monoxide, nitric oxide, or nitrogen dioxide production.

Economic growth in Cameroon was restricted during 1987 owing to a decrease in oil prices during 1986 and the falling value of the U.S. dollar in 1987. The yearly budget reflected a significant drop in revenues and expenditures. Taxes on imports and some exports were increased to raise revenue. The shortage of revenue and the lack of liquidity had restricted the Government's operation and investment programs. External public debt reached an estimated $3.2 billion2 representing 20.8% of the estimated gross domestic product (GDP) of $12.3 billion. The Government operated at an 8.7% deficit in 1987. The GDP growth rate had fallen to 0.6% in 1987 and was projected to remain at that level in 1988. Economic planning was managed through a series of 5-year plans. The country was under the sixth 5-year plan, which would end in 1991. The plan stressed balanced development as one method to achieve the desired results. Sources of revenue for the year included direct and allied taxes (31.2%). customs collections (31.0%), and oil royalties (28.0%). The oil royalties in 1987 represented a larger part of the budget than in 1986. In January 1987, eight African oil exporting countries, including Cameroon, formed the African Petroleum Producers' Association (APPA). The eight countries represented about 80% of the total African oil production of 5.2 million barrels per day in 1987. Cameroon produced approximately 3% of total APPA oil production. Cameroon produced approximately 68.5 million barrels of crude oil in 1987, slightly less than that produced in 1986. Earnings also fell in 1987, not only from falling production, but also from declining oil prices and the fall in value of the U.S. dollar on world markets. Oil had been the main stimulus of Cameroon's growth throughout the past decade, and a key generator of export revenues and financial resources for the economy.

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). This report is an economic evaluation of the production of hydrogen in a continuous system by the steam oxidation of partially reduced iron oxide in a fluidized bed at 7 atmospheres using producer gas to reduce the iron oxide. The oxidation-reduction step is based on experimental data obtained by the Bureau of Mines at the Pittsburgh Coal Research Center. The estimated capital requirement for a plant producing 30 million std. c.f.d.3 of 99.8 percent purity hydrogen at a discharge pressure of 450 p.s.i.g. is $13,100,000, using January 1961 equipment cost data. Based on a 330-day operating year, the operating cost before profit and taxes with coal price as a variable is estimated to be:

This paper, describing mining and milling methods and costs at the Gold Hill mine, is one of a series being published by the Bureau of Mines. Boise Basin, in which the geld Hill mine is located, is in the central part of Boise County, Idaho, about 30 miles by air line northeast of Boise. The mine, owned and operated by Talache Mines, Inc., is at the southern end of the town of Quartzburg. About 115 to 125 tons daily is mind by square-setting and is treated in an amalgamation plant.

As part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines devised a processing sequence for recovering uranium from carbonaceous ores. Uranium extractions of 97 pct were obtained by contacting the ore with a solution containing 400 grams of ferric sulfate hydrate in 200 ml water for 3 hr at boiling temperature (96° C). Uranium was recovered from the leaching solution by solvent extraction with tri-issooctyl amine. The barren ferric sulfate solution was recycled to the leaching system. The leaching process resulted in no detectable dissolution of carbonaceous material from the ore. Work on the project was terminated in 1978 because of a transfer of responsibility to the U.S. Department of Energy.
