In broadest overview, a substantial part of the world's mineral industry in 1990 registered small gains over its 1989 performance, but traditional statistical measures of mineral industry performance, namely global production, trade, and consumption levels, failed to mirror these gains. This was because of the sharp downturns in the mineral industry activity in the U.S.S.R. and the former centrally planned economy nations of eastern Europe. These downturns in this one geographic area had influences on almost all traditional statistical series, in some cases simply significantly reducing growth, in other cases providing for a global downturn, in almost all cases despite considerably brighter outlooks based on activities in other world areas. To be sure, the U.S.S.R. and eastern Europe were not the only places on the planet suffering problems of one type or another in 1990 that impacted on minerals industry activity, but with the acquisition of information presently available, it seemed almost assured that the difficulties of these economies in transition will be the most difficult of problems to resolve in the long run. It certainly appeared that the legacy of the half century or more of economic central planning will be a decade or more of very difficult adjustments, and a number of these will greatly affect not only the minerals industry of these transition countries, but also the rest of the globe's mineral industry as well.

World political events that occurred subsequent to yearend 1990, but that bear heavily on the global mineral industry, have been of such importance that they cannot be disregaded, and certainly they contribute to any type of "outlook." However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. Despite the end of the cold war, the world remained fractionated, at least from the limited perspective of its mineral industry. The fractionation was not so much the result of adversarial politics between countries and groups of countries, although to be sure, such conflicts had not disappeared. Rather, the fractionation was in the widely divergent patterns of performance that resulted from the diverse conditions and problems facing the different countries and country groups.

In order to assist the various Federal and State agencies using large quantities of coal to select coal best suited technically and economically to their use, the United States Bureau of Mines has placed at their disposal a fuel inspection service. As part of this service, inspections are made at the mines which propose to furnish coal to these agencies on contracts. Such inspections cover both the mine itself to ascertain its capacity to fur- nish the desired tonnage and quality of the coal, the preparation of the coal in the tipple, and the obtaining of samples for analysis to determine the quality of coal as shipped. To insure that the sample sent to the laboratory for analysis is representative of the average quality of the coal, increments are taken at intervals until a gross sample of about 1,000 pounds of coal has been collected from each of the sizes of coal shipped by the mine, while coal has been coming from all parts of the mine. In reducing this gross sample to the small sample which is sent to the laboratory for analysis it is necessary to crush and quarter the coal by a certain standardized method until only 5 or 6 pounds of coal small enough to pass through a 3/16-inch square-mesh screen remains. The ordinary method which the bureau has followed was to crush the coal by hand with a tamper, such as is used for tamping concrete, on some hare smooth surface and to reduce the volume by quartering and riffling. During the past few years the demands from various Federal and State agencies for this service have been increasing rapidly in respect to bituminous coals. In addition to this, which might be called the normal increase, numerous requests have been received for similar service in respect to anthracite. It was obvious that if this increased demand was to be met it would be necessary either to increase the force allotted to this work or to provide the present force with some means by which their work could be made more effective. A care- ful survey of the situation showed that the greatest amount of time was consumed in trans- porting the men and their equipment from mine to mine in the same district, and in reducing the gross sample to the small finely crushed sample which is to be sent to the laboratory. Both of these phases of the work could be greatly accelerated by providing a motor truck of suitable speed and capacity, carrying a power-operated crusher, and the proper auxiliary equipment to store the gross sample as collected and to reduce it in volume efficiently after it has been crushed. Such a truck has been provided and placed in service. In the eight months it has been in operation the desired results have been fully attained. About twice as many samples as usual have been taken during that time by the same 2-pan crew assigned to this work. Many of the mines in the eastern part of the United States are in hilly or mountainous regions and can be reached only over rough, practically unimproved roads. An equilibrium study of the system potassium carbonate, potassium bicarbonate, carbon dioxide, and water has been conducted with solutions of 20-, 30-, and 40-percent equivalent potassium carboaate concentrations. These equilibrium data cover the operating range of the hot carbonate scrubbing system for removing carbon dioxide from gas mixtures. Such data are necessary to establish the limits of purification and are used to design absorption and regeneration towers. Values of K in the relationship K = (KHCO3)2/(K2CO3)PCO2 were determined for higher temperatures of 70" to 140° C. and greater concentrations, I 20 to 40 percent, than employed by previous investigators. For the 20- and 30-percent concentrations, K is constant at a given temperature; thus, once K has been determined the equilibrium pressure of carbon dioxide can be calculated for any conversion. Variation of & values with changing conversion was observed with the 40-percent solutions, so that equilibrium calculated pressures are less reliable from average K values.

The Bureau of Mines conducted a series of field tests to improve the understanding of the support interaction mechanics between fully grouted bolts and coal mine roofs and to help lay the foundation for improved design and evaluation techniques. Strain gauges were installed on 14 fully grouted bolts placed in shale roof rock at four mines in Colorado, Illinois, and Pennsylvania to determine how load was transferred between the bolts and the rock. The results of field tests on elastic bolt behavior compared well with previous laboratory work and numerical models. The field tests showed that the anchorage length of grouted bolts installed in shale was slightly longer than the anchorage length determined in laboratory tests conducted in concrete blocks. The field results produced more variability because of geological variations. Tests run past the yield point of the steel bolt indicate that the yield zone varies significantly and translates down the length of the bolt anywhere from 4 to 22 in.

One potential peaceful application of nuclear explosives is stimulating the production of liquid or gaseous hydrocarbons from essentially nonproductive deposits of petroleum, natural gas, oil shale, and tar sands. Within the United States the appreciable difference between producible proved reserves and ultimate reserves and resources of hydrocarbon deposits is of such magnitude that much petroleum, natural gas, shale oil, and bitumen will not be produced unless significant technological progress is made in production techniques. The shattering effect of contained nuclear explosives and, to a lesser extent, the heat produced, have been considered as stimulative forces when the thickness, depth, and nature of such deposits permit considering the use of nuclear devices. Mechanical production problems would be less in an oil or gas reservoir than in an oil-shale or tar-sands deposit. Also, tar-sands resources in the United States may not be adequate to warrant serious consideration of applying nuclear-explosives stimulation. Gas reservoirs should present the least-radioactive-contamination problem. The technical feasibility of using nuclear explosives cannot be evaluated fully at present. Additional information is needed on the effects of pressure, heat, and radioactivity on the solids and fluids of hydrocarbon deposits, the nature and extent of induced fractures in different rock media, and the possibility of isolating and confining or removing radioactive contaminants. Final technical feasibility can only be determined by a field test. If technical feasibility is established, economic feasibility will depend upon the comparative cost of producing hydrocarbons by nuclear explosives and by conventional means. It is probable that an economic comparison would favor nuclear stimulation only where devices of relatively high yield could be used practicably and safely.

The Bureau of Mines has conducted a laboratory and field corrosion test¬ing program to determine materials of construction for the leaching and gas-sparging crystallization environments of the clay-HC1 process in order to more fully utilize the alumina from domestically available kaolinitic clays. Laboratory tests were used to determine the corrosion rates of 22 metals and alloys by weight-loss measurements in these two environments of the process. The results of this laboratory study were used both to suggest metals and alloys for field testing and to determine the effect of the individual solution components on the corrosion behavior of the metals and alloys. Results from the field tests were used to recommend Ta, Ta-2.5W, and Ta-10W for con¬struction of the agitators for the leaching process. The metals and alloys recommended for construction of the gas-sparging crystallizer heat exchangers were Ta, Ta-2.5W, Ta-10W, Nb, Nb-1Zr, Nb-3Zr, Nb-28Ta-10W-1Zr, Nb-10Hf-1Ti, and Zr for the first stage and Ta, Ta-2.5W, Ta-10W, Nb-28Ta-10W-1Zr, Nb, Nb-10Hf-1Ti, and Zr for the second stage.

This chapter includes tables from 1983 that were not available in time for publication of the 1983 Minerals Yearbook, but does not include corresponding tables for 1984. The value of raw nonfuel minerals produced in the United States during 1984 was estimated at $23.2 billion, an increase of $2.1 billion over the value for 1983. This is the second consecutive year that the value has increased, and except for a decrease in 1982, the value for each year has increased since 1971, or 12 out of 13 years. In 1984, 16 out of 21 metal commodities increased in output while 5 metals decreased; 14 metals increased in value and 7 decreased. Of 46 nonmetal commodities. 37 increased in output while 7 decreased and 2 remained unchanged; 35 nonmetals increased in value and 11 decreased. These statistics are grounds for continuing the cautious economic optimism expressed in 1983. Despite the note of optimism, however, numerous problems plague the mining industry, weakening its stability and inhibiting its growth potential. The problems are a complex mix of international and domestic factors that have been building in the recent past, but have become even more troublesome in 1984.

The temperature entropy (T, S) chart? of thermodynamic properties of nitrogen herewith presented is a complete (1949) revision and a considerable extension of similar charts prepared by the author for use of the helium section of the Bureau of Mines about 25 years previously on the basis of inadequate data then obtaining. During the interval since that early effort, much experimentally determined information on nitrogen properties and behavior has been published, which now permits a more nearly accurate layout and more extensive charting of these relations.

Florida has accumulated about 400 million tons of phosphogypsum, a mineral process waste generated in the production of fertilizer, and is adding 30 million tons to this annually. To minimize storage of this waste and reduce potential environmental effects, the Bureau of Mines conducted research into utilizing the phosphogypsum, by identifying and developing high-volume uses for this material. Admixtures of phosphogypsum, fly ash, and lime that could produce a coarse aggregate suitable for road construction were investigated. Using phosphogypsum with asphalt, cement, cement-kiln dust, silica, clays, and oxychlorides to pro-duce aggregate was also examined.

In preparing for war , Japan built an iron and steel industry that ranked high with other industrial nations . Deficient in raw materials for making iron and steel , it had to acquire the bulk of its iron ore and much of its coal and scrap iron from foreign sources . Steel manufacture, and fabrication , however , were reserved mostly for the Home Islands , where modern integrated plants produced the implements of war . The vulnerability of relying on imports during the war was recognized early, and steps were taken to exploit iron-ore deposits and develop treatment processes on the Home Islands in order to be as self - sufficient as possible . Although the industry had expanded considerably, the capacity of the large plants still was insufficient for military requirements, so other meth- ods of producing iron and steel were adopted, which in some ways illustrate the desperate effort made to supply the war machine. In developing the iron and steel industry, modern practices of other countries were studied and followed with modifications to suit Japanese con- Aitions. German and American technical ability and equipment played a large part in the program; however, the Japanese had competent furnace technologists capable of obtaining proper equipment performance. For the most part, the standard practice consisted of smelting iron ores in blast furnaces and then refining the pig iron to make steel in open-hearth furnaces. Electric furnaces played an important part, especially in the manu- facture of alloy steels. Various other methods yielded minor but significant production. Among the various other treatment processes used, the production of sponge iron in rotary kilns 'probably was the most important in producing melt- ing stock for steel making. Of special importance was the fact that sponge iron made from low-grade ores contained critical metals, such as nickel and chromium, so that the results were more significant than was generally believed.'

"INTRODUCTION Scheelite occurring in tactite at the Black Rock tungsten mine, near Benton in Mono County, Calif., was investigated by the Bureau of Mines in cooperation with the Geological Survey as part of their search for additional sources of supply of strategic minerals authorized under the Strategic Materials Act. 3/4/The work accomplished by the Bureau, and the assays of samples taken are described in this manuscript. The ore found aided materially in prolonging the operating life of the mine during the recent national emergency, supplying much-needed tungsten for war use. ACKNOWLEDGMENTSIn its program of investigations of mineral deposits, the Bureau of Mines has as its primary objective the more efficient utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The Bureau of Mines is in the process of degasifying a virgin area in northern West Virginia from the base of an 839-foot -deep vertical borehole. An in situ gas pressure hole 199 feet long, and seven degasification holes ranging in depth from 500 to 850 feet (average 618 feet) were drilled in an 8-foot-thick virgin Pittsburgh coalbed from the enlarged (14-foot-diameter) bottom of this borehole. The in situ pressure at the back end of the hole and the range of gas and water flows from degasification holes as they were completed and closed off were 203 psi, 79,000 to 257,000 cfd (average 160,000 cfd), and 5 to 8 gpm per hole (average 6.8 gpm), respectively. Twenty-four hours after the seven holes were connected through individual water traps to a common collector for natural venting of the gas through pipes to the atmosphere, the total gas and water flows and the in situ pressure dropped, respectively, to 971,000 cfd, 1.3 gpm, and 18 psi. Eighty days later the corresponding values dropped to 529,000 cfd, 0.50 gpm, and 13 psi. After 180 days of degasification, 91 million cubic feet of gas had been removed from the affected virgin area. This represents 60 to 70 percent of the gas calculated to be contained in the area of coal affected by the holes.

Many types of heavy equipment used in the mining and construction industries use enclosed cabs to protect equipment operators from dust and noise exposure. Normally, when the equip- [ ] ment is new, manufacturers' deigned controls are effective at keeping the operator's exposure at acceptable level. However, as equipment becomes older and many components of the enclosure deteriorate, such as gaskets and seals, the effectiveness of the enclosed cab can be greatly reduced. This can cause excessive and dangerous exposures to respirable dust, especially when the ore or overburden contains crystalline silica.

Dense-medium cyclone tests in 4-and 8-inch-diameter units have shown the ability of cyclones to make sharp separations down to 100 mesh when washing coals of a finer top size than normally fed to dense-medium cyclones. The reduced top size of the feed apparently allows the finer size particles to report to the proper product by reducing the effect of very coarse particles in the congested separation zone of the dense-medium cyclone.

This report describes an investigation by the Bureau of Mines designed to provide background data for extending and improving the applications of chlorine metallurgy in extracting metals from ores. Optimum conditions are given tor chloridizing galena, sphalerite, and chalcocite by contact with chlorine gas. Petrographic and chemical analyses of the sulfides used in the experiments are listed. Graphs are furnished showing the extent of chloridization of each metal sulfide over the temperature range of the observations. In each case, the first tests were made with the reaction chamber at room temperature. This temperature was increased by regular increments in succeeding tests until the temperature was reached at which quantitative conversion of the sulfide to chloride was observed. The data are also plotted for screen-size fractions of the sulfide minerals investigated. Data show that the extent of metal chloride formation was affected by chloridization time, particle size of the sample, and usually, the temperature of the reaction chamber. At 300° to 400° C. an anomaly was noted for both galena and sphalerite. The temperature at which this anomaly was observed varied according to the particle size of the mineral. Comparisons are made between the chloridizing characteristics of the mineral sulfides and their chemically prepared counterparts.

Improve safety at mineral operations that use cyanide leach solutions to recover precious metals from finely ground ores, Approach Provide an alternative, non-acidic means of cleaning processing systems such as the State-of-Maine filter system, thereby reducing the exposure of workers to toxic hydrogen cyanide gas (HCN), The Problem Many gold and silver mining operations use cyanide solutions to dissolve gold and silver from ores. The precious metals frequently are recovered from pregnant leach solutions by the Merrill-Crowe recovery process, whereby gold and silver is precipitated with zinc dust. When that method is used, suspended particles in the leach solution must be filtered out before zinc precipitation can occur. This filtering is accomplished with small packaged plants, such as the State-of-Maine (SOM) filtering system. Unfortunately, the filters become clogged with calcium carbonate scale after about 2 to 10 days of operation and must be cleaned before further precious metals recovery operations can continue, Cleaning the system is a hazardous task because the acid is not compatible with the alkaline cyanide leach solutions, and toxic hydrogen cyanide (HCN) gas may be produced when the acid and solution are mixed. That gas, if breathed or contacted with the skin, can cause cyanosis which may induce nausea and even asphyxia and death. Studies by the Bureau of Mines have identified geologic structures in mine roof rock that contribute to many roof falls in Appalachian coal mines. These structures, including paleochannels, scours, pinchouts, slickensides, clay veins, crevasse splays, and joints, can often be identified during, and sometimes before, mine development. Mine projections can be revised to reduce the adverse effects of discontinuitites in roof structure; large roof areas of laminated sandstone or incompetent strata generally can be delineated or inferred from exploratory drill hole data, and the need for supplementary support can be anticipated. Accurate descriptions of roof geology also provide some indication of optimum length and type of roof bolts that should be installed.

The design productive capacity of natural-gasoline and cycling plants in the United States on January 1, 1960, was 54.6 million gallons per day, according to the Bureau of Mines biennial survey. This represents an increase of 5.8 million gallons per day during the 2-year period since the last survey. The major increases occurred in Louisiana, Oklahoma, New Mexico and Texas. In Utah, natural gasoline capacity was reported for the first tine at 320 thousand gallons per day as of January 1, 1960. The total number of plants increased from 584 on January 1, 1958, to 596 on January 1, 1960. However, the operating plants decreased from 558 to 555 in the same period.
