As a basis for recommendation and for instruction of bureau engineers the considered opinion of the bureau is expressed in "decisions" of its Mine Safety Board, approved by the Director. Ten of these decisions were discussed, in Information Circular 6091.3 Decision No. 11, approved by Scott Turner, Director, on February 28, 1929, is as follows: "In the interest of safety, the Bureau of Mines, Department of. Commerce, recommends that in coal mines, haulage and (or) hoisting be kept in intake air as far as possible." As in the case of previous mine-safety decisions, the subject matter covered by this decision has frequently come to the attention of the Bureau of Mines through the reports of its mining engineers on explosion disasters and in accident-hazard investigations.

Coal and nonmetal mining used about 4.3 billion pounds of explosives and blasting agents during 2001 in the United States. A major part of this consumption was related to surface mining. Mine Safety and Health Administration accident data indicate that flyrock and lack of blast area security were the primary causes of blasting-related injuries in surface mining. Fatal injuries due to lack of blast area security were primarily caused by failure to clear blast area or inadequate access control to the blast area. At a coal mine, a neighbor walked into the blast area and was fatally injured. The blaster could not see the victim entering the blast area from the firing station. In another case, a passenger in a vehicle was fatally injured by flyrock because highway traffic was not monitored during the blast. In another example, a dozer operator entered a blast area due to lack of access control. Several fatalities resulted from using inadequate or no blasting shelter. A crane operator was fatally injured while standing in the open about 120 ft from the blast site. In another instance, a helper, standing about 150 ft away from the edge of a blast, was fatally injured by flyrock. In a limestone mine an equipment operator was fatally injured while guarding access roads in a pickup truck. This paper briefly describes six representative fatalities due to flyrock and lack of blast area security in coal and nonmetal mines. Several mines were visited to collect information relative to working practices aimed at mitigating blasting hazards. Salient information obtained through these visits is presented.

TECHNOLOGY is best nurtured by a sympathetic climate that is a composite of many factors. Necessity is a highly motivating factor as illustrated by the abnormal surge of technologic development curing wartime. Other factors include appropriate timing, economic pressures, available personnel, and in some instances, legislative action. Problems of recent concern to mining technology have been the quality and quantity of available technical personnel and the possibilities of restrictive legislation. The quality and quantity of technically trained personnel may be inadequate to meet the rapidly increasing complexity of modern technology coupled with the growing demand for qualified personnel. The question of appropriate training was a subject for debate.2 The curriculum and methods of teaching have changed. Questions have been raised on the relationship of scientist and engineer, interdisciplinary versus specialized curriculum, undergraduate versus graduate training, and the place of the smaller schools versus the large university-research complexes that have developed at some universities. Various aspects of the subject of engineering education for the mining industry were discussed at the meeting on Mining and Mineral Engineering Manpower at the Michigan College of Mining and Technology, November 18-19, 1963. Meanwhile, the trend toward interdisciplinary training gathers momentum as illustrated by the establishment of the School of Engineering Science at Johns Hopkins, the Schools of Engineering and Applied Science at Columbia, Princeton, and Yale, the Division of Engineering and Applied Physics at Harvard and, more recently, the School of Engineering Science at Florida State University which cuts across the conventional areas of civil, mechanical, electrical, and chemical engineering.

Mineral industry activity in many of the smaller Caribbean Island countries has remained minimal. For this reason, specific references to Bermuda, Guadeloupe, Martinique, and the Netherlands Antilles have been removed from textual and trade table presentations. Any significant future developments will be reported as they occur. Readers are referred to earlier Minerals Yearbook editions for previous information. Table 1 production statistics have been modified in some instances. References to certain nonmetal commodities were eliminated because information has often been unreliable. Their inclusion in table 1 was not considered important to either an overview of the area or to compatibility with volume I of the Minerals Yearbook.

"The use of helmets during the war has accentuated interest in the advisability of using stiff hats in mines to protect the miners against falling rocks. About forty per cent of the accidents in mines are due to falling rocks or roof. A large number of these accidents could be prevented if the miners wore stiff hats or helmets.The use of head protective devices in minas is not new, for they have been in use for many years in Europe and in the Lake Superior District in the United States. In practically all of the mining districts in Europe stiff hats of some kind are required by the mine management. George S. Rice, chief mining engineer of the Bureau of Mines, reported that in Germany, Belgium, and France stiff hats made of papier mache or felt rosin are in use. Similar hats are generally employed in the Lake Superior District. In building the subways of New York and Philadelphia it was the practice of engineers and workers to let the hair grow very long and to wear a close fitting cap or felt hat. In Germany the hats are high like the military helmets, whereas in France and Belgium they fit more closely to the crown. In England the practice is mixed. As a rule the miners use soft padded caps, but in Yorkshire many of the miners use sole leather, tight-fitting caps of jockey pattern with the seam forting a little ridge down the middle of the cap. These hats are very useful allow thin beds of coal, as in crawling one is very likely to strike his head a sharp piece of rock or on a timber. Of course, such mishaps are more likely to occur to a man not familiar with the mine. It must be admitted such hats do not stick on well, though this is usually due to their not being especially fitted. The German hat is particularly unsuited to an American-shaped head.It is interesting to note that on the continent tight cotton caps are generally worn over the hair and under the hard hat. This is a measure for cleanliness which is excellent. In low beds of coal share much crawling on hands and knees is necessary the dirt and coal dust sift down, making the miner black and dirty. In metal mines stiff hats are of especial use in shaft work; also in raises or high stapes. A small fragment of rock falling some distance either down a shaft or raise would kill a man if it struck him squarely on the head. A stiff hat or helmet may protect him and save his life. At a station in a shaft where men are loading the cage or skip, some kind of adequate head protector should be compulsory. A head-protecting hat or cup which is also a good insulator should be worn where there is danger of striking one's head against a wire carving an electric current."

For the purpose of this paper a junction box is defined as " a fused switch, inclosed in an explosion-proof compartment, provided with a ready means of connecting or disconnecting a trailing cable without exterior arcing." Junction boxes are intended for use 'at the end of trailing cables and are usually placed outby the last open break through in a coal mine. Where it is not safe to supply current through nips or a trolley, junction boxes suitably spaced along an entry permit tramming and movement of machines with safety, although not with any considerable speed. Junction boxes serve a threefold purpose: (1) They prevent dangerous arcing at the outby end of trailing cables; (2) they afford a safe, practical means of fusing or otherwise protecting the trailing cable; and (3) they provide an efficient means of transmitting power from the power circuit to the trailing cable. The first purpose is the most important from a safety standpoint. Dangerous arcing-that is, arcing capable of igniting gas-frequently takes place where trailing cab1c.s are attached to the power circuit. At either 250 or 500 volts only a very small arc is required to ignite mine gas. The usual method of connecting the trailing cable to the power circuit by cable nips or trolley taps does not make a good electrical connection; hence arcing may be expected at any time. Furthermore, junction boxes eliminate the personal hazard attendant upon the use of trolley taps by removing the possibility of accidental contact with trolley hooks or wire and the liability to injury due to manipulation of the device. In the general scheme of mine ventilation it is assumed that gas will not accumulate where junction boxes are placed, an assumption based on the normal operation of the ventilating system. In many

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. "Part IV.- The Resistance Caused by Right-Angle Bends. IntroductionThis paper deals with the fourth phase of an extensive research on coal-mine ventilation factors. A comprehensive report of the entire work is in course of preparation, but abstracts of the various chapters are being prepared in order to make the major results public as rapidly as possible. Parts I, II and III were issued as Serials Nos. 2621 (July 1924), 2647 (October 1904) and 2671 (March 1925) and dealt with the resistance of unobstructed entries, the resistance due to mine cars and, the resistance of timbered entries respectively.Description of the Tests With the last cutthrough between the two butt entries of the test section in the Experimental Mine open, the air flow was deflected, around two right-angle bends in the same direction, the butt entries being 50 feet center to center and approximately 6 by 9 feet in cross section. Each bend had a dead end opening off of it; that at the first bend was in the direction of flow and that at the second bond was at right angles to the flow. For a primary test condition the inner corner of each bend was trimmed square and the dead ends were closed off with board brattices set flush with the line of the cut-through.The two corners of the first band were, then modified both independently and in conjunction. Various modifications of both bends in conjunction were also tested with rather surprising results as to the effect of conditions at the first bend, upon the pressure losses at the second. To confirm the theory developed to fit these results a series of tests were made to give a direct comparison of the -pressure losses as between two bends with the air flow deflected in the some direction at each and with the air flow deflected in opposite directions. The former is designated ""double"" and the latter a ""reversed"" right-angle bend. This series of tests was conducted, however, on the bends at one of the intermediate cutthroughs at which the flow could be deflected us either direction at the second, bend. Here also the average cross-section was 6 by 9 feet and the bends were 50 feet apart."

Under the Bureau of Mines Research Contract Number H0252071, Foundation Sciences, Inc. has compared the relative effectiveness of roof bolts installed at an angle over the rib with that of bolts installed vertically at the rib side, The information gathered during this investigation was sufficient to supply supplementary information on the mechanics of roof support systems and the general acceptability of field instrumentation methods. During the 140 days of field investigation, 235 bolts were installed, 45 inclined and 190 vertical, in two adjacent intersections. Of these 235 bolts, 30 were in-stalled with load cells and 38 were tested for anchor capabilities. In addition to this instrumentation, the deformation of the opening was measured by convergence meter on 9 lines throughout the two testing areas, and a borescope and photo-elastic gauges were utilized to obtain information on the roof action beyond the surface.

PRODUCTION of bituminous coal and lignite increased substantially in 1963 compared with 1962 figures. The major items of production, consumption, exports, and productivity increased. However, certain key items declined. For the fourth year there was no upward trend in mechanization; the percentage of total tonnage mechanically loaded remained the same as in the 3 previous years and the percentage of total tonnage mechanically cleaned was smaller than in the previous year. Furthermore, the percentage of total production mined by stripping and by augers increased. Most significant was the continued decline in average value and employment. Production.-The output of bituminous coal and lignite in the United States in 1963--459 million tons-was 9 percent greater than the 422 million tons produced in 1962. Production was greater in 1963, largely because of expanded consumption by the electric utilities and an increase in exports.

Present-day interest in the rare-earth elements and their compounds, for both metallurgical and ceramic uses, makes it highly desirable to accumulate basic thermodynamic data that can be applied to theoretical considerations of the processing of these substances. Such data still are seriously lacking. This Bureau of Mines paper reports the results of high-temperature heat content measurements of the sesquioxides of four rare-earth elements--europium, gadolinium, neodymium, and samarium--and of the closely related element, yttrium. The Bureau of Mines, in cooperation with the American Petroleum Institute, studied the effect of fuel volatility and front-end fuel composition on the amount and photochemical reactivity of automobile exhaust and fuel-system evaporative emissions. The study involved six gasolines--the base fuel, three fuels of varied volatility, and two fuels differing from the base and from each other in front-end olefin content. Data were obtained from 16 vehicles operated on a chassis dynamometer using a speed-load-time cycle that approximated a typical urban trip. Tests were made at ambient temperatures of 20°; 45°, 70°, and 95° F, using a climate-controlled dynamometer room. The amount of hydrocarbon emission and its probable photochemical effect, a potential contribution to pollution, is expressed as weight (reactivity equivalent) of a moderately reactive material, ethylene. Emissions of oxides of nitrogen, car-bon monoxide, and aldehydes were also observed. Results showed that reduction of volatility from currently typical levels serves to reduce both the amount and the reactivity equivalent of evaporative losses with a slight penalty by way of higher exhaust emissions. Alternatively, reducing the amount of light (low boiling) olefin in the fuel had no effect on the amount of hydrocarbon pollutant but did significantly reduce the reactivity equivalent of the emissions. Neither volatility change nor chemical changes to the fuel significantly affected the nonhydrocarbon emissions.

Landmines are a great threat to military vehicles and their occupants. Mine blasts can completely destroy vehicles and kill all the occupants or disable the vehicle and leave the occupants severely injured. Injuries sustained during a landmine blast come from fragmentation that enters the vehicle through a hull breach, hot gasses expanding through the vehicle, or shock created from the extreme pressure of the blast (Lafrance, L.P. 1998). Mitigating the high acceleration experienced by the occupants during survivable mine blasts is the focus of the research being addressed in this paper. Method The objective of the project reported in this paper was to prove the feasibility that pneumatic seat technologies that employ light-weight, foam-filled, inflatable air bladder seats and seat backs can be used to protect the crews of lightweight combat vehicles against the detrimental and injurious effects of mine blasts. This protection includes reducing the shock energy experienced by seated vehicle crews during mine blast initiation and at vehicle slam-down to below potentially injurious levels. Figure 1 shows a schematic representation of the proposed lightweight, foam-filled, inflatable mine blast attenuating seat. It will consist of specially designed interconnected seat and seat back lightweight, foam-filed, air bladders that are supported by a rigid frame. [ ] Results Air gun tests and finite element analyses were conducted to determine the effectiveness of a light-weight, foam-filled, inflatable air bladder seat shock isolation system in isolating a vehicle occupant from the injurious effects of a mine blast. Figures 2 through 5 show analytical and experimental results associated with a 65.8 kg mass resting on an inflatable air bladder that is exposed to a shock input.

The Bureau of Mines conducted a series of experiments using four different coal types to determine the effect of attack angle and symmetric bit wear on airborne respirable dust (ARD) generated by point-attack bits and in energy consumption. Neither had a significant effect on ARD at the 95-pct confidence level, but bit wear had a significant effect (95 pct confidence) on specific energy (energy per gram of cut coal) for three coal types, Depth of cut was the most significant factor affecting ARD and specific energy.

The types of compounds present in aromatic concentrates derived from high-boiling petroleum distillates can be estimated from a gel permeation chromato-graphic (GPC) analysis by the use of tables developed from extensive GPC and mass-spectral analyses on fractions from four crude oils. For a fraction from the GPC analysis, the retention volume and the molecular weights (from mass spectrometer) suffice to indicate the types of compounds which predominate. The tables which show these qualitative analyses were developed through the use of pure compounds as well as the extensive analyses on Prudhoe Bay (Alaska), Gach Saran (Iran), Swan Hills (Canada), and Wilmington (California) crude oils. These tables provide a rapid method for determining which types of compounds are present in a GPC fraction before attempting to develop quantitative data.

During 1999, there were six fatalities in surface mines involving haulage equipment colliding with a smaller vehicle or person, or backing over the edge of a dump point. All of these fatalities can be attributed to the extensive blind areas around large haulage equipment. Researchers at NIOSH are investigating various technologies that can be used to monitor these blind areas and provide information on nearby obstacles to an operator. So far, the technologies listed below have been tested on dump trucks used in surface mining. The selection of these systems was based on their ability to handle the tough environmental conditions found in mining operations and how well they detected obstacles out to 40 or 50 feet beyond the rear of large dump trucks. Some of the manufacturers of available collision warning and camera systems are also listed.
