World political events that occurred subsequent to yearend 1989 but that bear heavily on the global mineral industry have been of such significance that they cannot be disregarded, and certainly they contribute to any type of "outlook?. However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. The section also includes an element with some broad statistical information, but this is included last rather than first for two reasons: the information is subject to considerable re- vision as additional data become available and as preliminary returns are corrected; and the authors view it as less important than the events that govern the statistics. The Near East and the Crisis There.- Of all 1990 political events influencing the world's mineral industry, the Iraqi invasion of Kuwait and the remarkable events that followed this aggression must head the list. The almost immediate imposition of economic sanctions, involving embargoes on shipment of virtually all goods into and out of Iraq, caused severe dislocations in the production and trade of mineral commodities, not only within the region itself, but with a ripple effect, into other world areas as well.

A series of alkyl-dithiocarbamic acid amine salts was prepared and tested as collector for slimed lead minerals contained in the waste material from a commercial lead ore concentrator. The reagents, members of a homologous series differing only in the number of alkyl radicals in their structure, were prepared by reacting stoichiometric amounts of primary amines and carbon disulfide in a cold alcohol solution. Subsequent purification was by recrystallization from absolute ethyl alcohol solution. Evaluation was through froth flotation of a mill tailing containing 0.2 percent lead. Results show that maximum recovery (38 percent) was obtained with the reagent containing 8 alkyl radicals, but that maximum rougher concentrate grade (4.8 percent) was obtained with the reagents of intermediate number of radicals.

During investigation of the occurrence of manganese deposits in the western United States, examining engineers of the Bureau of Mines collected samples from several properties in Montana. Extensive laboratory tests were made to determine the amenability of these ores to standard ore-dressing methods of concentration to produce marketable-grade products. The Tzarena claim, one of the properties sampled, is on the western end of the Rama or Black Chief vein in the city of Butte, Silver Bow County, Mont., on the southwestern periphery of the mining district. The Black Chief 'WAR system contains one of the largest and most extensive known rhodochrosite deposits in the world. Test work was conducted on two samples of Tzarena ore. Sample 1 is representative of a vain 5 feet wide on the 150-foot level of the Tzarena shaft. Sample 2 is representative of a vein 8 feet wide in the 100-foot level of the shaft. The Minnie Jane mine, 1/2 mile northwest of the Tzarena claim, contains ore similar in mineralogical composition to Tzarena ore but differing materially in manganese content and to some extent in physical characteristics. Ore-dressing investigations were made on three samples of Minnie Jane ore. Sample 1 represented stock-piled ore, sample 2 represented ore from Minnie Jane mine having a considerable sulfide content, and sample 3 represented low-grade ore.

The helper was killed, and the driller at the rig controls was severely injured. [ ] Case 2: A crew was preparing to remove a pump from a well when the hoist boom contacted a 4160-volt power line. The hoist operator was electrocuted. [ ]

Concentration of the kerogen (organic material) in oil shale was accomplished by centrifuging after pretreating the oil shale with carbonic acid to remove the carbonates and pretreatment with sodium hydroxide (pH 11.5) to remove the claylike minerals. Analysis of the materials obtained showed that the concentrations of organic sulfur and organic nitrogen compounds were not affected by centrifuging. These compounds are evenly distributed in the kerogen and are not strongly bound to the mineral constituents. Organic oxygen compounds, however, were concentrated in the light fraction. These compounds are more closely associated with the kerogen and are not bound to the mineral constituents. Iron compounds other than pyrite apparently are closely associated with the organic material.

The effect of fluoride inclusions on the properties of titanium produced from the Bureau of Mines developed induction slag melting process is of concern to members of the titanium industry. The objective of the research was to determine the effect of CaF2 inclusions on the properties of titanium and its survival rate during melting. The data were obtained from single induction-slag-melted ingots prepared with the normal addition of 4 pct and also with 2- and 1-pct additions of CaF2 slag. The results of this effort showed that the mechanical properties of single-induction-slag-melted Ti-6Al-4V alloy exceed the minimum values specified in Aerospace Materials Specification for Titanium Alloy Bars and Forgings AMS4928H, but these materials are much more notch sensitive in fatigue than normal Ti-6A1-4V alloy titanium. First and second vacuum-arc remelts of single-induction-slag-melted ingots fragmented and increased the number of inclusions, while reductions in the amount of flux resulted in an upward trend in the spatial distance between pores in an x-y plane.

To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau's Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

[The last previous Bureau of Mines publication relative to details of permissible methane detectors (Bulletin 331, published in 1930) describes detectors of four different types, namely flame, combustion, catalytic, and a combination Wheatstone-bridge axed catalytic type in which catalytic action at the surface of a platinum filament when in methane causes a change in the temperature and resistance of the filament, thus unbalancing the bridge circuit and giving a reading proportional to the methane concentration. Three detectors of the latter type have been approved since 1933. A brief description of each follows: U. C. C. Detector Approved No. 902, covering the U. C. C. indicating detector, as described in Bulletin 331, was entered January 27, 1330, to cover important chances in design that permit checking; the calibration of the detector at any time, whether in gas or fresh air. Essential features of the detector are shown in figure 1.]

The Bell & Zoller Coal & Mining Co. recently completed construction of two slopes at Mine 3 near Zeigler , Ill . The slopes are in the Big Muddy River Valley , and construction was particularly difficult because the strata from the surface to a depth of 70 feet comprise water saturated sandy clay and sand . Many mining companies have similar shaft- and slope - sinking problems , and because these slopes were satisfactorily completed and now are in use the methods followed during construction are described in this information circular . It is believed that other companies with similar problems . will benefit by adopting the methods followed at Mine 3 .

"The main objective of this research is to identify the mechanisms of control of respirable dust generation in coal mines. Full understanding of the mechanics of crack propagation in coal is of fundamental importance in studies of the generation and control of respirable dust.The main objectives of this fracture investigation are: 1) to determine reliable data on the fracture toughness of coal as a parameter controlling unstable crack propagation; 2) to determine fracture propagation velocity in coal providing data on the terminal velocity at which crack bifurcation occurs and fine fragments of coal material are generated; and 3) to apply the critical strain energy density criterion to model mixed mode crack propagation in coal.The development of the protocol, laboratory procedure and equipment necessary to conduct an extensive mixed mode fracture toughness testing program has been completed. About 80 mixed mode fracture toughness tests, 10 good fracture velocity records and over 50 fracture surface examination with the SME are available. The details of the mixed mode fracture toughness testing are available in a paper titled, ""Development of Mixed Mode Testing System for Geologic Materials"" which is available from the center. The average fracture toughness and critical strain energy density values for the three seams investigated to date are included in the attached Figures 71, 72, 73."

"A theoretical technique has been developed and verified experimentally for determining the aerodynamic diameter of irregular shaped particles. The aerodynamic diameter of a particle is a very important parameter for determining where that particle deposits in the respiratory tract. Many instruments, such as impactors and cyclones, will determine the aerodynamic size distributions of aerosol particles but few analyze the particles individually. The theoretical approach of our technique is to solve, by use of high speed computers, the three-dimensional Navier-Stokes equations to obtain the flow field around an irregular shaped particle of any contour. The computer program will then determine the drag on the particle, and thus the aerodynamic diameter of the particle can be calculated. The experimental approach has been to pass the particles through a centrifuge and collect the particles upon a collection foil. The position of a particle on the foil is an indication of its aerodynamic diameter. These particles were then shadowed in two orthogonal directions and inspected under an scanning electron microscope (SEM). The top view of the particle in the SEM plus the views of the two orthogonal shadows allows one to determine the three-dimensional shape of the particle. Studies have been performed on silica, coal and talc particles with aerodynamic diameters in the 1 to 4 µm size range. The three-dimensional shape, as is determined from SEM analysis, was used in the theoretical computer program and the results compared. It was found that in most cases the agreement between the experimentally and theoretically determined aerodynamic diameters was within 5%. INTRODCJCTIONThe equivalent aerodynamic diameter (EAD) of a particle, defined as the diameter of a unit density sphere with the same falling speed as the particle in question, is an important size measurement of the particle. This is especially true when attempting to predict where particles may deposit in the respirator tract. Therefore, EAD is an important parameter when considering respiratory diseases caused by particles, such as coal workers pneumoconiosis (CWP).Many instruments will measure the EAD size distribution of the aerosol particles, but few analyze the particles individually. Impactors, cyclones and virtual impactors normally collect particles upon substrates or filters which are · then analyzed gravimetrically to determine the mass concentration of the particles in that size classification. The EAD of particles can be measured on an individual basis with centrifuges, inertial spectrometers and the TSI Aerodynamic Particle Sizer (APS). Centrifuges are most ideally applicable for studying individual particles as the particles are deposited, on long removable foils, at locations dependent upon their EAD."

Develop a 22-ton capacity temporary mine roof support light enough to be easily lifted and transported manually from one place to another. Approach Several potential approaches were investigated in developing a new temporary support. An all-hydraulic, high-strength aluminum design was chosen as the best. The support was designed, fabricated, and tested in several mines. The first units, built for 6- to 8-foot seam heights, have a load- bearing capacity of 22 tons, and weigh only 55 pounds. How It Works The lightweight hydraulic support is designed for use in any temporary support situation in place of wood posts or steel mechanical or hydraulic supports. This includes use prior to roof bolting in room and pillar mining and in longwall development sections, use as head and tailgate supports for a longwall, and use as turn posts and breaker posts in retreat mining operations. Steel and iron pipe lined with cement to protect it against corrosion has been used in the municipal water systems of the New England States since about 1870. In most recent years, the petroleum industry adopted cement-lined pipe to forestall corrosion, particularly in those areas where large quantities of corrosive brines and hydrogen sulfide are associated with the oil produced. Many of the oil companies had on hand large quantities of corroded pipe, normally disposed of as scrap, which could be cleaned, lined with cement, and returned to service. It was soon learned that after the so-called scrap pipe was lined with cement much of it could serve fully as well as new cement-lined pipe. The demand for lining used pipe with cement resulted in the establishment of several processing, plants in the Mid-Continent oil-producing area. Today six cement-lining plants serve the areas three in Oklahoma and one each in Kansas, Texas, and Illinois. All of these plants have lined large quantities of used pipe for the brine-disposal systems of western Kansas, Illinois, and east Texas and also for the operators of water-flooding projects in northeastern Oklahoma and southeastern Kansas, where large quantities of brine and fresh water are being injected into the oil-bearing formations as a secondary oil-recovery method. Since war demands during the past 2 years have created an acute shortage of steel, the need of reclaiming used pipe for the expansion of oil-producing operations has become more evident than ever before. Thus the new industry (about 6 years old) - lining used pipe with cement - is saving large quantities of steel at a critical time by reclaiming used pipe and preventing further- corrosion.

The first year's work of a proposed three-year study of the effects of the exposure of coal mine roof rocks to the mine atmosphere has been completed. The project has been terminated. The goal of the project was to determine if possible the mechanism or mechanisms by which coal mine roof rocks interact with the mine atmosphere and weaken, and coupled with mechanical stresses, ultimately fail. The scope of the study was limited to the effects of environmental factors on the deterioration of the rocks. While mechanical stresses may play an important role in the interaction of environmental factors, stress effects were excluded from the study. In order to study the effects of environment on coal mine roof rocks, samples were obtained from several coal mines in the western states. The rocks forming the roofs of most of the mines visited were shales of varying composition. These shales were subjected to numerous tests to determine how the rocks changed with time after exposure. In addition, the identity of the minerals present in the shales was determined by x-ray diffraction analysis and by thermal analysis as well as by optical microscopy

The mineral asbestos, because of its unique fibrous character, is allied to cotton and wool but has the advantage of heat and fire resistance; therefore, it supplies many industrial needs for which no substitutes are yet available. This report covers the essential features of the asbestos industry, including occurrence, production, mining, milling, utilization, international trade, and marketing. The United States leads all countries in the manufacture of asbestos products, but domestic sources furnish only a small fraction of the raw material required. As the United States is dependent to so great an extent on foreign supplies of raw materials, the bulletin deals at length with the asbestos industry in foreign lands. Several reports now available deal with the industry in individual countries. Among them are Chrysotile Asbestos in Canada, by J. G. Ross; Asbestos in the Union of South Africa, by A. L. Hall; and a series of articles on the Russian industry, by Walter A. Ru Keyser. These have been drawn upon freely, and full acknowledgment is hereby made for the helpful information thus secured. The file of the magazine Asbestos also has furnished many valuable data touching all phases of the industry. Many other books and articles listed in the bibliography at the end of this bulletin have been utilized and have been supplemented by the author's intimate acquaintance with the industry for about 20 years. The intent is to present a concise, world-wide, historical, technical, and economic treatment of the asbestos industry.

4.1 Introduction Using methods outlined in previous sections of this report, programs were written and/or obtained to: i) select best combinations of "a" and "k" for up to 8 different value parameters, ii) calculate available and unavailable ore tonnages and other statistics, and iii) produce contour maps of various parameter characteristics and available tonnages on a line printer. The act (36 Stat., 369) that established the Bureau of Mines in the Department of the Interior defined as part of the bureau's province and duty the making of "diligent investigation of the methods of mining, especially in relation to safety of miners and the appliances best adapted to prevent accidents," and it authorized the bureau from time to time to make such public reports of its work and investiga- tions as the Secretary of the Department of the Interior may direct, with the recommendations of the bureau. The national mine-rescue and first-aid conference was projected in the hope that it would be a factor in increasing safety in the mining industry through the recommendation of better and safer methods of conducting mine-rescue operations, more efficient methods of extend- ing and giving training in the use of artificial-breathing apparatus, and approved and more effective methods of administering first aid to injured miners and of training miners in first-aid work. The bureau feels warranted in publishing the resolutions adopted by the conference as a guide to mine workers and others concerned in obtaining greater safety in mining, and in presenting such extracts from the discussion as indicate the reason for the adoption of any particular method. In issuing this bulletin, however, the bureau does not indorse these resolutions in whole or in part as a final ex- pression of its views regarding the best method or procedure in any case. It does believe, however, that the resolutions furnish an excel- lent starting point from which to develop a standard code of pro- cedure in mine-rescue and first-aid work. It will be noted that in some important cases further information is necessary before any standard procedure can be recommended, par- ticularly as regards types of bandages, methods of resuscitation, the use of stimulants, the cumulative effect of poisonous gases, the diet of men engaged in rescue work, the physiologic effect of the pressure

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. The Bureau of Mines conducted a 4-year research program at Uravan, Colo., on a 2-1/2-acre reclamation plot on the slope of a uranium tailings pile that had been covered with mine waste rock. The purpose of this study was to determine the effects of plant species, type of irrigation, type of fertilizers, and use of dust control chemicals on plant growth and surface coverage. Best grass coverage, nearly 100 percent with 240 plants per square foot, was developed in a section that was seeded with crested wheatgrass, fertilized with sewage sludge, and sprinkler irrigated. For comparison, a section that had been treated with commercial fertilizers developed 3.1 crested wheatgrass plants per square foot and 24 percent coverage without irrigation, and 8 plants per square foot and 75 percent coverage with irrigation. Results of spraying a dust control chemical were inconclusive. Russian-thistle invaded all test sections and ranged in density from 0.6 to 7.3 plants per square foot.

This paper, which describes mining methods and costs at the Kearney zinc-lead mine, is one of a series being prepared by the Mining Division of the Bureau of Mines on mining practices, methods, and costs in varicus mining districts of the United States. The Kearney mine, which is owned by the New Mexico Consolidated Mining Co., a subsidiary of the Peru Mining Co. (Illinois Zinc), is situated a few miles southeast of the town of Hanover, in the northwest corner of sec. 27, T. 17 S., R. 12 W., in the Central Mining District, Grant County, N. Mex. (Figs. 1 and 2.) This report presents a brief history of the district, describes the geology, and outlines methods of prospecting and exploration, including eampling and estimation of tonnages and values. Development and mining methods are explained, and transportation, ventilation, drainage, safety measures, and organizatich are described. The wage scale and mining costs comprise the concluding sections of the report.
