If you missed this year?s Texas State Holmes Safety Association meeting, you missed a great one. On January 23 & 24, 2009, we held the meeting that was rescheduled when Hurricane Ike threatened Corpus Christi in September 2008. Sixty-five persons from across the state attended the meeting held at the Holiday Inn Emerald Beach. The weather was 82 degrees, and the sky was clear and perfect for a safety meeting. Evaluations submitted by the attendees gave the presentations, the networking, and even the food top marks. There were eight councils represented; Big Country, Central Texas, Costal Bend, Heart of Texas, Hill Country, North Texas and North Central. Presentations included Workplace Examinations, Emergency Preparedness, Screen Safety, Contractor Responsibilities, Powered Haulage, Supervising for Safety, and Basic Inspections of Slings and Rigging. Mr. Edward Lopez, SC MSHA District Manager, gave the State of the District Address.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous since 1924, has made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the Safety in Mines Research Board of the Mines Department for their assistance in arranging visits to several mine safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, Great Britain, for arranging visits to mines in Great Britain, Belgium, Germany, and France. During the summer of 1927 the writer had the privilege of visiting the mine safety testing stations in Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, when installation of electrical equipment is contemplated, each of these countries is confronted with the same safety problem as is the United States - the development of electrical equipment that will not ignite gassy mine atmospheres which might, through neglect or accident surround the equipment. The means used by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers of American coal mines, and it is proposed to give a brief survey for each of the four countries mentioned. This paper presents the second of these surveys, which covers conditions in Belgium.

The Ellington manganese deposit in Reynolds County J Mo., had been known for some time; and limited exploration, consisting of test pitting and sinking a shaft 54 feet deep on the property, had been done by private interests. Late in 1941, the Bureau of Mines cleaned, deepened, and sampled many of the existing pits and dug and sampled 27 new ones. The shaft was unwatered and sampled, and several pockets of manganese ore were trenched to determine their extent. Samples were analyzed and beneficiation tests on 1 ton of the ore were made at the Rolla, Mo., station of the Bureau of 'Mines. Results of the investigation indicated that the deposit was small and low in manganese content.

Until man was able to produce light, his working day was pretty much limited to daylight hours. Underground miners have a special problem because in a mine it is just as dark during daytime as it is at night. The first devices used for mine lighting were torches and open flame 011 lamps. Torches made from twisted grass and dipped in tallow or pine pitch would burn for a while, but they made a lot of smoke and probably went out when they were needed most. During the 15001s, miners lamps consisted of a small metal dish with a hook attached to hang it up. The saucer-shaped dish was filled with animal or fish oil and a wick made of twisted fibers was laid In the 011 and hung over one edge where it would burn. This lamp would burn longer than a torch, but the amount of light cast by the pale, flickering flame was probably only a little better than no light at all.

The rate of the heterogeneous reaction between reactor-grade yttrium and lithium fluoride in lithium fluoride-yttrium fluoride mixtures was measured using a quartz spring balance. At 950° C the magnitude of the rate of reaction is 10-5 grams of yttrium/cm2-sec. The heat of activation for the reaction is 38.3 kilocalories per mole of LiF. A surface-controlled mechanism is proposed in which LiF is adsorbed on the yttrium metal surface. An activated complex is formed when additional LiF reacts with the adsorbed LiF-metal site. The activated complex then decomposes to the products) which are lithium metal and YF3. The importance of the reaction in the electrowinning of yttrium metal from fluoride electrolytes is discussed.

This Bureau of Mines publication describes the hardware system and software package for the semiautomatic acquisition and automatic processing of high-resolution mass spectrographic plates. The semiautomatic data acquisition allows a tenfold saving of time compared with manual data acquisition. Automatic processing of the high-resolution data to yield exact masses, intensity, and the corresponding empirical formulas is accomplished by efficient programming on a small, inexpensive, programmable calculator system.

"In a previous report of the Bureau of Mines (Serial No. 2080 reference was made to a fatal accident from falling rock in a quarry in Utah, and ways of avoiding such accidents were pointed out. A fatal accident similar to it in some respects recently occurred in a limestone quarry in Maryland. All operators of stone quarries are desirous of reducing accidents to a minimum, and almost without exception they welcome any suggestions having in view the establishment of safer quarry practice. It is believed, therefore, that a brief outline of the cir-cumstances surrounding this later accident may be of practical advantage to quarry-men, as it may serve as a guide to them in so conducting operations that such unfortunate occurrences may be reduced in number.The quarry where the accident occurred is in form a circular pit 500 to 600 feet across an 80 to 100 feet deep. The rock is a dense limestone with the beds dipping at an angle of 35 to 45 degrees from the horizontal. Numerous erosion cavities in the form of pockets or narrow spaces following joint planes are filled with red sand and clay. They are confined largely to the upper 20 or 30 feet of the deposit. Open bedding planes are 4 to 10 feet apart toward the surface, and are spaced at wider intervals toward the base of the quarry. The open bedding planes present smooth uniform rock surfaces that dip steeply into the pit at the northeast side of the quarry opening. These smooth surfaces constitute a source of danger, as they may permit loose material to slide into the pit.In this particular instance a blast had been discharged, throwing down a mass of rock for steam-shovel loading. Three men wore employed thereafter for a period of about two days in cleaning down all loose material that might be dangerous to workmen luring the loading process. A mass of red sand and clay in which several large bowlders were embedded was left on one of these slanting surfaces, for the material seemed to be sufficiently secure to be quite safe. The lower edge of the slanting surface was about 25 feet above the quarry floor. The quarry conditions are illustrated in fig. 1, where (a) represents the quarry floor, (b) the vertical quarry (c) the slanting joint plane surface, and (d) the rock and earth resting on the surface."

Cost System The cost system reported here is a suite of computer programs which incorporates the logic and information flow structure as outlined in earlier chapters. Specifically, computer programs have been devel¬oped to: 1. compute labor, operating, and capital costs, 2. summarize cost and production data, and 3. compute the minimum acceptable selling price for coal. While the cost system can be executed independently, it is de¬signed primarily for use with the Master Design Simulator and there¬fore must conform to the overall system hardware. The computer model is written in Fortran IV for use with the IBM System 360/370 computers as well as with compatible units such as the Univac 1110 and CDC-6600. For ease in error detection and program modification, the model was constructed with a main routine and eight subroutines. The main routine reads and stores the data necessary for the cost computations and calls the subroutines in logical sequence. The subroutines perform the cost computations and data adjustments for reporting purposes. Each subroutine performs the cost computations for its particular com¬ponent of the cost cycle. The program operations are described in the following narrative outline. Control Subsystem As previously described, the main routine is a passive element, reading and storing input data and directing execution to the active subroutines for cost calculations. This bulletin is one of a series dealing with the application of the electric furnace to the smelting of ores and the manufacture of alloys, and is published by the Bureau of Mines in the endeavor to increase efficiency in metallurgical processes. The bulletin presents, first, a critical discussion of the possibility of smelting copper ores in the electric furnace; second, the results of the experimental work of other investigators on the electric smelting of copper; third, the results of experiments by the authors on the electric smelting of native copper concentrates and sulphide copper ores; and, fourth, a comparison of the electric furnace with the blast furnace and reverberatory furnace for copper smelting. Before considering the electric smelting of copper ores the reader should understand that the electric furnace was not developed as a competitor of the combustion furnace, but for the purpose of doing high-temperature work that can not be done in the combustion furnace, and for the treatment of ores from deposits that are in regions where fuel is scarce and costly but hydroelectric power is comparatively cheap, as in Chile, and in certain parts of Canada, the United States, and Mexico. Furthermore, it is not the object of this report to try to prove that the electric furnace should replace the reverberatory or the blast furnace, as used at present in smelting copper ores, but to show that the electric furnace may be used with advantage in localities where conditions are not favorable to the use of the reverberatory or the blast furnace. For example, otherwise valuable ore deposits may be situated in a district so remote from, or inaccessible by, railway that the cost of get- ting coke for smelting, or of transporting the ore to a smelter, is pro- hibitive. If there is sufficient water power at hand, from which electric power can be developed at a reasonable cost, and this electric power is used for smelting the ore in an electric furnace, with subse- quent bessemerizing, if necessary, the concentrated product may be

"INTRODUCTION When permissible explosives are used in c procedure recommended by the Bureau of Mines 5/ they are relatively safe, and, no mine explosions are known to have resulted from this type of blasting. However, unsafe blasting practices - the use of nonpermissible explosives or the improper use of permissible explosives - have caused many serious disasters. In fact, such unsafe practices constitute the third most important cause (exceeded only by electricity and the use of open lights and smoking) of coal-mine explosions in the United States. During 1929-1947, inclusive, 81 explosions, resulting in 475 fatalities, were ascribed to unsafe blasting. 6/The hazards of black powder, dynamite, and other nonpermissible explosives in coal mines have been recognized for many years, and attention has been called to this in numerous Bureau of Mines publications. Not only can these explosives ignite flammable gas-air mixtures readily, but they can also ignite coal dust, as has been illustrated repeatedly in tests and at educational public demonstrations at Bruceton and elsewhere. 7/Research in the Experimental coal mine 8/ of the Bureau of Mines at Bruceton, Pa., and unfortunate experience in commercial mines have proved beyond doubt that improper use of explosives that have passed the official permissibility tests can cause as explosions. In limited tests with a fey American permissibles at Bruceton, and in more, extensive tests with permitted explosives at the Polish experiment station, 9/ explosive charges were fired from steel cannon and freely suspended in coal-dust clouds. In these experiments coal dust was ignited under some conditions. However, it has never been definitely established whether permissible explosives can initiate coal-dust explosions when fired in a coal seam. It is true that a few mine explosions were strongly suspected to have resulted from ignition of coal dust by misuse of permissibles, but in each case other complicating factors introduced some doubt in the minds of the investigators. Full knowledge of the problem is important, because coal dust is present in most blasting operations in coal."

Five makes of expansion-type shells and two types of bolts (mild-steel and high-strength) were used in 30 tests made in sandstone and shale roof, The results show that the anchorage obtained in both the sandstone and shale were stronger than either type of bolt. That is, the yield loads of both bolt types were exceeded before excessive anchor slip occurred. A relationship for evaluating the anchorage effectiveness of 3/8-inch-diameter, expansion-type bolts is presented. A comparison of test results indicates that the anchorage effectiveness of 5/8-inch- and 3/4-inch-diameter expansion-type bolts did not differ appreciably.

This Bureau of Mines report presents the initial development of a two-dimensional method of analysis for inclusions in plates in which the deformed shape of an open hole and the separate structural behavior of inclusion and plate with hole are used to obtain the stresses and strains in the inclusion only. In this report the solution for a circular inclusion is presented because a direct verification of the results with previous solutions was possible. The numerical results were in exact agreement with those obtained with the equations of Sezawa and Donnell. The equations developed are less complex than those of Sezawa and more general, for a circular inclusion, than those of Donnell. Stresses and strains in the inclusion are in terms of the elastic constants of the inclusion and the plate and the biaxial stress field applied far away. The elastic constants can be all different. An important conclusion from this work is that a difference in Poisson's ratios between inclusion and plate may be as important as a difference in Young's moduli between inclusion and plate in producing the inclusion effect. Many problems in mining and rock mechanics can be treated as inclusion problems. The understanding of inclusion behavior on a physical basis should provide the solutions to some of these problems.

Novel magnetic levitation (mag-lev) technology was developed. Frictionless and contact-free transport of a prototype materials container and payload has been demonstrated.

A superintendent is one who has the oversight and charge of some organiza- tion or enterprise, with porer of direction. The superintendent of a coal mine is the official who is in general charge of conducting the operation of the nine for the purpose of producing coal; he is accountable to his superiors for all matters that relate to the cost of production and safety in operation, ed under him are all the underground officials and other personnel making up the mine organization. The responsibility of the superintendent covers all the principal phases of mining, purchases of materials, issuance of supplies, accounting, and upkeep of the property and equipriont. In a broad sense, the superintendent must view his job as embraced under four gneral heads: (1) Construction, (2) instruction, (3) supervision; and (4) discipline. The degree of efficiency with which each of these phases of his work is conducted is a measure of the safety factor which the superintendent injects into his job. Injury to workmen and damage to property may be due to neglect of one of these general headings; as for example in the collapse of a scaffold there has been faulty construction which may be found upon investigation to have been the result of faulty instruction or lack of instruction. It may be that the condition of the scaffold was not ascertained in advance of its collapse through faulty supervision, or the discipline of the workmen had been neglected.

In the normal operation of mines, the aggregate effect of many seemingly minor op rations may be very important as respects economy and safety. Anion: these operations is the method employed in coupling and uncoupling mine cars. For economic reasons the equipment in mines has not been protected as well as railroad equipment. It is pertinent that haulage accidents rank second in severity among mine accidents, and that manual coupling of cars has been one of the most frequent causes of such accidents. One study4/ revealed that coupling was responsible for about 20 percent of haulage accidents underground. A review of early conditions on steam railroads, which were responsible for the introduction of safer methods of coupling cars, indicates how conditions in might be improved. THE STORY OF RAILROAD COUPLING As any considerable improvement in mine-car coupling probably will follow lines somewhat similar to those that brought order out of chaos for the railroads, it seems appropriate to review briefly the steps taken to improve railroad coupling from the days of link and pin couplings of various types to the adoption of the standard ?M.C.E? automatic coupler.

This preliminary statement presents some of the results of tests carried out at the Lakeside Station of the Milwaukee Electric Railway and Light Co. , by the fuel section of the U. S. Bureau of Mines , in cooperation with the research department of the Combustion Engineering Corporation of New York . The object of these tests was to determine the thermal efficiency , ease of operation , and other particulars of a boiler equipped with specially designed furnace and burners for burning powdered coal . The boiler tested haş 13380 square feet of heating surface , and is one of eight boilers equipped with the Lopulco powdered coal system supplying steam to two 20,000 -Kw . steam turbines in the largest power house burning powdered coal . Twenty- six tests were run at rates of heat transference varying from 4000 to 8000 B.t.u. per square foot of boiler heating surface , and the mean thermal efficiency attained was about 84 per cent , based on the gross calorific value of the fuel as fired . The efficiency varied little with the rate of steaming , and its high value is accounted for by the small loss from incomplete combustion and the small amount of excess air which varied from 5 to 36 per cent . The coal burned had a gross calorific value of about 11500 to 12800 B.t.u. per pound , contained 2 to 5 per cent moisture , 33 to 36 per cent volatile matter and 9 to 13 per cent ash, and was so ground thaf 89 to 95 per cent would pass through a 100- mesh sieve . The ash had a softening point of 2150 to 2450 degrees F. , but did not fuse together at the bottom of the furnace because it was partly protected from the flame radiation by means of a series of water tubes connected to the boiler which were placed between the fumace bottom and the flame, ..

This laboratory has developed a sensitive electro-optical method to quantify the initial rate (R) and total amount.(MAX) of superoxide (SO) produced by single pulmonary alveolar macrophages (PAM). The method uses a microscope to visualize PAM in culture, and to video record the images during the time the cells produce SO. MAX and R are calculated from measurement of temporal changes in optical density in the images due to precipitated diformazan formed by the reaction of SO, produced by each PAM, with nitroblue tetrazolium present in the culture medium. To date, values of Rand MAX, measured due to adherence of PAM to the dish, have been compared to values obtained when quartz, coal mine dust (CMD), and kaolin were added to the medium (in vitro). R and MAX have also been calculated for PAM lavaged from animals exposed to quartz and CMD in the WVU Inhalation Facility. Presently, experiments are being done using serum which permits PAM to be restimulated by different dusts to help establish a dose response effect, and a means to study the effects of lung surfactant on modifying the toxicity of inhaled dusts. Long term, this methodology should provide useful insight· into establishing the role SO plays in the phagocytosis of inhaled dusts and bacteria, in PAM dysfunction, and in lung diseases such as pneumoconioses. The cool drills that have received the approved of the Bureau of Mines may be divided into three general classes: (1) Hand drills, small drills that are held in the hands or supported against the body while in use; (2) post drills, drills that are too heavy or powerful for hand operation and therefore require some mechanical mounting when in use; and (3) drilling machines. Besides these three classes, drilling equipment has been incorporated in the design n of a number of permissible coal-cutting machines, but such drills are considered an integral part of the cutting machine and are not given separate approval. The hand drills have been described in Report of Investigations 3363, which is cite of several papers that have been published dealing with miscellaneous types of permissible motor-driven mind equipment not covered in bulletins. The present paper describes post drills and drilling machines approved by the Bureau of Mines up to July 1, 1937.

The Bureau of Mines performed a fragmentation experiment in cooperation with Duval Corporation in a porphyry copper-molybdenum deposit near the Sierrita pit south of Tucson, Ariz. This experiment evaluated the fragmentation created in a 10-hole test blast having blasthole spacings of 25, 20, and 15 feet. The 10 blastholes were 9 inches in diameter and contained a total of 17,400 pounds of aluminized slurry blasting agent in 50-foot columns with 60 feet of stemming. Diamond drill core examination was the primary method used to determine the condition of the rock before and after blasting. These core examinations included study of length recovery, rock quality designation (RQD), weight recovery, and size distribution. Topographic surveys were used to measure the rock swell produced by the blast and a fragment size distribution was obtained for the broken material on the surface. Fragmentation to depths of 110 feet was excellent from the 15-to 20-foot blasthole spacing patterns. Good breakage was also produced by the 25-foot pattern although the effects of the blast were not so obvious. In situ leaching tests were not conducted. However, based only on size consideration, all three blasting patterns produced adequate breakage for successful leaching.
