With a growing concern over mine fires, prevention and suppression are hot topics. NIOSH researchers Michael Trevits, Alex Smith and Edward Thimons discuss their research in the area. The leading causes of US mine fires include flame cutting and, welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions and spontaneous combustion. From 1990 through 2007, there were 1601 reportable fires that occurred in the US mining industry -an average of 89 fires per year. The fact that mine fires are occurring with alarming regularity reinforces the importance of recognizing and eliminating the potential hazards. These statistics also show the need for improved control and suppression technology to ensure worker health and safety if a mine fire does occur.

Several methods of calculating ore grades by diamond-drill sampling in the Homestake mine, Lead, S. Dak., have been evaluated by statistical analyses of assay data. The natural distribution of gold particles, partly masked through sampling and assaying procedures, is probably lognormal. As a consequence of the gold particles being clustered rather than randomly distributed within the ore bodies, (1) more mine samples are needed to obtain a specified precision of mean grade than the number predicted by the standard-error-of-the-mean law; (2) the variance of gold values is not inversely proportional to sample volume, and, therefore, small-diameter drill core yields samples nearly as good as larger diameter core; and (3) sampling at 5-foot intervals provides nearly as good results as sampling at shorter intervals.

Prolonged, extensive exposure to hand-transmitted vibration could cause a series of vibration-induced disorders in the vascular, sensorineural, and musculoskeletal structures of the human hand-arm system, which have been collectively called hand-arm vibration syndrome (HAVS).1 To assess the risk of HAVS the international standard ISO 5349-1 (2001)1 recommends using the root-mean-square (rms) acceleration of the measured vibration with a frequency weighting. While a few epidemiological studies have reported results consistent with the predictions made according to the recommendation, many other studies have reported results with large discrepancies.2 This may be partially attributed to the time-averaging effect involved in calculation of the frequency components, especially for impact type tools. Because the spectral characteristics of impact tools change dramatically with time, a time-frequency (T-F) analysis can provide better characterizations of such highly transient vibrations. The analytic wavelet transform (AWT) is an ideal T-F analysis tool because it possesses the advantages of both the Fourier transform and the wavelet transform.3 The objective of this study was to explore the application of the AWT method for characterizing the impact tool vibrations and assessing their exposure risk. Methods Five tools (two chipping hammers, two riveting hammers, and one concrete cutting saw) were used in this study. The saw vibration was measured when it was used to cut a section of road pavement during a repair. The vibrations on the other tools were measured by the procedure specified in ISO 8662-2 (1992).4 A sampling rate of 16,386 Hz was used in the measurement. The AWT and Fourier analysis were applied to these signals and to identify their characteristics. Results Figure 1 compares the T-F characteristics of the accelerations measured from the relatively steady concrete saw and a riveting hammer. The frequency weighting specified in ISO 5349-11 was applied in the calculations. The comparison clearly shows that the two tools have completely different T-F characteristics.

The aerospace and automotive industries are facing a significant risk for cumulative trauma disorders from high-repetition, long-duration tasks. Additional risk factors such as shocks, vibrations and sustained uncomfortable postures oftentimes contribute to musculoskeletal, neurological injuries associated with the hand-arm system. The power tools used for the operation reduce the comfort and working efficiency of the operators, thus lowering their health and safety and the quality of operation. This paper investigates the fastening operation on the assembly line of a major aerospace company for quantifying hand-arm vibrations with the objective of developing a dynamic model of the hand-arm system. The model will be used to ascertain the effect of the various risk factors on the quality of the operation. Experiment Setup A system of three tri-axial accelerometers is used to collect vibrations entering the hand-arm system and their positioning follows the ISO-5349 standard. Reaction force during the operation is measured using a force sensor. The posture of the hand-arm system is measured using two goniometers and one torsiometer. The pilot study conducted has two subjects and one pistol-grip power tool. The experiment setup and positions of various sensors is depicted in Figure 1. [ ] Analysis Method The analysis consists of transmissibility of vibrations and frequency weighted acceleration based on the recommendations of the ISO-5349 standard [1,2]. This report presents a Bureau of Mines study comparing the construction costs, leakage measurements, and predicted performance of different types of large stoppings built and tested in a room-and-pillar oil-shale mine. The six full-sized structures (30 ft high by 55 ft wide) included both permanent and temporary stoppings and were fabricated using materials ranging from structural steel to coated brattice cloth. Leakage across each stopping was measured at differential pressures ranging up to 1.0 in w.g., using both the brattice window method and sulfur hexa-fluoride (SF6) tracer gas. Blast air pressures resulting from a full-scale face blast of approximately 1,800 lb of ammonium nitrate-fuel oil (ANFO) explosives were measured across two of the stoppings and the pre-and post-leakage rates were compared for all the stoppings. Overall performance of the stoppings for production applications was evaluated using an operational model of a two-panel oil-shale mine. Different combinations of temporary and permanent stoppings were evaluated based upon ventilation performance and construction and operating costs.

"Importance pf the small stone problem.Profitable disposal of limestone too small for making lime in the shaft kiln, is one of the most urgent problems in the lime industry. Reports received by the Bureau of Mines from 31 quarries show that the proportion of small stone varies from 2 to 40 per cent, averaging 18 per cent of gross pro¬duction, Modern methods of heavy blasting, and the use of crushers in large quarries tend to increase the proportion of small stone above that produced in early days when light blasting and hand sledging were almost universally used. There is also a growing movement toward underground operation of lime deposits, a method which in general produces a greater proportion of fines than is encountered in open-pit work. Thus the small stone problem is of growing importance, and demands the attention of every progressive lime producer. As the problem is of almost universal interest, it is urgently desired that every operator who reads this report will contribute from his knowledge or experience, answers to the questions on the final sheet.There are several markets in which small stone may be sold but in these markets the competition is generally keen and the prices low. The lime producer's chief product is lime, he understands its manufacture and marketing, and brings him a greater return than can be obtained from most limestone by-products. For these reasons it is evident that the conversion of small into lime is the nest desirable means of disposal."

The Bureau of Mines is investigating the acid resistance of ceramic materials to identify construction materials for emerging technology in chemical and metallurgical processes. Eight commercial ceramic materials, including two red shale, two fireclay, a silica, a silicon carbide, a carbon, and a high-alumina brick, were evaluated. Samples were exposed to 40 wt pct HN03 at 70° and 90° C and 60 wt pct HN03 at 50°, 70°, and 90° C for time periods of 110 days. Statistically significant changes in cold crushing strength were generally small or not detected, except for a strength drop in the high-alumina brick, which decreased in strength when exposed to the chosen acid concentrations at 90° C. Vol-ume and weight changes were also measured. The leach rates of Al, Ca, Fe, K, Mg, Na, Si, and Ti were monitored. Increasing temperature or a decrease in the acid concentration resulted in an increased ion leach rate. Of the conditions tested, the most severe corrosion occurred at 90° C for a 40-wt-pct-HN03 solution. The silica brick had the best overall acid-resistant properties, followed by a red shale and a fire-clay brick. The carbon and silicon carbide bricks are not recommended for service.

In order to extend or delimit the known ore reserves adjacent to the Comet Coalition property on the western slope of the Highland Peak Range about 8 airline miles west of Pioche, Nev., the Bureau of Mines undertook an exploration project of diamond drilling. Production figures from this property, formerly known as the Schodde, are not available, but it has been reported that small amounts of rich silver and gold ore were Shipped by wagon to a smelter in the Salt Lake valley during 1900-1910. Small shipments were reported for the period 1915-1927, also. A study of the Pioche District by the Federal Geological Survey in 1942 and 1943 was the basis for the exploration program of the Bureau of Mines in 1947 This program consisted of diamond-drilling three holes. The total footage was 2,967 feet. No. 1 hole was drilled 1,260 feet, a record depth for diamond drilling in the Pioche District. Silver-bearing lead-zinc sulfide ores are found in the Combined Metals limestone, known locally as the C.M. bed, These deposits have been formed by replacement of the limestone that is inclosed in the Pioche shale.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." To provide a relatively structurally stable form of dried lump lignite, two North Dakota lignites from Mercer County were dried by the Fleissner process in an atmosphere of saturated steam at 200, 300, and 370 p.s.i.a. pressure, corresponding to steam temperatures of 382°, 417°, and 437° F., respectively. Two series of experiments were made at each test pressure with the individual lignites. In one series, the autoclave was preheated to the processing temperature before charging the lignite; in the other the lignite was charged into the autoclave at room temperature. In each case, heat losses were determined by blank tests of steam consumption over a similar operating cycle with the empty autoclave. The degree of moisture removal and net steam consumption were calculated from material balances. The amount of water removed as a liquid from the two North Dakota lignites during the heating and steaming periods was compared with results calculated from previously published data on drying Austrian lignite and Australian brown coal. These lignites, covering a wide geographical area, had original moisture contents ranging from 35 to 49 percent. The Austrian lignite and Australian brown coal are considered to be of Miocene Age, and the Dakota lignites belong to the Paleocene.

The nature of competition in the coal market tends to deplete the most favorable coal reserves first, and forces subsequent development of mines in more extreme ground conditions such as those associated with multiple-seam mining. In fact, 70% of the United States coal reserves are in multiple-seam situations. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop mine design algorithms that will result in safer multiple seam mines. This paper presents an overview of multiple seam issues in the central Appalachian coalfields. To date, more than 50 case histories have been analyzed from 20 operating mines in Eastern KY, Western VA, and Southern WV. Each case history is classified according to the degree of multiple-seam interaction, ranging from no apparent interaction to severe interaction with direct impacts on mine safety and resource recovery. The case histories are also examined with regard to amount and geologic characteristics of interburden and overburden, and design stability factors. The sequence of mining has also been found to be critical when the lower seam is fully-extracted. This paper compares current case histories to traditional rules of thumb. In addition two situations were modeled using LaModel software. LaModel has been upgraded to import pillar grids and topographic data from AutoCAD files. The cases presented demonstrate vertical stress capabilities of LaModel.

To provide coal operators with an easy-to-use stress control design procedure to minimize coal mine bumps during room-and-pillar retreat mining conducted with available continuous mining machine technology. Approach The goal of this U.S. Bureau of Mines (USBM) re¬search was to facilitate safe and efficient room-and-pillar retreat mining of bump-prone coalbeds by limiting coalbed stress adjacent to expanding gob areas through variation of section layouts. The first step was design of total-extraction pillars and their associated pillar-extraction plans. The second step was development of a coalbed strength model. The third step was development of stress limit design criteria. The fourth and final step was development of a methodology to estimate the magnitude and distribution of development and abutment loads apllied to the pillar line. The linear geometry of unlimited-width sections allowed for the accomplishment of step four with the tributary-area and linear shear-angle concepts. Increasing overburden depths required limited-width sections separated by barrier pillars to control stress within total-extraction panels. The accomplishment of step four with limited-width section designs required prediction of abutment load distributions for rectangular gobs and apportionment of these loads over mixed pillar sizes. A parametric study of the complicated interaction of various combinations of overburden depths, total-extraction panel widths, and abutment pillar widths was conducted with the USBM-developed boundary-element program MULSIM/NL.

Diesel particulate matter (DPM) often contains small amounts of metal as a minor component but this metal may contribute to adverse health effects. Knowledge of the mechanism for particle formation as well as the size preference of the trace metals is critical to understanding the potential for health concerns. To achieve this, the size and the composition of each particle should be optimally measured at the same time. Single particle mass spectrometer (SPMS) would be the best tool for this objective. In this paper, we therefore will introduce new findings about the mechanism and distribution of the trace metals in DPM, derived from a study where an SPMS was used to analyze freshly emitted DPM. Reduce accidents associated with handling of the electrical trailing cable and the water hose on mining equipment. Approach Two reels were mounted on a loading machine to store and release the lines as required during face operations. How It Works A hydraulic motor, which is actuated by a treadle valve in the operator's cab, controls the reel on which 50 feet of electrical power cable is stored. A spring motor resists unwinding of the other reel on which 50 feet of water hose is stored. Both reels are mounted on the right rear of the loading machine. See Figure 1. Following common mining practice, the cable and hose are anchored to fixed points at the first intersection outby the face. Tramming forward causes the cable and hose to be pulled from the reels. Depressing the treadle valve causes the electric cable reel to turn and wind-in any slack in the cable. The spring tension on the water hose reel automatically rewinds the water hose when the loader is trammed in reverse.

Analysis of mining equipment fires from 1990 through 1999 reveals that there were 340 large mining equipment fires, resulting in 72 injuries and five fatalities. Many of the fires resulted in the loss of equipment and all posed potential or real risks to the operator. In 97 cases, the fires raged out of control due to engine shut­off failure, even upon activation of the machine fire suppression system, due to the spraying of pressurized hydraulic flu­id and fuel onto hot engine surfaces. In other cases, even after engine shutoff, the fires re-ignited, fueled by the contin­ued flow of flammable fluids remaining in the lines onto the hot engine surfaces. In many of the fires, flammable vapors evolved and penetrated the cab, violently igniting, forcing the operator to exit under very hazardous conditions. The use of emergency evacuation lines in the fuel and hydraulic fluid systems, and methods to reduce or prevent the spraying of pressurized fluids onto hot engine surfaces would greatly improve the chances of successfully suppressing large mining equipment fires. In addition, the use of systems for preventing the ignition of flammable vapors inside the cab, and detecting and suppressing fires originat­ing in the cab, would greatly enhance operator safety. The National Institute for Occupation Safety and Health (NIOSH) recently conducted experiments on meth­ods to reduce the fire hazards associated with large mining equipment. These experiments evaluated the use of cab inerting systems to prevent the ignition of flammable vapors inside the cab and sup­press fires originating in the cab, while maintaining a breathable atmosphere for the operator to bring the equipment to a stop and safely exit the cab.

Because power system topographies for surface coal mines are significantly different from those for underground coal mines, the requirements for ground wire monitors for surface systems are somewhat different. This paper analyzes the problems faced by high-voltage ground wire monitors. Based on this analysis, some design requirements for monitors are suggested. Finally, results from laboratory evaluation of some of the commercially available monitors are presented.

A seismic system which utilizes in-mine geophones to detect trapped miners has been developed. Tests at the Bureau of Mines Safety Research Mine at Bruceton, Pa., and at two operating mines indicate such a system has a maximum detection range in excess of 1,000 feet. The system is field worthy and portable and requires less than 30 minutes to set up and check. Real-time detection is possible.
