All of the coal resource in North Dakota is lignite. The lignite fields of North Dakota cover approximately 40 percent of the total area of the state, with reserves estimated to be 9.8 billion tons, two percent of the U.S. base. The first commercial coal mine in North Dakota opened in Morton County in 1873. As the railroads crossed the plains, the demand for coal increased. Coal for fuel was supplied by the state's underground mines. By 1884, North Dakota's lignite production had reached 35,000 tons. North Dakota was among the fist states to shift from underground to large-scale commercial surface coal mining. By 1927,40 percent of the total production was by surface mining, compared to 2 percent for the nation as a whole. By 1959,86 percent of the total production was by surface mining, while the national average was 22 percent. Since 1966, surface mining has been the exclusive coal production method in North Dakota. North Dakota's regulatory program received conditional approval December 15, 1980. Following approval of amendments to the program, it received full approval February 18, 1986. The Abandoned Mine Lands Program was approved December 23,1981.

The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. As part of the Federal Bureau of Mines titanium resources examination program, samples from seven deposits in the Pacific Northwest were tested for amenability to various beneficiation techniques. The samples obtained by the Bureau's Office of Mineral Resources at Spokane, Washington represent a large potential source of titanium. This report summarizes the results of tests at the Bureau's Metallurgy Research Center, Albany, Oregon. Recoveries from tabling placer samples were about 50 percent at grades of 30 percent titanium dioxide. "INTRODUCTION The BeVan quartz crystal prospect in the Indian Creek mining district of Lemhi County, west-central Idaho, was examined by an engineer of the Bureau of Mines 3/ on July 9, 1943. As quartz crystals possessing peizoelectric properties were on the critical list of strategic war minerals, further exploration of the deposit was recommended. The Bureau of Mines exploration began in December 1943 and continued through January 1944. Additional trenching was completed during May and June 1944. This report presents the data obtained by this exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. From October 1943 to March 1944, the Bureau of Mines conducted core drilling at the Victory fluorspar mine, Hardin County, Ill. to test the Fredonia limestone and the included sub-Rosiclare sandstone zone beneath the existing stopes. Twenty-one vertical holes were drilled to an average depth of 60 feet. Ore was penetrated in six holes. Since its discovery in 1927, the Victory mine has produced approximately 5 percent of the total fluorspar mined in the United states after that date. The ore discovered in the early mine development is now exhausted, except that contained in pillars drifting to the northeast has partly developed one substantial ore body, and company drilling has indicated another nearby. The increasing need for fluorite for war use in 1943 suggested the desirability of mining the pillars, provided it could be established that no ore beds existed below the stopes or in areas to which access would be obtained through the present workings. This work describes the work accomplished during the project and presents the data obtained.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented wad more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592 an increase of more than 100 per cent over, the previous year's total of 2.259,572 hours. The frequents of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930.

Data on the accident experience of the pebble-phosphate industry in Florida for 1930 and 1940 are combined in this report with statistics for the 9-year period 1930-38, inclusive, which were published in Information Circulars 69173/, 69684/, and 71005/. The periodic compilation and publication of such data enable the pebble-phosphate industry, as well as other industries, to consider the relative hazards, compare experience, and thereby help to prevent accidents. This paper describes the methods and costs, in units of labor end materials, of sinking a 7 compartment vertical shaft 1,261 feet through a fractured, water-saturated formation. The shaft, designed for hoisting 2,500 tons a day, is at Friedensville, Lehigh County, Pa., approximately 6 miles south of Allentown and Bethlehem. It was sunk by the E. J. Longyear Co. under contract to the New Jersey Zinc Co. Preparation for shaft sinking W8A begun July 1, 1947, and sinking was completed August 18, 1952. A total of 604,858 man hours was required to sink the shaft.

"INTRODUCTION The Friedensville district was one of the most important zinc-producing areas in the United States from 1859 to 1893. The ore minerals near the surface were principally calamine and smithsonite, but with depth sphalerite was found in increasing proportions. The ore bodies of the district are reported to have been in chimneys, occurring in folded and faulted beds of Beekmantown limestone of Ordovician age.The Correll was one of five mines near Friedensyille that were exten¬sively exploited. The high-grade ore shoots were mined to a depth of several hundred feet, but it is believed that inability to compete with lower-cost production elsewhere, rather than exhaustion of the ore bodies, compelled the mines to close.There is no record to indicate that any attempt was made during the period of operation to explore for additional ore in the limestone beds down the dip below the mine workings. The possibility that exploration might reveal additional ore in the limestone beds below the known ore shoots led the Bureau of Mines to diamond-drill the Correll property between September 1943 and January 1944."

"INTRODUCTION One of the various phases of the work by the U.S. Bureau of Mines, in its endeavors to minimize the hazards that attend coal mining, is the investigation of electrical motor-driven machinery. The object of this investigation is to foster the development of explosion-proof machines for use in gassy mines. This investigation is conducted under the provisions of Schedule 2C, which prescribes the inspection and tests made upon motors, controllers, and other electrical parts to determine their ability to withstand internal explosion without discharge of any flames. The method of conducting these inspections and tests is described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, published in 1929. Formal approval of a machine for use in gassy mines is not granted by the Bureau of Mines until the machine is found to comply with the requirements, including inspection and test. When it is approved it is entitled to classification as a ""permissible"" machine.The high regard in which machines approved by the U.S. Bureau of Mines are held by engineers of other countries is attested by the growing number of shipments of permissible equipment; to other nations, including Australia, Russia, Norway, Japan, and Manchuria."

Brazil's gross domestic product (GDP) grew only slightly in 1988 to $277 billion at current prices.2 The growth rate was the smallest registered since 1983, when the rate was minus 2.8%. The economy's performance was strongly influenced by a 2% to 3% decrease in industrial production and civil construction. The mineral industry, however, countered the downward trend in the industrial sector and grew a modest 1.4%. In November, Brazil adopted a new Constitution that placed significant restrictions on foreign investment in the mineral industries. Under certain provisions of the new Constitution, foreign companies were prohibited from establishing new mining ventures in Brazil as sole or majority owners. They could now enter the mineral industry only as minority shareholders with Brazilian partners. Foreign companies already established in Brazil had a 4-year grace period to find majority Brazilian partners, or to establish vertically integrated processing operations (mining, processing, smelting, and refining). The new Constitution also prohibited foreign risk contracts for petroleum exploration.

"Solution of most engineering problems requires, in addition to vast ·numerical calculations, substantial use of practical judgement and expertise. With advances in applied mathematics and computer technology, the numerical aspects of problem solution have reached a considerable level of maturity; However; it is only .recently that approaches like the expert systems methodology have been developed to ·incorporate the Judgemental aspects as well. For rapid development and prototying of expert systems, expert system building tools or ""shells"" have become widely available. For the expert system developer, identification of the key characteristics of the problem domain and selection of the right expert system tool are of crucial importance. In this paper, the important attributes required in an expert system shell for use in the development or a mine ventilation planning expert system are discussed. These attributes are general in that most engineering problems in mining would have these requirements. Also, the results of an exercise undertaken to evaluate commercially available shells for application to mining engineering problems are presented.INRODUCTIONExpert systems (ES) are interactive computer programs which use high quality specialized knowledge in some narrow problem domain to solve complex problems in that domain. These complex problems lack structured and/or standard ways of solution and involve substantial use of subjective and experience based knowledge. One of the first expert systems was MYCIN, developed in 1974, in which subjective and heuristic knowledge of expert physicians was used to diagnose infectious diseases and provide antimicrobial therapy (Buchanan arid Shortliffe, 1984). Since MYCIN, expert systems applications have appeared in other areas such as mineral prospecting (Gaschnig, 1982), configuration of computers (McDermott, 1982) and structural engineering (Bennett and Englemore, 1979)."

The land mass of the Asia and Pacific region comprises 11 million square miles or about 15% of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest island or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The countries in the Asia and Pacific region represent some of the most vibrant economies in the world. Japan is undisputed as one of the world's leaders in manufacturing and commerce. Hong Kong and Singapore are significant both as entrepôt and banking centers. The economies of Australia, the Republic of Korea, and Taiwan compare favorably to the level of the industrialized countries in western Europe. Indonesia, Malaysia, the Philippines, and Thailand have maintained strong economic growth during the past two decades. All these countries in the Asia and Pacific region collectively constitute a significant bloc as to raw materials production and consumption, as to manufacturing, and as to world trade.

From thermodynamic calculations Maier predicted that zinc oxide and methane would react at specified temperatures substantially according to equation (1). (1.) ZnO + CH4 = Zn (gas) + CO + 2H2. Other reactions that may take place are (2.) CH4 = C + 2H2. (3.) ZnO + CO = Zn (gas) + CO2. (4.) ZnO + H2 = Zn (gas) + H2O. Maier predicted that 870°C would be the critical temperature above which reaction (1) would take precedence over reaction (2) and that reaction (1), at equilibrium, would be substantially complete at or above 927°C. Theoretical considerations indicate that reaction (1) is reversible: this is supported, but not proved, by experimental data. The other reactions are known to be reversible. At low temperatures reaction (2) requires a catalyst and it is slow below 1000°C. Reactions (3) and (4) are rapid, but the equilibrium constants are such that only small concentrations of CO2 or H2O can be produced below 1000°C. Maier calculated that CO2 should not exceed 0.5 per cent at 870°C., and the calculation for water vapor gives a still smaller order of magnitude.

The European Union (EU) completed a new directive 2002/44/EC1 called the Physical Agents Directive (PAD) that establishes action and limit values for hand-arm and whole body vibrations. The directive specifies that: “…workers shall not be exposed above the exposure ‘limit value’.” 1 and “…once the exposure action values … are exceeded, the employer shall establish and implement a programme of technical and/or organisational measures intended to reduce to a minimum exposure to mechanical vibration and the attendant risks…” 1 The PAD limit value is effective for new machines starting July 6, 2007 and for used machines by at least July 6, 2010. These requirements apply to the users of machines, but machine manufacturers will be challenged to provide machines and information to help the users comply with the directive. Caterpillar manufactures machines with the goal of enabling our customers to comply with all regulations dealing with health and safety. Caterpillar designs all of our machines to provide a safe, comfortable and productive work environment. This study was to determine if seat suspensions could provide a reduction in the vibration environment experienced by operators of Caterpillar mid sized (<50,000KG) Track Type Tractors Methods Seat manufacturers were asked to provide seat suspensions that provide improved isolation over and above current seat suspension. Each supplier was provided with ride profiles and was asked to demonstrate the vibration reduction on a shaker table. Two suppliers provided suspensions that were compared with the current seat suspension in a field study. Three full factorial experiments were conducted. The first experiment was to evaluate overall suspension performance for four operations. The second experiment was to determine the benefit of the adjustable vertical damper at three different levels and the third experiment was to determine the effect of the fore/aft and side/side isolators. Six operators were used for the study. Acceleration was measured at the seat base and at the operator seat pad. Both the transfer function and the ISO 2631 RMS ride values were used to determine the seat suspension’s effectiveness of isolating the operator from vibration. A structured questionnaire was used to determine the operators’ subjective assessment of the seat suspensions. Results There was significant operator-to-operator variability in the vertical direction (>35%), however there was little variability in the fore/aft and side/side direction based on seat base

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. To aid industry and Government in planning water developments the Bureau of Mines in 1963 canvassed mineral producers to determine water use in 1962. Water use by the mineral industry comprises only 2 percent of the water withdrawn by industry as a whole. The major water-using mineral industries are natural gas processing, phosphate rock, sand and gravel, and iron ore. Analysis indicated the following conclusions: 1. Total water use and new water intake is dependent on the quantity of material processed and the process water requirements of the particular indus- try or commodity. 2. Recirculation is dependent on the processing requirements of a par- ticular commodity, the manner in which the water is used, cooling and condens- ing requirements in certain large industries, the quality of new water intake, and the need to treat new and discharged water. 3. Consumed water is dependent on the quantity of water recirculated, the temperature and humidity in the area, and the proportion of water used for cooling and condensing. 4. A threefold increase in water use by the mineral industry by 1985 is forecast.

In preparing this paper, an attempt was made to obtain results of plant-scale carbonization tests on washed and unwashed coal from the same mine. A letter. in which the following questions were asked was sent to some 50 coke-oven superintendents and others who might be interested; "What is the influence of washing coal on: (1) The chemical and physical properties of coke, as for example, the size the amount of breeze, the fracture, strength, cell-structure, etc. (2) The quantity and quality of gas and by-products. (3) The capacity of the ovens. (4) The composition of the coal. "Your general opinion, as well as any specific data or results of tests, on this important subject will be arc greatly appreciated."
