The value of non fuel mineral production in Alabama in 1991 was $539.9 million, a decrease of $20.7 million, a result of the nationwide recession that was felt throughout the State's economy. The 3.7% decline in mineral sales was due primarily to a slowdown in construction, which had a major impact in the construction minerals mined instate. Production and sales of crushed stone and sand and gravel fell significantly below the value reported in 1990. Despite the recession, Alabama moved from 21st to 20th place nationally in mineral value. Mineral industry developments in 1991 were primarily in the metals manufacturing sector. Reynolds Metals Co., Sheffield, celebrated 50 years of operation in Alabama. During the November celebration, the company dedicated a $121 million expansion that included a new casting facility and sheet rolling operation. Gulf States Steel Corp., Gadsden, completed the first full year of operation of its new multimillion-dollar continuous caster.3 The Foundry of the Shoals Inc., Florence, replaced two coke-fired furnaces with electric furnaces.

The Bureau of Mines tested a prototype tapered-element oscillating microbalance (TEOM) dust monitor for measuring respirable coal mine dust. The monitor uses the inertial behavior of a vibrating element to measure the mass of sampled dust. Tests were performed to determine variability, drift, the effect of humidity, placement of collection filter, and element orientation during analysis, and comparability with gravimetric measurements of respirable coal dust. Variability was about 1.6 µg. Over about 26 h at 46 pct relative humidity, drift was very slightly negative. When the relative humidity was increased to 78 pct, all units showed a total positive change less then 40 µg over about 70h. Filter placement variation on the tapered element resulting from in- consistent sizing of the filter mounting bases caused significant error (up to 0.2 mg). In practice, calibration of the system for each new filter will eliminate that error. Orientation of the element during analysis did not introduce significant error, but care is necessary when mounting the canister that houses the element to avoid damping oscillation of the element. Dust tests were performed in an aerosol chamber using coal dust. Measurements made by the TEOM dust monitor agreed to within 10 pct of simultaneous measurements by gravimetric personal samplers.

To initiate this project a critical evaluation of the pre-sent phosphate mining industry in the Western phosphate field was conducted. Mines were visited, mine operators were interviewed and pertinent literature studied. Three phosphate mining enterprises were reviewed and mining cost estimates prepared. The report discusses the present state of phosphate processing, rock alteration and location. New ideas and concepts are proposed to improve the recovery of phosphate rock from the Phosphoria formation. The report evaluates two variations to the present phosphate open pit mining methods, which were developed to improve the economics of mining phosphate and to better accomplish necessary reclamation and accelerate the time for environmental recovery. A material handling system using conveyor haulage will eliminate the need for trucks. Terrace haulback utilizes safety benches to haul and dispose of waste in the mined out pit. Ore will be removed from the pit via an inclined, cable-supported mobile conveyor.

This publication contains routine analyses and related source data for 390 natural gas samples from 22 States and five foreign countries. Of this total, 385 samples were collected during calendar year 1969. The remaining five analyses are of samples collected during previous years, but releases granting permission to publish the results were not received until 1969. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Eleven previous publications have presented the results of 8,660 gas analyses made by the Bureau of Mines Helium Activity prior to 1969. To date the commercial diamond bit setters have been principally interested in the speed with which they could produce a sharp, fast-cutting bit. Thus, a premium has been placed on setters who combine a high degree of manual dexterity with the ability quickly to select the Sharp points and edges of the diamonds and set them in the mold without lost motion. The premium on speed does not allow the setters the time, nor are they trained, to consider also the crystallographic structures of the diamonds which are the clues indicating the harder and more suitable working surfaces. Since early fall of 1949, the Bureau of Mines has been conducting a long-range series of experiments in which drill bort have been oriented in diamond bits in an effort to determine the effects and economic practicability of utilizing the hardest surfaces of the diamond crystal structure. The preliminary experiments completed to date indicate that a substantial saving in diamonds may be affected by using the harder areas of the diamonds as working surfaces in the crown of diamond bits. The experimental work is being conducted by the Bureau of Mines in the laboratories and full-scale mine of the Mining Research Branch, Minerals Technology Division, Region VIII, of the U. S. Bureau of Mines at the Mount Weather Station, Bluemont, Va.

Guidelines are provided for the design of explosion-proof electrical enclosures that will meet MSHA certification requirements according to Part 18, Title 30, of the Code of Federal Regulations, and fulfill their intended service underground. The guide covers only those aspects of design which affect enclosure strength, ruggedness, endurance and flame path, i. e., the enclosure ability to properly contain an internal explosion. Internal static and explosion pressures, external impact and thermal heating load are treated as well as the proper selection of materials and welding procedures.

"INTRODUCTION Lookout Mountain is the natural barmier that isolates Dade County from the rest of Georgia. Legend has it that Dade County seceded from the Union long before the rest of the State of Georgia and did not officially return until July 4, 1945.Coal mining began in the Lookout Mountain area in 1891, and by 1894 production amounted to about 1,000 tons daily. Present production by the two principal operating companies is about 3,600 tons monthly.In the Sand Mountain area, coal has been mined intermittently since before the Civil War, and probably 6,500,000 tons has been produced.The Bureau of Mines coal project was initiated to alleviate a possible coal shortage and to assist the State in developing coal deposits to supply State institutions and local markets. Drilling began January 1, 1945, and ended May 11, 1945, after 2,907 feet had been drilled. By this time the Georgia Power Co. became interested in northwest Georgia coal fields as a possible source of more economic fuel for their steam-driven power plants, but the Bureau continued to act in an advisory capacity to the power company until June 30, 1945."

Based on the investigation by the Bureau of Mines, tungsten is the principal metal found in the study area; gold and silver were the primary metals found at one property. Tungsten occurs in tactite zones formed near contacts of calcareous metasedimentary with granitic intrusive rock. Gold and silver were found primarily along quartz veins in granitic rocks; small amounts of those petals also occur in the tactite zones. Since 1856 approximately 200 lode claims or relocations have been recorded, mainly in the southwest corner of the study area. Tungsten production in this part of the area has been inure than 7,800 short ton units (70,800 kg) of tungsten concentrates; about 4,800 short ton units (43,500 kg) were from the Mud Lakes Mine; and 3,100 short ton units (27,200 kg) were from the Rainbow Mine 1/.

This paper discusses human judgment and decision-making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision-making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behavior in underground mine fires. The authors assert that stress is one of the factors that decision-makers must contend with in most life-or-death situations. They suggest that a better understanding of individual's judgment and decision-making activities while under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers, and policymakers.

The Bureau of Mines designed and constructed a series of calibration models for geophysical borehole logging. A nominal hole diameter of 3 inches was selected as representative of typical core holes drilled for mining and engineering purposes, although additional hole diameters of 2, 5, and 8 inches are provided in one of the models for determination of empirical correction factors for variations in hole diameter. The physical properties of the models were determined by laboratory analyses of drill core samples and evaluated statistically for reliability. This report outlines the location of the models, elements of design and construction, and results of the laboratory tests. The models are available at the Denver Federal Center, Denver, Colo., for use by Government agencies and private industry to calibrate logging equipment for measurements of density, sonic velocity, magnetic susceptibility, and electrical resistivity.

I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. Argentina follows Venezuela and Mexico as the largest producers of crude petroleum and natural gas in Latin America. Argentina 1S practically self-sufficient in fuels, but relies substantially on imports for its supply of copper, iron ore, ferroalloys, sulfur, and fertilizers. Mining activity is limited and is in an incipient stage of growth, considering the country's potential for mining. Most nonfuel mineral output in 1979 consisted primarily of minerals used for construction, while only 9% are other nonmetallic, and 2% are metallic minerals. Argentina is Latin America's major producer of boron minerals and uranium (yellow cake). Mineral exports consist primarily of borates, uranium concentrates, and of late, some tin. These exports have in the past been shipped mostly to Great Britain. London banks have been involved in arranging financing for St. Joe Minerals Corp. IS planned development of the El Pachon copper deposit (see map), and were being counted upon to also back the development of large copper and manganese projects. In the course of its investigations of the fuel resources in the United States and of the methods by which these resources could be utilized with greatest efficiency, the United States Geological Survey tested a great variety of coals and lignites as gas-producer fuel. Early in these testa it was found that many factors controlling the formation of gas in the generating chamber of the producer and, consequently, having a direct bearing on the management of producer-gas plants, were not as well understood as they should be. The Geological Survey therefore took up a detailed investigation of the chemical and physical processes that take place in the producer, keeping in view not only the possibility of increasing the efficiency of the producer as a source of energy, and the ensuing benefits to the public of cheaper power and greater utilization of low-grade fuels, but also the application of the results to the problems of boiler-furnace operations. - The Bureau of Mines, to which the testing and analyzing of fuels as carried on by the United States Geological Survey has been transferred, is continuing producer-gas investigations at the testing station at Pittsburg, Pa. Results of the gas-producer tests a made at the coal-testing plant erected at St. Louis, Mo., and of a study of some of the problems° that came up in the tests have been published by the Geological Survey. Results of the tests made at Norfolk, Va., and Pittsburg, Pa., and of further studies of particular problems, will be published by the Bureau of Mines. In the gas producer solid fuel is transformed into more readily combustible gaseous fuel. The transformation is relatively slow and consists of several processes: 1. The distillation of the volatile hydrocarbons from the freshly fired fuel at relatively low temperatures. 2. The combustion of the fuel by its combining with the oxygen of the air forming carbon dioxide (COO. 3. The formation of carbon monoxide (CO) and hydrogen (11 3), the essential constituents of producer gas, in accordance with the equations:

Two processes are available for the production of synthetic fuels from coal high-pressure hydrogenation and the carbon monoxide-hydrogen synthe- sis. This paper presents some ideas and new developments in coal hydrogen- ation that have been incorporated in an estimate for the production of 30,000 barrels per day of liquid fuels, mainly gasoline. A few comparisons of the processes will be helpful before discussion of the details of pro- posed improvements in the hydrogenation process. The principle of the high-pressure hydrogenation process ie the addi- tion of hydrogen at pressurea in the range of 3,000 to 10,000 p.s.i. to coal at elevated temperature and with the help of catalysts. On the other hand, the principle in the Fischer-Tropsch synthesis is the complete break-down of coal into a mixture of carbon monoxide and hydrogen, followed by the catalytic combination of these two gasse into hydrocarbons or suitable catalysts. For the synthesis, moderately elevated pressures of about 350 p.8.1. will bo used in the immediate future, although it can be carried on at atmosphoric pressure with certain catalysts. The products of these two processes using coal as raw material are almost as differont as hydrocarbons can be. The products of the high-pres- sure hydrogenation of coal reflect the original constitution of the coal. They are, therefore, rich in ring compounds, both aromatic and naphthenic, but, due to the action of highly comprcesed hydrogen and catalyst, are satu- rated and very stable. These constituents give the gasoline a high octane number and excellent rich-mixture performance, combined with good gum and storage stability. Therefore, this gasoline is suitable for aviation gaso- line or base stock. The Diesel fuel can be hydrogenated to a centane number of 45 or higher, which is entirely satisfactory for operating normal Diesel

American and European practices in cleaning fine coal are strikingly different. The tables, launders, classifiers, and pneumatic devices used in America are seldom employed in Continental Europe, where much of the fine coal is cleaned in feldspar jigs, often supplemented by froth flotation of the extreme fines. This difference in choice of cleaning equipment may be fortuitous, but in large measure can be attributed to a difference in economic factors. Coal being more costly in Europe, there is greater emphasis on efficient cleaning of all sizes, including the extreme fines, and it is common to produce a high-ash middling for "on-site" consumption to avoid any waste of fuel value. The feldspar jig has been found advantageous under these conditions. In the United States fuel coal must be prepared as cheaply as possible, and metallurgical coal must be prepared as efficiently as possible; thus in both branches of preparation practice, any cleaning device that promises greater economy or higher efficiency warrants consideration. The feldspar jig, as employed in Europe, has a much higher unit capacity than the wet table used so extensively here and therefore offers economy in the capital costs of a washery through saving in space. As pointed out by Vissac,4/ the jig operates under automatic control, and therefore can cope with fluctuations in quality of feed. Maintenance costs for a single, large-capacity unit, such as the feldspar jig, would be expected to be lower than those for a battery of low-capacity cleaners. These considerations led the Bureau of Mines to undertake an investigation of the feldspar jig to determine its possible usefulness in this country.

In 1955 the Federal Bureau of Mines established a low-temperature tar laboratory at its new Appalachian Experiment Station in Morgantown, W. Va. The objective of the laboratory is to investigate the yields and chemical and physical properties of tars from low-temperature carbonization of coal, to investigate means of economically upgrading these tars, and to make available to industry and the public essential data for increasing coal utilization through the establishment of a new coal-chemical industry, based on the utilization of low-temperature tars. Because of the obvious economic significance of phenols, as well as the relative ease with which they can be separated and analyzed, initial research has centered mainly around this class of tar constituents. It was realized early that no listing of phenols and their physical properties existed that included enough compounds to be practicable. The purpose of this paper is to make such a compilation available.

The economic value of reducing the evaporation losses of crude oil and of gasoline is so well founded that the petroleum industry is constantly seeking new and improved storage tanks and methods of handling its products to further reduce these losses. A comparison of the methods and apparatus used in handling and storing crude oil and its products today with those in general use 10 years ago would show that an oil tank is no longer simply a container for holding liquid, but is now considered an important piece of equipment which if, subjected to constant inspection and care. In fact, the modern vapor-tight tank often requires as much care as a boiler or pump when one considers Its various component parts such as vapor-tight gage hatches and thief-hole covers, vacuum and pressure relief valves, swing line apparatus, vapor-recovery systems, insulation, cooling devices, and often automatic gaging devices. As an auxiliary to the physical equipment of the tank itself the subject of paints and paint colors is now given considerable attention. In addition to vapor-tight tanks and auxiliary equipment, other types of tanks for reducing, evaporation which are new to the industry have also been developed and placed on the market within the past few years. The development of the floating roof type was an innovation in tank construction, directed toward the reducing of evaporation losses. This type of roof rides on the surface of the oil and thus eliminates all vapor space. It is especially valuable for working tanks.3 A recent development in tank construction is a new type of tank roof known as the diaphragm or "breather roof," Which practically eliminates the movement of air-vapor mixture from a storage tank filled with oil. It is of especial value for use on tanks in which oil is stored over long periods.

Significant amounts of cobalt are present in readily accessible spent copper leach solutions. The Bureau of Mines investigated the feasibility of extracting cobalt from these solutions in a multiple-compartment ion-exchange (MCIX) column. The effects of aqueous flow rate, resin flow rate, column height, and compartment height on cobalt extraction were determined. Cobalt extractions of 92 pct or higher were achieved at solution flow rates of up to 5.5 gpm/ft of column cross-sectional area and an aqueous-to-resin flow ratio of 40:1. Overall cobalt extraction increased as the column height increased, but cobalt extraction per unit of length was more efficient in 8-and 12-ftco1umns than in an 18-ft column. Solvent extraction procedures were utilized to purify and concentrate the MCIX column eluates and produce a cobalt sulfate solution containing 70 to 80 giL Co. Metallic cathodes containing over 99 pct Co were e1ectrowon from this solution. Zinc, nickel, and copper byproducts were also recovered during processing of the ion-exchange eluates. Estimated total capital cost for a commercial-scale 10,000 gpm of a spent leach solution containing 26 million. With credits for zinc, nickel, and copper estimated net operating cost was $9.36/lb Co.
