This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Colombia has been prepared from the best available information in Washington, but is released subject to correction and amplification; if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW Minerals in Colombia belong to the owner of the soil unless otherwise provided in the law. The following lands and deposits, however, are described as fiscal property of the State: Class 1. The public lands, mines, and salines which belong to the individual States (now Departments) prier to the adoption of the present constitution (1886).

Laboratory metallurgical treatments of three high-iron bauxite ores from Arkansas were conducted to determine the relative effectiveness of experimental methods for recovering alumina and a commercially acceptable iron concentrate. The standard for evaluating recoveries from experimental processes was the Al2O3 recovery from Bayer digests of the crude ores; recoveries from digestion of the three ores were 74.1, 87.4, and 88.7 percent. Flotation, magnetic separation, or various combinations of digestion, calcination, and reduction-sintering, leaching, and magnetic separation of leach residues failed to produce Al2O3 recoveries as high as the standard. A high-iron-bearing fraction, containing between 68 and 78 percent of the total iron, was produced in a three-phase treatment involving a caustic, lime reduction-sinter of the crude ore, water extraction of Al2O3 from the sinter, and magnetic separation of the leach residue.

"INTRODUCTION In the spring of 1942 a series of magnetometer surveys on deposits of black sand underlying Pleistocene raised marine terraces along the coast of southwestern Oregon was nada by the Division of Geophysical Exploration of the Federal Bureau of Mines in cooperation with the Oregon Department of Geology and Mineral Industries. A few preliminary tests had been made in the same area in May 1940 and December 1941.The sands contain fine gold and metals of the platinum group, and, beginning in 1852, extensive, but spasmodic mining and exploration have been done for these precious metals. There are many old placer, mines and prospects, although for the most part the yield of the metals has been small. The sands also contain other minerals of potential value, including ilmenite, magnetite, garnet, zircon, and particularly chromite, and the wartime demand for domestic chromite resulted in extensive testing and development of the known deposits. The purpose of the magnetometer surveys was to determine the efficacy of, magnetic methods in tracing and outlining these known deposits and in prospecting for new ones. The field work was done between March 17 and May 29, 1942, by the author assisted by W.W. Paulsen of the Oregon Department of Geology and Mineral Industries."

This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. [ ]

A year after the Soviet Union invaded Afghanistan and replaced President Amin with their choice, President Karmal, Afghanistan remained in turmoil. In some respects, the political and economic situation in Afghanistan was no better by the end of 1980 than it was preceding the December 1979 invasion. The Government faced widespread and growing alienation and resistance, virulent factionalism within the ruling party, and an acute shortage of material. The mining sector of the country did not fare better either; the only raw material produced in a significant amount was natural gas, which was exported mainly to the Soviet Union. No statistics on production of other minerals and materials were available by yearend. Most of Afghanistan's gas production was from the Hodja-Gugerdag Field, southeast of Shibarghan. The gas flow from this field had been about 300 million cubic feet per day since 1961. An estimated 230 to 250 million cubic feet per day of Hodja-Gugerdag's production was moved by pipeline across the Amu-Darya River into the Soviet Union. Most of the remainder was transmitted eastward to a 105,000-ton-per-year fertilizer plant and an electric power station built near Mazar-i-Sharif with Soviet assistance. After the Soviet invasion, the second gasfield, Djar-Kuduk, in the Shibarghan area, was brought under production. This field, which will produce about 200 million cubic feet per day, consists of four gas zones in the Jurassic and lower Cretaceous zones between 3,000 and 8.500 feet deep. The gas has a high hydrogen sulfide content, with considerable carbon dioxide, A new treatment plant was built at Djar-Kuduk by Soviet technicians under a turnkey contract at the end of 1980. It is believed that most of the Djar-Kuduk's initial flow will be sent to the Soviet Union.

This paper is one of a series on mining and milling method and costs being published by the United States Bureau of Mines. The Golden Messenger mine, operated by the United Gold Mines Corporation, is in the York-Confederate Gulch mining region in Luis and Clark County, Mont., 22 miles northeast of the city limits of Helena and about 1 mile north of the town of York. It is the first operation to exploit successfully the low-grade ores of the York-Confederate Gulch area. The unusual vein structure presents some mining problems that have been solved in ail interesting manner.

The success of any project in which gas is injected into oil-producing sands to increase the current rate or the economic ultimate production of oil or in which surplus gas from oil-producing operations is stored temporarily in reservoir sands that have been wholly or partly depleted of their producible oil depends mainly upon an understanding of the underground movements of oil, water, and injected gas and the ability to control their speed and direction of migration through the reservoir sends. Many operators believe that injected gas always travels up the structure and drives oil to wells structurally higher than the injection wells, because the specific gravity of the injected gas is less than that of the fluid substances in the formation. Consequently, many injection wells are located on the flanks of oil-bearing structures with the idea of utilizing the energy of the injected gas to drive the oil to producing wells higher on the structure. It is true, under certain conditions of pressure and fluid depletion of the reservoir sands that injected gas will move in an up-structure direction, but the theory that injected gas always moves up the structure is based on an erroneous conception of the laws that pertain to the expansion of gases. By definition, "a gas is distinguished by its property of infinite expansion and is limited in volume only by the walls of the vessel which contains it." The expansion of gas that is injected into reservoir sands also is limited by "walls" that surround the space influenced by the injected gas. The walls of the majority of undrilled or virgin oil-bearing reservoirs in California are the impervious shales overlying and underlying the productive strata and the "dams" or effective barriers of edge water around the rims of the reservoirs. When gas is injected into the sands of a producing reservoir, regardless of the location of the injection well on the structure or the degree of depletion of oil from the sands, one of the walls which confine the gas in the structure about the injection well is fluid. This wall will be edge water in a nearly depleted reservoir, where the drainage cones or regions of reduced pressure about injection and producing wells intersect; and, where there is no interference of drainage cones and the injection well is structurally above the edge water, the wall will be oil. In some producing reservoirs bottom water may be the lower wall of the space that confines the gas about injection wells, but the effect of bottom water on limiting the expansion of gas is the same as if the water was not present and impervious formation separated the producing from the underlying nonproducing strata. Therefore, since compressed gas always seeks regions of reduced pressure and its final volume is limited only by formation and fluid barriers and since the force exerted by the gas under pressure is equal in all directions, the course of migration of injected gas in reservoir sands in California and the effect of the gas pressure on fluid movement does not depend necessarily upon the up-structure location of low-pressure regions.

The mining industry of Cameroon continued to be dominated by crude petroleum. Crude petroleum production has become the most important facet of Cameroon's economic development. Oil production was estimated to be 6.3 million tons in 1983 compared with 5.2 million tons in 1982 and 4.3 million tons in 1981. Over two-thirds of its export income was attributed to crude oil. The country's only refinery, dedicated in 1981, has a production capacity of 2 million tons. Cameroon has become self- sufficient in petroleum products since commissioning the refinery. The oil sector contributed approximately 13.5% to Cameroon's gross domestic product in 1982-83. Oil production was expected to rise from 125,000 barrels per day in 1983 to 156,000 barrels per day in 1985 when output peaks. Cameroon's ultimate recoverable reserves have been calculated at 100 million tons, or 750 million barrels of oil.

How It Works Improved mirrors, used in place of ordinary left and right rear view mirrors, give wider angle viewing. Fresnel lenses, two mounted on the front edge of the hood and another one mounted above the right front fender, show objects close to the front and right side of the truck. A rugged closed circuit TV camera mounted above the rear axle reveals objects behind the truck. See diagrams showing reduction of blind area around a 150-ton mining truck. The improved mirrors for rear viewing are approximately rectangular. The left rear view mirror has a flat reflecting surface 10 inches wide by 20 inches high. The right rear view mirror is curved to give wider viewing angles, both from left to right and up and down. This mirror is 12 inches wide by 16 inches high. INJURY experience and employment data are presented in this chapter for metal and nonmetal mines, stone quarries, sand and gravel pits, iron blast-furnace slag plants, and metallurgical plants (including ore-dressing and nonferrous reduction plants and refineries) in the United States. Employment and injury experience data for all mineral industries are given in volume II. The 1962 figures are preliminary summations which are subject to revision. They were compiled from all reports from producers received by the Bureau of Mines through April 15, 1963. The data for metal, nonmetal (except well and brine operations), stone, and sand and gravel operations were collected by a mandatory reporting system under the provisions of the act of September 26, 1961, Public Law 87-300 (75 Stat. 649). The act authorized the Secretary of the Interior to study the various aspects of safety in metal and nonmetal mines (excluding coal mines) and report the findings 2 years sub-sequent to the enactment of the law. Data on nonmetal well and brine plants and nonferrous reduction plants and refineries were reported voluntarily by the operators. METAL MINES Preliminary data for the metal mining industry comprise reports on 1,871 mines and pits. The combined fatal and nonfatal injury-frequency rate was 31.95 per million manhours in 1962, a decrease of 8 percent from the similar rate of 34.54 in 1961. Metal operations reported a total of 61 fatal and 3,201 nonfatal injuries.

"Ventilation is one of the most important features of coal mining, and if a mine is exceptionally gassy it is often difficult to ventilate it in such a way as to make it safe. The general system of splitting the main air current so that two, three, or more sets of room entries are ventilated by the same current of air does not provide a safe method if non-permissible electrical equipment, such as cable-reel, crab-reel, or trolley locomotives are used on gathering haulage, or if open-type hoist or pump motors are used. The problem has been greatly simplified at the Crucible mine of the Crucible Fuel Co. at Crucible, Pennsylvania.The system is not only applicable to the room-and-pillar method of mining, but it may be adopted for any panel system of mining. There also appears to be a definite application in mechanized mining, where the rapid extraction often results in inadequate attention to ventilation and where the gassiness of the section generally increases because, as compared to hand loading, the methane has less time to drain off. The potential usefulness of reclaimed surface-mined land has received much attention recently. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U.S. were studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, the Chinook Mine-West Field, located in western Indiana, has been studied. The Chinook Mine is presently operated by AMAX Coal Company and has been in continuous operation since 1928 under various ownership. The status of current reclamation and land use planning was reviewed. In addition, site planning principles were applied to the active mine area. This application included formation of a data base and development of postmining land use plan alternatives. Key factors affecting site potential realization for midwestern area mines have been identified along with suggestions for applying land use planning processes to mined-land planning.

In support of its objective to conserve mineral resources by minimizing premature failure of materials, the Bureau of Mines conducted a cooperative study with the U.S. Department of Energy on the erosion and abrasion resistance of hard materials for valves in coal conversion systems. This report describes a newly developed erosion-testing apparatus and presents data on the erosion resistance of over 200 materials. Erosion resistance of most metals was comparatively low. In contrast, ceramics and cermets such as B4C, WC, SiC, Si3N4, and TiB2, when fabricated to minimize porosity, displayed greater than five times the erosion resistance of metals. Coatings such as boron diffused into Mo and WC, chemical-vapor-deposited TiCN, and electrodeposited TiB2 were highly erosion resistant if applied in thicknesses ranging from 60 to 75 µm. Erosion resistance of cemented carbides was inversely related to metal binder content.

I. 2965) the authors gave references to articles covering (1) the effect of temperature on the equilibrium 2C0 - CO2 + C, (2) experimental work that has been done on learning the gases existing at various elevations in columns of burning coke, (3) extension of this work to the tuyere zone of an iron blast furnace, and (4) the paper itself gave similar analyses of the gaseous oxides of carbon at the tuyere zone of a lead blast furnace and showed the temperatures obtaining there. There were also references in the above paper to the literature on (5) how the lead compounds likely to be present might be ex¬pected to react. A careful study of the original articles selected as references will give a good background for the present work.The following very brief recapitulation may be convenient before considering the tuyere zone in the blast furnaces at Kellogg. The ""producer gas reaction"" (1) of course goes to the left at increasingly higher rates of speed with increase of temperature. When air is blown upward through a grate and a column of hot fine coke alone, oxygen as such penetrates from some 2 to 3 inches only, under the conditions obtaining as to the amount of surface exposed per unit volume of air. When air is blown at about 20 pounds pressure through the tuyeres in the side of an iron blast furnace into a column of coarse coke (plus furnace charge) it may penetrate for 30 inches before the oxygen is entirely used, burning first largely to CO2. Within wide limits, the rate of feeding air into the furnace has practically little effect on the composition of the gases obtaining in the fuel bed of fine coke, this being true particularly of the gases leaving the bed. Some 10.5 inches above the grate the gases contained 22 per cent of CO by volume, and a little further up the CO2 had practically disappeared. This gave the familiar three zones in both the iron blast furnace and the gas producer; in order of entry of the air, in the first the oxygen burned largely to CO2, in the second the CO2 was reduced to CO, and the third the CO2 was practically absent. In the furnaces at Tooele, conditions were somewhat erratic but the first two zones were present, there being, however, no zone in which CO2 and 02 were both entirely absent."

"The agglomerating index of coal is an index based upon the nature of the coke residue left when the standard volatile-matter determination of the well-known proximate analysis is made. In this determination a small amount of coal is heated in a container to about 950° C. (1,742° F.), at which temperature the volatile matter is driven off, leaving a coke formation. The coke residues for various coals are quite different in physical structure: and, for some time past, work has been done on studies of the nature of these residues in connection with the coking of coal. In 1934 Gilmore, Connell, and Nicolls proposed use of the agglomerating index for indicating the dividing line between noncaking coals and those having weakly caking properties. 4/ Its use was adopted in the standard classification of coals by rank as a requisite physical property index to differentiate semianthracite from low-volatile bituminous coal and also high-volatile ""C"" bituminous from subbituminous ""A"" coal, as shown in table 1, the standard coal classification adopted by the American Society for Testing Materials and the American Standards Association. 5./In studying the agglomerating properties of coals based on the coke residue the Bureau of Mines has adopted the notation given in table 2. Coals that in the volatile-matter determination give a coke residue either in the form of an agglomerate button that will support a 500-gram weight without pulverizing or a button that shows swelling or cell structure are considered to be agglomerating."

"Methods and costs of rock-dusting bituminous coal mines have been discussed in various publications by the United States Bureau of Mines and others.3 This paper discusses the present methods and cost of dusting at the Swastika mine of the St. Louis, Rocky Mountain and Pacific Co., Raton, N. M.In the Swastika mine the recommendations of the United States Bureau of Mines with regard to rock-dusting are followed at least as well as in any mine in the States of Wyoming, Colorado, and New Mexico. This mine is located at Swastika, N. M., approximately 4 miles west of the town of Raton and is in the Raton coal seam. The mine is rated as gassy and produces approximately 1,000 tons of coal per day.A mining system known as the ""room-and-pillar with cut-offs"" is used which results in recovery of nearly 100 per cent of the coal. The mine employs approximately 250 men.Ventilation is maintained by a Sirocco fan so arranged that the air current may be reversed and exhausting approximately 130,000 cubic feet of air per minute at 3 inches water gauge. This fan is supplemented by two auxiliary fans for emergency use. Three main entries penetrate the hill in a straight line for approximately 8,000 feet. The haulage is through the center entry, which is also used as the intake in conjunction with a two-compartment concrete-lined shaft located at the end of the entries. The main return for 3,000 feet inby the fan is 12 feet wide and 7 feet high. For this distance the ribs have been reinforced by a wall made of coke-breeze blocks plastered over with cement. Solid concrete blocks are used for the top row of blocks of the wall. Steel 10-inch I-beams spaced 40 inches apart center to center are supported on these solid blocks and thus support the roof. The next 1,000 feet inby has the same area, but the cement blocks extend to the roof, as no crosspieces are needed. The airways are kept clean and well rock-dusted.A rather unique system is used to handle gas feeders along the intake and haulage entries. There these feeders occur in the roof or where gas is apt to collect in high points along the haulage, tin funnels as large as 3 feet in diameter are placed near the roof. From these a 2-inch or other suitable-sized pipe is run into the return through the wall of the nearest break-through. A valve on this pipe line controls the amount of air pulled. These devices keep the high places clear of any gas, even when strong feeders are encountered.Fifteen-ton electric trolley locomotives are used on the main haulage and approximately 30 roller-bearing oars, each having a capacity of approximately 3,000 pounds of coal, compose a trip. All loaded tripe carry steel drags on the last car, and automatic derails are located at advantageous points throughout the mine.All loaded trips are thoroughly sprinkled on the sectional partings and at the main parting. The track is sprinkled every idle day, or if needed, every day; from a large tank mounted on a truck hauled by a motor. Neither nozzle nor spray is used, as these were unsatisfactory. The water leaves the tank. through a 11/2-inch valve and is permitted to flow on the road through a horizontal 11/2-inch T. Water is obtained from filling stations located throughout the mine. It is stated by the officials that the use of this method of sprinkling permits the entire haulage roadbed to be wetted down in two hours."

"IntroductionAir sampling for airborne contaminants requires a system for moving air, a collection method, and a procedure to determine the quantity of contaminant collected. Because occupational exposure limits and air quality standards frequently are expressed in terms of concentrations, a method of determining the volume of air sampled is also needed. The four principal components in a sampling train are shown in Figure 12-1. The inlet admits the air sample into the train; the collector(s) separates the gas, vapor, or particles from the air; the flowmeter measures the rate or total quantity of air sampled; and the pump (air mover) provides the suction required to draw an air sample through the train. Inlet sampling considerations are discussed in Chapter 21. Various types of collectors are described in subsequent chapters. Flowmeters are discussed in Chapter 7.This chapter will describe the air mover portion of the sampling train and air sampling systems that contain three or four components in a convenient package. The chapter consists of two parts. The first part contains a brief description of the different types of air movers and air sampling systems. The second part consists of tables and figures showing detailed information on a wide variety of commercially available air movers and sampling systems. ient size is filled with a liquid in which the suspected contaminant is insoluble. When the liquid is allowed to escape from the vessel, it is replaced by air from the atmosphere to be sampled. Such an air sample is an integrated sample rather than an instantaneous sample because the mass of fluid requires a finite time to empty. In fact, by employing a large vessel with controlled drainage, this method can be used to move air at low flow rates through a sample collector for extended intervals. "The smoke nuisance, like many other undesirable and longstanding features in our present civilization, is still with us. On reviewing the situation we are astonished to find no authentic record of a major smoke-abatement campaign that has succeeded in eliminating a smoke nuisance, in spite of the fact that the problem has been with us since the use of bituminous coal began. We might well ask ourselves where the trouble lies; is the problem impossible of solution? We can not blame the average citizen for harboring this thought as a conviction. He has been urged for so long but sees so little evidence of progress. He has repeatedly been assured by the scientist and the engineer in most convincing terms that smoke. is unnecessary, that it can be avoided; small wonder is it that he is beginning to distrust so-called authority on the subject.On the other hand, the scientist and engineer are entirely within their rights. We all know that even high-volatile coal can be and is now being burned with no visible smoke. We know that even small domestic heating furnaces, with favorable conditions and with proper care, can be fired by hand without producing much smoke. And we know that when such equipment is fitted with suitable stoking devices, little or no smoke results. What, then, is the answer?Perhaps we may learn something from a critical examination of a typical smoke-abatement problem. Probably one of the most enlightening campaigns that has been waged in the United States is that of Salt Lake City, Utah; therefore, the purpose of this paper is to discuss the important aspects of this particular case."

The original work statement of this contract was entitles: 'A Accident Analysis Model for Use in Underground Coal Mines.' The contract was scheduled for a duration of 26 months and was to be in three phases: Phase I - Model Development, Phase II - Application of the Model, and Phase III - Installation, Monitoring and Evaluation of the Model. Alter three months in Phase I, it became apparent that much of the needed data for the model was nut available and could not be made available within the original study schedule. Proceeding as plumed would have resulted in a model of limited utility. Personnel from Theodore Barry and Associates and the Bureau discussed the problem in detail and mutually decided to utilize the majority of remaining funds to assist the Bureau in solving these data problems and develop a stronger ongoing capability for safety analysis within the Bureau. Both tie contractor and the bureau officials involved believed that this decision greatly enhanced the Bureau's ability to develop future accident prediction models, whose rigor would greatly exceed what was currently possible.
