The purpose of this study was to develop methods for the financial evaluation of mineral deposits. This includes the selection of the best alternative mining and processing methods and production rates. This was done by performing a financial evaluation through computer simulation using sensitivity and probabilistic risk analysis. The criterion used to measure the relative advantages of these investment and operating alternatives is the discounted-cash-flow rate of return. Included is a description of the theory and methods used in the probabilistic analysis approach, which is based on the premise that the expression of a range of values in establishing an estimate for a parameter is more realistic than the choice of a single value. Numerous simulations are made using randomly selected values of the input parameters resulting in a frequency distribution of the rates of return and their relative probability of occurrence. The sensitivity analysis method is described and combined with the probabilistic analysis to interrelate mineral reserves, capital investments, operating costs, and production rates. The ability to vary these input parameters on successive runs has permitted the selection of the best alternative mining and processing methods and production rates for a given mineral deposit. For illustrative purposes the evaluation of a mineral deposit was performed using three alternative mining and processing methods at three different quantities of resources and various production rates and prices. The computer program used in this analysis was written in FORTRAN II for maximum compatability and should run without modification on most computers having BK (8,000-word) core memory, a card reader, and printer (120 characters per line).

The Jerry Peak, Jerry Peak West, and Boulder Creep: Wilderness Study Areas contain no identified mineral resources. Two workings, a 20-ft-long adit and a pit, were found in Paleozoic, brecciated, limonitic jasperoid in the east part of the Jerry Peak Wilderness Study Area (WSA), but no significant metallic mineral values were noted. Lenses and pods of quartz containing copper minerals occur in Paleozoic sedimentary rocks 1/2 mi north of the Jerry Peak West WSA. Similar rocks crop out along Pine Creep: in that study area but no copper-bearing quartz lenses were found.

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. 1. The investigation shows that there are two coal beds of major importance in Perry County from the standpoint of present production -Flag and Fire Clay -and two beds of minor importance -Haddix and Hindman. The Flag and Fire Clay beds contain the largest remaining known reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 840 million short tons as of January 1, 1954. Of this total, 720 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, these should be added to the total estimated reserves.

"Surface IR (infrared) modes of crystalline and fumed (amorphous) silica particles, calcined at temperatures up to 1095°C, have been studied by Fourier transform infrared spectroscopy. The ability of these same particles to lyse cells has been measured by a hemolysis protocol. The untreated crystalline and amorphous materials differ by a factor of 40 in specific surface area, and the intensity per unit mass of the sharp surface silanol band near 3745 cm-1 in the amorphous material is an order of magnitude larger than in the crystalline material. A similar difference is observed in the lysing potential of the two materials. The intensity of the silanol band increases after calcination for both materials, reaching peak values near 500°C, followed by a dramatic drop at higher calcination temperatures, and reaching negligible values for materials calcined near 1100°C. The lysing potential data follow essentially the same pattern for both crystalline and fumed silica. These results are consistent with the hypothesis that the surface silanol groups are involved in cell lysis. Further experiments are suggested to evaluate the relationship between the surface structure of ailica particles and their potential cytotoxicity. IntroductionThe characterization of the surface structure of various allotropic forms of silica is of interest because the cytotoxicity of silica particles of respirable size has been commonly related to the chemical interaction of functional groups on the surface of such particles with the lipoproteins contained in cell membranes (1-3). It has been found that the cytotoxic potential of silica particles varies greatly with their crystalline structure (4,5), particle size (6-8), surface composition (9), and molecular surface configuration (1,10). Studies of the infrared (IR) modes of various forms of silica have been reported by a number of researchers (3 ,11-19). Several books and reviews (20-24) have dealt with the identification of functional groups on silica surfaces and the effect of heat treatment on the surface structure. The nature of the surface is said to be critical in determining the biological activity of silica dusts (3).Fourier transform infrared (FTIR) spectroscopy is a highly sensitive ·technique for identifying IR surface modes of tine particulates, and it was deemed of interest to examine the surface structure and its relation to lysing potential of two widely different types of respirable silica dust. The lysing potential of respirable dust particles has been considered a first-level test for potential cytotoxicity."

The United States has never attained importance as a producer of asbestos, the domestic output being only 1 to 3 percent of the quantity required to supply raw material for its extensive asbestos-product manu- facturing industries. Production is centered in four principal countries-- Canada, Rhodesia, Union of South Africa, and the Soviet Union. Since asbestos first became an important commercial commodity the Province of Quebec, Canada, has led in tonnage produced, but a large proportion of the output of this province is shorter, nonspinning grades. Since 1916 the Union of South Africa and Rhodesia have become increasingly important as sources of the higher-grade spinning fibers. Before the World War Russia ranked next to Canada as a producer of asbestos, but during the revolution- ary period the industry in that country was almost at a standstill. In 1926, however, activity was revived, and each year since then production and exports have increased greatly. Minor quantities of asbestos are produced in Cyprus; Australia, Finland, and several other countries. Chrysotile is the leading product in all the producing countries, but substantial quantities of both blue (crocidolite) and brown (amosite) asbestos also are produced in the Union of South Africa. Minor quantities of anthophyllite and similar amphibole varieties are mined in the United States, Italy, Bulgaria, Finland, and several other countries.

Whereas many researchers and mine engineers have conducted tests on cable bolts using various grouts, water: cement ratios, and physical modifications of the cable to determine the load-carrying characteristics ofa bolt, few studies have been conducted on cable bolts fitted with internal instruments. Those studies that have been done have concentrated on cable response averaged over significant (6.1 m) cable lengths. Researchers at the Spokane Research Laboratory (SRL) of the National Institute for Occupational Safety and Health in Spokane, WA, are investigating the physical properties of cable bolts by replacing the conventional king wire with a modified king wire on which strain gauges have been installed. A numerical analysis was performed to match laboratory results. Loads calculated by the model were then compared to loads measured in the laboratory on 1.83-m-long cables grouted into two 0.91-m-long pull-tube assemblies. Load along the cable was monitored with 20 strain gauges installed along the length of the cable. This paper documents test results on these modified cable bolts. The instrumented cable bolt provided reproducible point measurements of cable load as opposed to load measurements averaged over long cable lengths. Such point measurements can assist in interpreting the influence of cable confinement, grout quality, rock mass stiffness, and other factors. The instrumented cable bolt is a practical field and research tool because it can predict point loading along the cable. The instrument has been successfully field tested at FMC&apos;s Granger Mine, Granger, WY; the Meikle Mine, Carlin, NV; the Stillwater Mine, Nye, MT; and the Getchell Mine, Golconda, NV. By monitoring load and displacement of the rock mass using these instrumented bolts, more-effective ground support can be selected and installed, which will lead to safer working conditions for miners.

The Welcome Creek Wilderness has small, dispersed gold placers. Pockets in the 25.5 million yd3 (19.5 million m3) of alluvium along Welcome and Rock Creeks have as much as $5.61 gold/yd3 ($7.34/m3) at $500/troy oz ($16.08/g). All the alluvium averages 20.1 cents gold/yd3 (26.3 cents/m3). Because of the low average gold content large-scale placer mining would not be economically feasible. Small-scale selective pocket mining, however, may be profitable. The alluvium along the streams in the Wilderness has little apparent potential for production of sand, gravel, or stone because alternate sources are closer to markets. The four lode prospects known within the Wilderness appear to have low mineral potential. No oil, gas, uranium, or geothermal energy sources are known to be present.

The material in this Information Circular was presented at the National Institute for Occupational Safety and Health’s (NIOSH) open-industry briefing held during the 2004 Northwest Mining Association conference in Spokane, WA. The open-industry briefing discussed results of recently completed and on-going mine safety- and health-related research conducted at NIOSH’s Spokane and Pittsburgh Research Laboratories on the human side of mining—the miner. The first paper sets the stage for what mining has achieved and what we mean by “getting to zero.” The second paper, “Help Experienced Miners Become Great On-the-Job Trainers,” distinguishes between experienced miners and trainers. This paper provides some key concepts for turning great miners into great trainers. “The Power of Story-Telling in Getting Through to Miners” explains the history and importance of stories in the culture and training of miners. Finally, “Understanding Self in Stressful Working Environments,” describes the personal and social aspects of the working environment, much of which parallels familial theories. The downward trend of deaths in U.S. mining has been remarkable. The number of miners killed or injured each year has decreased steadily over the past 100 years. Some charts show these trends overlain with important events such as World War II and the Mine Safety and Health Act. However, this downward trend in mining fatalities has flattened out. How can you get to zero accidents? Do you concentrate on technological advances and equipment maintenance to avoid malfunctions? Do you concentrate on developing work processes and organizational structures that minimize risk? Do you combine them and take a systems approach that links one to the other with an evaluative loop? Safety efforts in mining have used all of these approaches. What more can we do to get to zero? Getting to zero will require two objectives: A clear and unshakeable belief that it can be done and attention to the human side of mining. Getting to zero is not a new idea; it has been used by mine companies and safety professionals for years as the safety goal. But getting to zero is not so much a physical goal as it is a belief that there are no insurmountable barriers to achieving the goal.

This paper summarizes precent knowledge of the ignition qualities of pure hydrocarbons likely to be present in modern Diesel engine fuels, as shown by an extensive search of the technical literature. The report also discusses the possible significance of cetane number and hydrocarbon struc- ture. Cetane or cetene numbers, and other physical properties, are tabu- lated for about 100 hydrocarbons, and a bibliography is appended. In recent years the Diesel engine has enjoyed increasing popularity due to its dependability, inherent characteristics of fuel economy, and the fact that it operates on a fuel that hitherto has been available in comparatively large quantities at a low price. These qualities have en- abled the compression-ignition engine to compete very favorably with other types of prime movers in many fields and have led to predictions of fur- ther rapid expansion in the application of Diesel power. In a survey of the field of all petroleum fuels for combustion engines, Holaday et al (9) have predicted that by 1948 railroads will be using 10 times as much Diesel fuel as was used in 1939 and that over-all consumption will have doubled that of 1939. Other estimates of the yearly demand for Diesel fuels five years hence vary from 2,6 to 5 times the amount used in 1944. Into this picture has come the question of whether the greatly in- creased production to meet this estimated demand is compatible with the maintenance and possible improvement in quality of fuels necessary to satisfy future engines. Unfortunately perhaps for the Diesel engine, factors other than those of simple arithmetical multiplication must be considered. For example, the consumption of oil in central heating plants doubled from 1935 to 1943, and a further increase of 57 percent of the 1943 demand is expected by 1950. Jet propulsion has been developed to the stage where it is entirely practical for military aircraft. Catalytic cracking plants, many of which were constructed to meet the war- time accelerated demand for high-octane gasoline, are taking their place in the refining industry. All these developments, as well as the Diesel engine, require material of approximately the same boiling range. Virgin gas oils make excellent burner fuels, perform most satisfactorily in the gas-turbine units for aircraft according to present information, and are at a premium as catalytic cracking stock.

Introduction This paper is a descriptive analysis of injuries and fatalities at small surface bituminous coalmining companies in Pennsylvania. The purpose of analyzing a specific industry sector and location is to identify issues that might be missed in a wider analysis. Other studies of small mine safety (e.g., Peters and Fotta, 1994, Randolph and Boldt, 1997) have shown that the relationship between safety and mine size is not a simple one. Some injury types occur at higher rates at small mines, while others occur at lower rates. Consequently, an analysis limited to a specific type of mining can help identify hazards and issues specific to that sector. The results of this analysis will be useful for directing training, intervention, and research efforts towards the most prevalent causal factors and incident types. Procedures and Definitions Data sources The primary sources of data for this analysis were files provided by MSHA containing information collected under Title 30 Code of Federal Regulations, Part 50. These files, commonly referred to as “Part 50 data”, are provided though MSHA’s Program Evaluation and Information Resources directorate. Two primary types of injuries were selected from the Part 50data: Fatalities (MSHA “degree of injury” code 1) and lost-time injuries, otherwise known as nonfatal with days lost (MSHA “degree of injury” codes 2 through 5). Lost-time injuries involve either actual days away from work or days of restricted activity or both. Fatality and lost-time injury incidence rates were calculated using the standard MSHA formula: Number of injuries per 200,000 employee-hours. Additional information on company sizes and mine ownership was provided by the Pennsylvania State University College of Earth and Mineral Sciences. Time span A five-year time span was selected for this study. More than a single year of safety experience is usually needed to capture a broad range of incident types. Many types of injuries, especially fatal injuries, can be extremely rare, and may be missed if too short a time span is selected. However, a time span that extends too far back may begin to suffer historical threats to validity. That is, incidents that occurred several years ago may be caused by hazards that have since been remedied or may be related to mining practices and conditions that no longer exist. A five-year span offers a practical compromise between these two concerns. Consequently, the MSHA Part 50 data files from 1993 through 1997 were used. The 1997 file was in “preliminary” form at the time of the study, so small variations from the final 1997 “close out” file can be expected. Based on past experience, we do not expect the close-out variations to have a significant impact on the findings.

A computer program for the static load analysis of linear elastic structures is presented. It is the product of a two-year project for the development of a efficient program for the analysis of mine-type structures. The report is divided into two parts. The first part explains the general method of analysis, the computer program organization and the most significant numerical techniques used. The second part is a user manual for the computer program. The FORTRAN IV computer program deck and example problems were transmitted separately to the sponsor. "This information circular discusses drilling and blasting in open-cut iron-ore mines and is one of a series of papers describing iron-ore mining practices in the Lake Superior district to aid in preventing accidents in that industry.The Lake Superior district consists of the Marquette and Menominee ranges of Michigan, the Gogebic range of Michigan and Wisconsin, and the Vermilion, Mesabi, and Cuyuna range of Minnesota. Open-cut mines produce 8o percent of the iron ore mined in the district; 98 percent of the total Lake Superior district open-cut ore is produced in Minnesota and 2 percent in Michigan. The entire Wisconsin iron-ore production is from underground nines. The Mesabi range in Minnesota produced 93 percent of the open-cut iron ore and 76 percent of the total iron ore in the district in 1947.During the 8-year period 1940-47, 619,000,000 gross tons of iron ore were shipped from mines of the district, or 85 percent of the United States output. Approximately 78,000,000 gross tons of iron ore were shipped from the mines of Minnesota, Michigan, and Wisconsin in 1947.This paper is based primarily on observations daring the period July 1947 to March 1948. Thirty-two open-cut mines were visited; 28 on the Mesabi range, 3 on the Cuyuna range, and 1 on the Marquette range. In 1947, 36,100,000 tons of iron ore was shipped from these 32 mines, or 59 percent of the open-cut ore and 46 percent of the total iron ore shipped from the district. During 1947 about 90 open-cut iron-ore mines were operating in the district, and the annual production of each ranged from 25,000 to 10,000,000 tons.Many recommendations included in this paper for improving safety and preventing injuries to employees were taken from Bureau of Mines Information Circular 7387.Data were collected under the direction of Frank E. Cash, former supervising engineer, Health and Safety Division, Bureau of Nines, Duluth, Minnesota. E. W. These formations are designated by one commonly applied name, ""iron formations.""4/The Mesabi range in northern Minnesota, about 70 miles northwest of Duluth, was opened to mining in 1892; it is the largest single source of iron ore in the United States. It is 75 miles long and, because of the gentle dip of the ore formation, it ranges in width from 1-1/2 to 3 miles.5/ The ore formation, which is nearly horizontal, has a maximum thickness of about 450 feet and is covered by a glacial drift that ranges from 10 to over 100 feet in thickness. Most of the ore is near the surface and adaptable to open-cut mining."

Carbon-13 nuclear magnetic resonance (18CNMR) spectra of nine 2-substituted pyridines, seven 3 -substituted pyridines, and nine 4-substituted pyridines have been obtained and analyzed. Substituents included both electron-releasing groups and electron-with hawing groups. Substituent effects on the magnetic shieldings of the ring carbons, except for those in the 2-positions of 2-substituted pyridines, were found to be quite similar to the effects reported for the monosubstituted benzenes, Thus, at least to a first approximation, the two classes of compounds have similar shielding mechanisms. Shieldings of the carbon atoms in the 5-positions of 2-substituted pyridines and those in the 6-positions of 3-substituted pyridines were found to reflect electron release or withdrawal by substituent groups, The pyridinium cation and the compounds 2,2&apos;-dipyridyl and benzonitrile were also investigated.

"The land-pebble district, the larger of the two producing areas of Florida, is situated in Polk County and in the eastern part of Hillsborough County. About 80 per cent at the phosphate rock produced in the United States in recent years has been mined from this area. The phosphate ores, locally termed matrix. are beds of sands and clays containing the phosphate pebbles, considered to be Pliocene in age, derived by marine action from underlying Miocene phosphatic marls, and are covered by practically barren sands and clays that have been deposited more recently. Open-pit mining is practiced; hydraulic mining, which has been intensively developed in this district, is used exclusively for mining the matrix and, by some companies for removing the overburden, although drag-line excavators have become established and are proving economical for stripping operations. From the pits the matrix is pumped to adjacent washing plants for beneficiation. The product of the washers. after drying, enters the world markets as Florida pebble phosphate.In this district recovery of the phosphate pebbles by the washing plants has not been particularly effective in the past. The screening, designed to effect a seperation at about 20 mesh (0.033 inches), has not been well controlled. Washer rejects discarded to the waste dumps have contained appreciable amounts of material analyzing above the minimum commercial grade - 66 per cent B.P.L. (bone phosphate of lime). Such losses of commercial fractions should be considered avoidable, and have been discussed at length in a previous paper.3"

As part of an investigation aimed at mitigating the hazards caused by abandoned mine openings, the Bureau of Mines conducted a series of electromagnetic surveys in the Galena, KS, area of the Tri-State mining district. The application of monostatic ground-penetrating radar (OPR) and inductive electromagnetic methods for detecting and delineating hazardous mine openings and attendant features was demonstrated to be feasible for shallow mine workings (i.e., less than 35 ft) occurring below flat-lying areas. Accurate determinations of depth to a mine roof appeared to be limited to roughly 20 ft using the GPR method. Features such as mine voids, fractures, and zones of subsidence were located beneath the Mainstreet (State Highway 26) site using the GPR system. Both the GPR and inductive electromagnetic techniques satisfactorily located mine openings and pillars at the Hell&apos;s Half Acre site. Geophysical interpretations were supported by exploratory drilling and mine maps.

Reduce the cost of modifying uranium well casings so that leaching solutions can pass through, but sand grains are blocked. Approach The well casing and surrounding cement are perforated at the mineralized zone by impinging them with high pressure water jets. How It Works A nozzle assembly is attached to a high pressure (15,000 psi) pipe and lowered into the well casing which typically is schedule 40 PVC (poly-vinyl chloride). The high pressure pipe line is extended down Into the casing until it reaches the mineralized zone. The upper end of the pipeline is then connected by a high pressure hose to the outlet of a 10,000 psi pump. Turning the pump on for 5 seconds causes a high velocity water jet to cut through the well casing and the surrounding cement. Figure 1 shows a high pressure pipe being installed in a well casing. Cutting small diameter holes in the casing allows the leachant to enter the casing and be pumped to the surface. However, the holes are small enough to prevent most sand grains from entering. Numerous holes are usually cut through the casing. The 3-nozzle assembly shown in Figure 2 cuts three holes, one above another.

"The pollution of streams has received much attention during the last few years, and although there are many other and more serious forms of pollution, the problem of acid mine drainage is important in certain sections of the country, particularly in Pennsylvania. Yant, supervising chemist, health laboratory section of the Pittsburgh Experiment Station, all of the Bureau of Mines, under whose direction the work was conducted.Because no data of a like nature had previously been determined, and with the thought that such data would throw additional light on the general subject, a stream having a number of mines draining into it was selected for observation in both high-sulphur and low-sulphur bituminous-coal districts, as designated in commercial rating. These mines and streams were visited in both wet and dry seasons to note the quantity and variations in acidity of mine drainage and the subsequent effect on streams. Maps of these streams with the sampling points are shown in Figures 1 and 2. In a report of this nature a great deal of tabular data is best emitted, but reference to the maps will serve to indicate the factors that determined sampling points, such as tributary streams and gobs."
