Three electrostatic field sensing proximity warning devices were tested using full-scale cranes and power line systems, a scaled model facility, environmental testing facilities, and theoretical/numerical analysis. The design objective of each device is to assist in safe crane operation near overhead power lines. Several design deficiencies (varying from device to device) were observed, including inadequate overlap in sensitivity ranges, utilization of vacuum tubes and electro-mechanical parts, temperature sensitivity and inaudible alarms. In addition, the testing showed major device limitations including sensitivity to boom orientations and length, polarization dependent responses, and unreliable operation in the presence of multiple power line circuits. The multiple power line circuit problem is intrinsic to electrostatic sensing devices. The remaining deficiencies and limitations are correctable within a state-of-the-art design. This investigation is not intended to evaluate the safety aspects or policy of utilizing proximity warning devices. Rather, the purpose is to determine the performance characteristics of such devices in relation to the criteria specified in proposed MSHA regulation 77.805-4 (i. e., the devices must alarm at a distance of 10 feet from the power line).

The literature on radium is already voluminous, but mcuh of it is too technical to be intelligible to the average reader, and there is no single publication that covers certain economic features of the radium industry. As a result of the renewed interest in the possibilities of domestic carnotite deposits a number of requests have been made to the Bureau of Mines for information, more particularly with reference to the business aspects of the industry. In order to meet this apparent need, the present paper has been prepared from material available in the files of the bureau. The technical data are compiled from various sources and are believed to be reasonably dependable, but the attempt has been not so much to achieve meticulous scientific accuracy as to brim; together facts of industrial significance and popular interest. GENERAL DESCRIPTION Radium is a brilliant white metal that melts sharply at about 700°C. and volatilizes appreciably at that temperature. With an estimated specific gravity of nearly 6.0, it is more than twice as heavy as aluminum and 25 per cent lighter than irons. Although it has been isolated in its metallic state, it is not used in that form, partly because it tarnishes rapidly even in dry air (forming a nitride), partly because of the greater expense of reducing it to metal, and partly because of the difficulty of dealing with such minute quantities of material. It is used always in the form of its compounds, the most important of which from the vie point of utilization are the bromide, chloride, and sulphate.

1. Domestic Production and Use: In 1983, 12 companies operated 27 primary aluminum reduction plants, with 4 firms accounting for 65% of production. Washington, Oregon, and Montana accounted for 35% of the production; Indiana, Kentucky, Maryland, New York, Ohio, and West Virginia 35%; Tennessee, Alabama, South Carolina, and North Carolina 14%; other central States 16%. Based on published producer prices, output of primary metal in 1983 was valued at over $5.7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 37% of domestic consumption in 1983, transportation 19%, building 17%, electrical 9%, consumer durables 8%, and other uses 10%.

During the course of the investigation of manganese mineral occurrences in the western United States, the Bureau of Mines collected several lots of ore' from properties in the vicinity of Winkelman, Ariz. As none of the ores would be marketable directly, an investigation was made to determine their amenability to concentration by ore dressing. The Geronimo group of claims is in Pinal County, 8 miles west of Winkelman, Ariz. The manganese oxides occur as cementing material in ore zones of conglomerate. Representative samples of a 2-ton lot of ore cut from outcrops of two lenticular deposits were laboratory-tested. Two 1-ton samples from the Benningfield property were similar in physical characteristics but differed in grade. This claim is 11-1/2 miles south of Winkelman and about 1 mile west of the San Pedro River on the south side of Putman, Wash. The manganese minerals occurred as nodules and lenses, replacing limestone, in a capping over a dark, igneous dike. The North Star group consists of five claims on the west side of the San Pedro River 14 miles south of Winkelman. The ore consists of a low-grade, manganese oxide-calcite occurrence interspersed with stringers of higher-grade material and is present as filling in a fissure zone in porphyry. Two samples were obtained by the examining engineer; one sample represented run-of-mine material, the other represented ore from the vein that could be hand-sorted or selectively mined.

The Overthrust Belt in portions of Montana, Idaho, Utah, and Wyoming, an area that has contributed generously to the Nation's mineral supply, is one of the few remaining oil and gas frontiers on the North American continent. Determination of the oil and gas potential and development of mineral resources of the area have been affected by a variety of land withdrawals and other restrictions, The purpose of this study is to determine the extent of these withdrawals and restrictions and to discuss the mineral resource potential within the study area. Statistics in this report refer to land status on January 1, 1979. At that time, of the 27.3 million acres of Federal mineral lands within the study area, applications tor Federal oil and gas leases for more than 4,4 million acres (about 16 percent) were pending; the average length of time was 2 years. Federal oil and gas leases covering 8.8 million acres were also on record. Although drilling has occurred on some of these leases, others are subject to restrictions that discourage or prevent development. Some in fact contain stipulations disallowing any development.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

Failure of the mine floor supporting coal pillars frequently occurs when the subcoal strata include "underclays" or other low strength strata. The failure process has been studied to define the response of these materials to applied coal pillar loads and to determine the applicability of bearing capacity analysis to evaluate unsafe conditions. The study has been accomplished through an investigation of both the intact and insitu geotechnical properties of the subcoal strata and through the installation of floor movement monitoring instrumentation. The results of these studies have indicated that both the shear strength of the underclay and the stratigraphy of the subcoal strata must be considered in the analysis. The shear strength was the major controlling factor determining the ultimate load carrying ability of the materials, but the thickness and stratigraphic position of the weak layers influenced the mechanism of the failure process. The methods of bearing capacity analysis were used to define pillar stability that included provisions for taking into consideration a two-layer system. Conditions assumed for a coal mine where a weak underclay overlies firmer strata. The results of the analysis compared very well with observed mine conditions, indicating marginal conditions in areas of the mine which later experienced pillar support failure. In addition, a "heave factor" was derived to predict potentially unstable floor conditions in the mines studied in detail.

This: symposium was sponsored by the Bureau of Mines, U.S. Department of the lnterior, in order to critically examine the state-of-the-art of sulfide flotation chemistry and to define current and emerging problems that should be emphasized in future fundamental research. The topics covered through invited papers include both reviews and recent research results in the areas of thermodynamics of reagent-mineral interactions; collector adsorption processes; the effects of solid-state point defects on flotation; activation and deactivation phenomena; the electrochemical role of oxygen in sulfide flotation; environmental problems in flotation; and selective flocculation of fines. Papers riving perspectives on flotation research in relationship to our national mineral requirements and the relationships between industrial flotation research and academics are also presented. An edited summary of the symposium follows the papers.

"INTRODUCTION The South Hecla mine, one of the principal mines of the Alta United Mines Co., is situated at Alta in thee Little Cottonwood mining district, about 30 miles southeasterly from Salt Lake City, Utah. The mine has produced copper, lead, zinc, gold, and silver, and is reported to have been one 'of the principal sources of this country's bismuth from 1912 to 1925. The tungsten mineral, scheelite, has been found but has not been recovered. The extreme need for these minerals during World War II prompted an examination of the property by the Bureau of Mines and resulted in an unpublished report entitled ""The South Hecla Mine, Salt Lake County, Utah"" (fig. 1).A Bureau of Mines project 3301 was initiated, and operations were started early in 1943. The primary purpose of the project was to increase substantially the reserves of bismuth and tungsten ores. The critical situation in regard to lead, copper, and zinc developed during the early stages of the operation, and the work was expanded to include the development of ores 'of these metals.An investigation of 'the Albion, Rustler, and Greeley workings adjoining the South Hecla mine was made, and this work is also described (fig. 2); ACKNOWLEDGEMENTSIn Its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each investigative project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual investigative work, and prepares the final report. The Metallurgical Branch, O. C. Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

Many of you radio listeners have probably never seen a mine . You may be glad of it, but you should not forget that there is a vast army of men in this country who not only have to see mines , but have to work in them day by day in order that you may be supplied with many of the things you need. Specifically , nearly a million men work in the mines of the United States , 700,000 in the coal mines , 110,000 in the metal mines , 100,000 in other mines and quarries , and 75,000 in the oil and gas fields . On a stormy night , the average citizen is apt to think of the perils of the seaman . Particularly in the old days before steamships , many a prayer went up " God help the poor sailor on a night like this . " At the same time , the sailormen often expressed fear for the poor landlubber , exposed as he was to the danger of falling chimneys , swaying signboards , and uprooted trees . So with the miner . Many of you may pity him , for working underground in complete darkness except for feeble artificial lighting , mining coal or ore , drilling hard rock , handling explosives , and perhaps breathing vitiated air . On the other hand , on stormy days , with rain , snow or hail falling , and with the temperature low , or on hot bright days , I have often heard miners joke about the poor fellows who had to stay " on top, " and could not get " down below" where there was no wind , where no snow fell, where the temperature was unchanging , and where a man could have his own working place , arranged to suit himself , with little interference from meddlers and with no automobiles to dodge . So do not feel too sorry for the miner . He is quite apt to be a strong , healthy , hearty person , making pretty good wages , and fairly well contented with his lot .

Of aluminum consuming industries in 1978, building accounted for about 25%; packaging 22%; transportation 23%; electrical 11%; consumer durables 8%; and other uses 11%.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. Anaconda Aluminum Co. began production from a new 60,000-ton-per-year potline at Sebree, KY, which brings the total capacity of the plant to 180,000 tons per year. A strike by workers at Alcan Aluminium Corp. primary aluminum smelters at Arvida, Que., Isle Maligne, Que., and Beauharnois, Que. shut down the plants and the company announced force majeure on part of its ingot supply commitments. Kaiser Aluminum and Chemical Corp. announced plans to increase its price for primary aluminum from 60.0 cents per pound to 63.0 cents per pound effective July 1.

"Dry cells are modified wet primary cells in which the electrolyte is held by absorbent material so that it does not spill aid the cell jars are sealed to prevent evaporation of the absorbed electrolyte. Most dry cells in commercial use are modifications of the Leclanche wet cell. In their usual form they have a hollow cylindrical zinc negative pole that constitutes the containing vessel. An absorbent material, either as a lining in the zinc jar or a bag, separates the zinc cylinder and a rod or flat plate of carbon placed axially inside. A mixture of crushed coke, graphite, and manganese dioxide is tamped about the carbon rod, and the whole mass is saturated with salaanoniac-zinc chloride solution.Dry cells are suitable for services that require minute currents continuously or larger, though limited, amounts of current intermittently. Though limited in this way, they have a wide use, even in underground mining. This paper details some of the applications of dry cells in mines, particularly from the standpoint of greater safety through their use.APPLICATIONSThere are four fields of application of dry cells to mining: (1) Electric shot firing; (2) auxiliary lighting; (3) signaling; and (4) testing.SHOT FIRINGFiring an electric detonator requires very little electrical energy because although the current flow may be 1 to 3 amperes the duration of flow is so small (1 to 4 milliseconds) that the energy withdrawal per shot is almost negligible. Batteries for shot firing need not be large; they may be used for firing either single or multiple shots."

Laboratory amenability studies as well as a pilot heap-leaching investigation of low-grade sandstone uranium ores from Wyoming, New Mexico, and Colorado are described. Sulfuric acid heap leaching with oxidation, for 120 days, extracted up to 98 percent, 90 percent, and 79 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

This report is one of a series based upon investigations made and being made within the Missouri River Basin in Montana by engineers of the Bureau of Mines , Albany Branch , Mining Division . These investigations are being made primarily to provide preliminary information to the Department of Interior agencies and to others concerned with planning the proposed Federal power developments within the Missouri River Basin. This report has been designed to permit public distribution of the factual data obtained . Virtually all known metallic -mineral occurrences and some nonmetallic mineral deposits within Fergus County were investigated in 1948. The investigations cannot be considered complete , however , because some long inactive mines or prospects may have been missed . Most of the old mine and prospect openings now are caved ; many are completely inaccessible . Many of the claims located years ago have been abandoned ; others have been relocated under different names and ownerships . Because of such conditions , much of the information regarding their development and operation necessarily has been obtained from available Federal and State publications , supplemented by information provided by owners and local residents .
