The East St. Louis Deep Cutoff Wall project is located in the area of East St. Louis, Illinois, across the Mississippi River from the city of St. Louis, Missouri, along the left descending bank of the river. The project is a fundamental part of the U.S. Army Corps of Engineers' (USACE) effort to rehabilitate and secure the aging East St. Louis levee system that provides flood protection to approxi- mately 250,000 residents and more than $4.5 billion in economic value. The project was devised and de- signed by USACE as a cutoff wall to be installed in the Metro East Sanitary District levee segment, one of the levee segments that form the East St. Louis system. The contract for the construc- tion of the cutoff wall was awarded in November 2019 to Bauer Foundation, the American subsidiary of the Bauer Group.

Seepage problems were recorded for more then 40 years at the Walter F. George lock and dam. In 2001 the Mobile district of The U.S. Army Corps of Engineers turned to the installation of a 200 feet deep cut-off in a final attempt to remedy the situation. The advertised design-built contract requested the installation of the cutoff wall in front of the concrete structure of the dam starting from 90 feet of water, cutting through a concrete lock structure, a submerged retaining wall and extending on both sides on the earthen embankments. This paper summarize the history of the project and the installation of the first recorded cut-off wall constructed under deep water, upstream to an existing dam structures and under an existing concrete lock. The technology used combined with the project's results may be considered a milestone in the marine foundation and the marine cut-off wall construction technology.

"Bluestone Dam is a concrete gravity structure with an overall length of 2,060 feet and a maximum height of 165 feet above the streambed. Several major project modification designs have been implemented and additional modifications are currently in construction and design phases. Due to the various modifications since original construction was completed in 1948, detailed documentation with visualization of the project features is needed. A three-dimensional model of the internal and external features of Bluestone Dam was generated from LiDAR data, survey information, and other data sources. One of the key features of interest in this model is an accurate visualization of over 200 dam anchors based on downhole anchor surveys. The model is accessible in Microstation and Geographic Information Systems (GIS), allowing users to rotate the anchors in three dimensions; view them in the context of geology, internal dam structural features, historical construction records, site photographs, bathymetric data, and instrumentation data. Users can “click” on individual anchors to view associated construction details and open a comprehensive installation packages. The model will be used by the United States Army Corps of Engineers (USACE) as part of a larger Geospatial Data Management System as a historical accounting of the project construction data, and be a long-term living document for use by both design engineers and operations staff to assess dam safety risk and to design future project modifications.IntroductionDuring the life of any project, critical data concerning the construction and performance history are required to be collected and maintained. The data collected prior, during, and post-project construction help with the design process, ensure that the project is built to specifications and is performing as per design intent. During the Post-Implementation Evaluation (an evaluation performed after a major project modification), these data are used to visualize the repairs, verify the construction was performed per design intent, and document the history of the construction phases, associated test results, and overall effect on the project. The project described in this paper is the construction of a system of tools to effectively use these data.Data collected and maintained during the operations phase helps to ensure that the project is continuing to perform as per design and aids in advance warning of any potential failure or required maintenance. Dam Safety, Emergency Management (EM), and Operations and Maintenance personnel can use the system to verify the status of the project in preparation for a high flood event. For example, if there is repair work being performed on a critical feature of the project that would affect the operation of the dam structure during a flood event, Operations personnel would be responsible to update the status of the system such that Dam Safety and EM would be able to identify the feature that is out of service, its date of expected repair completion, and the implications during a flood. In addition, risk assessments typically require a full history of the project and its performance. Any concerns that arise concerning the safety or performance of a project will require a full documented history of the project and its components. Proper documentation and data management are key in this assessment process."

A Large Earth Cum Rock Fill, ECRF Dam is under construction at Polavaram in the state of Andhra Pradesh in India as part of an irrigation project. The Embankment crest width of the dam is 12.5m and base width is of approximately 136.75m with a stepped sloping height of 27m on both upstream/downstream sides. Once the 1.2m Thick Plastic concrete cut-off wall is constructed below the dam along the longitudinal central axis to avoid seepage, this magnificent structure will be supported on a series of Deep Mixing Columns and Stone Columns that are evenly arranged under the footprint of ECRF Dam forming a smooth transition of gradually reducing stiffness moduli of treated ground from the center of the embankment, where the foundation stresses are high, towards the edges in order to be able to progressively limit the settlements under the dam to a specified allowable limit. As such the required post treatment stiffness in case of stone columns is 2 times of the in-situ stiffness of foundation soil, whereas it is expected to be 5 times improvement for Deep Mixing as per project specifications. Laboratory testing and Field Trials undertaken successfully to verify the design.

This presentation will demonstrate some recent advancements in the applications of Project Information Systems (PIMS) technology to seepage barrier walls in the context of evolving Owner Specifications. The use of geospatial technology in particular is used to track, visualize, and analyze data from a variety of sources and serve those data to contractors and owners via dashboards and as-built drawings. Data describing the geometry of construction elements (including diaphragm panels, secant piles, and jet grout columns) is of particular importance on these projects, and this presentation will include case studies in the United States of how these data are used to determine if a barrier wall is constructed as designed and if it meets the owner specifications with respect to tolerance (i.e., if each element is sufficiently close to vertical) and overlap (i.e., do adjacent elements overlap sufficiently to prevent leakage).

"As we head toward the United Nations Climate Change Conference in Copenhagen in December, the environment and sustainability will become headline news for a while. Governments are expected to agree to a set of binding targets to reduce carbon emissions probably before 2020, and certainly before 2050. This will, in effect, initiate a low carbon economy in many parts of the world. Sustainability has mainly been rhetoric so far, the exceptions being projects for those looking to the long-term future and not for short-term financial gains.The probabilities and consequences of negative impacts on the environment and on society over the short term and in the long term can be assessed and mitigated, but mitigation often adds cost. Also, we cannot know what technologies will be available, say 1,000 years into the future, which is about 40 generations of our society. It is easier to have a connection with 100 years into the future, which is only about 4 generations. Individuals may have a different sense of sustainability, and place a different value on mitigation, its cost, its importance and its potential impacts.Sustainability means different things to different parties on a construction project. For example, a land developer is likely to have a different view on the design in terms of sustainability than that of the designer. The developer may also likely to be more interested in sustainabiliy if there are tangible economic benefits that might accrue. Achieving sustainability on any project, leads to conflict between competing interests or demands cooperation between the economic and technical sectors involved. The foundations for a building or bridge, by definition, need to interact with the ground whose behaviour cannot be dictated by man. The aims of sustainability are the same as for the building or bridge, both of which are constructed of manmade materials, but it is less clear how they should be achieved. An example is the driven pile that does not produce spoil waste, but is likely to be too noisy to be acceptable in an urban environment. This then begs the question, should the public accept the nuisance of short-term pile driving to achieve a more sustainable foundation? Additionally, the question has to be asked, can the deep foundations industry develop its techniques and products to help make them more acceptable and appropriate more often than is possible now?"

"Coal transported by rail for Thermal Power Plant in Haldia, West Bengal, India, was to be received and stored in Coal Complex comprising of Wagon Tippler, Track Hopper, Junction Houses and network of horizontal and inclined tunnels. The site was very soft with high ground water level. Deep excavation and dewatering posed great difficulty. Original plan was to drive about 1000 m of steel sheet pile and well sinking which had major impact on cost and time. High ground water was identified as the main problem. Controlling water level and maintaining it would allow open excavation over major areas. Scheme for lowering aquifer with one and two-stage well-point dewatering system was developed following basic principles of groundwater and seepage. Arrangements of wells, installation and pumping were worked out in detail. Water levels could be lowered below bottom levels of excavation. Design of sheet pile was modified under lowered ground water condition. Overall length and depth of sheet pile were reduced drastically. Open excavation was possible in segments over major areas. The scheme was highly successful in smooth and fast progress of underground works. The works were completed safely months ahead of schedule time and with significant saving in cost.INTRODUCTIONThe Coal Receiving Complex of thermal power plant comprised of 250 m long 8 m deep Track Hopper (TH), 12 m deep Wagon Tippler (WT) with provision for addition of another Wagon Tippler. Track center lines of TH and WT were very close. Coal unloading facilities were connected with a network of underground tunnels and Transfer Points (TP) upto Pent House (PH). The facilities were optimized in a compact layout within about 400 m x 120 m area. Initially excavation for TH was started adopting side slope of (1 V : 1.5 H) with 2 m wide berm and dewatering by in-pit sump and pump. When depth of excavation reached about 5-6 m, failure occurred over a long stretch as shown in Figs. 1a - 1b photos. Further work was stopped to develop scheme for carrying out deep excavation and civil works safely."

Construction of cast-in-place piles with enlarged bases has become popular in the cities in Japan facing to the sea coast, where the subground soil is soft alluvium deposited to depths often exceeding 30 m. The groundwater table is a few meters below the ground surface. Skin friction of piles may become negative due to ground subsidence or reduced due to liquefaction of loose sand during an earthquake. To support highrise buildings, depths of bearing strata to which piles are embedded often exceed 50 m. Due to such geotechnical conditions, methods and equipment to build cast-in-place concrete piles mainly built by the reverse circulation method have been developed since the 1970s. In the first half of this paper, the authors review the cur-rent practise of building cast-in-place piles with enlarged bases. Then they introduce the TFP system developed in recent years, and discuss about the procedures to control and monitor enlarging of bases.

The machine for the hybrid method called JACSMAN is ordinarily a dual shaft machine. Each shaft has augers at three different levels and nozzles for jetting at two different levels. The distance between two shafts may be changed according to the particular requirements. Figure 4 shows single shaft and a treated soil column created by the method. The diameter of the auger is 1.0 m. As the jetting nozzles locate at the periphery of the auger, jetting can achieve the additional treated soil column beyond the diameter of the auger. The diameter of the jetting improvement is fixed at 2.3 m.

The redevelopment of Bow Bells House in London has thrown up a number of challenges that will increasingly be faced by developers of congested sites. In the context of pile reuse this paper examines four key issues: 1. The Developer?s perspective on sustainability, cost, programme and risk management. 2. The nature of pile testing including timing, the balance of extent of intrusive works whilst retaining the existing piles and identifying representative levels of testing. Four key elements of investigation; geometry, integrity, durability and capacity are evaluated. 3. In terms of design this paper supports the adoption of alternative probabilistic methods aligned with communicating to Clients in terms of acceptable ?probability/risk of failure? in place of a factor of safety approach. 4. The project also highlights a number of issues that will require greater attention to maximise the future reuse potential such as foundation load transfer platforms and promoting developments based on early collaborative framework design and contracting across the supply chain.

"The Resonator RD 260 Resonant Pile Driver delivers ground disturbance free, high production pile driving. The Resonator has recently been used on numerous production pile driving sites in the Netherlands and Melbourne, Australia to drive piles in sensitive areas where conventional pile drivers could not be used. Two case histories are provide in this paper which demonstrate the features and benefits of Resonant pile installation.. In the Netherlands the Resonator RD 260 was used at the Vopak Oil Storage facility in the Port of Rotterdam to install pipe and sheet pile within an active pumping gallery. The site demanded vibration free pile installation to construct a cofferdam within sensitive, highly valued assets. Access was an issue and schedule demands were stringent as shutdown windows were narrow. The RD 260 provided ground disturbance free piling immediately adjacent to fragile structures. At Vopak the only site access was using a large crane positioned over 40 m from the location of pile driving. Driving was conducted amongst 900 mm dia pipes carrying heated crude oil.In Melbourne the RD 260 was used to drive GU 18 sheet piling adjacent to light rail easements. The project was the first of many grade separations being constructed within Melbourne urban areas to lower the light rail and provide quieter rapid transit. The original trial used an RGT MR105 series vibrator but noise and vibration criteria were exceeded. The RD 260 was brought in for a trial and performed with high production and produced negligible ground vibration. Up to 17 sheet piles 14 m in length were driven in a 2.5 hour window during the trial.IntroductionThe Resonant Pile Driving method is gaining acceptance around the world as a new method to rapidly drive piles free of ground borne vibrations. The high frequency vibrator resonates the pile, essentially turning the pile into a spring, to excite the toe of the pile with high accelerations and low amplitude. High acceleration with low amplitude generates high penetration rates but the high frequency stress waves are quickly dissipated in the soil. Typically ground borne vibrations are measured at below 1 mm/sec within 1 to 5 m of the pile. The Resonant method can drive a pile next to a glass of wine, without spilling, as has been demonstrated on numerous piling sites.How Does Resonance Work?The Resonant method uses a hydraulic piston - cylinder geometry to generate high magnitude, high frequency oscillating force. This is a very different mechanism than the eccentric mass technology used in conventional and variable moment vibrators.A unique valve geometry achieves the high frequency flow switching necessary to oscillate the hydraulic piston at up to 180 Hz (10800 VPM). The valve is controlled electronically for maximum accuracy of the desired frequency. The volume of hydraulic oil delivered through the valve to the piston (flow rate) determines the amplitude while the hydraulic pressure determines the peak force."

The FLYDRILL, and the Seabed-Drill BSD are two innovative systems for the installation of offshore monopiles with reduced environmental impact.INTRODUCTIONThe FLYDRILL and the Seabed-Drill were born from techniques in the design and construction experiences gained from land based foundation drilling systems over the past 25 years. As the alternative energy industry ventures into uncharted territory of deeper water for offshore wind farms, fast current regions for tidal energy, and increasingly challenging soil conditions and project complexity, the advancement and development of new innovative equipment system and drilling techniques have become a necessity.The systems described herein show the development of the so called “FLY-Drill” system, and the all new “Seabed-Drilling” equipment applied at the first ever made job using a seabed drilling rig.FLY DRILLThe FLY DRILL method is a completely new concept for bored piling. The drilling unit with rotary head, Kelly bar, and drilling tool is suspended by the hoist rope of the base carrier crane. The hydraulic power for the drill unit is provided from the base crane.The drill head is fixed on the casing with a hydraulically operated clamping system during the drilling operation. When emptying the drilling tool, the clamp cylinders are opened and the complete unit is swung sideways."

This paper addresses a new experimental procedure to measure the shaft friction and the base resistance of bored piles during static load tests. It is proposed that a set of polystyrene foam discs, placed between the shaft and the base of the pile, be used instead of the usual instrumentation. Throughout the initial stages of the loading test, the foam discs will allow only the mobilization of the shaft friction. The load x settlement curve clearly shows that the shaft friction vanishes at low settlement values. As the load test proceeds, the base resistance is also mobilized. This procedure was used in two belled piles bored at the Experimental Foundation Field of the University of São Paulo, at São Carlos, Brazil. Both piles were 8 m long and had a shaft diameter of 0.6 m. The enlarged base had a diameter of 1.5 m and a height of 0.9 m. Twenty foam discs with a thickness of 20 mm each were placed between the enlarged base and the shaft of the pile. The load tests indicated ultimate shaft frictions of 28 and 30 kPa for measured settlements of 8.98 and 7.39 mm. Base resistance values at failure were 617 and 499 kPa, for a chosen settlement of 10% of the pile base diameter. The proposed approach seems to be straightforward, efficient and inexpensive.

The Port of Palm Beach is a full-service landlord port in Riviera Beach, Florida. The port and its tenants process more than $14 billion in commodities. About 80% of these are exports, which makes the Port of Palm Beach one of only 16 "Export Ports" in the U.S. More than 2.5 million tons of cargo move through the port every year. Ozinga, a fourth-generation family- owned construction materials company, has supplied ready-mix concrete for commercial, residential, public works, landscaping and excavation projects from several of its Florida locations. It planned to build a one-of-a-kind cement storage facility to receive and store international ship- ments of cement for transport to other facilities for the production of ready- mix concrete. Dome Technology, of Idaho Falls, Idaho, designed and constructed the 125 ft (38 m) diameter storage facility. The design and working volume of cement for the facility was just under 27,000 cu ft (765 m3). The design loads required to be supported by the foundation system are shown in this table:

This paper presents the underpinning and excavation support systems used for construction at 2100 L Street in Washington, DC. The excavation for the proposed building extended below bedrock, which presented significant challenges for underpinning the historic Stevens School, constructed in the late 1800’s. The Stevens School was underpinned using several techniques consisting of soil mixing below an unreinforced foundation, traditional hand-dug pits to rock, micropiles below rock, and bracket piles. The excavation support system for the remainder of the project consisted of soldier piles and lagging supported laterally by tiebacks and braces. Shotcrete and rock bolts supported the exposed bedrock. This paper will discuss the design, construction and monitoring results.

Cofferdam excavations have traditionally been designed with classical design methods that involve direct computations of active or apparent earth pressures. However in contrast to finite element methods, traditional analyses can not account for full soil-structure interaction. Because of their complexity, numerical analyses are performed almost exclusively by computers. Recent theoretical and computer advancements have made the use of the finite element method much more user-friendly and affordable. General information about the basics of the finite element method in geotechnical engineering and for cofferdam excavations is presented. While knowledge of all intricate theoretical and computational details is not needed, the designer should at a minimum be aware of the most important aspects of soil modeling. Most importantly, the designer must have sufficient experience to be able to judge the relative ?correctness? of vast numerical results produced by today?s software programs. Hence, the human factor is an irreplaceable component of finite element computations.

The design and construction of temporary working platforms for cranes and piling rigs is a high-risk activity. It requires the careful selection of the appropriate input parameters to obtain the correct load cases, as well as the application of robust and reliable design methods to assess the required thickness and stiffness of the working platform. The document introduces some of the most common and most relevant guidelines for working platform design which are currently used in Australia and New Zealand. The authors will also discuss the basic assumptions and considerations about load transfer from construction plant, debate ground risk, compare the applicability of different design methods for various ground conditions and suggest some common verification methods for working platform certification.

"The Commonwealth of Virginia is restoring and expanding its Capitol of great historic significance. Designed by Thomas Jefferson in 1785, it is the second oldest Capitol building in the United States. The building expansion required excavations immediately adjacent to its South Portico. The building, which rests on shallow brick footings, is very sensitive to any disturbance caused by construction and excavation. A comprehensive and secure plan of operations was devised by the design team to ensure that this national monument remains unharmed by the new construction. Various construction techniques were implemented to satisfy the strict movement goal of 0.25 inch and distortion of U2000. They consisted of jet grout columns to stabilize the upper soils, compensation grouting for future foundation leveling, a tied-back reinforced concrete diaphragm wall for excavation retention and foundations, and realtime instrumentation for monitoring. This paper describes the design approach for the retention system, providing information on the various construction phases and techn iques, and reports on the movements recorded by the real-time monitoring system during the course of the project. At the time of this manuscript preparation, and the deep excavation complete to final grade, the results indicate that the extremely restrictive building movement criteria have been met. The success can be credited to detailed design, close cooperation among the project team, prudent construction methods, and real-time monitoring. INTRODUCTIONThe Commonwealth of Virginia is undertaking a comprehensive renovation and expansion of the Virginia Capitol building located in Richmond, Virginia. The Capitol building was designed by Thomas Jefferson in 1785, with construction of the original building starting the same year. The Capitol building was designated a National Historic Landmark in 1960 and was listed on the National Register of Historic Places in 1966.A part of the comprehensive renovation and expansion of the Capitol is a 25,000-square foot, two-level subterranean extension on the south side of the Capitol building, which will serve as a new Visitor Center and public entrance for the Capitol. Deep excavations were required for the construction of the new Visitor Center. The excavation required a permanent retention system to accommodate an approximately 40- foot deep excavation."

The Biosolids Digester Facilities Project (BDFP) is located in southeast San Francisco. The jobsite is bounded by active Caltrain and Union Pacific Railroad tracks on the west side and the existing Southeast Treatment Plant (SEP) on the north, south and east sides. The existing SEP was constructed in the 1950s and portions of the facility have reached their operational life. The $2 billion BDFP will replace and relocate the outdated existing solids treatment facilities with more reliable, efficient and modern technologies and facilities. In addition, the nearby Bayview and Hunters Point neighborhoods will benefit from the improved odor control. MWH/Webcor, a joint venture, as the construction manager general con- tractor (CMGC) for the project. As part of an alternate delivery method set forth in the prime contract, the CMGC was permitted to propose the use of a core trade subcontractor partner for the SFPUC's approval to provide precon- struction services. The CMGC identified three major scopes (electrical, mechanical and foundation) where a core trade partner would be able to assist
