This paper addresses recent calls to study the role of the state in private regulation. Using an historical, organizational-field approach, I trace and explain the evolution of public debates and interaction of different forms of regulatory initiatives dealing with Canada?s mining industry. The empirical evidence presented calls attention to the interaction amongst different regulatory forms, as well as the conditions under which the state will encourage fragmented initiatives, rather than facilitate and catalyze regulatory strengthening and consolidation. As such, my analysis: problematizes the underlying assumptions used as a starting point by the growing literature on the role of the state in private regulation; connects and juxtaposes recent scholarship to more established literature on regulatory state failure and self-regulation. I also contribute to the discussion on Canada?s CSR policy, outlining the likely regulatory effects of the current policy framework.

This paper is one of a series pre-pared to study the role of fuels and reductants in metallurgical processes, especially from the viewpoint of Canadian requirements. The object of these studies is to provide a reason-ably authoritative interpretation on the interrelation of fuels in light of the considerable changes that have taken place in the Canadian energy field during the past few years. Previous papers in this group have dealt with the problem generally, and specifically in terms of the development of the iron and steel industry of Western Canada. These latter papers, presented at the Symposium on Iron and Steel in Western Canada held in Edmonton, Alberta, on September 8-9, 1959, surveyed the ferrous processes of interest for use in Wes tern Canada, especially with regard to solid fuel requirements. At that time it was evident that there was a need for a similar study of the fuels aspect of the non-ferrous metals industry.

"A set of experimental batch leaching tests studied the effect of pH, time, temperature, and stirring speed on the relative Cu, Co, Ni, and Fe leaching yields of an oxidized copper-cobalt ore sample in an aqueous hydrochloric acid solution. The results were statistically analyzed and modelled using the structural equation modelling method. Models showed that Cu, Co, and Ni leaching yields were strong functions of the leaching time and leaching temperature, whereas the Fe leaching yield depended on the leaching temperature, stirring speed, and pH. Under optimum leaching conditions yields were 99.8% Cu, 82.4% Co, 91.3% Ni, and 30.6% Fe.RÉSUMÉ Une série d’essais expérimentaux de lixiviation en bâchée ont été menés pour étudier l’effet du pH, de la durée d’attaque, de la température et de la vitesse de brassage sur les rendements relatifs de lixiviation du cuivre (Cu), du cobalt (Co), du nickel (Ni) et du fer (Fe) d’un échantillon de minerai de cuivre-cobalt oxydé dans une solution aqueuse d’acide chlorhydrique. Les résultats ont été analysés et modélisés statistiquement à l’aide de la méthode de modélisation par équation structurelle (SEM, de l’anglais structural equation modelling). Les modèles ont montré que les rendements de lixiviation du Cu, du Co et du Ni dépendaient énormément de la durée d’attaque et de la température de la lixiviation ; le rendement de lixiviation du Fe, quant à lui, dépendait de la température de la lixiviation, de la vitesse de brassage et du pH. Those connected with mining, prospecting, or mining geology in northern Ontario are familiar with the fact that it is a comparatively unusual thing to have assayed a sample for which the assay report shows no gold. Values of 20 cents to 80 cents per ton, or even higher, are extremely common. Whilst contamination by fluxes, faulty manipulation, or a desire, on the part of the assayer, to sugar-coat the pill for the client, may account for 20 to 40 cent values at times, it is un1ikely that they would a1ways do so. Exonerating the assayer from being necessarily at fault, what can be the cause of such a widespread distribution of gold (and silver) in minute quantities- of a dissemination .that, in the writer's experience, and so far as he is? aware, is not met with on a simi1ar scale in other parts of the world? Explanations that suggest themselves are, that the dissemination is due: 1. To a very widespread auriferous minera1ization, post-dating (epigenetic) the formation of the rocks in which it occurs. 2. To a general syngenetic distribution of gold in the volcanic rocks of Keewatin age that form so large a part of the sections of northern Ontario that have been prospected.

"Modular Mining's computerized LHD position monitoring and dispatching system commenced operation at the De Beers Finsch Mine in mid- J99J. A sophisticated blend of proven and new technologies links the dispatcher at the workstation console on the surface with the LHD operators several hundred metres below. The dispatcher allocates each LHD to a priority tip and loading drive based on instructions provided by the miners and shift bosses underground. LHD operators receive tip and loading drive allocations on the vehicle computer console which communicates data via a Leaky Feeder radio network. The operators interact with the console to notify the dispatcher of delays, breakdowns, and changes in tip and tunnel status. The underground terminal displays allow shift bosses to monitor the progress of the LHDs as they pass infrared beacons (IRs) located in the tips loading drives and rim tunnel main haulage ways. The terminals also provide on-line statistics for the current and previous shifts. Future enhancements include optimized dispatching and interfacing to a PLC system controlling ventilation. Further, token ring-based loop UHF radios are being investigated as an alternative to the Leaky Feeder data radio network. IntroductionFinsch first contacted Modular about an LHD monitoring and dispatching system in late 1988. At that time, Modular declined a request for a formal quotation but agreed to perform an engineering feasibility study. The study was issued in mid-1989 and confirmed Finsch's belief that an underground system could be developed with technology available at that time. A contract for the system was signed the following year and, in May of 1991, the system began operation. By the end of 1991, LHDs on both production levels of the mine were under the control of the system."

Clinton Creek Mine in west-central Yukon produced 0.94 million tonnes of fibre from 15 million tonnes of asbestos ore between 1968 and 1978. The mine closed in 1978. The deposit lies along the margin of a medium sized ultramafic pluton that intrudes schistose and gneissic rocks of the Yukon Metamorphic Complex. Country rocks are metamorphic equivalents of a mixed sedimentary and volcanic assemblage deposited during Precambrian or early Paleozaic time. Movement along the north west-trending Tintina Fault System probably caused the fairly high meromorphic grade that altered the original rocks to schists and gneisses. The ultramafic pluton hosting Clinton Creek Mine is one of several bodies that were emplaced along a deep seated imbricate fault system parallel to the Tintina Trench. Most of rhe intrusions were hydrothermally altered to serpentinite, bur apparently only the one at Clinton Creek contains commercial quantities of asbestos. The Clinton Creek pluton was probably injecred slowly at relatively low temperatures into the crustal rocks as a "mush" that cooled gradually, allowing sufficient time for serpentinization and chrysotile fibre crystallizarion.

"The Premier mine; owned by Silbak Premier Mines; Limited; is 14 miles from Stewart at the head of Portland canal. Development of the property began in 1918; and since chat time a very large amount of gold and silver as well as some lead and copper have been produced from the mine.The area in the vicinity of the mine is underlain by greenstones tuffs, and sediments of Mesozoic age, belonging to the Bear River formation of the Hazelton group. These rocks are intruded by a stock 2 miles in diameter, composed of orthoclase porphyry and called the Premier porphyry. It sends numerous sill-like and dyke-like tongues into the Bear River formation, and is intruded in turn by a granodiorite outlier of the Coast Range batholith. The orebodies occupy fractures and fracture or shear zones. Primary ore consists chiefly of pyrite, galena, and sphalerite, with some chalcopyrite. The upper 300 feet, or locally 600 feet, contained presumably secondary silver minerals."

"Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action.Through tighter control, ""insurance"" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.IntroductionA straight grate indurator, or pelletizing machine, consists of a continuo us moving train of pallets on which a feed stream of unfired, ""green"" pellets is deposited on a hearth layer o f fired pellets. This bed moves through several zones in the furnace where it is dried, preheated, fired and cooled by streams of gases which are pulled or blown through the bed by a series o f large process fan s. Control systems for straight grate plants are designed to maintain gas flow through the machine to ensure that sufficient time and heat are available to raise the temperature of the entire green bed to 1300°C where hematite bonding take s place.For the pas t two year s a new approach to control systems using microprocessor-based instrumentation has been designed and tested in an existing plant with a straight grate indurating furnace processing magnetite ore. The purpose of the test was to determine the most efficient operating setpoints for all levels of production above fifty per cent of design capacity. Through a combination of feed forward control, variable setpoints and additional loops, significant savings have been realized. Thus far the project has taught us much about control systems design and operation, energy utilization, and the process itself."

The objective of this paper is to outline the approaches used in British Columbia to address the challenges posed by metal leaching and acid rock drainage (ML/ARD). Challenges include the large financial costs, the need for site-specific assessments, the large information requirements, the need for mitigation measures to be designed and financed in a manner that permits long-term performance, the lack of long-term operating experience, the ongoing changes in many important processes, the need for pro-active detection and resolution of concerns, difficulties in predicting the potential for ARD or significant metal leaching, the need for new tools, and the multidisciplinary, highly specialized nature of the work. Consequently, mines must be planned, operated and closed in a manner that permits regular review, detailed monitoring and adaptive management. Proper consideration of the challenges involved, including a plan of how all outstanding concerns will be addressed, studies to address areas of significant uncertainty and caution in the absence of the required understanding, should ensure environmentally safe practices in the future.

"This presentation will provide information and facts on the drilling and blasting within a frozen shaft using a full face methodology. The Author will briefly discuss the history of the sinking of a frozen shaft in Saskatchewan, the challenges faced, and the solutions delivered. The case study will include a discussion describing the series of events that led to the decision to adopt a full face blasting methodology. The case study will describe key elements such as the drilling pattern, hole size and depth, explosive products and blast vibration monitoring systems. INTRODUCTION During the shaft sinking process at a project in Saskatchewan, it was recommended that a drill & blast benching method be utilized. Following an evaluation of the site, the geological conditions proved amenable to a ground freezing system that would stabilize the rock formations and prevent inflows of water into the shaft (Table 1).The shaft sinking process required that the ground surrounding the proposed shaft be frozen by drilling several near vertical freeze holes radially at a specified distance from the edge of the proposed shaft excavation. This would allow for the circulation of a chilled brine solution down the freeze holes. The circulation is achieved by means of stainless steel pipes encased within each other to provide a delivery and return conduit for the brine (Figure 1). As a result of this periphery freezing, the ground within the shaft excavation is also predominately frozen.The finished internal diameter of the shaft was 5.5 meters with varying overall excavation diameters to facilitate different liner designs used for various rock formations. For the most part, the fully unsupported/unfinished excavated diameter of the shaft varied from 6.9 meters to 8.5 meters depending on the zone excavated. The challenge was that the proposed drill and blast excavation method posed a significant risk due to the potential to damage the freeze wall and pipes during blasting. The decision was made to commence the excavation through mechanical excavation (i.e. chip and cut) methods then change to a drill and blast method utilizing a split benching design. Through this process, the team encountered five main challenges: 1. Sub-horizontal geological structures and slips that affected blasting performance and sometimes resulted in a sloping surface to the top of the bench; 2. Confined working area for the crews and equipment due to a limited work area as a result of utilizing the split (half) bench drill and blast methodology; 3. Mechanical chipping and cutting of the one-meter buffer zone to the final shaft diameter; 4. Crews working on extremely slippery uneven frozen rock and ice surfaces, which affected safety and efficiency; 5. Establishing a blast vibration monitoring system to determine if the drilling and blasting of the full shaft excavation diameter were acceptable."

"Abstract -The Magino gold mine is located 45 km northeast of Wawa, Ontario. There was limit­ ed gold production in the Iate thirties. The present operation was officially opened in October 1988 and produced gold until September 1992. It was a 635 tonnes per day, decline-accessed mine, with ore coming from several small blast hole and shrinkage stopes.The host for the gold is the Webb Lake granodiorite stock which was intruded into the Goudreau Lake Deformation Zone. This east-northeast-striking deformation zone overprints the generally east­ west-striking isoclinally folded metavolcanic and metasedimentary rocks, which make up the east end of the Michipicoten greenstone belt. The ore-shoots are controlled by dextral delatancy associated with the Goudreau Lake Deformation Zone. Shearing, bleaching and silicification accompanied the gold emplacement."

It has long been recognized that there are considerable difficulties connected with the physical and chemical explanation of shoots of ore. The literature of Mining Geology has frequent references to this subject; but the reasons given for the actual location of primary ore-shoots have been very tentative. In practice, the geologist or miner depends to a great extent on sampling and assaying to determine the boundaries of profitable ore within the mineralized zone. An ore-shoot is a portion of a mineralized zone which has a sufficient concentration of valuable minerals to make it ore. Ore deposits have been classified according to many schemes. There are classifications based on morphology and on genesis. However, it is also possible to classify hypo-gene hydrothermal ore-bodies in terms of ore-shoots or vice versa. A.-Ore-deposits in which the whole of the mineralized zone is ore, which is the same as saying that the ore-shoot extends throughout the mineralized zone. An example of this type of deposit would be the pyritic mineralization of Rio Tinto. B.-The second type would comprise those deposits in which the ore-shoots bear some relation to the geological structure of the area: all deposits in which 'bonanzas' occur in folds in the zone, at the intersection of veins along certain fault (or joint) features and other such controls. There are a great many examples of this type: (a) The Rhodesian copper lodes, where Bancroft and Gray have pointed out the association of the shoots of ore with drag folds. (b) A similar association has been pointed out by Faribault for some of the gold veins of Nova Scotia, e.g., Mount Uniacke. (c) The great bonanza of the Comstock lode in Nevada. C.-Deposits in which the localization of ore has been effected by the chemical character of the wall-rock. Examples of this type are the Fahlbands of Scandinavia, and the 'indicator' deposits of Ballarat, Australia. D.-Lastly, deposits in which there is apparently no structural and no chemical control.

"IntroductionThe purpose of sampling is to remove a portion of material from a stream which is representative of it in size, moisture and mineral content.To prevent the effects of segregation, generally caused by the way in which a conveyor, pipe or launder is loaded or directed, the sampler should cut proportionally the entire cross section of the stream.If one conveyor transfers to another at a right angle, fines may be dropped on the near side, and the coarse material thrown to the opposite side. Segregation can also occur as a result of the motion of a conveyor belt passing over the idlers causing the coarse material to roll to the sides of the belt.When slurry changes direction of flow in a launder or pipe, the heavier and coarser fraction will centrifuge to the outside of the curve and tend to remain on one side of the stream. Similarly, if two streams joining in a common launder are not mixed at the point of confluence, they will continue down the launder unmixed . This effect is particularly noticeable in a plastic lined launder.Therefore, a proportional sample is usually accomplished by a constant rate of cutter travel across the entire stream, making certain that the cutter is not full or splashing over before reaching the end of travel.The cutter should operate on a constant interval based on time, tonnage and uniformity of flow. The opening should be at least three times the width of the largest piece to be sampled. The cutter width is more critical with ore samples where particle sizes are large. With slurry samples, the opening is usually much larger than the minimum in order to obtain sufficient samples"

Evaluation of three dimensionally non-uniform strain distribution in rocks under various conditions such as in water or under freeze-thaw cycles is of significant importance to understand their complex deformations and fracturing mechanisms. For this purpose, we developed an image analysis method which can evaluate or “measure” the three dimensional (3-D) strain distribution in rocks. The proposed method utilizes the 3-D images of rock under initial and deformed configurations, which are obtained by some imaging techniques such as X-ray computed tomography (X-rayCT). In the proposed method, the obtained 3-D images are divided into multiple sub-regions of interest. For each sub-region, the strain is evaluated utilizing 3-D affine transform with unknown coefficients to be determined. In the first step, 3-D voxel level displacements at multiple representative points in each sub-region are computed by 3- D digital volume correlation technique between the comparison images and the initial-guess of the transform coefficients are obtained. In the second step, referring to the initial-guess of unknown transform coefficient, they were optimized in sub-voxel level by finding optimum digital volume correlation between the comparison images, which can evaluate the transform coefficients with higher precision. From the calculated transform coefficients, the strain was directly obtained through the spatial derivative of displacement based on affine transform. In this paper, along with the description of the proposed method, the evaluation of deformation in a lignite specimen due to immersion in water was presented as an application example. As the 3-D imaging technique, micro-focus X-rayCT was applied. The result showed that the induced dilatational strain field due to the initiation and extension of cracks in the specimen was clearly captured. Therefore, authors believe that the proposed method can be applicable to various problems in rock mechanics.

"INTRODUCTIONThis article documents the current non-metallic mineral s resources of Manitoba (Fig. I), and makes comparisons with currently producing deposits in North America and elsewhere in the world. Industrial minerals may lack the glamour of gold, silver or the base metals, but they contributed approximately 20070 to the value of Manitoba's raw materials, and even out-performed our petroleum industry, except during the oil boom of the early eighties (Fig. 2). Values per tonne of industrial commodities can be as high or higher than for base metal ores. Commodity prices (Canadian), listed in the February 1988 issue of Industrial Minerals magazine, are: talc $202.00 - $306.00, sillimanite $427.00; kaolin $69.00 - $270.00; garnet $175.00 - $250.00; and mica $405.00 - $540.00. The prices are converted to Canadian dollars using the prevailing exchange rates of February I, 1988. Some commodities are not sold by weight. Building stone, for example, is sold by the cubic foot. An average rough granite block, 4 ft by 4 ft by 8 ft, is worth approximately $2000 sitting on the quarry 1100r in southeastern Manitoba (Fig. 3).Thus, not all rocks that do not contain sulphides are worthless. Some may be extracted more profitably than either the base or precious-metal bearing varieties.Industrial Mineral CommoditiesThe commodities available in Manitoba are described in two categories: (1) those already in production that have additional development or expansion potential, and (2) those not in production logical information available at this time.Current Industrial Mineral ProductionThe commodities described herein are currently in commercial production in Manitoba (Fig. 4). These mineral products also have good market expansion potential provided additional geological and market research is conducted. "Cyanide is a well proven, effective lixiviant that has been utilised for centuries in gold extraction processes. Despite being used in close to 90% of gold processing plants, cyanide leaching is still being scrutinised due to its toxic nature. With governments tightening the regulations on cyanide management, and recently erected sites situated closer to community and environment, leach waste and tailings treatment has become increasingly important. Gekko Systems has worked with engineering companies and directly with gold producers to provide technical services and supply complete modular cyanide destruction (detox) systems for plants leaching both run-of-mine ore and high sulphide gravity and flotation concentrates. Although similar in principle, the different materials presented unique challenges in design and implementation. Similar to designing any section of a processing plant, the development of the cyanide destruction plant design began with laboratory test work to simulate the full scale operation. This paper focusses on the laboratory test work and how other critical factors such as geographical location, logistics, and local community play a role in the process design and construction. Two design and supply cases are discussed in this paper; one treating intensive cyanidation concentrate leach tails and one treating whole ore CIL tails. Although these plants both use the SO2/O2 process, each presented different challenges in laboratory testing and plant design, resulting in variations in final implementation including reagent choice, oxygen supply, and process control.INTRODUCTIONSince 1887, cyanide has played a large part in the beneficiation of gold from gold bearing ores. Cyanide is used to solubilise gold into solution, and is typically added in excess to maintain the leaching process. Some or all the excess cyanide can often be recovered and reused in the process however chemical destruction of cyanide is often necessary to manage cyanide levels in the tailings storage facility (TSF)."

"IntroductionTHE PURPOSE of this paper is to present .a summary of the evidence given before the Petroleum and Natural Gas Conservation Board in support of applications to it for permits to export natural gas from Alberta.I will attempt to be objective in my statements, despite the fact that my main interest in the hearings before the Board was to advance the interests of my own clients, the Westcoast Transmission Company, Limited.The hearing of the export applications •commenced before the Board in January, 1950, with the .application of the Westcoast Transmission Company. Joint hearings were commenced in September, 1950, and completed on December 14th, 1951. The Board heard evidence in support of six applications for export, one application to build a gathering system in Alberta, and three interveners, the .latter being the City of Calgary, the local gas companies, .and the coal interests, including both operators of coal mines and the Unions.The evidence comprised better than 8,400 pages, over two million words, and occupied 92 days before the Board.The Interest in Natural GasThe natural gas industry is one of the newer industries. It is not yet twenty years •old. In the United States, the expansion •of pipeline facilities has been phenomenal in the last fifteen years, and particularly in the last three years, when a total of over two billion dollars was invested in pipeline facilities. There are approximately 250,000 miles of gas transmission pipelines in the United States at this time, with additional lines constantly being pressed."

Japan Oil, Gas and Metals National Corporation (JOGMEC) has started an exploration program for Seafloor Massive Sulfides (SMS) in the EEZ of Japan, and launched an investigation program for mining, processing and environmental impact on SMS development. With regard to the mining aspect, the mining system consists of three units: a mining unit on the sea floor, an ore lift-up unit to surface, and a mining support vessel unit which has an ore unloading system that unloads onto a shuttle ship. Regarding the mining unit, JOGMEC and certain Japanese mining and machinery companies developed two types of state of the art mining testing tools. Excavation tests on the actual SMS site in the Okinawa Trough, south-west of Japan, were conducted in 2012. In these tests, the functions of the testing tools, such as cutting ore, moving on the seafloor and climbing up slopes having steeper than a 25 degree gradient, were confirmed. The physical characteristics of the ore, which are key parameters for establishing a mining system, are yet to be fully understood as the exploration program has been undertaken simultaneously. Hence, those examinations have been carried out by ground cutting experiments, analysis of drilling core data, and the like. This paper describes the outline of a proposed mining system, mining testing tools and results of the on-site mining testing.

"The Red Lake Gold Shore mine is 4/5 mile west of the town of Red Lake, Ontario, and a mile northwest of the Howey mine. It came into production in August 1936, and in a little over 2 years produced 21,099.58 oz. gold from 83,949 tons milled.An investigation of this deposit was made by the writer during parts of September and October, 1937t. The geology of the deposit is also discussed by H. C. Horwood(2) , and the characteristics of the ore were investigated by the Bureau of Mines, Ottawa (1).The orebodies are pipe like and close together, in a north-northwesterly trending zone of dykes, veins, and shear zones in a granodiorite stock, just south of a pronounced valley with a trend of N.65°E. believed to lie along a strong shear zone and fault . The dykes, veins, and mineralization are believed to have been successively emplaced along structures having three general trends and that were due to compressive stresses that alternated, at least four times, from west of north to east of north. In common with many other gold deposits, the gold mineralization here occurred late and followed the last east-of-north stresses.WALL-ROCKSThe mine is within the Dome stock, % mile from its southeast margin. Near the mine the rock is a pink hornblende-biotite granodiorite, grading within short distances, but not abruptly, into a dark grey variety. Near the workings at least, scattered small inclusions form about ½ to 5 per cent of this body. Most of them are fine-grained, angular, or partly rounded, greenstone fragments, but some have been partly granitized and feldspar has been developed in them."
