Introduction In presenting this paper the author wishes to state that the opinions here given represent only his personal views. A general survey of the subject has been attempted, but such deductions as may have been drawn are not necessarily endorsed by the Company with which he is associated. The aeroplane as an instrument of transport is yet a novelty, for it is only twenty-five years since man first flew. This statement, by itself, may be very deceptive, for compared with the steam locomotive or even the auto-mobile, this infant in industry has made some remarkable showings. The 'actual performance' speed-curve of aircraft plotted over a ten-year period is rising faster than the 'expectancy' speed-curve of 1924 indicated, and it should be noted that, today, the possibilities of 600 miles per hour provoke less scepticism than did the prophecies of 400 miles per hour only a decade ago. Commencing with the remarkable achievement of raising one man into the air, aircraft with an all-up weight of 14 tons are now in daily use on the British airways, and recently a non-stop flight of 5,340 miles was accomplished in an aeroplane, without refuelling. More true than ever is the statement that the records of yesterday are commonplace tomorrow, for new ideas are today seized on and exploited to the utmost once the period of scepticism and doubt has been overcome. In fact, so many new ideas have been brought forward, during the past few years, and applied successfully in our economic life, that one may well ask if today we are not a little too impatient, too exacting in demands, forgetting that real worth-while progress -is attained by no short-cuts.

Building off the enthusiasm generated by Credit Suisse First Boston on the potential benefits of an industry-wide effort to market gold jewellery, a group of gold producers, led by Randall Oliphant, CEO of Barrick Gold, decides to investigate the long -term impact of launching a significant marketing initiative to stimulate demand for gold jewellery. The group establishes an international Steering Committee representing producers of differing sizes, members and non-members of the World Gold Council. This Committee comprises representatives from AngloGold, Barrick, Gympie Gold, Kinross, Randgold, and Sons of Gwalia and is supported by the Australian Gold Council, the Gold and Silver Institute, and CSFB. The Steering Committee hires McKinsey to assist it by conducting an independent review of whether investment in a large-scale marketing initiative for gold jewellery would be effective in increasing demand for gold, and ultimately of significant economic benefit of the gold industry. Based on McKinsey?s review* and its own discussions with key stakeholders across the industry, the Steering Committee strongly believes the case for marketing is compelling and sufficiently proven to persuade the industry to undertake a major initiative over the next few years. The Steering Committee, supported by McKinsey, conducts briefings with a range of gold producers to share its findings and to understand producers? perspectives on an industry-funded marketing campaign. "Pitting corrosion inhibition of 304 stainless steel (SS) in groundwater with a ternary inhibitor mixture (phosphonic acid + bivalent cation + various surfactants) was studied with different environmental variables such as temperature, pH, dissolved oxygen and chloride ions. Critical pitting potential and corrosion potential were calculated for these test media using electrochemical techniques. Under the tested condition, the localized corrosion resistance of 304 SS was determined and the results are discussed. IntroductionPitting corrosion of metals and alloys is a major cause of failure in chemical processing desalination plants, scrubber for flue gas desulphurization (FGD) plants, water storage tanks and pipelines, petroleum refineries, etc.Heat exchangers and condensers in inland thermal and nuclear powerplants utilize groundwater as a coolant, but materials of construction are generally prone to localized corrosion.Localized corrosion attack can be initiated when the passive film on the metal is disrupted. The presence of certain aggressive anions such as chlorides (Cl-) can migrate to the actively corroding area and stabilize pitting corrosion. Attention has been focussed on improving the resistance of stainless steel against localizedcorrosion in aqueous environments.One of the most accepted methods of avoiding corrosion is by the addition of chemicals (inhibitors). Over the past two decades, some phosphonic acids have been explored due to their good corrosion inhibition efficiency and low toxicity (Fang et al., 1993; Karman et al., 1998; Rajendran et al., 1998; Gopi and Rajeswari, 2000a). Bivalent cations like Zn2+ are often applied as additives to inhibit the metal dissolution (Sekine and Hirakawa, 1986; Aruna Bahadur, 1998)."

"The word ""instrumentation"" has expanded from its original meaning, which in engineering perhaps referred to measuring apparatus alone. In its broadest form, it now includes sensors, display instrumentation, standard pack-aged controllers and, most recently, the use of stored program computers for on-line process control. The paper traces the evolution, in tutorial form, of the successive application of mechanization, measurement instrumentation, automatic control, central operating systems, programmed control, process computer control, direct digital control and, finally, hierarchies of computers used for process control and corporate management as a fully integrated business system. In the field of industrial minerals, the cement industry has seen the most widespread acceptance of these techniques. Computer control has been accepted as the way of life for the blending of chemical materials and for on-line control of the cement kiln. Accordingly, the cement application is selected for further presentation in the paper. This illustrates the trend progressing from control of single loops on process variables toward the objective of total control of the product quality. The economic justification for instrumentation, centralized control, automatic control and computer control is .discussed with reference to savings in fuel, maintenance, operating labour, depreciation, power and product quality improvements."

"Flotation circuit of the Sarcheshmeh copper mine processes 41,000 t/d of ore at 0.9% Cu. Chalcopyrite and chalcocite are the main copper bearing minerals which are concentrated in three stages of roughing, cleaning and recleaning. Due to major changes in the reagent addition regime, make-up balls combination, and throughput to the primary mills an increase of 2.6% (from 87.2% to 89.8%) in the sulfide copper recovery was obtained during a period of six years. In order to investigate a rather large variation of monthly recovery (i.e., from 89.0 to 91.2%) of the plant after implementation of the changes, a study was undertaken to trace mineralogically possible causes of such a behavior. During a five-month period, monthly composite samples of feed and tailings of the flotation circuit were taken. At the first stage, the polished sample preparation method and the mineral counting procedure were optimized through a detailed study. Liberation degrees and types of locking of valuable minerals in both streams were determined in three size intervals of +75, +38 and –38 microns. It was found that for both recovery levels (i.e., 89% and 91.2%), there was no significant difference in the liberation degrees of valuable minerals in the flotation feed; the average liberation degree was 57.1% with a standard deviation of 3.1%. On the other hand, in the case of high recovery level (i.e., 91.2%) there was a reduction of 15% in the amount of free valuable minerals in the tailings stream. The highest reduction was found for the -38 micron size range in particular for chalcocite. It was concluded that compared to the grinding circuit the change in the flotation circuit had the significant effect on the plant recovery increase.INTRODUCTIONThe Sarcheshmeh copper ore body contains 1 billion tonnes averaging 0.90 % copper and 0.03 % molybdenum. It is located southeast of Iran and currently processes 41,000 t/d of ore. The concentrator has been in operation since 1982. Last year, the concentrator produced 130,000 tonnes of copper and 4,000 tonnes of molybednite concentrate. An expansion to the plant which will increase the throughput by 50% is under construction and will be effective in 2003.After three stages of crushing, the ore with a F80 of 12.7 mm is fed to 8 parallel ball mills in closed circuit with cyclones to produce a product 70% finer than 75 microns. The concentrate of the first stage of flotation is reground and the tailings constitute the main component of the plant final tailings. A concentrate with an average grade of 30.5% Cu is obtained after cleaning and re-cleaning stages. At the present time, the average sulfide copper recovery of the plant is 89.8% which varies depending on the operating conditions and ore type."

"The mining industry continues to remain challenged. Lower commodity prices, increasing labor costs and more importantly diminishing reserves are amongst some of the primary factors contributing to the difficulties faced. Ore sorting technologies have demonstrated their potential to improve the downstream beneficiation performance. The general processing route sees all primary crushed material milled for liberation and then processed in accordance with characteristics of the gold therein, i.e.: refractory golds would require direct leaching or oxidation whilst free gold would follow the conventional cyanidation process, after gravity concentration. Ore dilution increases the associated operating costs within each stage of this process. The opportunity to process the same throughput at a higher grade can only be achieved through pre-concentration. Sensor based sorting has been examined on numerous occasions by various gold producers. Test work carried out on different bulk low grade gold ores has shown the successful applicability of ore sorting to remove waste, whilst maintaining high recovery rates of gold. The results of a combined XRT/Laser sensor sorter have shown grade improvements of over 300% from feed grades of 0,25g/t to 1,15g/t at gold recoveries of 66% and waste ejection rates of 85%. This paper presents some of the results from the work undertaken by STEINERT with respect to gold sulphide ore sorting and presents a modelled financial scenario, which can enable a company to target and reclaim low grade ores.INTRODUCTION The mining and minerals processing industry presents with many different challenges including, volatile commodity prices, increasing labor costs and more importantly diminishing reserves. Conventional processing routes will continue to play a crucial role in the beneficiation process, however innovative methods of reducing operating costs and optimizing on the overall circuit performance is where technologies such as sensor based sorting come into the fore. Sensor based sorting as a dry mechanical process not only reduces water consumption by eliminating unnecessary waste but also reduces the requirements for reagents in the downstream processes. Sensor based sorting under dry conditions presents a highly efficient alternative to wet pre-concentration methods such as dense medium separation (DMS)."

THE PRESIDENT (DR. C. B. KINGSTON, member C.l.M.M.) expressed regret that neither of the authors of the paper was able to be present to submit the paper in person. In their absence, it would be introduced formally from the Chair. It was a clear, straightforward account of a fine piece of shaft sinking, cleverly conceived and boldly executed. He referred briefly to the distribution and nature of the Dome ore-bodies and stated that, for both the miner and the metallurgist, the mine had provided a wide range of problems of unusual interest. Discussion on the paper was then invited. MR. THOMAS PRYOR said the paper was most opportune, because the subject of internal shafts did not appear to be fully treated in current mining literature. Many members were not familiar with Canadian gold deposits and it would be of interest if the authors could give a brief description of the location of the ere deposits of the Dome mine. This information would doubtless explain why a new internal shaft was needed in a position which required such an exceptionally long cross-cut to connect it to the main hoisting shaft to surface. It would also add to the value of the paper if the authors would give some idea of the duty expected of the new shaft in terms of tons of rock hoisted and of trips engaged in the transport of men and materials, and it would be helpful if figures could be given of the total capital cost of the hoists and subsidiary excavations at the shaft top, and of the cost per foot for sinking and lining the shaft below the collar. Turning to details of the paper, one was favourably impressed by the care given to the provision of a good travelling way for men in the main cross-cut, as shown in Figure 1. It was by no means always that one could walk in comfort and safety in a working where there was a 20-in. ventilating pipe in the roof.

Conflict over mineral development and its impacts on indigenous peoples occurs in many countries around the world. Canada, Bolivia and Peru have experienced mine development for centuries in areas where indigenous communities have been and continue to be affected by the mining industry. On a global basis the mining industry continues to face the challenge of implementing meaningful consultation programs with indigenous peoples. Many governments around the world have adopted sustainable development as a policy and one important element of sustainable development is minimizing social conflict. John Moffet and Francois Bregha (Moffet & Bregha, 1996), in their analysis of the role of law reform in promoting sustainable development, noted that stakeholder participation can reduce this type of conflict. Social conflict can result in expensive litigation and costly project delays for mine developers. Meaningful consultation with indigenous peoples in areas where mine development is proposed can be a critical factor in securing a social licence to operate. A report released by the United Nations in 2005, outlined the elements of a concept called ?free, prior informed consent? (FPIC) that promotes more sustainable development. FPIC provides that mineral exploration and mining should not proceed unless the mining company has secured the consent of the relevant indigenous group(s). This paper employs a comparative approach to evaluate the extent to which three active mining nations, Canada, Bolivia and Peru, require consultation with indigenous residents and adhere to the principle of FPIC. The comparative approach assists in the identification of those consultation elements in the legal regimes of each country that can minimize social conflict in mineral exploration and mine development and therefore contribute to more sustainable development. First, we examine the legal requirements to consult with and accommodate indigenous communities in Canada, a country with a long history of mineral development over a large geographic area that has entrenched in its Constitution the protection of indigenous peoples? rights. We then turn to an analysis of Bolivia, one of the most indigenously conscious mining jurisdictions that has followed the Canadian lead in entrenching constitutional protection for indigenous peoples. Third, the approach to consultation with indigenous peoples in Peru, a nation that has not adopted the Canadian and Bolivian approaches to constitutional protection of indigenous peoples rights, is considered.

A key point in the manufacture of cemented backfill is the dewatering and settlement of the total tailings product. A new technology characterized by rapid non-mechanical settlement of total tailings has been developed based on a large number of laboratory and field tests, where dynamic settlement and continual slurry preparation of total tailings in a vertical sand silo are realized by the addition of an effective flocculating agent named NPA. It has been shown that the sedimentation velocity of the interface between total tailings and water after NPA was added is 10 to 20 times higher than that without any flocculating agent, that the mass fraction of sand slurry deposited at the bottom of the vertical sand silo reaches 70%, and that the solid particle content in effluent waste water meets national water quality standards. The simple devices used to add flocculants have little deleterious effects on the current preparation tank and have been tested in an industrial environment. The processing cost of total tailings by the new technology is only 10% to 20% of that required for mechanical settlement.

The Flin Flon mine is at present hoisting 5,000 tons of ore daily. In 1943, a peak production of 6,188 tons daily was maintained. Before discussing secondary blasting, it is felt that a short review of stoping procedure will be of value. A list of papers dealing with various phases of the mining operation is appended. Stoping Practice Stopes vary in width from 30 to 150 feet, in length from 200 to 450 feet, and in height from 200 to 500 feet. A typical stope would be 300 feet long, 300 feet high, and 90 feet wide. The dip of the orebodies varies from 60° to vertical, with an average of 82°. The ore is heavy, having a specific gravity of 4. Both sub-level benching and radial drilling are practised. Blast-hole diamond drills are responsible for 85 per cent of the total production. Two sizes of hole are drilled at present, 11 7 6 -inch and 1%-inch. For bench drilling, the burden on the 1 7/16-inch hole is six feet, with holes on 8-foot staggered centres; in radial drilling, the burden is six feet, with nine feet between the toes. The burden on the l 5/8-inch hole is eight feet with holes on 11-foot centres, or 13 feet on the toe of fanned holes. Holes are blasted with two No. 8 instantaneous electric caps per hole, using 403 Polar Forcite. A powder charge of 0.15 pounds per ton is used, with a tonnage factor of 5 and 6.4 per foot drilled for the two sizes. Two rows of holes are blasted together. Fragmentation is satisfactory with the above drilling pattern and powder charge. However, some overbreak and fall-off locally results in oversize material. It is estimated that, after primary breaking, 75 per cent of the ore will pass through the grizzly openings and 15 per cent will pass the draw points, leaving 10 per cent that must be broken further to pass the draw points.

"CONSTRUCI'ION OF SHERRITT'S CONCENTRATORSSherritt Gordon is operating two mills north of the 56th parallel, and is presently engaged in building a third. The author was closely involved in the design and construction of all three of these concentrators.The Lynn mill is the oldest of these three concentrators-it is a 4,000 ton per day nickel-copper plant built in 1953. The Fox mill is a 3,000 ton per day copper-zinc concentrator built in 1970. The Ruttan mill will be a 10,000 ton per day copper-zinc plant scheduled to go on line in July 1973.LYNN MILL The Lynn mill including the crushing, concentrating, drying and load out plant is about 69,700 square feet or 17.4 square feet per ton per day. '!his plant was originally built in 1927 at Sherridon, 150 miles south of Lynn Lake, as a 2,000 ton per day copper-zinc plant. In 1952 the plant was moved by tractor train to Lynn Lake. The whole plant was re-oriented within the original perimeter walls as a 2,000 ton per day nickel-copper plant. This plant was expanded to 4,000 tons per day by the addition of t1-Jo rod mills and a 5-1/2 short head crusher in 1959.The Sherridon mill processed its last ore in Sherridon in September 1951 and the first load of nickel concentrate was loaded at Lynn Lake on November 9, 1953 when the railroad arrived at Lynn Lake.The site for the Lynn Lake mill was cleared of overburden in the summer of 1952 and foundations for structural steel and SO!l8 equipment foundations were poured the late summer and fall of 1952 • Steel was erected from January to June 1953. Most of the equipment came in from January to March of 1953 by tractor sleighs. Sane sleighs upset but no equipment was lest through the ice."

"Abstract -Biotite from aplite that appears to have crystallized simultaneously with disseminated Cu-Mo mineralization at MacLeod Lake in northern Quebec yields K-Ar dates in the range 2032 ± 44 Ma to '2f1:)1 ± 47 Ma. The mean value, 2065 Ma, is some 400 Ma younger than the 2485 ± 64 Ma date obtained from a hornblende concentrate separated from a granodiorite sill that is spatially, but apparently not genetically, associated with the disseminated Cu-Mo deposit. The mean biotite date of 2065 Ma at MacLeod Lake, a K-Ar date of 2055 Ma reported from an area 50 km east of MacLeod Lake and published dates of about 2000 Ma for galenas from the Chibougamau Cu-Au ores, suggest a widespread thermal and mineralization event, in that part of the Superior Province east of James Bay, that differs from the common late Archean mineralization that is related to volcanism and metamorphic-intrusive activity.Sommaire - Les datations au K-Ar sur des biotites qui auraient cristallisé en même temps que la minéralisation disséminée en Cu et Mo dans une aplite mise en place au Lac MacLeod, au nord du Québec, s'échalonnent entre 2032 ± 44 Ma et '2f1:)1 ± 47 Ma. In the mining industry, as in other business, one of the more satisfactory results of sincere but cheerful effort lies in the proper completion of undertakings and problems, which, to be successful, must continually hold the interest of all concerned in the work. In most undertakings, genuine interest and satisfaction is largely dependent on the proper appraisal of opportunities presented, and the opportunity to associate ourselves with sinking operations at McIntyre central shaft, from the surface to a depth of 4,133 feet, was genuinely appreciated. This opportunity was made possible by the previous persistent and successful leadership of Mr. J. P. Bickell, President, with the assistance of his associates, and of the general manager, Mr. R.J. Ennis, in the development of the McIntyre Porcupine mine, and I beg to state that any success in this sinking operation was very largely due to the congenial co-operation and splendid workmanship of Captain Martin C. Horne, his shift bosses, leaders, and all those who worked with us . Our slogan throughout was " Safety First for Pleasant and Efficient Workmanship," and this general policy made it possible to sink and timber 2.,123 feet during the first year without a serious accident.

"The Pogo project is located on the Goodpaster River, 38 miles north of Delta Junction in east central Alaska. Sumitomo Metal Mining and Teck Corporation are planning to develop a 2,500 ton per day underground mine and mill at Pogo. A preliminary resource of 5.5 million ounces of gold has been identified in two flat lying lenses. An underground adit has been developed to facilitate underground drilling of the deposit and to provide samples for bench and pilot scale metallurgical testwork.Flowsheet development included the evaluation of several processing options. The final flowsheet selected includes SAGhall mill grinding, gravity concentration with intensive cyanidation and direct electrowinning, sulfide flotation with ultrafine regrinding, and cyanide leaching and CIP gold recovery from the flotation concentrates. Flotation tailings will be filtered for placement in a dry stack storage facility or disposed of as paste backfill underground. All of the CIP tailings will be disposed of underground as paste backfill. A pilot plant was carried out to evaluate the proposed flowsheet described above and to confirm the gravity recovery predictions.Great care was taken in the development of the flowsheet and site layout concepts to mitigate the environmental impact of the proposed operation. An overview of the site water management concepts is presented and the impact of water issues on the process flowsheet is discussed."

"Adopted in 2003, theses guidelines are intended to assist the Qualified Person(s) in the planning, supervision, preparation and reporting of mineral resources and mineral reserve estimates. The report is divided into two broad sections “General Guidelines” appropriate for most metals and “Guidelines Specific to Particular Commodities” for potash, industrial minerals, uranium and coal. “These guidelines are reference in the Companion Policy of NI 43-101 with a statement that a qualified person classifying a mineral deposit as a mineral resource or mineral reserve should follow them.”Executive SummaryThe following is a summary, in table format, of the main elements of the Estimation Best Practice Committee's report ""Estimation of Mineral Resource and Mineral Reserve Best Practice Guidelines"". While the summary table is provided for convenience, the Committee recommends that the report be read in its entirety and the table summary not be used as a stand alone document. These guidelines are not intended to be either prescriptive or exhaustive. They do not preclude innovation. Preamble: These guidelines have been prepared by the Canadian Institute of Mining and Metallurgy and Petroleum (CIM) led Estimation Best Practices Committee. They are intended to assist the Qualified Person(s) (QP) in the planning, supervision, preparation and reporting of Mineral Resource and Mineral Reserve (MRMR) estimates. All MRMR estimation work from which public reporting will ensue must be designed and carried out under the direction of a QP in accordance with National Instrument 43-101 (NI 43-101) and related forms. A QP is defined in NI 43-101 as ""an individual who is an engineer or geoscientist with at least five (5) years of experience in mineral exploration, mine development, mine operation, project assessment or any combination of these; has experience relevant to the subject matter of the mineral project and technical report; and is a member in good standing of a professional association"". Disclosure of MRMR estimates is to be made in accordance with industry standard definitions approved by the CIM (the CIM Standards adopted by the CIM Council in August 2002) which have been incorporated by reference into NI 43-101."

Recent advances in underground communications technology have demonstrated the feasibility of teleoperation and automation in underground metal mines. One major challenge lies in the automation of underground mobile machines from surface, with the potential to reduce significantly the need for human involvement in underground operations. This paper reviews the evolution of underground metal mining automation, principally related to the development of teleoperation and automation of mobile mining machines. Examples of prototype systems are given and the associated benefits that have been observed are reviewed.

Those who have followed the geological developments in connection with the copper deposits of Quebec will recall that on many properties the sulphide bodies occur as replacements of fault breccias or tuff breccias, and exhibit a pronounced distaste for the more massive lavas. At the same time the rocks around the ore-bodies are profundly altered, first by addition of silica and sericite, later by conversion of these minerals into chlorite. It has been known for some years that at the Amulet and Waite-Ackerman Montgomery mines these conditions do not prevail. At both mines the ore-bodies are replacements of massive lavas, and at the Amulet they are associated with a very peculiar rock christened ?spotted dog', or 'dalmatianite'. Accordingly, when in 1929 the writer had the opportunity to make a further examination of these properties, two problems presented themselves for solution. The first was to determine, if possible, the conditions under which massive lava, rather than breccia, is replaced by the sulphide masses; the second, to find out the exact nature of dalmatianite and its relations to the sulphide bodies. The first of these problems is believed to have been solved; the second has been found very complex, and will require further work before it is satisfactorily settled.

"In early 1987, the Patience Lake potash mine near Saskatoon, Saskatchewan, was closed due to uncontrollable floodingWater inflows were first encountered during routine mining in 1975 at the south boundary of the mine lease. Underground grouting and construction of bulkheads limited the flo but did not completely stop it. Subsequent seismic surveys showed that the mine had approached the edge of a large collapse structure in which the salt and potash had been partly dissolved and removed by groundwater.In 1986, the small flow into the mine started to grow. Despite renewed grouting, the flood increased and outstripped pump capacity. The grouting program temporarily slowed the inflow but was unable to stop it. Eventually, from seismic and drilling evidence, it became clear that the water source was an extensive system of vertical fractures which would be impossible to seal by drilling and grouting from underground. A new plan to install 14 bulkheads underground would have sealed the water source from the rest of the mine but the construction program could not be completed before rapidly increasing inflow threatened to fill the mine. The underground mine was closed and a new solution mine started in 1988."

The Rexspar uranium deposit is located approximately 5 kilometres south of Birch Island, B.C. Three separate zones of commercial-grade uranium mineralization mineable by open pit have been outlined. Uranium and fluorite-celestite mineralization occur in a trachytic member of alkali-feldspar porphyry, lithic tuff, tuff breccias and pyritic schist conformably interlayered with a succession of strongly deformed greenschists and fragmental rocks that are, in large part at least, of volcanic origin. The age of these strata is not precisely known, but they are considered as part of the possibly Mississippian Eagle Bay Formation. Commercial-grade uranium mineralization is always associated with fluorphlogopite-pyrite replacement of the trachytic unit and is contiguous to, but separate from , a zone of ore-grade fluorite mineralization. In all zones, ore occurs in lenses of variable thickness and lateral extent, which lie parallel to the schistosity of the trachytic rocks and surrounding greenschists. The principal radioactive minerals at Rexspar have been identified by other workers as uraninite, uranothorite, bastnaesite, torbernite and metatorbernite. Considerable amounts of thorium oxide and widespread rare earths have been reported from all three radioactive zones. The geology of the deposit suggests that the trachytic rocks represent a highly differentiated intrusive-extrusive system in which fluorphlogopite, pyrite, fluorite and uranium-bearing minerals were deposited late in the evolution of the system by deuteric, volatile-rich fluids. The considerable amounts of thorium and widespread rare earths associated with the uranium tend to support the thesis that this element is of primary origin rather than secondary.

"Since the 1980s, China has become the predominant producer of REEs. Recently, it introduced REE export quotas and this started a world-scale REE exploration rush. REE resources are concentrated in carbonatite-related deposits, peralkaline igneous rocks, pegmatites, REE ± P veins, ion adsorption clays, placers, and some deep ocean sediments. REEs could also be derived as a by-product of phosphate fertilizer, U processing, Ti-Zr-bearing placers, and exploitation of Olympic Dam-type sub-type of IOCG deposits. The ideal REE development target would be located in a politically stable jurisdiction such as Canada. REE grade and tonnage, mineralogy, and permissive metallurgy are some of the key technical factors that could be used to screen projects. INTRODUCTIONAccording to the International Union of Pure and Applied Chemistry (IUPAC), the term “rare earth elements” (REEs) encompasses yttrium (Y), scandium (Sc), and the lanthanide series: lanthanum (La), cerium (Ce), praseodymium (Pr), neodymium (Nd), promethium (Pm), samarium (Sm), europium (Eu), gadolinium (Gd), terbium (Tb), dysprosium (Dy), holmium (Ho), erbium (Er), thulium (Tm), ytterbium (Yb), and lutetium (Lu). This definition is used throughout this paper.REEs are subdivided into light (LREE) and heavy (HREE) categories. LREEs include, Sc, La, Ce, Pr, Nd, Sm, Eu, and Gd and HREE include Tb, Dy, Ho, Er, Tm, Yb, Lu, and Y. Promethium (Pm) does not occur in nature. Concentrations of individual LREEs in the upper crust of the Earth are comparable to those of base metals. Even the least abundant REE (Lu) is about 200 times more abundant than gold.The production of REEs, reported in the form of oxides (REOs), for 2011 is estimated at 140 000 t (Figure 1a). Although high technology industries can substitute several REEs with other materials, these substitutes are typically more expensive or less effective than the REEs they replace. A number of countries, including the United States, consider several REEs essential for national security, their economy, and a general reduction in green house gas emissions. The forecasted demand for individual LREOs is much higher than that of HREOs (Figure 2). Dy, Eu, Tb, Nd, and Y are essential for the US economy and subject to predicted supply disruptions (U.S. Department of Energy, 2010)."
