The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The work described herein is the opening phase of an extensive system of underground excavation undertaken under contract with a Malayan authority.The specifications called for the lining of all tunnels in earth or broken rock with circular segmented cast iron lining, similar to that of the London tubes, and it is the installation of these linings which it is proposed to discuss.Owing to the long deferred delivery quoted and the obvious need for speed of access to the internal installation, it was decided to defer driving the completed circular section and substitute two small timbered headings.These could later be opened out in turn to full section and lined without prejudice to traffic, since both of them had access to the internal workings.NATURE OF ROCKThe rock series through which the circular sections were driven consisted of:(a) A wide zone of intrusive porphyritic granite, consisting generally of orthoclase phenocrysts in a ground mass of micro pegmatite. This area showed advanced weathering, varying from a stage showing slightly tinted kaolin containing approximately 20% of small boulders to one of ultimate decomposition to pure kaolin;(b) A narrow zone of weathered augite diorite, consisting of rock masses of a maximum weight of some 100-150 tons, isolated by clay seams up to 1 ft. 6 in. in width.The whole area was in a state of quasi-hydrostatic equilibrium, which resulted in heavy pressure immediately after excavation. Freshly broken faces would appear to be quite solid but, within a few minutes, would commence to sweat and "slab off" under pressure and, unless support was placed promptly, the whole face would burst out and run from above. Mucking was slow, owing to the plastic nature of the clay and the ease with which it puddled into slurry.In zone (b) a good deal of trouble was experienced because of the fact that the somewhat heavy blasting necessary tended to cause movement of the large rock masses. Subsequent scouring out of the supporting clay bands by the waterflow permitted settlement of the ground on to the timbers and many reinforcing sets were therefore required.The timbering of the pilot headings and its relation to the cross-section of the circular tunnels is shown in Fig. 1. A study was undertaken to quantify the differences in performance between a full-length encapsulated cable bolt and a partially encapsulated cable bolt. Much research has been reported on the differences in cable bolt design and operational parameters such as borehole diameter and grout type with much of this based on the Laboratory Short Encapsulation Pull Test (LSEPT). However, there is a gap in knowledge surrounding the effect of anchorage length on load transfer and cable bolt performance particularly with respect to the role of the bulb in modified cable bolt designs. The objective of this study was to expand the existing knowledge base of cable bolt performance with the intent of developing a revised design criterion. Alongside a comprehensive review of current cable support theory, design and practice, a series of pull tests was undertaken to compare each anchorage method using a high capacity modified cable bolt. The results serve to confirm earlier work on fully encapsulated anchorage. Both the peak load capacity and stiffness of the fully encapsulated cable bolt were nearly double that of the partially anchored cable bolt. When the tests were repeated in an oversized borehole, while there tended to be more variation in performance, there was little significant difference in the mean results. In addition to anchorage length, there are other factors that contribute to cable bolt performance including in order of sensitivity: embedment length, water-to-cement ratio of the grout, type of grout and borehole diameter. The train haulage system being designed for PT Freeport Indonesia’s Grasberg Block Cave (GBC) will be located within the mine at an elevation of almost 3000 m above sea level on the west side of the island of Papua, Indonesia. The developing block cave is beneath the active Grasberg Open Pit and will transport 160 000 t of ore per day from multiple chute galleries to the underground crushing plants. The design entails 28 km of rail and 119 ore chutes, which will be brought online over the course of ten years.The train haulage system will be driverless and fully automated. Sequentially, the system includes remote controlled rock breakers at the top of the chute grizzlies, followed by remote controlled chute loading of the trains, then autonomous train haulage and autonomous unloading. An overhead catenary system (OCS) will power the locomotives, which are equipped with on-board batteries to drive through the loading and unloading sections. Service locomotives with drivers move material-laden freight cars in and out of the service shaft, destined for workshops, the magazine and batch plants. Service locomotives are also used for haulage level maintenance. Highly reliable and redundant control and communications systems are required to manage 12 trains in simultaneous operation.This paper provides an overview of the train haulage system’s technical complexities and the associated support systems interactions. Complex gold deposits are generally characterised by variable geometries, strong structural controls on grade distribution and a high-nugget effect. The use of diamond drilling and fire assays in this environment often results in an understatement of grade. Bulk samples are likely to be the closest estimators of true grade, and may be required to evaluate geological/grade risk during resource estimation/feasibility studies. Any bulk sampling program requires appropriate planning and implementation. The planning stage should attempt to delimit the extent and nature of mineralisation; characterise mineralogy and metallurgical properties of the ore; and define bulk sample size and how it will be sampled/processed. The approach to sample processing will be governed by the results of metallurgical testing and geological knowledge. Careful design of sampling protocols must be undertaken through material characterisation, understanding of gold particle sizing and the application of GyÆs Sampling Theory.

The Argentine pyroclastic loess arevulcanogenic deposits, which have their sources in the circumnpacific rim. The object of this work is to realize a de-tailed mineralogical characterization of this sediments, to use it like a geo logic outline which regiters discordance or similarity in them, The sampling zone extend from 714N-4125 to 622W-339S. The descriptions of these sediments was considered like basic, mesobasic or acid rocks. The basic sediments, looking like andesite-basaltic composition, are fill-ing the andean valley. The mesobasic one have a similar composition with a pyro-clastic dacite rock, and have been found in marshy pleistocene sediments in the intermountain valley and in the pampeana prairies. The acid ashed conform rhyoda-cite-rhyolite sediments which form the pampeana loess covers in the prairie.

La Colosa, Colombia is a large gold-porphyry deposit currently undergoing feasibility studies by AngloGold Ashanti. This period of development allows the opportunity to apply innovative and emerging testing and modelling methods to provide a predictive geometallurgical recovery model for the deposit. By partnering with the AMIRA P843A Geometallurgical Mapping and Mine Modelling (GeMIII) research project, the geological and mineralogical data are analysed with respect to liberation and recovery methods. This will allow the variability in the geology and mineralogy of the deposit and key relationships recognised in the data to be included in the development of a model to help predict recoveries of the gold. Many aspects of the gold mineralisation such as gold paragenesis, associations, grain size and texture are determined and analysed using optical microscopy, Mineral Liberation Analysis (MLA), and laser ablation (LA-ICP-MS). At La Colosa the gold has been located in sulfides (eg pyrite, pyrrhotite, and chalcopyrite), silicates, along silicate phase boundaries, and among the pyrite-rich intermediate argillic alteration. Further testing and analysis will also determine if ‘invisible’ gold is present in the pyrite, pyrrhotite, and chalcopyrite. Recovery methods can also be determined and tested after combining the results of mineralogy tests with other data (eg results of comminution tests). Indices for the mineralisation and recovery are developed using image analysis and analytical testing. These indices are correlated with recovery data from the company to develop a predictive block model for recovery. The goal is to develop cost-effective, efficient methods to analyse the mineralogy and geology of the deposit; understand the variability in the mineralogy, geology, and recovery; and construct a predictive geometallurgical recovery model.

The New Zealand Minerals Industry is small but growing. Over the next 10 years it will be facing stiff international competition for skills to support this growth, particularly from Australia who are forecasting that a further 70 000 people will be employed by 2015.   The value of commodities mined and quarried in NZ continues to increase; and the value of coal, metals and industrial minerals production reached $1.505 billion in 2006, an increase of 15 per cent on 2005. Production increases will continue à. Latest Crown Minerals statistics show that national prospecting and exploration expenditure rose to $29.9 million in the year ended March 31 2006 û an increase of 46 per cent from the $20.4 million spent in the March 2005 year. The equivalent 2001 year expenditure was only $2.48 million.   The industry already experiences difficulty in recruiting the people it needs with ongoing demand for skilled underground miners, trades people, and mining professionals. This discussion paper will outline the national context with regard to labour, skills and training. It will suggest options and provide an opportunity for conference participants to discuss the way forward.

TIMBER supports for large underground cavities are temporary expedients until the permanent filling can be put in. Nevertheless, timber supports are very necessary in some form. The general problem is to support the cavity in all directions withthe minimum of timber, disposed in the strongest way. The simplest way of filling an irregular space with timber sets is to form triangles.The right-angled isosceles triangle (Fig. 1) leads to the true square set, in which caps are equal to struts. The right-angled unequal-sided triangle and the scalene isosceles triangle (Fig. 2) lead to the oblong square set, where caps are longer than struts.The scalene triangle (Fig. 4) leads to the rhombic or oblique set. The equilateral triangle leads to the hexagon set (Fig. 3), in which the caps and struts are all equal. These five plane figures, the triangle, square, rectangle, rhomb and hexagon, are the only figures that will completely fill any irregular plane figure, without interstices. Hexagon sets were first suggested by the writer in 1902 to a mine manager at Broken Hill, who did not see his way to use them.

The Northparkes E26 Mine is AustraliaÆs first block cave mine. This paper presents an outline of the design and construction philosophies that drove the project development and details the excavation, ground support and construction methods used. Features of the block caving method at Northparkes include:high production rates from multiple drawpoints;hard blocky ore fractured along gypsum veins; andloading/unloading of openings due to mining induced stresses.The drawpoints are subjected to high abrasion from the flow of ore, as well as impact from both secondary blasting and from the production LHDs. In order to withstand these harsh conditions and to ensure a low maintenance environment, a conservative approach to ground support was taken. The experiences gained during construction are discussed and whether the design expectations have been achieved. By installing a high level of ground support during excavation of the openings subject to mining stresses, a low maintenance environment has been constructed. Operating costs are therefore minimised and Northparkes E26 Mine continues to produce at the lowest cost per tonne of all Australian underground mines.

Flinders Mines is an iron ore explorer and developer with a tenement package located in the Hamersley Ranges region of Western Australia, approximately 70 km north of Tom Price. Exploration over the past five years has identified a Global Resource in excess of 900 Mt at a grade of 55.2 per cent Fe (+50 per cent Fe cut-off). This resource is spread across multiple deposits and has been divided into a number of mineralisation type domains. These domains are comprised of transported hematite rich detrital iron deposits (DID) and goethite dominant channel iron deposits (CID) as well as in situ bedded iron deposits (BID). The BID at PIOP is low in alumina and silica with a high calcined iron content making it an attractive exploration target. BID exploration techniques include a combination of mapping, structural analysis, downhole gamma logging and 3D geological modelling. The Ernest Henry Mine (EHM) in Queensland, Australia is a Sub-level Caving operation that started production below the previously mined open pit at a depth of 535m. Current Production mining has progressed to a depth of 730m, with planned production mining to extend down to at least 1000m below surface. The inclined nature and geometry of the orebody combined with geological structures provides for challenging mining conditions. Over several years, Ernest Henry Mine has introduced measures to improve outcomes based on observations, monitoring and data analysis. As mining progresses deeper, EHM will continue to proactively take steps to ensure future outcomes are anticipated and mining can continue safely and uninterrupted. The focus of this paper is on the changes in seismic- and stress-driven behaviour of the rockmass experienced at EHM, the ground control measures implemented, and the anticipated future conditions and controls required. Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route.The Australian Atomic Energy Commission is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and· calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site.

The published liquidus data on the Pb-PbS system have been correlated on the basis of one-coefficient Margules equations. Thermodynamic properties of the components of this system have been obtained, and it has also been found that the calculated miscibility gap of this system exists over a very narrow range of temperature (1041 to 1058°C).

Characterising ores in-pit and in real-time presents a significant value opportunity for the mining industry. Hyperspectral imaging systems are proposed as an enabling technology to achieve this real-time characterisation. This paper considers the application of a hyperspectral imaging spectrometer mounted on a shovel. We define the performance requirements for such a spectrometer and associated subsystems during a typical dig-load cycle. The relatively high swing rotation speed of the shovel requires approximately video-rate exposure times to achieve good spatial resolution. We analyse a selection of components against these requirements and find that suitable commercial spectrometers, detectors and optics appear fit-for-purpose. Automated, real-time spectral classification systems are also available, with only relatively modest requirements for processing power. The paper argues that at near peak solar illumination, a system for field deployment at the required sensitivity is viable using only commercial off-the-shelf components.CITATION:Job, A T, Edgar, M L and McAree, P R, 2017. As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre (JKMRC), techniques have been developed to measure the electrical properties of the various minerals. The measured values will be used to model the behaviour of the various minerals in high-tension roll and electrostatic plate separators. The resistivities of ilmenite, rutile and zircon from a number of Australian producers have been measured by applying a DC voltage across a test sample and measuring the resulting very small current flow. By appropriate design of the measurement cell and attention to the experimental procedure, reproducible resistivity values have been obtained, ranging from 106Ωm for ilmenite to 1013Ωm for zircon. However, the conditions of measurement are radically different from those under which electrical separation takes place. It is not certain that the measured values reflect the resistivities seen under high-tension separation, during which the particles are subject to a high intensity corona field. Consequently, an alternative technique for measurement of resistivity under conditions of corona bombardment has been developed. It is based on the experimental procedure of Castle and Yelle (1979) used to measure the resistivity of fly ash under the conditions occurring in electrostatic precipitators. This paper describes the development of the segmented ground plane measurement surface and a high-voltage switched resistor network which comprises the in situ resistivity apparatus. Results are presented comparing the measurements made under corona bombardment with those made using the DC measurement cell. The equipment has also been used to study the current distribution from a corona wire, as a function of high-tension voltage and wire-to-plane spacing.

A mining company has entered into contractual commitments to supply certain quantities of its product to clients in each time period. Failure to fulfil its obligations would damage its reputation as a reliable supplier. The planned production would normally be sufficient unless major problems such as highwall failures, roof falls, natural disaster, or strikes that interrupt production or delays in obtaining environmental permits, occur. To overcome these difficulties, the company may be able to obtain more of the commodity: from its strategic stockpile (if there is sufficient there); by buying it on the spot market; or for some commodities such as gold and uranium, by leasing it. Two sources of uncertainty, the spot price of the commodity and the occurrence of serious incidents that interrupt production, are considered. For simplicity it is assumed that the commodity price follows a geometric Brownian motion, that productions incidents have a binomial distribution, that they are independent from one time period to another and that they do not affect prices. A branching tree structure is used to model the joint evolution of prices and production incidents. The aim of this research project was to evaluate the companyÆs options for fulfilling its contractual commitments. When evaluating these options, multi-stage stochastic programming with recourse was used to solve this problem because in addition to providing the dollar value of the project, it gives decision-makers the æroadmapÆ to reach the optimal value. That is, how much material should be bought/sold on the spot market, how much to add to/subtract from the stockpile, how much to lease and in the worst case what the shortfall would be, for each time period as a function of the current spot price and breakdown status. A case-study over a five-year period is used to illustrate the proposed procedure. In this study the production would be sufficient to cover the companyÆs contractual commitments unless production incidents occur. Focus is on evaluating the impact of the quantity initially in the stockpile on the value of the project when the commodity market is tight, that is, when only small quantities can be bought on the spot market or by leasing.

Procedures employing thiocyanate and dithiol complexes of molybdenum have been developed for the determination of the metal in the presence of large quantities of ferric iron. The procedures are developed for field application and it is possible to complete 200 analyses per day with laboratory accuracy. Use is made of sulphuric acid extraction and ascorbic acid reduction in the case of the thiocyanate procedure whilst the reducing system in the dithiol procedure is potassium iodide-sodium sulphite. Using a simple photometer the range of determination possible is 0-10~g for the thiocyanate procedure and 0-5 g for dithioI.INTRODUCTIONOf the many colorimetric procedures that have been developed for the determination of molybdenum only those using the thiocyanate or toluene-3, 4-dithiol complexes of the metal are sufficiently free from interference to be of use in geochemical prospecting. Rapid methods based on both these complexes 'have been developed at the. Broken Hill Division of The University of New South Wales as part of a general programme designed to improve geochemical procedures. Whilst speed rather than high accuracy is the important factor in prospecting, the aim of the programme is to develop procedures which will allow determination of 200· samples per man-day without loss of normal laboratory accuracy for the methods concerned.In most geochemical procedures visual estimation of a coloured complex is used in the determination of the quantity of metal present. At the high rate of sample determination of the improved methods this procedure places severe strain on the eyes.
