My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Andrew, 1965; McLeod, 1965) and the data on coal reserves have been progressively revised as more accurate information has become available. It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives.Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring?It is these questions which I wish to discuss in this address.There is nothing new about change in the mineral industry, it has been happening for thousands of years and it will continue as long as civilisation exists on earth. One type of change is economic and we are all aware of the rises and falls which occur in the prices of metals and minerals (Figure 1). When these have happened in an orderly manner, and could be predicted and planned for, it has been possible to take advantage of the benefits and minimise ill-effects, but when they were sudden and precipitate, and could not be predicted, the consequences were serious. The extreme example, of course, was the oil price shock of the 1970s which had such disastrous effects on industry and society.Other types of change are social, cultural and political. They have all been important in recent years and will continue to be so in the future.But it is technological change which may well be the most important because its effects are profound and irreversible, and alter irrevocably the way in which we live. So in discussing the mineral industry in a changing world I will talk specifically about technological change.

Low-sulphidation epithermal gold deposits, which form in quasi-hydrostatic convective hydrothermal systems, frequently contain chalcedony within high-grade ore, which has been interpreted to be a crystallisation product of amorphous silica. To deposit amorphous silica rather than another silica polymorph at elevated temperatures requires very high silica concentrations, because of its relatively high solubility. Only extreme boiling caused by decompression followed by wall rock heating upon structural dilation, can achieve this. As gold deposits with amorphous silica it must be produced by the same mechanism, particularly since extreme boiling is also a very effective mechanism for gold deposition. Recent developments support this view; the first is the detailed isotopic analysis of chalcedony-bearing high-grade veins reported from Hishikari, Japan, in which oxygen isotope results are indicative of extreme boiling and hydrogen isotopes indicate initial deposition of amorphous silica. The second is the finding of chalcedony within geothermal pipe work in the Rotokawa geothermal field in New Zealand. Rotokawa is a comparatively hot field (335¦C at depth); hence separation of the steam-water mixture produced by the wells is undertaken at a comparatively high temperature (220¦C) to minimise down-stream silica scaling. Even so, silica scale, some of which is chalcedony, does occur, under similar conditions to that in low-sulphidation epithermal deposits. Evidence of chalcedony forming under these conditions, reinforces the interpretation that decompressive boiling is the main deposition mechanism for gold in low-sulphidation epithermal deposits. It is possible that there is sufficient drop in temperature due to decompression that, at least initially, the silica deposits directly as chalcedony. Low-sulphidation epithermal gold deposits that do not contain chalcedony, such as those in the Philippines, may form at temperatures too high for chalcedony to directly form. The recognition of decompressive boiling as the main deposition mechanism in low-sulphidation epithermal deposits means that exploration can focus on zones where this has taken place by combining paleohydrological reconstruction and structural geology.

Cyanide has been used for over a century worldwide for gold extraction. However, the presence of several metals and metalloids in ore requires greater amount of cyanide for an efficient gold recovery due to their solubilisation in conjunction with gold. The extraction residues are discharged into tailing storage facilities (TSFs) and may cause bird mortality if there is exposure to cyanide-bearing wastewater exceeding the toxic threshold. The toxicity arises from free cyanide released from weak acid dissociable (WAD) cyanide complexes. The International Cyanide Management Code (ICMC) has deemed 50 mg/L of WAD cyanide released into TSFs to be safe for wildlife protection. However, this concentration is based on observations of an apparent lack of toxicity rather than a toxicological approach. The National Industrial Chemicals Notification and Assessment Scheme (NICNAS) identified in 2010 that there is a lack of toxicity data to properly assess the environmental significance of cyanide levels at gold mines. Lack of knowledge for the toxicity of free cyanide and metal cyanide complexes to wildlife led to consider alternative direct assessment techniques for designating safe levels. Whilst toxicity may be assessed by using young chickens with animal ethics approval, the traditional bioassay approach to assess cyanide toxicity is impractical for gold mine TSFs. Bioassays using algal species such as Euglena gracilis, a unicellular alga, are widely used for ecotoxicological studies. A unique feature is that the Euglena gracilis Z cell has plant-like while SMZ cell has animal-like characteristics. The aims of this project are to evaluate the suitability of Euglena gracilis Z and SMZ strains to assess the toxicity of free cyanide and both strong (cobalt) and weak (zinc, copper and nickel) acid dissociable metal-cyanide complexes that may be present in TSFs.CITATION:Noller, B N, Ng, J C, Shini, S, Breuer, P L, Sichani-Teimouri, H and Alsaadi, R N, 2014. Stream sediment geochemical analyses from 140 mining company exploration surveys of the Coromandel, Northwest Nelson, Marlborough and Westland regions of New Zealand have been compiled from open file reports and entered on a database called REGCHEM (for Regional Exploration GeoCHEMistry). REGCHEM is supported by GEOEXPL, a custom-written computer software application which operates under the Microsoft Access relational database management system on a PC-type computer, The data are plotted as maps using the MapInfo geographic information system (GIS) package. Thresholds separating anomalous values from background values are determined using the PROBPLOT uni-variant statistical package, which enables the discrimination and modelling of several populations. Relevant REGCHEM data are being incorporated into a GIS for the Coromandel region as part of ongoing studies to develop mineral deposit and metallogenic models for the region, and to assess regional prospectivity.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

The need to hoist increasing loads from great depths is leading to the more general adoption of winders of the Koepe and Blair types. The trend has introduced a number of new problems in winding ropes, more particularly in the Koepe system where regular destructive tests during the life of a rope are not possible. Consequently, the importance of introducing non-destructive tests is much greater, especially so in the case of Koepe ropes used for deep winding where there are three major destructive fatiguing influences. These are rotational effects when a vertical rope is changed end-for- end each trip, the much greater range of stress to which the rope is subjected each trip as compared with drum winding, and the destructive effect of a high coefficient of friction between wheel and rope. A plea for a lower coefficient in the interest of better rope and tread life, substantiated by analysis, is made for Koepe winders operating at depth.Co-ordination of rope testing with general hoisting problems is stressed and the active participation of the Wire Rope Committee of the Australian Mineral Industries Research Association Ltd. in the promotion ofthe project is noted.The general introduction of a rope testing programme in Australia, personnel requirements and some local basic research in the subject to cope with future demands are considered.

Mine-to-mill studies have previously demonstrated downstream productivity benefits from relatively modest increases in blast energy, or powder factor. These increases have up to now been limited by safety and environmental constraints, since excessive blast energy can result in flyrock, unacceptable vibration, airblast and wall damage.Here, a new blasting method that overcomes these constraints is presented. For the first time it is possible to employ powder factors that are several fold higher than conventional blasting. Independent modelling has shown that such powder factors can potentially increase mill throughput by 20 to 40 per cent. The economic implications are substantial, both in terms of increasing production in existing operations and in consideration of capital and plant requirements for greenfield sites. In addition, mill electricity and grinding media consumption and their associated costs and energy and emissions penalties can be reduced.This method represents a step-change in blasting practices. It involves a novel design utilising dual blast layers within a single blast event, all initiated with state-of-the art electronic blasting systems. The energies in the lower layer can be as high as five times the standard energies, providing for intense fragmentation of the ore. Results from blast models have been confirmed in field trials of the method.Open cut gold mining, in particular, stands to benefit from this method. As gold grades decline, milling costs and throughput increasingly become constraints on production that can be alleviated with this new method. Additionally, it opens possibilities for improved recovery. Blast modelling studies show that dilution of gold ore within the blast can be managed with the new method. Furthermore, it has been shown that vibration from the new method is actually lower than from conventional blasting, allowing the use of the technique in proximity to mine highwalls and other key infrastructure such as underground orepasses.It is concluded that this new method could substantially increase gold mine production and profitability while reducing overall energy consumption and associated emissions.CITATION:Brent, G F, Dare-Bryan, P, Hawke, S and Rothery, M, 2013. Gippsland has perhaps the most colourful history of exploration of any area in Australia. Hydrocarbons were first discovered in the Gippsland Basin in 1924 when a water well at Lakes Entrance encountered oil and gas shows. In 1942, the Commonwealth and Victorian Governments, in an effort to supplement a wartime oil shortage, sank a shaft near this well and produced 8000 barrels of low gravity oil up to 1956, when the field was abandoned. A total of 64 shallow wells had been drilled in the Lakes Entrance area by that time. Elsewhere in the onshore Gippsland Basin, 30 wells were drilled from 1925 to 1941. In 1960 BHP Ltd was granted an exploration permit covering much of the offshore area of the Gippsland Basin. Esso Australia Ltd joined BHP in 1964 and drilled the Barracouta-1 gas discovery in 1965. Since then over 100 exploration and appraisal wells have been drilled in the basin resulting in the discovery to date of some 3.6 billion barrels of recoverable oil and 8.8 trillion cubic feet of recoverable gas (Current remaining recoverable reserves are 906 million barrels of oil and 5.7 TCF of gas). Exploration in the offshore areas is actively continuing today and new discoveries are still being made.

The introduction of digital technologies into the underground mining industry, in both coal and hard rock mining, has enabled many high bandwidth applications to be adopted by mines.Digital networks based on 802.11 b/g/n open Wi-Fi standards allow for many applications to be run over a single communication backbone. One important application has been tracking personnel and equipment via RFID tags. This tracking application has in turn formed the basis of a Proximity Detection System (PDS) or Collision Avoidance Systems (CAS). The paper discusses the growth in digital technology as the communication backbone in underground mines which has allowed the ‘convergence of technologies’ that has been occurring in the general business world to be available to underground mine operators. Then the paper will focus on the use of the technology in the increasingly important are of risk control around mobile plant underground. The specific use of digital devices for proximity detection, in both hard rock and coal mines, to provide a system that can deliver an additional level of control to the risks associated with people-vehicle interactions underground is discussed. The initial implementation of PDS in the hard rock mining environment is based on two zones of detection, required for large and relatively high speed vehicles. Information will include:•the principles of the underlying technology,•installation learnings and effectiveness, and•change management methodology and issues.The most recent development to integrate Mine Site Technologies (MST) PDS with Frederick Mining Controls’ HazardAvert® System to extend the overall Proximity System’s functionality in hard rock mines and for use in coal mines is overviewed.

Most operations, when considering their comminution circuit, are primarily concerned with achieving the desired particle size distribution to obtain adequate liberation for the separation process, at minimum cost. Invariably, the effect the grinding media has on the subsequent separation process (ie flotation, leaching) is not taken into account when selecting the media. This choice is driven by cost rather than metallurgical outcomes. Maximising valuable mineral recovery, with optimum selectivity against gangue minerals, is about good particle preparation. And, particle preparation is strongly related to achieving adequate mineral liberation with the correct pulp chemical conditions. However, the pulp chemistry of a system is largely ignored and relies heavily on pH control and the addition of appropriate reagents (collectors, frothers, activators, depressants). The changes effected by the addition of the various reagents are obtained through conditioning the ground pulp prior to or during the concentration stage, subsequent to grinding. Frequently, reagents are added during grinding with good effect, but the impact of the grinding media on down stream processing is usually overlooked. A number of case studies examining the effect of grinding media on pulp chemistry and subsequent flotation performance were completed on several different sulfide mineral systems (for example, lead/zinc, copper, refractory gold). The evidence suggests that a change in grinding media type from forged to high chrome (ie conditioning the pulp during grinding) resulted in a shift in pulp Eh to less reducing conditions, an increase in the dissolved oxygen content of the pulp and a reduction in the iron species present. The changes have a positive impact on flotation behaviour. The results of the case studies are discussed.

Nuclear techniques have been used to determine the solids weight fraction (W) and ash content of (fine) coal in slurries independent of voidage variations. The method is based on the correlation between W and the hydrogen concentration Hsl (wt/wt) of the slurry. Hsl is determined by combining measurements of neutron moderation and ?-ray transmission. Both Wand ash content are determined by combining the above measurements with the ash-sensitive measurement of X-ray backscatter compensated by a measurement of iron K X-ray intensity.The nuclear analysis system, called the SIRO coal slurry gauge, has been proved in a six-week plant trial at the BHP Steelworks washery at Newcastle, NSW. Several probes, each containing a radioisotope source and scintillation detector, were immersed directly into the coal slurry in the feed box upstream from the bank of flotation cells. For 140 samples W, ash and voidage varied in the ranges of 0 to 13 wt percent, 26 to 41 wt per cent and 0 to 4 vol. per cent, respectively. The r.m.s. difference in solids weight fraction, determined by probe measurements and conventional assay, was 0·52 wt per cent. Ash was determined with an r.m.s. difference of 2·0 wt percent in the coal. Better sampling techniques were used in the last half of the plant trial, and r.m.s. differences were 0.35 wt per cent solids and 1·5 wt per cent ash.

Major operating aspects of the Mary Kathleen Uranium Ltd. treatment plant are discussed with partkular reference to those which are peculiar to this operation.Problems associated with the production of a penalty free uranium oxide product are examined and the methods developed to overcome them are described in detail.INTRODUCTIONMary K,athleen Uranium Ltd. is the largest of the Australian uranium producers. The flow-sheet is based on fine grinding, standard sulphuric acid leach, ion exchange concentration, and magnesia precipitation of the final product, with certain modifications introduced as the result of pilot plant investigations at the South Australian Department of Mines Research Laboratories in Adelaide.The plant commenced operations in June, 1958, attained design tonnlige of 1,120 tons per day in September of that year and has since operated continuously with a throughput in excess of 1,000 tons per day. Pilot plant recommendations generally have been followed, and predicted results have been attained. The only exception has been the silica and rare earth content of the product produced during the early months of operation. Considerable modification of the early resin regeneration techniques resulted in the reduction of the silica content of the product to within specification limits. Research work in the ion exchange section has also resulted in the reduction of the rare earth content of the product to below specification levels. All product now being produced is completely within the agreed specification limits of impurities.

At the last MassMin Conference in Sudbury, Caterpillar’s vision of a continuous mining concept for block caving operations was presented on the background of global raw material demand and its continuous increase. By analysing today’s structure of mining processes in block caving, the paper (Krings, Steinberg and Frenzel, 2012) highlighted the main bottlenecks in the process chain and identified conceptual solutions by help of a case study. The main focus was the paradigm shift from discontinuous batch type operation to a continuous mining process of the blocks.In 2016, the strategic vision has taken major strides forwards and remote continuous operation has become a reality. Caterpillar’s continuous operation system – the Rock Flow system – was successfully installed in Codelco’s Andina mine and start of operation is scheduled in the first half of 2016.Based on continuous product developments, this paper sets the focus on two main aspects of continuous mining. First, field experiences of the Rock Flow system will be shared, highlighting the Andina project course from system installation, to commissioning and successful system start. The second aspect concentrates on the system and mine layout as discussed in the case study scenario in MassMin 2012 (Krings, Steinberg and Frenzel, 2012).Based on Caterpillar`s continuous product development, the Rock Flow system set-up and panel design were modified for a general roadway design and drawpoint layout. The new design allows an optimised use in block preparation phase (spreading) and full production phase (reaping), operating a fleet of load-haul-dumps (LHDs) and Rock Flow systems. The combined use of the two technologies optimises the mining process in every stage of block life and significantly increases the performance of the continuous block caving operation in the production panel to pave the road for the next generation of super caves.CITATION:Frenzel, M, 2016. Fire-clay blocks lining the combustion chambers of zinc concentrate flash-roasting, furnaces operating at 1,000-1,200° C. have suffered moderately rapid deterioration due to slagging. The attack is accentuated by high temperatures, and is probably caused by lead oxide volatilized from the roasted concentrate.Resistance of refractories to attack increased with increasing alumina content from 30 to 45 per. cent but at 90 per cent alumina spalling was troublesome. Magnesite bricks were'subject to some spalling, but some types may lie satisfactory. Chrome and chrome-magnesite bricks spalled seriously.Material thought to be suitable for use as a monolithic lining slagged badly and an alternative may be tested.INTRODUCTIONThe Electrolytic Zinc Company of Australasia Ltd. uses two multi-hearth furnaces and four flash or suspension roasting furnaces for the roasting .of zinc concentrates at its Risdon Works. The hearth roasting plant has been described previously by Forster (1949).A brief descriptioI1 of the first three flash roasters was given by Gordon and Forster (1955). A fourth flash roasting furnace began operation early in 1957. This furnace is somewhat larger than the earlier furnaces, and the designed capacity is also higher, auxiliary equipment being altered to suit. An important structural difference between the older furnaces and the fourth flash roaster is that the walls of the combustion chamber of the new furnace are lined with high alumina fire-bricks instead of fire-clay blocks. Thischange was made because the fire-clay blocks in the older flash roasters had shown s-evere wastage due to slagging by lead derived from the concentrate.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? World urban expansion puts constraints on the available land surface area of our major cities both for accommodating people as well as providing infrastructure and services whilst at the same time attempting to preserve the remaining natural environment. Whilst consideration is often given to underground planning for private and public transport infrastructure, the author is of the opinion that the current lack of underground planning of our cities that are suitable for underground development will have major long implications when finally the need for underground space planning is critical and ultimately recognised. This paper identifies the need for our city planners to integrate surface planning and underground planning as a ‘total planning solution’ where the city plan incorporates the elements of underground space planning as identified in this paper. Investigations by the author reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. The author uses the City of Brisbane as a case study for the potential introduction of underground space planning as part of the city plan. Despite efforts by the author to include the planning concept of underground commercial development in the latest Brisbane City Plan 2014 as well as four underground space workshops in Brisbane over the past 20 year through the Australasian Tunnelling Society (ATS), underground space planning for the City of Brisbane, apart from infrastructure projects, is not considered of significance to the City of Brisbane.CITATION:Robertson, A C, 2014. The Hilton and George Fisher deposits occur 22 and 24 km north of Mount Isa, NW Qld, Australia respectively. Both deposits occur as deformed Proterozoic, sediment hosted, stratiform orebodies hosting Pb-Zn-Ag (Hilton) and Zn-Pb-Ag (George Fisher) mineralisation. The two deposits are separated by approximately 2 km of strongly faulted barren shales, mudstones and siltstones along strike. Despite this, correlations between the Hilton and George Fisher deposits have previously been assumed on the basis of textural, lithological and geochemical similarities, but previously lacked specific details to prove exact stratigraphic matches.Feasibility drilling allowed broad correlations based on the position of siltstone pillars separating individual orebodies. However the position of continuous potassium-rich, siliceous and cross-fractured tuffaceous marker beds (TMBs) often used as stratigraphic markers within the Hilton Mine were initially unrecognised within the George Fisher stratigraphy where they are erratically silicified and often not cross-fractured resulting in correlations being difficult to prove. As a more detailed knowledge of TMB locations at George Fisher was gained it was possible to look for corresponding TMBs within the Hilton orebodies. Recent underground stope definition drilling at the two locations enabled specific TMBs, stratigraphic units and even individual sedimentary beds to be matched between the two locations, despite the large separation between mines.The correlation between the two deposits has implications for future exploration drilling north of George Fisher. If a specific stratigraphic horizon can be determined within one hole, positioning of further drillholes can be more accurately planned. The significance of having stratigraphic matches between Hilton and George Fisher also has implications for correlations with other Isa Valley deposits. Convincing preliminary TM and stratigraphic correlations have already been made between George Fisher and the Isa Lead Mine 24 km to the south.
