This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

The comparison between J Visman and C O Ingamells’ works with P M Gy’s works has been the object of intense debates in the past. Such negative debates inevitably resulted in a loss of many good opportunities. The author’s long experience in applying works of these three authors led to the pragmatic conclusion that it is relatively easy to integrate everything Visman and Ingamells created into the Theory of Sampling; therefore, it is suggested that the compatibility has been vastly overlooked, and a correction for such anomaly is recommended. It is important to emphasise that Visman and Ingamells works may be beneficial and provide relevant, harmonious additions in some areas, and ultimately offer attractive possibilities to sampling practitioners. Such additions may enhance our capabilities to predict sampling difficulties by using a stronger strategy and to design better sampling experiments that would allow us to further understand the heterogeneity of minor constituents, and especially trace constituents. "Column flotation has been successfully applied to iron ore concentration since the 1980s with the goal of reducing silica content and allowing for the efficient production of pellet feed. Since then, columns have been widely used in iron ore processing due to: their lower capital and operational costs when compared to conventional cells their ability to generate higher concentrate grades and recoveries.Currently, more than 100 columns have been installed within Brazilian iron ore processing circuits for rougher, cleaner and scavenger duties. Despite it being a well-established approach, several technological advances have improved column design, accessories and performance. Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the current environment of corporate social responsibility life-of-mine planning considers that mining activities should be conducted in the best environmentally, socially and economically acceptable way for the entire life of the mine (ie from exploration to decommissioning and closure). In this context, the health impacts of mining extend throughout the life of the community from worker injury and chronic exposure to communicable and non-communicable causes of illness, through to family and community health and well-being. At the inaugural Life-of-Mine conference in July 2012, the authors proposed the life-of-mine in the life-of-community (LOMLOC) matrix as a framework for understanding issues at the interface between resource extraction operations and the surrounding environment.This paper reviews and compares health activities extracted from social and environmental reports published by selected major mining companies with American operations in Canada, Colombia and Brazil. These corporate approaches to public health management are mapped to the LOMLOC matrix to identify and compare trends and behaviour in corporate health investments. The discussion submitted by Drs. Stillwell and Edwards is at once helpful and gratifying to the authors. Their contribution deals with two phases of the problem-(I) an additional suggestion for the relative solubility of galena and marmatite, and (2) submission of an alternative explanation for the greater leaching of the Northern ore-body. With the first we agree in principle, and herewith present recent data which will help to substantiate the idea, though the mechanism is not believed to be as simple as indicated by Stillwell and Edwards. Concerning the second suggestion, the original explanation put forward. in the paper is held to fit the facts more closely.In view of the influence, as shown by Garrells' paper,in which the presence of Cl' ion may have upon the relative solubilities of lead and zinc, it is perhaps worth noting that Broken Hill mine water carries a higher content of Cl' than has been reported from many of the other lead-zinc districts.Since our paper was published, an analysis of water issuing from the newly-opened Northern ore-body on the 2,600-ft. level has been made (12/1/43). With the proving of a mineable orebody at Orlando in May 1961, Peko Mines N.L. was faced with the decision of whether to mill the ore on site or to haul it 25 miles to central facilities at Peko. Orlando was a relatively small orebody, so that it was decided to haul, although no reliable assessment of possible ore haulage costs was available.The necessity for a good haul road was recognised from the beginning and a 17 mile, 12 ft wide, single seal bitumen road was constructed, to link the mine to the Stuart Highway and Peko. The initial selection of 20 ton capacity diesel-powered end-tipping ore carts was made, with the best information available at the time.Since then some 130,000 tons of ore have been carted over a period of 3 years, and this paper presents the experiences of this haulage operation and the lessons learned.A second mine has just been brought into operation at Ivanhoe, 19 miles from Peko. For this haul it was decided to use an ore haulage vehicle of the side tipping road train type, which would cart some 70 tons, or more than three times the load of the vehicles initially selected.Only about 5,000 tons had been hauled at the date of this paper, but preliminary figures indicate a cost 01 1· 65d./ton-mile as against 2·47d. for the smaller vehicles.It would appear that the road haulage of ore from small outlying mines to a central plant can be highly economical, if certain basic rules concerning haul roads and vehicle selection are followed. GOOD ventilation is recognized as an essential for the preservation of health, and laws have accordingly been framed in many countries for the provision of adequate ventilation in factories and places of public resort as well as in mines.Apart from the legislative enforcement of hygienic measures as a matter of public 'policy, the ventilation of mines has an important economic aspect, since it affects to a large extent the industrial efficiency of the workmen, and consequently the cost of mineral production. Until recent years the ventilation of metal mines has not generally received much consideration, and the importance of pure air has been sometimes overlooked. To the absence of explosive gases in such mines, and to the cost of the installation and working of mechanical ventilators, may generally be attributed disregard of adequate ventilation. Close spatial relationships between the deposits of the Etheridge Goldfield (23 000 kg of bullion) and various regional geological and geophysical features suggest that genesis of the ore deposits was a multi-stage process that started with magmatic and metamorphic stages in the mid-Proterozoic, climaxed with structural and hydrothermal stages in the late Palaeozoic and terminated with an oxidation enrichment stage in the Cainozoic.This hypothesis permits classification of the Georgetown region into areas likely to contain deposits of the Etheridge type and those unlikely to do so; it is concluded that there is little scope for the discovery of extensions of this field.However, the stratigraphic interval between the postulated source rocks of the Etheridge field and stratigraphically higher host rocks of the Croydon field may contain disseminated replacement gold deposits of the Carlin type. The potential host (Pyritic carbonaceous, and locally dolomitic siltstone of the Candlow Formation) is locally faulted and cut by granitoids and the extension of a mineralised, long-standing zone of structural weakness.

The Bosphorus Rail Tunnel Project, located in Istanbul, Turkey, aims to provide a Euro-Asian rail link, via an immersed tube tunnel crossing the Bosphorus Strait, along which will run all commuter, freight and intercity passenger trains of Turkish State Railways (TCDD), as well as the future extension to the European rail network. The total length of upgrading and new railway construction will be approximately 76 km. The main structures include the immersed tube tunnel; mechanised shield tunnels; new Austrian tunnelling method (NATM) tunnels; cut-and-cover, at-grade and retained-cut/fill structures; and some service structures. This paper discusses Phase 1 implementation of the project, one of the major transportation infrastructure projects in the world today, whose varied structures present stimulating engineering and construction challenges.

KIeeman (1968) described practice in the Mount Hebbard dump concentrator, Broken Hill, N.S.W. The purpose of this note is to give data on flotation pulp chemistry in the plant for comparison with results of Woodcock and Jones (1970a, 1970b).Ten chemical parameters were measured at ten points in the circuit using the techniques of Woodcock and Jones (1970a, 1970b). Fig. 1 shows a condensed time plot of some continuous measurements in conditioner overflow and rougher feed. Fig. 2 shows average values of selected parameters at the start and end of each of the three rougher flotation stages.DISCUSSIONpH and redox potentiaIsFig. 1 shows that pH and Eh were relatively constant at the start of sulphide lead flotation. There was a fairly steady increase in pH throughout the circuit (Fig. 2), but flotation was always conducted in a slightly acid pulp in spite of the large amount of alkaline reagents added. Eh values became more positive as the pulp progressed through the circuit (Fig. 2) in accord with results elsewhere.

The JK Drop Weight test was developed at the Julius Kruttschnitt Mineral Research Centre (JKMRC) in the early 1990s as a means of characterising ore for the purposes of AG/SAG mill and crusher modelling. It has since been used extensively worldwide in the minerals industry as a key ore characterisation test which produces parameters which are used in comminution circuit design and optimisation. The test generates three parameters which are used in the AG/SAG mill model of the JKSimMet software. The resistance of the ore to high energy (impact) breakage is quantified with the A and b parameters. The oreÆs resistance to low energy (abrasion) breakage is measured using the ta parameter. The accuracy and precision of the results of the JK drop weight test are of great importance given that the parameters are key inputs in the design of such capital intensive items as SAG mills. Plant optimisation exercises also rely on the accuracy of the parameters to assist with improving the performance of an existing circuit. A thorough analysis of the accuracy and precision of the parameters generated by the JK drop weight test has now been undertaken by JKTech Pty Ltd (JKTech). An experimental program was designed using statistical methods to plan a hierarchical set of 24 drop weight tests on homogeneous material. Each stage of the test was identified and incorporated into the experimental design so that the contribution to the overall error of each stage could be quantified, including the effect of operator. The data were analysed by nested analysis of variance. An overall analysis of the A, b and ta parameters generated from the test program has now quantified the variance of these parameters more thoroughly than ever before. Using the results for the impact parameters, an analysis has been carried out to investigate the effect of these variances on final SAG mill comminution circuit design. The results will also be used to refine the comparative testing procedures currently in use by licensees worldwide.

The uptake of nickel into the lattice of pyrrhotite, Fe1 _1J S was studied experimentally in the temperature range 200°C to 760°C. Nickel from both aqueous solutions and salt melts diffuses rapidly into the sulphidelattice with an accompanying release of iron into the solution or melt. The rate of uptake of nickel and its diffusion into the sulphide lattice were followed by optical microscopy and by analysis with an electron probe microanalyser. Some geological consequences of this phenomenon affecting the distribution of nickel in rocks associated with nickel-iron sulphide ores are discussed.

Laboratory-scale studies aimed at developing a process for solubilising manganese values from a low grade pyrolusite containing material using low grade pyrite, both available in India, are described. Leaching 21 parts by mole of pyrolusite with 6 and 26 parts by mole of pyrite and sulphuric acid respectively results in good manganese dissolution (98 per cent) at 100°C within one hour. The probable kinetics of the leaching process has also been given.

The paper discusses how comprehensive early characterisation of the ambient surface and underground environment including aspects related to heat, dusts, strata gas, and geologic/mineralogical factors enables incorporation of the right ventilation and non-ventilation controls at a study level to mitigate the risks identified.

"Our understanding of mineral resources relies on three basic steps: data capture data interpretation model construction. Until recently, all three of these steps required significant time and manual effort to produce a single resource model for mine planning, typically taking more than a year to progress from drilling to the final block model. Over the past several years, BHP Billiton has been developing innovative workflows in rapid resource modelling projects to significantly reduce these time constraints and make the process more productive by replacing manual activities with automated ones. Rapid resource modelling is the process of combining recently developed off-the-shelf technology with internal technology developments to fundamentally change the way we collect, interpret, model and evaluate geoscience data. Initiatives include automated systems and standardised workflows to make it safer, faster and cheaper to continuously update multidiscipline resource models. Specifically, rapid resource modelling workflows combine: real-time analysis of drill holes and drill samples with downhole tools and hyperspectral scanning systemsautomated interpretation of drill hole intervals based on pattern-recognition algorithmscontinuous modelling workflows using implicit modelling software. This is an integrated geology and plant improvement study arising from the heterogeneity seen in mineralogy and gold association at the Obuasi goldmine in Ghana. This heterogeneity comes from the two ore types mined, the one being a sulphide ore, mainly composed of gold-bearing arsenopyrites. This gold is refractory and exhibits a strong relationship between gold and As. The other is quartz veins, that are high grade and free milling. The installed circuit consists of comminution – Gravity -Flotation – BIOX – Leaching and Adsorption processes. The opportunity tested involved improved mass pull - related flotation recovery of Au in the Sulphide stream; while balancing the need for a minimum Sulphide grade for the Bio-oxidation process, occasioned by the removal of 25 to 30 % of the (quartz) stream through preconcentration by Ore sorting. The current circuit is then utilized for the sulphide route, while a smaller grind-gravity circuit is utilised for the quartz stream in a relatively inexpensive way, followed by a common leaching and adsorption circuit. Added advantages of the strategy includes faster recovery of gold from the quartz stream, with less consumption of reagents from saving on flotation and BIOX reagents for this stream. Screening and Ore sorting was successfully tested with laser technology, achieving over 98% separation of quarts (containing up to 40% of the gold). The plant schedule of Ore, the suggested circuit design for the Ore sorting, the results obtained from the different flotation regimes, as well as consequent financial modelling have been presented and discussed in this paper. This illustrates the opportunity that arises out of a detailed analysis of material versus installed circuits, even if the gains in pre-concentration do not necessarily involve rejection of gangue material. An added opportunity for future investigation, briefly discussed but not tested in this paper, would be to maintain current mass pulls but with increase in throughput (by the space created by the sorted material). This will of course require the mining ability. It could also add LOM value by altering the cut-off grade.

A knowledge of the value of the activity coefficient of cobalt oxide in slag as a function of composition and temperature is necessary if effective strategies are to be devised to maximise the recovery of cobalt in nonferrous smelting processes. This work reviews previous studies and shows that comparison and evaluation of the results is hampered by variations in the choice of standard states for the species. Published results have been recalculated to a common set of standard states with a preferred value for the Gibbs free energy of formation of cobalt oxide. It has been shown that the value of the activity coefficient of cobalt oxide referred to the solid standard state in iron silicate slags is approximately two, at temperatures from 1523 to 1623¦K. It is suggested that some contradictory results are most likely due to errors in the measured partial pressure of oxygen.

Particles of a complex nickel sulphide concentrate (containing pyrite, pyrrhotite, pentIandite, and violarite as the major mineralogical constituents) were entrained in a stream of hot gas the temperature of which was varied from 500 to -1000°C. Chemical analysis of the particulates collected from the furnace was used to detect the rapid change in sulphur content which accompanied the ignition temperature jump. X-ray diffraction analysis was used to characterize the oxidized material.These techniques showed that ignition was dependent on the mineralogical composition and occurred over the temperature range 500-900°C. Pyrite ignited first in the range 500-600°C; pyrrhotite was the least reactivemineral and required temperatures in excess of 800°C for ignition. The nickel minerals <pentIandite and violarite decomposed before ignition and ignited at temperatures intermediate to those required for the pyrite and pyrrhotite. The ignition temperature for the pyrite was found to be independent of particle size and concentration of oxygen in the atmosphere.Ignition temperatures determined by the simulated flash smelting method were compared with the results of differential thermal analysis (DTA) measurements performed on the same concentrate. Temperaturesdetermined in the DTA test as corresponding to the start of exothermic activity were shown to be at least 100°C below those determined by the simulation test.

When we are beset with the economic problems the world faces today, we are always inclined to look at the shorter term future. Today I would like to take a long-term view of our industry, project historical demands for our products into the future and discuss opportunities for our members. Perhaps we could firstly look at the long-term demand trends for our metals. If I tend to use non ferrous metals as a basis for my figures it is because this data is more readily available to me. I am sure that most other products of our industry show similar trends.
