Optimisation of capital in the development process is critical to the profitability of any new mining venture. The process of optimisation should apply to all aspects, that is the financing, management, revenue, reporting and, of course, the development of the project. Unfortunately, too much emphasis has been placed on the optimisation of the financing or reporting aspects and too little on the project itself. This paper addresses the latter.

Australia has, and faces, a growing problem with regard to the ability to meet the demand for liquid fuels from indigenous petroleum resources. The position for natural gas is better but there is no room for complacency. Since the coal resources are relatively extensive, interest in the prospect of producing liquid fuels from coal is in- creasing. The approaches to the production of gaseous and liquid fuels are briefly reviewed and the present status of coal conversion technology is discussed. Many problems remain to be solved and it is estimated (in the USA) that another 8-10 years will be required before any of the processes for liquid fuel production are considered sufficiently efficient and viable to go to a demonstration plant. Coals represent complex feedstocks and the effects of variations in coal properties on oil-from-coal processes are not fully understood. The thermal efficiencies of various coal conversion processes are considered in relation to their impact on coal requirements. The production of Australia's present requirement for liquid fuels by the only commercial process in operation would require a four-fold expansion in the local consumption of coal. Any assessment of the suitability of oil-from-coal processes currently under development overseas for Austra- lian coals and requirements must take heed of the differences in coal properties and motivation. The economic via- bility of processes for producing oil from coal will continue to be uncertain because of the large difference between the World price for crude oil and the actual production cost.

The structural pattern of Victoria shows the presence of EW, NW, NE as well as the more readily recognised NNW factors commonly associated with the goldfields. ENE and WNW trends are also present. This structural lattice affects all rocks of the State. Landsat imagery shows that the EW, NW and NE structural elements are closely related spatially to the distribution of Palaeozoic igneous intrusives, Cainozoic volcanic vents as well as all historically important gold mines. It is suggested that the EW, NW and NE structural grid visible on landsat imagery is a reflection of the structure of a mid-crustal layer situated between 3.5 and 17 kms below the surface. The points of intersection of the structural elements of the mid-crustal layer offer most favourable loci for the escape of energy in the form of heat. The correlation between the distribution of igneous plutons, volcanic vents and centres of mineralisation, all reliant on high levels of energy for their formation, indicates the stability of the structures of the mid-crustal layer since early Palaeozoic times. The deep level crustal structures are believed to be, related to the release of stresses placed on the crust since early Palaeozoic times by the rotation of the Earth. A geological model that accommodates the presence of a mid-crustal layer as well as the complexities of the recognised orogenic cycles of southeast Australia is suggested. All 1 000 kg Au reef and deep lead mines fall within 1.5 and 2.5 km respectively of strong linears associated intimately with plutons and volcanic vents. Future exploration of the State is more likely to meet with success if it too is confined to the evaluation of these and similar linears. The mode of mineralisation of any one centre will depend upon the temperature, pressure and geochemical gradients operating on the migrating mineralising fluids as well as the structures in the host rocks. These factors are likely to have varied considerably from one centre of mineralisation to the next and consistency of mineral isation form and depth should not be expected along the length of any single Linear.

At Hilton Mine, 18 kilometres north of Mount Isa, the silver-lead-zinc sulphide bodies have undergone strong deformation in the form of folding and later faulting and brecciation in the hangingwall region of the mine. Variation in grades and widths over compara- tively short distances causes problems regarding accurate sampling of orebody exposures in underground development, and in defining confidence limits for the extrapolation of ore intersections in ore reserve calculations. The paper gives a preliminary insight into the problem of obtaining representative samples for exposed orebodies and discusses the sampling techniques employed. Results gained from these sampling methods could not be verified due to lack of individual bulk samples for comparison but strong evidence for precision was provided. Lithological units have been classified geotechnically with mechanical tests and discontinuity measurements from the GRD Macraes Limited, Macraes Gold Project and Rotowaro coal mine open pits, New Zealand. Using these measurements slope stability probability classifications (SSPC) have been quantified based on an adaption of Hack's (1998) SSPC system which places less influence on rock quality designation and unconfined compressive strength than previous slope/rock mass rating systems. The Hack weathering susceptibility rating has been modified by using the chemical index of alteration values from XRF major element analysis. Slaking and weathering is an important parameter in slope stability in the Waikato Coal Measures and Otago schist lithologies and hence a non-subjective method of assessing slaking/weathering in relation to the chemical index of alteration has been introduced. Other major components of this adapted SSPC system are the inclusion of rock moisture content and rock strength anisotropy effects on slope stability. This paper explains the systematic approach of using the adapted SSPC system to classify slope stability probability. The main modifications of Hack's SSPC system are the introduction of rock intact strength derived from Mohr-Coulomb failure criteria which has been adapted for varying moisture content, weathering state and confining pressure. It is suggested that the subjectivity in assessing intact rock strength within broad bands in the initial SSPC system is a major weakness of the initial system. Initial comparison of rock mass friction angles, cohesion and strengths derived from the adapted SSPC are compared with results derived from modified Hoek-Brown criteria, MRMR and SMR classification systems. The advantage of the modified SSPC system is that slope stability probability, maximum batter and overall slope height and overall slope angle for open pit walls can be predicted in addition to orientation dependent and orientation independent stability. Examples are provided, using the modified SSPC system to predict initial optimum pit slope designs in proposed greenfield mine sites.

In the roast-leach-electrolysis process for the production of zinc, iron contained in zinc concentrates is converted to zinc ferrite during roasting. At Canadian Electrolytic Zinc (CEZinc), the Outokumpu Conversion process is used to simultaneously leach zinc ferrite and precipitate the iron as jarosite. Such a computer based monitoring system has been installed at West Cliff Colliery.The system is based on 2 super mini computers. THE problem of satisfactorily eliminating the fumes and dust which are unavoidably produced in various metallurgical and manufacturing industries is one which has received considerable attention in the past, and has been the subject of much investigation and research. The solution of this problem was urgently desired for two reasons, the principal one being the fact that a considerable percentage of the total process losses in many industries was represented by the commercial values of the fumes and dust that escaped from the stack.The other reason is that, in some instances, the emission of the matter is regarded as objectionable. Various methods have been designed with a view to solving the problem thus presented, and the latest development that has beendesigned is the process of electrostatic precipitation. Continued investigational and developmental work with this process has already demonstrated its applicability to many industries, and new uses to which the process can be put are being opened up. Its use is already widespread, and the economic success that has attended its application in most instances would indicate that its use will become more general in the future.It has proved its ability to treat gases over wide ranges of temperature, and has successfully handled various types of fumes whose chemical characteristics differ very considerably. In many processes it has now come to be regarded as standard equipment.HISTORY OF ELECTRICAL PRECIPITATIONThe first recorded observations on the influence of an electrified insulated wire on gases containing solid particles in suspension was made as early as 1824 by Hohlfeld, in Leipzig. He found that, if he electrified a wire hung in a bottle filled with smoke, the smoke cleared rapidly, and a deposit formed on the sides and bottom of the bottle.

The treatment of nickel ores and concentrates and the subsequent processing to recover separate products of nickel and cobalt is one of the major interests at present in the mining industry. The increasing demand for nickel, and more recently also cobalt, has led to increased exploration for ore sources. Major discoveries have resulted in Canada and Australia. These deposits, as well as others already known, are presently being developed and the process technology tested and evaluated for applicability to the different mineralogical types - mainly sulphide, arsenide and oxide laterites. Concentrates may be treated by either hydro- or pyrometallurgical processes, while the nickel laterites are best suited to hydrometallurgical processing. However, if hydrometallurgy is used, once the ore or concentrate is leached the resultant solutions are then amenable to similar separation technologies for purification and recovery of high purity nickel and cobalt products. Solvent extraction, together with other separation processes such as precipitation, can produce high purity solutions of nickel and cobalt. The final products of these solutions may be nickel and cobalt cathodes, metal powders precipitates or salts, depending on the final process of electrowinning, hydrogen reduction, precipitation, or crystallisation Respectively.

Thermal and metallurgical coal mining in Queensland has resulted in mines which contain voids due to open cut mining. While there are several proposals for greenfield coalmines or expansions to existing operations, many existing open cut coalmines are reaching maturity and most will leave one or more residual voids in place. The rehabilitation of mine voids is challenging. Water held in voids will evaporate over time leaving solutes to concentrate. This is likely to lead to poor water quality with limited practical use. The most basic practices to rehabilitate voids have historically involved stabilising the high and low walls, bunding to provide flood protection, and preventing public access. Regulatory reforms for mine rehabilitation were introduced in Queensland as part of the Mineral and Energy Resources (Financial Provisioning) Act 2018, and aimed to strengthen progressive rehabilitation planning, limit risks to the environment and improve outcomes for local and regional communities. Under the reforms, the goal for rehabilitation of voids is to achieve a safe, stable, and non-polluting landform, which can sustain a post-mining land use (PMLU). The reforms also introduced a requirement to describe rehabilitation of mined land in Progressive Rehabilitation and Closure (PRC) plans, replacing the description of such plans in Environmental Authorities (EAs). The reforms are not retrospective and recognise historic approvals for voids, meaning established voids will remain in the landscape as non-use management areas (NUMAs). Naturally occurring rutile contains approximately 96 per cent titanium dioxide (Ti02), whereas the product from the ilmenite reduction - aeration upgrading process, "sub- rutile", contains only about 92 per cent Ti02. Therefore, there is an-incentive to lift the quality of sub-rutile by removing transition metal impurities, in order to supply a more valuable and marketable product, particularly for the chloride-route pigment producers. Previous studies have shown that the sub- rutile residual iron content (of approximately 4 per cent) and residual manganese content (of approximately 1.5 per cent) are chemically bound within the titanium-oxygen mineral lattice, and are most difficult to remove by simple leaching methods. In attempts to improve their eventual removal, a simple process modification has been successfully investigated in laboratory scale trials. Transition metal sulphides have been formed in the reduced ilmenite by using a "sulphur-doping" technique during reduction (metallization) conducted at controlled temperatures. These compounds give rise to greatly enhanced dissolution of the unwanted transition metal constituents during the sub- sequent aeration and acid washing steps. Thus, the manganese content of the final sulphur- doped, reduced-aerated, acid washed product can be reduced by about 90 per cent to 0.2 per cent, and the iron content by about 70 per cent to less than 1.5 per cent, in comparison with those levels remaining after unmodified pro- cessing. Additions of sulphur as low as 2 per cent of the weight of the ilmenite have proven satisfactory. Preliminary studies reveal that the modified process is economically feasible. These results suggest that the sulphur content of the Collie coal char used in an unmodified reduction step must exert some influence on the eventual removal of iron and manganese during aeration and acid washing.

My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

Precious metal deposits containing fine-grained disseminated or dispersed gold-silver form by reactions between metal-bearing hydrothermal fluids and sedimentary host rocks. Host rock permeability and chemical composition exert a primary influence on the fluid movement necessary for any primary dispersion halos to form around ore bodies, and determine whether a disseminated style orebody itself will even form. Where the mineralized rocks are relatively unfractured the margins of the orebodies exhibit abrupt decreases in gold content, and strong corresponding decreases in the contents of other metals. Primary dispersion patterns of this type are difficult to recognize and commonly are only a few meters (or less) in width. If the host rocks were well shattered and broken before mineralization, remnant amounts of the hydrothermal fluids may be dissipated in fractures lateral to or above the ore zones. This causes geochemical anomalies to form with clays and silt- size silica within the fractures over distances of up to at least 30-50 meters away from the main orebodies. The tendency for large primary dispersion halos not to form around these deposits explains the disappointing results from so many drilling programs where no multi-gram gold-grade material was even found: if large areas and apparent large volumes of rock contain one gram or less gold that likely is the "orebody" and not a halo effect around high grade mineralization.

Anodic stripping voltammetry is an analytical technique which has established some popularity for trace analysis of metals because of its sensitivity, selectivity and capability for simultaneous analysis of some elements. The technique can be readily adapted for field use because of its relative simplicity and low power requirements. This paper describes a relatively new instrument, the Portable Digital Voltammeter, developed by CSIRO, which utilises the glassy carbon electrode in a novel cell design and provides parts per billion (ug/L) sensitivity in an instrument which can be field operated. Ten elements, Zn, Cd, Tl, Pb, Cu, Sb, Bi, Hg, As and Au can be routinely analysed. Many of these elements are of interest to the mining industry, and to exploration geochemistry in particular. Case histories where the instrument has been successfully employed for stream and stream sediment analysis of Cu and Pb, for soil surveys of Cu and Au, and for Au in stream sediments and drill chips indicate there are advantages in having on-site data, during Exploration.

ABSTRACT- I Results are given for a series of tests in which a 300 mm pilot-scale Jameson cell has been used in copper recleaner flotation, and for the flotation of a lead rougher feed. the results indicate that the production rate of solids, at the same superficial air velocity Jg, is higher than in conventional columns. Thus in the copper recleaner application, the pulling rate reached 14 gm/cm2/min compared with between two and three for an operating column, while in the lead cleaner application the comparable figures were 12 - 14 gm/cm2/min for the Jameson cell vs 8 - 9 gm/cm2/min for a test column. A froth crowder was used to increase the air superficial velocity Jg in the Jameson cell in the copper recleaner, while holding the collection mechanism and pulp feed rates constant. The recovery increased from 50 per cent to over 90 per cent, suggesting that recovery is controlled mainly by the froth conditions, rather than the particle-bubble interactions in the Downcomer.
