Coalmines, like any other mine, generally involve the classic three-staged approach to mining studies; namely concept, pre-feasibility study (PFS) and feasibility studies (Cusworth, 2012). Subsequent to these studies, and in instances parallel to these studies, the commitment to an environmental impact statement (EIS) is made in order to secure both state and federal development consent. In recent times, the sentiment to both mining and coal is changing whereby the traditional approaches to mine planning and economic evaluation is complicated by evolving environmental legislation, expectations and time frames. It is all too common to take shortcuts in the development of projects in order to create the perception of cost savings and expediting the delivery timeline. Atkins (2016) points out that: boards of so many small to mid-tier mining companies, and a few majors, focus on relentless project delivery too early in the project process, with so little time and effort applied to risk analysis and option development. Unforeseen risks can cost any timeline or budget far more than the effort required assessing and mitigating these. This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

A new test coke oven of seven cubic foot capacity is described. The oven was designed to simulate conditions in a central section of a battery oven and a special feature is the achievement of unidirectional heating from the flues on either side of the charge. The method of charging permits close control of charge conditions'such as bulk density and moisture content. These conditions, as well as coking conditions (e.g. flue temper- atures., coking time) must be varied to simulate conditions in different batteries, The effects of several variables on coke quality are discussed. Using test oven conditions corresponding to those of Newcastle steelworks batteries, good agreement was obtained between strength indices of test oven and battery cokes; for 17 tests, the average A.S.T.M. stability and hardness indices for the test oven coke were 38,5% and 69.7%, while those for the battery coke were 37.1.% and 67.6%.

A company seeking listing on ASX must meet the prerequisites for admission to the Official List which, along with the continuing obligations that must be complied with following admission, are contained in the Listing Rules of ASX. Listing on ASX requires a company to ensure that, among other things, the market is fully informed at all times so that investors can make informed investment decisions.

Successful evaluation and exploitation of resources and reserves relies on the collection of high quality sample data. The quality of the sample data must be maintained through the application of a robust quality assurance and quality control (QAQC) program, including documentation of sampling procedures, training of sampling personnel and the regular monitoring of control samples. However, the application of QAQC programs in the minerals industry is often poor and the purpose misunderstood. It is all too common to have good quality control data collected, but no analysis work carried out until after drilling is completed. In a lengthy drill program, this can lead to problems not being discovered and corrected as they happen. Moreover, rectifying problems afterwards will be costly in terms of time and money, if not impossible. The consequences of poor quality sample data are many and include such effects as over- or underestimation of block grades, misclassification of ore and waste, and lower confidence in the resource/reserve models. The purpose of this paper is to highlight, using case studies, the importance of good QAQC practices to monitor the quality of sampling and laboratory sample preparation and analysis.

Currently all engineering schools face a common problem, an ever expanding technological base which must be presented to students within a fixed time period. Traditionally the programmes of study taken by engineering students destined for employment within the mineral industry include formal instruction in aspects of management to an extent greater than that presented in other engineering disciplines. Providing an adequate coverage of an expanding technological base within a fixed time span can lead to a reduction in the time available for 'non-technical' subjects, such as 'management'. This situation calls for periodic review of course contents and allocations of time. Following consultation with an Advisory Committee representing the mineral industry, mining research establishments, and kindred teaching institutions, the University of Melbourne has revised its mining programme. This paper demonstrates an application of a recently developed Risk-Cost-Benefit (RCB) Framework to environmental risk management in the mining industry. The environmental application of the RCB Framework as part of an ACARP project (Kizil, Bye and Joy, 2012) involved a thorough selection process with site visits and in-depth discussions with the case study siteÆs environmental management team. Under their guidance, the highest risk of environmental impact at the case study site was identified as æroad subsidenceÆ at the time when the project work was undertaken. This paper presents the unique application of the RCB Framework to examine the risk of mining-induced subsidence and its impact on one of AustraliaÆs busiest highways, with a traffic volume of 38 000 vehicles per day (NSW RTA AADT, 2008). The RCB Framework was employed to assess the optimum group of controls for road subsidence risk management to ensure highway availability while mining occurs. Whilst this paper focuses on road subsidence, the methodology employed can be directly applied to other environmental concerns including preparation for mine closure, rehabilitation planning and waste management. The RCB Framework incorporates mathematical modules which were developed to enable complex yet tightly integrated RCB calculations. The process integrates the risk-control effectiveness assessment to determine that the selected safety initiative is financially beneficial to the mine site and company. This concept has been applied to a number of high-risk mining areas targeting safety, productivity and environmental issues. This paper introduces the five-staged RCB Framework, incorporating the RCB tools RCBGEN (Risk-Cost-Benefit Generator) and RCEMETHOD (Risk-Control-Effectiveness Method), and demonstrates its practical application to the risk management of a road subsidence case study. The case study looks at potential pavement damages, in particular, the occurrence of pavement stepping on the surface of the highway as a result of vertical subsidence. This type of road damage was previously experienced at another major inter-city route while underground mining occurred in the region where the case study site is located. The RCB Framework has been successfully applied to the analysis of the road subsidence case study and determined the risk reduction and financial benefits of implementing a range of risk-controls. User-friendly RCB Charts to provide an aid for decision-making were produced. The value of using the RCB charts to achieve balance between risk, cost and productivity in the decision-making process for risk management has been explained. The case study determined that pavement slots and fibre-optic cable monitoring were relatively low-cost and effective controls applied in the mining industry for the first time at a global level.This paper supports the industryÆs ongoing efforts to manage risk to ALARP (as low as reasonably practicable) and achieve æzero harmÆ by providing a new Framework to more effectively establish the adequacy of controls.CITATION:Kizil, G V, Bye, A and Joy, J, 2012. The Gladstone region, as one of the most industrially intense regions in Australia, uses significant quantities of fresh water. Awoonga Dam, situated on the Boyne River, is the only major source of water in the region. The current typical annual usage is 53 GL (Porteous, 2006) and approximately 80 per cent of the water is used by heavy industry (Gladstone Area Water Board, 2004). Until relatively recently, there has been ready and easy access to raw water for industrial use. The recent drought, which resulted in severe water restrictions in 2002 and 2003, emphasised the importance of water for a dominant industrial region like Gladstone. Although now in the process of changing, the typical contractual arrangements in the past have provided little financial incentive for efficient water use. From research undertaken on potential water reuse opportunities, several key questions have emerged related to water management in an industrial region such as Gladstone. This paper highlights these key questions, presents findings from recent regional strategies and assesses the potential for water reuse. Even though there is no clear-cut financial incentive for reusing water, there could be stronger regional and risk mitigation drivers for doing so. Initiatives to incorporate adaptive capacity through collaborative industrial synergies would allow for robustness and resilience in water security, leading to long-term sustainable water management across the Gladstone region.

This paper discusses pore pressures in the embankments of tailings dams by comparing real world data with common design assumptions. Assessment of pore pressures has implications on material behaviour interpretation from CPT investigations and, therefore, on the design. For example, the assumption of hydrostatic pressure is conservative for limit equilibrium stability analyses but may be un-conservative in assessing the potential for contractive behaviour and strength loss during shearing. This paper presents some real world data, the investigation methods to determine the pore pressures, and subsequent interpretation of CPT data and material parameters such as the state parameter. It also examines the design implications of assuming a hydrostatic pressure distribution, by comparing results from that assumption with those obtained using the real pore pressures.CITATION:Johns, D and Murray, L, 2018. Better quality at lower cost is today's formula for remaining competitive in a world market. For an integrated steel company, high quality low cost steel production must originate before the blast furnace. In 1979, when U.S. Steel initiated a Quality Management Program throughout its steelmaking operations, efforts began at the coal, ore and flux mines. The objective was to improve the quality and reduce the variability of the critical parameters for steelmaking raw materials, to get the blast furnaces, and subsequently the melt shops, under optimum control. The general details of U.S. Steel's Quality Management Program are discussed and how it was used to promote the desired improvements in steelmaking raw materials. Some of the outstanding results obtained by the cooperative efforts between the mines and the steel plants are reported. The lessons learned by U.S. Steel were through upgrading existing operations and facilities. These principles should now be applied to new projects and the benefits of good quality management should commence from the time new projects are Commissioned.

A major challenge for closure planning at mining operations below the water table is evaporation from final void pit lakes and concentration of salts, which can impact on downstream groundwater (and surface water) flows and quality. Where such impacts are deemed unacceptable, the closure approach that is often adopted is to infill the final voids with waste rock to above the pre-mining water table to prevent the development of a pit lake and subsequent evaporative losses. BHP Billiton Iron OreÆs Marillana Creek (Yandi) mining operations face these issues. The orebody is a channel iron deposit that forms the major aquifer in the region, which will be completely mined as a series of elongated open pits over tens of kilometres. The major constraint on mine closure planning was the stripping ratio of less than one, which means that there is insufficient waste rock to infill all areas to the pre-mining water table. Hydrogeological investigations and groundwater modelling indicated that standard mine closure approaches would result in pit void lakes becoming saline sinks unless the residual void geometry was optimised to minimise evaporation and maximise throughflow. The solution developed is a cost-effective long-term mine plan that meets all mine closure objectives, and involved:the selective infilling of all pits, largely using run-of-mine waste dumping with limited re-handling; the diversion of the major part of up-catchment creek flows around the mining operations to allow mining of the resource under Marillana Creek crossings, which in turn restricted overall aquifer recharge and reduced the elevation of the long-term water table; the diversion of some minor creek tributary flows into specific locations within the mine path to induce hydraulic gradients to maintain groundwater throughflow and water quality; and close integration of mine plan optimisation (mining and waste dumping schedules) with groundwater modelling scenarios to achieve acceptable environmental outcomes. This approach is designed to result in no reduction in downstream surface water flows or quality, maintenance of adequate downstream groundwater throughflow to support groundwater dependent ecosystems, and no reduction in the beneficial use status of the downstream groundwater resource.

Achieving relinquishment of mining sites is becoming increasingly difficult, with a study by Byrne (2013) estimating that out of a set of 73 mining and metals sites around the world, less than ten per cent had achieved relinquishment over the last 50 years. The median forecast duration of time allocated for water management in the closure plans studied was approximately ten years, while the reality at the actual sites was a median duration of 22 years to date and growing.One of many challenges in mine closure planning is managing geomorphic stability of stream diversions. The challenge is to be able to demonstrate to regulators and the community that a proposed rehabilitation solution will be stable over the long term.During the mining operations, local watercourses and surface drainage can be diverted and managed using engineered channels and drainage structures. However, during the post-operations stage, the engineered channel and drainage may require modification to a more natural condition that will facilitate long-term environmental sustainability. Achieving geomorphic stability of a diverted watercourse is difficult, with the majority of stream diversions in Australia failing to meet expected design performance (White et al, 2013). Geomorphic stability is a complex process that is controlled by a combination of factors, including hydraulic flow conditions, geotechnical conditions and vegetation.This paper proposes that a fully dynamic and deterministic geomorphological model can be used to supplement the traditional empirical approaches to assess long-term geomorphic stability. The paper provides an overview of the geomorphological models and how they have been applied in engineering studies for forecasting future evolution of stream systems. With the bell-less top (BLT) charging system replacing the centuries old double bell charging method, the furnace efficiency has been greatly improved together with considerable reduction in the furnace down time and operational problems. But still there are many draw-backs which need further attention to achieve better efficiency and operational effectiveness. The performance and operational problems of the BLTs have been highlighted and possible solutions to overcome some of the major problems are discussed.

This paper describes the possibility of the application of flotation to the separation of monazite from xenotime and of columbite from ferberite, which have been said to be difficult with generally used physical beneficiation methods. For Malaysian monazite and xenotime samples, a great difference is observed between the flotation recoveries at pH 7.5 using 1.0 x 10-4mol/1 dodecylammonium chloride (DAC). The grade and recovery of columbite in the binary flotation with both minerals result in 85 per cent and 67 per cent in the cleaning froth and 91 per cent and 51 per cent in the re-cleaning froth, without adding any scavenging stages. For monazite samples from various localities, the flotability is dominated by the electrostatic interaction between mineral surface and collector ion using DAC as collector, but the singular decrease of flotation is observed in the sample of which the crystallinity is low and the surface structure is rugged and complex. Otherwise, ferric ion in the flotation system probably dissolved from mineral is found to activate the flotation using sodium dodecylsulfate as collector. For columbite and ferberite, the separation is judged possible at pH 3.0 using 1.0 x 10'3mo1/l sodium oleate (NaOl) from the single flotation results of each mineral. In the binary flotation, however, columbite recovery in the froth is greatly diminished below that expected. This would be because NaOl is prevented from adsorbing on the columbite surface of which the charge is transformed more negative side by the specific adsorption of the tungstate ion dissolved from ferberite.

OZ Minerals' Prominent Hill copper-gold concentrator is located 130 kilometres south east of the town of Coober Pedy in the Gawler Craton of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 9.6Mtpa ore throughput capacity. The flotation circuit includes six rougher cells, an IsaMill for regrinding the rougher concentrate and a Jameson cell heading up the three stage conventional cell cleaner circuit. In total there are four level controllers in the rougher train and ten level controllers in the cleaning circuit for eighteen cells.Generic proportional – integral and derivative (PID) control used on the level controllers alone propagated any disturbances downstream in the circuit that were generated from the grinding circuit, hoppers, between cells and interconnected banks of cells, having a negative impact on plant performance. To better control such disturbances, FloatStar level stabiliser was selected for installation on the flotation circuit to account for the interaction between the cells. Multivariable control was also installed on the five concentrate hoppers to maintain consistent feed to the cells and to the IsaMill. An additional area identified for optimisation in the flotation circuit was the mass pull rate from the rougher cells. FloatStar flow optimiser was selected to be installed subsequent to the FloatStar level stabiliser. This allowed for a unified, consistent and optimal approach to running the rougher circuit. This paper describes the improvement in the stabilisation of the circuit achieved by the FloatStar level stabiliser by using the interaction matrix between cell level controllers and the results and benefits of implementing the FloatStar flow optimiser on the rougher train.

A new high tensile strength, steel cable, that may be grouted into boreholes has been developed for use as rode reinforcement. The manufacturing technique produces a birdcage pattern in which the cross section varies along the length of the cable. The load transfer from cement grouts to birdcage cables has been demonstrated in laboratory tests to be better than that of standard 15.2 mm diameter seven wire cables. The manufacturing process also allows for a wide range of capacities which may be specified by design engineers. The various birdcage cable configurations have been applied as rock reinforcement in a number of Australian underground and surface mines.

BHP's newest colliery on the Southern Coalfield Is Tower Colliery. It is situated near Wilton some 60 kms south west from Sydney. It commenced its operations in 1978 and since that time has experienced considerable roof problems. In its eight years of operations, production has been 936 687 tonnes to December 1985. To a certain extent this is a reflection of the ground control r,,b1cros present in the colliery. paper out Iines the signif mt g,, logical features that are known to exist in the colliery and their influence on roadway development. Faulting has hindered the mine's development and an igneous intrusion has had outhursting associated with it. The prevailing roof rock has also had an impact on the roadway conditions. The paper will look at intersection deformation in present workings. Extensometers have been installed in these areas and provide measurements to verify visual observations. The results show a significant increase in roof movement as the roadway is developed from a single heading, to a T-intersection and then Into a four-way intersection.

The role of the virgin in situ stress field in tunnelling projects is well known in the Sydney area. The effect of in situ stresses is mostly considered through the use of published relationships that describe the in situ stress conditions as a function of depth. Considering the significant scatter in the data, it is evident that by adopting such relationships, the designers are assuming an average distribution of stresses with depth that is generally a reasonable engineering approach; however, when building a geomechanical model, the tunnelling or geotechnical engineer needs to account for the interrelationship between ground conditions (rock mass quality – fracturing, strength and stiffness) and in situ stress, which may explain part of the stress data scatter. This paper presents an alternative approach for interpreting in situ stress conditions, valid for both Sydney sandstones and shales that focus on such interrelationship between in situ stress and ground conditions.CITATION:Oliveira, D A F and Parker, C J, 2014. The Golden Mile, which has been mined continuously for the past 100 years by both underground and more recently open pit methods, occupies an area of 1.2 km by 4 km adjacent to the city of Kalgoorlie Boulder in Western Australia (Figure 1). Large-scale open pit mining at the Kalgoorlie Consolidated Gold Mines (KCGM) Fimiston operations is currently extracting 7.8 million tonnes of oxide and sulphide ore for a total production of 522 000 oz per annum. The effectiveness of grade estimation techniques at KCGM has been examined with reference to existing 10 m bench sample data from all operating areas within the Eastern Lode System of the Main and North pits. The aim of the study was to recommend practical parameters for grade control estimation. The review included comprehensive variography and comparison of nonparametric estimation methods (Joumel, 1983) such as indicator kriging and probability kriging with ordinary kriging, leading to the development of improved grade control parameters and procedures for both daily quality control and short term mine planning. This paper reviews the geological, statistical, geostatistical, mining and modelling features studied in order to present KCGM's Mining Department with recommendations for improving grade control.

Haul roads are often permanent unsealed access roads used by heavy haul trucks to transfer minerals. These roads can deteriorate rapidly which results in potholes, deformations and dust. Downer EDI Works has successfully provided efficient solutions to the mining industry to maintain their haul roads. HaulPac as a solution package is a process in which a bituminous emulsion is used to create a stable and durable pavement. The emulsion penetrates the road and binds the particles together, creating a stable base. It also seals the surface and prevents water from penetrating the underneath layers. Bituminous emulsion can increase the strength of the pavement material and decrease the road surface degradation which results in dust suppression. However, the everincreasing price of commodities, the necessity of reducing carbon emissions and the increasing use of autonomous haul trucks have made it vital to invest in novel maintenance solutions that can meet the needs of the mining industry in a cost-effective manner. This paper outlines the benefits of bituminous emulsion in terms of productivity, safety and environment followed by Downer’s approach to evaluate the suitability and to optimise the amount of product. The potential for changing the colour of the treated surface is explored and an initiative that incorporates end-of-life tyres of haul trucks into the pavement is introduced. And finally, an innovative method using artificial intelligence to estimate dust emission is presented.
