Due to operational and regulatory practicalities, pit lakes will continue to be legacies of many open cut mining lease relinquishments. Unplanned or inappropriate management of these significant geographical features may lead to a short-term liability to all stakeholders during mining operations, or to ongoing liability to the local community and environment following lease relinquishment. However, the potential for pit lakes to provide benefit to companies, communities and the environment is frequently unrecognised and yet may be a vital contribution to the sustainability of the open cut mining industry. Improved remediation technologies are offering more avenues for pit lake end use than ever before, at the same time mining companies, local communities and regulatory authorities are also becoming more aware of the benefit these water resources have to offer. Sustainable pit lake management aims to better minimise short- and long-term pit lake liabilities, and yet also to maximise short- and long-term pit lake opportunities as well.

Anglo American Platinum has adopted a strategy of Best Practice Principles (BPP) for sampling, mass measurement, analysis and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned.The design called for the high-grade material to be crushed to 95 per cent passing 2 mm and the design allowed for a single cutter primary Vezin sampler, increments taken from a gravity flowing stream at regular intervals, whilst filling a tanker for the pneumatic offload at our base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from our smelting complex and the input to our refineries. In addition, the design incorporated the functionality to collect increments in an ‘interleaved’ fashion from the Vezin sampler for internal precision checks.The metal accounting strategy for Anglo Platinum is the ongoing measurement of all inputs, outputs and stock levels for all our operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February every year, across the smelters and refineries (at least the base metal refinery). A trend was developing in the accounting period immediately following the introduction of the new crushing and sampling facility, whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter (sender) showed an increase in physical stock compared to the theoretical stock and the base metal refinery (receiver) showed that their theoretical stock increased against their physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question and it was confirmed through the physical stock measurement results, that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream.This paper showcases parts of the process that took place to explain the poor accountabilities for the respective sites. Previous results from the sampler ratification process (of the interleaved sampling design) were analysed again, a physical inspection was carried out on the sampling system again and the sampler performance was monitored (quality control parameters) for the period.From these investigations, it was found that airflows present inside the Vezin introduced the sampling bias and a change in sampling protocol was introduced as well as physical changes to the sampling equipment were made to eliminate the airflow and thus the bias conditions significantly. The accounting period which followed, after a phased upgrading process, showed that the accounting between our smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below five per cent relative to theoretical stock).CITATION:Kruger, C J and le Roux, E, 2017. Rio Tinto’s Hope Downs Operations are currently mining iron ore in their South Central Pit. Prior to the commencement of mine operations, Hope Downs carried out an extensive archaeological investigation and identified an ancient rock shelter lying within the proposed mine boundaries. The site is significant to the traditional owners/custodians of the land in this part of the Pilbara, and thus the final pit design was changed to preserve the rock shelter, which now lies 30 m outside the mine boundary. In order to further preserve this ancient dwelling from blast-induced damage, blast design procedures were improved over time to minimise the vibration impact when blasting close to the shelter. Blasting and vibration monitoring commenced in May 2008 using pyrotechnic delay sequences and normal-direction firing. In October 2009 electronic delays were used to reverse-fire blasts close to the shelter in order to create a damage zone between the initiating holes and the rock shelter. A detailed statistical analysis of the vibration data shows a reduction in the higher levels of vibration for blasts fired after October 2009, which is most likely caused by the created damage zone. In May 2010, a site-specific vibration model was developed and implemented, and based on Monte Carlo waveform superposition. This model was used to give a further insight and improvement to the blast delay sequences when blasting close to the shelter. However, such models are expensive to implement and have limitations, which reduces their potential for estimating the probability of getting an excessive vibration due to a given blast design. In this regard, it is more realistic and significantly less expensive to use a recently developed probabilistic analysis based on simple charge weight scaling. This analysis shows that there was a higher probability of exceeding prescribed vibration limits at the rock shelter for blasts fired before October 2009 than there was for blasts fired after October 2009.

Soon after the Rosebery concentrator commenced operations in 1936, an investigation was begun in an attempt to discover a substitute for cyanide in lead flotation. Cyanide is an excellent depressant for zinc and iron, but it also powerfully depresses the copper, silver and gold bearing minerals present in Rosebery ore, thus allowing them to pass through to the zinc concentrate or final residue where they are of little or no value.The investigation was not entirely successful, but it did indicate that sodium bisulphite or sodium sulphite could be used as a depressant for zinc without depressing the copper, silver and gold bearing minerals. The sulphites were, however, much inferior to cyanide as apyrite depressant.At about this time, I. W. Wark, using the captive bubble technique, had shown that, at the concentrations normally used, sodium aerofloat is not a promoter for pyrite or galena in alkaline solutions (see his book "Principles of Flotation", p. 188). Some preliminary tests on the production of a copper concentrate from Rosebery ore were therefore carried out using sodium sulphite as depressant and sodium aerofloat as promoter.The results of this work were promising but, since Rosebery ore usually carries only about 0·5% copper, there did not seem to be much incentive to carry the work further. n the early days of the Hauraki goldfield (1866 to 1889) almost the only system of ore treatment was wet crushing followed by copper plate amalgamation. A further saving of bullion was in most cases obtained from the tailings by means of pans or berdans. Though this system was not always as efficient as might have been desired it answered fairly well for the bulk of the gold-bearing quartz of the Thames and Coromandel districts, where the gold occurs chiefly in the form of visible particles, and there is not a great deal of silver. It failed, however, with most of the ore found in the Upper Thames or Ohinemuri district, especially in the Karangahake and Waihi portions of the field. In those days the cyanide process was not, and the usual prescription of the mining " expert" was smelting. At Karangahake, many attempts were made to discover a payable method of treatment for the so-called" refractory" ore, but on thewhole with very 'little success, and the district struggled along for a number of years without adding very materially to the production of gold in New Zealand. At Waihi, the Martha Co.'s stamp battery treated by wet crushing and copper plate amalgamation some 18,000 tons from the Martha Reef, worth probablyat least £4 per ton, but the average return was considerably less than £1 per ton, a sum which barely paid working, expenses, and consequently the shareholders were glad...

The minerals industry has enormous potential to positively contribute to sustainable development and many leading companies have concluded that their long-term success is directly linked to their ability to leave a lasting positive legacy. While there are many examples of success, there have been failures as well and much work has been done in recent years to define the role of the minerals industry in sustainable development and identify the key elements for success. In the past, our sector could point to the taxes and royalties it paid, the exports it generated and employment it created and felt confident that its contribution would be recognised and duly acknowledged. This is no longer the case. Critics of the industry have highlighted resource-rich countries that have failed to capitalise on their resource wealth and have arguably lower standards of living than their resource-poor peers û the æresource curseÆ hypothesis. Recent research has done much to clarify the factors that contribute to a countryÆs success or failure and all stakeholders in the industry now need to include these learnings in their approaches going forward. We know that our long-term success relies on embedding a company- wide approach to sustainable development into all aspects of our business operations. In this paper we highlight BHP BillitonÆs experience in the development and implementation of policies and systems designed to enhance our contribution to sustainable development. We detail the business drivers for excellence in this area and the key external codes and initiatives that have shaped our approach. The values-based BHP Billiton Charter, Sustainable Development Policy and associated Health, Safety, Environment and Community (HSEC) Management Standards are central to our approach. Implementation is reviewed through our HSEC audit program. One area in which we have placed particular emphasis is our approach to community development. BHP Billiton has a corporate target to contribute one per cent of its pre-tax profit on a three year rolling average to voluntary community programs. As our profit stream has increased with the minerals boom this is approaching an A$100 million commitment. In our paper we detail how we are working to ensure we maximise the value of this contribution for our communities and our shareholders.

Lithium battery electric powered vehicles and machines (BEVs) continue to gain traction inunderground mining use, with predictions they will dominate the underground light and heavy vehicle fleets for some mines within the next decade. There are clear advantages for ventilation systems through reduced heat output and the elimination of harmful exhaust gases and diesel particulates. However, the risks and effects of BEV fire emergencies for underground personnel and ventilationsystems are still largely in the early stages of analysis and understanding. This paper conducts an industry review of a selection of lithium battery fire incidents and research.A research paper review on lihthium fire behaviour, intensity and toxicity will be analysed and comparisons made with equivalent diesel machinery fires for context. Guidelines for mine firemodelling parameters will be offered to assist in predicting the behaviour, heat and emissions from BEV fires, and recommendations and conclusions will be drawn on the specific hazards of lithium battery fires compared to conventional diesel powered machines.

New Zealand Steel Mining Limited operates two independent sand mining operations on the West Coast of the North Island of New Zealand. Waikato North Head 30 km south of Auckland supplies ironsand concentrate as the raw feed for New Zealand Steel's works at Glenbrook and Taharoa 70 km further south, exports ironsand concentrate to Japan.   Taharoa uses two sets of six low pressure Warman centrifugal pumps in series to load bulk ore carriers 3 km off shore through two underwater pipelines. Waikato North Head delivers the ironsand to Glenbrook 18 km through a 200 mm ID buried pipeline using two stages of high pressure positive displacement (HPPD) pumping.   A high level of operating and maintenance expertise has been developed since commissioning the two systems which are proving to be reliable, efficient and of minimal impact environmentally.

The discovery of Olympic Dam in 1975 and, more recently, Prominent Hill in 2001 and Carrapateena in 2005 demonstrates the potential for world-class IOCG deposits in South Australia. Potential for further discovery of large IOCG mineral deposits in the Gawler Craton and the Curnamona Province is high because of continental-scale pervasive iron-rich alteration, crustal-scale structural preparation and unique magmatic-hydrothermal conditions. Recent exploration successes point to the effectiveness of new exploration tools and technologies to locate this style of mineralisation under cover. The gold endowment of these orebodies located in South Australia exceeds 75 Moz, with further discoveries to come. The lead time between discovery and development of the multi-million ounce Prominent Hill copper-gold mine in less than seven years demonstrates how quickly this style of deposit can be brought into production in South Australia. Clearly these long-life, multi- commodity IOCG deposits mines are an immediate exploration and future growth opportunity for the gold mining industry to replace ever depleting gold inventories.

BHP Billiton Iron Ore is one of the world’s premier suppliers of iron ore. It currently has operations in Western Australia and Brazil and also has some iron ore interests in West Africa.BHP Billiton’s Optimisation R&D team has developed a proprietary mine planning optimisation tool that uses a mixed integer linear programming (MILP). This tool is called Blasor and it is used to rapidly evaluate the resource development potential (RDP) scenarios for the company’s business development strategy. In addition it generates life of asset (LOA) mine plans for the company’s operations and growth projects. The Blasor optimiser maximises the discounted operating cash fl ow (DCF) as the objective function, subject to mining, processing and transportation capacity constraints and blended product quality constraints. The paper will outline how Blasor has been applied to the resource development potential (RDP) strategy scenario studies, growth project evaluations and LOA mine planning within BHP Billiton Iron Ore.The practical application of Blasor to resource planning optimisation within BHP Billiton Iron Ore has demonstrated the value of such a tool for optimising strategic directions through the evaluation of a number of carefully proposed scenarios and maximisation of operational decisions, such as cut-off grade, open pit development sequence, etc. Particularly for the company’s business development direction studies, Blasor plays the role of a fair valuation tool in that it discovers the most valuable resource development scenario, thus establishing a sound basis for comparing the economic merits of each scenario.

To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

The recovery by flotation of some complex uranium minerals such as brannerite and davidite is described. Anionic reagents used for flotation of iron and titanium oxides' are suitable. If care is taken, to emulsify the reagents the slime fractions may be satisfactorilytreated.INTRODUCTIONUranium ores are usually treated by direct leaching with acid or alkali according to the nature of the gangue materials. Concentration of the uranium minerals prior to leaching is not commonly practised because of the earthy nature of most uranium minerals and the difficult mineral dressing problem they pose. Some of the harder complex oxides such as davidite and brannerite are amenable to flotation. This is fortunate since they usually require an expensive, strong acid treat~ent to dissolve the uranium. Flotation tests were commenced in 1949 by officers of the South Australian Department of Mines stationed at Adelaide, first in the School of Mines, then in the University of Adelaide and finally in Departmental mineral dressing laboratories at Thebarton. "This is a reprise of the paper ‘Back to the Future – Why Change Doesn’t Necessarily Mean Progress’ presented to the Tenth Mill Operators’ Conference in 2009. It was observed that the ‘boom and bust’ cycles of the industry, together with trends in tertiary education and the effects of fly-in fly-out (FIFO) operations raised serious questions about the sustainability of human capital in the mineral processing sector.In 2016 we find ourselves in a ‘bust’ after enjoying a decade of the longest commodity price ‘boom’ in a century. In the ‘boom’ did we:make any technological breakthroughs?put measures in place to improve our human capital, especially in the area of ‘professional formation’?The paper makes observations on the current performance of mineral processing engineers and the organisational milieu in which they operate. The concentrations of methane and coal dust vary from one location to another in underground coalmines. In the presence of an ignition source, such as static electricity, these mixtures can initiate explosions and consequently cause massive destruction. Research data can help in understanding the level of hazards and associated risk these flammable mixtures can produce. For instance, the level of peak explosion pressure and flame speed can be well understood from experimental and numerical research data. With this aim, methane–air mixtures and methane-coal dust-air mixtures were employed in a ducted spherical vessel. According to literature, the maximum value of peak explosion pressure can be obtained in vessels of spherical geometry when compared to vessels of other geometries. Thus the values of explosion parameters generated from spherical vessels can be incorporated in understanding the highest level of hazard that can occur in a real world scenario.In this study, the duct integrated with the vessel resembles any channel or pathway connected to a methane and/or coal dust rich area in the mine. Experimental investigations emphasise that the severity of explosion in the explosion zone transmits to the channel or pathway. The length of the channel or pathway also plays an important role on the values of explosion parameters. The greater the length of the channel or pathway, the higher the explosion pressure is and therefore the higher the destruction. Ignition energy and concentrations of methane and coal dust were varied in collecting experimental data. New Zealand China Clays produces a unique halloysite clay product at Matauri Bay, Northland.   The company has licences over four deposits that were derived from the weathering of rhyodacite domes. Clay is mined and processed from two of the four deposits and is refined using a complex process based on gravity separation.   The product is almost entirely exported to niche markets in 24 countries. The main market is the fine ceramic industry where the product is used as a component in the manufacture of high quality porcelain and bone china bodies. The use of halloysite in these bodies gives the manufacturer the ability to achieve high whiteness and translucency. The other major market is for use in technical ceramics, where the product is sought after due to its high purity, fine particle size and stability at high temperatures.

This paper examines the interrelationship of conducting full risk assessments in the context of the coal mining industry and under the framework of the Health's Safety in Employment Act 1992. In the context of Occupational Health's Safety, Risk Management is a holistic management process that can be used by individuals working in all organisations and from all industries. The Australian New Zealand Standard 4360: 2004 defines a Risk as being; The chance of something happening that will have an impact on objectives. This definition is followed by several notes that include: a risk is often specified in terms of an event or circumstance and the consequences that may flow from it, risk is measured in terms of a combination of the consequences of an event and their likelihood, and risk may have a positive or negative impact. For the purposes of this paper, the above definition will be adopted. This paper examines the newly expanded approach of the fully documented risk management process in the New Zealand coal mining industry. This is done in the context of the coal mining regulations but more importantly by using the framework of the Health & Safety in Employment Act 1992. This legislation under Section 6 requires all employers to, Take all Practicable Steps to prevent harm coming to employees while at work and to others who might be at or in the vicinity of a workplace. When the term 'all practicable steps' is studied, one can clearly see that such steps should be the same steps taken that a prudent and reasonable person would have taken given the same type of circumstance. Due to the fact that in New Zealand parliament made statutes is administered by a Government Department, means that their breaches will be heard before a judge in the District Court. Under the Westminster System of Justice, a basic dictum of that court in matters relating the occupational health and safety is that a breach needs to be satisfied to a specific standard. That standard is, 'Beyond a reasonable Doubt'. One of the primary benefits of adopting a proactive approach to risk management is that if the industry were to adopt similar approaches, then this mythology could be seen as an industry standard. As such, the approach carries the same status in a court of law, as that of an Approved Code of Practice.
