In May, 1850, the first gold from the Comstock lode was discovered in the sands near the Carson river. It had been washed down by natural agencies, through Gold Caflon, from the decomposed rock of the ledge above. Within a few weeks, the precious metal was traced more than three miles in shallow deposits along the bed of the canon, from the river to the Devil's Gate-—a narrow, rocky cleft, notable to the teamsters of a later day chiefly as the place where " Uncle Jimmy Fair" collected high tolls, and could not reduce the rates, because " this was all he had for the education of his poor children." From 1850 to 1857, a fluctuating band of miners, whose number varied from twenty to two hundred, washed the Gold Canon placers with rockers and long-toms, making four to five dollars a day each until the last-named year, when the deposits were in great measure exhausted. The chief settlement of these miners was at Johntown. During only a third of the year was the water-supply sufficient for their work. The remainder of the time they utilized in desultory prospecting of the hills and in occasional forays for supplies among the Mormons in Carson valley. In 1857, the Grosch brothers discovered the Comstock lode at some point, now unknown, in Gold Hill, but their discovery perished with them. Early in 1858, the " Pioneer Quartz Company," having located several of the small surface-veins around Silver City (whose connection with the main lode has never been definitely shown), built an arrastra, and worked some of their ore; but the returns were so small that they soon abandoned this business. DESPITE the war, the First Pan American Mining Congress, held in Santiago, Chile, Jan. 15-23, was attended by about 300 persons including the official delegates from sixteen of the American republics. The United States delegation consisted of Elmer Pehrson, of the U. S. Bureau of Mines; D. F. Hewett, of the U. S. Geological Survey; William H. Hobbs, of the Carnegie Foundation; and C. W. Wright, delegate of the Board of Economic Warfare and of the A.I.M.E. Mr. Wright was elected to head the delegation. Among the other members were Edward Steidle, of Pennsylvania State College and also an official A.I.M.E. delegate; John Huttl, of Engineering and Mining Journal; W. 0. Vanderburg, foreign mineral specialist from Lima, Peru; O. B. Hundley, of the American Cyanamid Co.; Horace Graham, of the Anglo-Chilean Nitrate Co.; and several officials and engineers from the Anaconda, Kennecott, and Bethlehem Steel companies' mines in Chile.

THE rate of flotation of solid particles determines the percentage recovery of these particles which can be obtained during a given time interval. It is an established fact that the recovery is greatest in the fine sand size range and falls off on either side of this size range. It is also a fact that the history of the development of concentrating devices has been marked by a desire to recover the small particles: tables were developed to treat material too fine to recover in jigs; flotation recovers material too fine to be recovered on tables. As our ores become more complex and require finer grinding, a greater proportion is in the slow-floating size range. It is therefore of economic importance that the effect of size of particle upon rate of flotation be studied. Many studies have been made along this line. The present investigation attempts to quantify the rate of flotation by means of a rate equation, and then compares the effect of size upon the rate of flotation. It was found that the flotation rate constant increases with increase in diameter of particle in the size range smaller than the optimum size particle. The flotation rate constant decreases with an increase in diameter of particle in the size range coarser than the optimum size particle. This suggested two different actions taking place, and these are discussed. Suggestions for further work in order to improve the flotation rate of both fine and coarse particles are made. The usual method of expressing rate is to plot cumulative percent recovery vs time. If we knew the equation of this kind of curve we could replot it as a straight line, and the slope of the line would be an index of the magnitude of the flotation rate. It is easier to compare straight lines than curves. The basis used for obtaining the equation of the recovery vs time curve is the law of mass action. This law states that the "rate of a chemical reaction is proportional to the 'active masses' of the reacting substances present at any given time." This, of course, implies a constant temperature. We can modify this for our use by using the term flotation reaction instead of chemical reaction and the term floatable particle instead of active masses. dC Thus----— kc [1] where C denotes concentration of particles, t denotes time, k denotes a proportionality constant. If the exponent of C is 1, then we have a first order rate reaction. If the exponent of C is 2, then we have a second order rate reaction. For a first order rate reaction, we obtain, after integration, where k is again a proportionality constant and has the dimension of the reciprocal of time. C, is the original concentration or weight or percentage of floatable particles. C, is the concentration or weight or percentage of floatable particles remaining in the flotation cell after time t. If all particles of the mineral to be floated were capable of floating we could take C, as 100 and C, would be 100 - R, where R is the cumulative percentage recovery of mineral at time t. But it is not usual for all of the particles to be capable of floating, because of surface oxidation, etc. Therefore, we must introduce a factor x which is the percentage of un-floatable mineral. Garth Crosby has written an excellent geologic description of the deposits surrounding the Gem stocks in the Coeur d'Alene district. The ore deposits in the area of the Gem stocks may hold the key to the age and mineralization history of the entire Coeur d'Alene district. A recent isotopic study of the Coeur d'Alene district in this laboratory illustrates that a classical geologic interpretation of these deposits, with its implications for the whole district, may lead to erroneous conclusions. For this reason it seems pertinent to submit a summary of these results and an interpretation of the mineralizing history of the Coeur d'Alene districts.

INCLUSIONS of nonmetallic matter have long been recognized as objectionable in steel. A complete theory of the effect of inclusions, which is consistent with that held today, was outlined in Howe's early work on the metallurgy of iron and steel. This, by analogy with wrought iron, assumes that the observed difference in properties between specimens with and across the direction of rolling is due to slag enclosures. The fact that wrought iron shatters in ballistic test is taken as an indica-tion of the effect of inclusions on the resistance to shock. Since that time, the development of the metallurgical microscope has shown the discrete nonmetallic inclusions in the iron matrix. Better resolution has, brought out the great number of inclusions, and the availability of good microscopes in steel mills and laboratories has constantly drawn more attention to these inclusions. This recent emphasis on inclusions has resulted in studies as to their nature, mode of formation and methods of elimination, such as the work of Wohrman, Dickenson, Herty, and Schenk. In addition to the published works; many investigations which have not been published' have been carried out by private laboratories and have resulted in the application of specifications intended to limit inclusions in many qualities of steel. Nevertheless, a clear understanding of the quantitative effect of inclusions on the physical properties of steel has been lacking. It is the specific purpose of this study to determine the quantitative effect of inclusions on the physical properties of steel that determine its behavior under dynamic stress. The study has shown that a quantitative relation between counted inclusions and impact strength does exist in normalized steels, but 'that factors other than readily visible inclusions are equally important. Furthermore, the present commercial rating of inclusions is unreliable with respect to counted inclusions or dynamic tests, and this study indicates that the tensile-impact test is more reliable as a measure of quality.

THERE are a number of effects that can cause material damping or internal friction. Some of these are frequency dependent, such as the thermo-elastic effect' and the stress-induced ordering.' Others depend on the amplitude of vibration, i.e., the damping related to the motion of dislocations3 and that due to magneto-mechanical hysteresis.' While many of these effects have been studied, only the magneto-mechanical effect has found extensive practical application. It is the principal source of damping in the current blade material in steam turbines.A magneto-mechanical hysteresis loop is seen in Fig. 1. If an unmagnetized, polycrystalline wire of a material exhibiting magneto-mechanical hysteresis, such as an Fe-14 pct A1 alloy, is twisted in torsion, a relation between shear stress and shear strain y is observed as indicated. The stress-strain curve does not follow Hooke's law -dashed line. Instead, the strain y increases nonlinearly and partly irreversibly, due to the motion of ferromagnetic domain walls,* until a critical stress is reached, which in this case is about 3,500 psi. If the applied stress is raised further, the strain appears to increase linearly and reversibly in accordance with Hooke's law, since all domains are now aligned in easy directions of magnetization nearest to the direction of the applied stress, and plastic flow has not yet started noticeably. On removing the applied stress, a remanent shear strain y, is observed, which is related to the irreversible magnetostriction of the material.' THE subject of this paper involves the crux of the industrial safety problem. It is not overstating the fact to say that "a plant can be made as safe as the management and the workers want it to be;" if such desire is not in evidence and it is not possible to maintain interest in the work of safety, there can be practically no headway beyond the first few steps. These first steps may be said to embrace simply the mechanical or equivalent guarding of tools and equipment and may be taken in a more or less perfunctory manner; but, it has been estimated, they will not effect a reduction of more than 25 to 35 per cent. in the accidents likely to occur in an unguarded plant. The question therefore may be pertinently asked, "Whose interest is meant in the title of this paper, employers', employees?, or both?" It has been repeatedly stated that no safety work of any importance can be carried on: in a plant unless the employer believes in the value of such work. Such statements are true, but have become threadbare with constant repetition and the public is led to believe, that employers differ from ordinary human beings, that their sympathy for their fellowmen has become dulled, and they can be awakened to a sense of the fitness of things with respect to safety, health, sanitation, working hours, etc. only by legislation. There will undoubtedly be found an employer, now and again, who measures down to such specification; but the speaker, in a number of years of close contact with large employers (and his experience has been duplicated by many others) has found that the employers are usually far in advance of the general public in matters affecting the welfare of their employees, including their safety, and not from a selfish viewpoint, but from the humanitarian, economic, etc. If, at times, there is an apparent lack of headway in the solution of some problem connected with employees' welfare, it is not so much due to indifference or a failure to be awake, on the part of the employer, as it is to a lack of knowledge of the way in which to proceed to its successful accomplishment. Further, employers are, only human and cannot follow. every one of the innumerable matters connected with an industry down to their minutest details; they must delegate certain individuals as their representatives, clothing them with the necessary authority to act. One of the main functions of the United States Bureau of Mines is to obtain and disseminate information that will promote safety in and around mines, and the health and safety of employees engaged in mining. Serious health and safety conditions arising out of contamination of air in metal mines by dust, fumes from explosives and fires, and absorption of oxygen by timber and other causes, led the Bureau of Mines to cooperate with the United States Public Health Service in the study of dust occurrence and ventilation in metal mines in various parts of the country. A. J. Lanza, of the U. S. Public Health Service, and Edwin Higgins, mining engineer of the U. S. Bureau of Mines, in 1915, made a detailed study in the mines around Joplin, Mo.; their reports1 are now available. In 1916, 1917, and 1918, a similar study was made in the Butte, Mont., region by Doctor Lanza and D. Harrington, mining engineer of the Bureau of Mines; the reports of this investigation will be available soon. In 1919, the study was continued in some of the Arizona mines by D. Harrington, of the Bureau of Mines, and G. E. McElroy and R. A. Koronski, of the U. S. Public Health Service, the underground work being completed in June, 1920; these reports are now being prepared for publication. In the spring of 1920, the scope of the work was extended, with D. Harrington in charge as supervising mining engineer, and short studies were made in the mines of the Coeur d' Alenes in Idaho and around Oatman, Ariz. It is hoped soon to extend the work into mines of California, Nevada, Colorado, Michigan, and Minnesota, and ultimately to other states should the mining companies be willing to coöperate. While the coöperation of the mining companies is necessary, the companies are put to practically no expense other than supplying a guide to accompany the investigators underground, the length of time spent

In developing a minicomputer application for an industrial grinding circuit, the control program is usually coded and the compilation is debugged on a remote access computing system. Final debugging must wait for installation of the minicomputer. This work reports on an alternative. Here both compilation and execution bugs are eliminated before the hardware is installed by testing the control program against a dynamic simulation. Attention is directed toward development of a particular real-time control program for an industrial wet grinding circuit in a copper concentrator. Specific data were supplied by the Anamax Mining Co. for a grinding division consisting of a rod mill followed by two ball mills in parallel. This information was used to set up a plausible model structure.

In November of 1957, the Aliquippa Works started operation of the third basic oxygen furnace shop in North America. This high speed basic steelmaking method provided a very economical increase in capacity at the Works. The success of these two (2) 81-ton furnaces led to the construction of a second B.O.F. shop, producing heats of 230 tons at J&L's Cleveland Works in 1962. The experience gained operating both shops provided the background for the design of the new steelmaking complex at the Aliquippa Works. This new complex consists of a three (3) furnace shop with two (2) furnaces blowing alternately producing heats ranging from 120 to 207 tons. This variation in heat size is predicated on the requirement that approximately 20% of the shop production will be used to supply steel to a six (6) strand casting machine, producing 4' through 7" billets. The new B.O.F. shop has replaced all other steelmaking units including the #1 Shop, where operations were discontinued in September of 1968. With the advent of the strand casting facilities in September of 1969, many of the standard shop practices had to be changed to compensate for higher tap temperatures, longer handling times, and reduced ladle availability. The subsequent changes in these areas led to the evolution of the strand cast ladle practice which is described in this paper.

The process of solvent extraction.(or liquid-liquid extraction) is a separation technique involving mass transfer across a phase boundary, and as such is not limited to metal transfer from an aqueous to a non-aqueous phase, or, vice versa. We shall here, however, restrict ourselves to the application of the solvent extraction technique to metallurgical processing. Basically, the process of solvent extraction as applied to metals separation and purification requires only that a specific metal be transferred from, initially, an aqueous phase to a non-aqueous phase, followed by a reversal of this transfer. It is the purpose of this paper to describe an electrical computer which has been constructed to solve the equations for vapor-liquid equilibrium in multi-component systems. The instrument consists of seven component-computing units each with proper indicating means and power supplies. Each unit is a resistance network with a voltage matching servomechanism, and each provides an output voltage proportional to the mol-fractions for vapor and liquid phases. These voltages are summed and matched with a reference voltage to provide the solutions. Any reasonable number of such units may be put together to make a computer. The theory and operation of the computer is discussed. A number of applications and examples of computer results are given. The computer yields the over-all vapor or liquid fraction to a probable error of 0.002. An interpolation method is described which reduces the probable error to 0.0002. INTRODUCTION The process known as Flash Vaporization may be described as follows: A mixture of known composition of relatively volatile components is allowed to come to thermodynamic equilibrium at some given temperature and pressure by any path whatsoever. In general, a vapor and a liquid phase will be present at equilbrium. The problem is to determine the fractions of the mixture in the vapor and liquid phases, and to determine the mol fractions of the various components in each phase. The relations that exist between these various quantities at equilibrium are well known and will be given later. These equations are difficult to solve, yielding only to trial-and-error methods. The virtues of the analog computer are its speed and the automatic character of its calculations. The device is operated by turning a crank which varies the value of v, the total vapor fraction. This actuates a number of servomechanisms which perform automatically all computations. This computer facilitates the solution of such problems as (to mention a few] : Analysis of separator operation, studies of changes in composition of reservoir fluids with pressure decline, and analysis of natural gasoline plant operation. Taxes are compulsory charges levied by a government for its support. They are usually paid to support the general services provided by government rather than special services (such as safety inspection). The latter are normally supported by user charges often called license fees. Taxes are used by national governments not only to raise money but also as a part of fiscal policy. As such, taxes are used to stimulate or deflate the economy, as an incentive to save or invest, as a means of allocating national resources, and as a means of redistributing income. In our discussion, we will deal only with those facets of the subject that relate specifically to the mineral industry. In doing so we will deal with taxes levied on all industry in a generalized way and only insofar as it affects our industry, but at some length on those portions of the tax system related directly to the mineral industry. It is not our intent to provide a "cookbook" for computing taxes, but rather to present some of the policy issues that bedevil those who must develop our tax policies. MINERAL TAXES The mineral industry is subject to the full range of taxes levied by governments. These include taxes on income, property, and sales, as well as excise and severance taxes. The latter are somewhat similar to a royalty in , that such taxes are levied either ad valorem or per unit of output. Severance taxes most commonly are charged to oil and gas output, although coal, salt, sulfur, and iron ore production also have been taxed in this manner. The major governmental advantage of the severance tax is the administrative ease of collection. On the other hand, it poses an addition to cost independent of profitability. As a consequence, the severance tax can cause premature abandonment if mineral product prices do not rise sufficiently to cover it. Such a rise may not occur if differential tax rates are levied by the various states. Property taxes normally are levied on all property owners, including mineral owners. The major difficulties in this kind of tax, in so far as mining is concerned, are erratic valuation coupled to the inherent problems involved in assessing a property where the extent and richness is chiefly unknown. The impact of these taxes, including state income taxes, is reduced somewhat, as they are usually deductible from gross income as a business expense with a consequent lowering of national income taxes.
