The laws here referred to are those which define the status of the prospector for mineral deposits in the soil or beneath it, establish his methods of procedure, protect him in his possession while searching for the subterranean treasures, and give him assurance of title when all required conditions have been fulfilled and valuable minerals discovered. Regulations for the operation of mines and the safety and health of mine employees are likewise subjects of Federal and State legislation, but are not within the scope of the present program. Various features of our present laws will be discussed in detail by able students of the subject, and specific remedies will be proposed for the most glaring defects. It is my purpose to present in this paper a summary review of the reasons why revision is needed and demanded by the great majority of those in daily contact with the industry. Reason Number One The first objection to the continuance of the present law is that it was not planned by its framers and the Congress which passed it to apply to many of the kinds of mineral deposits, nor to the mining conditions, which are controlled by it to-day. In 1866, under the title, "An Act granting the right of way to ditch and canal owners over the public lands, and for other purposes," was surreptitiously smuggled into existence our first mining law (14 Stats. at Large, Chap. 262, p. 251). This law provided that "whenever any person or association of persons claim a vein or lode of quartz or other rock in place, bearing gold, silver, cinnabar or copper, having previously occupied and improved the same according to the local customs or rules of miners in the district where the same is situated," etc., a patent might be granted an certain conditions. The electromagnetic levitation technique has been successfully applied to rate studies of the de-carburization of liquid Fe-C alloys from 5.5 to zero pct C at 1660°C using gas mixtures containing 1 to 100 pct CO2 with CO or helium as diluents. The rate was shown to be independent of carbon concen -tration in the melt and only slightly affected by total pressure. The results were shown to be consistent with control either wholly or predominantly by gaseous diffusion. As well as avoiding side reactions with the crucible, levitation allowed precise calculation of reaction rates since the geometry of the system was accurately known. It also enabled interpretation using the established mass-transfer correlations for a gas flowing past a single sphere, The existence of gaseous-diffusion control and the extremely high rates of reaction reported for gas flowing past small spheres are of great practical significance in relation to current investigations into the use of spray-refining techniques in continzcous steelmaking. PREVIOUS work on the kinetics of carbon removal from liquid iron has generally involved the use of oxygen as the gaseous oxidant. Investigations have been made on commercial steelmaking furnaces and in addition laboratory-scale experiments have been attempted with a slag phase present. The general lack of agreement and the obvious difficulty in interpreting the results is at least partly due to the complexity of the systems used. This work has been reviewed by carter1 and more recently by Bods-worth2 and ward.3 The gas-liquid metal reactions have also been studied with slag-free melts by the conventional technique of blowing oxygen onto the melt contained in a crucible. The reaction between the oxidant and carbon could be followed by sampling either the melt or the gas phase. Side reactions with the crucible material have precluded direct interpretation of the results. Fujii, 5-7 using O-A mixtures, attempted to correct for the crucible reaction and reported that the reaction between carban and oxygen occurred at the melt surface and was controlled by gaseous diffusion for carbon contents greater than a critical value and by carbon-diffusion control in the metal for carbon contents less than the critical. The critical value was given as approximately 0.15 pct C. However, whereas this was the case for oxygen contents in the gas stream up to 10 pct, between 10 and 20 pct the rate was found to be approximately independent of oxygen content, and Fujii attempted to explain this observation by postulating the presence of an oxide "film".7 Turkdogan et a1.' have studied iron fuming during decarburizing and suggested gaseous-diffusion control of the reaction above a critical carbon concentration, given as approximately 2 pct C. Filippov9-12 reports in a similar manner to Fujii but makes no mention of the crucible reaction with the carbon in the melt, even though this would be expected with the temperature, crucible material (MgO), and carbon contents used. Both CO2 and O2 were used as oxidant gases. In the present work the decarburization of liquid Fe-C alloys was studied using an adaptation of the electromagnetic levitation technique, and thus the complexities introduced by crucible side reactions were eliminated. In this technique a single sphere of the Fe-C alloy is freely suspended and heated by electromagnetic induction in a flowing stream containing the oxidant gas. The full range of carbon levels up to saturation was studied, the temperature of the melts in this instance being held constant at 1660°C. The oxidant was CO2 which was used either pure or in association with a diluent gas, the total gas pressure being maintained either at 1 atm or at a reduced pressure. An item of considerable importance to the producers of pig-iron is the disposition of the slag or cinder from the blast-furnace; and various plans have been adopted at different works to care for the rapid accumulation of this generally waste material. The charge per ton of iron made which must be allowed for the care of cinder is sufficient in times of business depression to give plants having facilities for disposing of their slags an advantage over others less favorably arranged, and to allow iron to be produced profitably in the one case and prevent a profit in the other. The varied methods employed and the means of conveyance utilized need not be detailed. It is sufficient to say that the large outputs of American blast-furnaces, and consequent rapidly augmenting dump-piles, have brought into general favor the use of cars carrying the slag in a liquid condition. The advantages of this method are the prompt removal of the slag, the reduced space occupied by the dump-piles, and the facility of converting the slag into such forms for use as may be desired. The progress in iron-manufactlire is also marked by a more general adoption of methods by which molten metal is carried in vessels away from the point of its production; and, anticipating the prospective advance in pig-iron manufacture, it does not seem unreasonable to prophesy the early abolition of casting-houses at blastfurnaces, particularly where several are grouped together; or the casting of steel ingots away from the converters or furnaces. In some large blast-furnace plants, the iron is carried molten from the blast-furnaces to the converters or other furnaces. Even where it is cast into pigs, casting-sheds removed from the immediate vicinity of the furnace-stack would, perhaps, be superior to casting in beds in front of the furnaces. A university is a place to build minds and develop leaders. It provides the tools necessary for the development of new ideas which come from the inquisitive mind and is one of the stepping stones to management responsibilities for the truly ambitious. However, it is not always a financially sound investment! Lately, there have been several articles published on the economic advantages of a college education. These articles tend to average wages together according to education and years of service. Their tabulations generally include the chairman of the board, various vice presidents and plant managers and do not reflect the achievement of the average graduate. They consistently fail to include an analysis of the investment a college education requires. In reality, the bright high school graduate would make more real money over a 20-year period if he went directly to work "on the hill" than he would if he graduated from college. Furthermore, he would find little difference between his wages and those of the college graduate in the period from 20-30 years after high school graduation.

SAMPLING of the fluid from oil wells for percentages of oil, emulsified oil, and water during the last two years has brought out some interesting facts concerning oil-water emulsion. This result led to a laboratory investigation of emulsion, which substantiated the conclusions made from the field observations. The purpose of this paper is to present the information collected, the laboratory experiments, and our interpretation of the same. In order to define emulsified oil exactly, give its synthesis and origin, and to show how and when it is formed in the wells, the work was necessarily divided into two separate lines-laboratory work and field observations. It is hoped that this study may lead to a discussion of such points so that the petroleum engineer, geologist, or technologist may be benefited by its practical bearing on oil-field management. Special credit is due Mr. Everett Carpenter, chief geologist of the Empire Gas & Fuel Co., for his assistance and cooperation in this work. LABORATORY INVESTIGATIONS ON EMULSIFIED OIL Laboratory investigations were conducted in an attempt to learn the composition and some of the properties of emulsified oil, or B. S., as it is more commonly called, also to demonstrate, by laboratory methods, how B. S. may be formed under conditions similar to those existing at the time a well is being pumped, and how it may be broken down. Literature bearing on this subject is widely scattered and very limited in scope. Bacon and Hamor define B. S., or bottom settlings, as "earthy matter, inert organic matter, or, in the case of Pennsylvanian petroleum, an emulsion of paraffin wax and water, which accompanies crude oil." Cyril w. Knight, Toronto, Ont., Canada (communication to the Secretary*).—Mr. Hore's paper presents an interesting summary of our knowledge of this important mineral field ; and is therefore acceptable as giving information which our Transactions did not already contain, although it presents little or nothing not made known by other writers before 1906, when Mr. Hore began work in the field as a student assistant. Contributions of this kind, however, should be made completely valuable by such references to previous work as will enable the reader to follow to their original sources the theories or conelusions stated by the author. It is quite natural, and even excusable, that a new observer should find novelty in his on observations—especially if he is not acquainted with the work of predecessors in the same field. Moreover, the independent repetition of an observation or conclusion has a distinct value as a confirmation, though it may have none as a discovery. But the publication of it, without reference to its predecessors, may place the author in an unfavorable light as either ignorant of the history of his subject, or willing to claim credit to which he is not entitled. Of the latter fault, I do not accuse Mr. Hore ; but I cannot wholly acquit him of the former. Without disparaging his intelligent work, I must point out that his paper, as it stands, might easily give the impression that he claims originality for many statements which are by no means new, and that he emphasizes unduly his own publications. Thus, his remark (p. 481) "I have described the silver-fields in a general way in my paper " (not yet published), should have been accompanied with reference to some of the numerous papers, already published, which describe these fields. USUALLY the search for clays is left to chance in unexplored areas. A local working by the inhabitants or an outcrop is often the only guide. If the conditions of genesis of clays were always known, a set of general rules could be drawn up that would apply to this search. For example, a certain type of clay might be found wherever the sediment indicated a favorable environment. This paper sums up the considerable amount of knowledge that has been accumulated about the genesis of sedimentary days and offers some rules to be observed in prospecting for new clays. ANALYTICAL STUDY OF SEDIMENTARY CLAYS Clays may be found in many formations, both recent and ancient. All the intermediums exist between the deep-sea deposit and the mud deposited by a stream. In order to find out whether the nature of clay deposits depends on the environments in which they were formed, the samples used in the investigation described herein were very carefully chosen from: (1) ancient sedimentary series (a few from recent ones), (2) zones where conditions of genesis are typical. Ancient Formations Ancient formations were chosen because they are less difficult to sample than the bottom sediments of present-day lakes and seas. Moreover, a geo- logical section makes it possible to define the conditions of genesis of a deposit based on its facies, fossils, stratigraphic relations, and paleography. A present-day deposit is defined only by its aspect at the moment. Its previous history may have caused mixtures, alterations, and changes of environment, which escape detection. Typical Conditions of Genesis Samples from ancient deposits were taken from zones where typical conditions of genesis prevailed. Only clays from marine, lagoonal, and lacustrine environs are concerned in this study because the nature of the original en- vironments could be affirmed. In this way an inventory of the nature of sedimentary clays has been made for rocks formed in typical and individual environments; therefore the extent of the results that may be drawn from such a study will need discussion.

STUDIES relating to the behavior of coal toward oxygen may have for their purpose the determination of the fundamental factors that underlie spontaneous combustion, weathering and deterioration, and the general topic of storage, as well as those properties that have to do with the underlying principles of carbonization. There is also involved the possibility of developing information relating to the constitution of coal, or at least the chemical properties inherent in the type substances of which the coal is composed. It is the purpose here to record certain FIG. 1. results bearing on this latter idea of the chemical properties that characterize the main constituents of bituminous coal. The avidity of freshly mined coal for oxygen has long been known. What happens to the coal or to the oxygen is not so clear. Is the oxygen absorbed or chemically combined, and what are the conditions as to time, temperature, texture, or components that are most involved in the phenomenon?

WHEN the new sulphide plant started to roll at Chuquicamata last July, we broached the matter of looking in on this historic event to Burr Wheeler, then executive vice president of Chile Exploration Co. (Chilex executive offices are housed with the parent company, Anaconda, at 25 Broadway which is 23 hours and 15 minutes closer to the AIME office than the mine, counting air and automobile travel). Mr. Wheeler was at Chuqui when they turned the first shovelful of earth, has an understandable pride and affection in the mine, and kindly offered to make all arrangements. As a guest of Chilex, physical exam, injections, police clearance, passport, and airline reservations on the crack Panagra airline are procured swiftly and almost painlessly. Winter clothes were advised by Mr. Wheeler and D. M. Dunbar, who is the former's assistant and a seasoned Chuqui-ite. Both of these gentlemen obviously prefer Chuqui climate, with 364 days of sunshine, 1 ½ -in. rainfall, rare atmosphere of 10,000 ft elevation, Christmas-time earthquakes, and howling winds through June and July to the vicissitudes of New York weather. Panagra's de luxe DC-6 noses in toward land at Antofagasta, Chile, the supply and embarkation port for Chuquicamata. The Coastal Range, completely barren of green, thrusts a spur far out into the Pacific creating a crescent-shaped and protected harbor at Antofagasta. Beach gives way to pampa, to hills, and the only variation in scenery is in topographic relief. Chilex's reception committee in the person of the alert and amiable Bob Condit, assistant port agent, takes care of everything: immigration, interviews by the local press, baggage, transportation, and introduction to Chilean cuisine. The drive up to Chuqui takes about three hours, on the only two lane highway in northern Chile; hard surfaced, with a few kilometers of repair work in progress. We were fortunate to make the trip with manager Charles Brinckerhoff, who arrived the same day at Antofagasta from the seat of government at Santiago where he goes frequently to keep in touch with the company's Santiago office.

The death of Louis Janin, which took place Mar. 6, 1914, at Santa Barbara, terminated the earthly career of almost the last survivor, and one of the most illustrious members, of that group of American mining engineers and metallurgists who, in the last quarter of the nineteenth century, directed the development of the mineral resources of the Pacific slope. SOME mixtures of sulphide and oxide ores from the Tintic district in Utah are of a sufficiently good grade to be shipped to the smelter without beneficiation. In mining this type of ore, however, a material tonnage of ore of a similar composition but of lower grade is obtained. It is a ques-tion of economics whether such ore should be shipped with a certainty of a small return or concentrated if that would yield a sufficiently increased return to amortize plant construction and upkeep and yield a higher rate of profit than at present. It may be assumed that the tonnage of this borderline ore is constantly increasing and that eventually it will, attain such proportions as to justify plans for milling on a relatively large scale. Under existing conditions, the producer of mixed sulphide and oxide ores is not greatly concerned about the physical characteristics of his ore or of its mineralogical complexities, since his contract with the smelter calls for payment on the basis of chemical analysis. When concentration is contemplated an entirely different picture is presented. Percentages of valuable metal content must then be con-sidered in terms of minerals, for it is in the form of minerals that recoveries are made and losses sustained. In describing the performance of a given flotation mill and reagent combination, it may be stated as a generality that a specific percentage recovery of valuable elements is made. Tech-nically, however, the concentrator is really constructed and the reagents are selected to recover the valuable minerals. These considerations must be given prominence in discussing border-line ores from the Tintic district because of their physical characteristics and mineralogical composition. Because of these peculiarities they may be justly termed complex, since their lead, silver, and copper contents are each represented by two or more minerals of different chemical composi-tion and presenting widely divergent physical properties. A method is outlined for taking into account variation in chemical potential of both components in evaluating capillary effects at growing interfaces. The results are compared with experiment, and seem to be in reasonably good accord for Widman-statten ferrite growing in austenite. ENERY pointed out that during the steady-state growth of phases with a rather small radius of curvature at their advancing edge capillarity cannot be neglected. By proper application of the Laplace equation a correction must be made to the activity gradients down which diffusion occurs. Subsequent workers have concerned themselves with attempts to evaluate specific cases by the use and modification of the principles laid down by Zener.2-5 To solve the problem in its simplest form it is necessary to assume thermodynamic equilibrium at the interface and to select some criterion which will allocate the available free energy between reversible and irreversible processes. Zener chose to assume that the division should be made such that the new phase grew at the maximum rate. Other workers have used the same2,3 or different assumptions, e.g., maximum rate of free-energy dissipation,4 minimum rate of entropy production.5 Li6 has proposed that the "thermokinetic potential" should be a minimum at steady state. The purpose of this presentation is to note that most prior treatments have considered variations due to capillarity only in the chemical potential of the mobile constituent, and that a more consistent treatment must involve a consideration of the variation of chemical potentials of both solute -and sol- vent in a binary system.* As an example, the way in which this arises for ferrite growing from austenite may be illustrated by reference to Fig. l(a). IN the spring of 1931 an experiment was made at Anaconda with a small reverberatory furnace, with which was combined a roasting shaft. The arrangement is shown in the accompanying drawing (Fig. 1) and requires but little explanation. The general idea was to roast .flotation concentrates, mixed with the proper fluxing materials, by dropping them down a heated shaft, from which the calcines would enter the smelting zone of the reverberatory furnace through an opening in the roof. The hearth of the reverberatory was 3 ft. wide by 21 ft. long. The roasting shaft was 3 ft. square inside and had an effective height of about 20 ft. . The reverberatory furnace was arranged so that it could be charged either directly through the roof with regular hot calcines, in the usual manner, or by means of the shaft, at the top of which were a feed-ing arrangement by which cold flotation concentrates, suitably fluxed, could be fed continuously and a pipe through which cold air was blown in. Means were provided for distributing the feed over the cross-section of the roasting shaft. At first a mechanical arrangement was used but later it was found that a simple cone served the purpose equally well and gave less operating trouble. On account of the small size of the equipment, it was realized that absolute capacity and fuel consumption figures would mean but little. It was not to be expected that ratios comparable to those obtained in large furnaces could be gotten, and the only way in which any idea could be obtained as to the possibilities of the combination furnace was to run it in parallel with the reverberatory furnace charged in the usual manner and operating without the shaft. The results of such parallel runs are given in Table 1. The amount of oil burned in the reverberatory was purposely maintained at substantially the same rate during both runs in order that the benefits resulting from the shaft might be gaged.

In the course of an examination of some of the California hydraulic mines in November last, I visited the property of the Gold Run Ditch and Mining Company, near Dutch Flat, Placer County. This is one of the most important and extensively worked mines in the district. The gold occurs in the characteristic blue gravel, which averages 175 feet in thickness, the lower 40-60 feet being made rip of cement gravel, which resists the action of water, and can only he loosened by blasting. The specimen which I have the pleasure of laying before the members was presented to me by Mr. I. L. Gould, the intelligent superintendent of the mines, who informs me that he found it in the old river channel, about twelve feet above the bedrock. The flattened water-worn nugget of gold, about the size of a kidney-bean, is imbedded in blue cement gravel, around which quartz has crystallized. When found the projecting portion of the nugget was enveloped in quartz, the core of gravel and gold having only been discovered after breaking the lump of quartz. On the quartz there is a shell of cement. The specimen is a remarkable confirmation of the theory of the deposition of quartz from solution. DISCUSSION. Dr. T. STERRY HUNT, in commenting upon this occurrence, remarked that it is in accordance with what we already know of the recency of some of the quartz of this region, and cited the microscopic

What is believed to be an Aztec, or possibly a Toltec, mirror, is claimed to have been taken from one of the tombs at Cholula, near the city of Puebla, Mexico, where there is a mound of considerable size, in fact a hill, largely constructed of adobe bricks by the Toltecs, or by those who antedated them. The mirror is formed from a mass of what is evidently pyrite, is nearly a true hemisphere, having a diameter of 3 1/8 inches, and weighs 19 ounces. From its unusual size it is believed to have been hung about the neck of an idol. Other Aztec mirrors of smaller dimensions, and of less weight, so as to be carried about the person, are known; but the one exhibited, being heavy, was apparently intended to be held in the hollow of the hand, in which it fits, and may have been utilized to flash heliotropic signals. The entire surface, both of the base and of the convex portion of the hemisphere proper, has been beautifully polished, but, for some reason, the mirror has been shamefully abused, the edges having been broken, and the center of the base defaced, possibly by some one testing it for precious metals. STEAM is, and doubtless always will be, the basic power in the anthracite industry, either directly applied through engines and pumps or electrically. The rapidity with which electric power is being applied to the mining and preparation of anthracite leaves little doubt as to its utility and economy. There is practically no operation, except possibly the drilling of hard rock, that has not been successfully electrified and the matter of drilling is handled economically with electrically driven compressors and the standard compressed-air drills. Conservation and the seemingly ever-increasing cost of production, justify careful consideration of the possible results of the more extensive use of electric power in the industry. It is not planned to discuss, herein, the relative economies of individual applications but to consider the relative economy and flexibility of steam and electric power. The reports available for the year 1920 indicate a production of slightly over 80,000,000 tons of anthracite, of which 8,843,500 tons were used for power and heating purposes; in other words, over 11 per cent. of the production was used at the mines. Some of this was used to generate electric power at the mines, about 160,000,000 kw-hr., while 150,000,000 kw.-hr. was purchased from the public utility companies. One large producer, who is buying some electric power and generating some, used over 13 per cent. of the production for power and heating at the mines. Another producer, where considerable electric power is generated on the properties, is using less than 9 per cent. of the output for power and heating. One of the largest producers has a fuel consumption of over 15 per cent. of the output, besides which considerable power is purchased. A careful study of the field indicates that steam-operated plants use upwards of 13 per cent. of the production for power and heating, while electrically operated plants use about 1 per cent. for heating; so that, for steam-power purposes at least 12 per cent., or 268.8 lb., are used for power out of each ton produced.

The object of refining copper in the reverberatory furnace is to obtain a metal which will have the highest attainable degree of malleability, ductility and electric conductivity, and present at the same time a level surface when it solidifies in the mold after casting. These desirable physical properties are governed by the character of the impurities and the forms in which they are present, by the amount of cuprous oxide retained by the copper, by the quantity of gas held in solid solution, by the casting-temperature, and by the thickness of the casting. The effects of impurities, of cuprous oxide and of gases upon the mechanical properties of copper have been studied by Hampe1 in his classical paper " Colitributions to the Metallurgy of Copper." The most recent research into the effect of metals upon the electrical conductivity of copper is that of Addicks. 2 The influence of cuprous oxide upon the electrical conductivity has been investigated by Walker3 and Addick. 4 The absorption of gases has received attention by Hampe: Stah16 and Heyn 7 The effects of casting-temperature have been noted by Stahl.8

The Park City mining-district is distinctively a camp of few properties, 5,000 acres, or one-third of the entire district, being under the management of but three companies. As a rule, the ore-bodies lie deep, with no outcrop, except where erosion has formed the deeper canyons and gulches. Ontario canyon exposed the famous Ontario ledge, and Woodside gulch showed the first ore of the Silver King Coalition mine. The Quincy ore-bodies were first brought to light in upper Empire canyon, and Thaynes canyon was instrumental in aiding the prospector during the early days of the camp. There are 22 shafts which have reached a depth of at least 500 ft., ten a depth of 1,000 ft., five a depth of 1,300 ft., and two a depth of 2,000 ft. The amount of lateral development has been proportiorlally extensive, including six long tunnels, four of which are in 3 miles, with a fifth now being driven. The Ontario lower drain-tunnel is now more than 4 miles long. The formations are sedimentary, dipping about 30° NW. and N., and traversed by many fissures, dikes, and faults. The principal ore-bodies are found. associated either with the contact of the basal Ontario quartzite and the overlying limes, or on a quartzite stratum within the limes, or in the fissures, or along some of the porphyry dikes. The district covers the intersection of the Uintah and Wasatch ranges, which explains the existence of large folds and faults, and fissures of great length, width, and depth. AS I told you before in the treatise on ores, once these are found (whether they are ores of metals or semiminerals) it is necessary to assay them in order to know what is in them, since the judgment of the sight is not sufficient for recognizing the quantity or even what substance they contain. For this reason, it is necessary to come to assaying and, with the knowledge of experience, to weigh their virtues and to proceed with the work or withdraw from it and its expense; and also through knowledge to make provision for their defects if some evilness harms the ores. For if you should have need of a thing that would help them and should not find it, all that you have done would be lost; and, on the other hand, if you should find that the ores are abundant and rich and easy to smelt, you take courage to continue without respect for anything. Therefore, in the following book I shall tell you first in general how the assay of all the metals should be made. I shall enlarge in particular on silver more than on any of the others since it is more important. Then I shall tell you how the ores should be prepared for smelting and also how blast furnaces and other furnaces for smelting such ores should be constructed, and finally how all elemental mixtures of metals are to be separated one from the other with the ability and power of art, and how they are reduced to their final perfection and fineness according to their species.
